Lennox and Addington County council is going to take the time it needs in developing a new official plan. At its regular meeting last Wednesday night, county council voted to have a second draft of its new official plan brought back to council for approval prior to public meetings later this fall relating to the planning document. The county has been compelled to develop a new official plan in response to a change in provincial government policy requiring all upper-tier municipalities to have their own official plans. Only four other municipalities in Ontario found themselves having to create official plans. All four of L&A’s lower-tier municipalities — Addington Highlands, Greater Napanee, Loyalist Township and Stone Mills — have their own official plans, which guide land use in within the municipality. Council, however, added one more step to the process by insisting that a second draft of the official plan be brought back to council prior to any future public meetings. Planning, was directed to hold a formal meeting with staff representatives from the other four lower-tier municipalities, and incorporate any comments from that meeting into the second draft. “I have heard from my own staff at Loyalist Township, and they have comments and concerns throughout it, and I’m sure that there are similar comments and concerns from each of the four municipalities,” said county councillor and Loyalist Township Deputy Mayor Ric Bresee, who made the motion to receive the first draft of the official plan and to call for another meeting between staff and the consultant. “At this point, I have not seen the other three municipalities’ comments. I’d like to see (those) before this council makes a final decision about what goes out to the public. We don’t want to be sending this (draft) out to the public and then make those changes and send it back out to the public,” he continued. Bresee also said that, “I do recognize that this motion will likely defer the timing of this and go beyond the term of this council, and I accept that as a natural consequence of this motion.”
