AUTHORS Christine Chang Christine is currently US Research Funding Specialist in the Grants Office with Karolinska Institutet (KI) in Stockholm, Sweden, where she is responsible primarily for all US federal as well as US private foundations funding applications since 2010.

Gina Della Porta Gina Della Porta, DHSc, MHS, has almost two decades of experience in research development and research administration, including writing and managing federal and foundation research grants and contracts. She has held research leadership positions at Yale University, Duke University, and the University of North Carolina at Chapel Hill. Gina is passionate about helping faculty to build their research programs and funding portfolios. She currently serves as Associate Director of Research Development in the Office of the Provost at Yale University.

Michelle M. Schoenecker Michelle Schoenecker is a Senior Proposal Development Manager in the Office of Sponsored Programs at the University of Wisconsin-Milwaukee (UWM). In this role Michelle works closely with faculty in the identification, development, and writing of grant proposals to secure extramural research funding. She also develops training sessions on a wide range of grant development topics, including special programs for early-career faculty. Michelle holds a master’s degree in English from UWM with a specialization in Professional and Technical Writing, and she has 20 years of proposal development and management experience. Prior to joining UWM she held proposal development positions in the financial services industry and non-profit sector.

INTRODUCTION I. PURPOSE OF PUBLICATION The purpose of this publication is to provide researchers from organizations located outside the United States (US) with a list of potential funding sources in the United States that accept applications and/or collaborations from international applicants for sponsored projects. This publication is also intended to help international researchers understand the federal and non-federal funding landscape in the US for research projects across various academic disciplines.

International Research Funding Landscape Opportunities for international researchers to obtain US funding for their projects are limited. In the US, many federal organizations provide grants only to researchers at US institutions (e.g., colleges, universities, corporations) or require US citizenship for the Principal Investigator and project staff. Since US taxpayer dollars primarily support federal organizations, the federal government aligns its grantmaking priorities with those that benefit the nation and its people. Global events, particularly the current COVID-19 pandemic, impact the federal funding landscape. Some federal organizations, such as the National Institutes of Health, allow international researchers to serve as Principal Investigators and/or have specific programs that even require an international collaborator.

Furthermore, disciplines in the sciences are recognizing the value of international collaboration in terms of cross-pollinating ideas, learning new perspectives and techniques, and access to and sharing of resources.

Federal organizations are becoming receptive to granting subawards and other funding mechanisms to international researchers, as they see the value in global collaboration to help further meet national priorities. While the number of federal organizations supporting international research is modest, there is potential for growth.

Publication Structure This publication is organized in three sections:

1. The first section of this publication describes the role of international researchers in US grant funding.

2. The second section provides a summary of each US federal organization that may provide grants or subawards to international researchers.

3. The third section provides summaries about various non-federal organizations that may also do the same.

Each summary includes links to the sponsor’s website and to specific sections of their sites as needed for additional information and reference. To keep the information in this publication as accurate as possible, specifically excluded from the summaries are application deadlines, specific program requirements, and other information that may change frequently.

To meet various priorities, goals, and objectives, most federal and non-federal organizations often revise, eliminate, or create new grant programs, and thus the links provided in each summary allow researchers to directly access and obtain the most recent information. In addition, many sponsor websites include application forms, guidance materials, and lists of prior awards, which can be useful in developing applications.

II. Federal Grant Opportunities US Federal Research Funding Landscape Each year, usually on the first Monday in February, the President of the United States submits to Congress the President’s federal budget request. The budget is projected for the next ten years but is binding for only one year. After Congressional approval, the budget goes into effect on October 1, which is the start of the federal fiscal year. The federal budget is appropriated on an annual budget, which can have an impact on multi-year grants.

The priorities of the US federal government include protecting the health and welfare of its people, growing commerce, and ensuring quality education. As such, the US Congress makes large investments in federal organizations that focus on meeting national priorities such as defense, public health, economic development, protecting natural resources, and education. By funding cutting-edge science, the US federal government aims to leverage the knowledge gained to benefit the American public, particularly in medicine, engineering, energy, computing technology, and manufacturing. Federal organizations that fund scientific research in these fields often have significant operating budgets and can make many grants to researchers.

The US federal government also makes significant investments in scientific research because it creates jobs and thus benefits the economy. Depending on the size, scope, and length of the research project, undergraduate students, graduate student researchers, and post-docs often are needed to help conduct the work. The structure of federal grants allows Principal Investigators and project staff to receive salary and benefits such as health insurance. Furthermore, the costs for conducting research in the science and technology fields are typically much greater than in the arts and humanities fields.

While the US federal government recognizes the value of the arts and humanities and the vital contributions they make to our quality of life, research projects in these areas typically do not support national priorities for protecting the nation and increasing economic growth. Therefore, the US federal government makes smaller investments in the arts and humanities. As an example, in 2021 the combined requested budgets for the National Endowment for Arts and the National Endowment for the Humanities for fiscal year 2022 is approximately $345 million USD compared with $51 billion USD for the National Institutes of Health.

Researchers and artists seeking funding in the arts and humanities often must pursue opportunities offered by non-federal organizations. However, very few supports international investigators or artists; those that may provide such support are small and have very limited funding sources, and thus cannot make large or numerous grants. Therefore, this publication only includes limited numbers of US federal and non-federal organizations for the arts and humanities disciplines.

Impact of Global COVID-19 Pandemic on the US Funding Landscape In March 2020 research institutions around the world were affected by the COVID-19 pandemic, as many laboratories were temporarily closed, and staffing levels decreased to allow for quarantining and social distancing. Additionally, the worldwide shutdown of businesses and industries due to the pandemic impacted the global economy, resulting in financial hardships for many businesses, corporations, and philanthropic organizations. For many grant-making organizations, some long-standing funding opportunities were either temporarily or permanently closed to new applicants, while others were modified to focus on COVID-19related research. New funding opportunities were also created to expedite research progress and allow researchers not only to understand the impacts of this new virus, but also to develop vaccines and prevent its spread. For example, the National Institutes of Health created many new grant programs and developed a central website for COVID-19 related funding information and funding opportunities.

One positive outcome of the COVID-19 has been an increase in global research collaborations, as researchers from various backgrounds and disciplines have come together toward a common goal. Social media has been a primary driver for sharing COVID-19-related research opportunities and results as well as for facilitating the formation of new collaborations and sharing data and samples across institutions. It is likely that international collaborations will continue to be welcomed by various federal and non-federal granting agencies as the fight against COVID-19 continues.

Furthermore, as medical research continues to fight the COVID-19 virus, the demand for research on the social impacts of both the virus and the pandemic is significantly increasing. Federal and non-federal granting organizations are developing new funding programs seeking to understand the impacts of the pandemic on social isolation, distance learning across all age groups, mental health and addiction, and social media and misinformation. Thus, opportunities for collaborative teams and international researchers may increase as the pandemic continues.

Sponsor Summaries: Selected US Federal Organizations Currently there are 26 US federal organizations that provide grants for scientific research, education programs, and artistic works across a range of disciplines and fields of study. This publication provides summaries for 16 US federal organizations that have demonstrated grantmaking to international universities and/or researchers regardless of the type of funding mechanism. Also included are federal organizations that publicly state on their web sites or in program solicitations that international researchers are eligible to apply for grants. Excluded from this publication are federal organizations that clearly state only US applicants are eligible and/or international applicants are ineligible. The funding opportunities from state agencies or institutions are not available for international researchers, thus they are not included in this report.

Assistance Listing Numbers and Other Resources Assistance listings (formerly the Catalog of Federal Domestic Assistance [CFDA]) is a free, federally supported, searchable database that provides a full listing of all federal programs available to US state and local governments; domestic public, quasi-public, and private profit and non-profit organizations and institutions; specialized groups; and individuals. Assistance listings are an excellent resource for funding opportunities, as they contain detailed information for nearly all federal grant programs. Some federal organizations do not provide detailed program information on their web sites, and thus the assistance listings can help simplify your search.

Each assistance listing is associated with a unique five-digit CFDA number. Once you identify a federal assistance listing that you are interested in, you can link directly to grant opportunities on Grants.gov (described below) or follow up with that specific agency using the contact information provided.

In this publication, sponsor summaries include recommendations to use assistance listings and provide direct links to the respective federal organization listings.

Grants.gov is another valuable resource for searching for federal research grant opportunities. Grants.gov is a free, federally supported, searchable database that provides detailed information about funding opportunities across the 26 federal grantmaking organizations. Federal organizations are required by law to post all open funding opportunities on Grants.gov, and thus information is updated regularly.

In addition, Grants.gov is a tool for submitting proposal application packages to the different federal organizations, and thus you may see references to submitting applications through Grants.gov in many federal funding program solicitations. If your institution is required to submit through Grants.gov but is not currently registered in the system, instructions are provided on the Grants.gov website.

Finally, the website USASpending.gov is another resource that can show you what US federal grants have already been awarded to entities in a particular country. Every entity that receives US federal funding is required to report this to the USASpending.gov, thus it is possible to identify all the entities in a particular country that have received US federal grants, their grant topics, and any collaborating partners. Both grants and subawards can be searched, and it is often a powerful tool for identifying potential partners in a specific country as well as a source of information regarding entities that have already successfully applied for US federal grants.

A resource that can show you what US federal grants have already been awarded to entities in a particular country. Every entity that receives US federal funding is required to report this to the USASpending.gov. It is possible to identify all the entities in a particular country that have received US federal grants, their grant topics, and any collaborating partners. Both grants and subawards can be searched, and it is often a powerful tool for identifying potential partners in a specific country as well as a source of information regarding entities that have already successfully applied for US federal grants.

III. NON-FEDERAL GRANT OPPORTUNITIES Private Funding/Non-Profit Funding Landscape Foundations and non-profits are financially supported in a variety of ways, such as with private contributions, government grants, fees for services, tax revenue, and interest from investments.

In the US, there are typically three sources of external funding to support research: government (i.e., federal, state, and local), private business and industry, and charitable giving through non-profits/ foundations.

Candid (formerly The Foundation Center), the leading source of information on US philanthropy, defines a private foundation as a non-governmental, non-profit organization or charitable trust. A private foundation does not solicit funds from the public; rather it generally receives most of its money from a single source, such as an individual, family, or corporation, and its funds are managed by the foundation's own trustees or directors. According to the requirements set forth by the US Internal Revenue Service (IRS), “private foundations and public charities are distinguished primarily by the level of public involvement in their activities.”

A non-profit organization is deemed “charitable” if it directs its resources toward the public good in areas such as “religious, educational, scientific, literary, testing for public safety, literary or fostering national or international amateur sports competition, and the prevention of cruelty to children or animals.” In addition, there are grantmaking public charities that gain support from a wide range of sources, including private foundations, government agencies, and individuals. Charitable organizations and private foundations are typically registered with the IRS under category 501(c)(3), which means those entities have applied for and been granted tax-exempt status.

According to Candid’s 2021 Key Facts on US Foundations Report, in 2021 the US has more than 127,595 foundations with $1.2 trillion USD in assets and $90 billion USD in giving. Although most US foundations support efforts in their local communities, there are foundations that support international work. Top funding categories for such international work are health, international development/relief, and protecting the environment and wildlife.

Sponsor Summaries: Selected Non-Federal Funding Opportunities Since the US has an abundance of private funding organizations, both small and large, it would be impractical to provide a profile of every funding organization. Therefore, to help keep the information relevant and targeted towards international researchers, this report provides a curated collection of 32 US foundation overviews and opportunities available to international researchers. This collection, which highlights some of the more well-known and larger entities, is assembled based on commonly researched disciplines. These selected organizations are a proportionate representation of funding by discipline. Because the collection is curated, it is not comprehensive, but rather a snapshot of the US private funding landscape.

ROLES FOR INTERNATIONAL RESEARCHERS IN US GRANTS To make international participation possible on US grants, various project roles or mechanisms have been established to allow researchers to participate in a project and receive US funding. This section describes the most common mechanisms, their specific benefits, and challenges. Note that eligibility rules and allowable mechanisms vary among sponsors and programs, and thus it’s essential to review funding announcements carefully and verify application details with sponsors before applying.

Prime Principal Investigator/Co-Investigator A Prime Principal Investigator (PI) is the researcher who applies for a grant from a sponsor and assumes principal responsibility for its scientific direction, activities, personnel supervision, and financial management.

The Prime PI usually is the awarding sponsor’s primary point of contact during the award period.

The Prime PI may or may not have one or more Co-Investigators (often referred to as Co-PIs), who share in the project direction and tasks but do not assume primary responsibility for the execution and management of the project and the grant award. Co-Investigators work closely with the PI to develop all aspects of a research project, which can include the scope, objectives, methodology, student instruction and participation, assessment, and outreach activities. They also may be involved in writing publications and delivering presentations about the outcomes of the project.

The institution/university that submits a grant application to a sponsor on behalf of a Prime PI and assumes all legal responsibilities for its execution is known as the Prime Institution. Typically, the Prime PI is affiliated (e.g., faculty appointment) with the Prime Institution. Some US federal and non-federal organizations allow international researchers and their institutions to directly apply for a sponsored grant as the Prime PI and Prime Institution without US participation, while others require a US collaborator and/or a US organization to be the Prime Institution.

From a research administration standpoint, Co-Investigators who are included in the Prime PI’s project and budget but affiliated with a different institution do not receive grant funds directly from the sponsor for their portion of the award. Instead, the sponsor sends the full award amount to the Prime Institution, which then sends the portion of the grant award, or subaward, to the Co-Investigator’s institution, or Subrecipient. The Subrecipient then creates an account for the Co-Investigator to expend the grant funds for the costs of the grant activities. All Subrecipients report to the Prime PI and the Prime Institution.

Co-Investigators at Subrecipient Institutions are responsible for managing all grant activities and expenditures that are funded through the subaward. Thus, the role of the Co-Investigator can be autonomous and like that of the Prime PI at their own institution.

Serving as a Prime PI allows researchers to lead all aspects of the grant project and gain important project management, grant writing, supervision, and grant management skills.

Experienced Prime PIs can attract more funding, students, and collaboration opportunities.

Serving as a Co-Investigator provides similar opportunities without assuming full responsibility for the entire project, while allowing to benefit from the merits of the work such as publishing and presenting the project results.

Prime Institutions have greater control managing grant finances, reporting, and compliance.

Significant effort is required to manage all aspects of the grant project, especially if this is the first US grant an international researcher or institution/university has received.

Any subawards made to other institutions (domestic or international) will add complexity to the grant application and award process.

Subawards This is the most common mechanism for international researchers and organizations to receive US funding.

Subawards allow researchers to contribute towards a portion of a grant project without receiving funds directly from the sponsor and assuming full responsibility for the entire project. Some US grant programs are restricted to US applicants but allow international participants as Co-Investigators or other senior personnel, giving international researchers a relatively easy entrée into US federal funding.

Co-Investigators or other senior/key personnel on the grant who are not affiliated with the Prime Institution do not receive their portion of the grant funds directly from the sponsor. Instead, the Prime Institution will deduct their portion from the grant award and then “award” it to their institutions in the form of a subaward.

Institutions that receive subawards are referred to as Subawardees or Subrecipients. Depending upon the grant program, more than one Subrecipient is usually allowed on a Prime Institution’s grant.

Typically, during application development, each Co-Investigator or senior personnel not affiliated with the Prime Institution must provide the Prime Institution with a budget and scope of work for the specific tasks they will complete on the project. Their budgets then become part of the Prime Institution’s overall project budget. Subawardees are not responsible for the execution and management of the Prime Institution’s project and award; however, Subawardees are legally responsible for managing all aspects of their subaward according to sponsor’s policies, terms, and conditions.

Subaward Challenges

The relative ease of participation and administration make this mechanism an attractive option for both US and international collaborators.

In most cases, the US Prime Institution is experienced in developing and managing international subawards and can be very helpful throughout the process.

It is also a good way to learn how US grants work without undertaking a major project as the Prime PI.

Good relationships between the US Prime PI and the international collaborators are essential.

As there is no “Multiple PI Plan” required for this mechanism, there is no formal process for resolving conflicts that may arise.

Subawardees may find the US administrative requirements for subawards to be excessive and timeconsuming.

Multiple PI/Partnering PI This is an excellent option for international investigators seeking support for projects that require a team science approach. Grant programs that require a formal Multiple Principal Investigator structure aim to maximize the potential of a scientific team to address complex and large-scale problems from multiple perspectives. The Multiple PI option is usually appropriate only if the team members are in different fields and could not complete the research without the other team members.

DOD provides funding for basic research (“Budget Activity 6.1”), applied research (“Budget Activity 6.2”) and advanced technology development (“Budget Activity 6.3”). Basic research is defined as “systematic study directed toward greater knowledge or understanding of the fundamental aspects of phenomena and of observable facts without specific applications towards processes or products in mind.” This includes study and experimentation aimed at building fundamental knowledge in areas of discipline “related to long-term national security needs.”

Basic research can, and often does, lead to applied research, which is defined as “systematic expansion and application” for a specific need to “develop useful materials, devices, and systems or methods.” Combining and integrating multiple systems practiced under applied science could in turn lead to advanced technology development, where defense systems are tested. The National Institutes of Health (NIH), the leading supporter of biomedical research in the world, is one the largest divisions within the DHHS. NIH is made up of 27 Institutes and Centers (ICs), each with its own specific research agenda, often focusing on particular diseases or body systems. Social Impact Partnerships to Pay for Results Act (SIPPRA): This was signed into law on February 9, 2018 and is intended to improve the effectiveness of certain social services. The federal government will pay for a project only if predetermined project outcomes have been met and validated by an independent evaluator, a system called a “pay for results partnership.” Congress appropriated $100 million for the SIPPRA program to implement “Social Impact Partnership Demonstration Projects” and feasibility studies to prepare for those projects. Translational Research Program (Up to $200,000 USD annually): Places research on the bench-to-bedside fast track when it comes to finding better treatment and cures for leukemia, lymphoma, and myeloma. LLS funds new and innovative research that shows high promise for translating basic biomedical knowledge to clinical application. Grants are eligible for an additional two years if they include an approved clinical trial and a fully justified research plan. A principal intent of the program is to permit the acquisition of sufficient data to apply to an appropriate agency or sponsor for sustained support.

Career Development Program: Provides stipends to enable researchers to devote time to researching questions of direct relevance to hematological malignancies and/or relevant pre-malignant conditions. LLS offers career development awards to postdoctoral fellows as well as to early-career, independent investigators. The award has four levels: Scholar ($120,000 USD), Scholar in Clinical Research ($125,000 USD), Special Fellow ($67,000 USD) and Fellow ($60,000 USD).

Specialized Center for Research (Up to $1,000,000 USD annually for five years): Brings together established investigators from one or several institutions to develop a focused research program, foster new interactions and cooperation, and enhance interdisciplinary research among the participants. The goal of this mechanism is to enhance the development of innovative strategies for the treatment, diagnosis or prevention of hematological malignancies. Career Catalyst Research Grants – Basic/Translational and Clinical: Fosters promising breast cancer researchers who are in the early stages of their faculty careers by providing support for up to three years of “protected time” for research career development under the guidance of a Mentor Committee.

Graduate Training in Disparities Research: Establish and/or to sustain an innovative training program for graduate students who are seeking careers dedicated to understanding and eliminating disparities in breast cancer outcomes across population groups.

III. ORGANIZATIONAL STRUCTURE USIP is governed by a board of directors, a president, and executive vice president and a team of senior staff.

The Institute supports research, education, training, and other peacebuilding projects (e.g., mediations and dialogues) by scholars and practitioners working at academic institutions, nongovernmental organizations and other non-profit agencies in the U.S. and around the world.

USIP grants advance understanding of and promote impactful projects on themes that span the full life cycle of conflict—from early warning and conflict prevention, to negotiation, mediation and conflict management, to transitional justice, disarmament, demobilization and reintegration, and post-conflict peacebuilding.

Applicants are required to first submit a Concept Note; selected Concept Notes will be invited to move forward in the process and must then submit a full application. Applications are reviewed by the USIP internal staff, external subject matter experts, and organizational peers. USIP Board of Directors and Executive Office make the final decision.

USIP funds targeted opportunities to support institutions that test and advance models of peacebuilding practice, and build the capacity of organizations in conflict countries to implement and assess the effectiveness of creative peacebuilding programs and strategies. Programs include: • • • • • •

ORGANIZATIONAL STRUCTURE The William and Flora Hewlett Foundation was founded by the Hewlett family of San Francisco in 1966 with funds earned from the success of early technology giant Hewlett-Packard. Having awarded over $400 million in grant funds in 2015, the Hewlett Foundation is one of the largest private foundations in the U.S. While the Foundation funds a wide variety of topics and disciplines, most of the opportunities which are open to international researchers and non-US regions of research are in the following programs:

Education: Grants to improve education by expanding the reach of openly available educational resources, improving California education policies, and by supporting the fundamental knowledge and practical basic skills all students will need to succeed. The Education Program pursues these goals by investing in organizations that develop and advocate for innovation in ideas, practices, and tools, as well as those that participate in the public policy debate on these issues. The Foundation does not consider requests to fund student aid, individual scholarships, construction, equipment and computer purchases, health research, or health education programs. The Education Program does not accept Letters of Inquiry for its grantmaking.

Environment: Grants to conserve the North American West, expand clean energy, and address climate change. The Environment Program accepts Letters of Inquiry for its Western Conservation, Energy and Climate, and Serving Bay Area Communities grantmaking. Global Development and Population: Grants to help people around the world develop their capabilities as individuals, citizens, workers, and parents. This includes (1) grants to expand women’s choices about whether to have children, how to raise their family, and how they earn a living, and (2) grants to help citizen groups 113

get information about what their governments do, helping them take action to improve the quality of schools, health clinics, and other services in their communities. The Foundation supports organizations that shine a light on how governments are financed and how they spend their money. Grantees monitor the quality of government-financed services, such as health and education.

Special Projects: The Foundation allows for research projects that do not fit cleanly into any of the above programs by using a Special Project designation. While it may not be relevant to foreign researchers, the Foundation is known for supporting many research goals and initiative that enhance the lives of the residents of the Bay Area and, more broadly, all of California.

Under some programs, such as Energy and Climate, the Foundation only funds other Foundations, which in turn distribute the funding to researchers and their home institutions; under other programs, like cybersecurity, researcher institutions are directly funded. The Foundation does not fund scholarships, capital campaigns nor construction grants. For-profit entities are typically ineligible.
