Surfing through the pain

With the victory, Hill earned the top Republican spot, and will face Democratic challenger Jeremy Lau in the June 11 general election to fill the late Clay Ford’s Florida House District 2 seat.

Four other Republicans in the primary earned less than 10 percent of the total vote each.

Let’s not sacrifice our privacy on the altar of cyber security

I

n the name of protecting us from hackers, computer viruses and cyber-terrorists, the House of Representatives has passed a bill that would make it easier for sites like Facebook and Twitter and Internet service providers like Comcast and Time-Warner to share users’private messages and files with government agencies.

The House recently passed the Cyber Intelligence Sharing and Protection Act, or CISPA. The act aims to make it easier for the government and online businesses to exchange information about computer and network security risks so they can more effectively respond to hackers, digital espionage and computer viruses.Yet to achieve this end, it allows private companies to share with any government agency all information they deem relevant to a so-called“cyber threat,”defined broadly and vaguely as“a vulnerability”of a computer system or network — and protects these companies from liability for handing over user information even if doing so explicitly violates their own stated privacy policies. That means a company like Google could legally give the government a user’s search history, emails, files stored on cloud service, even videos uploaded to the company’s YouTube site, if that material is shared for cyber security purposes.

The bill does specify that the government must reject any inappropriate personal information it receives from a business. But if this happens, the user whose privacy is violated is never directly notified — only the company is. Moreover, under the terms of the bill, once a user’s private data are in the government’s hands, there is no way for that person to know who is using it or if in fact it is being used properly because the information the government obtains from the private sector would not be subject to transparency laws like the Freedom of Information Act. Also worth noting is the fact that CISPA sets no limits to how long the government may retain the personal information it is given. So, theoretically, the CIA or FBI could keep a user’s private data forever.

While advocates insist this sort of sweeping government surveillance is needed to keep us safe online, critics correctly point out that CISPA would essentially negate all existing state and federal pri-

vacy laws, including laws originally created to prevent invasive wiretaps. The ACLU calls the bill“a privacy disaster.”Tim Berners-Lee, the man credited with inventing the World Wide Web, said the cyber security act“is threatening the rights of people in America, and effectively rights everywhere, because what happens in America tends to affect people all over the world.”

Fortunately, the bill appears to have run into a wall of opposition. President Obama has threatened to veto the legislation unless it is amended to require companies to take reasonable steps to remove irrelevant personal information when sending data to the government.

After the House vote, a coalition of 34 civil liberties groups and high-tech companies vowed to redouble its fight against CISPA’s attack on online privacy.

No doubt because of this resistance, the Senate will reportedly shelve CISPA and work on its own alternative cyber security legislation instead. Still, there is a possibility that the bill ultimately drafted by the Senate will incorporate some of CISPA’s objectionable provisions. And whatever the Senate comes up with would have to be reconciled with CISPA in conference committee.

Internet security threats are a growing concern in the computer-mediated world we live in. But CISPA as written would undermine our Fourth Amendment protections against unreasonable government search and seizure. The Senate is right to scrap it and start over. Any new bill offered in its place should define with precision what constitutes a“cyber threat,”should only permit companies to report“threat data”to civilian agencies — as proposed in an amendment to CISPA authored by Rep. Jan Schakowsky (D-Ill.) — and should require companies to remove identifying personal information from any data they pass along. But just as important, any new bill ought to preserve the individual’s right to sue for damages when businesses give authorities their personal online information without just cause.

Whatever form the legislation ultimately takes, it should not sacrifice our privacy on the altar of cyber security.

The Santa Rosa County Chamber of Commerce hosted a Military Appreciation Month picnic last Friday, May 17, at NAS Whiting Field. Military members and their families were treated to food, music and door prizes from local merchants along with activities for kids such as carnival-type booths, horse rides and a petting area. "The Military is our single largest economic driver in Santa Rosa County,” said SRC Chamber director, Donna Tucker. “They live, work and play in our communities - many returning to our area to retire. What they give, is invaluable. I don't think we could ever thank these men and women enough for their commitment, dedication and sacrifices.”

Out and About

By Sandi Kemp, Publisher Wow, what a weekend. The first event I attended was the Emerald Coast Chapter of Heroes on the Water. What a great group of guys and gals.

They are a well-oiled machine and they know exactly what to do and in what order to do it.

And, most of them are active duty or retired military, so they have all the training to do just that. There is no such thing as shooting from the hip for those guys. They would be rolling their eyes at how I get things done…and for good reason.

I’m very impressed with that organization and they are very aware of where they have been and where they are going, and that my friend is called vision.

You definitely have to have vision, goals, and a plan to reach those goals. They have it.

Frank Dailey and Barrett Fine are two names that come to mind. They are very passionate about their mission to help those that need to leave the stress on the shore and move out onto the water to become one with nature. Brining home dinner isn’t so bad either.

Surf Warriors was my next event, and that was equally amazing. The community really came out to support these men and women who took to the waves like they had been on surf boards before, even though this was the first time on a board for most of them. A few of them had surfed before …at last year’s surf warrior competition. They made it look way easy. The wave masters were amazing as trainers for the participants and the cheering from the crowd was awesome. When you hear about the next Surf Warrior event, please plan on being there with your entire family. We have the left over tshirts (that are awesome) in our office for anyone would like to buy one for $15. Proceeds are put toward next year’s Surf Warrior event.

The first ever Navarre Beach Fishing Rodeo is coming up next weekend, June 1 and 2. The category sponsors are rolling in and they should be filled soon. So…if you were thinking about it – get in on it.

Monday is Memorial Day and we haven’t received the official word on the ceremony in Navarre Park but it is usually hosted by The Navarre American Legion, Post No. 382 and it usually starts at 11 a.m. How’s that for not being definitive? We will post the official information once it is sent to us on our website and our Facebook page.

Also, Navarre Press will be open on Memorial Day to take the Grad Ads from businesses and those that would like to recognize a senior friend, or family member.

The baccalaureate service for Navarre High Seniors is from 6 – 7 p.m. on Wednesday, May 29th at the Navarre United Methodist Church.

Parents, family and friends are invited and seniors are encouraged to wear their cap and gown. If you haven’t heard much about this – it is because schools aren’t allowed to promote“religious”type services, but we are – so we do.

Saturday, June 1 is graduation day for Navarre High and Gulf Breeze High seniors.

Retirement Myths It is an unfortunate fact that many Americans spend less time planning for their retirement then planning for their vacations.

All it takes is intelligent planning – and a clear understanding of the myths that hinder us from building a secure retirement.

Consider the following myths: • Myth #1: I’m too young to worry about retirement. You’re never too young to make plans. The sooner you begin saving for retirement, the less you’ll have to put aside. For example, if you want to have a $200,000 nest egg by age 65, you’ll only have to save about $26 a week if you start at age 35. But if you wait until you’re 55 to start, you’d have to put aside $233 every week.

(Both cases assume that your money is invested earning a hypothetical 9percent return. This example is for illustrative purposes only and is not intended to reflect the actual performance of any security.

Investing involves risk and you may incur a profit or a loss.)

• Myth #2: I won’t need much to live on. Many experts estimate that on average, to maintain your standard of living in retirement, you’ll need between 80 to 100 percent of your pre-retirement income.

And that income has to continue to grow enough in an attempt to keep up with inflation.

• Myth #3: My kids will take care of me. Most children want to lend their aging parents a hand, but many can’t afford to. About the time you’re ready to retire, they’ll be paying their children’s college tuition – and saving for their own retirement.

• Myth #4: Social Security will take care of me.

Although it’s unwise to expect Social Security to cover all your costs, you can take steps to increase your benefits. Work as long as possible. You can start collecting Social Security at age 62, but your benefits may be reduced by 20 percent. If, on the other hand, you work until age 70 you’ll receive even more.

• Myth #5: I can’t afford to put money away where I can’t touch it for many years. The truth is, you can’t afford not to participate in tax deferred retirement plans. Contributions to 401(k) and similar employer sponsored plans may reduce your current taxation. In addition, taxes are also deferred on earnings, so retirement savings have the potential to grow faster than others do. Best of all, many employers match all or part of your contributions to employer sponsored retirement plans, giving you money you would not otherwise have. The one drawback is that you may have to pay a 10-percent penalty, plus current income taxes, if you withdraw money out of a retirement plan before you’re 59 ½.

What should you do? A comfortable retirement requires looking the facts squarely in the face – creating a realistic plan that works for you. Of course, this brief article is no substitute for a careful analysis of your personal circumstances. Before implementing any significant tax or financial planning strategy it makes sense to contact a Certified Financial Planner.

Leadership class tours Navarre

The Leadership Santa Rosa class, shown above, toured Navarre area attractions on May 16 as part of Tourism Day.

By Romi White Navarre Press The Santa Rosa County Chamber of Commerce Leadership Santa Rosa program held their annual Tourism Day May 16 and focused on the Navarre area, which rakes in over half of all bed tax dollars brought in by Santa Rosa County.

This year’s group, Class 27, spent an entire work day visiting Navarre area attractions and learning about the important role tourism plays in the local economy.

The group started the morning with a presentation by Kate Wilkes, executive director of the Santa Rosa County Tourist Development Council, at theVisitor Information Center, located in Navarre Park. The class then walked to the adjacent Butterfly House for a tour before heading via bus to the Navarre Beach Marine Science Station for a tour led by director Charlene Mauro.

After visiting the Navarre Beach Pier, the class spent the afternoon kayaking and

paddle boarding in the sound behind Juana’s Pagodas and later joined Leadership Santa Rosa alumnus at the Navarre Chamber of Commerce’s Thursdays In the Park concert series, which served as the kickoff for the Inaugural Navarre Beach Singer/Songwriter Festival.

“Tourism Day is an important part of the (curriculum), because it allows the class to understand the impact of tourism and especially ecotourism to the Santa Rosa economy. We are so fortunate to have these

beautiful resources and be able vacation in our own backyard,”said Kimberly Cato-Chalmers, a graduate of the program who facilitates monthly curriculums for the group.

Now in its 27th year, the Leadership Santa Rosa program was developed by the Santa Rosa County Chamber of Commerce to ready participants for leadership roles in the local community. The program is directed by the Leadership Executive Committee with the aid of the Chamber staff.

In the program’s instruction year, from January through November, approximately 35 participants explore the issues, problems, and opportunities facing Santa Rosa County and Northwest Florida.

Participation is open to all who live or work in Northwest Florida with a particular interest in Santa Rosa County. Cost of the program is $750. For more details, contact the Santa Rosa Chamber at 850-623-2339 or director@srcchamber.com.

Amazon wanted to defer collecting the state’s 6 percent sales tax until next February or when its warehouse was open and occupied. The Seattle-based retailer has reached similar arrangements in several other states across the country.

But a decision to reach a deal with Amazon could have opened up Scott to criticism during his re-election year that he was in favor of taxing Internet sales.

“My job is to make sure I do the right thing for taxpayers of this state,” Scott said.“Based on the opportunity I had at the time it didn’t make sense. I haven’t seen something I think is good for Florida taxpayers.”

Scott campaigned in 2010 on his “7-7-7” plan which called for massive tax cuts as part of seven steps to revive Florida’s economy over a seven year period.

The Republican governor has been unable, however,

to get the Legislature to enact the large tax cuts he wanted since he took office. Meanwhile, his poll numbers since 2011 have steadfastly shown that a majority of Floridians do not approve of the job he has been doing.

Scott on Friday signed into law a bill that exempts manufacturers from having to pay state sales taxes on equipment purchases for three years. The tax break starts in April 2014 and runs until April 2017, and it is expected to save manufacturers more than $100 million a year.

The legislation (HB 7007) was one of Scott’s top priorities during the legislative session which ended earlier this month.

But Florida legislators also included in the bill measures to increase the oversight of financial incentives used to lure companies to the state.

Critics have raised questions about the use of incentives, especially in light of some companies receiving money and then going out of business.

The new law also creates a new nonprofit corporation

to oversee money awarded to the state from lawsuits connected to the Deepwater Horizon oil spill.

There remain legal questions about the bill because it did not pass by a supermajority in the Florida House.

Florida’s Constitution states that normally any bill that affects local taxes must pass by a two-thirds vote.

Students were forewarned that the reenactment was going to be realistic by Deputy Rich Aloy, spokesperson for Santa Rosa Sheriff’s Office, who coordinated the event

along with students and staff from Pace High School, where the dramatization occurred May 17.

The idea for the reenactment was started by Savana Rivas, a senior who is also a member of the Student Government Association (SGA). Rivas attended a recent district SGA event with a similar demonstration.

“It touched me when I saw it,”Rivas said.

desire to stage something similar for local high schools to Sheriff Hall at a scholarship banquet. Hall immediately came on board with the idea and referred it to Aloy, who took it to the next level by calling on other agencies such as the Florida Highway Patrol, and first responders such as Lifeguard Ambulance and Pace Fire Rescue District, which responded with sirens blasting and used real extrication equipment. Hospital’s LifeFlight also landed at the event.

Following the demonstration, which took place in the stadium, students proceeded indoors to observe a mock trial, featuring Judge Jose“Tony” A. Giraud presiding over a process which included a prosecutor from the local state attorney’s office.

The entire event was recorded by the Santa Rosa Sheriff’s Office and members of the Pace High television production program.

NHS National Honor Society says hello, good-bye

TALLAHASSEE — Florida shoppers this August will get to buy computers without having to pay sales taxes.

Gov. Rick Scott on Monday signed into law a bill reauthorizing the state’s popular back-to-school sales tax holiday. This year’s sales tax holiday will take place from Aug. 2 to Aug. 4.

Shoppers will not have to pay the state’s 6 percent sales tax on clothes worth $75 or less or on school supplies worth $15 or less.

But this year’s tax holiday also has a new twist. Those looking for a new computer worth $750 or less also will not have to pay taxes on their purchase during the threeday period.

This tax break also applies to tablets, laptops, electronic readers. Shoppers will still have to pay taxes on the purchase of a cell phone.

Chamber, Leaseholder and Resident Association talk beach issues

By John Richardson Navarre Press Jim Taylor, Navarre Beach Leaseholder and Resident Association past president and the chair-elect of the Navarre Beach Chamber of Commerce spoke at the NBLRA meeting on May 18.

Taylor spoke about chamber programs and their impact on the beach.

“The chamber foundation supports community development through a non-profit 501-C organization,” Taylor said. Some of the projects supported by the foundation are: Bricks forVets, Navarre Beach Marine Sanctuary, Navarre Beach Turtle Conservation Center, Paint a Hand Tile and Beach Beautification projects. Some of these projects are buying a bench or a palm tree island on Navarre Beach.”

A meeting centered around the chamber foundation opportunities will be held at 9 a.m. on May 31 at Navarre Beach Park. For more information, call 850-939-3267.

Taylor said the annual Fun Fest event attracts close to 20,000 people. Some of those coming to the event are from out-of-town and rent rooms or condos on or near the beach.

“This year’s Taste of Navarre was a big success. BP contributed a $100,000 grant. We paid $35,000, plus expenses, for guest chef Geoffrey Zakarian of the TV shows, Chopped and Iron Chef. Fifty VIP tickets were priced at $75 and sold out in the first hour. There were 250 $35 tickets sold in just three weeks.”

Taylor said they are already applying for another BP grant next year.

“Because of the work involved, we will probably have it the week after Fun Fest next year.”

The chamber also sponsors dances at NYSA. The proceeds from these dances are used to support the Navarre High School scholarship program.

Taylor said that one of the more visible events the chamber sponsors are the concerts in the park on Thursday evenings.

Ralph Agnew spoke about the Restore Act. The topic that concerned most in attendance was funding for beach renourishment.

Agnew said that the Santa Rosa County grant department submitted two grants, but both were denied. Agnew said he understands that the county might be submitting another grant request.

“Navarre Beach is the county’s biggest asset,” NBLRA president Linda Coley said.

“Nothing will attract more tourists to this area than having the beach renourished. Other beaches have received grant money for renourishing their beach. We can not understand why this effort is not being funded.”

“The renourishment funding should not be a surprise to the county commissioners,” one NBLRA member said.Yet they have not raised any funds for the project.”

“Because the mean high tide line is now being affected, insurance companies are making significant increases in policies,” realtor Phil Babiak said. “This project needs to be funded as soon as possible and the work should begin.”

The NBLRA has requested that funds raised from the pier be set aside for renourishment. This suggestion was rejected by the county commissioners.

Be patient with dog who's been traumatized Q: Our dog was attacked in our own driveway by another dog, and now she's afraid to set foot in the driveway to take a walk. She's excited to see the leash, but won't go out the front door. As a result, she's gaining weight. What should I do? -- M.S., Shorewood, IL A: Who can blame your dog? I assume she was traumatized by the encounter you describe, but is at least physically OK. Chicago dog trainer Laura Monaco Torelli has a great idea which should work if you can get your dog into the car.

"Drive to a nearby park, or simply drive several blocks from home and stop. Then take your walk," she suggests.

Monaco Torelli, a Karen Pryor Academy for Animal Training and Behavior Faculty member, adds simply, "Walk home from there." Once you get near the dreaded driveway, take out a toy or offer treats to distract your dog.You can even make a run for the house, speeding right past the driveway. Use a tennis ball, squeaky toy, cheese, or piece of hot dog to motivate your dog.

Q: My cat was diagnosed with asthma, which I didn't even know cats could get. Is this caused by environmental factors, as I've read asthma can be in people? Could I really train my cat to use an inhaler? If you'd ever meet my cat, you'd understand why I'm skeptical about this. -- S.C., Chicago, IL A: While more is being learned about what triggers human asthma attacks, the three most common causes are a protein found on cats, dust mites and cockroach feces, according to veterinary pulmonologist Dr. Philip Padrid.

"We don't know for certain what triggers asthma in cats," he notes.

"We know pollution or secondhand smoke are not primary factors, though." It could be that some cats have a genetic predisposition.

In any case, the current best treatment (which Padrid helped develop) is, indeed, a kitty inhaler, which contains a steroid. Previously, steroids were given to cats via injection, and over time, adverse side effects could occur.

"This is a much safer option," Padrid says.

With positive reinforcement training, most cats can be conditioned to tolerate the mask which the delivers the steroid. In fact, Padrid, of Corrales, NM, says that in one study 85 percent of cats readily took to the inhaler.

If your veterinarian (or a technician at the veterinary clinic) isn't able to offer advice about how to acclimate your cat to an inhaler, ask your veterinary for a referral to a feline specialist.

Q: My 18-year-old cat will be traveling on a two-day car trip. How can I keep her from panicking in the car?

I've tried increasing the bedding in her carrier, and giving her alparzolam (Xanax). I'm very concerned about this. -- I.G., Appleton, WI A: The best answer is to leave your cat at home; hire a professional pet sitter, friend or neighbor the cat has previously met to feed the cat, play with her and scoop the litter box. However, if this isn't possible and the cat must accompany you on this trip, I don't have a perfect answer.

It is possible to desensitize and counter-condition most cats so they learn to accept a carrier and ultimately car rides. The process really works, but requires months of careful training.

Older cats can learn, but honestly, I'm not certain this is the most practical option given your cat's age.

Realistically, the alternative for an 18-year-old cat may be to spray Feliway into the carrier in conjunction with use of a psycho-pharmaceutical drug (or two). Never "knock out" a stressed cat with acepromazine, however; you'll have a doped up but still terrified pet. An anti-anxiety drug, such as Xanax, is a far better option.

Since you've tried Xanax before, perhaps your veterinarian could adjust the dosage, add another drug to use in conjunction with Xanax, or try a different drug all together. The experts in this area are veterinary behaviorists.

Animal Welfare Club of WBMS aiding area’s furry friends Staff reports Navarre Press The Animal Welfare Club of Woodlawn Beach Middle School has been busy this year. So far, the student club has gathered food and supplies to give to local rescues facilities and shelters, as well as

organizing a spay and neuter informational campaign and“Pets are Forever”campaign to ensure that pets receive the love and necessities they deserve.

The club also has been fortunate enough to see some animals in person, meeting with rescue ferrets, chickens, Hope the puppy and

Super Dave the Chinchilla. Students also were treated to presentations by organizations including Navarre Ferret Rescue, Santa Rosa Animal Control, Santa Rosa County Horse Assistance Council, Inc., and L & R Rescue.

The kids have been energetic in their determination to learn more

about the animals in our area and the ways in which people can get involved and help them. Each week they choose to stay after school and work on behalf of the animals.

Stein reported that everything went smooth, there were no injuries and she received a lot of great feedback.

“One of the warriors celebrated his birthday this week and after the event. He said that now all he wants for his birthday is a surfboard,”said Stein.

Stein, a surfer herself, is considering another Surf Warrior event this fall.“The waves are usually better (in the fall).”

Stein was amazed at the community involvement and the amount of food provided — and reported that the giving spirit continued even after the crowd had subsided and all had gone home.

“We had so much food, we took food to Loaves and Fishes in Pensacola after the event,” said Stein.

Five squadrons from Hurlburt Field were represented in the pool of volunteers, which also included the TAC P students that are attending school at Hurlburt.

“They told me they were honored to be part of the project and wish they could be around for the next one,”said Stein. When the students graduate from their classes at Hurlburt, they will be assigned to an Army unit.

Hill has served as a board member of Integrity Florida, a government watchdog group aimed to promote integrity in government and expose public corruption. Not a check should be written without the people being able to see what is spent," said Hill.

Hill is a 1980 graduate of the Air Force Academy, and has served as a captain in the Air Force.

According to the FHP report, he was not wearing a helmet at the time of the crash.

The 30-year-old native of Jacksonville had been a firefighter/EMT with the NBFD for three years, according to Chief Mike Howard.

“Our department lost a great guy. He will be greatly missed,”said Howard.“Our thoughts and prayers are with his family and friends. He was such an easy person to get along with, always looking to help people. He never met a stranger. He was a great firefighter and an even better person.”

The accident is under investigation and results of toxicology tests were pending, at deadline.

County leasing practices called “unfair”

By Romi White Navarre Press Kim Macarthy, former Main Street Milton president, says county-owned property leased to a local nonprofit organization without a public proposal process was unfair.

For example, she pointed out that the Santa Rosa Arts & Culture Foundation was awarded a 25-year lease on June 1, 2012, for a 5,000square-foot historic building on Highway 90 in downtown Milton at a rate of $10 per year. No other organizations were invited to submit proposals for consideration.

“How unfair,”Macarthy said.“There should be a more public process.They are a government, so when land is acquired or property is leased there should be a public process.”

Macarthy also stated some properties - like the Navarre Community Center - should be considered for sale and placed back on the tax rolls.

RFPs used often in Navarre The board of commissioners has at times used a public request for proposal (RFP) process to select the management agreements for several county-owned properties in the Navarre area, including the Navarre Pier, Navarre Community Center, the property occupied by Juana’s, Inc., and also for the lease of Sandy Bottoms store on Navarre Beach.

Dorothy Slye and her brother, Everett Ratliff Jr., own The Pier Inc., and were initially awarded the management contract for Navarre Pier through an RFP process in January of 2010. Another RFP process for the contract was recently conducted, and related interviews will be performed in August so that a decision may be reached prior to December 31, 2013, when the current contract expires.

Slye also owns Sandy Bottoms, a store located at 8228 Gulf Boulevard, former location of a Tom Thumb store.

Commissioners awarded a local arts group with a low-cost, long-term lease on a historic building without inviting other organizations to submit proposals for consideration, igniting controversy. term lease was approved by commissioners April 9, 2009.

Juana’s, Inc., located at 1451 Navarre Beach Causeway, has a management agreement originally won through an RFP conducted January of 1990. An amendment was approved by commissioners on February 24, 2011, providing for construction of a 4,000 square-foot building and five-year extension of the agreement to April 30, 2040.

Since December of 2007, the Navarre Area Board of Realtors (NABOR) has been located at the Navarre Community Center on Navarre School Road, but that lease expires December 31, 2013.

Although no RFP was initially performed, commissioners insisted upon using a public process in November 2011 for the final year of the lease. The property has since been surplused by the county with plans to sell the building and pursue a larger facility.

No Public Process for Many Leases Other county-owned properties in Navarre were leased without a public process. The Greater Navarre Beach Area Chamber of Commerce utilizes the Visitor Information Center building, located at 8543 Navarre Parkway, and pays the county $1,000 per month, which was reduced

from $2,000 in 2010 because the chamber was having financial difficulties. The Panhandle Butterfly House, Navarre Beach Turtle Commission and Navarre Beach Marine Science Station also utilize county properties which were not awarded through a public solicitation process.

Citizens speaking out on the issue have not expressed frustrations with the organizations occupying county properties, but rather with what seems to be an unfair process. Sammy Carroll, a Milton business owner who has been active in the community for decades, stated that although some lessees seem complementary to county parks or facilities, such as West Florida Recycling’s sorting station at the county landfill, all available county properties should be leased or have management agreements issued through a public process to be fair.

In addition to the aforementioned Santa Rosa Arts & Culture Foundation lease, some other leases described as unfair by Carroll and others include the Council on Aging office, located in the Bagdad Community Center under a renewable $1 per year lease, and the Longleaf Alliance, which occupies a 3,667-square-foot building north of Milton for $10 per year.

Santa Rosa Chamber May Get Lease At the March 20 meeting of the Santa Rosa County Tourist Development Council, Donna Tucker, executive director of the Santa Rosa Chamber of Commerce, announced tentative plans to sell the chamber’s property and move to a 3,661square-foot building owned

by Santa Rosa County and currently occupied by the Santa Rosa County Probation Office.

The probation office’s present location poses problems such as weekend traffic congestion for adjacent businesses, so county officials explored the possibility of relocating to the unoccupied former Florida Department of MotorVehicles building at 6089 Old Bagdad Highway, which is a parcel owned by the county.

However, they realized the 2,850-square-foot facility would not be large enough to accommodate such a swap, so they did not pursue the matter further with the State of Florida, which Clerk’s Office staff reports owns the empty building on the site.

Tucker recently provided an update via phone, stating relocation was still being considered because a county building leased by the United States Department of Agriculture (USDA) Farm Service Agency should be avail-

able after construction of a new USDA office in Jay. USDA pays $56,195.51 annual rent for 3,379 sq ft per year and received a requested lease extension through the end of November 2014, establishing a new timeline for when relocations could be pursued.

The relocations would not only resolve problems for downtown business owners but also provide additional benefits to the Santa Rosa County Tourist Development Council, which pays the Santa Rosa Chamber $1,500 annually for costs associated with hosting the Tourist Development Council’s north end office andVisitor Information Center.

Former Girls Facility During the process of investigating all county properties leased or otherwise utilized by non-county entities, Navarre Press asked County Administrator Hunter Walker about various parcels. It’s notable Walker twice denied that the county owns the 113acre site of the former Department of Juvenile Justice (DJJ) Milton Girls Facility, adjacent to Santa Rosa Jail. Until he was corrected by staff, Walker was unaware the county owned the property and had issued a long-term lease to the State of Florida.

Meghan Speakes-Collins, communications director for the Florida Department of Juvenile Justice, informed Navarre Press the former Milton Girls Facility, which was closed in 2012 amid problems resulting in the arrest of staff members, will be reopened as a boys substance abuse treatment program.

No timeline was provided.

Walker stated commissioners are responsible for deciding how county properties are leased.

“Historically, such leases have been given based on requests received from organizations or other needs, but I am open to discussions if the process needs to be changed or updated so that everyone is treated fairly,”said Commissioner Jim Williamson on the issue.

Ward said the shoulder work on U.S. 98 will start within the next two years and be done in two phases. The first phase will be a stretch of U.S. 98 in the vicinity of the Gulf Breeze Zoo to the Okaloosa line, and the second phase will be from the three-mile bridge to the zoo.

TALLAHASSEE — Florida’s crime rate dropped 6.5 percent in 2012, including a significant decrease in thefts, robberies and burglaries, according to a Florida Department of Law Enforcement Commissioner released Thursday.

It’s the lowest crime rate since the state began compiling the statistics.

“We’ve been keeping these numbers for 42 years, and this is the lowest it’s been since the kickoff day 42 years ago,”said FDLE Commissioner Gerald Bailey.

The overall number of crimes fell by 43,536 or 5.7 percent to 725,944 total.The crime rate fell by a higher percentage because the state’s population grew.

Gov. Scott vetoes nearly $400 million from budget

By Gary Fineout Associated Press TALLAHASSEE — Florida Gov. Rick Scott, who had a tough time winning cooperation this past year from the Republican-led Legislature, struck back on Monday by vetoing nearly $400 million from the state’s new budget.

Scott praised the overall budget — which now stands at roughly $74.1 billion — because it includes spending increases in areas such as education. The budget, for example, includes $480 million that is aimed at handing out pay raises for teachers.

“We made strategic investments in this budget, while holding the line on spending that does not give Florida taxpayers a positive return on investment,”wrote Scott in a message accompanying his list of vetoes.

But the GOP governor also took aim at some of his fellow Republicans as he axed $368 million from the final budget.

His vetoes wiped out millions for college buildings, health care programs and even money for supplemental programs for veterans. Many of the vetoes squashed money for projects targeted for legislators’hometowns.

Scott, who met briefly with reporters, defended his rationale by saying he wanted to make sure that projects included in the budget helped create jobs, improved education or kept government efficient.

“I’m responsible for 19.2 million people,”Scott said.“I’m not responsible for one region by itself.”

Among the notable targets: Scott vetoed $14 million for a new technology and science building at Gulf State College that had been backed by Senate President Don Gaetz.

Scott also vetoed a 3 percent tuition increase for college and university students that had been championed by House Speaker Will Weatherford. The governor also said no to a $50 million item to help build a multi-use trail that would stretch from St. Petersburg to Titusville.

Scott joked to reporters that he likes to ride bikes, but he said he wanted to rely on existing transportation programs to gradually pay for the trail instead of one large budget item now.

Despite the vetoes, both Weatherford and Gaetz were muted in their official responses to Scott’s actions.

“While we did not agree on every line item, he signed 95 percent of our budget, which is a resounding endorsement of the House and Senate work product,”Weatherford said in a statement.

Senate Democratic Leader Chris Smith, D-Fort Lauderdale, however blasted the governor for“misunderstanding”how local projects help communities.

Smith added that legislators have a right to recommend funding for projects in their hometowns.

“As he sits high and looks down low, he seems to be under the mistaken impression that all good ideas for job creation originate in the governor’s mansion,” Smith said in a statement.

Scott on Monday also signed 16 bills that accompanied the budget (SB 1500) including one that sets aside $3.3 million a year starting in 2015 to help cities and counties to spruce up or build new ballparks that are used by Major League Baseball teams for spring training.

This year marked the first time in seven years that legislators had a budget surplus to work with. They were able to use the extra cash to hand out state worker pay raises, set aside money for Everglades restoration and reduce the waiting list for those with developmental disabilities seeking state services.

But lawmakers also ignored some of Scott’s recommendations or altered them. Scott wanted to give a flat $2,500 increase to all teachers, but legislators instead tied the raise to performance evaluations.

Scott had also warned legislators about raising tuition rates and it was not a surprise that he decided to veto the 3 percent hike. There are legal questions, however, about the veto.

That’s because the tuition hike is embedded in large sums set aside for colleges and universities. The state constitution says the governor“may not veto any qualification or restriction” included in the budget without vetoing the money attached to it.

Scott said he was prepared to “fight” anyone who

challenged his authority, but it appears that top legislative leaders do not plan to go to court.

University students could still be forced to pay more this fall since a separate law states that if legislators do not increase

tuition in the annual state budget than it automatically increases for state universities by the rate of inflation. That would amount to a 1.7 percent increase this fall.

That law, however, is silent

on what happens if the governor vetoes the increase included in the budget. Scott’s staff said Monday their lawyers consider the law vague.

Scott made it clear that he would consider even a 1 per-

cent tuition increase too high after several years of doubledigit increases.

“This is not a political decision, this is a decision for Florida families,”Scott said.“Tuition cannot continue to go up.”

Angling for a cause Heroes on the Water

What looks like a day trip of paddling and fishing for veterans who are wounded, injured, or recently returning from combat is in fact something much deeper and longlasting.

“There is magic in the interplay between kayak and paddle, water and fish, angler and nature,”said former Chief Master Sergeant Frank Dailey.

Dailey, a volunteer for the Emerald Coast Chapter of Heroes on the Water, has been with the organization since it formed in 2010.

“The program allows the participants a chance to decompress from the stresses associated with combat and the physical rigors of rehabilitation and reintegration,”Dailey recently wrote in an article for the Air Commando Association.

Dailey found kayak fishing - or it found him one day and he was able to experience the healing that a day on the water brings.

“The wounds may have closed one door, but there are many other spectacular doors to explore. Life is still good,” he wrote.

Last Saturday, 17 fellow anglers joined the volunteers of the Emerald Coast Chapter of Heroes on the Water (HOW) to experience the release that the water and the bonds of camaraderie.

Volunteer Barrett Fine was among the volunteers for the event. A resident of Holley by the Sea, he is counting down the number of days to his retirement from his Air Force career. Unlike most, he knows what he will be doing when he joins the civilian populace. He loves to kayak fish and has held several seminars for those that would like to do the same. He has held seminars for Bass Pro Shop and the Holley by the Sea Fishing Club sharing his passion for his sport of choice, kayak fishing. Fine was recently sponsored by Yak Gear, which donated more than $700 in equipment to HOW. “I am most proud of how fast we have progressed from our humble beginnings as a chapter in 2011,”said Fine.

Navarre man lucky to be alive following a-fib

By Chris Chatelain Navarre Press Ken Gilbert beat the odds.

But, he had help.

When Gilbert fell to the floor in his Navarre home and was clinically dead after his heart went into atrial fibrillation on May 7, research shows that he had a five percent chance of surviving. Gilbert’s wife, Pat, and a host of local first responders didn’t waste one second worrying about those numbers.

They just went to work, and saved a life.

“He fell to floor in the kitchen, and he was dead. I immediately called 911 and began doing CPR on him while I was on the phone,”said Pat Gilbert.

“That’s the thing with a-fib (atrial fibrillation), the two sides of your heart get out of rhythm and you just drop dead instantly.”

So there is Pat, administering CPR to her husband, hoping and praying just as much as trying to get Ken’s heart back in rhythm and pumping. Fortunately for Ken and everyone else, this is where the story takes a positive turn.

“The fire department arrived first,”said Pat.“They took over and then the paramedics arrived

very quickly after that. This all happened in minutes.

“It was amazing how quick they got here. It was incredible to have that many people all in one place who knew exactly what to do and how to do it,”Pat continued.“They kept working at it. (Ken) died twice, but they kept on fighting and got him back. They kept me sheltered a bit for my own good, but were very courteous and told me what I needed to know when I needed to know it.

“That’s part of the reason I wanted this story to be told. People need to know how lucky we are here,”she said.“People need to know how efficient and competent these departments and personnel are.”

Holley-Navarre Fire District Battalion Chief Howie Rounsaville was one of the first on the scene, and was thrilled — and shocked — over the results.

Rounsaville said that in his 18 years of service, he’s seen only two people survive atrial fibrillation.

“Not too many times do we see somebody come back from such a traumatic event,”said Rounsaville.“It was very fortunate that we had both of our engines nearby at the time.The big man was certainly looking over Ken.”

Rounsaville said that at the time of the call, at 11:04 a.m., he had a truck near the Gilberts’ home doing some hydrant maintenance. Engine 45 heard the call and arrived at the house just four minutes later at 11:08 a.m. The crew found Pat performing CPR on her husband, and took over for her at that time.

One minute later, Engine 41 arrived on scene and then EMS

and law enforcement just moments later.

“Ken had no pulse and was not breathing when Engine 45 arrived,”explained Rounsaville.“We gave him a shock from our (automated external defibrillator), and got a pulse back.

We had to shock him a total of three times.”

Ken would suffer yet another heart complication on the way to Baptist in Pensacola, so

crews diverted to Gulf Breeze Hospital for quicker care.

With the unique situation and amazing results, Ken was the keynote topic during the shift change for the fire, medical and law enforcement agencies that day.

And, he remained in their thoughts long after, according to Pat. “Howie (Rounsaville) came by and checked on him a few

days later,” she said. “And we’ve had several departments call and check up on Ken. It makes us feel good, knowing that our first responders care about the people they are helping. It’s clear that it’s not just a job to them.”

Ken is no stranger to medical issues relating to his heart.

He’s suffered four heart attacks prior to the atrial fibrillation episode.

So, how’s he doing now?

“Ken’s doing well,”said Pat last Thursday as she finalized plans for a surprise thank you party — complete with cake — for all the responders who were there that hectic night.

“He’s a bit slow to get around right now. But, that’s okay. I can deal with slow. It sure beats the alternative. I’m just so happy and grateful to have my husband alive, and it’s because of all these fine people that responded that night.”

Having been through quite the ordeal, Pat Gilbert stressed the importance of people knowing CPR. “Everyone needs to know CPR,” she said.“Those precious first few minutes are so critical, and can often be the difference between someone living or dying.”

Chuck Teagle had injuries that usually have him adeptly moving around in a wheel chair. But, on Saturday he enjoyed the freedom of being on the water.

Brenda Hamamura issued both a challenge and a promise when setting the 2013 goal for Navarre’s Relay for Life at $126,000. And last week, the community representative with the American Cancer Society and captain of the St. Augustan team had to“pay up”and make good on her promise.

The price? Her hair.

Hamamura had told volunteers that she would shave her head if they surpassed the goal.

Well, the teams eventually blew past the original goal, collecting $144,087.32 so far with a projected amount of $150,000 to be received by the time all monies are turned in.

Hamamura sacrificed her hair at a post-event celebration last Wednesday at the Relay after party at Juana’s Pagodas, where $500 more was raised. Spectators dared Hamamura to shave

In the Navarre area, more volunteer drivers like J.P. are needed to donate their time and the use of their cars so that patients can receive the lifesaving treatment they need.

The Road to Recovery program provides transportation to and from treatment for people who have cancer who do not have a ride or are unable to drive themselves. Drivers take patients to treatment and

back home again, providing encouragement and support along the way.

“Road to Recovery is a program that is not well known and it is extremely gratifying to help the families of cancer patients. One of the things I tell people when I try to recruit new drivers is something people don’t think about...cancer patients sometimes have radiation or chemotherapy treatments on a daily basis, so it’s nice when volunteers can help out family, who have to keep working to pay for bills,”said Roberts, a solar consultant for Florida Power Services.

Volunteers must have a valid driver’s license, a safe, reliable vehicle and proof of automobile insurance.Volunteer drivers must have a good driving history and be in good health.

Porter’s Plants recently closed the doors on its business on Hwy 87 in Navarre, but that doesn’t mean the remaining plants will be left without a home, literally. Pam Porter donated the remaining inventory — estimated at retail value of $8,000 — to the Habitat for Humanity Restore in Milton.

So, the plants will dot the landscapes of starter homes for working class families who are in need.

Dozens of badge-clad Girl Scouts held on to pots of colorful flowers to bring some cheer to senior citizens last week. The girls hand-delivered potted plants last Wednesday and visited with the residents at Bay Breeze Nursing and Retirement Center.

The volunteer project was in recognition of National Nursing Home week.

“I think it’s important to remember people who are not able to go out and visit their families and do things they used to do,”said Erin Young, a mother of one of the Girl Scouts.“So it’s nice to bring a little of the outside to them. (The seniors) have a lot to talk about and the girls love to hear the stories.”

The plant project is part of the Breathe program, a national Girl Scout initiative for cadettes to learn about an array of air quality from cigarette smoking to deforestation. Along the way, they participate in science experiments. The cadettes are eligible to earn three Journey badges for leadership in the program called Aware, Alert

and Affirm. Girl Scouts keep an air log, meet industry experts and educate others.

“The program is unique because the girls don’t always pay attention to the air because it’s all around you and you can take it for granted,” saidVictoria Ballard, leader for Troop 283.“This opens their eyes and makes them think about the common interactions they have with air, whether negative or positive. And I think doing it with your friends in a fun handson environment sticks with them a lot longer. It’s all about building future leaders in our girls.”

Ballard said the Girl Scouts donated the indoor potted plants to the nursing home to help improve air quality.

The service project is to“spread joy and clean air,”she said.

At Home At War

By Ty Mayfield Navarre Press Mid tour is that point in a year away from home that you look forward to. It is the carrot that keeps you motivated. Mine has arrived and the journey home has begun. This is a military version of planes, trains and automobiles with all of the streamlined processes of an organization that is designed to move people and equipment as efficiently as possible. Sadly, it is anything but speedy.

Stepping out of the truck at the passenger terminal in Kabul I said goodbye to my teammates, ready to be alone and anonymous. If checking in an hour before a flight in the states causes some internal discomfort and sense of constraint then military airlift is the root canal of travel—without the benefit of anesthetic. After much waiting, the flight to Bagram took eight minutes as the valley spooled out below in tiny enclaves of life and agriculture hemmed in by towering mountains.

A full day delay at Bagram allowed me to spend a few hours with friends and share a cup of coffee without concern for time. Twelve hours of uninterrupted sleep ended without the jarring sound of an alarm clock. A short walk to the shower at midday made me realize just how white my feet had become; they saw the sun for the first time in half a year. Show time for the next flight came sometime after 2 AM. Of course it did.

The flight to Kuwait was shortened by sleep. Upon arrival it became apparent that a few days in this familiar oasis were in my future—three to be exact.

After taking one look at the transient billeting I picked up the phone and called the Air Force LNO who arrived within 15 minutes and put me in a room on the AF side of the base.

That afternoon following a six mile run I encamped myself by a swimming pool with a book. For three days I ran, read and intermittently swam laps in a pool under a warm Kuwaiti sun.

With each passing hour I was feeling better, work was drifting further from my mind and I was gradually leaving the weight of six months of routinized behavior behind me.

My mini Kuwait holiday was followed by a two hour bus ordeal, an hour long wait in a freezing tent and then we boarded the plane.

I slept, read and ate for the next 22 hours. Apparently the most direct route from Kuwait to Atlanta involves stopping in Romania, Iceland and finally New Hampshire where we were greeted by hundreds of cheering Americans known as the“Pease Greeters”. This is America at its best.

In Atlanta my leave form was stamped and I began the final leg of my journey.

The two weeks ahead of me seemed an enormous amount of time to be untethered from my deployment. Stepping off the plane in America after six months abroad is a bit surreal. There are an entire new set of rules and circumstances which must be considered: orderly lines, public restrooms, signs in English, and an anonymity that comes with not standing out in a crowd. Televisions in the concourse blasted news that I had absolutely no interest in.

This close to home I simply wanted to see my wife, take a shower, see if our recently adopted dog remembered me and go to sleep in my own bed.

CBRNE exercise preps airmen for quick response

Brackin 1st Special Operations Wing Public Affairs HURLBURT FIELD - Hurlburt Airmen from the 1st Special Operations Medical Group, Fire Services, Security Forces and Emergency Management recently participated in a semiannually conducted Chemical, Biological, Radiological, Nuclear and Explosive response training on Hurlburt Field.

The training tested Hurlburt Field first responder’s ability to react to CBRNEsimulated scenarios and provide treatment to possible victims depending on the scenario.

“The purpose of this exercise is to work on communications skills and team work between the two entities - the medical group and the fire department personnel,” said Staff Sgt. Glenn M. Rodger, the incident commander for the exercise and the noncommissioned officer-in-charge of fire logistics for 1st Special Operations Civil Engineer Squadron.

The scenario involved an early morning car-bombing at the base car wash with 17 victims suffering from possible mock-injuries.

Within minutes of being notified fire department personnel sped to the scene and hosed the area down while assessing the victims.

Bowlegs bands needed May 30-June 1: Calling all local bands to apply for a spot on the stage at the 58th annual Billy Bowlegs Pirate Festival from May 30-June 1 in Fort Walton Beach. Blue Angles to lead Fiesta Day Parade June 6: The Pen Air Federal Credit Union Fiesta Day Parade will honor the Blue Angels as Grand Marshal for the parade on Thursday, June 6 in downtown Pensacola. Diversity abounds at senior center

Ertl has been attending the Holley-Navarre Seniors Association’s center for 20 years, playing bridge every week and attending the Crafters class where she crochets and knits.

“It’s a place to go and meet people, I meet lots of friends,”Ertl said.“At my age it’s especially good to have friends here.”

Ertl is just one of more than 400 seniors who frequent the center each week. There are dozens of classes and events for Navarre’s seniors to participate in, said James Russell, Chairman of the Association Board.

This spring’s Maroon & White Game was different.

First, maroon was conspicuously absent from the Navarre High School players’ uniforms Friday at Bennett C. Russell Stadium. Instead, Raiders dressed in white uniforms with black numbers scrimmaged against Raiders outfitted in black uniforms with white numbers.

Second, the teams – especially the offenses – executed very well for units with less than three weeks’practice. Most spring games are tedious affairs riddled with penalties and turnovers and bumbling offensive performances. That wasn’t the case Friday as White rolled to a 48-27 win.

“We saw some good blocking, and some good tackling,”coach Jay Walls said after the game.“The defense made some big plays, the offense made some big plays…we finished the week on a good note, now we’ve got to come back and get ready for two opponents”in Friday’s jamboree with Escambia and Crestview at Jack Foster Stadium in Crestview.

Navarre had its finest season to date last year, Walls’first with the Raiders, winning 12 games and the Region 1-6A championship. Friday’s first viewing of the 2013 Raiders showed plenty of offensive potential.

Matthew Webb, who will be a junior this fall, is the heir apparent to graduated quarterback Andrew Rieves. Webb played well in relief of Rieves last year and was impressive in limited action for the White team Friday. He completed scoring passes of more than 40 yards each to three receivers and ran the ball effectively from Walls’ spread option attack.

Sophomore-to-be Teddy Harrell took the majority of snaps for the Black team, which struggled to move the ball through the air but showcased a potent running attack, led by workhorse Derrick Smith who ran for about 200 yards and scored three touchdowns. Smith had runs of 70, 63 and 40 yards and gained 64 more Marcus Mayes breaks away for an 18-yard on a catch-and-run from Harrell. A touchdown run for the White team. would-be 32-yard score on a screen pass from Harrell to Smith was called back because of a penalty.

Marcus Mayes, who will be a senior, is the top back returning from Navarre’s 2012 season. He was the White team’s leading ball carrier and showed some strength running between the tackles.

Dylan Main, who will be a junior next school year, made the night’s two biggest defensive plays. Murphy presents awards at Raider softball banquet

By John Richardson Navarre Press The Navarre High School softball team banquet was held May 16. Coach Scott Murphy thanked the coaches, parents and team for their efforts, which led to a 17-7 record for the season.

“We had a very good season,” Murphy said.“A hit here or a play there barely kept us from a district championship.”

Murphy started the evening by recognizing the team’s achievements in the classroom. As a team, the Raiders were ranked 10th in the state academically. Individual academic winners from each class were freshman Christine Palmer with a 3.7 gradepoint average, sophomore Jenny Watts with a 3.86 GPA, junior Jenna Bobbitt with a 3.36 GPA and senior Audrey Thomas with a 3.74 GPA.

The junior varsity players received certificates of participation and the varsity players received letters.

The team voted for winners of the following individual awards: Outstanding Offensive Player – Jenna Bobbitt. Bobbitt collected 30 hits, including two home runs, and posted a .411 batting average.

Outstanding Defensive Player – Kamber Anderson Pitcher of the Year – Allison“Cat”Pettigrew Player of theYear – Brooke Murphy. Murphy batted .371 with 27 runs batted in and 26 hits.

Coach’s Award – Audrey Thomas Seniors Thomas, Murphy and Allyson Bacon were recognized for their contribution to the Raider softball program.

Vinnie R’s widow establishes baseball scholarship

By Bowden Moorer Navarre Press Before a baseball game this spring at Navarre High School, Paulette Rollant gripped the baseball, went through her wind up, and threw a perfect pitch to Raiders’catcher Matt Marshall. Presidents, dignitaries, celebrities and former big league players who have attempted and failed miserably to throw a ceremonial first pitch would have been impressed. More importantly, Dan Rollant could not have possibly been more proud. Not only for Paulette’s execution of the pitch, but for what she has done to honor him since his death in December 2011.

“Dan was a man of few words; he was a good listener, but if you got him started on baseball, he would talk your leg off,”Rollant said.“He would watch baseball for hours. I think he watched and dreamed about what could have been.”

Daniel Vincent Rollant grew up in Altoona, Pa., and loved baseball. Like many young boys, he dreamed of playing in the major leagues.

Because of his dedication and hard work, his dream came close to becoming a reality. Dan made it to the George B. Kelly Baseball Federation. In his debut, he pitched a no-hitter to help

El Dorado defeat Logantown. A shoulder injury ended his playing career, but did nothing to dampen his love for the game.

In 1972, baseball once again played a significant role in shaping Dan’s life...but this time from the stands, not on the field. Paulette was in town on a break and at the urging of a good friend, she agreed to go on a blind date.That date was with Dan and, appropriately, was to a

Pittsburgh Pirates baseball game. Coincidentally, Paulette liked baseball, too.

Before moving to Philadelphia to pursue her nursing career, she often attended her younger brother’s games.

On several occasions her mother had to say“Sit down and be quiet” when her “enthusiasm”irritated the umpire and embarrassed her brother. The date was obviously a home run, because near the end of it

Paulette told Dan,“I don’t know if I am ever going to get married, but if I do, it is going to be to you.”

As the old phrase goes, one thing led to another, and they got married and remained so for 40 years.

Paulette and Dan both realized the value of an education. When they met, Dan had an associate’s degree in business and Paulette had a nursing degree. They both returned to college in the

Atlanta area and earned additional degrees, Dan a bachelor’s in business and Paulette a master’s and later a doctorate in nursing.

Paulette went on to become an associate professor and in 1983 she founded Rollant Concepts Inc., a firm dedicated to the development, presentation and evaluation of educational programs for nursing in hospitals and private industry. In 1989, after Paulette returned home from

a business trip, Dan said to her,“While you were gone, I bought a restaurant.”That restaurant was C&D’s Pizzeria in Newnan, Ga.The reputation and popularity of the restaurant grew and the Rollants moved C&D’s to a new and bigger location. In 1996 they moved again and changed the name to Vinnie R’s New York and Italian Restaurant because the menu had expanded to include much more than just pizza. Dan had a son from a previous marriage and, in the late 90s, he and his family moved to Atlanta from Pittsburgh to join the family business. Dan wanted some day to turn over Vinnie R’s to his son, but when those plans didn’t work out, Dan lost some of his passion for the business.

In 2002, the Rollants sold Vinnie R’s and focused their time and energy on Rollant Concepts. Dan supported Paulette in her growing company and the two traveled all over the world as Paulette expanded her speaking, consulting and teaching career.

The couple discovered Navarre accidentally about a decade ago. For several years they had spent the New Year’s holiday at the Grand Hotel on the eastern shore of Mobile Bay in Point Clear, Ala. One year they

According to a news release, the camp will focus on learning basic skills through the use of fun drills and exercises to enhance participants’ skills and their love of soccer. Paulette remembers that Dan“made quite a scene”and stormed out when they were informed by the staff that the hotel had been overbooked and there was no room available for the Rollants. Paulette had learned years before that a woman should not give directions to a man when he’s driving, “especially an angry man.”So she sat quietly as Dan drove…and drove…and drove. One day Dan said to Paulette,“We both want to live on the beach, why did we stop 200 yards short of it?”

They sold the lot in Homeport and bought a condominium right on the gulf.

It will be displayed permanently on the concession stand at the NHS baseball field.

Rollant attended the annual baseball award banquet May 16 and presented Daniel V. Rollant Scholarships to Draven Grimes, Robby Miller, Payne Walker and Brendan White. Grimes will attend the University of West Florida.

Ironically, Miller played on a Vinnie R’s sponsored team as a 9-year-old. He plans to attend the University of Central Florida and will use his scholarship money on text books. Walker also will be attending UCF and said it’s “a really great thing that Mrs. Rollant is doing for the baseball players.”White plans to earn a doctorate in physical therapy and is very grateful for any financial support.

Dan Rollant may have passed away in 2011, but his love and support for baseball will live on thanks to his wife’s generous commitment.

Argos season ends in NCAA regional final Staff Reports Navarre Press TAMPA – The No. 14 West Florida baseball team finished one win short of an NCAA regional championship Sunday at the University of Tampa.

The Argonauts defeated second-ranked Tampa in the first game 7-2 but fell 20-7 in the final game of the double-elimination tournament.The Spartans advanced to the NCAA Division II Championships with the win and improved to 43-11, while UWF had its season come to an end with a record of 39-14.

The Argos’ 7-2 win in the first game was thanks to an incredible performance by starting pitcher Jake Stephens of Marietta, Ga., who played at Northwest Florida State College in Niceville. The righthander threw a complete game on just two days of rest, giving him wins in two of the team’s four victories at the tournament. Johnson wins again and shrugs off the haters

By Jenna Fryer AP Auto Racing Writer CONCORD, N.C. (AP) — It's only fitting that Jimmie Johnson's latest romp through the record books was shrouded in post-race controversy.

What's a Johnson win, after all, without a good conspiracy theory?

The latest instance of black helicopters hovering over the Hendrick Motorsports team came in the closing laps of Saturday night's Sprint All-Star Race after Johnson headed down pit road in the fourth position for the final stop. A speedy quick four-tire change sent him back onto the track in second and put him in position for his record fourth AllStar race victory.

But an error by the television production crew led to an incorrect graphic during the live telecast that claimed Johnson should have lined up much lower in the field going on to pit road.

So as the beer and champagne swirled in Victory Lane, angry fans pounced on the inconsistency and argued Johnson should never have been in position for the win.

Johnson simply offered a bemused shrug.

"I don't have the slightest clue. People just want to hate," he said. "That's fine.

I'm just lucky. NASCAR rigs the races and whatever they want to believe. I'm going home with a cool trophy and a big check and we all really know what happened.

So whatever."

Whatever is what the rest of the field was saying after yet another Johnson win at Charlotte Motor Speedway.

The five-time NASCAR champion became the first four-time winner of NASCAR's annual All-Star race, breaking a tie with the late Dale Earnhardt and teammate Jeff Gordon.

It was fitting that he did it at Charlotte Motor Speedway, the track Johnson, the five-time NASCAR cham-

pion, has dominated since his 2002 rookie season. Johnson has won six points races at Charlotte, led more than 1,600 laps and the win in the $1 million Sprint All-Star Race was his second straight, fourth in 12 years. He also won in 2003 and 2006.

Now he'll head back to the track next week for the Coca-Cola 600, a race he won three straight years from 2003-05 when the No. 48 was unbeatable at Charlotte.

The rest of the field caught up to him following a repave of the track, and Johnson's last win in a points race was 2009.

"We've had decent finishes and been competitive and led laps, but the track is just so different now than it was then, and we had it scienced out," Knaus said. "We knew literally what time in the afternoon, what the adjustment needed to be made to the car, and it was like clockwork, didn't matter the year, just every single time. It's not that way anymore."

But Johnson and crew chief Chad Knaus have been chipping away, working hard to regain their Charlotte dominance.

The speedway is important to Hendrick Motorsports, which is headquartered just minutes away from the track, and to primary sponsor Lowe's, which is headquartered in nearby Mooresville.

"We certainly want to have that magic because winning here in Hendrick's backyard and Lowe's corporate offices just up the road, there's a lot of reasons we want to be good here," Johnson said. "But more importantly, it's like we know that we've had it, so we feel like we can find it again, and we're knocking on the door."

With these two weeks of racing at Charlotte circled on the calendar, Knaus, meticulous in his preparation, made three changes to his pit crew in the week leading into the race. It's not that anything was wrong with the No. 48 team —

Johnson has a 44-point lead in the Sprint Cup standings over second-place Carl Edwards — but Knaus thought the team could be stronger.

It paid off on the final pit stop — a four-tire change in 11 seconds — and it made the difference in his All-Star victory.

"I really didn't think that we would be able to come down pit road and have a stop that fast, and man, those guys just absolutely nailed it," Knaus said. "My hat's off to them. They've been working really, really hard trying to improve, and we've had to switch some things around during the course of the last month or so and the guys really rose to the occasion.

"I'm very, very proud of the effort from everybody at Hendrick Motorsports and everybody with the 48 team and what they've been able to accomplish over the course of the last few weeks to improve our pit stops."

That could mean trouble

for the competition, especially as Johnson heads into Sunday night's Coca-Cola 600.

But that's a week away, and Johnson wanted to savor Saturday night's recordmaking win. It gave him another spot in the history books, and another opportunity to reflect on where he stands in NASCAR lore.

Of course, Johnson deferred.

"I don't think it's a question I have to answer. I still have a lot of years left in my career," he said. "That's something the public and masses will have to come up with. I don't think it's right for me to sit here and say I'm this guy or the guy.

I'm very proud of what I've accomplished and I still feel like there is a lot more I can do in this sport.

"I'm working hard to do that and when I'm old and sitting in a rocking chair hopefully people will think highly of what I've done and give me a tip of the hat."

Even the haters.

“I’ve fished my whole life.

I was born and raised in Okaloosa County and grew up fishing, but kayaking opened up a whole new way to fish,”said Dean Crouch of Navarre.“It changed my whole concept of what fishing could be. It’s addictive.”

Bob Boston, also of Navarre, introduced Crouch to kayak fishing.

“You don’t sit on the water, you’re part of the water,”Boston said, adding that working to keep the kayak from capsizing, moving with the wind and reading the water while baiting, casting, reeling and landing fish is a thrilling challenge. “You are part of the experience with the water.”

Crouch spoke of curious sea creatures investigating kayakers in their midst.

“A dolphin might come up right beside you,”he said,“or a large sea turtle surfaces right beside you,”he said.“There’s no motor sound, there’s nothing to scare them away; they’re just checking you out. Finally, they realize you’re moving against the current, you’re not just a log, and they swim away.”

More than 60 members now comprise the association, which sponsors an annual tournament in the spring, rigging workshops, social gatherings and fishing outings.

“The kayaking community is much more gregarious than the offshore fishing community,” Boston said.“If two kayak fishermen meet up at the beach, even if they don’t know each other, they’re likely to talk a little bit and then go out (fishing) together. Boat captains don’t usually follow other boat captains to their fishing spots.”

Of course, he added, socializing – and exaggeration – has a long tradition among all fishermen and is an important part of the association’s mission.

“Most fishermen want to tell their tales of triumph and woe to somebody that understands it,”he said.

Public can review plans for 13 Florida species Associated Press TALLAHASSEE — Mooring buoys near coral reefs are among the recommendations in more than a dozen conservation plans that Florida wildlife officials want the public to review.

Draft action plans for 13 species were released Wednesday. It’s the last batch of proposals to conserve 60 imperiled or vulnerable species in Florida. Once all the plans are revised, they’ll be tied into one Imperiled Species Man-

agement Plan.

The plans released Wednesday include protections for pillar coral, the Southeastern American kestrel and seven reptiles that live in the Florida Keys.

in Florida waters, the state has proposed installing additional mooring buoys so that boats won’t need to drop anchor near reefs.

The only two occupants on board the vessel were safely rescued by a subject on a paddle board once the stern started burning. Niceville Fire Department responded with their fire/rescue vessel, and the fire was quickly extinguished. The vessel later submerged due to the amount of hull damage. A preliminary investigation has not yet determined the cause of fire.

Staff reports Navarre Press Free dental x-rays will be offered through the months of May and June at the Dental Assisting Program at Northwest Florida State College. The program is being offered as a service to the public and will provide practicum experience for NWFSC Dental Radiography students.

Full mouth, bite-wing, and panoramic x-rays are available using digital imaging and some conventional film.

To qualify for the free xrays, patients must provide a written request or prescription from a dentist stating the specific x-rays required.

The finished x-rays are given to the requesting dentist for diagnosis and any followup treatment necessary.

All patients must complete

a medical history, must not have any condition — such as pregnancy or uncontrolled high blood pressure — that would prohibit having dental x-rays. Patients who have had recent dental x-rays are not eligible.

Appointments are available through June 18 for Mondays, Wednesdays, and Fridays from 8 a.m. to 1:20 p.m. or Tuesdays and Thursdays from 8 a.m. to 3 p.m.

“Whooping cough” Case confirmed in Santa Rosa County

By Chris Chatelain Navarre Press The area has its first 2013 case of pertussis, commonly referred to as“whooping cough.”

Deborah Stilphen, Operations Analyst for the Florida Department of Health in Santa Rosa County, confirmed on Friday that the affected individual was a resident of Santa Rosa County, but in respect to the individual’s privacy and safety, would not elaborate on what area of the county.

The individual’s immunization status is in question, according to the department.

Most people are immunized as children as part of the recommended series of shots required for entry into public schools in Florida. The patient’s family and personal contacts are receiving prophylaxis, the department said.

Pertussis is typically kept well enough in check locally, as there were only two confirmed cases in Santa Rosa County all of last year.

Pertussis is a highly contagious, bacterial disease marked by severe coughing.

Referred to as the“whopping cough”because of the sound patients make when they try to breathe in during or after a severe coughing spell, pertussis is brought on by bacteria found in the mouth, nose and throat of an infected person. The bacteria is easily transmitted to

others during close contact with an infected person, most commonly by airborne droplets of respiratory secretions.

The disease usually starts with cold- or flu-like symptoms such as runny nose, sneezing, fever and a mild cough. These symptoms can last up to two weeks and are followed by increasingly severe coughing spells — which can last from just days to multiple months. Typical recovery occurs gradually over two-to-three weeks.

Fever, if present, is usually mild. Symptoms appear between 6 to 21 days after exposure to the bacteria.

Health officials say that steps people take to stop the

spread of colds and flu are the same things residents should do to prevent the spread of pertussis.

“Just the everyday, common sense things can be quite effective,” said Stilphen.

“Things like washing your hands and covering your cough are the rules of thumb to follow. And please be sure to stay home if you feel you might have it.”

The disease is treated with antibiotics and patients are advised to take all prescribed medication and avoid contact with anyone, particularly small infants and children.

If treated, pertussis is rarely fatal. There are about 10-15 pertussis-related deaths each year in the United States,

according to a press release from the department. Pneumonia is the most common complication of pertussis.

Those most at risk of pertussis-related complications are young infants, who can suffer seizures, swelling of the brain and ear infections as a result of the disease.

Vaccination is the most effective way to prevent pertussis.

The Centers for Disease Control recommends that children be immunized at the ages of 2, 4, 6, and 1518 months. The vaccine is also recommended for post-partum women and any adult who is a caregiver of a child who has not been vaccinated.
