President Emerlinda R. Roman issued Memorandum No. PERR 08-07 dated March 07, 2008 encouraging all offices to observe the four-day work week for the months of April and May 2008. The objectives ofihe four-day work week are for the University to save on utilities and to give persoilnel opportunity to enjoy a three-"day week-end. Since UPOU Los Banos offices are observing the four-day work week, all other offices of UPOU are hereby directed to adept the four-day work we~k (Tuesday to Friday), 7:00 a.m. to 6:00 p.m. or 7:30 a.m. to 6:30 p.m.) effective April 14, 2008. All Learning Center staff shall make the neces?ary arrangements on their scheduled day-off through the Office of the Vice Chancellor for Academic Affairs since they are required to be in the Learning Center from Tuesday to Saturday. The Office of the Chancellor and the Office of the University Registrar shall continue to be the Nerve Centers of the University. May we also remind everybody that all government employees are required to undergo the annual medical and physical examinations for their continued employment in the Civil Service as stated in CSC Memorandum Circular No. 17 series of 1989. For employee who has an existing membership to a Health Maintenance Organization (HMO) and opted to avail his/her privilege, he/she still has to subject to a physical examination by the University Physician (in this case the Medical Officers of the UP Health Service) and the same time, submit the results of the laboratory examination taken from their HMO laboratory for interpretation (1157th Meeting of the U.P. Board of Regents held on December 19, 2001). Let us all encourage examination.

May we also remind everybody that all government employees are required to undergo the annual medical and physical examinations for their continued employment in the Civil Service as stated in CSC Memorandum Circular No. 17 series of 1989. For employee who has an existing membership to a Health Maintenance Organization (HMO) and opted to avail his/her privilege, he/she still has to subject to a physical examination by the University Physician (in this case the Medical Officers of the UP Health Service) and the same time, submit the results of the laboratory examination taken from their HMO laboratory for interpretation (1157th Meeting of the U.P. Board of Regents held on December 19, 2001). Let us all encourage examination.

It has been observed that purchase of goods/services which include supplies, materials, furniture and equipment, repair and maintenance, and other related or analogous services or other services necessary in the operation of the unit/office, infrastructure projects and consulting services are not included in the APP. Please be reminded that no procurement shall be undertaken unless it is in accordance with the APP. This is in compliance with Section 7 of Implementing Rules and Regulations of Republic Act 9184. In preparing your APP, it is important that you consider your budget allotment for CY 2008. This means that if you allotted this much for supplies and materials, your allocation for your other MOOE will be affected. The deadline for submission for the 4thQuarter is on 15 September 2008 and on 31 October 2008 for CY 2009. Attached is the APP form and the price list of office supplies for your guidance/reference.

LUMANTA,) Vice Chancellorfor Finanft\and Administration SUBJECT: WITHHOLDING TAXES FOR CY 2008 AND YEAR THEREAFTER As a mandatory provision of Revenue Regulations Nos. 2-98 and 10-2008 dated April 17, 1998 and July 8, 2008, respectively on the substituted filing of income tax, all withholding taxes from compensation during the taxable year must equal to the income tax due on the same year. In view of the above, the corresponding withholding taxes for income tax due during the year will be deducted from compensation of all UPOU employees. Should your net take home pay cannot accommodate the reQuired withholding taxes, and/or the withholding taxes not eQual to your tax due, said amount shall be deducted. from whatever benefits and lor any remunerations due to you during the taxable year. In any instance where the compensation still cannot accommodate the necessary withholding tax (due to receipt of other taxable remunerations towards the end of the taxable year), any deficiency that would result therefrom must be paid/deducted from the compensation in the payroll periods (until March) of the succeeding year. A duly si2l1ed promissorv note has to be accomplished for this purpose. The anticipated compensation until the end of the taxable year will be computed beginning October 2008 to come up with the estimated amount of total withholding tax for the year. Any excess deductions of withholding tax shall be refunded to concerned employees immediately after the taxable year. Please be informed that as per Memorandum No. AAS 08-078 dated October 22, 2008 issued by the Vice President for Administration, faculty administrators and staff can now apply for monetization of leave credits up to 10 days for CY 2008. The remaining leave credits after monetization however, should be five days for vacation leave and 15 days for sick leave. Application for leave (Monetization) should be received by HRDO on or before November 14, 2008. The approved amount will be released starting November 28, 2008. May we also remind everybody that all Daily Time Record (DTR)and Certificate of Service (COS) (until October 2008) should be received by HRDO before November 14, 2008. Thank you.

LUMANTA Vice Chancellor for Fin;pfe and Administration SUBJECT : PAYMENT OF THE REMAINING 50% OF YEAR-END BONUS AND CASH GIFT Please be informed that the payment of the remaining 500/0of year-end bonus and cash gift for the year 2008 is scheduled on November 18, 2008 (Tuesday). You may recall that in the meeting held in Puerto Azul, Tamate, Cavite last May 26, 2008, it was agreed that all tax dues for the year shall be deducted from any remunerations and benefits that will be granted during the same year. This is to comply with Revenue Regulations Nos., 2-98 and 10-2008 dated April!?, 1998 and July 8, 2008, respectively which require that all withholding taxes from compensation must equal to income tax due of the employees. As per Revenue Regulations, other taxable bonuses/benefits rec~ived during the year, e.g. centennial bonus recently granted by UP is subject to income tax and consequently to withholding tax. Since the amount of centennial bonus is substantial, this amount increased the taxable income bracket of the employees and/or exceeded the allo~able non-taxable benefits. Thus, the deficiency on withholding taxes has to be deducted from whatever benefits each employee will receive during the year, which include the remainini! 50째A. 13thmonth Dav and cash i!ift. Kindly refer to Memorandum No. MFL08-028 dated October 9, 2008 relative to the withholding taxes for CY 2008 and year thereafter for your guidance. In view of the foregoing, the remaining 50% of the year-end benefits may not be received in full by some concerned employees. The Accounting Office shall provide each employee the computation of tax due in January 2009. Thus, any queries regarding this matter can be discussed after issuance of the said computation.

Beginning January 2009, UPOU officials, faculty and staff will be able to draw their salaries based on their preferred option. To effect this scheme, all concerned UPOU officials, faculty and staff need to officially indicate their preferred option by returning the attached form to the Cash Office on or before December 4, 2008. Failure to submit this form on said date will mean that the present system of withdrawing salary will be retained for the given UPOU employee.
