SPRINGFIELD

Ron Schneider has been named Director of Parks and Recreation for the SpringfieldGreene County Park Board. Schneider replaces Bob Belote, who retired in January after 20 years of service with the parks department. Schneider will begin work on Monday, July 8.

Schneider earned his Bachelor of Science in Recreation, Parks, and Tourism Administration from Western Illinois University, and is a Certified Park and Recreation Executive. With nearly 25 years of full-time management experience in the parks and recreation field, he most recently served as the Executive Director for the Freeport Park District in Freeport, IL.

“It is an honor to serve the Springfield-Greene County Park Board,” said Schneider. “I look forward to providing the highest quality parks, recreation facilities, and programs to residents and being a responsible steward of the Park Board’s resources.”

Schneider was selected after a nationwide search, led by the Springfield-Greene County Park Board, with representation from city management. City Manager Jason Gage said he is the right person to lead the award-winning parks department into the future.

“Ron is a visionary with a track record of creating successful strategy and working with stakeholders to turn plans into reality,” Gage said. “He is the right person at the right time to lead the parks and recreation efforts tied to our comprehensive plan, Forward SGF. We look forward to working with him.”

Randall Blackwood, chair of the Springfield-Greene County Park Board, said the board’s decision was based, in part, on Schneider’s experience leading a diverse parks district that spanned three counties, his enthusiasm, and his eye to the future of parks and recreation.

Schneider says he hopes to bring fresh ideas that will continue to make Springfield a great place to work, live, play, and visit.

“I understand the importance of recreation and the value it brings to a community, including quality of life outcomes and economic impact,” he said. “I’m excited for the bright future of the SpringfieldGreene County Park Board and look to build upon the impressive level of service already offered.”

Kim Reser, Assistant Director of Parks for the Springfield-Greene County Park Board received the prestigious 2024 Professional Fellow Award by the National Association of County Parks and Recreation Officials during their national meetings in San Diego, CA on June 1-3. She’s been a longtime national volunteer with the USTA, serving on the Parks Committee and many others, including as a member of the USTA Board of Directors from 1990 to 2000. She also spent eight years (2002-2009) on the Board of Trustees for the National Recreation and Park Association, including serving as Board President.

She and her team work closely with the Public Parks Committee who have a grassroots bottom-up approach.

“Coming at the growth of tennis from both directions has been very effective,” said Scott Laakso, Public Parks Committee Chair with USTA National. “Jodie has and continues to develop relationships with and between nonprofits in the recreation arena, corporations in the recreation world and public recreation agencies.

"Intermountain Section is very fortunate to have Jodie as a recent transplant to our Montana district,” said USTA Intermountain Executive Director Rob Scott. “Her knowledge of tennis in the parks space is unmatched by anyone else in the industry. She has already made a huge impact on the Montana Board of Directors and the parks space in general in Intermountain. We look forward to many fruitful years with Jodie in the USTA Intermountain Section."

SPLASHDOWN! THE NEW BLUE SURF BAY WATERPARK

OPENS IN BLUE SPRINGS, MO

After four years of planning and 18 months of construction the new Blue Surf Bay Waterpark opened Memorial Day Weekend 2024. Blue Surf Bay Waterpark is a state-of-the-art indoor/outdoor aquatics facility constructed as an expansion to the Blue Springs Fieldhouse. The waterpark would not have come to fruition without the support of the residents of Blue Springs.

Originally approved for 1/2-cent sales tax with a 5 year sunset, it was a catalyst for improvements made to the parks. The department asked voters to approve an extension with no sunset in 2021 and residents voted overwhelmingly to renew with 80% voting yes. The renewal allows annual funding to maintain playgrounds, shelters, trails, fields, courts, restrooms, new parks and other facilities, including construction of Blue Surf Bay Waterpark.

“We are thrilled to unveil the new Blue Surf Bay Waterpark and welcome residents and guests to experience the excitement and

thrills of this state-of-the-art waterpark,” said Justin Stuart, Director of Blue Springs Parks & Recreation. “With a diverse range of attractions and activities, we’re confident that visitors of all ages will create lasting memories and enjoy endless fun in the sun.”

The indoor portion of the waterpark features a four-lane lap pool that includes a rock-climbing wall, waterfall, and two diving platforms. There also is a NinjaCross Course above the pool and a warm water lifestyle wellness pool with a current channel. A spacious splash pad, water slide, sauna room, and hot tub are also in the indoor facility.

The outdoor waterslide complex, dubbed Typhoon Plunge, packs in the fun with four unique waterslides, all of which provide their own engaging experiences for the riders, including the world’s longest stand-up slide. The outdoor space also includes a lazy river with a special action channel and hydrotherapy and seating areas, a wave-ball pool, an activity pool, and a zero-depth entry pool

with play structure for younger children. One of the more popular amenities is the double surf simulator, allowing visitors to knee board or stand-up surf right here in the Midwest.

The SlipstreamTM (stand-up slide) will be the longest of its kind in the world at 350 feet long, and it is one of only two stand-up slides in the United States. This innovative and exciting new ride engages the rider in a balanced delivery of thrill and skill. Riders coast down the slide on their heels in a gliding motion that makes for a different experience with every ride. Users of all abilities can enjoy the slide, while more advanced and experienced riders can find ways to compete with themselves to achieve the smoothest and fastest ride possible.

One of the more exciting features of Blue Surf Bay Waterpark is the Double Surf-Air by Murphys Waves. This i-surf simulator provides an air-cushioned ‘soft fall’ with the highest standard of performance and safety. The Surf-Air can accommodate users of

all ages and abilities with its adjustable water flow settings. The surf simulator will keep families engaged for hours, with fun for the riders and spectators alike!

The facility was designed by SFS Architecture and constructed by McCownGordon Construction. The aquatic consultant for the project was Water Technology Inc. based out of Wisconsin. The delivery method for the project was done using the Construction Manager at Risk method and work to provide a unique facility like no other municipal facility in the region. Additionally, the construction of the pools was completed by Westport Pools a Landmark Company, and Splashtacular supplied the slides and aquatics play unit in the zero-depth entry. With the complexity of the project, it took a great deal of design and supervision to ensure the project was completed on time and within the contract budget. We had great partners from architects, general contractors, suppliers and subcontracts to ensure the project was delivered to the community.

Signposts of History

Liberty is enhancing its parks by looking to its past. The town is proud of its rich 200-year history and already has several historical markers around the community. However, a recent survey showed that citizens wanted to see more historical markers in parks and along trails.

A task force was formed to include members of the Liberty Parks and Recreation Board, historians from the Clay County Museum and Historical Society, and Clay County Archives and Historical Library.

Task force members created a plan by which the historians would conduct research and provide content for markers, park board members would approve the final text and graphics, and park staff would secure funding and handle the logistics of placing signs.

The first challenge was to figure out where new markers could be placed. Tony Meyers, president of the Clay County Archives, began by overlaying a map of Liberty’s 15 parks with a map of historical sites. The group looked for locations that matched up. They also considered citizens from Liberty’s past who deserved to be commemorated. At the first meeting of the task force in June 2023, ten potential sites were identified.

The next challenge was funding. Liberty voters had passed a 2014 Transient Guest

Tax to be used for boosting tourism. Community Engagement Manager Erika Brant received a $30,000 grant from the TGT oversight committee to be spent over the next three years. The task force believes the grant will cover the cost of all ten proposed markers.

Among the markers slated for this year is one at Ruth Stocksdale Park to honor the contributions of Ruth and Russell Stocksdale, entrepreneurs and philanthropists who donated the 112 acres for the park in 1976 and were instrumental in the development of Liberty Hospital, Liberty Hills Country Club, and the Ruth Stocksdale Art Gallery at William Jewell College. A dedication ceremony this fall will mark the unveiling.

Two signs were placed in April along the Westboro/Canterbury Greenway, which follows the original route of the Interurban Railroad that ran from downtown Kansas City, through Liberty, and on to Excelsior Springs from 1913 to 1933. The markers relate the significance of the luxury passenger railway and point out remnants of the track line including concrete footings for overhead lines that powered the Interurban’s electric motors and a steelreinforced bridge that carried trains over a stream.

Also this year, a storyboard will be placed at the entrance to City Park. A $2 million renovation in 2021 added amenities that draw hundreds to the park daily, and folks will soon be able to learn how Liberty’s first park grew from the site of the Clay County Horse Show barn in 1948 to the town’s signature park, boasting a baseball field, a t-ball field, picnic areas, an inclusive playground with hill slides, a splash park, and a paved walking trail.

Future markers include two on the south

loop of the City Park walking trail, one of which will note the story of the Amelia Jones Distillery on Murray Road just south of the park. Top-shelf whiskey was distilled there and shipped across the western US in the decades following the Civil War. Another will point out the former site of the Clay County Fairgrounds, now New Hope Cemetery adjacent to the park, where numerous agricultural and industrial fairs were held during the second half of the nineteenth century.

Next year a marker will be placed at Capitol Federal Sports Complex offering the narrative of a nearby turkey farm that was converted to a German POW camp during World War II, housing over six hundred prisoners who worked the surrounding farms in the absence of farmers and sons who were off fighting the war.

Early next summer the newly renamed Ruth Ewing Park will be dedicated. As part of the ceremony, a new marker will be revealed that tells the story of the park’s namesake, one of Liberty’s earliest educators who established a school and a Sunday School, both of which flourished for over a hundred years.

There is much to enjoy in Liberty’s parks, and soon park-goers will be able to walk, play, and picnic while connecting to the town’s storied past.

Preserving the Arts

On Tuesday, April 23, 2024, the Missouri Alliance for Historic Preservation (Missouri Preservation) presented its 44th Annual Honor Awards in Jefferson City. The awards recognize people and projects that have advanced the field of historic preservation in the state. This year, eleven recipients were recognized for their contributions.

The City of St. Joseph is honored to accept the McReynolds Award on behalf of the ongoing improvements to the historic Missouri Theater. This award is given to individuals or groups who have made significant achievements in the field or are in the midst of a long-term preservation project.

The theater opened in June of 1927 as a 1,200-seat movie house. In 1978, the city purchased the building and sought National Register designation as part of the plan to convert it into a performing arts center. In the last decade, the City of St. Joseph’s Parks, Recreation, and Civic Facilities Department started to invest in the infrastructure of the historic building. The upgrades designed to meet ADA requirements included the installation of a looped-assisted listening system, additional ADA seating areas, and accessible restrooms on the first floor. In 2019, the

entire tile and brick facade was removed to allow for repairs of the primary wall. The historic material was then reinstalled. The city replaced the roof to stop the water infiltration which had damaged the interior. Careful interior restoration included the intricate details on the walls and ceilings. The installation of new lighting and a new curtain highlight the transformation. Work on the marquee will continue into 2024 with the restoration of the signage. Voters also approved funding for the installation of historically appropriate seating and the renovations of the office and retail space attached to the theater. With the ongoing restoration, the department is ensuring this historic landmark will continue contributing to the community for the coming generations.

Washington’s Parks Commission Receives Free Park Bench for the Community

In January, the Washington Parks and Recreation Commission participated in a nationwide recycling campaign by NexTrex. The goal was to recycle 1,000 pounds of plastic bags or wrap over twelve months to receive a free recycled composite bench from NexTrex. The Washington community came together and demolished the goal in less than two months with the 1,000-pound benchmark being hit in late February. The Washington Public Library was the hottest collection spot, having to be emptied multiple times a day and having its collection containers triple after the first week of the initiative. Since the library was the most popular collection point, the decision was made to place the new bench in the library’s vestibule as a thank you to everyone who participated in the challenge. A plaque will be placed on the bench soon, thanking the community. This challenge was a great way to get the community involved in the parks and recreation department’s conservation efforts while also bringing the community together under one goal. To find out how you can get your park board, school, civic organization or community involved go to: www.nextrex.com/ view/programs.

BRENTWOOD PARK: Your New Destination forFun!

On April 6, the City of Brentwood opened its brand-new destination playground in Brentwood Park! This playground has truly lived up to its name of “Destination Playground" with visitors coming in from all over the region, making a special trip to Brentwood, Missouri, to visit its newest playground.

Brentwood Park’s Destination Playground Grand Opening was a huge success with the help of active social media marketing and collaborations with local content creators. The parks and recreation department and collaborators shared major construction updates and videos of the playground building process online, catching the attention of viewers. Social media content collaboration helped Brentwood Parks and Recreation reach a wider audience and played a key role in the marketing of the destination playground.

This 2.7-acre playground features zip lines, large climbing structures, rock walls, slides, a massive splash pad, and so much more. Brentwood Park and playground are ADA accessible and host a wide variety of inclusive play options for kids of all abilities. There are two roller slides designed to not generate static electricity that would interfere with cochlear implants. A wheelchair-accessible merry-go-round. Both climbing structures have low access points that make it possible to lift someone easily onto them. This playground was designed to have something for every child.

Brentwood Park’s splash pad has already become a St. Louis summer bucket list destination. Measuring 7,895 square feet, this splash pad hosts interactive spray features, water dams to control the flow of the splash pad channels, and slip-resistant

rock formations. The water channels in the splash pad are named after local creeks in the area and are a nod to the surrounding Brentwood area.

Brentwood Parks and Recreation has received an outpouring of positive responses both in person and online from visitors. To quote one visitor, “This park wasn’t just a playground; it was a vibrant community hub where laughter served as the universal language... It’s about more than just play; it’s about building bridges and friendships.” This park has quickly become an integral part of the Brentwood community and the Greater St. Louis region, serving as a vibrant gathering place where families, friends, and neighbors come together to connect, play, and create lasting memories. Brentwood Park will continue to serve as a destination for fun this summer and well into the future.

Hannibal Aquatic Center Renamed To Honor Longtime Employee

The Hannibal Aquatic Center has officially been renamed to honor a longtime employee, Ronny Ferrel. More than 200 people attended a ceremony celebrating the Ronny Ferrel Hannibal Aquatic Center.

Monetary memorials were made in Ronny’s name to fund swim lessons this summer. Ronny’s favorite part of working at the pool was giving swim lessons. He died June 3, 2023, after working at the pool for 55 years.

Ronny started at the pool as a basket-room employee in 1968, then was a lifeguard, eventually serving as pool manager for many years.

Ronny was retired from the Hannibal School District where he taught for 31 years as a special education teacher at the elementary and high school levels. He taught at Pettibone, Stowell, Oakwood, and Veterans Elementary Schools and Hannibal High School from 1976-2007.

Andy Dorian, Central Services Director for Hannibal, worked with Ronny for many years and said his dedication was renowned. “He loved being at the pool, he was here seven days a week.”

Making a Splash in Florissant: New Aquatic Centers Open Thanks to Proposition A

Florissant residents have a lot to celebrate this summer with the opening of two state-of-the-art aquatic centers funded by a $10 million general obligation bond, passed under Proposition A. The bond, which includes a modest tax increase for residents, has been expertly managed by Lorenzo Boyd at Stifel, ensuring a smooth and efficient process. This ambitious project promises to enhance the city’s recreational offerings and foster a stronger sense of community.

The first of two aquatic centers, the Koch Park Aquatic Center, opened its doors over Memorial Day weekend to an enthusiastic crowd. The center boasts an array of exciting features, including a lazy river, a playful structure for kids, three large slides, and a spacious leisure swim area. Families and individuals alike are thrilled with the new amenities, which provide a refreshing escape and a hub for summertime fun.

Florissant Mayor Timothy Lowery expressed his excitement about the new facilities, stating, “This has been a long time in the making, and we are very excited to show this beautiful aquatic center off to our residents. Providing modern and upgraded aquatic recreational facilities enhances the overall desirability of Florissant as a great

place to live and raise a family. It will also directly contribute to the health and wellness of users of all ages.”

Next on the calendar is the eagerly awaited opening of the Bangert Pool, scheduled for the Fourth of July. This more traditional pool features eight lap lanes, a zero-depth entry for easy access, and a lively splash pad for children. The Bangert Pool will also be the home base for the Florissant Fish Swim Team, fostering local talent and promoting physical fitness among the youth.

The success of these projects is a testament to the hard work and dedication of several key players. Jost Builders and Westport Pools have been instrumental in bringing these state-of-the-art facilities to life, working tirelessly to ensure top-notch quality and timely completion. Additionally, city staff members have gone above and beyond in their efforts to get the pools ready for opening day, from initial planning to final touches.

As Florissant residents dive into the summer season, the new aquatic centers are set to become vibrant community hubs, offering a perfect blend of recreation, relaxation, and fitness. The passage of Proposition A and the successful completion of these projects underscore Florissant’s commitment to improving the quality of life for its residents.

So, grab your swimsuits and sunscreen and head over to the Koch Park Aquatic Center or the soon-to-open Bangert Pool. These fantastic new facilities are ready to make a splash, ensuring that this summer is one to remember in Florissant.

INNOVATION AWARD WINNER

MONARCHS ON MAIN • GRANDVIEW, MISSOURI

Over the years, and thanks to a $6M investment by the city, Grandview Main Street has become the heart of the city. It’s a place where people are drawn to enjoy a walk or a meal outside. Now, thanks to the hard work of Grandview Parks and Recreation, people are going to Main Street for a new reason– and it’s winning awards!

When Cheryl Schweizer came on the job as the city’s first horticulturist, she took note of all the native landscaping planted along Main Street. The pieces were already in place to transform nearly one mile of the street into a Monarch Waystation. All it needed was some milkweed to make Main Street work for nature and bring in some new life.

With support from Parks and Recreation Director Jared Elbert and Parks and Facilities Manager Andy Larson, the idea of Monarchs on Main Street took flight. “We have made it a priority as a department to be conservation-focused within our park system and utilize native plants that have huge benefits to Monarchs,” said Elbert.

So, in early spring 2023 and with $10,000 of already budgeted landscaping funds, Schweizer got her hands dirty planting new native milkweed and other butterflyfriendly landscaping up and down Main Street, while making sure to follow the

waystation guidelines set forth by monarchwatch.org to become a Certified Monarch Waystation.

“My favorite part of this project was getting to speak with the community throughout the planting process,” explains Schweizer. “I was able to educate so many people about the importance of pollinators, native landscaping, and the impacts small landscaping beds can have.”

By late spring, Main Street had been transformed into a blooming beauty teeming with new life and by summer, had become a Certified Monarch Waystation. This effort will help ensure the preservation of the species and the continuation of the spectacular monarch migration phenomenon.

Parks and rec staff ordered metal signs marking the different lots along Main Street at Certified Monarch Waystations to educate the public about plant life and its importance to the ecosystem.

The community loves finding monarch caterpillars on all of the plants and have even spotted a number of chrysalises. “Seeing children’s faces light up when they saw caterpillars and various insects visiting the flowers was heartwarming,” said Schweizer.

The butterflies can be seen in late summer and early fall. Since the plant life is native, Monarchs on Main is a sustainable program that can last for years with minimal water and maintenance– two valuable resources with rising costs. “We truly made a positive difference, even if only on a small scale,” said Schweizer.

Any city can replicate Monarchs on Main, or even recreate it on a much smaller scale. For these reasons, the Missouri Municipal League voted Monarchs on Main its 2024 MML Innovation Award winner for Large Cities (15,000-30,000). Elbert is proud of his team and excited about the honor.

“To be recognized with this award validates our conservation efforts,” he said, “but it also allows us to showcase how natural resource conservation can work within a city.”

This is the first MML Innovation Award for the City of Grandview. Monarchs on Main will be featured at the Missouri Municipal League Conference in September.
