What’s Ahead for the 2014 Housing Market Prices rise slowly in 2014 and home building to push ahead by Timothy Branco

The Northeast will continue to lead markets in housing performance and demand will remain strong through 2014. Leading economic indicators are pointing toward a very poised market that will continue to surge.

Homebuilders across the country are responding to renewed buyer demand that in 2014 is expected to fuel the most housing starts in almost seven years. But nationwide home construction is still far below where it was before the recession, the industry’s top economists say. “We have a very low inventory of existing homes on the market,” said David Crowe, chief economist with the National Association of Home Builders. “We have a strong need for homebuilding.” Crowe is forecasting that single-family home starts in the U.S. could rise more than 30 percent in 2014. He spoke at the industry’s annual International Builders’ Show in Las Vegas. “My single-family forecast for 2014 is pretty aggressive — it’s 822,000 starts,” Crowe said. “Which is roughly 200,000 starts more than what we ended up with in 2013.” Estimates are that U.S. builders started 621,000 houses last year — a rise of 16 percent from 2012 construction. Purchases of new U.S. homes unexpectedly climbed in January to the highest

level in more than five years, showing underlying strength in the industry even in the midst of unusually harsh weather. Sales increased 9.6 percent to a 468,000 annualized pace, exceeding the highest estimate of economists surveyed by Bloomberg and the most since July 2008, figures from the Commerce Department showed today in Washington. Demand improved in three of four regions. The median sales price rose 3.4 percent last month from January 2013 to $260,100, today’s report showed. The Northeast led the advance last month with a 73.7 percent surge, the biggest jump since July 2012. Sales climbed 11 percent in the West and 10.4 percent in the South. They dropped 17.2 percent in the Midwest. Inclement weather also might have weighed on the housing market as frozen ground kept builders from starting work and buyers from shopping for properties. Last month was the coldest start to the year since 2011, according to the National Oceanic and Atmospheric Administration. The months’ supply of homes declined to 4.7, the fewest since June, from 5.2 in De-

cember. There were 184,000 new houses on the market at the end of January, the same as in December. Mortgage rates Those who decide to make a purchase in 2014 will pay more to finance their properties, but home loan interest rates remain low by historic measures. “Mortgage rates for 30-year fixed loans are averaging about 4.3 [percent] right now,” said Frank Nothaft, chief economist at mortgage giant Freddie Mac. “I know it’s up from a year ago, but a year ago mortgage rates were dirt cheap.” Nothaft is forecasting a gradual increase in home financing costs this year to near 5 percent. “Most housing markets across the U.S. will remain generally affordable,” he said, and overall home sales should rise about 5 percent. “We expect national price indices for housing to continue to rise in 2014 — not at the same pace,” Nothaft said. “We are expecting about a 5 percent rise.” Nationwide home prices rose about 11 percent in 2013. In the Dallas area, prices were about 10 percent higher than in 2012, according to the latest estimates. For New England the trend will lead to more new housing starts in almost all regions as supply will be driven by a demand for more tech and energy savvy construction. As energy continues

to be unstable and costly, homebuyers will be looking for energy savings as part of their home budget equations. Current statistics show energy cost in a 35-year old 2000 sq ft. home could be as much as double the modern counterpart yearly. As much as $2500.00 in savings, will equate to affordability when comparing new construction to old. Southcoast Rail is a hot topic on Beacon Hill these days, with impending shortages of affordable housing in all of metro Boston going south is the only option left. New home construction in the Southcoast region will see a boom on the not too distant horizon and existing home values will surge as well.

First Time Buyers: Time to Get In The Game It’s Time for the Industry to Reach Out and Educate First Time Buyers by Timothy Branco

The foundation of any housing market is the first-time homebuyer. By definition, people buying their first home don’t have equity (free money) from a previous sale to extend there borrowing power. Without the activity of first-time homebuyers, those who own homes at the entry level (previous first-time homebuyers) can’t sell and buy a move-up property. The first level move-ups ignite a chain reaction throughout the move-up market stimulating sales across all price points. If the firsttime homebuyer cohort is not active, the entire housing market seizes up, and sales volumes are low. Two generations have been slow to get into the housing market, which has caused a lag in first time homebuyer sales. The X generation which are now 32-40 years old and the Y generation, 22-32 years old have for the most part been missing from the equation for the last 12 years. and mobility and less focused on setting down roots, buying a home and starting a family. How important is the first time buyer in any housing market? It is the fuel that provides stimulus to all other sectors and without it the market will continue to struggle. Increased education cost, new health care cost and rapidly rising housing cost have put these two generations in a very tenuous position to say the least. Is it harder today to buy your first home than ever, some say, definitely. What’s keeping them on the sidelines is a combination of many things, the wait and see market, the Federal Tax that expired last April and a lack of education on what it takes to own their first home and what programs are available to help. In a healthy real estate market 40% of sales are from first time buyers. In January – March statistics in 2013 first time buyers only represented 29% of all new transactions.

Lending standards. “Tighter lending standards since the housing bust are edging out firsttimers who can’t meet credit or employment history requirements in a still-weak economy”, says Guy Cecala, publisher of Inside Mortgage Finance. Higher credit standards are reflected in loans bought by government-backed mortgage giants Freddie Mac and Fannie Mae. Last year, loans in Freddie Mac’s portfolio had an average credit score of 758. That was up from 720 five years ago. Competition. By years end in 2013, inventories had reached very low levels for the first time in decades. Rising prices and fewer inventories are turning a longstanding buyers market into an emerging sellers market. In Southern New England, 2013 was one the best years in real estate in the last 10 years. Decreased inventory and declining first time buyers could throw a wrench into market in the next quarter unless more of the sideline and wait and see sellers jump in. Mortgage Rates. The bright light in all of this is that some of the best mortgage rates in 40 years are still available and home buying is rapidly becoming a better value than renting. With tax advantages, equity building and pride of ownership still being key, first time buyers are looking and tak-

ing steps to position themselves for their first home. It was not long ago that an 8% mortgage was a really good rate and with offerings at half of that today, buyers are getting much more for their dollar. Once you are in the game of home ownership it is much easier to trade up and grow your investment in your home. The Next Wave. One thing is for sure, X & Y generation first time buyers may be getting a late start but when the flood gates open real estate will see one of the best markets in history. The housing market drives the U.S. economy and there are no shortages of politicians who are lined up to take credit for good

times. Our leaders will have little to do with the next economic boom in this country that will be driven by the X & Y and Z generations. They have sat out for awhile but now they will become the next driving force in the economy in this country and worldwide. Those companies that reach out to these future customers will be the winners in the next real estate market boom.

How Do Construction Loans Work? by Peter DeFusco

Technically, a construction loan is a monetary loan that finances all or part of the construction of any real estate building project. They are normally short-term loans, lasting from one year to threeyears. Typically, they are taken out before the long-term financing is put into place. Those in the know call construction loans by the quaint name, “story loans.� The lender makes you tell the complete story lurking behind your request, along with your plans for renovation or construction. Story loans differ from Fannie Mae and Freddie Mac home loans, in that they need not be standardized. What Type of Loan? Choosing from Column A or Column B Everybody’s situation is different, so you’ll want to check with your financial planner to figure out the best option for your individual case. You will need to choose between two types of construction loans: “constructiononly� and “construction-to-permanent mortgage.� Here’s the difference: “Construction-only� loans simply pay for the construction costs of your building project. Choose thistype, and you’ll make payments on the loan’s interest until either the contract is up, or the project is finished. At that time, your principle comes due. This type of loan the “two-loan approach� because it allows you to choose two separate lenders. Others call

it a “new construction loan� or an “end loan.� “Construction-to-permanent mortgage� loans usually roll over the payments on the construction costs into a permanent mortgage. Lenders like these better because of their profitability. These are also referred to as “One-step� or “construction/permanent� loans. How to Qualify: Don't Give Up, Put Up! We also discovered that it can bedifficult to secure both a good lender and a good construction loan. Many lending institutions completely suspended programs for construction loans during the latest economic chaos. They really want to be sure you have what it takes, financially. Basic Steps Once you’ve pre-qualified for the type of construction loan you chose. Be sure to compare their experience and the loan-tocost rate. Fill out and submit the application. Sign a construction loan contractwith the contractor or builder, and buy construction insurance, including liability, workman’s compensation, and “course of construction” insurance. Making It Work Realize that construction and mortgage loans rates fluctuate, sometimes over very short periods. Set up your loan as early as you can. You can easily lose your building deposit if you miss the closing date deadline. Find out about “float-downs” and “extended locks” before you sign on the dotted line. This will protect you from the consequences of extreme changes in interest rates. Ask your lender about “lien waivers,” and how the builder’s sub-contractors’ payments and waivers are to be handled. %VF UP UIF DPNQBSBUJWFMZ SJTLZ OBUVSF of construction loans for builders, a few unscrupulous lenders may try to pump up the final bill with add-ons and markups. Just remember that in general, if it’s not in the contract, you’ll pay extra for it. Try to include a contingency penalty for late completion, paid by the builder. Everybody knows that constructionusually takes longer than you think, but few believe they’re the ones this will happen to. Those who neglect to plant their feet on their property during each major construction phase may as well hand the builder a Get Out of Work Free card. Watchful involvement is the only way to get what you’re paying for. Always remember to act only on quotes you have in writing. Mortgage lending is sometimes an ephemeral thing, with terms that magically transform themselves overnight, so lock it up nice and tight before you get out the champagne and shovel.

My First Home: Picking Paint Colors by Michaella Jaye

One of the first tasks new homeowners have to tackle is picking paint colors for the house’s interior. You might just want to freshen the place up with a new coat of the existing color or change everything completely. Whether you choose to go with muted neutrals or bright & bold colors, you want to pick paint that represents you and your family. If you can determine what each room will be used for, it will be easier to figure out an appropriate color for that space.

Always keep your personal style in mind when making any decor related choices. You want the paint to coordinate with your existing furniture, not compete with it. Don’t know where to start? Check out House Beautiful‘s article Find Your Color Personality for some ideas. If your sofa and chairs are upholstered in a fun print, you can pull one of the colors from the piece to go on the walls. You might even try combining different shades of the same color for a subtle contrast. Once you have some general colors in mind, visit your local hardware store or paint dealer to gather some paint swatches. Bring them home and hold them up to your curtains and accessories to see what you like best. Most places now offer the option to purchase a small container of paint so you can actually paint just a section of the wall. Paint various color squares directly next to one another to make an accurate comparison.

Now determine which paint finish you want for each room. A satin finish is very popular for anyone who has children, since it is durable and easy to clean. I prefer a flat finish because you get a more uniform coverage. There are fewer variations in the color, which can sometimes be caused by lighting. Then calculate the amount of paint that you will require for every room/ wall. Lowe’s actually has a great paint calculator app available for their customers. And you don’t have to stop at the walls. Now that you are getting familiar with paint colors and options, you can update numerous other things in your home. Brighten up your ceilings and moldings, add life to an old piece of furniture or update your kitchen cabinets. So grab a brush and get painting!
