GENERAL ASSEMBLY 24
The first General Assembly of the Church of Scotland (Re-united) was held at Edinburgh on 2nd and 3rd October 1929. and the first meeting of the Presbytery of Irvine and Kilmarnock, Number 11 on the list of Presbyteries, was held in the Laigh Kirk (now the New Laigh Kirk) on Tuesday 8th October 1929. In any year when the Clerk does not receive a Commission to the General Assembly he is empowered, at the expense of Presbytery, to attend the proceedings of the Assembly.
STANDING ORDERS The Standing Orders shall be, so far as applicable, the Standing Orders of the General Assembly, the relevant sections of which are:1.
The Presbytery will meet normally on the first Tuesday of each month from September to May except January and April, and on the fourth Tuesday of June. The September meeting will commence with the celebration of Holy Communion. (Suspended)
2.
The Moderator shall be elected at the first ordinary meeting after the meeting of the General Assembly, immediately after the approval of the minutes.
3.
In the absence of the Moderator, his or her predecessor in the Chair will preside, and failing him or her, the Presbytery shall appoint a Moderator pro tempore.
4.
Every speaker shall address the Moderator only. Any member may rise to speak to a point of order. A speaker is not to be interrupted unless on a point of order. When so interrupted he or she shall cease speaking and be seated until the point of order is decided. The member calling to order shall state the grounds on which he or she makes the call; and the speaker who has been interrupted may briefly reply in explanation to show that he or she is not out of order; but no other member is entitled to speak to the point of order unless with the permission of, or at the request of, the Moderator, with whom the decision on the point rests. When the Moderator has any doubts about settling a point of order, or when any member challenges the ruling, the Moderator shall submit the same to Presbytery, and a vote shall be taken thereon without debate.
5.
When the Presbytery has been constituted, the minutes of the last ordinary meeting, along with the minutes of any other meeting held in the interval, shall be submitted and approved.
6.
The list of business will be submitted by the Clerk. A member who requests any business to be included in the said list shall give ten days’ notice to the Clerk. Business on the Clerk’s list will be gone through before any order to be taken up; any exception only on formal application made and granted by the Presbytery.
7.
Any member desiring to give notice of motion for the following meeting shall hand the same in writing to the Clerk of Presbytery at, or before, the preceding meeting, and the Clerk shall give intimation thereof to the Court.
8.
The member who makes the first motion shall be entitled to the privilege of a reply, in which new matter must not be introduced. The debate will then be closed. No member may speak twice on the same matter except in explanation, and then only by special permission of the Presbytery. The Moderator should ensure that each Presbyter makes only one speech in any particular debate. Conveners and others speaking shall be given 10 minutes after which a bell shall be rung to indicate the end of the time.
9.
Any Presbyter on rising to make a motion shall read the terms of the motion and hand the same in writing to the Clerk. When a motion has been duly seconded it shall not be competent to withdraw it or to make any alteration to it without the permission of the Court.

10.
Where the Presbytery has come to a resolution upon any matter, such resolution can only be rescinded after notice of motion to rescind had been given at a meeting prior to that at which the rescinding motion will be disposed of. (Suspended)
11.
It shall be competent for the Presbytery, on the motion of any member to that effect, and on cause shown, to dispense with the Standing Orders, or any one of them, in any particular case; provided always that no motion to dispense with Standing Orders, or any part of them, shall be held to be carried unless such a motion receives the support of not less than two thirds of the members present.
12.
Committees of Presbytery shall not sit during the time that the Presbytery is sitting without the consent of the Court.
13.
The Business and Nominations Committee shall meet on the Tuesday of the week preceding the meeting of Presbytery to prepare the Agenda for that meeting. Notice of the Business to be raised should be in the hands of the Clerk not later than the morning on which the Committee meets. (Suspended)
14.
The Moderator, Business Convener, and the Clerk are empowered to make an immediate appointment of an Interim Moderator in a Kirk Session in any circumstances where through ill-health or emergency they deem it necessary or advisable, and thereafter seek the homologation of the Presbytery at its next ordinary meeting.

Conveners of Standing Committees of Presbytery hold office for four years. The Moderator of Presbytery shall be a member of the Business and Nominations Committee ex officio. Members of Presbytery who are Elders shall be repaid travelling expenses at the rate of secondclass railway fares or bus fares in respect of their attendance of statutory meetings of Presbytery and at meetings of Presbytery Committees. Save in exceptional circumstances, all Conveners’ Reports, together with Deliverances, shall be submitted in full to the Clerk not less than TEN DAYS before Presbytery meetings. (Suspended) All Committee meetings shall be held on the THIRD Tuesday of the month, except in June, when they shall meet on the SECOND Tuesday of that month.(Suspended) A LOOP SYSTEM is provided at meetings of Presbytery for the benefit of those who are hard of hearing.

CONDUCT OF PRESBYTERY BUSINESS
1.
(a)
The standing committees of Presbytery shall be:(i) a Business Committee whose remit will include the functions of the former Business and Nominations, Baptismal Reference and Moderatorial Visits Committees. (ii) a Mission and Discipleship Committee whose remit will include the functions of, and whose members will comprise the members of, the former Doctrine and Worship, Mission and Unity, World Mission and Unity and Parish Education and Youth committees with a Joint Convener in respect of each of Doctrine and Worship, Mission and Unity, World Mission and Unity and Parish Education and Youth. (iii) a Ministries and Resources Committee whose remit will include the functions of, and whose members will comprise the members of, the former Ministry, Parish Appraisal and Stewardship Committees with a Joint Convener in respect of each of Ministry, Parish Appraisal and Stewardship. (iv) a Church and Society Committee. (v) a Property and Glebes Committee. (vi) a Vacancy Procedure Committee. (vii) a Mission Primer Fund Committee. (viii) a Finance Committee. (ix) an Audit Committee reporting to the Business Committee. (x) four Support Groups with responsibilities as aftermentioned.
(b)

(a)
Standing Orders 2, 11 and 14 and Presbytery Arrangements (d) and (e) shall be suspended.
(b)
Presbytery shall meet on the first Tuesday of March, the fourth Tuesday of June and the first Tuesdays of September and December for ordinary business and on the first Tuesdays of February, May, October and November to encourage and inspire congregations in their proclamation of the Good News of Jesus Christ through worship, witness, nurture, and service, the meetings in February May, October and November being open to the members of all congregations within the bounds.
(c)
Presbytery shall celebrate the Sacrament of Holy Communion at its meeting in September.
(d)
The Business Committee shall meet on the last Tuesdays of January, February, and April, the third Tuesday of June and the last Tuesdays of August, September, October and November as required.
(e)
The Mission and Discipleship, Ministries and Resources, Church and Community and Property and Glebes Committees shall meet normally on the second Tuesday of each month as required.
(f)
Presbytery business shall be transacted in the manner following: (i) All communications by the Clerk to members of Presbytery and office-bearers of congregations within the bounds will be by email except where:(a) a Presbyter or office-bearer has requested the Clerk to communicate with him or her by post. (b) the Clerk considers it appropriate to communicate with a Presbyter or office-bearer other than by email. (ii) Decisions of the Vacancy Procedure Committee will be taken in terms of Act VIII, 2003 or Acts amending the same. (iii) Decisions of the Mission Primer Fund Committee will be taken by that committee in terms of the powers previously given to it by Presbytery. (iv) The Property and Glebes Committee will have power to make decisions regarding repairs but must report such decisions to the immediately following meeting of Presbytery. (v) Subject to subsection (vi) below a section of Deliverance proposed by a committee other than (1) by the Vacancy Procedure Committee (2) by the Mission Primer Fund Committee in determining applications for funding and (3) by the Property and Glebes Committee in respect of repairs, shall be deemed to have been approved by Presbytery unless not later than fourteen days after it has been sent to Presbyters by email or post. (a) the Convener of the committee proposing the section of Deliverance informs the Clerk that the committee wishes the matter determined at a Presbytery meeting, or

(b) a member of Presbytery advises the Clerk that he or she wishes the matter determined at a Presbytery meeting. Subsection (v) above shall not apply to sections of Deliverance proposed by a committee other than (1) the Vacancy Procedure Committee (2) the Mission Primer Fund Committee in determining applications for funding and (3) the Property and Glebes Committee in respect of repairs, which have not been sent to Presbyters by email or post at least 14 days before a meeting of Presbytery to be held for ordinary business. On each occasion on which the Clerk transmits Committee reports to members of Presbytery he will transmit a note reminding Presbyters of the effect of subsection (v) above.
ORDINATIONS AND INDUCTIONS The Moderator of Presbytery shall preside and conduct the service and ordain or induct, save only that the Clerk shall read the narrative of proceedings, and a minister from the senior section of Presbytery shall give thee charges to Minister and People based on an exposition of the Word of God. The Moderator shall dismiss the congregation with the Benediction. Ministers are urged to wear robes.
CONGREGATIONAL BUILDINGS Repairs (i)
As from 1st January 1999, no approval is needed form Presbytery if the cumulative cost of repairs (including professional fees and V.A.T.) over the period of one year is less than £15,000.
(ii)
As from 1st January 1999, approval is needed from Presbytery if the cumulative cost of repairs (including professional fees and V.A.T.) over the period of one year is £15,000 or more. (Presbytery’s “Resolution Limit”)
(iii)
As from 1st January 1999, approval is needed from Presbytery’s Parish Appraisal Committee if the cumulative cost of repairs (including professional fees and V.A.T.) is £50,000 or over. This cumulative cost includes the cost of repairs and alterations to the same building over the previous three years which costs were formally approved by Presbytery as recorded in its Minutes. The cumulative cost also applies to the cost of the present repairs when added to the anticipated cost of repairs and alterations to the same building over the next three years.
(iv)
As from 1st January 1999 approval is needed from the General Trustees if the cumulative cost of repairs and alterations at the same building (including professional fees and V.A.T.) is £50,000 or more. (This is termed the ‘Financial Limit’). The General Trustees will consult with the Planning and Deployment Committee of the Ministries Council. The £50,000 Financial Limit applies if it is reached by the cumulative cost of the present repairs and alterations at the same building when added to the cost of the repairs over the previous three years which were approved by Presbytery – as shown in the Presbytery Minutes. The £50,000 Financial Limit also applies if it is reached by the cumulative cost of the present repairs when added to the anticipated cost of repairs and alterations at the same building over the next three years.
(v)
Urgent repairs. It is not necessary to seek approval from Presbytery or the General Trustees before carrying out urgent repairs to make a building wind and water-tight or to make it safe for users of the building or for passers-by or for the preservation of the marketable value of the building.

Alterations (i)
Contact the Committee on Church Art and Achitecture for informal advice before plans have been prepared or proposals have become finalised. This will help matters to progress smoothly.
(ii)
The General Trustees can also be consulted informally for advice at an early stage.
(iii)
As from 1st January 1999, alterations require approval from both Presbytery and the General Trustees. Appropriate forms must be submitted to the Presbytery Clerk.
(iv)
As from 1st January 1999, approval from Presbytery’s Parish Appraisal Committee is needed if the cumulative cost (including professional fees and V.A.T.) is £50,000 or over. This cumulative cost includes the cost of repairs and alterations at the same building over the previous three years – which costs were formally approved by Presbytery a recorded in its Minutes. The cumulative cost also applies to the cost of the present alterations when added to the anticipated cost of repairs and alterations over the next three years.
(v)
If the alterations are to cost £50,000 (including professional fees and V.A.T.) (the ‘Financial Limit’) the General Trustees will consult the Planning and Deployment Committee of the Ministries Council. The £50,000 Financial Limit applies if it is reached by the cumulative cost of the present alterations (at the same building) over the past three years – which costs were approved by Presbytery as recorded in its Minutes. The £50,000 Financial Limit also applies if it is reached by the cumulative cost of the present alterations when added to the anticipated cost of repairs and alterations at the same building over the next three years.
(vi)
The General Trustees will consult with the Committee on Church Art and Architecture if the alterations proposed are to the exterior of the Church building or to the sanctuary (the whole of the interior of the place of worship) or to a Manse adjacent to a Church building.
(vii)
The Convener of the Presbytery’s Property and Glebes Committee is available for consultation and advice on any matter.
CONGREGATIONAL SUPPORT GROUPS Guidelines for use of Groups The formal method of communication between Presbytery and the Congregations within the bounds is through the Presbytery Clerk, the Business Committee and the Minutes of Presbytery. The existence of the Groups does not change this structure except in so far as is permitted within these guidelines, or is instructed by Presbytery and recorded in its minutes. 1.

In the following guidelines, the term Congregation, unless otherwise signified in the text, will be construed to mean the Congregation, collectively and individually, of a Charge within the bounds, its Office-bearers, Organizations, Financial Court, Session and Minister. The term Group will be interpreted as the full Group or delegated Sub-group as appropriate. Membership of each Congregational Support Group shall consist of a Convener and four members. The aim of Congregational Support Groups is to facilitate informal communication between Presbytery and the Congregations. Whenever a delegation from a Presbytery Committee visits a Congregation, the Support Group shall be advised by that Committee Convener and the Group shall make every effort to be in attendance.

The Group shall acquaint themselves with the state of health and well-being of the Congregation, its strengths and weaknesses, successes and failures in all aspects of Congregational life, and to give encouragement and support where they are called for. The Group will seek to support harmonious relationships between Minister and Office-bearers and the Congregation, and act to reconcile any differences likely to affect the peace and well-being of the Congregation, calling the attention of Presbytery to any situation not responding to reconciliation. In order to achieve these purposes the Group shall arrange regular contact with the Congregation which shall include one visit per annum by the Convener with two others to meet the Minister, Session Clerk, and Clerk and Convener of the Financial Court to discuss relevant issues, and to consider what other forms of contact may be advantageous. For example, some Group members may pay an informal visit to the Kirk Session or Financial Court, or the Group, perhaps in collaboration with other Groups may organize a meeting for several neighbouring Congregations to share matters of common concern. In the first two years of a new ministry in a Congregation, the Group shall maintain a higher than normal informal contact with Session, Finance Court and Minister. In the first five years of a First Charge Ministry, the Group shall maintain a higher than normal informal contact with the Minister. A Group will submit a written report to the Business and Nominations Committee on the health and well-being of the Congregations within its remit as and when they are available but no later than the nominated month for reporting. At least one week prior to submission a copy of the relevant report or part of the report will be supplied to each Congregation. The Business and Nomination Committee, in conjunction with the Group Convener, shall decide whether any item in the Report requires any action and/or decision by Presbytery in which case alone it shall be included in the business for the next ordinary Presbytery meeting together with a relevant abstract of the Report. Good practice and new models of working should be highlighted in the report to which the Convener may invite the Minister or Commissioner to speak at Presbytery.
NOTES FOR COMMITTEE CONVENERS COMMITTEE MEETINGS Committee Meetings (with the exception of the Business and Nominations, Finance, and Ad Hoc Committees) are scheduled to meet on the 2nd Tuesday of the month, prior to each ordinary Presbytery meeting. The Clerk should be informed by 9.00 a.m. on the Tuesday Morning of the previous week if a Committee Meeting is required. An email or telephone call will suffice. HALL/ROOM BOOKINGS The Clerk is the contact for making all Presbytery bookings for The Howard Centre and Other Rooms, and contact should be made with him IN THE FIRST INSTANCE if a hall or room is required by a committee or Presbytery organization. REPORTS Reports and deliverances which are to be included in the Billet, should be in the hands of the Clerk not later than 10 days before the Presbytery Meeting although in exceptional circumstances they may be accepted at the Business Committee meeting on the Tuesday evening. A report should include the date, time and place of the meeting together with the sederunt and any apologies. All reports should sent by email to irvinekilmarnock@cofscotland.org.uk, steuart.dey@btinternet.com and hbrown@churchofscotland.org.uk. Reports should be sent as attachments in Word or text document form.
Only when unavoidable should a report be sent in printed form. Such a report should be submitted printed on one side only to ensure no bleed through when copying. In exceptional circumstances when it has not been possible to provide a report for inclusion in the Billet copies may be placed beside the sederunt sheets and an apology made to the Court.

SABBATICAL AND STUDY LEAVE SCHEMES Presbytery agreed to wind up the Sabbatical Leave Scheme on 31st December 2001 and has instructed all Ministers intending to take leave under the Sabbatical Leave Scheme or the Study Leave Scheme to inform the Clerk of their dates as soon as they are planned. 1.
Every minister in a parish should have the opportunity of Sabbatical Leave of three months duration
2.
The ultimate aim is to endeavour to have at least two ministers participating annually.
3.
Ministers over 65 years of age are ineligible.
4.
Parish members will be eligible after serving ten years in the ministry from their Induction/Ordination and ten years thereafter.
5.
An Interim Moderator will be appointed to the charge for the duration of the Sabbatical, to be responsible, along with the Kirk Session, for organising Pulpit Supply and seeing that Pastoral Duties are carried out.
6.
A course of study/activity, approved by the Presbytery’s committee, will be undertaken for two weeks within the three months of the Sabbatical.
7.
A ‘Sabbatical Leave Fund’ will be operated, finances by congregational assessment based upon the method of allocating Presbytery Dues, that is, a base figure + or – 50%, to be allocated along with Presbytery Dues.
8.
The fund will defray the costs of
(a)
Pulpit Supply Fees and necessary expenses of the Interim Moderator.
(b)
Reasonable costs related to the course of study.
9.
A ‘Sabbatical Leave’ committee will be appointed, responsible to Presbytery, for operating the scheme and reporting annually to the June meeting of Presbytery.
PASTORAL CARE SCHEME 1.
The object of the Pastoral Care Scheme (hereinafter referred to as “the scheme”) is to provide members of the scheme with pastoral support encompassing Christian care, comfort and counsel.
2.
The members of the scheme shall be the following members of Presbytery: (a) the minister of a charge, (b) a retired minister who requests a Pastor, (c) a chaplain to a hospital or prison who requests a Pastor, (d) an ordained local minister who requests a Pastor, (e) a deacon who requests a Pastor, (f) a reader who requests a Pastor (g) a member of the Mission and Development Staff who requests a Pastor, (h) a widow or widower of a deceased ministerial member of Presbytery resident within the bounds who requests a Pastor.

Each member of the scheme (hereinafter referred to as the “Pastored Person”) shall have a pastor (hereinafter referred to as the “Pastor”).
4.
The scheme will be administered by the Clerk who shall remind Pastors when they require to contact Pastored Persons in terms of section 14 (a) below.
5.
The Clerk shall not disclose the details of the scheme, but shall report diligence annually to Presbytery in general terms.
6.
With the exception of a Pastor appointed in terms of section 7 below a Pastor will be a member of Presbytery.
7.
Where the appointment of a Pastor who is a member of Presbytery is inadvisable, for example, where there is a potential Case, the Clerk whom failing the Joint Convener (Ministry) of the Ministries and Resources Committee shall, in consultation with the Pastored Person, appoint a Pastor who is not a member of Presbytery.
8.
In the case of a minister new to Presbytery being inducted to a charge the Interim Moderator will be his/her Pastor for the first six months, and in the event that at the expiry of the period of six months the new minister has not nominated a Pastor the Interim Moderator will continue to be his/her Pastor for a maximum of a further six months.
9.
(a) A person requiring to have a pastor in terms of section 3 above shall be invited by the Clerk to nominate three people, in order of preference, one of whom, if eligible in terms of sections 12, 13 and 14 below, will be appointed as his/her Pastor in consultation with the Clerk. (b) In the event that none of the persons nominated in terms of subsection (a) above is eligible to be a pastor to the person that person will require to nominate a further three people and so on until a pastor has been appointed.

In the event that a minister new to Presbytery has failed to nominate a pastor within twelve months of his induction the Clerk shall appoint a pastor after consultation with the minister concerned.
11.
A Pastored Person wishing to change his or her Pastor may do so at any time on application to the Clerk in which event he or she must follow the procedure in section 7 above. Once a new Pastor has been appointed the Clerk will inform the former Pastor that his or her appointment has been terminated but no reason for the termination will be given.
12.
A Pastored Person shall not be the Pastor of the person who is his/her Pastor.
13.
No person shall be the Pastor of more than three persons and will be consulted prior to any appointment.

A person nominated to be a Pastor will be consulted by the Clerk and may decline the appointment.

A Pastor will contact the Pastored Person at least twice a year, at the invitation of the Pastored Person, as circumstances require, when instructed to do so by the Clerk.

A Pastor will report diligence to the Clerk annually.
17.
The Pastor will operate under the normal practice of pastoral confidentiality.

WORSHIP LEADER REGULATIONS 1 Criteria A person shall be eligible to conduct public worship in a congregation within the Presbytery of Irvine and Kilmarnock if either: (1) that person (a) has passed to the Stewardship and Ministry Committee a letter of support from his or her Minister, (b) has passed to the Stewardship and Ministry Committee an Extract Minute from his or her Kirk Session supporting his or her undertaking training as a Worship Leader, (c) has been accepted as a Worship Leader in training by the Stewardship and Ministry Committee after an interview by that committee, (d) has a minimum of one year’s experience of leading worship in their congregation under the supervision of their minister from the date of being accepted as a Worship Leader in training, (e) has completed to the satisfaction of the Stewardship and Ministry Committee the “Leading Worship Course” approved by the Mission and Discipleship Council, (f) has an Introductory Safeguarding Certificate, (g) has received a preaching assessment satisfactory to the Stewardship and Ministry Committee, (h) has been recommended for appointment as a Worship Leader by the Stewardship and Ministry Committee after a final interview by that committee, and (i)
has been recognised by Presbytery as a Worship Leader;
or (2) that person has been recognised as a Worship Leader by another Presbytery and has submitted to the Clerk a letter from the Clerk of that Presbytery certifying that he or she has been so recognised. 2 Certificate In recognition of his or her becoming a Worship Leader in terms of section 1 (1) above the person will receive a certificate signed by the Moderator and presented on the floor of Presbytery.

Conduct of Worship (1) A Worship Leader is permitted to conduct worship in any church within the bounds at the invitation of the minister of the charge. (2) A Worship Leader is not permitted (a) to accept payment of a Pulpit Supply Fee for conducting public worship, (b) to conduct a marriage service, (c) to celebrate the sacraments, i.e. Holy Communion and baptism.
CONGREGATIONAL RETURNS TO OSCR The Charity Accounts Regulations require every charity in Scotland to submit their Accounts to OSCR within nine months of the charity’s year end. The majority of Congregations and Presbyteries have 31st December year ends and accordingly the deadline for submitting their Accounts is 30th September. The Accounts require to be submitted with an OSCR Return and, in most cases, a Monitoring Return. The Church of Scotland is a Designated Religious Charity and is, as a result, exempted from a number of regulatory provisions including the power on the part of OSCR and the Courts to suspend charity trustees. It is clearly important to maintain this status and to do so the Church has to be able to demonstrate that its internal organisation exercises supervisory and disciplinary functions in respect of its component elements. The first level of supervision and discipline for Congregations is at Presbytery level and it is necessary for Presbytery to exercise its duties of supervision and discipline effectively. The superior level exercising supervision and discipline to the Presbytery is the General Assembly, acting through the Council of Assembly. The submission of Returns and Accounts timeously is therefore a matter of extreme importance. If the Church of Scotland fails to exercise supervisory and disciplinary functions, its Designated Religious Charity status could be put at risk and the congregations concerned could forfeit their charitable status with the loss of tax and other benefits. Accordingly, the Governance Group of the Council of Assembly, having considered the risks of non-compliance, has provided Presbyteries with the following guidance as it appears that some Presbyteries may not be sure what action should be taken where there is non-compliance. OSCR provides Jennifer Hamilton in the Church’s Law Department with a list of Church of Scotland Charities whose returns and accounts are outstanding. This list will be issued to Presbytery Clerks. Note - although the statutory deadline is 30th September, in practice congregations are given a further month to submit their paperwork before they appear on an OSCR default list.

Presbytery writes to any of their Congregations appearing on the list of outstanding Returns and Accounts asking the charity trustees for an explanation as to why the Return and Accounts have not been submitted to OSCR. It should be stressed that this is a corporate responsibility of ALL charity trustees for the congregation, not just the Treasurer. A suggested deadline for a response should be given - two weeks would appear appropriate. Any agreed allowance towards the congregation’s allocation from the Presbytery’s allowance should be withheld from a defaulting congregation and Presbytery should delegate powers to the Clerk to do so.

If support is required, Presbytery should, with the assistance of the Stewardship and Finance Department at 121, provide support and assistance to the treasurer and other office-bearers. A suitable deadline should be given to the congregation for submission of the Return and Accounts. The Law Department should be kept advised of progress and deadlines. Where no justifiable reason is given for non-compliance the charity trustees should be given a deadline of 31st December for the submission to OSCR of their Return and Accounts. Deadline not met
Charity trustees should be required to appear at the bar at the next Presbytery Meeting to explain themselves. If the matter is not resolved satisfactorily, Presbytery should consider the disciplining of the responsible office-bearers and the preparation of the Return and Accounts by other means.
As required Where a Presbytery fails to keep the Law Department informed of (1) the actions taken by Presbytery to ensure compliance, and (2) the deadlines set representatives of Presbytery may be required to appear before the Council of Assembly’s Governance Group.
