A Message from CT State Community College Norwalk & the NCC Foundation
As we reflect on this past year, when Connecticut’s 12 community colleges were consolidated into one college system, we understand the importance of standing in unity. CT State Norwalk and the Norwalk Community College Foundation have worked in partnership for nearly 60 years to support student success and it is with great pride and optimism that we jointly address you in this letter.
While the consolidation brings with it changes, one thing does not change: our commitment to collaborating to adapt and innovate to meet the shifting opportunities and challenges of our time. From innovative projects to ongoing initiatives, CT State Norwalk and the NCC Foundation have continuously worked together to create an environment where students can thrive.
In this report, we are thrilled to share the NCC Foundation’s Strategic Plan for 2024-2027, developed under the incredible leadership of Interim CEO, Vince Murphy, in partnership with the College’s leadership and the Foundation’s Board of Directors. The plan outlines ambitious goals for investing in improving student outcomes and opportunities.

Strategic Plan Provides a Roadmap for Future Investment and Impact 2024-2027
Approved in May 2024, the 2024-27 Norwalk Community College Foundation Strategic Plan builds on the accomplishments of the 2021 plan and its invaluable investment and support for the Community College and its students over the last three years. The new plan acknowledges and embraces the changing environmental landscape of our work, including the July 1, 2023, implementation of the CT State Community College consolidation, resulting in the former “Norwalk Community College” becoming “CT State Community College Norwalk” (CT State Norwalk). The new landscape presents
fresh challenges, but also enormous opportunities to have a leadership role in contributing to the success of CT State Norwalk students and to a thriving Fairfield County economy.
The plan anticipates the greatest level of Foundation investment since the lead up to, and 2011 completion of, The Center for Science, Health and Wellness.

Making the Dream of Higher Education a Reality
Scholarships have been a core element of the Foundation’s investment in student success since its founding nearly 60 years ago.
The portfolio of scholarship opportunities now includes traditional scholarships for students seeking an Associate degree or workforce credential; transfer scholarships that provide support to students transferring to a four-year college; English for Speakers of Other Languages (ESOL) scholarships strategically aligned with workforce development goals and priority degree programs; and Path2Success, a scholarship featuring mandatory proactive counseling and support for students with GPAs that would not qualify them for the standard scholarship program.
In the next three years, the Strategic Plan anticipates expanded investment in scholarship programs that increase educational access and support academic success.

Words can’t describe how grateful I am for being selected for this scholarship. My options are extremely limited when it comes to financial aid. Therefore, all I can rely on is a minimum wage parttime job and scholarships. This is the first scholarship I have ever received and I’m sure there will be many more in the future. This is a big achievement to me, and I’ll use it as motivation to complete my education. The best part of CT State Norwalk is having so many resources available and people that are willing to help students achieve their personal and academic goals. I’m always discovering new things that CT State Norwalk offers to its students, for example, borrowing laptops and hotspots, scholarships, tutoring, and more! Also, the fact that my professors are there for me when I need them; they are very understanding and always willing to help whenever they can because they want everyone to succeed.

I chose ESL at CT State Norwalk because it is the best place for immigrants to learn English. I selected this program because my cousin had previously studied at the campus and consistently spoke highly of it. He praised the quality of teaching for immigrants and the exposure to various cultures. Consequently, I am eager to learn more here, and I have complete trust in CT State Norwalk. These are the reasons why I chose it. This scholarship means the world to me. I'm from Haiti, and I know the value of a scholarship. The biggest achievement of my life so far is getting this scholarship because I have never received such a beautiful gift before. Education means a lot to me and getting this scholarship to study English in this country is the greatest gift I have ever received in my life.

CT State Norwalk has very much shaped my life because it has allowed me to refocus myself and my efforts on education. At first, I was only taking classes part-time while working and wasn’t thinking about my future or where I wanted to go, but CT State Norwalk changed that. I spoke with people like Professor Mobin and my guidance counselor, and they helped me figure out what I’d like to do with my life. Furthermore, the engineering community was one that I found great comradery in. We all struggled, studied, and worked together to get through the curriculum and in doing so I not only remembered why I loved engineering, but found friends and support that could help me achieve any goal I had.


As I reflect on my time at CT State Norwalk, I am grateful for all that CT State Norwalk gave me academically and personally… After taking many courses, I took my first psychology course, General Psychology, with Professor Stanek, and immediately knew what career I wanted to study and pursue. I was able to experience everything this campus has to offer such as incredible learning opportunities, clubs, social and cultural campus events, advisors, career counseling, etc. I’m so thankful to the CT State Norwalk staff and faculty who guided me. As a first-generation college student… my goal is to achieve graduating college with a bachelor’s degree because I will not only be fulfilling my dream but also my parents’ dreams since they worked so hard and sacrificed a lot... My success will one day also be their success and that will one day be my biggest achievement in life.

Throughout the course of the nursing program, I was able to live a day in the life of a nurse. During my clinicals, I had the opportunity to practice my skills hands-on with the assistance of my instructor, as well as interact with patients and learn to work as a team alongside my classmates. The more time I was able to spend at the hospital, the stronger my passion became. My one-on-one time with patients was my most valued experience in the program. Speaking to the patients and hearing their stories broke my heart. In the beginning, I had doubts as to how I would be able to handle the heartbreak, but by the end I realized that I’m exactly where I needed to be -- right by their side, holding their hand, steadying their breaths, easing their nerves, and being their rock.

Path2Success: Scholarship + Coaching = Success!
While most Foundation scholarships target higher academic achievers, Path2Success (P2S) opens a scholarship opportunity to students with GPAs in the 2.3-3.4 range. Data and experience suggest that students falling within this GPA range are the most likely to struggle to maintain their academic standing and progress towards graduation. P2S combines financial support with mandatory participation in one-on-one coaching and workshops that help students overcome barriers, improve their GPA, persist and graduate, and transfer to a four-year college or university.
Stephany: Just One of Many P2S Success Stories

Stephany came from Peru to live with her aunt in early 2020, just before the pandemic hit. She graduated from Stamford High School in 2021 and then started at Norwalk Community College (now CT State Norwalk), first taking ESL classes to sharpen her English skills, before embarking on a degree program in Architecture.
“Starting at Norwalk Community College was a new challenge as the first in my family to attend college,” recalls Stephany. “It felt like I was carrying a heavy backpack full of worries about finances, stress, and the unknown.”
She said support from the Norwalk Community College Foundation, the Path2Success (P2S) scholarship program, and her P2S coach Daniela Kimmich made all the difference.
“The financial aid allowed me to focus on my studies without juggling multiple jobs, easing a huge burden,” said Stephany. “The P2S workshops and Daniela’s guidance were invaluable in helping me improve academically and personally. Daniela was with me through every difficult moment, helping me overcome my weaknesses, like stage fright.”
Thanks to Daniela’s help, Stephany gained the confidence to speak at an NCC Foundation event
and even made the shortlist in an international design competition.
“Fear can create barriers, but with the right support, we can break through them and grow stronger,” said Stephany. “I’m incredibly grateful to Daniela for helping me believe in myself and my potential as I work toward my dream of becoming an architect.”
Stephany graduated from CT State Norwalk in May 2024 and received a transfer scholarship from the NCC Foundation to continue her studies at Boston Architectural College. Congratulations, Stephany!

Expanding Support to Meet Students’ Basic Needs
For students with low incomes, the financial challenges of pursuing higher education go beyond paying for tuition and books. Housing insecurity, food insecurity, and lack of access to affordable transportation and childcare can create barriers for students that, at best, make it hard to focus on their academic program and, at worst, cause students to interrupt or abandon their higher education dreams.
Recognizing that supporting students’ basic needs is directly connected to positive academic outcomes, the Foundation’s Strategic Plan calls for increased investment in the emergency fund, childcare scholarships, and the Feeding Student Success program that provides access to free food at food pantries located on both East and West Campuses.


The Pantry has helped me keep food on the table. During my illness, I counted on the Pantry to help feed me and my kids…I am extremely thankful for the help so I can meet my goal of getting my degree.

Expanding Access to Childcare Removes Barriers to Success
CT State Norwalk and the NCC Foundation held a ribbon cutting ceremony on September 6, 2024 to celebrate the opening of an additional infant/toddler classroom at the Child Development Lab School (CDLS). The expansion, which doubles the number of infants and toddlers that can be served by the CDLS, was supported by a generous grant from The Harlan E. and Lois J. Anderson Family Foundation.
With more spaces available, more CT State Norwalk students, faculty, and staff are benefitting from having their children in high-quality childcare services on the campus. This allows students to focus on their studies and faculty and staff on teaching and supporting students.
In addition to providing much-needed childcare spaces, the expanded facility also serves as a classroom and laboratory for students interested in pursuing a career as an early childhood educator.
Sue Anderson, daughter of Harlan and Lois, joined in the ceremony to dedicate the space as The Harlan E. and Lois J. Anderson Infant Care Center. The Anderson family, beginning with Harlan and Lois, have a 40-year history of supporting programs and students on the Norwalk campus and Lois was an early proponent of creating a child development center at the College.



In addition to providing much-needed childcare spaces, the expanded facility also serves as a classroom and laboratory for students interested in pursuing a career as an early childhood educator.
This new expansion aims to continue supporting our families and ongoing efforts to address the childcare needs of our community. We recognize the importance of not only expanding our services, but also fostering professional growth within our community.

Investing in Proven Strategies to Support Student Success
The 2024-27 Strategic Plan commits to significant investments in things like intensive coaching and advising, tutoring, high school bridge programs, and internships and job placement, that have proven track records for helping students to improve their GPAs, persist in earning credits towards a credential or degree, and gain paid on-the-job experience that helps build their resumes and professional networks.
SUMMER BRIDGE OUTCOMES SINCE 2021
Summer Bridge Program Accelerates Academic Success
Introduced in 2021, the Summer Bridge Program is designed to help late arrival immigrant youth transition more quickly into credit level college courses. The 2023 program served 52 multilingual freshmen in the summer before they began their full-time studies at CT State Norwalk.
The program includes daily reading and writing instruction, individual academic counseling, introduction to college services, and assistance in navigating the financial aid process. Students who complete the Summer Bridge Program are significantly more likely to declare a major and move into mainstream coursework.
While math is not a specific focus of the program, improvements in English language skills helped many Summer Bridge students to also improve their math placements. Increasing Access to Workforce Opportunities
Students at CT State Norwalk benefit from access to the Career Development and Experiential Learning Center, where staff are ready to help students connect their learning to a future career path. With the help of counselors, students can create resumes, participate in mock interviews, and find internships and job placements in fields they want to enter.
This past year the NCC Foundation supported the addition of a Job Developer, Alexis Pantello, to the Career Center team. Alexis developed a new internship initiative to place students interested in careers in human services at local nonprofits. The placements had a dual impact: helping students
gain real-world experience in their chosen field and providing nonprofits with additional capacity to fulfill their missions.
As part of this new initiative, Alexis placed Matthew Damian with Norwalk Public Schools as a Communications & Marketing intern. In this role, Matthew helped with photography, social media, graphic design, video creation and organizing digital images.
“Matthew has been a great addition to the team,” said his supervisor, Nick Dua. “He ‘jumped in the deep end’ and has contributed right away.”
Physical Therapy Students Benefit from Hands-on Learning

Through the initiative of Professor Roger Silva and support from the NCC Foundation, CT State Norwalk students in the Physical Therapist Assistant program were given the opportunity to engage in hands-on cadaver dissections under the supervision of two esteemed Fairfield County orthopedic surgeons – an incredibly valuable experience that many community college students do not have.
The lab allowed students to apply the knowledge and skills they were taught in the classroom to practical scenarios, such as hip and knee replacement and ACL reconstruction. Working with cadavers, students gained firsthand insights into these commonly performed operations, bridging the gap between theoretical learning and clinical application.
The presence of surgeons as instructors during the lab also gave students a valuable opportunity to learn
and observe from professionals in the field they will soon be joining. Overall, the lab provided a crucial opportunity for students to integrate their academic learning with practical skills, preparing them for future clinical work and advancing their expertise in orthopedic practice.

STEM Lab to Provide Opportunities for Students Pursuing Tech Careers

In collaboration with the Science, Technology, Engineering, and Math (STEM) faculty and Tutoring Center and with support from the NCC Foundation, CT State Norwalk is excited for the forthcoming opening of a new STEM Lab. This innovative space will enhance the academic experience by providing a STEM-focused environment where students can thrive.
The STEM Lab will serve as a vital hub for students to access a range of academic support and materials tailored specifically to support them throughout their journey at CT State Norwalk. Equipped with laptops and computers featuring relevant STEM software, the lab will provide essential tools to support student learning.
It will feature areas for individual and collaborative work, allowing students to engage in hands-on projects and peer-topeer collaboration. In addition to student workspaces, the STEM Lab will also include space for faculty to host office hours and tutors to offer professional support and feedback.
This space highlights our commitment to creating an enriched learning environment for students and our focus on investing in preparing students to enter careers in high growth and emerging business sectors.

The Power of Community: Dr. Rebecca J. Wilson's Dedication to Social Work and Education

Dr. Rebecca J. Wilson, LMSW, PSC is a proud alumna of CT State Norwalk (formerly NCC), who embodies the transformative power of community college education. Starting at NCC directly after high school, Dr. Wilson’s path was not without challenges. After one semester, she took time off to care for her newborn daughter. At 19, she returned with renewed determination to build a secure future for herself and her child. Working full-time while attending classes, she graduated in 1997 with a degree in General Studies. Her classes at NCC ignited her passion for social work – a passion that inspired her to continue her studies first at Sacred Heart University and then at Fordham University, where she earned a Master of Social Work specializing in children and families.
Today, Dr. Wilson is an adjunct professor at CT State Norwalk, teaching the same Human Services course that once inspired her. She has held various roles within Stamford Public Schools, and most recently was appointed Executive Director for Access and
Opportunity. Her dedication to education has earned her numerous accolades, including the Connecticut School Counselor Association’s Administrator of the Year in 2022 and the Connecticut Association for Counselor Education and Supervision award in 2023. In May 2024, Dr. Wilson achieved another milestone by earning her doctorate in Counselor Education and Supervision from Southern Connecticut State University.
“I always knew the sky was the limit when I left Norwalk Community College,” said Dr. Wilson. “I am a very proud graduate and strong supporter of community college education. It is an excellent option for all students and adults.”

Guerlina Philogene immigrated from Haiti to Stamford with her family when she was a young child. Navigating cultural differences between home and school, she lacked clear direction after high school. As the first in her family to attend college, she began her journey at Norwalk Community College (now CT State Norwalk) without a solid plan. During her second semester, a staff member at the NCC Foundation guided her to scholarships and oncampus opportunities, significantly shaping her path. Guerlina received academic scholarships from the Norwalk Community College Foundation in 2019 and 2020, which helped her continue her education.
Guerlina was actively involved on campus, serving as a student aide at the food pantry, president of the Service Learning Club, co-president of the Career Success Club, and student government senator. Her involvement deepened her sense of community and

academic purpose. With encouragement from faculty and staff mentors, Guerlina applied for and was accepted to a State Department-funded exchange program in Germany, marking the start of her interest in diplomacy.
Guerlina credits the strong academic foundation she received at CT State Norwalk with her successful transfer to the University of Connecticut, where she pursued dual majors in Business and Liberal Arts and Sciences. Most recently, Guerlina was named a fellow in the Thomas R. Pickering Foreign Affairs Graduate Program, funded by the United States Department of State and administered by Howard University. As a Pickering Fellow, she will continue her education, participate in internships at U.S. embassies, and commit to a five-year tenure with the State Department. We congratulate Guerlina as she embarks on an exciting career in diplomacy!

The Norwalk Community College Foundation is a 501(c)(3) non-profit organization founded in 1965. Approximately $3 million was distributed in fiscal year 2023-2024 for scholarships, stipends, programmatic support, and college advancement initiatives.

Norwalk Community College Foundation's investment policy states: The primary emphasis of the investment policy is to safeguard and preserve the purchasing power of The NCC Foundation Endowment and to provide a payout to be approved annually by the Finance Committee and the Board. Additionally, a real rate of return on the portfolio is desired. These investment objectives must be achieved within acceptable risk parameters. The endowment investment return was 11.3% in 2023-2024.

TUITION
The Board of Regents sets tuition and fees at reasonable levels to promote access to education. In the 2023-2024 academic year, Connecticut residents paid $709 for a three-credit course, and full-time Connecticut students paid $2,546 for 12 credits or more. Annual tuition was approximately $5,092.
CT State Norwalk received funding through six major sources: for the period of July 1, 2023 to June 30, 2024.

The General Fund appropriations are authorized by the State of Connecticut Legislature. Tuition and fees are established by the Board of Regents for Higher Education.
Auxiliary services and the Educational Extension Fund are self-supporting. The revenue from auxiliary services is primarily generated by Child Development Laboratory School fees and bookstore commissions. The Educational Extension Fund revenue is composed of non-credit program fees and summer and winter session fees.
Private and federal funds consist mainly of grants and student financial aid. The Norwalk Community College Foundation actively seeks private grant funding for scholarships, student success initiatives, faculty development, and program support.

Legacy Society Members Remembered for their Commitment and Impact
Elaine Littman passed away in December 2023, leaving behind a legacy marked by her passion for teaching, writing, photography, and community service. After a career in teaching, Elaine became certified as an English as a Second Language (ESL) instructor and found her true calling teaching ESL students at NCC (now CT State Norwalk). Her connection with her students went beyond the classroom—she was genuinely interested in their stories and lives. Her students' moving stories inspired her to establish the Rose S. Becker Memorial Scholarship Fund at the Norwalk Community College Foundation, furthering her mission to help those who lacked opportunities. Elaine’s commitment to making a difference is evident in her generous planned gift, which will allow the Rose S. Becker Scholarship Fund to continue to support ESL students at CT State Norwalk for generations to come.


Creating Opportunities for Future Generations
Jeffrey A. Rubin, a distinguished alumnus of Norwalk Community College (now CT State Norwalk), passed away in February 2024. Jeff's time at NCC was foundational, shaping his career and life philosophy. Jeff was a leader on campus, serving as a student senator, sports team manager, and contributor to the college newspaper, The Call. Jeff began his career as a reporter and editor and worked for newspapers across Illinois, New York, Connecticut, and California. His passion for creating access to higher education led him to establish the Benson Meth Scholarship Fund at the NCC Foundation in 1997 to honor his stepfather, Ben. His inclusion in the Legacy Society and the generous bequest from his estate stand as testaments to his enduring commitment to the NCC Foundation and the CT State Norwalk community.
John Rayner’s connection to Norwalk Community College (now CT State Norwalk) began when he enrolled as a student. After graduating from NCC, John earned a BA in Business Administration from Central Connecticut State University. John and his wife Patty believe strongly in the transformative power of education and the importance of giving others the opportunity to succeed. That belief has fueled a desire to give back to CT State Norwalk, inspiring not only three decades of giving, but also the decision to include the NCC Foundation in their wills.
“I'm proud to give back to the institution that gave me so much and to support the next generation of students in their educational journeys," said John.

In Memoriam
Edward Barr Goodnow (Ned), a longtime resident of Darien, CT, passed away peacefully in January 2024 at the age of 98. Ned lived a rewarding and fulfilling life, marked by incredible generosity. He will be remembered by all for his humor, humility, and kindness.
Ned served his country in both World War II and the Korean War, earning a Purple Heart for bravery in combat. He received a bachelor’s degree from Princeton University’s Woodrow Wilson School of Public and International Affairs and did graduate work in finance at New York University’s Stern School of Business. He began his professional career in finance at Kidder Peabody & Company; later co-founding Goodnow Gray & Company and then Goodnow Investment Group.

Ned credited his success in life to luck and the educational opportunities he received, and he paid back those gifts by establishing scholarships at Hotchkiss, Connecticut College, Princeton, the Rhode Island School of Design, and the Norwalk Community College Foundation to honor influential family and friends and to support the success of others. In addition to establishing a scholarship fund at the NCC Foundation, the Goodnow family have generously supported programs at the College through the Goodnow Fund.
“Ned Goodnow’s commitment to philanthropy and the impact he has had locally, nationally, and globally, is truly inspiring,” said NCCF Board Chair Debby McLean. “We are grateful for the indelible mark he has left on the NCC Foundation and this college community.”

Catherine
Lucia-Durante and Chris Durante
The CT State Norwalk and NCC Foundation communities mourn the loss of Catherine Lucia-Durante and her husband, Chris Durante, who passed away just two days apart in September 2023. Catherine Lucia-Durante earned an associate degree at Norwalk Community College (now CT State Norwalk) and later achieved a BA in Art History from Columbia University. Catherine returned to the NCC community as Director of Scholarships and Programs and grant writer for the NCC Foundation, thereby making significant contributions to help promising students achieve their educational goals.
Susan George
Susan George's dedication to nursing education was evident throughout her career, particularly during her 25 years at Norwalk Community College (now CT State Norwalk). She served as a respected professor, and her impact on students was profound. Upon retirement, Susan was honored with Emeritus status and continued to contribute as a Student Advisor, demonstrating her enduring commitment to the next generation of nurses. Susan’s warmth and compassion touched many lives. In her memory, her husband Doug made a generous donation to the Norwalk Community College Foundation, supporting the Nursing Emergency Fund and Food Pantry Fund, a testament to Susan's lifelong dedication to education, service, and her community.
The connection and commitment to the Norwalk campus and its students was a family affair. Catherine’s husband Chris Durante taught drawing at the College for over 23 years until his passing, and some of his artwork is now included in the College’s art collection. We remember them together, in honor of their extraordinary dedication to each other and their shared commitment to CT State Norwalk and the NCC Foundation.
