BRUSSELSE BIBLIOTHEKEN REGIONAL REGULATIONS

Art. 1
The following regulations apply in all Dutch-language public libraries in the Brussels Capital Region, henceforth referred to as ‘Brusselse bibliotheken’. A list of these libraries can be found at <http://brusselsebibliotheken.be/adressen>. By using one of the libraries and/or becoming a member, you agree to the regulations below.
1. MEMBERSHIP
Art. 2
To use certain library services, you must be a member. Anyone can become a member free of charge. To become a member, come to the library with a valid ID. Children under 12 years old must be accompanied by a parent or guardian to register. Young people between 12 and 16 may come alone, in case they bring a form signed by the parent or guardian.
Art. 3
When you become a member in one library of Brusselse bibliotheken, you become a member of all 20 libraries in the network.
Art. 4
Upon your registration as a new member, we request personal data. Brusselse bibliotheken attaches great importance to the protection of your privacy. How Brusselse bibliotheken handles your data is set out in the Privacy Statement. You can find it at <http://brusselsebibliotheken.be/privacyverklaring> or ask at the counter of one of the libraries.
Art. 5
Changes to your personal contact details should be communicated to the library as soon as possible.
2. MEMBERSHIP CARD
Art. 6
When you become a member of the library, you will receive a personalised membership card. This membership card is valid in all 20 branches of Brusselse bibliotheken. You can also use your electronic identity card as a membership card in most libraries.
Art. 7
Your membership card is strictly personal. Other people, including family members, may not use your card.
Art. 8
In case you lose or damage the membership card, you pay the cost of a new one. See annex for the price table. Report the loss of your membership card to your library desk. Have your card blocked to prevent misuse.
Art. 9
Your membership may be blocked (temporarily) if you fail to return library items, if you neglect to pay fees or in the case of misconduct.
3. BORROWING
Art.10
To borrow items from the library, you must be a member.
Art. 11
Borrowing is free of charge. How long and how many items you may borrow is detailed in the table in the annex.
4. EXTENDING
Art. 12
You may extend the loan period only if the library items have not been reserved.

Art. 14
You can extend library items
preferably via the website of the library where you borrow the items: log in via the button ‘Login to Mijn Bibliotheek’. at the counter, by e-mail or by phone at the library where you borrow the items. You will need your membership card to do so.
Art. 15
During the summer months, from mid-June to mid-August, the loan period doubles automatically.
5. RETURNING
Art. 16
Return all items to the same library. This can be done during the opening hours of that library. In libraries with a return box, you can also return the items outside opening hours. In that case, the moment the borrowed items are registered in the library system counts as the date of return.
Art. 17
If you provide an e-mail address upon registration, you will receive an automatic reminder e-mail a few days before the end of the loan period. In case you did not receive this reminder e-mail, you will still have to pay the late fee.
6. RETURNING LATE
Art. 18
If you do not return the borrowed items by the due date, you will receive a delay letter via e-mail 8 and 22 days after the due date, asking you to return the items promptly. Those who do not have an e-mail address will receive the delay letter by post.
Art. 19
In case you receive several delay letters but fail to return the items, you will receive a final registered letter and an invoice. You must pay the value of the borrowed items. If you do not pay this invoice, the library can reclaim the borrowed items through all existing legal means. You must pay for all costs involved.
Art. 20
In case you return library items late, you pay a late fee per day and per item. For the amount of the late fee, see the price table in the annex.
Art. 21
Do not allow the fees to accumulate. From a specific unpaid amount (see table in the annex), we block your membership card. You must first pay the unpaid amount to continue using the services of Brusselse bibliotheken.
7. LOSS – DAMAGE – THEFT
Art. 22
You are responsible for the items you borrow. Please take good care of them, inside and outside the library.
Art. 23
In case a material is damaged when you borrow it, please report this to the library staff immediately. Otherwise, you may be held liable.
Art. 24
In case of loss, irreparable damage or theft, we charge the price of the item. In case of partial damage to an item, the librarian determines the amount of compensation. If the borrowed item consists of several parts, the library may charge for the replacement of all parts.
8. RESERVE
Art. 25
You can reserve items free of charge, regardless of whether they are on loan or in the library. This can be done
preferably online via ‘Mijn Bibliotheek’ or at the counter, via e-mail or by phone at the library where you want to reserve the items.
You will need your membership card to do so.
Art. 26
When the requested item is available, you will be notified. You can then collect the item within a few days. See table in the annex for how long the reservation remains valid.
Art. 27
In case you do not find an item in your library, you can request one or more from another branch (ILL = interlibrary loan). You will be notified when the requested items have arrived in your library so you can collect them. See table in the annex for the costs and for how long the items will remain available at your library.
9. INTERNET
Art. 28
You can use the internet connection (wifi) and public computers free of charge in the libraries that offer these services. Ask the staff what is available and under which conditions.
Art. 29
One person per computer. Exceptionally, the library may deviate from this rule.

You can print on paper. See table in the annex for the costs.
Art. 31
The library is not responsible for the (temporary) unavailability of the internet connection or public computers, or for damage to your equipment as a result of consulting websites or installing software.
10. HOUSE RULES
Art. 32
The library is there for everyone. Please be considerate of other visitors and show mutual respect.
Art. 33
The library staff are here to help you and to answer your questions. The staff are not responsible for children without parental supervision.
Art. 34
Animals are not allowed inside the library, except for assistant animals.
Art. 35
Roller skates, bicycles, scooters, skateboards... are not allowed in the library, nor are large bags and sacks. You can store them or leave them in the provided places.
Art. 36
You may not smoke in the library. Eating and drinking are allowed only under certain conditions and in certain areas.
Art. 37
If you cause damage in the building, to furniture, library items or computers, you must pay for the damage.
Art. 38
The library is not liable for the damage or theft of your personal belongings.
11. FINAL PROVISIONS
Art. 39
Upon registration or on request, you will receive these regulations in printed form.
Art. 40
Brusselse bibliotheken may amend these regulations. Changes will be announced in advance. The most up-to-date version of the regulations can always be consulted on the websites of the libraries.
Art. 41
If you fail to comply with these regulations or disrupt order in the library, you may be denied further access and the use of our library services.
Art. 42
The local librarian will follow up on all unforeseen cases.
