The new concept strives to bring together many of the local vendors under one roof for the public to enjoy, and to provide a unique experience for the community to enjoy the best of what National City and South Bay San Diego has to offer. COUNCIL OPTS TO NIX ANIMAL SALE BAN A push by National City Councilwoman Alejandra Sotelo-Solis to ban animal sales in pet stores as a way to reduce inhumane practices, was voted down 3-2. During a June 21 meeting, council members considered taking away the right of pet store owners to commercially sell non-rescue animals in the city after city staff members gave an update on the issue. Sotelo-Solis said a ban would reduce the number of animals in shelters that aren’t adopted from being euthanized. “There’s so many animals that need additional housing and many of them may end up in the pound,” she said. Councilwoman Mona Rios also wanted a ban, however the majority ultimately decided to keep things status quo. In December 2013 the City Council took no action on a report from staff members regarding the same issue. While National City does not have an ordinance regulating the sale of animals in stores it does have an ordinance banning the sale of animals in public. In May, Sotelo-Solis asked city staff members to return with information regarding current regulations for local pet shops to clarify what the license allowed owners to do. The subsequent meeting discussing the issues was controversial and passionate, with the majority of 25 public speakers asking for a ban on commercial animals sales. Mayor Ron Morrison said the problem National City has is caused by “backyard” breeders, which is why so many animals end up in shelters and there aren’t any complaints for National City to ban a business that’s “thriving.” “If you have a healthy business you should allow people to have a choice and if people are doing bad things with animals you go after them,” he said. Regulation of the pet stores is done through city code enforcement and animal regulation officers from the National City Police Department. The report cites one instance at National City Puppy where overcrowding was an issue. There are currently four pet stores in the city. They include Pet Market #3 on Sweetwater Road, National City Puppy on East Plaza Blvd., Puppy Patch inside of Westfield Plaza Bonita and Petco on Highland Avenue.

SAN DIEGO PROMISE ZONES We are thrilled to share this exciting news from the City of San Diego! Several communities within the City of San Diego that include its most economically disadvantaged neighborhoods were designated a "Promise Zone" by the Obama administration, which will give the area an edge in securing federal support to create jobs, ramp up the local economy, improve education and access to affordable housing, and lower the crime rate. The San Diego Promise Zone is bordered by downtown San Diego and state Route 94 to the north, National City to the south, the San Diego Unified Port District to the west and the city of Lemon Grove to the east. "The zone is characterized by high unemployment, low educational attainment, insufficient access to healthy foods, concentrated poverty, rising crime, high rates of youth unemployment, and the least affordable housing in the nation," according to a White House press release. San Diego was one of several cities awarded in the third and final round of designations since President Barack Obama launched the Promise Zones Initiative in January 2014. Other communities were South Los Angeles; Nashville, Tennessee; Atlanta, Georgia; Evansville, Indiana; Spokane Tribe of Indians, Washington; Turtle Mountain Band of Chippewa Indians, North Dakota; Southwest Florida Regional Planning Council; and Puerto Rico's Ceiba, Fajardo and Naguado Municipalities. Officials said Promise Zones will receive federal support that includes preferred access to certain competitive federal investments, federal staffers to help implement programs and five full-time AmeriCorps VISTA members. The previous designates have received more than $550 million in federal funding, according to the White House.

SAN DIEGO MINIMUM WAGE IMPLEMENTATION The City of San Diego’s Earned Sick Leave and Minimum Wage Ordinance was approved by voters on June 7, 2016. Effective Date: The Earned Sick Leave and Minimum Wage Ordinance is effective as of July 11, 2016. All employers must pay to each employee who performs at least two (2) hours of work within the geographic boundaries of San Diego, wages not less than $10.50 per hour and provide paid sick leave. The City of San Diego minimum wage will increase according to the schedule to the right. The Implementing Ordinance among other things, designates an Enforcement Office and Enforcement Official, establishes a system to receive and adjudicate complaints and to order relief to cases of violations, amends the remedy for violations, amends the accrual requirements for Earned Sick Leave, and clarifies language to the existing City of San Diego's Earned Sick Leave and Minimum Wage Ordinance that became effective July 11, 2016. GOVERNOR BROWN STRIKES AFFORTABLE HOUSING DEAL WITH NEW BUDGET PROPOSAL As California’s housing costs continue to skyrocket, Governor Jerry Brown has proposed new legislation to streamline the permitting process for developers wishing to build affordable homes. As research has already shown, San Diego’s housing regulations contribute to 40 percent of housing costs, and 21 percent of San Diego’s households are priced out of the market. If Governor Brown’s legislation passes, new projects with 20 percent affordable housing or 10 percent near public transit would be exempt from most local reviews. And, on June 9, the governor struck a new deal with low-income housing advocates: in order to receive the $400 million of subsidies to build low-income housing, legislators must first approve his affordable housing legislation. While the Chamber has not taken a formal position on his new legislation, the Chamber team is pleased to see Governor Brown moving away from proposals that strictly rely upon housing subsidies, and instead begin to address the onerous regulatory burden that developers face when trying to build additional homes.

NEW RAILROAD TO CONNECT TIJUANA'S FACTORIES TO THE UNITED STATES On Thursday, June 9, the San Diego Chamber – along with the San Diego Metropolitan System (MTS), Pacific Imperial Railroad, and Baja California Railroad – announced a new agreement to finance the reconstruction and operation of the binational Desert Line Railroad. When completed, the new railway will connect Tijuana’s factories (maquiladoras) to cross-border businesses within the United States. Each year, the San Diego region and U.S.Mexico binational economies lose $6 billion due to the long delays of transporting goods across the border via trucking systems. With a new railroad in operation, the increased shipping capacity will reduce cross-border congestion and air pollution while increasing economic output for the entire border region. 6 SUMMER 2016

REGION RAMPS UP WATER SAVINGS; 12-MONTH AVERAGE OF 22 PERCENT FAR EXCEEDS GOAL Local water conservation rate was 26 percent in May Preliminary data released by the Water Authority show that from June 2015 through May 2016, the San Diego region reduced its potable water use 22 percent compared to the same months in 2013, significantly surpassing the state's aggregate water-savings target for local water suppliers through a year of state-mandated cutbacks. WaterSmart landscapes like this one are a major reason for the region's successful efforts to reduce water use. Despite eased restrictions in place since March, aggregate water use in the region dropped sharply during April and May, which are expected to be the final two months for the region's water suppliers to meet statemandated savings targets. Compared to 2013, the baseline used in the state's wateruse regulation, the region used 26 percent less potable water in May. This follows a 23 percent reduction in April. SDG&E ENERGY SHOWCASE The Energy Showcase is an annual event organized by San Diego Gas and Electric. Use a smart programmable communicating thermostat (PCT) and set it at 78°F in the summer when the building is occupied. Adjust the temperature by a few degrees after hours. SOUTHWESTERN COLLEGE NOW OFFERS FOUR YEAR DEGREES Southwestern College is launching the most extensive community college baccalaureate degree program in the county in partnership with Point Loma Nazarene University, and it has been ranked among the best community colleges in California – and the top community college in the region – by the website BestColleges.com. Southwestern College is the home to more than 300 associate degree and certificate of achievement programs. In addition to its campuses in Chula Vista, Otay Mesa and National City, Southwestern College operates the Crown Cove Aquatic Center, a facility dedicated to boating education. And now Southwestern College is partnering with Point Loma Nazarene University to launch an extensive, on-site baccalaureate program with the university that offers students four bachelor degrees at the community college campus. Under the partnership, Southwestern College students who are accepted into Point Loma Nazarene University partnership programs can earn bachelor degrees in Nursing, Criminal Justice, Management & Relational Development, and Child & Adolescent Development without having to leave the Chula Vista district. The baccalaureate programs in Nursing and in Criminal Justice launched in September of 2015. The Management & Relational Development program and the Child & Adolescent Development program launch in the spring of 2016. All told, this is the most extensive baccalaureate program that Point Loma Nazarene University has signed to deliver with a community college. The four programs will be able to accommodate a total of up to 200 new students per semester. “Southwestern College prides itself on its commitment to student success through a wide range of academic and workforce training programs, and this new partnership with Point Loma Nazarene University furthers the options available to our students,” said Southwestern College President Dr. Melinda Nish.

SOUTHWESTERN COLLEGE'S CENTER FOR BUSINESS ADVANCEMENT Southwestern College is taking a critical step in fueling South County's growing economic clout with a new Center for Business Advancement in National City. Construction is targeted for completion by December of 2016. ANTI-CRIME RESOURCE CENTER OPENS IN SOUTH COUNTY A new resource center has opened in National City with programs aimed at preventing crime and improving quality of life for residents. The Community Action Resource Engagement Center, also known as the CARE center, is the product of a collaboration between the District Attorney’s Office, Probation Department and other city and county agencies. District Attorney Bonnie Dumanis said in a news release that the center will bring a variety of resources directly to southeastern San Diego residents and others in the South Bay. She noted that over the past 12 years, her office has focused on issues related to community intervention, crime prevention and a concept known as prisoner re-entry, which is meant to prepare inmates to be self-sufficient and law-abiding on the outside. “Law enforcement needs to address the underlying issues that lead to criminal behavior such as, poverty, lack of educational opportunities, substance abuse, mental health treatment, and other socioeconomic factors,” Dumanis said. The CARE center is at 12 N. Euclid in National City. According to the District Attorney’s Office, its objectives include: ▪ Preventing crime and providing intervention using programs with a proven track record; ▪ Connecting with the community to improve public safety; ▪ Increasing open communication and relationships with the community and its leaders; ▪ Improving the community’s confidence and trust in law enforcement through access; and ▪ Developing formal partnerships with community organizations. Among the programs that will be offered at the center are a youth advisory board that provides mentoring and homework help, a program that provides resources for veterans, as well as program referrals for training and workshops to assist formerly incarcerated people.

BOSA BUYS SOUTH BAY CENTER Bosa Development continued its San Diego buying spree with the acquisition of the South Bay Corporate Center. Price tag: $42.75 million. The CBRE brokerage said Bosa bought the property, at 401 Mile of Cars Way in National City, from Walton Street Capital and Greenlaw Partners. CBRE and JLL represented the sellers. The sellers bought the property four years ago when it was vacant, and now it is fully leased by the county government, ITT Technical Institute, TDK, Episcopal Community Services and Freddy’s Frozen Custard & Steakburgers. 22 SUMMER 2016

NATIONAL SCHOOL DISTRICT TRUSTEES VOTED ON A SUCCESSOR TO SUPERINTENDENT DR. CHRIS ORAM Leighangela Brady was named the finalist for the top job following a search for a new chief executive that began soon after Oram, 59, announced in March he would retire. The school board appointed Leighangela Brady as their new chief executive and approved a multi-year contract at their regular board meeting. Details of the employment agreement between National School District and the new superintendent were not yet available. Oram was drawing an annual salary of $205,000 when he stepped down at the end of the school year. He served National for 37 years, having started as a teacher at Lincoln Acres School and rising through the ranks to principal, then assistant superintendent of educational services. He was named the school's district superintendent seven years ago. Brady, 45, will be the first woman to lead the district, which was formed in 1871, a district official said. She currently serves as assistant superintendent of educational services for the Encinitas Union School District. Prior to becoming an administrator, she worked as a principal and teacher. Brady holds a doctorate in educational leadership from San Diego State University, and earned bachelor’s and master’s degrees from the University of Connecticut. A start day for Brady has not been announced. Last month, trustees hired former Superintendent George Cameron, who steered the district for 16 years before retiring in 2007, to serve in the interim role. He will run the district until Brady takes over.

NATIONAL CITY KIMBALL SENIOR CENTER OPEN FRIDAYS The Kimball Senior Center will now be open on Fridays from 9:30 am to 2:30 pm beginning on Friday, July 15, 2016. The Kimball Senior Center is designed to cater to community members that are 50 years of age and older. Fridays at the senior center will be an opportunity for friends to come together to socialize and play card games, billiards, and ping pong. In addition, there is a puzzle corner and small library area for those who would like to relax and read a book all in a cool air conditioned environment. The center is located at located at 1221 ‘D’ Avenue across the street from Kimball Park and next to the George H. Waters Nutrition Center. NEW WEBSITE PROMOTES SOUTH BAY A local organization that works to improve the image, quality of life and binational economy in the South Bay recently launched a tourism website to promote what the area offers. The South County Economic Development Council created SanDiegosSouthBay.com to publicize attractions, events, dining options, places to stay and shop, among other things throughout South County. South Council Economic Development Council member cities include Chula Vista, Coronado, Imperial Beach, National City, San Diego, San Diego County, and the Port of San Diego. They also work with partners in northern Baja and in Ensenada, Mexicali, Rosarito, Tecate and Tijuana.

NATIONAL CITY GETS SKATE PARK Kimball Skate Park opened to the public June 10, offers citizens a place to be active and socialize On June 10, local elected officials and members of the community gathered at Kimball Park to watch professional skater, Chris Lambert and got a chance to skate themselves. The 10,000 square-foot skatepark was designed by SITE Design Group, Inc., and built by Spohn Ranch Skateparks. Construction on the skate park started late last fall and was completed in March. The project cost $1.5 million, paid with money from the city’s general fund. The skate park is one of several improvements to Kimball and El Toyon parks as part of the city’s capital improvement projects. Kimball Skate Park is at 12th Street and D Avenue inside Kimball Park next to the ball fields. It’s open seven days a week from dawn to dusk. 24 SUMMER 2016

PORT OF SAN DIEGO TENANTS WIN $5.9 MILLION GRANT Zero-emission trucks and forklifts coming The Port of San Diego is about to get a little bit cleaner and a lot quieter. Under a $5.9 million grant awarded by the California Energy Commission (CEC), the San Diego Port Tenants Association announced Monday that seven of its partner tenants will receive all-electric forklifts and heavy-duty trucks that emit zero greenhouse gas emissions and run almost as quietly as golf carts. “This is the first grant we’ve ever applied for, and it’s phenomenal to get such an award,” said Sharon Cloward, the president of the tenants association. Under the terms of the deal, the CEC grant will be matched by $2.3 million from the seven waterfront businesses — shipyards, boatyards and cargo handlers — that will receive the vehicles. Seven large trucks and three forklifts make up the package, which is funded through the CEC’s Alternative and Renewable Fuel and Vehicle Technology Program. By replacing the diesel-powered trucks with zero-emissions vehicles, the port’s environmental specialists estimate 950 metric tons of greenhouse gas emissions will be eliminated over the lifetime of the machinery. That’s the equivalent of taking 200 passenger vehicles off the road. The project ties into the Port of San Diego’s 2013 Climate Action Plan. The forklifts and trucks are expected to be delivered in the next 12-18 months. A fleet of demonstration vehicles was on display Monday morning, including a 10-wheeled semitruck that went on a spin around the Chula Vista campus at Marine Group Boat Works. “They’re so quiet,” said Norene Riveroll, a lifelong resident of nearby Barrio Logan. “This is a big issue here in Barrio Logan, cutting back on the (greenhouse gas) emissions.” Continental Maritime of San Diego, a contractor for the Navy, is scheduled to receive a 40,000-pound forklift, an all-electric behemoth the company hopes will replace one of its diesel forklifts. “We were humbled when we asked to apply (for the grant) and ecstatic when we got it,” said Dewey Youngerman, a manager at Continental Maritime. Youngerman said under the cost-sharing agreement, his company will pick up 20 percent of the costs associated with the forklift, which he anticipates receiving in November 2017. Marine Group Boat Works is slated to test two medium-sized forklifts — one for its Chula Vista location and another for its site in National City. Company President Todd Roberts hopes they’ll perform well enough to slash his company’s energy expenses. “The whole idea is for us to put (the zero-emission forklifts) through their paces,” Roberts said. “My dream is to electrify all of our equipment and be done with it.” The port tenants association worked in conjunction with the area’s investor-owned utility, San Diego Gas & Electric, which will study the charging patterns of the electric trucks to help maximize the use of renewable energy to power the vehicles. “In San Diego, transportation accounts for over 54 percent of our greenhouse gas emissions locally,” said Mike Schneider, SDG&E vice president of operations, support and sustainability. “So our real focus is on de-carbonizing transportation in addition to how we’ve been de-carbonizing the grid with renewables.” But is spending $5.9 million for electrified forklifts and semitrucks a good return on investment for taxpayers? “We have a workingclass port,” Cloward said. “We really want to keep those middle-class jobs for the benefit of everybody, so I think it not only benefits the tenants and the workers who are here, but it also benefits all the communities with the greenhouse gas reductions.” Schneider acknowledged the $5.9 million price tag may be considered substantial by some, “but when you look at it in a grander scale, it really is the economics of cleaning the air for San Diego.” 26 SUMMER 2016

SOUTHWESTERN COLLEGE BUSINESS ADVANCEMENT OFFICE UPDATE At the Higher Education Center in National City, the Center for Business Advancement office remodel is on schedule, which will modernize and expand their existing space and build accommodations for the Small Business Development Center, the San Diego Contracting Opportunities Center and the Center for International Trade Development. The new two-story classroom building, which is being built on the south side of the center, hit a tiny delay when construction crew found a tank buried underneath the site. Crew members are currently working to remove the tank and get us back on schedule.

TWO SAN DIEGO NONPROFITS JOIN FORCES TO BETTER SERVE YOUTH IN NATIONAL CITY A Reason To Survive (ARTS) and transcenDANCE Youth Arts Project are excited to announce that on September 1, 2016, the two nonprofit organizations will officially join forces to become a single Creative Youth Development organization located in National City. “Unified under the name of ARTS, we will be a hub of artistic and personal exploration for youth,” explained ARTS Founder and Chief Executive Officer Matt D’Arrigo. “More importantly, we will broaden our reach in National City and surrounding communities, and provide an opportunity for creative youth to experience and collaborate on a greater variety of projects and performances.” The union solidifies and streamlines an already existing, strong working relationship that has been growing for over six years. In 2010, ARTS began providing back-office support for transcenDANCE in the form of Finance, Operations, and Human Relations. Since 2012, transcenDANCE has been providing dance and performing artsbased programs focusing on social change from a studio on the ARTS campus. Meanwhile, ARTS students have been supporting transcenDANCE programs with music, visual, and industrial arts components. With a combined 25 years of service to youth in the community, each organization brings unique strengths to the alliance. The social change and dance curriculum of transcenDANCE will be incorporated into a new Dance Theatre Department at ARTS, alongside other programs including Music, Fine Arts, Media Arts, and Maker. Cat Corral, Co-Founder and Executive/Artistic Director of transcenDANCE, has been named Artistic Director of ARTS. Two transcenDANCE Board members will join the ARTS Board, led by Chair Amanda Montgomery “This union will allow us to provide more meaningful and deeper connections for youth through a variety of art forms. Together, we will ignite the power of creativity in youth, inspiring them to overcome obstacles, and providing them with the skills needed to become compassionate catalysts for positive change,” explained Corral. D’Arrigo emphasized that the merger will not only deepen the experience for the youth served by the organizations, but it’s also good business. “To survive and thrive, any good nonprofit needs to be cognizant of the bottom line. This step builds our capacity, streamlines efficiency of operations through shared resources and strengthens our leadership team.” Long-time transcenDANCE supporter and champion of the arts in San Diego, Danah Fayman, has pledged $50,000 to invest in the success of this new partnership. A matching campaign called UNITE and CELEBRATE 2016 has been launched to honor Ms. Fayman’s long-time support and help ensure the smooth coalescence of the two organizations. LIVE WELL SAN DIEGO & SAN DIEGO BLOOD BANK 5K - 7/30/16 On July 30, 2016, the National City Chamber of Commerce staff formed a team for the Live Well San Diego 5K. The NC Chamber Champions were joined by Board of Directors Ivan Arabo, John Borja and wife Rubi Borja.

The 2016 race began and ended at the County Waterfront Park, which included an Expo featuring exhibits hosted by Live Well San Diego Recognized Partners and other interactive displays, including a Kids’ Zone, a Pet Zone, and Innovation Zone that showcased local advances in topics such as genomics. The Expo was open to the general public, in addition to race participants. It was a fun, energetic, beautiful scene in San Diego; all supporting a great cause. With more than 3,000 participants, sponsors and financial donors, approximately $196,000 was raised in support of the San Diego Blood Bank. National City Chamber News 31

NATIONAL CITY  CHAMBER OF COMMERCE As a Chamber Member we invite you to get involved with one or more active committees. We are constantly seeking volunteers to assist with community events.

CHAMBER COMMITTEES

Business and Membership Development Committee The Business and Membership Development Committee is responsible for building and sustaining a strong, pro-active membership organization, providing financial assets to support programs and initiatives necessary to ensure the Chamber continues to be a leading advocate for businesses. This committee works corroboratively with the City of National City, National City Chamber of Commerce Visitor Information Center and other community partners to foster a healthy business environment by marketing the Chamber of Commerce services, promoting members and community assets. Economic Development Committee

The Economic Development Committee of the National City Chamber of Commerce focuses on promoting economic development in National City through the development and implementation of projects, programs, and policies that stimulate economic growth and prosperity, enhance community development initiatives, leading to improved quality of life. This committee is the legislative and regulatory advocate for businesses at the local, state, and federal levels. The Committee reviews legislation, supports pro-business policies and actively represents Chamber members. Executive Committee

The National City Chamber of Commerce Executive Committee maintains oversight of the Chamber’s finances, execution of Chamber Policies, member services, products and programs, and oversees the performance of the chief executive officer.

The Special Event Committees of the National City Chamber of Commerce are tasked with organizing the Chamber’s annual events including Automobile Heritage Day, Career Pathways Job Fair, Golf Tournament, Salute to Navy Luncheon, Mariachi Festival and Competition, and the Annual Installation and Awards Dinner.
