Hobby turns to passion for shutterbug

Norrie Franko loves to shoot all manner of wildlife - with her camera.

The long-time Niagara West resident has been recognized for her wildlife photography exploits with a “runner up” and “honourable mention” for two different submissions to the 2022 Canadian Wildlife Photography of the Year competition.

Franko, who grew up Grimsby, lived in Beamsville for eight years and now has resided in West Lincoln since 2008, has taken her childhood hobby and made it a dedicated pasttime in her retirement.

Her activities also serve a dual purpose.

“Now, I have been taking pictures since I was about nine. I taught high school photography in late 80’s, but until I retired it was a part-time thing,” said Franko.

“It is now a huge part of every day for me. I am out carrying my full pack most days as I hike around looking

Applications have been received by the Town of Grimsby for an Official Plan Amendment and Zoning By-law Amendment for the lands known as 9 Windward Drive.

The proposed development consists of a 10 storey mixed-use building with 2 storeys of underground parking with a total gross floor area of 16,223 sq. m. (14,311 sq. m. residential, and 1,912 sq. m. employment). There are a total of 212 residential units proposed. A mix of underground and surface parking would be provided, accommodating 250 parking spaces and 57 bicycle parking spaces.

The purpose and effect of the proposed Official Plan amendment is to permit residential uses within the Employment Overlay.

The purpose and effect of the proposed Zoning By-law Amendment is to rezone the subject lands from the current Neighbourhood Development (ND-213) Zone with Site Specific Policy 213 to Mixed Use High Density Residential Zone with Site Specific Policy (MHD-xx)

The Town of Grimsby will be hosting a Public Open House to explain the proposed development. An open house meeting is typically held shortly after the Town receives a development application, at the beginning of the review process. Town Staff have not reviewed the application yet, and are still awaiting comments and analysis from other departments and agencies, as well as comments from the public. Therefore, there have been no decisions made about the proposed development yet.

The purpose of the open house meeting is for Town Staff and the applicant to: inform you about the proposed development; inform you about planning process to follow; answer your questions; and hear your comments.

West Lincoln defers McNally ask to budget process

A $70,000 ask for support of a four-bed expansion at McNally House Hospice was deferred at Monday night’s council meeting to West Lincoln’s 2023 budget process with a couple of added conditions.

“I’d like to see it more as a partnership,” said Coun. William Reilly.

“I think if we’re going to commit any kind of money to this organization, I’d like to see it more like a team effort than necessarily just handing money and then we’re done.”

Coun. Mike Rehner agreed, noting Lincoln had already committed, but Grimsby had not.

Among the suggestions Reilly made was to have a resident of West Lincoln installed on the McNally board of directors.

As well, he wanted a condition that West Lincoln’s approval would be based on other municipalities served by McNally would also have put their support behind the project.

“So it’s not West Lincoln left holding the bag like we’ve had in previous councils with previous assets which did not reside in West Lincoln,” said Reilly.

“We most certainly welcome (West Lincoln) directors on our board and we have in the past,” said fundraising campaign cochair Debbie Zimmerman, noting long-time Stanpac vicepresident of marketing, Murray Bain, is the board president and campaign co-chair.

Coun. Joann Chechalk cited the wishes of legendary Mississauga Mayor Hazel McCallion, who died last week at 101, for her community to have “all

of the elements required to allow her community members to live a full happy, healthy life and death were there in the form of hospitals, hospices, schools and churches.”

“In honour of that lady, I would have to say, West Lincoln wants the push and kind of enthusiasm to get these kinds of things done for their people as well.”

Coun. Jason Trombetta, who noted McNally had an ask voted down during the last term of council, said “there is a different vibe than last time and that’s always a good sign”

With council’s deferral, Mayor Cheryl Ganann noted the $70,000 could be divided to $17,500 over four years and making it part of the process will allow for the administrative conditions to be followed up on.

Retired parents with modest pension income may not be the best candidates, even though they may be mortgage free in their own home.

Agreeing to co-sign for someone implies risk, and little benefit, other than the joy from helping your loved one realize their home ownership dream. All parties should be fully aware of what is at stake, with a clear understanding of the arrangement before entering into such an agreement. I also recommended that all parties seek independent legal and accounting advice before entering into this type of arrangement.

Girl, 14, remains in serious condition after Livingston accident

A 14 year-old-old Grimsby girl remains in “serious condition” as of Tuesday afternoon after a Monday morning incident on Livingston Avenue at Brierwood Avenue in Grimsby.

for things to photograph. The daily routine has two purposes: one to keep up my photography skill; the second to stay fit. Carrying a 20-lb backpack while hiking around is a great way to be ready when I need to hustle in the field.”

If you have never seen Franko’s work, you should not be surprised. She does not promote her photos,

but does do an annual calendar.

“I do not market my work. I do one project each year and that is to produce two calendars. It started in 2017 with a calendar of my Algonquin Park images. Now I produce one wildlife and one rural Ontario each year,” said Franko.

Any proceeds realized go right back into wildlife and community charities.

“This year $100 was donated to Hobbitsee Wildlife Centre, $150 to

the Owl Foundation, $150 to West Lincoln Community Care, $100 Helping Haiti Canada,” she noted, adding her donations resulted in a net loss for her on the year as she had not accounted for high gas prices when making deliveries of the calendars.

“Marketing is not my thing. LOL We will see if it is worth while doing calendars again next year”

The shots which earned her the Canadian Geographic recognition were captured in two very different places - Algonquin Park and Nunavik in northern Quebec.

For “Trifecta”, it meant going out pre-dawn several days, locating the moose and setting up in a location just to await their possible movement toward her.

“They snort kind of like a horse occasionally and once I hear it I slowly make my way in that direction but not too close as it is usually way too early for pictures. I need to wait for the light,” said Franko.

On that occasion, she spotted two other photographers which she guessed would steer the moose off their expected course, so she hustled down a trail and set up at a new spot.

“I guessed that the moose would

come down a parallel trail. Not only did the moose I had seen come down the trail but so did two others with it,” she recalled.

“I had just enough time to tuck down way off the trail as I watched them come over a ridge with the sunlight glowing behind them. I was using a 400mm lens and the camera settings for this were “a wing and a prayer” I didn’t have time to think... Sometimes gambles like this pay off.”

The shot of the musk oxen captured the judges’ attention.

“An image that highlights the importance of family in this species from the far north. The intense focus of the bull left of centre and how the group has formed around the calves superbly illustrates how musk oxen protect their young from predators.”

That shot was taken during a trip to Nunavik’s Wolf Lake Camp, a flyin destination with no running water and no cell service and solar lights.

Her days included 10-18 km hikes with a guide. Franko’s photo below was taken “at a safe distance” with a 500mm lens atop a granite ridge.

Rescue volunteers need help replacing popular hero, Oscar

He’s been run over by boats, poked with poles and left in the freezing lake water.

He’s been scarred by propellers, had his clothes shredded and been manhandled and left in undignified positions. And now he’s finally had enough: one of the longest-serving members of South Shore Search And Rescue (SSSR) is calling it quits.

Oscar, the group’s rescue dummy, is retiring.

Officially a “rescue training manikin,” Oscar has been around the volunteer outfit for as long as anyone can remember. And given the hard service he’s seen — thrown repeatedly into the water and retrieved by members as part of their rigorous training — his retirement this year is well-earned.

Replacing Oscar isn’t going to be easy and the South Shore volunteers have already started a fundraising campaign to acquire a replacement. A new rescue training manikin can cost up to $2,000.

The group’s campaign kicks off this month in the hope of having a new manikin in time for the 2023 season. Donations can be made via the group’s website at www.gamru. ca/donations and the Canada Helps portal, where the donations are handled and charitable receipts issued.

The campaign has already been given a great boost via a $750.00 grant from the Niagara Community Foundation mini grants program. Progress will be tracked through the volunteers’ social media platforms Facebook, Instagram and Twitter.

An essential part of the curriculum for training rescuers is how to recover victims from the water. Careful handling of victims who may be terrified, injured or suffering from hypothermia is crucial and the rescue manikin is ideal for training that is literally hands-on.

“If there’s an award for stoicism, commitment and quiet courage, we would nominate our Oscar,” explains unit leader Sean Coffey.

“He’s been subjected to the most difficult conditions imaginable. He has been pulled, pushed and dragged. He’s been poked and bumped and run over. And he’s been instrumental in training literally dozens of recruits in real-life rescue work.”

“Oscar is a hero,” Coffey concludes.

SSSR - a registered charity - is a community based volunteer emergency service that responds to rescue calls in western Lake Ontario, serving the communities from a base in Fifty Point. More than 40 active volunteers maintain a fully-equipped rescue vessel and train year-round.

Grimsby Curling Club will host Rotary International’s Qualifying Curling bonspiel this weekend - Feb. 2-4.

Powell chronicled countless aspects of Grimsby history

Most of the history and genealogy of Grimsby would have been lost if it weren’t for Ruby Janet Powell who recorded so much in the 10 volumes of Annals of the Forty.

A descendant of the pioneer Pettit family, Ruby was always interested in family history. However, it was a radio talk by John Fisher which got Ruby into action. Fisher was urging families to record their histories for posterity.

tories. The result was the Grimsby Historical Society, founded at a meeting in January, 1949.

In the ensuing ten years, Ruby researched the town’s history and the genealogy of the town’s founding families.

The result was Annals of the Forty, still available today. She was also appointed as the Grimsby Historical Society’s first archivist.

Brigadier Armand Smith of the E.D. Smith family asked Ruby to write a history of his family, and

she did, called “Silas Smith, United Empire Loyalist and his Descendants” It was published in 1961, and is now considered a rare book.

Ruby Janet Powell was responsible for the blue-and-gold plaques around town.

There is one in front of the museum, honouring the First Town Meeting in 1790; another at St. Andrew’s Anglican Church, and a third in front of the 200 plus-year-old Robert Nelles house, now the Nelles Manor Museum.

For many years, Ruby and her husband Jim lived at Canterbury Cottage, 129 Main St. W. where

Some interesting emails floating around over the last week concerning Jordan Public School land.

Since our story last week noting that part of Town of Lincoln’s contingent at the ROMA Conference covered lobbying the provincial government for release of two sites - JPS lands and a parcel adjacent to Prudhomme’s Landing - some ears perked up.

Why you ask?

As the story goes, the family which donated the land for the JPS did so with a proviso that most of the property would remain parkland should any development occur down the road.

That was very thoughtful considering, if it was stipulated, it was done many decades ago. The school was originally built in 1944 on just under 7.5 acres, so it’s a good size site.

Of late, since it was closed, the old school building has been home to Village of Hope, which

has recently announced a change of location.

There are many aspects to this story and it will take some research at Town Hall to find out exactly what, if any, future restrictions were placed on the site.

I mention it now as I have had a couple people call and ask about it, in addition to the emails I’ve received, so rest assured, I’m on it. * * * * * * *

If you don’t shoot, you can’t score. It is an old adage often associated with hockey and soccer, but it is also true of photography.

Norrie Franko has several neat stories to tell when I was asking her about the story behind her very cool photos which earned her some recognition from Canadian Geographic Magazine in their 2022 photography awards.

When she explained that her sought-out location had been compromised by other photographers who were trying to shoot the same moose I related to that story.

I’ve never shot any moose, but I have shot many events where another photog or videographer either steps into a shot or draws a subject in a different direction.

This can also lead to pure hustle, quick decisions and spontaneous trigger action to get the job done.

Norrie had to traverse a hill, plunk herself down, point and shoot to catch those moose coming into the clearing with that perfect back-lighting.

For me, it was not a moose but a shocking NDP win in the Bob Rae sweep of Ontario back in 1990. Paul Klopp won the Huron Riding, a huge upset.

I was racing a horse I owned with my brothers at Hiawatha Horse Park in Sarnia that night and heard Klopp won on the radio when headed home.

As editor of the Goderich Signal-Star at the time, I got to assign candidates, so I took Klopp because he would never win and I was in Sarnia with the truck and trailer.

When I found out he won, I high-tailed it right to the hall, parked at the door and ran inside to see if I could still get a shot at about 10:30 p.m.

Just as I got in the door, there was a huge cheer. I turned and saw Paul and his wife follow me in.

NPCA launches tree-planting framework

Niagara Peninsula Conservation Authority has launched its Trees For all planting partnership. The program links lower and upper tier municipalities, eNGOs, Friends of Groups, and other local organizations with the common goal of bringing as many trees to the Niagara Peninsula watershed as possible. The primary goal addresses planting site supply; the most critical functional dependency to facilitate involvement in planning and undertaking future tree planting to reach a goal of increasing woodlot and forest cover in the watershed.
