Organization Descriptions: Prevention Point Pittsburgh (PPP) is a non-profit organization that seeks to improve the health and safety of individuals who use drugs through the provision of public health services. By both practicing and advocating for harm reduction approaches to substance use, PPP aims to empower individuals and communities to respond to substance use with compassion and understanding.

NEXT Harm Reduction (NEXT), made up of the programs NEXT Distro and NEXT Naloxone, works to provide online and mail-based harm reduction resources to individuals who are unable to access in-person services.

Position Summary: The PA Naloxone Project Coordinator will oversee the expansion of naloxone distribution services within Pennsylvania through a partnership between NEXT and PPP. This position will be hired as an employee of PPP, will be based in Pittsburgh, and jointly supervised by PPP and NEXT. The PA Naloxone Project Coordinator will lead the development, implementation, and ongoing management of NEXT Harm Reduction’s online and mail-based naloxone distribution within Pennsylvania in collaboration with PPP. This position will oversee all program components to increase naloxone access and reduce opioid overdose fatalities statewide. The Coordinator will also support Prevention Point Pittsburgh’s Overdose Prevention Project Coordinator and Executive Director in policy and advocacy efforts.

This position blends harm reduction service provision and program management with policy, technology, evaluation, and marketing. A successful candidate will have experience and expertise in at least two of these areas.

Responsibilities: ● To work with NEXT and PPP to write and carry out appropriate policies and procedures that are in compliance with applicable laws and regulations to ensure successful expansion of naloxone availability statewide. ● To maintain accurate documentation of program data (quantitative and qualitative) and to provide summaries and analyses for planning and reporting purposes. ● To lead stakeholder conversations on evaluation metrics; develop and execute evaluation strategy in partnership with NEXT, PPP leadership, and Vital Strategies. ● To assist in the hiring of a Fulfillment Specialist and provide regular supervision to this individual that allows them to excel at their job and meet program goals.

To prospect and engage in strategic partnerships in order to establish relationships that result in regular contact with target populations.

To manage inventory of program supplies and place orders as needed.

To utilize existing and new data in order to determine counties that will receive priority status for receiving program resources including advertising and other promotional efforts.

To create and execute a marketing strategy and materials.

To develop a comprehensive understanding of the policy and funding landscapes related to harm reduction and drug policy in Pennsylvania.

To support and participate in advocacy efforts around naloxone access and other harm reduction topics.

To work with NEXT to provide feedback in order to troubleshoot technology issues or improve user experiences.

To attend and present program information at meetings by request.

To engage potential funders for the long-term sustainability of the project and submit funding requests.

To help in the identification and recruitment of a provider who will issue a Standing Order that will allow for mail-based distribution of all formulations of naloxone; to regularly interact and respond to request for information or updates from the provider.

To receive supervision from both NEXT and PPP leadership.

To cross train with PPP staff for direct service provision coverage as needed.

To maintain the safety and cleanliness of a satellite PPP office.

To track and meet deliverables, contractual obligations, and other compliance issues.

To represent the agency in task forces, advocacy groups, and advisory bodies as appropriate.

To be genuine, engaging, and trustworthy when interacting with program participants.

To exemplify professionalism when working with partner agencies and authorities.

To be accountable and responsive to program participants, partners, coworkers, and agency.

To give regular updates on program progress throughout the project.

To function as a team-member, share in other responsibilities as required, including but not limited to: attending events, obtaining training, undertaking research, and other duties as assigned.

Requirements and Qualifications: ● Commitment to harm reduction philosophy and organizational missions. ● Understanding of safer injection practices, overdose prevention, testing procedures, disease transmission, and general substance use topics. ● Strong organizational skills and attention to detail; accuracy in documentation and data entry. ● Excellent interpersonal and team building, leadership, and oral and written communication skills. ● Use of good judgement in decision-making; notifying PPP leadership of any potential issues that impact the program’s operation. ● Willingness to work independently, be self-directed, and creatively solve problems as they arise. ● Ability to supervise program staff in order to meet program goals. ● Ability to handle confidential information with discretion and in compliance with applicable laws. ● Ability to multi-task, prioritize, attend required engagements, receive feedback, and meet deadlines. ● Lifting 25 pounds, driving, sitting, standing, and climbing stairs are frequently necessary. ● Basic computer skills and proficiency with Microsoft Office Suite, email, and other core applications required.

Experience with database, data management/analysis, mapping, and project management software preferred (Google Sheets, Excel, ArcGIS, etc.)

To travel as needed for program delivery, partner meetings, presentations, etc.

Must have a valid and unrestricted PA driver’s license for duration of employment and be insurable under agency’s policy (disqualifications generally include DUI/DWI or other reckless driving convictions in the last five years or more than two at-fault accidents in the last three years).

Must complete all required trainings and certifications.

A bachelor’s degree is required; master’s level work or degree a plus.

Experience in previous public health or policy settings is required; 2 years of supervisory and project management experience preferred.
