I am thrilled and honored to be MountainStar’s new executive director. Having worked as the program director here for the past two years, I have seen firsthand the impact that we can have on families. I have been impressed by the dedication and compassion that MountainStar’s staff bring to their work each day. My heart is warmed when I think about the ongoing commitment of our community to support MountainStar’s services.

As we celebrate 20-years this year, we have a unique window to reflect on accomplishments and to plan for the future. Together we have provided support and services to 5,000 children and their families – over 20,000 people in total! Another important number: 98.4% of those children remained safe from abuse and neglect. Whether you have been involved with MountainStar from the beginning or are new to our programs, these are statistics we can celebrate together.

As the new executive director, I am inspired by this work and committed to continuing MountainStar’s legacy of service to our community. In these pages, you will see more celebrations of our first 20 years, as well as goals for the future. Our central priority remains the same: to provide high-quality therapeutic services, with a focus on trauma-informed care throughout the organization, and ensuring we reach Central Oregon families whose children are at risk for abuse and neglect. I will work every day to continue raising awareness for prevention services and the importance of investing in our young children.

NEW PROGRAM DIRECTOR – TOBIAH BROWN

Dear MountainStar Family,

Hello! I am Tobiah Brown, the new program director. I am thrilled to be with MountainStar. I love and look forward to being a part of a collective effort to ameliorate child abuse prevention services, promote positive parenting, and support family development. The collective is made up of our community’s supporters, board members, interventionists, outreach coordinators, program managers, assistants, cooks, administrative and development team members, and the parents, care givers, and children in our programs. My background is working with children and families, primarily in education and trauma informed care.

The closer I’ve gotten to childhood development the more I recognize the need for mental health support for children and their families as they navigate rocky, hurricane blown roads of trauma. In my new role, a primary focus will be to answer: How should mental health interface with Relief Nursery services? In order to find an answer that will lead to true healing and growth, I will investigate this question to determine a mental health program that meets the needs of the children and families MountainStar serves. I’m motivated to define what that will look like in practice.

This is an exciting time to join the MountainStar team and the vibrant community of support that surrounds us.

TIM RUSK LEGACY FUND

The WHH Foundation invests in human capital to make the world a little better. MountainStar has received support from the WHH Foundation since 2006 with a focus on building organizational capacity. Funds have helped staff key positions including business manager and volunteer coordinator, that enabled MountainStar to grow as a more effective organization to in turn meet the needs of vulnerable children and their families across Central Oregon.

When Tim announced he was stepping down as MountainStar’s founding executive director, the WHH Foundation stepped forward to honor Tim and set up a legacy fund. Once again, the WHH Foundation took the opportunity to grow MountainStar’s expertise and invest in staff’s ability to directly support the mental health of MountainStar families. We are so pleased to announce the creation of the Tim Rusk Legacy Fund with an initial investment of $135,000. In the coming years, MountainStar will expand our mental health services and increase this legacy fund to support our long-term commitment to Central Oregon families.

Health is an important pursuit for families and individuals in our society and culture. Over the past year, our global community has had the opportunity to reassess our goals, use of time, and the value of relationships. People are making different decisions about what’s important and personal next steps. It is in this spirit of reassessment, along with a generous investment from the WHH Foundation, that MountainStar is exploring how to enhance mental health services offered to children and their families in our program.

MountainStar will start this work in a discovery phase – what has worked for us in the past and where have we seen the greatest benefit for children and families. We are listening to MountainStar parents to determine their biggest stressors, transitions in employment, changes in relationships between parents and other family members. We are observing children’s behaviors and communication as they develop within a context of virtual relationships and constrained face to face interactions. We will also look to other programs, being curious about their structures, provisions, and the reception by their clients.

We are committed to creating mental health support that responds to the unique needs of families across Central Oregon. Equipping parents with a broad range of mental health skills to manage life and its multitude of challenges will have an exponential impact on children. At MountainStar we are imagining: what if we could heal generational trauma? What if our brains were healed to the point they could make decisions that met our needs and were even mindful of others’ needs? What if we could construct a more collaborative, relationship-based community?

As we imagine this future, we realize that our goal is to change the world! Our desired outcomes for MountainStar families start from parents making decisions that support their children’s optimal development; caregivers being reflective of their own experiences when thinking about interacting with their children; and children having the tools to process and understand their emotions in a healthy way that nurtures their personal growth. These changes that start on an individual and family level lead to a healthier community and world.

Mental health services are often seen as treatment to help resolve a problem, but we see mental health as a prevention tool. A tool that can help to navigate, manage, and anticipate change. It is empowering for a person to recognize when change is happening and being able to manage that change by anticipating choices and potential outcomes. Mental health gives space for growth that is experienced with control. We are excited to look and listen to our community as we form services, increase the knowledge of our staff, and provide direct support to MountainStar children and their families.

STRATEGIC PLAN

Every day, young children come to MountainStar who need our help. They live in homes characterized by stress, instability, violence and trauma, distractions and chaos. They live in communities where there are systemic barriers to their success such as racism, various types of discrimination, high housing costs, and social disruption. Parents of children at MountainStar love their children, but their actions can also reflect conflicting priorities and impulses, an inability to ensure their child’s safety and security, and a psychology shaped by their own trauma and negative early life experiences.

All these factors impact young children at a time when their brains are developing as fast as one million new neural connections per second. These patterns remain active the rest of their lives and can have detrimental consequences for a child’s future health and success in school. At MountainStar, we pay attention to the adverse experiences of each child in our program and address those adversities through our trauma-informed, therapeutic services.

Over the past 20 years, MountainStar has remained committed to providing strength-based, high-quality, therapeutic services that help vulnerable children and their families in Central Oregon increase resiliency, heal from trauma and toxic stress, and grow to fulfill their potential. We have sustained and further developed our community’s efforts to keep children safe through a robust partnership between the public and private sectors.

Looking forward, MountainStar’s commitment encompasses four major priorities:

1) make equity a priority in our organization;

2) increase services in rural communities;

3) create more community awareness of our mission; and

4) focus on engaging community members to provide the financial support needed to support our work.

These priorities will position MountainStar to address the growing needs of our community with a particular focus in rural areas to ensure families have equitable access to resources and community support. We are committed to expanding our outreach services in Jefferson and Crook Counties along with increased efforts in La Pine to meet the needs of families. MountainStar will maintain its strengthbased, trauma-informed services with a goal of incorporating more mental health services.

MountainStar believes that all children have the right to equitable opportunities that help them achieve their full potential. We are committed to recognizing the history and diverse needs of our community and providing equitable resources to support parents’ efforts in creating a safe and nurturing environment to raise their children free from abuse and neglect. For our clients, staff, and communities, we strive to build a sense of belonging, compassion, and empathy for each other as unique individuals.

While we know that we will not always get it right, we are committed to the sustained effort it will take to realize our vision for MountainStar children and families. We will continue to grow, negotiate, and navigate as an early childhood organization, community leaders, and individuals through the following pledges:

MountainStar hosted its 7th Annual Birdies 4 Babies Golf & Auction Fundraiser at Broken Top Club on August 29th. We are so thankful to the many participants, sponsors, and volunteers who helped to raise critical funds for child abuse prevention.

MountainStar is sorry to report that we had to cancel Carving 4 Kids this year. We miss carvin’ and slingin’ pumpkins with our good friends at Webfoot Painting, but their commitment to MountainStar families hasn’t changed. A big thank you to Gavin and Travis, and the whole Webfoot team for prioritizing child abuse prevention and continuing to raise critical funds for vulnerable families in Central Oregon.

This year, funds raised directly support MountainStar’s outreach program in La Pine. This program meets families where they are and provides critical support when babies and toddlers are at the highest risk for abuse and neglect.

MountainStar Family Relief Nursery’s mission is to prevent child abuse and neglect through community support and therapeutic services that help vulnerable children and families succeed. We are the only program in Deschutes, Jefferson, and Crook Counties providing therapeutic classrooms, parenting education services, and family support targeted at protecting babies and toddlers who are at significant risk for abuse and neglect.

We envision communities that support each parent’s efforts to nurture their children’s emotional, physical, and intellectual development in a safe environment.
