• Discussed the 2024 Operating Plan. The operating plan has proposed an increase of dues by 4%. The raise in dues will put the Northern California PGA at top eight of dues levels. The raise in dues will offset the rise in increased costs that have been taken on by the Northern California PGA .

IX. Executive Director/COO Report – Len Dumas, PGA CCM

• The question has arisen should we allow Board of Directors to serve on Chapter Boards and should we come up with a formalized policy.

• Northern California PGA Team went to the Section Business Office Conference before the PGA Merchandise Show in Orlando, FL. There has been an update to the Regional Model and there will no longer be Regional Directors. Career and Player Engagement Consultants now report to their designated lead consultant which will now report to the head of the MSO. The staff was also in attendance learning best practices from other Sections across the country to help improve our organization.

• The Northern California PGA Team also attended the PGA Show which was full and back to prepandemic levels. The show gave an opportunity to connect with current partners and meet new prospective partners we hope to be working with in 2024 and beyond

• Staff , in particular, Joyce Epperly (Thank you Joyce) has been working on updating the history of the Northern California PGA since 2015. The focus has been to create a place for everything in one spot and creating a process to yearly update the history document instead of sporadically.

X. Assistant Executive Director Report, Michael Merritt, PGA

• The Executive team met with three of the four candidates running for Secretary of the PGA this year. The candidates they met were Jared Barnes, PGA from the Utah Section, Eric Eshleman, PGA from the Alabama-NW Florida Section, and Derek Guiterrez, PGA from the Sun Country Section. They did not get a chance to meet Barry Howard, PGA from the South Central Section, who is also running for Secretary. They feel all the candidates did a great job and are looking forward to meeting them in Houston for Super Regionals at the end of February.

Re: Request for the Ken Towns Award to be a Northern California PGA Recognized Award

Background:

The Ken Towns Award…History, Criteria and Reasoning.

In 2014, the Ken Towns Award was instituted by the Senior Division of the Northern California PGA. The first recipient of the award was Mr. Ken Towns himself.

The Purpose of the award is to recognize a Member of the Sr. Division ( All Members of the Section over 50 years of age are automatically members of the Sr Division) who has had an exceptional playing career while a Member of the Northern California PGA, or a player who has had an exceptional achievement in any given year that would warrant recognition.

Mr. Towns accomplished both of these achievements during his playing career and in recognition the award was named after him.

Currently there is no means for the Northern California PGA to recognize either of these accomplishments

As an example, The Senior Division is considering a NCPGA Member for consideration in 2024. Below are his accomplishments during his time as a Member of the Northern California PGA:

NCPGA Player of the Year

1989, 1991, 1993

NCPGA Section Stroke Play Champion

1990, 1996

NCPGA Match Play Champion

1988, 1998, 1999

NCPGA Club Team Championship

1989, 1991, 1995

NCPGA Tournament of Champions

1990

NCPGA Cal State Club Championship

1986, 1991

NCPGA Pro Scotch Championship

1995, 1997

Contestant in PGA Championship

4 - 1990 Shoal Creek, 1991 Crooked Stick, 1992 Bellerive CC, 1993 Inverness (Made cut at Inverness 1993)

National PGA Cup Team

Member of the victorious 1992 PGA Cup Team played at the K Club in Ireland (3 – 1 record)

Another example would be if a Member plays extremely, well in a US Open, a National PGA or a PGA Tour Event. He/She could be honored as a recipient of this award.

Request:

The Senior Division of the Northern California PGA requests the addition of the Ken Towns Awards to the Annual Awards Dinner, though the award may not be an annual presentation.

Thank you for your consideration.

Sierra Nevada Chapter Report – Spring 2024

The Sierra Nevada Chapter is looking forward to a successful 2024! We recently had our Chapter Annual Meeting on March 5th at Lakeridge Golf Course We had close to 35 chapter members in attendance and we were able to touch on general meeting topics including state of the chapter while also having time for networking, round table discussions, as well of course a fantastic lunch put on by the Lakeridge Staff.

Our Chapter Board had some changes this spring Former Vice President Andrew Workman left our area to move to a new role in Arizona. With that said, TJ Duncan moved up to Vice President, and the board newly elected Ray Otis as the new Secretary John Hermans remains as President The Board decided to extend all of the officers’ terms one year, so as to have some continuity in our chapter as we’ve had a fair amount of change over the past several years We also welcomed new Board Members Owen Miller and Peter Seward. Fred Elliott and Chris Detsch were re-elected to the Board for another two years.

SNC Board Member and Tournament Chairman Anthony Roth continues to do an excellent job of building our Chapter’s Tournament Schedule. We have multiple Pro-Ams and Pro-Pros scheduled again at some excellent venues Some highlights for the upcoming tournaments season include having our SNC Stroke Play Championship at Montreux and Martis Camp in September, as well as having a new Ryder Cup style event against the North State PGA Chapter in November.

Our Chapter is in a strong position financially and has a great group of very involved PGA Professionals. We look forward to offering multiple educational and tournament opportunities again this year.

Re: Financial Statements for the period ending January 31, 2024

April 12, 2024

Attached you will find financial statements for the period ending January 31, 2024

January 31, 2024, Statement of Activities (page 1) Statement of Financial Position (page 2)

Results for the period ended January 31, 2024, reflect a NOL (Net Operating Loss), in the amount of $4,995 vs the budgeted NOL of $12,319, for a net positive variance of $7,325. Q1 of any year is a sensitive time as there is little income other than tournament fees. It is also the time for us to collect open receivables from the prior season.

The Statement of Activities reflects in line variances for the whole. Starting with the in -person 2024 Player Teacher Forum, our thanks to our host Lake Merced and all our presenters. The attendees and their participation level reflect the want to be together once again.

The Statement of Financial Position for the period reflects a stable cash position and incorporates all activity through January 2024.

Subject: Assistant Executive Director Report

Date: April 15, 2024

I am excited to report on the NCPGA Day at the Ballpark. The NCPGA was able to secure group pricing to offer the Membership for the San Francisco Giants vs. the Toronto Blue Jays on July 9th. The Membership can buy tickets through the link we provided. We believe this is a great benefit to offer the Membership to allow them to spend time with their family, friends, and fellow NCPGA Members and Associates. Currently 20 tickets have been sold of the initial 120 tickets we have been allocated. We will start to promote this throughout April, May, and the beginning of June when the offer ends June 9th. Any tickets we do not sell will be released so the NCPGA will not be on the hook for any unsold tickets.

Also, the NCPGA Membership survey went out on April 5th and will run through April 26th. As of April 12th we have received 167 completed surveys. If you have not filled out your survey please click here to fill it out Attached is the current data from the survey and we will send the Board the data after the deadline. The plan is also to send the final data to the membership with actionable items from the survey that the Northern California PGA Staff will complete. This will help us show transparency and create accountability to the Membership

PLAYER ENGAGEMENT CONSULTANT REPORT

JUNKO HARKINS , PGA

It’sabusytimeforourPlayerEngagementConsultantsaroundthecountrynowwithPGAJr.League specifically. We are all making sure programs are being published, leagues are formed, and players are registering, etc. As we have all of this going on, we are also making efforts to continue to promote, educate our members and associates on PGA Coach, PGA Family Golf, and the rest of our programming opportunities.

There will be some webinar and educational opportunities that will be available to our NCPGA members and associates. The first one myself and Career Consultant, Caitlyn Doyle , will be hosting is on Deferred Compensation next month on April 18th. We will review the benefits of Deferred Compensation and some updates.

At the end of February, Caitlyn and I started our own personal PGA of America updates newsletter. We plan to send those out at the end of every month for now and will include Player engagement/Career Services news and updates from the both of us. Please keep an eye out for those and let us know if there are any other topics you would like to see covered.

Early April – our Player Engagement Department will be getting together in Frisco. This will be the first time we are getting together since the Regional Model has been dismantled. I will report back with any updates after this meeting. However, I am sure we will be focusing on our North Stars and how to be able to successfully achieve those. Especially because our player engagement North Stars are also tied to the SBO Section Funding this year as well.

PGA Jr. League

(Nationally as of March 2024)

• Over 28,000 registrations (+9% YoY)

– VIRTUAL MEETING

• Over 27,500 players (GameChanger members, +8% YoY)

• Over 2,066 Coaches (9% increase YoY)

• Average program fee is up $20 from last year, $2 72

• Over $7 Million in direct coaching revenue so far

Below are NCPGA specific data as of March 22, 2024 (13u & 17u programs included), note-we have updated and changed our goals since this will impact strategic funding*:

*Strategic funding was finalized late this year and so we were able to make some changes/updates to what we discussed back in November of 2023. This is all part of Tier 2 Funding.

CLICK HERE for the complete list of leagues that have been announced so far for 2024. Coaches and facilities can still register and publish programs for 2024. However, it will be hard to get into a multifacility league for the spring/summer season at this point. Below are our 2024 All-Star Season event dates and locations:

*Teams will be assigned to one of the Section Qualifiers, there will be TWO 13u Teams and TWO 17u Teams advancing to the Section Championship

A bit of a slow start to PGA Family Golf this year – however, I anticipate it to pick up a little more once many of our PGA Jr. League coaches get their PGA Jr. League schedules situated (even though you DO NOT have to be a PGA Jr. League Coach to offer this program). March 2024 PGA of America Updates

“WE LOVE THIS GAME” CAMPAIGN AND LOGO EVOLUTION

Telling the stories of our Members across linear TV, social and digital media and enabling the Members to use it to tell their own stories has the potential to turn this from a campaign into a movement.

Omaha Productions and our team created a concept that not only helps to differentiate the PGA of America from the PGA Tour, but it does so by differentiating PGA of America Golf Professionals from Tour Pros.

How does the new PGA of America logo contribute to the campaign?

● When we asked golfers and sports fans about the PGA logo that was launched back in 2008, three of four consumers associated that logo with the Tour.

● We knew the logo had challenges in the digital and social mediums, but when we dug deeper the findings showed that “of America” being more visible in the logo in combination with the campaign gives us the opportunity to change the perceptions of our target audiences.

● The new logo also retains the font from the old logo which allows for a phased approach to implementing changes.

Why did the Membership Committee unanimously recommend to the Board to change the Member logo?

● After multiple working sessions, the Committee embraced the use of the new open logo design along with the word “Member” below it.

● They understood the importance of one unified brand design.

● They also recommended the use of gold in logo designs would be exclusively reserved for Members and Member events like the PPC and the Show.

What was the Membership Committee’s rationale for recommending to the Board reintroducing the five stars for Master Professionals but not bringing forward unique logos for Specialized and Certified Professionals?

● As the highest level of educational achievement in the Association, the Committee recommended to the Board the use of five stars be reinstated for Master Professionals only.

● For Specialized and Certified Professionals, those designations can be used in email signatures, on business cards and materials like stationary but not in the Member logo itself.

What is the timeline for implementing the logo changes at the Home of the PGA of America in Frisco and at the Section Offices?

● For both the Home Office and Section Offices, we are targeting April 2024 to begin a phased approach to the changeover.

● Each Section will receive a $25K stipend in April to cover the cost of major physical signage changes.

● All other changes can be phased in over the next few years as normal wear and tear replacements are needed.

2024 MASTERS COMPLIMENTARY ACCESS POLICY

The complimentary access policy remains the same as previous years (Class A, Master Professionals and Life Members only), however we will be implementing a pre-registration process in collaboration with Augusta National to better manage the admission at the gate making it more seamless and expeditious. Augusta National will not turn away Class A, Life Members or Master Professionals who do not pre-register this year, but pre-registration could become a requirement for attendance in future years. The below is what is posted on PGA.org and is being promoted in Five Things to Know:

As a courtesy extended by Augusta National Golf Club; Class A PGA Members, Life Members and Master Professional Members only may receive complimentary daily access to the 2024 Masters Tournament. In order to make the entrance process more seamless, there will be a pre-registration process that went live on February 26, 2024, with a pre-registration deadline of April 4, 2024, 12:00am ET. Those who do not pre-register by the April 4th deadline but meet the complimentary access eligibility criteria will need to register upon entry at the North Gate.

PGA OF AMERICA STATEMENT AND PUSHBUTTONS ON GOLF BALL ROLLBACK Statement

● "We appreciate that the USGA and R&A ran a collaborative and patient process over the past several years. We are particularly gratified that they heard our concerns regarding the significant operational challenges bifurcation would have presented and are no longer considering a local rule regarding the ball for elite players. We are also pleased that the proposed change to the ball has been delayed until 2028 for elite players and 2030 for recreational golfers. Given the important role our nearly 30,000 PGA of America Golf Professionals play in the recreational game, having more time to adjust to the new rule is helpful.

We remain opposed to any change that may potentially lessen the enjoyment of the game for recreational golfers or diminish the unprecedented momentum the game is enjoying. It appears recreational golfers will see a greater reduction in distance than we would advise. While this decrease has been lessened, we continue to recommend being more moderate on the swing speed change for the golf ball conformance test.

At this time, we continue to have concerns and look forward to continuing this important conversation and finding resolution with all of our golf industry partners.

We value our relationship with the USGA and R&A and respect their role as administrators of the Rules of Golf and the equipment standards of the game. We will continue to share our feedback on this, and any topic that affects our PGA of America Golf Professionals and the countless number of golfers they coach and welcome into the game each year."

FAQs

How will this impact PGA of America events such as the PGA Championship, Ryder Cup, KPMG Women's PGA Championship and KitchenAid Senior PGA Championship?

● We have always used the conforming ball rule in our events.

● Four years is a long time from now and we will make our decision closer to the date, as we all know things can change.

What about our PGA Member events such as the PGA Professional Championship and PGA Section events?

● We have always used the conforming ball rule in our events.

● Four years is a long time from now and we will make our decision closer to the date, as we all know things can change.

What about manufacturers – the PGA of America is close to them – do you expect them to protest this?

● We have spoken to executives at a handful of manufacturers and the degree of acceptance varies.

What does this mean for distance with the driver for the recreational golfer?

● We have expressed our concern to the USGA and R&A that we are opposed to any change that may potentially lessen the enjoyment of the game for recreational golfers or diminish the unprecedented momentum the game is enjoying.

● Based on USGA and R&A information, recreational golfers will see a greater reduction in distance than we would advise.

o For Elite Players - 9-10 yards less

o For Elite players with ball speeds greater than 183 mph it will be 14-15 yards less

o For Recreational Men it will be 2-5 yards less

o For Recreational Women it will be 1-3 yards less

● While this decrease has been lessened, we would have been more moderate on the swing speed change for the golf ball conformance test.

What did you recommend the speed should be?

● We would like to be a part of the ongoing discussion and data gathering that will be needed to come to the right number bringing all stakeholders together in a collaborative process.

PGA TOUR/DP WORLD TOUR/LIV

● Like everyone else, we were surprised by the announcement of a near-term pathway to resolve the dispute between the PGA TOUR, DP World Tour and LIV Golf. We convened an unscheduled informational Board session to discuss how this affects us, but few details of the deal framework are currently available and there remain many unknowns still to be determined. We are working diligently to get answers to you as soon as they become available.

● Our focus, as always, will be on advocating strongly for what’s right for our Members, Sections, protecting our most valuable assets, growing the game, and making sure we communicate the difference between the PGA Tour and PGA of America.

● Communicating directly with PGA Membership about this is a top immediate priority. We sent a letter from John Lindert and Seth Waugh to all PGA Professionals on 6/8. Please

know we will also be sharing additional communications broadly to the Membership on a timely basis going forward.

● For Sections that receive emails or phone calls from consumers irate about the merger, we recommend following the lead of the PGA Membership Department and note in a response that the PGA of America and PGA Tour became two separate organizations in 1968 with the PGA of America representing nearly 28,000 PGA Professionals at 10,000+ facilities across the country. The individual should then be referred to the PGA Tour. - 904-285-3700

PROTECTING OUR ASSETS

● What are we doing to protect our assets - the Ryder Cup and PGA Championship? What are the tangible and proactive things being done by staff to protect these assets?

1. Ryder Cup is committed to through 2037 with a TV contract signed through 2030.

2. PGA is committed to through 2031 with a TV contract signed through 2031.

3. We have raised the PGA Championship purse to stay competitive with other events/majors.

4. We are in the process of creating a strategic committee of board and staff to address all things PGA including our biggest assets.

5. Our assets are at a premium and will continue to be a focus.

● The PGA of America President sits on the PGA TOUR’s policy board. When did the position become a non-voting position? How did that play out?

Not accurate. The President is still a voting member of the PGA Tour Policy Board. Most recently voted for Tiger Wood to sit on the Tour Policy Board.
