Reflecting on the past year in Lincoln, I’m proud of the incredible strides we’ve taken as a community and of the strong foundation we’ve built together. Our business community has shown remarkable progress and optimism, rising to meet challenges and seize new opportunities.
Through our persistent advocacy efforts, we have secured investments to alleviate the burden on local taxpayers, manage debt financing and ensure financial responsibility while fostering growth and development. We look forward to continuing this momentum as we progress through 2025. In Lincoln, we embrace an “open for business” philosophy supported by a robust Economic Development Strategy & Action Plan. We recently formed the Lincoln Tariff Response Team (LTRT) in partnership with the Downtown Beamsville BIA and the Lincoln Chamber of Commerce, a proactive initiative designed to support and advocate for businesses across the community in response to evolving trade policies and economic challenges.

The outlook for 2025 is promising, and we are proud of the steady progress we’re making toward a healthy, thriving, and futureready community. Long-term sustainability remains at the heart of everything we do.
Over the past several years, we have made substantial investments in large-scale infrastructure projects that are crucial to our future, such as the hospital, major water mains, and roads. These are foundational to our future and built to last, many with a lifespan of 50 to 75 years. By using strategic debt, we are able to share the cost of these essential projects across generations, minimizing the financial impact on today’s residents. We’re also mindful of our financial responsibilities. By borrowing through Infrastructure Ontario, an agency of the Province of Ontario, we are able to access lower interest rates than traditional lenders. This lets us plan for the future while staying fiscally responsible.
Supporting local businesses continues to be a top priority. Our Economic Development team is here to help business owners succeed, with strategic policies and initiatives that promote innovation, job creation, and long-term growth. To help meet the growing need for primary care, Council has launched a new Physician Recruitment Grant Program to attract family doctors to our community. Access to quality healthcare is a key part of building a healthy town for everyone.
Lastly, through strong leadership, transparency, and a commitment to excellent customer service, we are focused on preserving the high quality of life and economic strength that make our community such a special place to live.

Tucked into the rolling hills of the Niagara Benchlands, a fresh way to experience the region has arrived — and it’s made for those who call this beautiful place home.
Ebike the Bench Wine Tours, launched in spring 2024 by local resident Marilyn Bellows, invites Niagara locals to rediscover their own backyard — on two wheels.
Operating out of a creatively customized 40-foot shipping container — fondly known as ‘The Ship’ — at Vineland Estates Winery, this small but mighty business offers guided and self-guided ebike tours every weekend from May through October.
With a fleet of 15 top-of-the-line Specialized Ebikes, one can easily cruise the scenic hills, stop at favourite wineries, and enjoy the views you’ve probably driven past 100 times — but can see in a whole new way.
Ebike the Bench is about more than just bikes and bottles. It’s a story rooted in community, care, and connection. Marilyn’s idea for the business began during long car rides with
her mother, who had recently moved to long-term care in Vineland.
“We couldn’t always walk outside in the winter, so we’d go for slow drives through the Benchlands,” Marilyn recalls.
“She loved it — and so did I. I realized how many wineries and hidden gems we had here and how special this landscape really is.”
A longtime cyclist with a pas-
sion for wellness, Marilyn envisioned something more personal than the usual wine tours — something active, meaningful, and accessible.
“I wanted to create a way for people right here in the community to connect with the land and with each other,” she says. “Ebikes make that possible. They’re easy to use, fun to ride, and they turn a casual outing into a memory.”
This year, as more Canadians look for meaningful experiences closer to home, Marilyn’s message is resonating. “It’s easy to think you have to cross the border to find something exciting — but everything you’re looking for is right here,” she says

When Mountaineer Movers celebrated 41 years of business in 2019, the team looked back into its past to remind themselves of the history the company has drawn from.
In 1951, Harry Mans immigrated to Canada from Holland with his family.
Harry’s first job was to work on the farm that sponsored them when they came to Canada.
“As our family got older, Harry saw the need for his family to work together. The family started delivering mail routes, then newspaper routes and soon flowers as well,” as Sarah Mans-Keddie recalls her late mother, Wendy Mans-Keddie, telling her.
“One day Harry saw an advertisement for a moving business that was up for sale. After some careful deliberation, he purchased the business name, Mountaineer Movers. Thus, the ‘family’ business began!”
The family’s consideration of their customers is what sets them apart.
“As a family, we understand and realize that moving can be one of the MOST stressful times in a person’s life,” says Sarah.
“We strive to remember that we are servicing a wide variety of people and demographics and they are confronting a major change in their lives. They are leaving a place they have called home for a new and unfamiliar place that will soon become their new haven.”
Sarah’s father, Andrew, who has over 40 years of experience, does all in-home estimates as well as Tom Ensign, an employee of several years, with Sarah overseeing the office administration.
“We would not be a moving company without our movers – our ‘guys’. These men make Mountaineer a continuing success,” notes Sarah.
The company’s philosophy
is simple, she noted, success is honesty.
“All in all – trust your instincts and treat all those around you, whether they are family, customers, or employees with respect, dignity and encouragement. This is our philosophy on running a successful and prosperous business,” says Andrew.
Approved in December 2023, the St. Catharines–Lincoln Destination Partnership promotes tourism marketing and economic growth. Strengthening the Niagara Benchlands brand, enables Lincoln to lead in tourism development through collaborative campaigns, capacity-building, and year-round efforts to attract visitors, boost overnight stays, and support the regional economy. Now in implementation, updates on this evolving partnership will follow.
Restaurant Pearl Morissette in Jordan Station earned both a Michelin Star and Michelin Green Star for its culinary excellence and sustainability—highlighting the Niagara Benchlands as a premier destination for world-class dining.
Thirty local wineries across the Niagara Benchlands united as the not-for-profit Niagara Benchlands Wineries to lead cooperative wine tourism initiatives, supported by the 2024 Destination Development Fund.
Our Shop Local, Shop Homegrown campaign celebrated the power of community through local spending. We created engaging reels to educate residents on recognizing and supporting Lincoln’s local businesses. From highlighting the impact of every purchase to showcasing local favorites, we inspired others to choose local first.
Campden General Store is a one-stopshop for just about everything anyone could be looking for from a quiet get-a-way to grabbing a tasty lunch or quick coffee.
Serving the community since the 70’s, Campden General Store is now owned by Marites Diaz Lee.
“We’re a self-sustaining concept of STAY. EAT. SHOP, providing a whole experience from staying in our rustic yet elegantly designed short-term rental to our little corner cafe providing simple, comfort food, coffee and tea, beer and wine,” says Marites.
Another special feature is a unique space for small parties, events and production and content creation, so Campden General Store is not just your ordi-
nary convenience store.
“It is a general store/ country store in the heart of the wine country in the Niagara Benchlands,” says Marites.
“It serves not only locals and workers in the
area, but people passing through on the way to Niagara Falls, Welland and other areas around the community - as well as tourists, cyclists and motorists in warmer months.”
For anyone who stopped
by the store in years past, you’re in for a surprise with your next visit.
“When we took over the store, we not only renovated it but also added a café - offering soups, salads, sandwiches, beer, wine, coffee and tea - as well as an ice cream shop tucked inside,” Marites says, adding the store is open 8 a.m.-8 p.m. Monday-Friday.
“We also host events - birthday parties, meetings, etc. - as well as tea parties. There is also a gift shop with products and works by local artisan from around the area.”

The Town of Lincoln is undertaking an Urban Forest Management Review to improve the health of the Town’s trees and increase Lincoln’s tree cover. This will be achieved by:
Implementing proven best policies and practices;
Enhancing current tree-related policies and developing a tree procedures and standards manual;
Refining Town policy framework to encourage maintenance and enhancement of the Town’s urban tree canopy;
Integrating urban forest management with the Town’s Climate mitigation and adaptation strategies; and
Educating community members on the impacts of climate change on urban forest management.

Private Property Tree By-law – This proposed By-law is intended to regulate the damage to or removal of trees on private properties and help protect Lincoln’s urban tree canopy, while balancing the needs of property owners.
