National Jewelry & Pawn, Inc has grown from very modest beginnings to a dominant presence in the U.S. with 21 stores in North Carolina. The decision to sell was never really on my radar. The original plan was to pass on the business to our 2 sons and keep the real estate as we owned most of the properties. However, interest from multiple companies in acquiring our operations led me to reconsider. For the past 13 years, Tommy Hunt has hosted the Jay Bowen Memorial Hunt, Dinner, and Auction, a beloved annual event that brings the community together and raises funds for local children. The event has grown significantly over the years; in 2024 alone, it attracted hundreds of participants and generated over $90,000 in donations.
Every dollar raised through the event is distributed directly to children in need, covering essential expenses like medical bills, school fees, prom dresses, class rings, funeral expenses, utilities, groceries, back-to-school supplies, and more.
According to Dr. Bubba Longgrear, Superintendent of the Candler County School District, Tommy ‘epitomizes what a community servant is’. As Dr. Longgrear puts it, “Candler County is a much better place for businesses and families because of [Tommy’s] generosity.”
Beyond the Jay Bowen Memorial event, Tommy hosts an annual Turkey Banquet for the National Wildlife Turkey Foundation (NWTT) and is an active member of the booster club. He also hosts a Wild Game Dinner to support Candler County communities and schools. For that event, Tommy prepares all the food and hosts more than 150 attendees at his home.
“Tommy has been a great member and business leader of this community,” said Jason Grimes, Past Chairman of the Metter-Candler Chamber of Commerce. “He has helped the Chamber further small business in our communities, which in turn helps our community as a whole – from our business owners down to the kids.”

NAVIGATING IRS 8300 EXAMS
6 Things to Know
IRS Exams have seen an uptick in 2024; Here’s how to be prepared.

I spent the weeks on either side of Mother’s Day in California helping three of my accounts navigate IRS 8300 exams. Michigan also has seen Title 31 exams (the ones for AML programs). In all cases, the agents were new and were unaware of how pawnshops operate. With the okay to hire 87,000 new agents over 10 years approved by Congress, it would appear they are already finding ways to pay those folks.
ALL businesses that receive cash for a transaction or set of related transactions in excess of $10,000 in a 24-hour period are required to report that fact to the IRS via the now mandated electronic filing of an 8300 form. It stands to reason that the IRS will place its efforts in spaces that will be the most productive at generating revenue, and since pawn is a heavy cash intensive business, you can bet we are a bigger target than ever before.
Navigating IRS 8300 Exams, Cont’d
ALL precious metals businesses that buy AND sell in excess of $50,000 per year in items like jewelry, coins and bullion that are in excess of 50% purity (10K doesn’t count) are required since 2006 to have an AML program.
Things to know:
1. The IRS appears to be levying penalties now where in the past they were more focused on education and determining your intent. There is much discussion about fines and penalties during these exams and this is different than in all the exams I have sat in on over the years. If you did not take this seriously before, you should be now.
2. The 8300 and AML exams noted above covered all of 2023. I understand this with the 8300 exams but not the AML exam. It is clear that the agents have no idea the volume of cash transactions many stores perform. It is common to sample a three-month period and then dig further if you have to. Imagine gathering every single document that is tied to a cash transaction for 2023 and providing that to IRS agents to pour over with a microscope. (Sales, Layaways, Redeems, and Renewals)
3. There was a heavy emphasis on related transactions in the 8300 exams. These are transactions that involve multiple payments (think a loan that is renewed several times and then redeemed) and, if in a 365day period, those payments exceed $10,000 then an 8300 is required. You might think that your software and their reports will save the day for you. This is not necessarily so. Some are better than others. Some like to regurgitate every transaction ever done and then let you figure it out. Not only does the IRS not want to look through every single transaction, but the act of them looking through every transaction when it is unnecessary puts you at risk for a tax audit. In addition, you will lose time off your life while they are digging.
4. Companies that use POS programs for loans and buys but NOT sales are at a huge disadvantage and will almost certainly see a tax audit unless they have a very tight way of recording sales and inventory. Having two sets of books is a good way to draw that audit because it just looks like you’re doing something shady. Why pay for a POS system and then not use it for inventory when it is perfectly capable of doing so? Whether you are hiding something or not, it appears like you are up to no good and the IRS will want to go down that bunny trail until they are satisfied that all is well.
5. When you file an 8300 form, make sure you get an SSN from the customer or have a very good reason for not getting one (customer is foreign national). Do NOT perform multiple transactions for people who refuse to provide an SSN unless you want to be accused of being in cahoots with folks who are trying to hide from the IRS. They made this part very clear, and all 4 businesses had to answer as to why they did not get SSNs. I have ways to answer some of this with an agent who is fixated on this requirement, but if I am not in the room with you then you are on your own.
6. Download the newest instructions (12/2023) for the 8300 form. Read and re-read this set of instructions slowly and carefully to make sure you fully understand them. They are now five pages long when the last set was only three. This means that they have clarified much of the ambiguities that existed before. You can push back respectfully, but only if you know the rules better than the other team!
As pawnbrokers, we are under more scrutiny than ever before. If we give the IRS reasons to scrutinize us, then shame on us. If the IRS performs enough exams where they find no revenue, and it is a waste of their time they will move on. They are looking for a return on their investment just like you! Is your house in order? If not, find someone to help you sooner rather than later.

As we all begin to embrace the fall season and prepare for the end of 2024, I wanted to take a moment to update you on some exciting developments here in the great State of Alabama.
First and foremost, I’m thrilled to announce that the Alabama Pawnbrokers Association is revamping our website to better serve our members. Our new site will include features for online payments and automatic renewals, making it much easier for Alabama pawnbrokers to manage their memberships. We hope these enhancements will provide the convenience that our busy members need!
In addition to our website update, we’ve launched a new public Facebook page for the APA. This will help us connect and share valuable information with both current and potential members. Be sure to follow us to stay updated and engaged with the latest news and events.
On the advocacy front, we’re refocusing our lobbying efforts to ensure that our interests are strongly represented at the state level. We are committed to working diligently to advocate for policies that benefit our industry, and we encourage you to stay tuned for BIG updates coming in this area!
Lastly, we are excited to offer new partnership opportunities for vendors interested in supporting the Alabama Pawnbrokers Association. Our industry partners can now apply and sign up directly through our website. We look forward to forging strong partnerships that will help us enhance our services and impact.

Renee Constant is the Manager of Northwest Pawn in Eugene, OR. After responding to a Craigslist ad 7 years ago, she found her calling in the exciting and fast-paced world of pawn. A passionate pawnbroker, she finds fulfillment in the ever-changing inventory and building relationships with her customers.
How does your business look di erent now vs. when you first started? Our pawn base is growing consistently, as are our sales.
As a child, what did you want to be when you grew up? I wanted to be an attorney.
What’s one thing you wish someone had told you when you were getting started?
How important self-care is. Don’t become so involved that you forget yourself. If you can’t be 100, you can’t give 100. Work-life balance is so important.
What do you enjoy doing during non-work hours? How did you get interested in those activities?
Going places is my hobby. From road trips to the coast, to 15-hr drives to Las Vegas. I’ve always loved to travel, however listening to my customers talk about where they have been really makes me want to get out and see the world.
Tell us about your fondest memory in the business to date. One day, not long a er I started, I was upset and ready to give up. I said I was quitting and walked out. Troy, the owner, followed me out and said, “Nope, you can’t just give up like that.” He had a heart-to-heart talk with me, then told me to go to the beach and said he would see me tomorrow. In that moment, I knew I had found more than just a job; I had found a work family. I’m so glad he didn’t give up on me.
What have been some of your biggest learning experiences in running a pawn business?
Learning to be patient and understand the diverse needs of my clients while being tactful. The old saying teamwork makes the dream work is so true; without my team, I couldn’t do the awesome work I do. To grow and be successful in this business you need more than just yourself.
How do you set your business apart from others in your industry?
My passion and love for my customers that I bring to the o ice every day. Customer service and compassion can go a long way in this industry.
If you were stranded on a desert island alone, what 3 items from your pawn store would you want with you? Crossbow, Survival SOS Beacon kit, and a machete.
What would you want people to say about you at your retirement party?
You’re a legend, thank you for everything you have taught us.... Enjoy the white sand and have fun.
