• Ken Towns Award – Director Saragueta explained the Tournament Committee requested the Ken Towns Award become a Section Award. The Ken Towns Award is a career playing accomplishment award. Currently the award is recognized by the Senior Division. The Board discussed that someone who earns the Ken Towns Award would also end up being a Hall of Fame Member and seems redundant.
• Motion by Vice President Bailey to open discussion and approve Ken Towns Award/ second by Secretary Duncan/motion was not supported.
• Saint St. LLC Marketing Proposal – Director Garner explained the need to expand the Marketing power of the NCPGA. Working with Saint St. LLC would allow the
NCPGA to reach new partners and hiring someone in house to do this would cost more than the current proposal.
• Motion by Secretary Duncan to open discussion and approve Saint St. LLC Marketing Proposal/ second by Vice President Bailey/motion carries.
• Board has also requested staff to look at expanded options from Saint St. LLC and include the Foundation. Staff will bring the proposal to the June Meeting.

• Executive Director Dumas has decided not to renew his contract and explore other opportunities. The goal is to have a new Executive Director hired by sometime in October.
• The Officer Core and Executive Team met with the four candidates for Secretary at the Super Regional in Houston back at the end of February. The candidate are Barry Howard, PGA from the South Central Section; Derek Guiterrez, PGA from the Sun Country Section; Eric Eshleman, PGA from the Alabama-NW Florida Section; and Jared Barnes, PGA from the Utah Section. The team was impressed with two candidates and looking to set up call with all candidates for the Board of Directors.

• Report accepted as submitted • Financial Statements, January 31, 2024 – Results for the period ending 1/31/2024 reflect a net operating loss of $4,995 versus a budgeted loss of $12,319 for a net positive variance of $7,325

X. Executive Director/COO Report – Len Dumas, PGA CCM
• The NCPGA is looking to expand its footprint into Junior Golf by looking into tournaments to help Northern California Junior Golfers earn more stars to get into bigger tournaments.
• The PGA of America is updating its National Database to gather more metrics about our Members and Associates to help get more meaningful information. NCPGA Website will be updated with a new look in the next week.
• The NCPGA Staff will sending out a communication to the Membership about updating their classification before the new dues billing starts in May. The Staff is also looking into new possible office space as the lease for the office runs out at the end of the year. We are excited for the upcoming PGA Professional Championship and the six NCPGA Members that will be representing us.

Corporate Partnership Services Agreement
Saint St. LLC (Saint Street) is a Washington State limited liability company in the business of providing first class digital marketing services to its clients. On behalf of the Northern California PGA (NCPGA), Saint Street proposes “Agency Services” to support NCPGA’s corporate partnership program and partner cultivation and relationship management efforts . The NCPGA seeks to obtain such Agency Services from Saint Street, pursuant to the terms of this “Agreement.”
Corporate Partnership Support - Projects
Project #1: Current partner and prospective partner audit
Deep review and recommendations for all current partners/sponsors and bottom funnel pipeline
- Focus on the following per partner/prospect:
o Review of agreement and the current status of each partner’s program
▪ Analyze opportunities, pain-points and perceived partner ROI
o Partner cultivation and project management recommendation
o Establish future partnership objectives: focus, budget, terms

Cost: $3,750
Service #1: Ongoing corporate partnership program management/support
10-Month Retainer – July 1, 2024-April 30, 2025
Process driven business development, partner cultivation, and campaign project management
- Work as part of the team to advance the NCPGA corporate partnership program
o Provide leadership and strategy at an overarching and per-partner-level
o After audit (see Project #1 above), create partner management process and pipeline
o Represent Section with current clients/partners and future prospects
▪ Attend PGA Show and potentially other relevant trade events
o In-person and online/phone meetings
o Proposal production and negotiations
o Ongoing communication and partner relations
o The expectation is that project management of all partner elements will be handled by NCPGA staff; Saint Street will oversee and manage partner cultivation
10-Month Retainer: $2,250 per month plus commission (Month 1 retainer will be prorated at 50%)
- New Partners: 20% c ommission for new partnerships we bring to the table and establish
o Commission will be earned while on retainer and for two-years post-retainer
- New Partners: 15% commission for new partnerships established with companies we are introduced to by NCPGA staff or representatives
o Commission will be earned while on retainer and for two-years post-retainer
- Existing Partners: 15% commission on additional partnership fees we negotiate/sell on your behalf; 6% commission on existing fees tied to current partners we are asked to manage
o Commission will be earned while on retainer and for two-years post-retainer
- Quarterly team workshops & bi-weekly team prospect review calls
- Deliverable: Actionable, shared Google Sheet or like process
*Travel expenses for Chris Lohman to attend the PGA Show will be split amongst the PGA Sections represented by Saint Street at the time of attending the event. Any costs earmarked will be pre-approved.
a. Total Project Fees: $7,250
To be paid as follows and upon reception of invoices:
Payment 1: $3,500 due on or before July 20
Payment 2: $3,750 will be invoiced upon completion of both Project #1 and Project #2
b. Monthly Retainer Fee: $2,250 (Month 1 retainer will be prorated at 50%)
To be paid on Net 15 terms upon reception of monthly invoices
1. With the partnership pitch deck project, NCPGA will pay for all licensed images, fonts, icons, and other design elements which are necessary to produce the final design concept. All associated costs will be pre -approved by NCPGA.
2. If Saint Street is required to use a CRM for lead management and cultivation, NCPGA will compensate the agency $175 per hour for platform training and onboarding. Tracking using Google docs is included in the fee structure outlined in the agreement.
3. Costs associated with requested travel on behalf of NCPGA will be reimbursed.
4. At all times, Saint Street will work side-by-side with representatives of the NCPGA to manage existing NCPGA partners in the manner outlined above.
1. Specific Agency Services, including core direction and establishment of formal deliverables, will be determined as part of the initial kick-off process and meetings. This document will define the formal “Project” and SOW unless otherwise stated.
2. Saint Street will work as closely as needed with NCPGA stakeholders and employees to make sure all creative, production, and formal planning are aligned. As needed, Saint Street will interact and manage external vendors and staff, as well as internal staff designated to be on the project team. Any additional fees associated with staff/team management, based on need state and proposed by Saint Street in advance, and if acceptable, will be pre-approved by NCPGA.
3. The set of deliverables and key Saint Street direction may shift at any time per the request of NCPGA, as new opportunities present, and upon the collective agreement of Saint Street and NCPGA.
4. All over-arching ad budgets will be established and approved by NCPGA.
5. Agency fees include a minimum of two rounds of creative revisions. If it is decided by both NCPGA and Saint Street that more than two rounds of revisions are needed to complete the design path, additional fees may be charged at a rate of $175.00 per hour.
6. Saint Street has the right to add a 20% administrative fee if required for any reason to pay directly for project expenses tied to media buys, software licensing, 3 rd party fees, etc. Prior to paying for any expenses directly, Saint Street will receive approval.
7. Termination:
a. For breach: In the event of material breach by either party, the nonbreaching party may terminate the Agreement on 30 calendar days written notice to the breaching party.
b. In addition, the non-breaching party reserves all rights to claim damages for the breach.
c. Saint Street will be rightfully compensated at a rate of $175.00 per hour for all project and retainer-centric work completed per the services agreed to in the Agreement, including if the project is terminated at any point.
8. NCPGA agrees that it shall pay all costs and expenses incurred by Saint Street due to NCPGA delinquent accounts with Saint Street, whether or not suit is filed, and that
these costs and expenses include, but are not limited to, reasonable attorney’s fees, litigation expenses and court costs. NCPGA further agrees to pay Saint Street interest at 2.5% per month for all past-due accounts.
9. The parties are and at all times will be deemed to be independent contractors with respect to the subject matter of this Agreement. Neither this Agreement nor any of its terms shall be construed as creating or constituting a partnership, joint venture, employment, agency, fiduciary or other similar relationship between the parties.
10. This Agreement will be governed by and construed in accordance with the laws of the State of California, exclusive of its rules respecting choice of law. The failure of either party to enforce any provisions of this Agreement or the waiver thereof in any instance will not be construed as a general waiver or relinquishment on its part of such provision or any other provision, but the same will nonetheless be and remain in full force and effect. This Agreement may be executed in two or more counterparts, each of which will be deemed an original and all of which taken together will constitute one and the same instrument. All notices and other communications which are required or may be given under this Agreement will be in writing and deemed to have been given if delivered by electronic mail to those listed below, or their representatives.
11. IN WITNESS WHEREOF the parties, by their authorized representatives in the spaces provided below, have caused this Agreement to be executed as of the Effective Date.

June 11, 2024
Education/Mentoring Committee met on May 1, 2024 to discuss the plan for the webinar launching the NCPGA Mentorship Program. The committee also met on June 5, 2024 to discuss the presenters for webinars for the rest of the year and having Mentors be matched with Associates by the end of August . The Education/Mentoring Committee has come up with a plan to expand education for Members and Associates. The committee is also focusing on mentoring as a key focus for the year.
Tasks Delegated and Actions Underway:
• The Committee has secured the July Webinar Presenter, Spencer Clouatre from GBN, has been confirmed and with the goal of having the rest of the year filled by July.
• The Committee has asked Staff to create welcome letters for Members and Associates joining the Mentorship Program for the Committee to edit
• The Committee has asked Staff to create emails for the Committee to edit to those who filled out the Survey about the Mentorship Program and get them to fill out the registration form.
• The plan is to have the first Mentors assigned to Associates by the end of August. The goal is to get 10 Mentors assigned to 10 Associates during the first match in August.
Educating the Membership:
• The Committee has created a Calling Tree to call all NCPGA Associates to inform them about the Mentorship Program. The goal is to reach everyone by the end of July.
Additional Staff Liaison:
• Membership Services Coordinator Jenna Andersen has been added as a Staff Liaison to the Committee starting on June 5, 2024.

April 30, 2024, Statement of Activities (page 1) Statement of Financial Position (page 2)
Results for the period ended April 30, 2024, reflect a NOL (Net Operating Loss), in the amount of $33,171 vs the budgeted NOL of $38,981, for a net positive variance of $5,810 Q1 and Q2 are slow periods for revenue other than tournament fees and some partner money.
The Statement of Activities reflects in line variances for the whole.
The Statement of Financial Position for the period reflects a negative cash position for April 2024. Throughout Q1 and the beginning Q2 we self-fund our events until funds are received later in the year. Also, the additional cost for rent and labor created a negative cash position. Funds were transferred from our Reserve Account to float until we receive Partner Funds, ADP Money, and Dues Payment in June, July, and August. The plan will be to put the funds pulled from the Reserve Account back into the Reserve Account as is current procedure. This is very typical for this time of year. We also anticipate significant labor savings with the vacancy in the Executive Director during the ongoing search for the next 60 days or so.

I am excited to report on the NCPGA Day at the Ballpark. We sold over 30 tickets for the day at the Ballpark for the July 9th Giants game versus the Toronto Blue Jays. We are also in the process of continuing our relationship with the San Francisco Giants for their 2024 Ballpark Back 9 Event on November 12-17.
The NCPGA Membership Survey was completed in April and 234 surveys were completed which is about 22% of the Membership. Attached to my report are the results from the Membership Survey. As President Lippert stated in his President’s Update, Staff has been tasked with three initiatives based on the responses from the Membership Survey . After the Summer Meeting, the actionable items with a redacted results from the Membership Survey will be sent out to the Membership. This will help us show transparency and c reate accountability to the Membership
During the interim period, Staff has done an amazing job staying on top of all projects and created timelines for upcoming events to stay on task. The NCPGA is on track to receive all ADP Funding for 2024. Also attached to my report, the focus on communication is paying off with our impressions for our social media pages and uptick in click rates

• WHEN I served my Apprenticeship under my Mentor and Boss, Warren Orlick, I was fortunate enough to have one of the best tutors in the Country. He was the MOST DEDICATED individuals that I have ever known. As President of the PGA, he was extremely interested in how the PGA Member could benefit FINANCIALLY as the Association grew. I remember asking him WHY he didn't get a Hotel room in Florida INSTEAD of flying back to Detroit on a "Red Eye" at 3:30 AM......HIS RESPONSE was that he wouldn't spend the money because it BELONGED to the MEMBERS. FAR CRY FROM TODAY. He started a Pension Plan for the PGA in the 70's which the IRS "NIXED" after about 3 years and we STILL don't have one. That was over 50 years ago. I'm disappointed that the tail is wagging the dog.

• All of my experiences have been positive and helpful. Bob Young who is in charge of our PAT events provided me with the encouragement and good will necessary to gain the self belief that I desperately lacked in order to post a passing score. I owe him a debt of gratitude that is really hard to convey. We are extremely blessed to have him representing our chapter in his capacity as a PAT administrator.
• Although I am happy with my position, many of our associates need help negotiating higher wages at their facilities.

• I want to start by saying it’s easy for me to sit back and be critical, but I also understand that I am not putting myself out there in a way to initiate the changes or improvements that we could all benefit from. So please read whatever pours out of my mouth here with that lens and a huge grain of salt haha.
I served as a committee member on the diversity and inclusion committee a couple of years ago. I don’t know how to say this in a gentle way, so I’ll just say it was a far -cry from what I hoped it would’ve been. It came at a time post COVID and post George Floyd when organizations and companies felt obliged to check a box and say that they were doing their part. Each zoom call felt forced, there was zero initiative by those involved to act on any of the talking points and the blatant segregation of the “teams” was downright laughable. As a Mexican American, I was paired with Deven (the other brown guy). The two LGBTQ+ members on the committee took up the gay agenda (to handle the Pride tournament). A young Pro from Africa was told to hunt down a prominent African American member in our section so they could be the (black team). Now these words may not have been said, but it was 1000% obvious that’s what we were doing. Each “team” would collaborate on an idea for each demographic. Each meeting consisted of scrambling for some feel -good what-ifs and broad ideas that never made it past the initial conversations. Seemed like an after thought for all involved.
Again, I wasn’t out there manning a one man crusade so I played my part in the apathy. But I’ve had many conversations since with other people of color (some in the golf business and some not) about the state of the D&I dialogue. The consensus is that people are tired of talking about it and many of the good PR moves that companies and organizations have wheeled out have essentially checked all the boxes…almost a premature victory lap. I cannot speak to people’s intentions and I don’t know what people have planned for the future, but I know that for a big person of color that I am in a business that still lets me know once in a while that I should know my place.
I don’t know what the answers are here, but I know that I’ve made an effort in my current role to work towards the inclusion of golf minorities (women, juniors, people of color, etc). I’d love to collaborate with others trying to do the same. Whether it’s taking club donations and offering free clinics to non profits or forming another committee…or anything that helps us continue what many have started.

• I am retired therefore many of these questions are not applicable to those PGA retired professionals. The survey can be changed and/ or reworded to still get quality info from them .
• I believe that NOT enough is done for the Members in sharing monetarily in the proceeds of the Association. The Tour Players want to be paid for the Ryder Cup! They better get in line the PGA of America OWNS the Ryder Cup and the PGA Championship, thanks to my Boss, Mr. Orlick, of which I have been a DUES PAYING Member for 53 years. There are a number of Senior Members that REALLY can't afford dues, but because they are too proud, they continue to pay. For what? A magazine and a Life Insurance Policy now worth a meager $2K. PGA Golf Professionals who have dedicated their life to the Game for over 50 years should be given some sort of PERK. Something a little more meaningful than a Lapel Pin (Smaller than a dime) with the words "50 Years" so small that you need a magnifying glass to read it. What really irks me, if I choose to be a LMR instead of a LMA, I CAN'T VOTE!!!??? THAT'S EXTORTION!! I'm a MEMBER.
I'm NOT crying the Blues for myself, but ALL of you guys will be Seniors someday and guess what?? There's NOTHING for you..... It's ALL going to the people who run the Association. Sounds like the US Government.
• I know that being on the NCPGA board is a difficult balance. Like with most memberships it is hard to please everyone. I think this board does a better job than past boards in regards to soliciting feed back and creating an actionable plan once information has been compiled. This survey for instance is good, and if we can create opportunities for the organization from these surveys, that is great. Letting the Members at large know any results or plans that come from surveys such as this would also help with participation with future surveys.
• I like what the PGA has to offer. I've played in a few of the AA Series tournaments and plan to play more. I haven't had the chance to attend a teaching/coaching seminar yet but I'm on the lookout for the next one that matches my schedule. Caitlyn Doyle and Junko Harkins have been particularly helpful as well, getting me working on the right things and getting involved in PGA Hope and PGA Junior league.

• In terms of a mentoring opportunity, I’ve had brilliant ones in Bruce Lewis and Donna Otis. It would be an honor to try and help anybody just a fraction of the amount they helped me. Without sounding conceded I feel like I have a lot to offer in just the diversity of my career path. First Tee Coach at one of the most prominent chapters, first HP of color at age 28 at Ridgemark (semi private resort), first HP of color at Lake Merced (high end private) at 31, and built a Player Development program from nothing at Harding that sees people of all ages, colors and skill levels come thru one of the best munis in the country. Seen all types of facilities, seen all types of players, and if I can help anybody find their path or navigate this business it’d be an honor.
• It would be helpful for all members if the Section and National PGA publicize and promote th e qualification's of a PGA Professional.

● The Langley, A Tribute to Legends – Sold Out! The 16th Annual The Langley will be held August 12-13, 2024 at Pebble Beach with Honorees legendary PGA TOUR Coach Butch Harmon and PGA of America Life Member and NCPGA Hall of Fame Inductee Ken Morton, Sr., with former PGA TOUR player Peter Jacobsen ser ving as Master of Ceremony. The Langley is the NCPGA Foundation’s premier fundraising event to support PGA HOPE, Jim Langley Scholarship Fund, and NCPGA Member Grants for community golf programs.
● 9/11 Never Forget Birdies 4 Hope – to be held September 11th at The Hay, Pebble Beach. Enjoy a Day at Pebble Beach hitting greens & making putts for charity. The event will be a 45 to 54 hole quest for birdies to raise funds for Tuesday ’s Children and PGA HOPE. Teams of two PGA Professionals or Associates will pair up to play as many holes as quickly as possible to raise money from charitable pledges made by their Club members, friends and family. Patriotic Opening Ceremony will be held along with great food, music, fun, and raffle prizes. Teams that raise the most money will receive a stay in Monterey!

Since our last board meeting in March, I have been diligently working on our efforts with PGA Jr. League to make sure coaches are getting players registered for their programs, and everyone is getting ready for the 2024 National Car Rental Championship Season. Again, our player engagement North Stars of the PGA are directly tied to the SBO Funding for the sections this year – so it is imperative that we reach our section’s goals as far as programming numbers. I am currently supporting/working with the NCPGA staff to set up the section events as well coming up in July and August.
Our Player Engagement Department has also been offering monthly national webinars for golf professionals to join for not only educational purposes but for PDR credits too. Our hope is that these webinars will encourage more professionals to engage with the programming opportunities the PGA has to offer and/or continue to engage and enhance the things they are already doing.
The collaborative newsletter between myself and Career Consultant, Caitlyn Doyle, has also been a success with over 59% open rate each time. We hope that our members and associates are finding this informative and helpful.

As we are getting ready for our NCPGA Championship Season events, we are currently anticipatin g 19 total 17u teams and 37 total 13u teams to participate, 56 total teams. This is 410 total players that we will see at both qualifiers. Last year, we had 42 total teams participate so we are hoping to see a significant amount of growth.

REMINDER: PGA Family Golf can be offered by ANYONE! YOU DO NOT HAVE TO BE A PGA JR. LEAGUE COACH!
A bit of a slow start to PGA Family Golf this year – however, I anticipate it to pick up a little more once many of our PGA Jr. League coaches get their PGA Jr. League schedules situated (even though you DO NOT have to be a PGA Jr. League Coach to offer this program). We have 4 facilities registered so far:
• Santa Rosa Golf & CC (returning facility)
• Silver Oak Golf Course
• Swenson Park Golf Club
• Lake Wildwood Golf Club
The invitation process for the 2024 PGA Family Golf Championship is set. Hosts of local PGA Family Golf events will submit their winners, which will trigger an invitation from us. If you have (or will) host a PGA Family Golf event between August 1, 2023, and February 29, 2024, you’re up first! There is a form the professional can fill out.
The 2024 PGA Family Golf Championship will be held at Disney’s Palm Course in Lake Buena Vista, Florida, Sept. 28-29!
Entering our second year of hosting the national event, we’re continuing to develop a full competitive pathway, and that begins with your events at the local level. Our goal with this pathway is to drive engagement for you and your facility, encouraging families to take part in local events in order to advance to the Championship.

● There are many indicators that golf has never been stronger or more appealing, starting with the largest increase of new PGA of America Golf Professionals earning their place in the Association since 2009. This takes the PGA over the 30,000 mark in membership for the first time. The surge in new PGA of America Golf Professionals can be attributed to a number of reasons:
○ The appeal of a career that has meaning and a sense of fulfillment that comes from helping to improve someone’s quality of life. The work of PGA of America Golf Professionals puts smiles on people’s faces - and in the case of the veterans in our PGA HOPE program, can actually save lives - what could be more rewarding?
■ We have more good news in that for the first time, the average PGA Member compensation rose over $100,000
○ In addition to searching for jobs with meaning, young professionals are also drawn to careers that have a social component and enable you to spend time outside - both of which are key elements of a career in golf. The use of PGA Coach as an updated, convenient way to book instructional sessions that is also appealing to younger generations. Professional development is also important to young professionals and the PGA Coaching Center at PGA Frisco provides world class instruction resources.
Statement
● "We appreciate that the USGA and R&A ran a collaborative and patient process over the past several years. We are particularly gratified that they heard our concerns regarding the significant operational challenges bifurcation would have presented and are no longer considering a local rule regarding the ball for elite players. We are also pleased that the proposed change to the ball has been delayed until 2028 for elite players and 2030 for recreational golfers. Given the important role our nearly 30,000 PGA of America Golf Professionals play in the recreational game, having more time to adjust to the new rule is helpful.
We remain opposed to any change that may potentially lessen the enjoyment of the game for recreational golfers or diminish the unprecedented momentum the game is enjoying. It appears recreational golfers will see a greater reduction in distance than we would advise. While this decrease has been lessened, we continue to recommend being more moderate on the swing speed change for the golf ball conformance test.
At this time, we continue to have concerns and look forward to continuing this important conversation and finding resolution with all of our golf industry partners.
We value our relationship with the USGA and R&A and respect their role as administrators of the Rules of Golf and the equipment standards of the game. ● We have always used the conforming ball rule in our events.

What about our PGA Member events such as the PGA Professional Championship and PGA Section events?

What about manufacturers – the PGA of America is close to them – do you expect them to protest this?
● We have spoken to executives at a handful of manufacturers and the degree of acceptance varies.
What does this mean for distance with the driver for the recreational golfer?
● We have expressed our concern to the USGA and R&A that we are opposed to any change that may potentially lessen the enjoyment of the game for recreational golfers or diminish the unprecedented momentum the game is enjoying.
● Based on USGA and R&A information, recreational golfers will see a greater reduction in distance than we would advise.
o For Elite Players - 9-10 yards less
o For Elite players with ball speeds greater than 183 mph it will be 14-15 yards less
o For Recreational Men it will be 2-5 yards less
o For Recreational Women it will be 1-3 yards less
● While this decrease has been lessened, we would have been more moderate on the swing speed change for the golf ball conformance test.
What did you recommend the speed should be?
● We would like to be a part of the ongoing discussion and data gathering that will be needed to come to the right number bringing all stakeholders together in a collaborative process.
The Board of Directors approved a Tournament Committee recommendation to standardize the PPC and Sr PPC fees paid to National starting in 2025. The Sr PPC fee per person will decrease from $140 to $100 and the PPC will increase from $60 to $100. The Assistant PPC will remain at $30.
The Board of Directors approved a Tournament Committee recommendation to increase the Section PPC Prize Money Distribution from $910,000 to $1,040,000 starting in 2025.

● Tuesday, November 5th - Board of Directors Meeting, Delegate Arrival, Candidate/Past President Meeting, Candidate Hospitality, Michigan Section Hospitality, PGA of America National Awards Night
● Wednesday, November 6th - PGA of America Annual Meeting Informal Session, Candidate Hospitality, Michigan Section Hospitality, PGA of America President’s Evening
● Thursday, November 7th - PGA of America Annual Meeting General Session, including Election of Officers, Association Reception Following, District Dinners and/or Delegates on their own for dinner.
● Friday, November 8th – Optional Delegate Golf Event, or Delegate Departures
Consistent with last year, the 2025 National Awards nomination process will begin on May 6, 2024, with Section nominations due by July 9, 2024. The 2025 Award Winners will be chosen in November of 2024, announced in January of 2025 around the time of the PGA Show and awarded at the 2025 PGA of America Annual Meeting.
