Aue! Aue! Ko te aue o te wāhine e karanga atu nei ki ngā mate maha, o te wā, o te wiki, o ngā marama kua pahure, maranga! Maranga!

Kua horo ngā marae ātea o Ngāruahine. Kua horo ngā Hapū o Ngāruahine. E ngai tamo, hoki anō ki te atua o Hine nui te pō. Moe ana ki te poho o tō whaene a Papatūānuku. Mā ōu koiwi te whenua nei e whakamana.

Tāria te wā, ka puta ai āu uri whakaheke ki te whai ao, ki te ao mārama.

Ki tātou nei ngā mata mōrehu o rātou mā, tātou nei e kōkiri ana i te waka o te ora, kei te mihi, kei te mihi, kei te mihi.

E te iwi, nau mai ki tēnei whakaputanga o He Pākiki. He Pākiki was created to update you all on the mahi that is happening within our strategic Pou, but also for you to have an opportunity to hear about what is happening in the wider landscape of Ngāruahine.

While we are able to cover off the kōrero relating to the Pou mahi, we would love to hear any good news you may want to share with all of your whanaunga. Maybe you graduated from Whare Wānanga or University. Maybe you got into that hākinakina team. There could be something happening within your Hapū that you want to share. The contact email is on the last page of this issue.

For the remaining seasons of this year, we plan to get on with our business as usual and we also have some iwi engagements and initiatives you’ve asked for in the making! Keep an eye out on our social media, these pānui, or call into the tari for any updates you need.

MOKOPAPA KI WAIOKURA MARAE

Rangahaua, kimihia te rongoā hei oranga mōu. Taangia to kiri ki ngā kōrero o tuku iho, ko koe te waka hei kawe i ngā pūrākau o ngā mātua tupuna. Tiakina tō taiao. Aata whakaaro mō tō tū i tēnei ao. Kua mau koe i tō hoa haere i tēnei ao, i te ao i te pō. Nau mai ki te pae o Niwareka rāua ko Mataora. Tau mai rā, tau mai rā, tau mai rā!

Waiokura Marae came alive with uri returning to the long awaited Mokopapa which was held 17 – 18 Kohitātea (January). Six uri received their taonga, surrounded by their whānau, whanaunga, kuia, koroua, hoa, whānau, Hapū and iwi. It had been a long wait for each recipient with previous cancellations due to tangihanga and Covid 19.

Kaitā Rangi Kepa and Sian Montgomery-Neutze along with their kaiawhi and understudies, bought these taonga to life. The two days were full of waiata, kōrero, karakia, laughter, tears and sharing. It was a very special time for our tamariki and rangatahi who were present, to witness this taking place on their marae for the very first time. We acknowledge those who received their moko and their whānau for bringing this taonga back to the marae and letting us share the experience with them.

NGĀRUAHINETANGA

E te tii, e te taa, ko te pou o Ngāruahinerangi e kipakipa mai ana ki koutou katoa. Ko te tumanako kua ea ngā hararei o te Raumati, ā, kua hoki anō te minenga ki te mahi, ki te kura, ki te kōhanga reo, ā e koakoa ana koutou katoa!

He maha ngā kaupapa kei mua i te aroaro mō tō koutou nei pou a Ngāruahinetanga. Anei rā ētehi tai pitopito kōrero e paa ana ki ngā kaupapa kua oti, ngā kaupapa e whai ake nei hoki.

TE PAEPAE O AOTEA

On Wednesday 1 Huitanguru (February), Te Paepae o Aotea opened its doors as a newly combined school, catering for Years 7 to Year 13. As a result of a school fire and some community consultation, it was decided by the Ministry of Education that this type of school would be the best option moving forward. The Establishment Board for the school has had a working relationship with Te Runanga o Ngāti Ruanui and Te Korowai o Ngāruahine.

NGĀRUAHINE WHĀNAU DAY

In collaboration with Te Ūkaipō we held our whānau day on Saturday 28 Kohitātea (January). Over 200 uri descended upon Wai o Rua, ki Whakaahurangi – the Stratford Aquatic Centre to enjoy a day of whakawhanaungatanga. It was an amazing day, full of swimming, laughter, games, manu and pizza.......lots of pizza! No amount of rain or wind was going to dampen this special day for our iwi. We’d like to thank Ngāruahine Iwi Health for their support and the wonderful kaimahi at Wai o Rua. A fabulous way to start the year off for Ngāruahine!

BRANCHING OUT MAPPING

Work has been undertaken to get some quality maps which will be a key tool for Hapū aspirations to develop their land resources. Big thanks to Venture Taranaki for all their assistance on this kaupapa. The second workshop for Hapū users is set for 7 Poutū-te-rangi (March).

TAIHONOA SUMMER INTERNSHIP

Teina Ngaia was the successful applicant for our Taihonoa Summer Internship. She has completed some solid mahi for us including a review of the Kaitiaki Plan.

NGĀ HIWI MAUNGA RANGERS

We had end of year appraisals for the Ngā Hiwi Maunga Rangers in Hakihea (December). This was followed up with some annual planning in early Kohitātea (January). It’s a big year ahead for them with Kiwi releases and Titipounamu relocations ahead.

NEW CE AT SOUTH TARANAKI DISTRICT COUNCIL

Fiona Aitken was appointed as the Chief Executive of STDC. She takes over from Waid Crockett who has been key in the development of the Councils’ Partnership arrangements with the four iwi of South Taranaki. I am sure Fiona will continue the good work.

THREE WATERS

The Taranaki region is in Entity B for the proposed Water Services Entities under the new legislation. Regional Representation Groups (RRG’s) will provide regional and local direction and oversight. They will appoint entity boards and approve their strategic direction. RRG’s will have equal mana whenua and council representation. Mana whenua representation for Entity B is based on a waka model which includes 8 waka. Some interesting statistics for Entity B are:

o 63 Iwi

o 482 Marae

o 701 Hapū

o 22 Councils

The National Iwi Chairs and Freshwater Iwi Leaders have been on top of this and are active in advocating for Māori rights and interests in freshwater. The collective approach taken indicates the large scale of the changes taking place. Te Korowai, like other PSGE’s is not properly resourced to fully participate in all aspects of the changes. We have worked with our whanaunga iwi in Taranaki to ensure we can get our views across. Entity B is fortunate that Te Arawa has taken up a lot of the mahi that is required, however our contribution is of a high standard, is valued by our iwi counterparts and we continue to engage with purpose.

Submissions on Three Waters and the RMA replacement legislation will be one of the major priorities for Tipua te Mauri over the coming month.

TE KAWA WHANAKEORA (MAHI)

POUA TE PĀTŪTŪ (KĀINGA)

Te tangata tōmua, te whenua tōmuri

As reported in the last He Pākiki, Te Korowai is currently working with Housing Urban Development (HUD) to support Hapū/Marae housing initiatives and The Ministry of Primary Industries (MPI) to support Ngāruahine landowners to investigate alternative land development opportunities.

We need land to build our houses on and we can use land to develop our own businesses, in turn we will create our own employment opportunities for uri. Land being the common denominator, but unfortunately, we did not have the current data to inform our whenua/kāinga or Pupuke te Hihiri objectives (job creation and economic opportunities) .

Te Korowai recently completed a mapping exercise and stock take of all the land within our iwi rohe that could be used for whenua/kāinga and enterprise development.

• 23 Marae and Hapū owned land blocks – these have been referred for housing and alternative land use feasibility

• 197 land blocks – these have yet to be fully analysed but approximately 150 land locks have potential

- Māori Freehold Land – governed/ungoverned

- Reservations

- Urupā

- PKW blocks

• 59 properties land banked - Land Information New Zealand (LINZ) holds these landbanked properties. Te Korowai will be working with our whanaunga iwi ( Ngāti Ruanui and Ngāti Maru) to seek a RFR option for these properties . More analysis is required but a lot of the properties have potential for housing or commercial ventures.

This data and information will be added to the Ngāruahine Iwi Master Map which was developed last year. As mentioned by Dion, workshops are being run for Hapū reps to learn how to use it and navigate through its multiple layers.

We are back for 2023! Te Ūkaipō is amping with mana and ready to lift Te Ūkaipō to another taumata this year.

I have hit the ground running anō e te whānau, currently I am looking to create a rangatahi events ohu. Their responsibilities will be:

• Assist with leadership roles at events

• Participate in event planning

• Provide ideas and feedback that would help nurture Te Ūkaipō goals

What's happening in Te Ūkaipō so far in 2023:

• Te Ūkaipō rangatahi touch team in Te Hāwera touch module

• Te Ūkaipō’s first year facilitating Whānau Day at Wai o Rua

• Planning Te Ūkaipō first wānanga, ko te kaupapa, ko te taiao!

• Paepae initiative – Increasing our paepae capabilities

• Rangatahi Packs are on the agenda so keep those karu open

• Collaborating with other rangatahi kaupapa around the motu who are dedicated to uplifting our rangatahi and guiding them ā wairua, ā tinana.

Te Pō Whakahirahira held on 3 Hakihea (December) was a night of joy, laughter, celebration, sparkle and glamour! It was a stunning night where we saw our uri dressed to the nines, enjoying each others company and dancing up a storm. A special thanks to our entertainers – Wini Baxter, Ngā Tama and DJ Kepa, and our MC’s Robin Ngaia and Tūheimoa Maruera. Thank you to everyone who helped make this night a very special one for Ngāruahine. We also acknowledge our spot prize winners;

CENSUS 2023

Census Day will be Tuesday 7 Poutū-te-rangi.

The census is a nationwide survey that happens every five years. Every person who is in the country on the night of Tuesday 7 Poutū-te-rangi (March) 2023 will need to do the census.

By taking part in the census, you help to create a better understanding of your community and what it needs. People’s responses are combined to produce statistics that provide a picture of life in Aotearoa New Zealand and how it is changing. Your identity is kept private and confidential.

It’s so important to be counted e te iwi! Iwi, community groups, local and central government, and businesses use this census information to make decisions about funding and providing services that affect you, your whānau, and your community.

Stats NZ is doing some things differently for the 2023 census. There will be more census collectors and more assistance for people who want help to fill out their census forms. You will have more choice about how you take part too. You will be able to fill out census forms either online or on paper, and there will be alternative formats to support disabled people.

Stats NZ will deliver instructions about how to do the 2023 Census to every place where people live or stay. Look out for these instructions from Hui-tanguru. To learn more about the 2023 Census, visit www.census.govt.nz
