Mt. Olive Father Receives Support From Wayne PD, And Community For His Battle With Cancer

Clemente, 46, a resident of Mt. Olive, has been a cop since 1995, when he began his career with the West Caldwell Police Department. He worked there for eight years until he joined Wayne PD. Captain Laurence Martin, the Investigative Division commander of the Wayne Police Department, recalled that Clemente had been sick and seeing a doctor, but no one expected cancer. Although he has undergone chemotherapy and numerous doctor visits in the past year and change, he has been given free reign by Chief James Clarke to show up whenever he wants and he usually does for an hour or so. When he arrives his spirits are high and everyone enjoys seeing him, Martin said.

“From an outsider’s point of view, he looks physically fit,” Martin said.

While Martin does not know when Clemente will return full time, they can only hope he is medically cleared soon.

Martin, who has worked with him for 15 years, described him as a “good family man and a caring compassionate professional.”

“You’re not going to hear a critical analysis of his career, not because he’s sick, but because he’s a great guy,” he said. “Every aspect of his life as a father, husband, officer and detective is an

extraordinary performance.”

Martin stressed that the department comes together in times of need. Whether an officer is sick, hurt or killed on the job, everyone pitches in. In the past year, it held several fundraisers for the Clemente family trying to ease their financial pain and raise their spirits.

It has been reported that some of the other fundraisers included members of the Wayne PD growing facial hair during the No Shave November in support of Clemente’s battle against cancer; the department hiring a company to decorate his home for the holiday; raising money; and hosting family fun night.

During Pancreatic Cancer Awareness Month, classmates of Clemente’s daughter, Madison who attends Mt. Olive High School, had organized a “Purple Out” during a MOHS varsity football game in November for added support.

“When it’s a member of our

family we rise up,” Martin said “We do what we have to do. We rely on each other to go home.”

According to the American Cancer Society, about 12,000 Americans are diagnosed with neuroendocrine tumors each year. Neuroendocrine tumors constitute less than 2 percent of gastrointestinal malignancies, but are more prevalent

than stomach and pancreatic cancers combined, according to the Neuroendocrine Tumor Research Foundation. The tumors typically do not cause symptoms early in the disease process.

They are often misdiagnosed as irritable bowel syndrome due to abdominal discomfort that is generally relieved by going to the bathroom.

Local Dancers Shoot For Charity Support As They Shine On Stage In Annual Benefit

Theater Dance Center in Flanders scheduled its second annual Shooting Stars Dance For A Cure Benefit on Sunday, Jan. 21, at 2 p.m., at the Performing Arts Center at Mt. Olive High School. At the event, dancers from the local dance center performed their routines on stage for their families, friends and community for $12 per ticket with all proceeds going toward The Fighting Children’s Cancer Foundation.

For the past seven years, Theater Dance has been holding the event in order to raise money for a selected charity.

This was the second year it has raised money for children’s cancer. Last year, the center collected about $8,000, according to Millene Schetlick, owner and assistant director of Theater Dance Center in Flanders.

In previous years, Theater Dance Center raised $40,000 for Stand Up To Cancer and $8,500 for local veterans through the Wounded Warriors Project.

Schetlick says she chose The Fighting Children’s Cancer Foundation as this year’s beneficiary because of its local support to families in New Jersey.

“They’re helping families with children,” says Schetlick.

“It’s local.”

At the recent benefit, dancers from the center’s competition team- The Shooting Stars- as well as those on its community service troop - The Shining Stars- performed 40 dances. This is their first per-

formance on stage in front of an audience during their season, says Schetlick.

Dancers range in ages 7-18, and performed their routines in a variety of genres including jazz, tap, ballet, hip-hop, contemporary, lyrical and musical theater. continued on page 14

Mardi Gras Sunday To Raise Money For Hurricane Relief

On Sunday, Feb. 11, the Stanhope United Methodist Church in Netcong will hold its annual Jazz Worship service at 9:30 a.m., followed by a Pancake Breakfast Fundraiser at 10:30 a.m.

The breakfast, held in the church’s fellowship hall, is sponsored by the church’s United Methodist Men’s group. The event was started as a way to raise funds and awareness for hurricane relief, and at the

President Scott Lefurge explained, “Now more than ever, hurricane victims can use our help. This past year, we saw the extreme devastation of Hurricanes Harvey, Irma and Maria. People affected by these hurricanes need our help. We

will use this event, to once again, raise funds and awareness for hurricane relief efforts. One hundred percent of the proceeds go directly to United Methodist Committee On Relief.

All the food and decorations for this event are donated by church members

and their families.

We want people who attend to understand that every dollar that is donated will go directly to hurricane relief.”

People are welcome to attend the service, breakfast or both.

That Sunday will start with a service that will fea-

Mt. Olive Nurse Recognized By State For Outstanding Service

By Cheryl Conway t. Olive residents are in good hands when it comes to public health as its township nurse recently got recognized by the state for her outstanding contributions.

Helen Giles of Flanders, public health nurse for Mt. Olive, Mt. Arlington and Netcong, has received a Certificate of Achievement as a Public Health Nurse from the New Jersey Local Boards of Health Association in recognition of her outstanding contribution she has made to public health in NJ. She was informed of her achievement in a letter she received from the NJLBHA on Nov. 27, 2017.

One of only two nurses recognized in the state, Giles was presented with the award at the NJLBHA Annual Awards Dinner held Thursday, Dec. 7, 6:30 p.m., at Pierre’s Restau-

rant in Monmouth Junction.

One other nurse from Patterson was also recognized.

Quite humble for her achievement, Giles is both surprised and excited to have been nominated and selected.

“I was surprised,” says Giles.

“Honestly, all of my colleagues are as good as I am. All the public health nurses I know do a fabulous job. I’m honored to be in their good company.

“I’m very fortunate to be working with a terrific board of professionals,” she continues.

“I am just one representative of great nurses across the state.

It’s a small award; all my colleagues are just as excellent.”

Giles has been Mt. Olive Township’s public nurse since 2007. She had been working as part of a mass immunization clinic during the H1N1 pandemic, when people would line up for the vaccine when there was a short supply.

At that same time, the Mt. Olive Twp. public health nurse was retiring.

“I was very fortunate to be in the right place at the right time,” she says.

Her position eventually expanded into other towns- including Netcong and Mt. Arlington- when the township decided on a shared services agreement with other towns.

Nursing is Giles second career. With her bachelor’s degree in psychology and associate’s in marketing, Giles worked in marketing for CVS Pharmacy and then stayed home while raising her kids.

She decided to study nursing in 2004 after her loved ones faced some illnesses.

Giles graduated in 2007 with a second bachelor’s degree in nursing from Thomas Edison online.

Women Take On Mind Management At Chamber Event

he Women in Business Committee of the Mt. Olive Area Chamber of Commerce is taking on “mind management” - in a good way!

For those who want to organize their lives better, the Tuesday, Feb. 13 meeting is a winner.

The event takes place from 5:30 p.m. to 8 p.m. at Jersey Girl Brewery in Budd Lake.

The meeting, part of the women’s group’s monthly meeting, features Gail Kreitzer, founder of Dashboarding Mind Management. Her unique approach to stress management through this program will be offered to attendees. Kreitzer asks, “Stressed out by everything you have to do, keep track of and think about? The Shooting Stars team competes in five regional competitions annually as well as nationals every other year, says Schetlick. The Shining Stars performs in about five to ten events annually throughout the local communities.

“We try to do community service,” says Schetlick. “We try to instill in the kids to give back.

It’s important to us to educate our students and their parents to give back and help others.”

Following the performances, speakers from FCCF were scheduled to attend to speak about the foundation and how they help families who have children battling cancer.

The FCCF “provides needs-

based financial assistance to families struggling with pediatric cancer,” as stated on his website. “FCCF is committed to supporting these families in their efforts to improve their children’s quality of life.”

Income Tax Assistance Offered At Mt Olive Public Library

he Mt. Olive Public Library will offer free income tax assistance to senior citizens, disabled, and income eligible residents through our partnership with NORWESCAP. Tax assistance is offered beginning Thursday, Feb. 8 and runs every Thursday through April 12 from 11a.m.2 p.m. Evening appointments are on March 1t, March 15h, March 22 and April 5, from 6

p.m.-7:30 p.m. There will also be appointments available on the following Saturdays: Feb. 17, March 17t and April 14 from 9:30 a.m. to noon. Tax assistance is offered by appointment only.

A large part of Giles’ role as a public health nurse is in communicable disease and screening she provides in each town.

Some highlights acknowledged by the NJLBHA include Giles’ role as committee chair of Immunization Tool Kits established in 2011 to increase the vaccination rates in Morris County; and her efforts with the Mt. Olive Mayor’s Wellness Committee Project to increase physical activity and healthy eating for residents.

As the township public health nurse, Giles’ role deals with the containment of communicable diseases which involve finding the source, outreaching and preventing the spread.

She is also responsible of

ensuring that people have access to vaccinations and medical care by providing free vaccinations and connect people to low cost services.

Giles also offers low cost screenings for glucose and cholesterol to residents so they know their numbers; cancer screenings to males and females; skin care screenings; blood screenings; child health care clinics; and blood pressure screening to more than 1,000 people.

She is currently working with immunization audits and connecting with child care centers in the area to make sure everyone is up to date.

“It’s interesting because you get to wear a lot of different hats,” she says. “You just never know what’s going to happen.”

Dental Bridges, Dentures, & Implants: What’s The Difference?

V

ery often, people need to replace missing teeth or teeth that will be extracted shortly. Bridges, dentures, and implants are the most common ways to accomplish this, but what are they all about? Dr. Ira Goldberg will help to shed some light.

The most common area of confusion lies between dentures and bridges. Dentures are removable: they can be taken out. Bridges are permanent and do not get taken out.

Dentures can be made from a number of different materials: acrylic or plastic, metal, a combination of acrylic and metal, or a newer type of plastic called “thermoplastic.” The advantages of the acrylic include cost and simplicity. They are the least expensive, and the easiest to fabricate and repair. The disadvantages include thickness and stability: they require increased material thickness in order to provide strength, and they will be the loosest, meaning they will have the greatest tendency to move around in the mouth.

The thickness can interfere with speech.

Metal dentures are thin, rigid, and fit tightly. The downsides include increased difficulty to repair and cost.

Thermoplastic materials have the advantage of being flexible, which many patients find to be more comfortable.

However, repairs can be difficult to impossible, based upon the type of material utilized.

Clasps are “arms” that extend off of a denture that help to keep the denture in place.

The clasps can be metal, white to match teeth, or pink to match gums. No clasp is perfect, but they are a necessary component for denture stability, but the downside is potential esthetic complications if they show in a smile. If a clasp breaks off the denture, a repair is not always possible, and can render the denture fit unsatisfactory.

Unlike dentures that are removable, bridges are permanent. This is one reason why bridges are more popular

than dentures. Other advantages include increased biting and chewing power, improved esthetics, and less fuss with them, since they don’t have to be taken in and out. Downsides include the “shaving down” of teeth on either side of spaces to keep them in place, called “abutment” teeth, and potential cavity development or need for root canals on these abutments over time.

Dental implants provide a host of options. Most people think of an implant as a post that is placed into the jawbone to hold a tooth (crown). This is one use of an implant, but there are other functions. The implant is actually the post: it can be used to secure a denture or a bridge. With respect to dentures, the implant can help to eliminate or decrease the number of clasps, providing a more esthetic outcome and more stable set of teeth. Bridges benefit from implants because cavities cannot develop around the abutments and there is no need for root canals. Implant bridges

also eliminate the need for drilling on other teeth.

Competition On Learning Fire Safety Heats Up At MOMS

By Megan McGaha our Mt. Olive Middle School (MOMS) students will be studying fire prevention in preparation for the Fire Information Rescue Education (FIRE) Bowl at Kean University in May. The FIRE Bowl is a game-show-style trivia contest for seventh and eighth graders. The MOMS students will be coached by science teacher Rachel Eby twice a week, after school, on their knowledge of fire safety and prevention, fire science, firefighting operations, the history of firefighting and fire in current events.

“Everything that (the) FIRE Bowl teaches the students is exceptionally crucial to their everyday lives,” said Eby. “Most importantly, they learn how to handle themselves in an emergency situation and the science behind fire safety.”

Eby, a new teacher at MOMS, initiated the program at the school.

“My personal experience for fire safety is solely based upon my father.” said Eby. “I spent many days in the firehouse with him and fire safety was a way of life for me.”

She was introduced to the FIRE Bowl during her first year teaching, when her father passed away.

“He was a retired Newark firefighter for 37 years. A coworker approached me after the funeral asking if I would like to get involved with the club as tribute to my father.” she said. “Ever since then, I hold the club very close to my heart.”

She said some of the most important things students will learn are what to expect, how to get out safely, and how to

deal with others in a panicked state, as well as the logistics of putting out a fire and how to properly handle the fire depending upon the chemical composition of the material that initiated it.

“The teams are limited to four students per coach,” said Eby. “Since the club is new to the school and I am the only coach right now, it will be limited to a team of four. Ideally, I would like to involve more coaches and more students next year and the years following.”

Eby said the team will receive their training material on Feb 15.

“The students utilize the training material in order to prepare for a state-wide assessment. There is even a field trip planned to the Middlesex Fire Academy where the students will experience firsthand training from firefighters,” said Eby. The students will take the written assessment at the end of April. The two highest scoring schools will be chosen to compete in the FIRE Bowl in the middle of May. According to the 2017 FIRE Bowl rundown, “Teams first compete within their own school district in written competitions, then against teams from other towns until there are two finalist teams.

These final two teams compete in a Championship Round, which is set-up on a game show-like set at a large-scale auditorium/arena facility.”

All participating schools are invited to attend, and participating teams receive awards. Last year, the two teams who competed on stage were awarded Kindle Fire tablets.

Mayor Shares State Of Township Address 2018

ouncil president, members of the town council, municipal employees, friends, relatives and fellow residents of Mt. Olive, I once again thank you for the opportunity to report on the State of the Township of Mt. Olive this year 2018.

When I first became mayor of this wonderful township, our number one priority was to foster a sense of community.

Ladies and gentlemen, together with the leadership from the board of education, we have succeeded. Mt. Olive is a wonderful place to live, have a business and raise a family.

Our successes are based, in part, upon outstanding communication with the residents and improved municipal facilities and services; all while not raising municipal taxes since my first year as mayor. Those services are provided to the residents through our municipal employees who understand that I will not tolerate anything less than the courtesy and attention each one of our residents deserves.

I would be remiss if I didn’t thank the residents of Mt. Olive for electing me to lead the township as mayor. Mt. Olive has shown me throughout the years their compassion for one another, the caring for their neighbor, the community pride we have in Mt. Olive, the team spirit to strive to reach our goals and the true meaning of having a purpose.

This year especially, I have seen individuals lending an extra hand, eating dinner with those who had no one, the tremendous support for our first responders, being acknowledged to have a sister city in Italy and celebrating our victories. I am so very proud to be mayor of Mt. Olive.

We work collaboratively as a team in Mt. Olive, all has been achieved would not have been possible, but for the work and support of the governing body.

I would like to thank Joe Nicastro for his leadership in 2017 and look forward to working with him again this year in 2018. I congratulate Joe on his appointment to another term as council president and thank him and the rest of the town council.

Through our conservative financial management, smart spending, and our efforts to attract new businesses to Mt. Olive, for the sixth consecutive year, as mayor, the budget that I will be submitting to the council will have no tax increase in the general and sanitation budgets. I am also satisfied and pleased to report that the current fund regeneration projections for 2018 leave the township in a sound fiscal position for the next year’s budget.

Administration The Administration continues to coordinate all aspects of local government between the municipal departments, local businesses and residents. Our ef-

forts of communicating with the residents continues to grow and far exceeds any of the surrounding municipalities. To support the efforts, an assistant administrator position was created.

With a new business administrator on board this year, we are continually working on developing and re-developing properties, in an effort to build and sustain our commercial ratable base throughout the township.

We are currently taking proactive steps to build a solar field on the old Combe Fill Landfill and are working with the DEP to restore water services to the affected homeowners adjacent thereto.

Substantial work has been done to the exterior of the Seward House and we have received additional grant money from the Morris County Historical Preservation Trust Fund to continue our efforts. The restoration of the exterior of the Baptist Church is now complete. We have received additional grant money to continue with the interior of this project.

Thanks to Habitat for Humanity we were able to bring more affordable housing to Mt. Olive.

The new homeowners of the completed homes on Walman Way were able to move in and start enjoying their new homes.

In 2017, administration instituted a lake management plan. We worked

with Aquatic Analysts, our Environmental Commission and the Health Department to better maintain and treat the lake. With this continued collaboration and treatment plan we do anticipate to once again reopen the beach this summer.

We also formed a committee of residents, elected and appointed officials to study further development of the Route 46 corridor including the Route 46 lakeside properties.

After more than 45 years with the same logo we decided it was time the township have a new one that better represented Mt. Olive Township. We held a contest and received more than 50 submissions. After careful consideration, council and administration decided on two final drafts.

The two young men, Kevin Nealon and Phil Nobile, current students at our high school, worked in a joint effort with graphics teacher, Megan Boyd, to create the logo you see today.

The Holiday House is now located at Turkey Brook Park.

Administration worked closely with the Kiwanis Club to relocate to a safer location. Due to generous donations we were able to purchase a new Holiday House that has been completely crafted by our talented Buildings and Grounds employees.

A town hall beautification project was started. Our main lobby and council chambers now

have new pictures that showcase the history of Mt. Olive Township. The entire Senior Center was painted courtesy of Lowe’s and their Project Hope.

We joined in a sister city agreement with Carpegna, Italy. Carpegna is the hometown of Fratelli Beretta, Inc. We look forward to the joint activities and the strong bond that will be built over time between our communities. We partnered with Mt. Olive Police Department to assist with donations for National Night Out, continued to assist in Community Outreach Programs and MOMAC to increase their awareness and partnership with the community.

Mt. Olive Township has become a satellite location for Rutgers University.

Five employees completed their Certified Public Manager Certification.

We continue to increase the use of social media through my Facebook page as another avenue for communication.

Residents, businesses and the surrounding towns continue to refer to this page as the hub for information.

Finance Department Won all (36) 2017 County tax appeals with no credit or refund due.

We had added assessments totaling more than $600,000 of additional revenue to the township.

We increased our net valuation table (NVT) by a projected $27 million for 2018.

Our collection rate continues to

surpass expectations at 99.19 percent, exceeding our 2016 collection rate of 99.09 percent. Our tax levy is now more than $1 million.

We finalized the water/sewer study and determined no rate increase is needed in either utility for 2018.

We completed year-end clean-up of various ordinances and budget balances resulting in the cancellation of over $1 million from various funds and utilities.

We issued a short-term bond anticipation note for more than $5 million with a successful, low interest rate of 1.24 percent. This is attributable to our great debt rating.

We passed a Division of Taxation audit of our veteran and senior citizen deductions with no recommendations.

We streamlined our fixed asset reporting system, finalized our in-rem foreclosure list with the township attorney to clean up old municipal liens and saved more than $93,000 by reducing our staffing levels while still maintaining services in the finance division.

MOHS Senior Organizes Art Auction And Exhibit For Charity

By Dawn M. Chiossi ith just an idea, hard work and altruism, people can accomplish so much.

Recently, Mt. Olive High School Senior Rosa Chang combined her passion for art along with her empathy for others and helped organize a charity art exhibition and auction, Painted Bridges to Haiti, to raise money to help children suffering in the impoverished nation of Haiti.

Simply by putting her talents and energies to good use, she set out to be the change that she wanted to see in the world. Teaming up with fellow artist and good friend, Mt. Olive alumnus, Tiara Herpriyonggo, they decided to create and host this worthwhile event to make a difference in the lives of others.

They raised $1,000 for the children of Haiti and sold more than 50 tickets at the Oct. 7 event held at Flanders Crossing Clubhouse.

All proceeds are being donated to build homes for abandoned, handicapped children in Haiti.

Chang became interested in helping the people in Haiti when she volunteered at a rescue center there this summer. In charge of approximately six children ages 3-8, she saw heartbreaking sights such as orphaned children, many with disabilities, suffering and enduring poverty. Chang saw something else too: she saw the spirit of the children underneath it all, transcending the misery.

“They were absolutely wonderful,” she states.

Hence, the inspiration for the art auction and exhibition was born.

It was an easy connection to make. More a calling than work, the Mt. Olive’s Art Auction and Exhibit was extremely popular. With art works of oil

and acrylic paintings, prints for sale, drawings and watercolors and even original greeting cards, the room was filled with everything that art devotees are sure to love.

And everyone was eager to support Chang and Herpriyonggo mentioning their talent, spirit and goodwill over and over again. Many teachers and friends from MOHS showed up to support the students as well continued on page 25

“Rosa has won numerous awards and art scholarships including two gold medals at the Morris County Teen Arts Festival and a silver medal in the National Scholastic Art Competition.”

Just as complimentary to Herpriyonggo, she says, “One of her paintings received the best in show award and two scholarships at the NAHS Invitational Art Competition.”

Both girls worked tirelessly to make Chang’s hopes and aspirations for the children of Haiti a reality.

Working on every facet of both the art auction and exhibit, both Chang and Herpriyonggo kept their focus pinned on necessary details to make this event a success. Everything

We continued to ensure our continuing disclosure requirements were met by posting all applicable budgets, financial statements, audits and debt statements on-line.

We resolved the BASF property appeal at $19.5 million despite an $11.5 million sales price.

We conducted our annual tax sale resulting in 25 liens that went to sale with five liens going to the township and $414,000 in tax sale premiums.

Surplus for the sanitation district, water utility, sewer utility and recreation utility will be greater than it was in 2016. Surplus for the current fund will be slightly less than it was in 2016. Final numbers will be distributed at the beginning of January.

Parks, Buildings & Grounds We processed approximately 5,500 work orders for 2017. Normal maintenance of facilities was ongoing. The staff handled the following this year: 32 events and tournaments for Recreation and sports associations; Mt. Olive Week Carnival; construction of a new maintenance facility at Turkey Brook Park; construction of the Holiday House for the Kiwanis at Turkey Brook Park; renovation of Soccer Field #4; improvements to Drakes Brook Park; improvements to Flanders Park, new foul ball netting and drainage; renovation of the basketball courts at Flanders Park; installation of new field lighting at Turkey Brook baseball field #3 and soccer #1 and #2; relocation of lighting to the Turkey Brook basketball courts; restoration of HVAC unit #3 after a failure in the Finance Department; construct Diwali and Kwanza displays; operated the Pirate’s Cove Splash Pad. IT Department IT installed new software programs that protects 153 township computers, servers and sensitive data with anti-virus, firewall, NAC and encryption technologies. This added layer of protection prevents the malicious spontaneous encryption of data by ransomware, blocks threats fasters and provides comprehensive and straightforward analysis of an attack if it were to occur. At this time we have had zero ransomware infections. Our data is also protected against local disasters and data loss by using the cloud to cost-effectively backup and replicate our data.

DPW- Roads Department DPW paved 8.781 miles of roadway on Flanders Netcong Road, Lower Lozier Road, Sandshore Road between Brookside and Iroquois, Upper River Road from Drakestown Road to Gary and Cathy Lane. Mount Olive Road from Flanders to Berry Court.

Downstream Drive in Flanders received paving as well as new curbing. Pheasant Court also received new curbing.

1,000 Linear feet of new drainage pipe was installed on Elizabeth Lane and Forest Road.

We also upgraded our Sign Department with a state of the art sign making printer.

70 hazardous trees were removed throughout the Township.

Water Department The Water Department flow tested Pershing estates dry lines to prepare to join two water systems (Pine Crest and Morris Chase/ Tinc) through Pershing Estates creating one larger water system while supplying township water to the residents of this development.

Plans were completed and a contractor hired to sand blast and paint the two Oakwood water storage tanks.

Sewer Department The Flanders sewer plant is in full operation after the installation of the 300,000 gallon holding tank to process sewerage from the Regency development.

Fleet Department Once again, in 2017, the decision to bring the Fleet Department in house continues to pay dividends. The Fleet Master plan, put into place in 2013, has continued to cut costs by replacing older costlier vehicles with newer more dependable vehicles. This has not only saved the town money, but allows for better services to be provided. The department has hired outstanding technicians that can keep the fleet running during any event.

Recreation Department The Recreation Department held 17 special events in 2017 with more than a total of 52,000 attendees, 426 business sponsors and more than 140 volunteers. These events would not be possible without all their support. Three new events debuted, including Shop Small, Late Night at Pirates Cove, and the Big Backyard BBQ Bash. Returning favorites were the Cabin Fever Reliever, Lego Tech Festival with the Mt. Olive Robotics Team, Fairy & Pirate Festival, Raiders of the Lost Park Mud Run, Mt Olive Week Carnival, four Movie Nights at the Park, Touch-a-Truck, Food Trucks & Fireworks, Monster Mash and Glow Run, and Winterland.

116 programs were offered for children and 29 adult programs. More than 900 children participated in 23 summer camp programs which were offered in July and August.

Pirates Cove at Mount Playmore opened on Memorial Day Weekend and closed after Labor Day. An average of 1,000 people a day visited the splashpad. More than 40 parties were held at the gazebo, enjoying both Mount Playmore and Pirates Cove.

Mandatory fingerprint background checks for volunteer coaches began in January 2016.

So far 630 volunteers have been checked.

The Recreation Department has updated their website to be mobile friendly and revamped their on-line registration program, Community Pass, to be easier to navigate.

Social Media videos were added to the marketing plans for events. E-newsletters are sent weekly to more than 8,000 people.

Planning Department The planning department drafted several ordinances which were adopted by the township council specifically to regulate both static

and digital billboards, permit outdoor dining as an accessory use to restaurants in commercial zone districts and modified the FTZ-4 zone district to permit mixed-use development opportunities which includes the former BASF complex and adjacent 57 acres.

They also worked with township attorney to achieve a settlement agreement on the affordable housing litigation and drafted a new Housing Element & Fair Share Plan to implement the settlement agreement.

The planning department also worked with township attorney and engineer to achieve acquisition of the former Cobblestone nursing home site with funding through township’s affordable housing trust fund setting the stage for demolition of an unsafe and unsightly building to prepare site for a new residential development as part of affordable housing plan.

They also initiated an “area in need of redevelopment” study along a portion of Route 46 for area in proximity to the beach.

Municipal Court 8,776 total cases were added to the docket this year and 8,902 were disposed of through weekly court sessions and violation bureau payments.

Judicial bail reform officially began on January 1, 2017. Mt. Olive was ahead of this by working with local law enforcement and beginning changes up to a year in advance. This was instrumental in cutting overtime costs and saving money for the municipality.

Health Department The Health Department expanded its shared service agreement with Dover to start providing public health nursing services for an additional $50,000 annually. They also continued providing contractual public health services to Mount Arlington, Wharton and Netcong.

The Health Department also continued providing animal control and animal cruelty investigations services to Washington Township and Byram. They entered into another agreement to provide these same services to Mount Arlington starting this past September.

The Health Department also brought on a new coordinator and part-time bus driver for the senior transportation program and increased the number of medical transports and shopping trips over the previous year.

The department also designed a new website showcasing the department’s services and accomplishments and created a customer satisfaction survey.

They also began creating and distributing monthly posters and e-newsletters on timely health topics and began a live monthly health promotion spot on WRNJ Radio.

The Health Department participated in, hosted or sponsored Older American’s Month activities, including, Lunch at Stroudsmoor, Mini Golf, an Ice Cream Social, Bocce Ball Tournament, and our 41st Annual Senior Picnic. continued on page 27

They also conducted the eight week falls prevention program, “Move Today” for residents of Mount Olive Manor, and held two rabies clinics and vaccinated over 400 dogs and 150 cats.

The Health Department also conducted free food handler’s training for 64 individuals representing Mt. Olive non-profit groups, and coordinated our annual holiday gift program and distributed gifts to 71 children for 35 Mt. Olive families.

Fire Prevention Fire Prevention billed over $120,000 of yearly registration fees, violations and penalties and continued to work with Chester, Hackettstown and added Allamuchy to our shared services agreements for 2018.

Police Department Our Police Department, Public Safety Partners, MOT Colleagues and Community joined together to participate in our first National Night Out event on 8/1/2017.

Coffee With A Cop program was initiated and three events were scheduled.

4th Edition of Cop Cards were created with the support of MOMAC. Cop Card posters were distributed to local businesses.

A Military Surplus Humvee was acquired and painted to look like an American Flag to represent our new LEAD Program.

The police department was active with increased press releases & facebook postings;

Keeping Seniors Safe Program and assisted with Mt. Olive Community Carnival, Touch a Truck Day and Food Trucks and Fireworks Festival.

The police department participated in numerous school and community events such as Read Across America Day, MOHS Career Day, Mt. View Mini Marathon, Wolfe Run, Cyber bullying seminar; Sam’s Club Hometown Heroes, Siemens Health Fair, Shop Rite Bag out Hunger, and BLFD Open House.

They also continued the Pink Patch Project for a second year and created an Autism Awareness patch.

Law Enforcement Against Drugs (LEAD) program continued in all elementary schools.

Six MOPD Officers participated in the annual Police Unity Tour.

More than 400 police recruits applied for police officer hiring process, more than 30 MOPD officers participated at the written exam, physical fitness testing and panel oral interviews.

The police department processed more than 1,000 motor vehicle crash reports including one fatal accident investigation.

Participated in Distracted Driving Grant, “U Drive, U Text, U Pay” and the Driver Sober or Get Pulled Over Grant.

For patrol, there were 721 arrests, which include 181 for drug offenses and 91 for DWI; issued 3,836 motor vehicle summonses; performed 13,572 directed patrols; investigated 956 traffic crashes; successfully deployed Na-

sal Narcan at opioid overdoses to 19 people.

In 2017 four officers joined MOPD, replacing officers who left due to injury or retired.

The Communications & Records Division, completed rebidding of radio project, state and federal body armor grants, cops in shops grant, two drive sober, get pulled over grants; installed E-ticketing and various computer upgrades to vehicles; completed major upgrade to CAD/RMS system; continued management of the Accreditation Program.

The Investigations Division dealt with 28 burglaries/thefts investigated 12 cases closed through arrest, 230 cases investigated by the Investigations Division, 22 juvenile cases assigned, 30 deaths investigated, 29 missing persons cases investigated.

This is only a snap shot of the many achievements and accomplishments our township departments and employees have achieved this past year. I will continue to strive to make Mt. Olive Township the best place to live, work and raise a family. I consider every member of the community a family member. The pride that you have shown me, the dedication for our community and the support that we have for one another is overwhelming.

Heat butter and 1/2 tablespoon olive oil over medium heat until hot. Add sliced onions to butter mixture and stir

gently to coat. Spread onions in one layer, and cook until golden brown and caramelized, stirring every 5 minutes for about 40 minutes, or until caramelized.

Once caramelized, add vegetable stock to deglaze pan and scrape browned bits. Add mushrooms and garlic, and season, to taste, with pepper. Cook until mushrooms are browned and tender. Stir in mushroom sauce, lower heat and bring to slow simmer.

Cut polenta tube into eight even rounds. Sear polenta rounds in bit of olive oil and season each side with pepper. Cook until polenta is golden brown on each side, about 4-5 minutes per side. Transfer to plates.

Spoon mushroom mixture over polenta rounds and top with 2 teaspoons Parmigiano cheese per serving and fresh parsley.

To make Citrus Vinaigrette: Whisk together lemon juice, lemon zest, honey and thyme.

Slowly add olive oil, whisking until dressing is formed.

Serve Blackened Catfish on top of Quinoa Salad and drizzle with Citrus Vinaigrette.

MO Police Chief Shares MOPD’s Past And Plans Ahead

P

ossibilities and change come to the forefront of our thoughts with every new year. This year will mark the 89th anniversary of the Mt. Olive Township Police Department; and I am grateful to have been a part of that history for going on 31 years.

The township has changed and evolved over time, and so have our challenges.

Mt. Olive was once mostly a farming community. But because of its vast supply of streams, creeks and the lake, businessmen were drawn to the area. Water supply would be later used to work grist mills, distilleries, tanneries, and creameries.

“The entire community was rich in iron and other minerals. Forges and wood –fuel iron works abounded,” as stated in the “Mount Olive Township New Jersey Centennial Historical Journal 1871-1971.” A portion of the Morris Canal also ran through the township furthering the benefit of commerce. In the winter, blocks of ice would be cut from the lake, stored in ice houses, and sold to local residents and city folk the year through. The Morris Canal was one of the methods of transport.

With development of the area and a growing population, citizens began to recognize the need for some form of law enforcement. On Dec. 22, 1859, the Mt. Olive Vigilant Society was formed. “The purpose of this group, as stated in their bylaws, was to “secure the thieves, as to regain the hors-

es of the members which may be stolen,” as states in the “Mount Olive Township Police-75th Anniversary-1929-2004-Remembering Our Past.” Shortly, thereafter, this purpose was expanded upon to include a host of items and animals. By the 1920’s, the number of citizen vigilants had expanded to the point where the township decided to hire its own Constables. They hired two: Harold McLaughlin and his assistantGeorge Hildebrandt. The town continued to grow, and in 1929 Mt. Olive Township, by ordinance, established a police department. Dan W. Tremitier served as the first Chief of Police.

In 1971, the Mt. Olive Township Police Department consisted of eight officers, two detectives, three sergeants and a chief. The force was supplemented by 20 special officers. The township was now intersected by state highways. Route 46 ran through the Budd Lake section and Route 206 through Flanders. This, coupled with the work to complete Interstate Route 80 led to multiple ongoing construction projects. Increased accessibility and the availability of large swaths of land in a struggling farming economy led to large residential development projects. Cloverhill, Bennington Estates, County Oaks, Woodfield Estates, Morris Chase and apartment complexes including Village Green, Kings Village, Eagle Rock Village, Stedwick Village and Oakwood

Village were built. In 1979, construction began on the International Trade Zone in Mt. Olive. This accelerated corollary residential and business development. Today, the MOPD consists of 49 officers and four Divisions: Communications and Records, Support Services, Investigations and Patrol.

The MOPD has come a long way since once being the Vigilant Society. We are not so much concerned about horse thieves as we are about traffic crashes and the heroin epidemic. A number of issues remain the same, and others that were unthinkable prior to September 11 are now of concern. Our focus is to provide the safest and healthiest environment for those that live, work, visit and travel through our community. We are committed to building relationships with those in our community to advance that endeavor. As part of that effort, we will again be having National Night Out. This year the date is Tuesday, Aug. 7; mark your calendars.

Community Garden Plans For 2018 Season With Informational Meeting

N

ow entering its sixth year of operation, the Community Garden at South Branch Preserve in Budd Lake has plots available for the 2018 season, which runs from April 1 through November 30.

An informational meeting will be held on Thursday, Feb. 22 at 7 p.m. at the Mt. Olive Township Public Library, Flanders.

Free vegetable seeds will be available to interested gardeners.

“The camaraderie and friendships among the gardeners has been amazing, and the gardeners donated over 540 lbs. of excess produce in 2017,” said Barbara McCloskey, garden manager and membership & outreach manager for the Land Conservancy. The annual membership rate for Mt. Olive Township residents and/or members of The Land Conser-

vancy is $35 per 10’ x10’ plot and $45 for non- residents.

There is a one-time irrigation fee of $30 for each plot.

The Community Garden is located at the intersection of Wolfe Road and Route 46 West. It is part of South Branch Preserve, which totals more than 200 acres in this location.

Preserved by The Land Conservancy and its partners, including Mt. Olive Township, this land was purchased to protect the headwaters of the South Branch of the Raritan River, a drinking water supply source for more than 1.5 million New Jersey residents.

The garden is surrounded by fencing, to keep out deer and rodents, including rabbits and groundhogs. A shed is located onsite, which houses some gardening supplies. Gardeners are encouraged to bring their own

200 Club Of Morris County Selects New President

local businessman and long-time member of the 200 Club of Morris County, a non-profit organization that supports area public safety personnel, has been elected president of the group.

Mt. Olive resident William Lockwood, Marketing executive with The Padded Wagon Moving and Storage, has been involved with the 200 Club for many years, most recently as senior vice president.

He has been involved with many facets of the organization’s operations, including recruiting new members and increasing public awareness of the group. The 200 Club reported that its membership rolls exceeded 1,000 members for the first time in several years.

“It is a courageous individual that answers the call in the middle of the night to help someone in need,” said Lockwood.

“Whether it’s a weekend, weekday or a holiday, our First Responders are there protecting our families every day of the year.

This organization pays tribute to them with our members support.”

He succeeds James Gannon, Morris

County sheriff, who is now the chair of the board.

Other officers elected included Jim Rizzo, senior vice president; Lori Hager, senior vice president; Joe Marts, vice president; Robert D’Emidio, vice president; Damien Paumi, treasurer; John Corigliano, assistant treasurer; and Ronald Barnett, secretary.
