This year at MountainStar has been like no other. At the beginning, classes, home visiting, and crisis support services started smoothly. Management staff worked on plans to open a new Relief Nursery center in Redmond and apply for funding to start preschool programs in Bend, Madras, and Prineville. However, by the middle of March, the pandemic caused us to close classrooms and invent new ways to support families.
Here we are, months later, still adapting to work under COVID conditions. Classes are using a modified schedule to keep groups small and allow time for cleaning. Staff meet parents in the parking lot when they drop off their children. Home visits happen outside or on the phone. We have learned to video-stream family nights with scavenger hunts, cooking classes, and storytelling. This report will give you a picture of the work we have done over the past year – thanks in large part to donations from people like you.
You will read about some of the children and families who are part of our community and are supported by MountainStar. The pandemic has added more stress to families already challenged with tough issues like poverty, physical and mental illness, domestic violence, and addiction. MountainStar staff and board are glad that we live in a community that cares for all its children, especially those with overwhelming obstacles.
Last year, 98% of children enrolled at MountainStar stayed safe from confirmed abuse and neglect despite living in high-stress homes. There were 13,674 child abuse and neglect victims in Oregon last year and 42% of the victims were children under six years old. In Central Oregon, there were 872 victims of child abuse or neglect and that number is expected to increase due to the extra stress from the pandemic.
Over the years, I have seen how parents know intuitively that consistent, responsive, and caring relationships are a young child’s best protection from the toxic impact of constant and overwhelming stress. They may not know all the science, but they are eager to engage with our staff to help make things better for their children and their family. As you will read in this report, we work with parents to ensure their children are safe and get the care needed for healthy development. To state the obvious, our efforts are especially important right now!
We are so excited that our Redmond Center has officially opened its doors and children are coming to class! Community members, local businesses, foundations, and government officials leaned-in to make this project succeed. Visit our website for more details and read our Spring Newsletter!
I am grateful to live in Central Oregon where people step-up to help one another. Community members and other funders donated to our emergency family fund this summer which helped families with rent, bills, and groceries. MountainStar donors contributed to two successful fundraising campaigns and prevented us from laying-off staff and cutting services at such a critical time.
Every day makes a difference for a child, especially during the first three years of their life. Thank you for your interest and support for MountainStar and our effort to ensure that hope starts here!

COVID Impact
In times of crisis, the risk of child abuse increases. MountainStar Families have faced unbelievable challenges over the past six months – delays in unemployment benefits; constant concern of infection as frontline workers; inability to work due to lack of childcare; job losses; and barriers in accessing mental health services and medical care. As the pandemic continues this fall and kids are engaging in remote learning, parents are struggling with a lack of internet access and other school supplies; lack of resources for Spanish speaking families; and increased behavioral issues with kids being isolated at home.
MountainStar staff’s commitment is steadfast, addressing each issue with resources and plans to meet a family’s unique needs.

MountainStar dad was working full-time to support his two kids, “Selena” and “Nicolas.” Both kids lost their mom when they were young. During the pandemic, the kids have been missing their classroom time. This summer, dad’s hours were cut to just one day a week, creating real hardship for the family. Knowing dad was struggling, their home visitor Kathy dropped off a food box, art supplies, and gift cards. After a two-hour outside visit with the family, dad said, “For the first time in a while I feel like a load has been taken off my back, thank you so much.”
“Jackie” is a shy 2-year-old at MountainStar, and her parents are worried about her basic needs during the pandemic. Dad is working two jobs to keep their family afloat and mom struggles with mental health. When they were finally able to make it to the store for groceries and supplies, the items they needed were gone. Desperate, dad called MountainStar to see if we could help. His home visitor, Raquel, dropped off a food box and diapers. He was so happy that he burst into tears and said, “I had nowhere else to turn, thank you for being there for my family and me.”



“Benji” is a high energy wiggle worm and his mom struggles to keep him entertained. Since the pandemic, Benji’s teacher, Whitney, is checking in on them weekly and reading books to Benji over video calls. Benji is able to sit mostly still while Whitney reads to him. When she finished a book Benji would say, ‘More, more!’ so she would pick out a second book and then a third. This reprieve allowed Mom to step into the next room and have a moment to think about household needs and bills that were piling up. When Whitney was done reading, Mom got back on the call and tearfully said, “We are so grateful for the call, knowing someone is thinking of us really helped today.”

MountainStar Family Relief Nursery’s mission is to prevent child abuse and neglect through community support and therapeutic services that help vulnerable children and families succeed. We are the only program in Deschutes, Jefferson, and Crook Counties providing therapeutic classrooms, parenting education services, and family support targeted at protecting babies and toddlers who are at significant risk for abuse and neglect.
