MUMBAI, OCTOBER 21 (PTI): Quality of secondary education, cost of starting a business and the lack of government effectiveness have led India to rally ahead of many South Asian nations ranking at 70 position among 104 nations on the Legatum (rpt) Legatum Prosperity Index (WPI) 2008. “India has a relatively entrepreneurial culture. The “Naga political groups” (factions) and the Forum for Naga Reconciliation met in Dimapur on October 21. This is the fourth meeting since the “A Covenant of Common Hope” was adopted by the Naga Peace Summit III at Chiang Mai, Thailand in August. The representatives from the Naga groups expressed urgency for reconciliation, said the forum today, in a statement. They affirmed sincere commitment in contributing towards the realization of reconciliation. “While recognizing that significant progress is being made at every level of the process, the Naga political groups acknowledged the presence of ground difficulties in realizing reconciliation. After honest deliberation, the representatives expressed optimism that the ground difficulties – how difficult they may be – can be overcome if they are addressed together in the spirit of self-examination, forgiveness and mutual acceptance” the forum said. NPCC responds to NPF Nagaland BJP criticizes Cong

DIMAPUR, OCTOBER 21 (MExN): The political parties are at it again. The Congress today issued a rejoinder to the NPF’s rejoinder which was issued yesterday from the CMO as a rejoinder to an earlier statement of the Congress, over the anti-Christian violence in India. The latest missive from the opposition, this time from NPCC general secretary S. Supongmeren Jamir, said the rejoinder to the congress’ Media cell statement, by the CM’s press secretary “was found to be devoid of substance and direction”. According to the NPCC, the “crux of the issue” before the Christian community in the country today stands “on a threshold of acute threat of our existence”. But, the Congress queried, “can a government who are associated with the BJP, the parental embodiment of Bajrang Dal and VHP be construed as the savior of Christian community?” In this context, the NPCC

DIMAPUR, OCTOBER 21 (MExN): Following the Congress’ criticism at the stance of the NPF-led DAN over the anti-Christian violence, the Nagaland BJP also jumped the wagon to support Rio over the matter. “The genuine concern and efforts of the chief minister, Nagaland, Neiphiu Rio, on the fate of the Christians have also been clearly expressed to the central authorities and on other platforms and the initiative of the central (UPA) Government, lackadaisical though is being observed” stated the BJP in a statement appended by its vice president K. Medom Angami. From day-one of the atrocities against Christians, the BJP Nagaland unit said, the party has “never shied away from condemning” the atrocities and had demanded

HOME MINISTER Imkong L Imchen today claimed that deploying 5 additional companies of NAP (IR) ‘will not solve the problem of kidnappings and rampant extortion in Dimapur’. Rather, he claimed, the people should come forward to ‘inform’ such cases or incidents to the authority in concern at the earliest. He was responding to the demands of the Dimapur Chamber of Commerce in regard to the recent abductions and killings of businessmen in Dimapur, in a meeting at the conference hall of DC, Dimapur. It was attended by the ADC and SP of Dimapur, the city’s Chamber of Commerce and the business community. Imchen said that it is the duty of the state government to provide security to the ‘needy people’. However, he said the government cannot provide security to every house.

But to construe this statement as failure on the part of the department of Agriculture or the Government will be a distortion of facts. THE EASTERN NAGA STUDENTS’ FEDERATION (ENSF), the apex students’ body of the six tribes – Konyak, Chang, Yimchunger, Sangtam, Phom and Khiamniungan – is all set to begin its first phase of agitation with a sit-in dharna at all the Deputy Commissioners’ offices of the four districts of Mon, Tuensang, Longleng and Kiphire tomorrow. The agitation is being staged “in view of the School Education Department’s apathy towards the ENSF’s demand,” stated the press statement issued by the Federation’s General Secretary, P Methna Konyak. The ENSF had demanded that a relaxation of 10 years be allowed to the six tribes under the Federation with regard to the implementation of the new Recruitment Policy for teachers. The new policy for recruitment to the post of teachers makes it mandatory for graduate teachers to have B.Ed degree whereas undergraduate teachers are required to possess ‘Pre-Service

Teacher’s Education’. Eastern Naga Students Federation demanded that 10 years relaxation be given to the six backwards tribes during which to equip themselves with the necessary degrees. However, with no formal response from the government, the four districts have launched the agitation. On being contacted, Principal Secretary of School Education, Banuo Jamir, stated that the Government had already discussed the matter and a Cabinet decision had been passed to allow relaxation of 3 years. It was also decided that after three years, the matter would be reviewed to decide whether relaxation should be continued. However, despite the Cabinet decision, Banuo said that “unfortunately” no official notification had been issued since it was a “conditional relaxation” and it would take time. Meanwhile, ENSF president Y Chillio said that the students had waited patiently for the government’s response for two months even after the expiry of its ultimatum on August 22, 2008. In the face

STATE GOVERNOR and Chairman of North Eastern Zonal Cultural Centre, K Sankaranarayanan, today said that NEZCC is contributing to the development and promotion of the rich cultural diversity and traditions of the northeastern states throughout the country and that the activities of the NEZCC has helped to bring the folk dances, music, drama and songs of the region into prominence. He was addressing the various officials of NEZCC of the region during its annual meeting of executive board and governing body at the conference hall of the Police Officers’ Mess, Chumukedima, in Dimapur. Stating about the NEZCC at Dimapur, which was inaugurated by the late Rajiv Gandhi in 1987, the Chairman said the journey of the last 21 years has been truly challenging and that the Centre has taken up the onerous task of preservation, development and documentation of arts, crafts and literature with special emphasis on folklore, folk traditions and the vanishing arts of the northeast region. “It is incredible that the peo-

Since then October 21 has been observed as Police Commemoration Day all over the country to pay homage to the brave comrades who lost their lives in the service of the country. During the last 12 months in the country, as many as 685 policemen have lost their lives in the line of duty. On 21 October 1959, a small contingent of CRPF patrol party, numbering 10 personnel led by Deputy S P Karam Singh of the Intelligence Bureau, was ambushed by the Chinese aggressors at Hot Spring in Ladakh region. The 10 gallant CRPF heroes had an unequal combat with the heavily armed Chinese troops who had violated the Indian border in an area that is extremely inhospitable and at an altitude of 16000 feet, which is devoid of any habitation or vegetation. The Indian forces, though less in number, had fought the enemy and made the supreme sacrifice of laying down their lives to defend the integrity and solidarity of the country.

The Anal Naga Baptist Association (ANBA) had paid Rs.2,98,400/- before the release of the Bible. Rev. SR Onesemas, Executive Secretary of the Anal Naga Baptist Association, informed that more than 4000 people attended with enthusiasm. Altogether 3000 copies were sold on the day of the release like hotcakes. People rejoiced with special songs sung by the Baptist Choir and Gospel Friends. DIMAPUR, OCTOBER 21(MExN): While calling for reorganization of the Education Department the All Nagaland School Teachers’ Association through a joint release by its president, Kepelhoutuo Chusi and general secretary N. Thungchio Shitire has demanded ‘for trisection of the department into three cells by allowing three Directors’ for elementary, secondary and higher secondary education ‘to man their respective cells efficiently’. On the present structure of the education department, ANTSA lamented that ‘despite its vastness, the manning personnel at the higher level is (in) much contrast with other sister state departments which has been neglected for years altogether’, noting that the education department is the second biggest department next only to the police department in the state. ANSTA is effectively proposing ‘that there should be a Principal Director of school education in particular who can be above the three cell directors to coordinate into the affairs of the entire department’. At present the state has about 1375 schools in primary section, 270 GMS, 116 GHS and 16 higher secondary schools with high school attached, and a total strength of about 18000 employees. ANSTA noted that the ‘department alone had become over loaded and observed that this oldest department need either immediate Restructuring or bifurcation like other states’. It further argued that reorganizing the department ‘would certainly give proper management’ and assist the academic activities and of-

TOKYO, OCTOBER 21 (PTI): India and Japan have made “substantative progress” in their negotiations on the proposed Economic Partnership Agreement (EPA), says Prime Minister Taro Aso but the pact is unlikely to be signed during Prime Minister Manmohan Singh’s visit to Tokyo. Aso said the planned agreement will become the “trigger” for expanding bilateral economic ties. “EPA is one of the most important issues. I would like EPA to become the trigger for further development of the economic relations between Japan and India, Aso said. “In order to

At the Group of Seven finance leaders’ meeting in Washington this month, Japan said it was ready to offer part of its $1 trillion foreign reserves to the IMF if the multi-national lender needed it to support countries facing economic crises. Singh told a group interview with Japanese media on Monday that India, with foreign exchange reserves of roughly $300 billion, would happily accept any request for cooperation in expanding the IMF’s emergency lending scheme, the Nikkei said. Singh is due to arrive in Japan on Tuesday to meet Japanese Prime Minister Taro Aso before heading to China for a summit of Asian and European nations later this week.

GUWAHATI, OCTOBER 21 (ANI): President Pratibha Patil today said that there is an urgent need for augmenting medical institutions in the country. Laying the foundation stone of the Tezpur Medical College in Sonitpur district of Assam, Patil said the country has at present 271 medical colleges out of which about 31,000 medical graduates pass out every year. “The healthcare professionals form the backbone of the medical system in the country. Enough number of skilled medical personnel is essential for making affordable medical facilities available to all,” she added. Patil said the education system in our country should not only to produce capable doctors but also sensitize them to national efforts to provide healthcare to all. Appreciating the Indian Medical Association for their effort to adopt six hundred villages under its project for taking medical fraternity to the villages, Patil said 75 per cent of our medical facilities are located in urban centres while 70 per cent of our population lives in villages where medical facilities are limited. The President said doctors should have a sense of compassion and maintain the highest standards of medical ethics. Assam Governor Shiv Charan Mathur, Chief Minister Tarun Gogoi, State Assembly Speaker Tanka Bahadur Rai and Health Minister Dr. Himanta Biswa Sharma were also present on the occasion. The new medical college to be built in 35 acres of land at Tumuki area, near Tezpur at a cost of around 160 crore rupees, is targeted to be completed by the year 2011. TEZPUR, OCTOBER 21 (UNI): A meal with ‘’her men’’, sweets for those at forward areas and enquiries of their well-being marked the visit of Armed Forces Supreme Commander, President Pratibha Devisingh Patil, to the 4 Gajraj Corps headquarters here today. In a first-of-its-kind gesture from a President, Patil participated in a ‘’Barakhana’’ in the 4 Corps headquarters here when she feasted on vegetarian fare with jawans and officers together, Tuesday being a ‘’no meat-fish’’ day for the Army.

Patil also interacted with the army personnel before the feast, asking them about their welfare and their families. Not to forget those posted at the forward areas along the Indo-China border in Arunachal Pradesh, controlled by 4 Corps, were also sent 20 boxes of sweets by the President. Going through an exhibition at the function venue, Patil took note of the achievements of the 4 Corps, including the mass success the Corps had attained in counter-insurgency operations. She asked at length about the peace initiatives, pursued

Regarding the timing of intervention, Dr. Chumben Murry said more scientific research on the correlation between bamboo flowering and proliferation of rodents is required to develop a “rational mythology”. Talking to NNN, members of the Manipur University Students’ Union (MUTSU) consisting of Humaliabou, vice president, John Pamei and Michael Lunminthang, spokespersons, alleged that since the inception of Manipur University, no tribal graduates of the university have been employed in the university nor given a chance. In this regards the student leaders stated that there was no need of the certificates issued by the Manipur University and that they have resolved to return the certificates if their problems and demands on the issue of tribal reservation were not solved by October 25. “Tribal graduates from Manipur University who have cleared the National Eligibility Test (NET) and the Junior Research Fellowship (JRF) are easily recruited into Jawahar Lal Nehru University (JNU), New Delhi, North Eastern Hills University (NEHU), Shillong and even Tripura University but why not in Manipur University?” questioned the student representatives. They further pointed out that this ‘manipulation’ by the authorities of MU was the main reason why many educated tribal graduates and degree holders have to venture into other states for jobs. In ways like never before, the public imagination is having to seriously contemplate upon the moral and social questions around the nature of crimes that the society is compelled to confront today; and more fundamentally, the profile of its offenders. For close knit community based societies, the scientific study of crimes has indicated that questions concerning crimes of a serious nature, such as homicide have always been difficult to redress in a clinical method largely because of the social implications and the concrete collective social perception on what it considers to be acceptable and unacceptable. Bearing in mind the overriding need of community based societies to maintain the balance of all harmonious relationship for its continued communal existence, a criminal justice system must be culturally evolved so that it is enabled to address both the ethics of justice as well as to ensure that the continuity of harmonious relationship in the society is not imbalanced as a result of the due process of law. This need is important because the roots of the present criminal justice system has been derived from within the social values and world views of a society that is centered on individualism; which remains insensitive to the nuances of community life. For quite some time the public conception of violence focused predominately around political and structural violence, so much to the extent that it failed to fully comprehend that the Naga society itself was increasingly becoming more vulnerable to violence, giving rise to crime. The recent incidences of teenagers and young people involved in serious offences of murder quite clearly reveal the disturbing fact that not only is our society become more prone to violent crimes, but the supposition that the offenders are within a young age group just simply cannot be ignored. The denial syndrome will only encourage it further and it requires us to address the question of violence from a broader societal context – be it political violence or socio-economic violence. Therefore, in light of the disturbing trend of increasing criminal offences particularly amongst the youths, the society by large need to objectively address the situation and introduce remedial measures. To begin with the Government of Nagaland should initiate an independent body of the highest qualification to do a study on the nature of crimes in the Naga context and the factors that are causing youths to take to them. In this case the behavioral impact of violent Hollywood and Bollywood movies, gang culture and violent videogames must also be studies thoroughly, considering that children in our society are exposed to them at a very early age, with no parental control or censorship. The role of trauma in contributing to violence must be studied in a more deliberate manner. The need to have a specially trained and well equipped team to investigate serious crimes like homicide cannot be more emphasized. Notwithstanding the important contribution of the regular police force, it is a matter of prudence to have a homicide unit with the specific purpose of investigating all cases of homicide in a professional manner which is culturally and socially sensitive to the people. Likewise, considering that the institutions of customary law itself have not developed sufficiently and scientifically enough to address complicated nature of crime, a criminal justice system that would be relevant to the context of the situation needs to be seriously explored. The responsibility of mass media in crime reporting needs honest deliberation and the media must acknowledge its accountability to the public in providing information, without sensationalizing the news and to avoid all forms of speculations while investigations are ongoing; and most of all by remaining sensitive to the needs of the affected families. This raises the need to also have journalist who are trained particularly for crime investigation and reporting. Perhaps in this concerted manner, we will be able to start engaging with the roots of the increasing violence. Finally, considering that the increasing crime rate has moral, social and spiritual implications, the responsibilities of religious institutions needs to be weighed. It would therefore be tragic if the highest institutions of the church, maintains the status quo, by stating, that its jurisdiction is only confined to the spiritual realms of human life!

T’S a very long way from the cloisters of Cambridge to the Iraqi city of Mosul, where at least a dozen Christians have been killed this month, and hundreds of Christian families have fled, in that country’s latest sectarian mayhem. But Rowan Williams, head of the 80m-strong Anglican Communion, and Ali Gomaa, the grand mufti of Egypt, were doing their gallant best to minimise the distance as they presided, this week, over a new effort by the world’s leading Muslim and Christian scholars to understand each other. The threat facing Iraqi Christians had “undermined a centuries-old tradition of local Muslims protecting and nourishing the Christian community”, the two clerics carefully opined, as they pledged to create links between Western academia and Muslim universities, like Egypt’s 400,000-strong al-Azhar campus, a place which had already been awarding degrees for two centuries when Cambridge was founded in 1209. “Keep it cerebral” has been the watchword of a sort of strategic Muslim-Christian debate that was launched a year ago and is also bringing pundits together on American campuses such as Yale and Georgetown. Mustafa Ceric, Bosnia’s grand mufti, came to Cambridge to remind fellow clerics that Islam, and Muslim scholarship, has deep roots in European history. Mindful of the row he caused by saying sharia law had a future in Britain, the archbishop stressed some differences between the two faiths’ ideas on love and sacrifice. All a little too academic? Worthy utterances in universities may not ease the woes of Christians in Iraq, but they do reduce the chances that somebody will say the wrong thing and make the situation worse: it was a university lecture by Pope Benedict XVI in 2006 that triggered anti-Christian violence in Muslim lands from Somalia to Turkey. Perhaps all participants in inter-faith discussions should observe the old doctors’ maxim: “First, do no harm.”

Mountain Trails to Peace

A

fghanistan has become the object of tough talk in the midst of gentler feelers toward negotiations. A revived US air war with its casual concern for civilians has also begun. More troops, notably American, are in the pipeline. The familiar calls to build the Afghan military and police force, the routine mantra to every invasion, is heard as regularly as the call of the minaret among the foreign forces stationed there. And finally the hand wringing over the slow pace of development and its cousin corruption is always present. Behind these cheerless calls for nation building is the shadowy ghost of Al Queda and the opium trade. What are we to make of this? How can people with a commitment to lowering the level of violence, advocate in any positive direction? In the short span of a century three great empire builders, Great Britain, the Soviet Union, and the United States and allies in succession have fallen short of their goals for victory over or within the Afghan nation’s multi-ethnic collection of 32 million peoples in seven primary ethnic groups. Should we choose to do so we may learn from these experiences. Afghanistan, particularly its southern and eastern sector is made up of an interlocking quilt of Pashtun tribes, clans, villages, alliances and overlays of larger movements like the Taliban and other religious or economic connections. These groups have a long history of work together, vendettas, violence and complex formulas for dispute settlement that sometimes require generations to conclude. They know how to negotiate with each other and usually believe, like most people in the world that violence must be answered in kind - an eye for an eye. This cacophony of expectations, assumptions and cultural patterns are not the expertise of visiting soldiers, distantly trained development sages or the long arms of central governments. Even the Pakistani government has learned to tread lightly in these tribal areas and has been known to get burned from thoughtless policies. Who are these Pashtun people? The Taliban is not the only supra tribal militant organization to appear among the Pashtun in the last century. Badshah Khan, a child of a Pashtun elder near Peshawar, Pakistan burst on the scene less than a century ago and organized his people into the 100,000 person Khudai Khidmatgar (Servents of God), one of the largest nonviolent armies the world has known. This pan tribal movement that allied itself with Gandhi’s freedom work was highly disciplined and its members were often arrested, beaten, jailed and even killed by the British imperial forces. After the Salt Satyagraha (Salt March) organized in India in 1930, over 200 Khudai Khidmatgar were shot and killed by British Imperial forces in Peshawar. When people joined the Khudai Khidmatgar they took an oath.

In order for any of this to happen they believe that they must have at least a semblance of peace. Experience has taught them, like it is preached elsewhere, that peace comes through force, strength and resistance to the silly outsiders, crazy with bullets, brawn and new trinkets for war. When the Taliban appear with an organization, a strategy and a vision consistent with at least some deeper religious values there is little wonder that support unfolds. But this support is not aimed at a permanent state of war. It is to achieve a state of peace. Like President Bush many Pashtun believe in peace through force.

lage classrooms by village suras (councils). Without the threats from the air and enemy soldiers they know how to find a way across enemy lines to fashion thousands of local treaties. Like their ancestors going all the way back to Alexander the Great they may even discover a tentative tolerance of central governments if those governments learn the lessons of history - leave their culture to unfold as it will so that those hearts that were formed by the two strategies of active resistence can inform real solutions. The opium problem can find its own demise based on the convictions of Pashtun tribal people. In the end their solution arising from the character of lived culture will be faster than the high tech chemical defoliants manufactured in distant factories. As for Al Queda, it would have fewer allies among Pashtun peoples if the US government and its allies were less insistent that their modern nation building vision was so right. The message of the US, Canadian, and NATO guns and air planes is that the tribal way will be destroyed. This is not a message that Pashtun people or people anywhere welcome. Nations do not get built by foreigners weighted down with heavy advice. Nations get built when the internal time is right. The Oath of the Khudai Khidmatgar (Servants of God)

His pan Pashtun movement kept the Pashtun people, long feared and on the fringe of the British Raj, knitted to the larger political and social developments of the region during the period of the independence struggle. Taliban leadership is more diffuse and reflects a second generation working through negotiations, pressure, force and traditional alliance to craft a coalition. Both built international alliances as part of the long term struggle for security. Today the tribes of south and eastern Afghanistan want to be able to feed themselves and even improve their lives a little. They want to sell crops or other items to earn money. In general they know how to farm, organize irrigation and care for the land. They are no more inclined to give up their opium crops that bring a good price than other farmers around the world are about to give up high priced corn, or cattle which may also be unhealthy. Of course their love affair with opium as a cash crop might be reconsidered if they

But it is slowly deteriorating and diminishing because of the influx of the illegal immigrant sheltering in every nook and corners of the Naga ancestral home and whereby creating an identity crisis to the Naga community at the present time which we cannot deny the fact. Today, we can see many social evil practicing in our land which is in no way related to our culture and tradition but it is a foreign culture, which our younger generations have already adopted, and it is no doubt becoming a harmful practice. Work culture vanishes as and when our Nagas began to keep the illegal immigrants in our land. Everyday hundreds of illegal immigrants are poured down at the railway station Dimapur, who were being flushed out from our neighboring states like Arunachal Pradesh, Assam etc. Knowing the negligence and ignorance of the Naga people about them interestingly Dimapur the commercial hub of Nagaland has become the homeland of the illegal immigrant. The hospitality and the kindness towards the so called illegal immigrant have become a worm that is swallowing the indigenous identity of the Nagas. Where after some few years we will be losing our identity and as a laymen my opinion and views in this regard does not mean in no way to discriminate the foreigner or non-Nagas residing at our homeland, but as a concern Naga citizens it is a serious matter where every Naga youngster should ponder upon for our upcoming generation to once again live with Pride as an Indigenous People. All conflicts do eventually end. Some end when one side is able to overwhelmingly defeat the other side. This is most unlikely in Afghanistan where grievances are passed from generation to generation during which the international supporters always lose interest. Usually there are negotiated ends to armed conflicts. This occurs especially when one side or both just get tired of the battle and are collectively exhausted. Practitioners of conflict resolution and diplomacy believe that a resolution can happen faster when their science is applied in a sustained way over time often with the help of various confidence building measures. Two of the many sides of the Pashtun character in struggle are revealed in the strategies of the Khudai Khidmatgar and the Taliban. We can say confidently that the Taliban will never be permanently defeated on the battlefield. Their predecessors, The Servants of God, were also never defeated by British bullets. Today if you travelled the bazaars of Peshawar and Afghanistan as I have, you will find the children of the Khudai Khidmatgar still bringing the fruits of nonviolent struggle to the people, evolving traditional methods of conflict resolution often worked out in vil-

ast month, when the U.S. Treasury Department allowed Lehman Brothers to fail, I wrote that Henry Paulson, the Treasury secretary, was playing financial Russian roulette. Sure enough, there was a bullet in that chamber: Lehman’s failure caused the world financial crisis, already severe, to get much, much worse. The consequences of Lehman’s fall were apparent within days, yet key policy players have largely wasted the past four weeks. Now they’ve reached a moment of truth: They’d better do something soon — in fact, they’d better announce a coordinated rescue plan this weekend — or the world economy may well experience its worst slump since the Great Depression. Let’s talk about where we are right now. The current crisis started with a burst housing bubble, which led to widespread mortgage defaults, and hence to large losses at many financial institutions. That initial shock was compounded by secondary effects, as lack of capital forced banks to pull back, leading to further declines in the prices of assets, leading to more losses, and so on — a vicious circle of “deleveraging.” Pervasive loss of trust in banks, including on the part of other banks, reinforced the vicious circle. The downward spiral accelerated post-Lehman. Money markets, already troubled, effectively shut down — one line currently making the rounds is that the only things anyone wants to buy right now are Treasury bills and bottled water. The response to this downward spiral on the part of the world’s two great monetary powers — the United States, on one side, and the 15 na-

tions that use the Euro, on the other — has been woefully inadequate. Europe, lacking a common government, has literally been unable to get its act together; each country has been making up its own policy, with little coordination, and proposals for a unified response have gone nowhere. The United States should have been in a much stronger position. And when Mr. Paulson announced his plan for a huge bailout, there was a temporary surge of optimism. But it soon became clear that the plan suffered from a fatal lack of intellectual clarity. Mr. Paulson proposed buying $700 billion worth of “troubled assets” — toxic mortgagerelated securities — from banks, but he was never able to explain why this

WRITE-WING would resolve the crisis. What he should have proposed instead, many economists agree, was direct injection of capital into financial firms: The U.S. government would provide financial institutions with the capital they need to do business, thereby halting the downward spiral, in return for partial ownership. When Congress modified the Paulson plan, it introduced provisions that made such a capital injection possible, but not mandatory. And until two days ago, Mr. Paulson remained resolutely opposed to doing the right thing. But on Wednesday the British government, showing the kind of clear thinking that has been all too scarce on this side of the pond, announced a plan to provide banks with £50 billion in new capital — the equivalent, relative to the size of the economy, of a $500 billion program here — together

with extensive guarantees for financial transactions between banks. And U.S. Treasury officials now say that they plan to do something similar, using the authority they didn’t want but Congress gave them anyway. The question now is whether these moves are too little, too late. I don’t think so, but it will be very alarming if this weekend rolls by without a credible announcement of a new financial rescue plan, involving not just the United States but all the major players. Why do we need international cooperation? Because we have a globalized financial system in which a crisis that began with a bubble in Florida condos and California McMansions has caused monetary catastrophe in Iceland. We’re all in this together, and need a shared solution. Why this weekend? Because there happen to be two big meetings taking place in Washington: a meeting of top financial officials from the major advanced nations on Friday, then the annual International Monetary Fund/World Bank meeting Saturday and Sunday. If these meetings end without at least an agreement in principle on a global rescue plan — if everyone goes home with nothing more than vague assertions that they intend to stay on top of the situation — a golden opportunity will have been missed, and the downward spiral could easily get even worse. What should be done? The United States and Europe should just say “Yes, prime minister.” The British plan isn’t perfect, but there’s widespread agreement among economists that it offers by far the best available template for a broader rescue effort. And the time to act is now. You may think that things can’t get any worse — but they can, and if nothing is done in the next few days, they will.

If Elected ... How would If Elected ... How would a President McCain govern? President Obama govern?

rabble-rouser from his earliest days, John McCain has never been one who likes to be told "no." There's no reason to think a President McCain would be any different. McCain styles himself as a Teddy Roosevelt Republican, eager to be in the arena. If elected, he could be expected to pick certain issues and push them to the limit. Look for him to throw down the gauntlet in a few high-profile battles - vetoing legislation larded with pork-barrel projects, for example. He's already promised to make an example of legislators who try to finagle government dollars for pet projects without thorough review, saying over and over, "You will know their names. I will make them famous." He'd plant his feet firmly in resisting a timetable for withdrawal from Iraq. He'd try to give people new tax credits for health insurance and - in a first for a Republican president – move to deal aggressively with global warming even while opening more offshore waters to oil drilling. But his my-way-or-the-highway approach would only take him so far, particularly when the nation's economic crisis is sure to limit maneuvering room for whoever becomes the nation's 44th president. And especially for McCain, since Democrats are likely to strengthen their majorities in the House and Senate come Election Day. As a candidate, McCain has stressed his ability to work with congressional Democrats while standing up to those in his own party. There's no skill he'd need more if elected. "He's going to have to truly be the maverick McCain who takes on his own party," said Darrell West, director of governance studies at the Brookings Institution, a think tank. "He will not be able to govern as a conservative Republican." McCain's task would be further complicated by the conservative stances he adopted during the campaign season. "If he compromises too much with the Democrats, he'll face a grass-roots rebellion from conservative activists who were always suspicious that McCain is not one of them," West said. McCain talks boldly about what he could accomplish if voters put him to work at the Resolute Desk in the Oval Office. Even in the face of the economic meltdown, he has continued to set high expectations. Strengthening Social Security? "Look, it's not that hard to fix Social Security. It's just tough decisions." Finding Osama bin Laden? "I'll get him no matter what, and I know how to do it." Financial chaos? "The point is we can fix our economy." What about the triple challenges of health care, energy policy and entitlement reforms? "We can do them all at once." In short, he says,

"We need to change the way government does almost everything." McCain's good friend Sen. Lindsey Graham, a South Carolina Republican, envisions McCain using the presidency in a big way. "Man, would we do a lot if he got to be president," Graham says. "He would push Congress to do things it should've done 20 years ago." This is how McCain framed his mission when he announced his candidacy on April 25, 2007, in Portsmouth, New Hampshire. "I'm not running for president to be somebody, but to do something; to do the hard but necessary things, not the easy and needless things." For all that bullish talk, though, McCain knows he will have to display a measure of pragmatism. Three times in recent weeks, for example, he has supported legislation allowing thousands of pork-barrel projects to go forward, rather than oppose bills that contained other important features such as the $700 billion financial rescue package. And although neither candidate wants to talk about it, the financial crisis surely will narrow the next president's possibilities. "This financial crisis may just have pulled the rug out from under any meaningful honeymoon, when a president tries to identify his top priorities and exploit the honeymoon period," said Steven Smith, a political science professor at Washington University in St. Louis. Instead, Smith said, "A major part of the next president's first State of the Union address will be how we proceed after getting through the first stages of this crisis. ... There are going to be pretty massive restraints on new initiatives." Even McCain's promises to cut government spending would be tougher to fulfill because of the economic mess, Smith said, because "it doesn't make a lot of sense economically, when we might be headed into a recession, to radically reduce the federal deficit." McCain himself has acknowledged that the economy is not his strong suit, meaning he'd have to rely heavily on his staff and Cabinet. McCain is more comfortable dealing with foreign policy than domestic affairs, and he'd have a freer hand there. The former Vietnam prisoner of war, and son and grandson of admirals, eagerly claims the credentials to serve as commander in chief. He refuses to set a timetable for withdrawing U.S. troops from Iraq, and pledges unspecified troop increases in Afghanistan. For all his years in the public eye, the 72-year-old McCain, a four-term senator, has had little in the way of executive experience, making it harder to predict his governing style. Calvin Mackenzie, a Colby College professor who has written a paper about predicting presidential performance, says McCain could be expected to take a strong stand on a few symbolic issues and willingly delegate other major policy matters. Despite McCain's many campaign promises, says Mackenzie, "I can see a presidency like Eisenhower's, a sort of senior statesman capping his career as president without much of an agenda to do anything and not pushing very far on policy initiatives." Mackenzie predicts McCain would be afflicted with the same malady as Richard Nixon, who savored foreign policy but was less interested in the budget and other domestic matters, a disease known as MEGO, short for My Eyes Glaze Over. "I think we'd see a lot of that with McCain," he said. One thing that can be predicted with confidence is McCain's unpredictability - he's gone out of his way to do the unexpected. "I can imagine McCain, on one issue or another, trying to come up with surprise agreements," says Smith. That could help McCain set the agenda in a way that makes it difficult for opponents to take it in a different direction. McCain also can be sure to show at least flashes of his famous temper. That can be used to dramatic effect, to underscore one's resolve. But it can also backfire. "I think members of Congress won't like that style in the White House," said West. "That will make it more difficult for him to bargain and negotiate with members of Congress. I mean, they don't like getting yelled at." And given McCain's advanced age, speculation would be strong from Day One about whether he'd seek re-election. That could portend an even more independent Senate, with lots of jockeying by potential presidential candidates for 2012. Much has been made of McCain's selection of Sarah Palin as a running mate, and questions have been asked about her qualifications to serve as vice president. Palin says she and McCain have identified three areas where she would take the lead: promoting energy independence, reform of government overall and working with families who have children with special needs. Those fit with Palin's background: As Alaska's governor, Palin has dealt with a variety of oil and gas issues, and has pushed for government reforms. She also has a six-month-old child, Trig, with Down Syndrome. Smith envisions McCain working with Palin in a way that is akin to how the first President George H. W. Bush used Vice President Dan Quayle - delegating broad responsibility in a few specific areas rather than relying on the vice president to serve as an all-purpose adviser in the style of vice presidents Dick Cheney or Al Gore. That means McCain could end up leaning more heavily on his secretaries of State and Defense. He has promised to include Democrats in his Cabinet, and his friend Sen. Joe Lieberman, a Democrat-turned-independent, also has been the subject of speculation for a Cabinet slot.

or all Barack Obama's talk about change, there are signs that in style if not substance - a new White House under Democrat Obama would operate much like the current one under President George W. Bush. Think discipline, efficiency and secrecy. These are hallmarks of Obama's campaign, just as they have been for the last eight years in the leak-proof, tightly managed Bush administration. If Obama becomes the nation's 44th president, however, the extraordinary history-making aspects of his ascension could for a time overshadow almost everything else. The nation would have its first black leader, one of its youngest presidents ever and someone with a varied, even exotic, background. The book on the United States' checkered history of race relations would add a new chapter. And even if Obama's honeymoon was short-lived, the world would see America in a new light. There are other ways, small and large, that an Obama White House promises to usher in newness. Obama's two daughters, at ages 10 and 7, would be the youngest residents to roam the White House since 9-year-old Amy Carter tagged along with President Jimmy Carter and his wife in 1977. Obama's poise at the podium would end an era of water-cooler jokes about presidential malapropisms. On issues, Obama's approach on everything from Iraq to health care would look much different from the last eight years. He has pledged to preside over an unconventional style of politics and policy development virtually blind to party, an intriguing possibility even if hard to trust after years of divisive partisanship. Circumstances often spring game-changing surprises on a new president. But how candidate Obama has managed his campaign, and what he's promised along the way, offer hints of how a President Obama would govern. Obama, like Bush, demands an orderly shop. Aides are expected to be both tightlipped and tight-knit. They get a "no drama" speech upon hire. And even if that rule is violated, histrionic disagreements over strategy, policy or personality are expected to stay behind closed doors, and they actually do. Most events come off like clockwork. Obama's style as a candidate predicts a chief executive officer-style president, one who delegates rather than micromanages. It's the same model as for Bush, the nation's first president with a masters in business administration. It derives in part from something the two men have in common: natural political gifts that set them on a path to the White House that took shortcuts around much government experience. That means policy experts are needed for heavy lifting. The 47-year-old Obama hasn't finished his first term in the U.S. Senate, and before that had just eight years as a state lawmaker under his government belt. Obama, like Bush, relies most on a small, hard-to-penetrate inner circle. It's been a successful formula, but can irk power players in his party and in Congress, who sometimes see Team Obama as too insular. This image was only fed by the decision to place Obama's campaign headquarters far from Washington in Chicago and the way his campaign used the Internet and grass-roots supporters, more than party bosses, to capitalize on the Obama phenomenon. Obama's discipline is less about the importance of secrecy and more about making the organizational trains run on time, said Princeton University political historian Julian Zelizer. Bush and Obama stand for very different things, says Zelizer, but Obama "runs his campaign with the same sort of methodical efficiency and closed nature of the Bush White House." "He's not going to have a freewheeling White House where people are free to go out on their own and do what they want and be allowed to talk to the press," Zelizer said. Sen. Dick Durbin, a longtime Obama friend and fellow Illinois Democrat, says Obama created a tight ship in part by being willing to hear things he doesn't like from aides, and by not ripping into them when mistakes were made. "There were setbacks, but there was no bloodletting," he said. Obama is known for his loyalty, as well as for preferring aides who keep their mind on the work and the attention on the boss. Know much about David Plouffe or Valerie Jarrett or Pete Rouse or Steve Hildebrand or Robert Gibbs or David Axelrod? These campaign masterminds could well soon have offices in the White House, but none has become a celebrity aide in the mold of Bill Clinton's James Carville or Bush's Karl Rove. Obama's own style combines cool-to-the-point-of-detached bearing with cerebral decision-making and natural charisma. His Republican rival, John McCain, casts Obama as indecisive, inexperienced, and aloof - a celebrity empty suit. Obama's camp counters that he is a leader who thinks first, decides later and remains calm in a crisis. Regardless, Zelizer said, Obama will need to guard against abandoning his natural caution to launch a spree of legislative action right off the bat. Going too far to please Dem-

With all the attention that is paid to a president's first 100 days in office, candidates themselves often divide their proposals between those with get-it-done-now status and those that will have to wait. One issue that won't wait even until Inauguration Day is the battered economy. Obama supports immediate action, in a special post-election congressional session, to spend billions on new economic stimulus measures. His ideas: a moratorium on home foreclosures, tax breaks for job creation and small-business investment, penalty-free withdrawals from retirement accounts, an unemployment benefits extension, support for state and local governments, money for infrastructure construction, and doubled loan guarantees for automakers. Beyond that, Obama has defined three big issues for the first 100 days of his presidency: working to bring combat troops home from Iraq in a little over a year, beginning a plan to achieve universal health care coverage, and getting started on a far-reaching energy plan. During 20 months of campaigning, he also has promised that many other things will gain his immediate attention, among them: immigration reform; a strict ethics code; a review of Bush's executive orders, particularly those dealing with warrantless wiretaps, the prison at the Guantanamo Bay Navy base, and interrogation techniques; and a rural policy summit in Iowa with accompanying legislative proposals to Congress. With an economic emergency at hand, many may have to be postponed. But for a man whose candidacy got rocket fuel from his opposition to the decision to go into Iraq, the one promise Obama cannot afford to put off is the one to end the war. Obama has promised that ending the war would be a priority not for his first 100 days in office - but for his very first. The Joint Chiefs of Staff will find themselves in the Oval Office on Jan. 21, he says, being handed a new mission from their commander in chief "to end this war, responsibly and deliberately, but decisively." In all these things, Obama has reached big. That means he would need to spend a fair amount of time early on building bridges to Capitol Hill. Working with a Congress controlled by his own party doesn't guarantee he'd easily get what he wants. To marshal public support for his agenda, he'll need to draw on his vaunted oratorical skills. His speeches may be as measured as his "No Drama Obama" demeanor. But with subtle shifts in volume and pacing, Obama can move an audience to thunderous ovation or hushed attention. That's a potent tool, in governing as well as politics. "The smart thing to do," Zelizer said, "would be to keep that up."

No trial under POTA if review committee decides otherwise: SC NEW DELHI, OCTOBER 21 (PTI): The Supreme Court today held that a trial under POTA cannot proceed once the review committee gives the finding that the offence against the accused cannot be made out under the anti-terror law. However, the apex court said the state can always file an appeal against POTA review committee. The verdict was pronounced by a bench headed by Chief Justice K G Balakrishnan on a bunch of petitions filed by the accused in the Godhra train carnage challenging the decision to prosecute them under the anti-terror law even after the Gujarat state POTA review committee had held that offence under POTA cannot be made out against them.

RJD supremo demands probe into Jamia encounter NEW DELHI, OCTOBER 21 (AGENCIES): Joining Samajwadi Party over the Jamia encounter issue, Railway Minister Lalu Prasad on Tuesday demanded an inquiry into the gunbattle, saying it will help to clear all doubts. The government should order a probe to come clean on the Jamia Nagar encounter in South Delhi, Prasad said on the sidelines of a railway seminar. “I had spoken to the Prime Minister and Home Minister on the matter. I told them the need for such a probe,” he said. However, the minister did not insist on judicial probe. “I am not asking specifically for a judicial probe. But there should be a probe to clear all doubts,” RJD chief said. Prasad also pointed out that the matter was raised in the National Integration Council meeting where many political parties and individuals demanded a probe into the incident. Earlier, Samajwadi Party leader Amar Singh had demanded a judicial probe into the incident.

Yoga guru slams religious conversion

ROURKELA, OCTOBER 21 (PTI): Yoga guru Swami Ramdev has criticised religious conversion by inducement and said he would work to build a healthy and stronger India by taking the benefits of yoga and ayurveda to more than six lakh villages in two years. Ramdev, who is here to attend a six-day yoga camp that began on Tuesday, told reporters that religious conversion in the name of providing service should be stopped in the country. Condemning the killing of Lakshmananda Saraswati, the Yoga guru called for restoration of peace and harmony and said reactionary religious practices lead to confrontation. No religion permits violence, he said. Describing himself to be a ‘patriot’, he touched upon a host of political issues and spelt out his desire to float Bharat Swabhiman Manch (BSM), which would work to bring a revolutionary change in the eroding individual and national character. Referring to his mission for healthy nation, he said his Dibya Yoga Mandir Trust is working overtime to ensure availability of at least one yoga trainer in each village. The Dibya Yoga Mandir Trust has received a donation of Rs 400 crore and plans afoot to set up a mega integrated university on yoga and ayurveda study, he claimed.

Chandrayaan-1 embarks on 2-year moon mission today BANGALORE, OCTOBER 21 (PTI): If things go as planned, India's unmanned moon spacecraft – Chandrayaan-1 – embarks on a two-year mission tomorrow seeking to throw more light on earth's only natural satellite. Indian Space Research Organisation (ISRO) spokesman S Satish said the sky is overcast and there are heavy rains, but it is not a cause for worry. A delay will happen only in case of a cyclone or lightning. Rains will not hamper the spacecraft's lift off, ISRO sources said. "Only cyclone-related incidents and lightning could force a delay," the sources said. The lift-off is slated around 0620 hours on board indigenously-built rocket, PSLV-C11, from the spaceport of Sriharikota on the east coast in Andhra Pradesh, some 100 kms north of Chennai. The event would mark India's entry into select band of lunar explorers – the European Space Agency (ESA), Japan, China, the US and Russia which have undertaken moon missions. "Basically, this (Chandrayaan-1) is meant for a comprehensive mapping of the lunar surface," ISRO Chairman G Madhavan Nair told PTI. "Earlier missions (by others) focused on specific regions or looked at one aspect or other only. It's for the first time (in the world) that we will have the entire lunar surface mapped up." Chandrayaan-1 is seen by some analysis as a move by India to catch up with Asian rivals China and Japan, and not lag behind in the race for moon. Coupled with the "pride factor", Chandrayaan-1 would signal India's rising international stature, seen as a reflection of its space prowess as well as build on its technological capability to undertake inter-planetary missions in the coming years.

Raj Thackeray sent to 14-day judicial custody

MUMBAI, OCTOBER 21 (AGENCIES): MNS chief Raj Thackeray was sent to two-week judicial custody till November 4 by a Bandra court on Tuesday. Raj was sent to judicial custody in connection with a case filed against him in Kalyan, after MNS activists beat up students there. He was however granted bail on a surety of Rs 15,000 in the Kherwadi case, where MNS men attacked North Indian candidates appearing in a rail exam on Sunday. The MNS chief was produced before the Bandra court after being arrested by Mumbai Police from Ratnagiri in the wee hours of Tuesday. He is being taken to the Kalyan jail. Earlier in the day, the police had also imposed a two-month gag order on Raj, thus preventing him from addressing public rallies and talking to the media. His arrest has triggered violence across Maharashtra, with police resorting to lathicharge in several parts to dispel the protesters. Heavy stone pelting by MNS supporters was also reported from outside the Bandra court before Raj was produced there. The police also fired in the air in Malad to control the rampaging activists. Mumbai DGP AN Roy had earlier said that the police would oppose bail for Raj in the court. Raj has been charged under Sections 153, 353, 336, 425 and 427 of IPC, police said. Preventive arrests of MNS activists were also made in large number in order to maintain peace across the city, police said. Meanwhile, Home Minister Shivraj Patil said that Centre has sent at least three advisories to Maharashtra government in the wake of attacks on north Indians by MNS activists.

Arrest triggers violence

Following the arrest, sporadic instances of violence were reported from various parts of Maharashtra and Section 144 was imposed in certain parts of Mumbai. MNS activists burnt a toll booth in Mulund while two buses were damaged in Bhiwandi. Violence was also reported from Nasik, Thane, Virle Parle, Juhu, Jogeshwari and Pune. According to reports, about 350 taxis were also damaged in the violence that

There were also reports of some unidentified men throwing stones at the suburban resident of Congress spokesperson Sanjay Nirupam. Incidents of stone pelting at municipal and private buses were reported here this morning following the arrest of MNS chief Raj Thackeray in Ratnagiri. In Kothrud area, some alleged MNS activists damaged a company's bus that was taking its employees to workplace. Elsewhere, a few Pune Municipal Transport (PMT) buses were stoned by miscreants, police said. In Nashik, MNS activists set ablaze a truck near PWD minister Chhagan Bhujbal's farm this morning and also damaged another truck at Vilholi-Phata area, police said. Incidents of stone pelting on MSRTC buses and other vehicles were reported in some areas, they said, adding vehicular traffic on the busy Mumbai-Agra-national highway was disrupted following the protest. In Solapur, incidents of stone pelting on state transport buses around 0630 hours has also been reported, the police added. In view of the deteriorating law and order situation due to MNS-led campaign against North Indians, Deshmukh had yesterday warned Raj and his party to immediately stop his ‘gundaraaj’.

They say the venture is expensive, "wasting resources" and objectives are nothing but "reinventing the wheel". Officials of Bangalore-headquartered space agency strongly disagree with the reasons. ISRO said though dozens of manned and unmanned spacecraft have explored the moon, this does not mean that every important aspect of the moon is known to humans or fully understood by them. On the contrary, there are many secrets, which the moon is yet to reveal. These concern the origin and evolution of the moon, very detailed understanding of the mineralogy of the moon, abundance of Helium-3, said to be a relatively clean fuel for future nuclear fusion reactors, and what appears to be the presence of water ice in the permanently shadowed regions of the moon's polar areas. "Thus, from the point of view of human intellectual quest as well as in the context of the future of humanity, exploration of the moon is very important," ISRO officials say. In the past few years, there has been a renaissance with regard to the lunar exploration. Concern over anti-Christian violence conveyed to C’Wealth NEW DELHI, OCTOBER 21 (PTI): The issue of recent anti-Christian violence in Orissa and Karnataka has reached the Commonwealth with some civil society groups voicing their concern over it to the 53-nation grouping which has conveyed the sentiments to India. “We keep getting communications from various parties on internal developments in member states. The practice is that we pass it on to the member states. This is what we have done in this (case) as well,” Commonwealth Secretary General Kamlesh Sharma told PTI in an interview here. He said the “communications” had been received by the Commonwealth from various civil society groups and these were “conveyed” to India. He, however, did not identify these groups. The concerns have been passed on to India as per the report of Commonwealth Commission on ‘Respect and Understanding’ which prescribes ways to promote greater tolerance, respect and understanding about the diversity of people of different race, religion, culture, gender and belief that can reduce tensions and misunderstandings. But these 17 children were instead being taken to agricultural farms to work as bonded labour when they were rescued by child rights activists and police. In two separate raids by the Bachpan Bachao Andolan (BBA) NGO and police, 17 trafficked children were rescued from railway stations in the floodhit districts of Bihar. The children, mostly boys, were about to be taken away from their home state by three middlemen when activists of BBA con-

"The three dalals (middlemen) had paid Rs 500-1,000 to their parents, telling them that the kids would be sent to school as well as earn a handsome amount by working part time," Umesh Gupta of the BBA said. "What the parents didn't know was that the children were being taken to Ludhiana and Patiala to work as bonded labourers in agricultural farms of Punjab," he said. Is poverty in India coming down? Supriya Sharma, NDTV

IS INDIA becoming poorer or richer? How many people live below the poverty line? These are basic indicators, which could tell us what India's recent economic reforms have meant for its people. Officially, between 1993 and 2004, in the liberalisation decades, poverty declined from 36 per cent to 27.5 per cent which means around 300 million Indians are poor. But that's if one strictly goes by the poverty estimates. The question is, should we? ''By any standard, poverty line grossly underestimated,'' said Abhijit Sen, economist, Planning Commission. Indian poverty estimates are based on data collected through a door-to-door survey known as the National Sample Survey or NSS. NSS maps income or consumption, which is then used to determine poverty. So if a person earns less than Rs 540 a month in the city, he is poor. So is a person living in the village if he earns less than Rs 356 a month. Rs 540 in the city or Rs 356 in the village – that's the cash needed to buy 2,400 calories, the minimum a man needs to survive. This calorie intake norm was fixed in the seventies.

Economist Y K Alagh, architect of the calorie intake norm, says it was aimed to tackle hunger in the seventies and has no place in today's India. ''We need a commission which will differentiate between malnutrition and give separate index for deprivation,'' said Alagh. But for being poor and deprived in India means having less than Rs 540 a month, that's Rs 18 a day or less than half a dollar. Much less than the $1.25 a day that the World Bank has recently fixed as the bare minimum needed for survival. The moment you use that as a benchmark, the Indian poverty line moves up to 41 per cent. But there is another school of thought that says we have perhaps overestimated poverty. As evidence they point to the growing divergence between the NSS, which measures total household consumption, and National Accounts Data, which captures total production in the economy. Consumption should equal production. And in the fifties it almost did. NSS and National Accounts data almost converged with just a 5 per cent difference. But by 2000 the difference between them had grown to 40 per cent. So is National Accounts

over estimating income or is NSS underestimating it? Economist Surjit Bhalla used National Accounts Data to argue poverty in India is half the current NSS estimate – a controversial claim that most economists have contested. While they differed in detail, one broad agreement among them - the divergence between NSS data and National Accounts could have more to do with the NSS undercounting the rich rather than overcounting the poor. Are we underestimating poverty? Or overestimating it? The debates and the disagreements became most acrimonious in 2000 when the 55th round of NSS threw up data that showed poverty had nosedived by 10 per cent in just 6 years. A miraculous decline till economists pointed out the data could not be used for comparison since the NSS had altered its survey design. That controversy appears to have settled down with the latest round of NSS in 2004 going back to the original method of counting the poor. But what the polarities of 2000 did reveal was just how the position economists took on poverty figures was linked to their views of reforms and liberalization. A more fundamental

question, how does the official poverty estimate impact the poor? On the surface it doesn't. Whether a person gets particular measure of foodgrains at the ration shop or it is decided by Below Poverty Line (BPL), fixed not on the basis of the NSS income norm used by the planning commission but a more sophisticated mix of 13 parameters, developed by the Rural Development Ministry. But here's the problem. If NSS survey estimates 25 per cent of UP's population is poor even if the Below Poverty Line census by the state government identifies more numbers, the funds allocated by the Centre to UP will be for only 25 per cent. The NSS poverty estimate has set a cap. "The ministry of rural development having a separate index than planning commission created confusion. We are neither able to tackle problem of malnutrition nor find a way to fulfill aspirations of the lowest fourth quartile of our population which is not hungry but wants a place in the world,'' said Y K Alagh, economist. Interestingly, in states like Andhra Pradesh, Gujarat, Karnataka and Kerala, the percentage of BPL cardholders turned out to be three times more than the official NSS estimates.

Obama to leave trail and visit sick grandmother

FLORIDA, OCTOBER 21 (REUTERS): Democrat Barack Obama will leave the presidential campaign trail to visit his ailing 85-yearold grandmother in Hawaii, whose health has deteriorated in recent weeks, an aide said on Monday. With two weeks left in an intense battle for the White House, Obama will hold a campaign event in Indianapolis on Thursday and then fly to Hawaii to see his grandmother before returning to campaigning on Saturday, aide Robert Gibbs said. "Senator Obama's grandmother, Madelyn Dunham, has always been one of the most important people in his life," Gibbs said in a statement. "Along with his mother and his grandfather, she raised him in Hawaii from the time he was born until the moment he left for college." Nepalese Police joins UN peacekeeping mission in Sudan NEW YORK, OCTOBER 21 (PTI): Over 100 Nepalese police officers have arrived in the conflict ridden Darfur region of Sudan to strengthen the United Nations-African Union peacekeeping mission (UNAMID). The officers are expected to stay in the region for about a year. About 40 more officers will also join the mission shortly to form a 147-strong Nepalese Formed Police Unit (FPU). FPUs are specialized, selfsufficient and fully mobile rapid reaction police units that are entirely composed of police officers from a single contingent, with expertise in crowd management and other police tactical operations. The Nepalese officers – specialised in crowd management and other police tactical operations – may be required to engage in highrisk assignments and the protection of people in imminent danger, preventing attacks and curbing threats against civilians, the mission said.

The FPUs will monitor and provide security and protection to Darfur internally displaced person (IDP) camps, threatened villages, and migration routes. Besides providing security, the FPUs will also assist national authorities and UN agencies in delivering humanitarian assistance in times of need and conducting escort duties in order to build the confidence of the local population in the rule of law. The Nepalese FPU is the third country-based unit to be deployed following Bangladesh and Indonesia. Nineteen such units were mandated by the Security Council resolution creating UNAMID. Some 300,000 people are estimated to have been killed across the impoverished, arid region in Darfur since fighting erupted between rebels, Government forces and allied militiamen in 2003. Another 2.7 million people have been displaced from their homes.

BEIJING, OCTOBER 21 (REUTERS): China released on Tuesday a wanted list of eight "terrorists" it said had threatened the Beijing Olympics and were bent on achieving independence for its restive western region of Xinjiang. The eight, all members of China's mainly Muslim minority Uighur group, belonged to the East Turkestan Islamic Movement (ETIM), which the United Nations listed in 2002 as a terrorist organization with links to Al Qaeda, police said. "The eight are all key members of the ETIM, and all participated in the planning, deployment and execution of all kinds of violent terrorist activities targeting the Beijing Olympics," Wu Heping, a spokesman for the Public Security Ministry, told reporters. Two of the suspects, named in a statement handed to reporters as Xiamisidingaihemaiti Abudumijiti and Aikemilai Wumaierjiang, had tried to bomb a "large

market place where many Chinese business people gather" before the Games opening ceremony. A third, Yakuf Memeti, had targeted a big oil refinery, but was thwarted by tight security, the statement said. It also named Memetiming Memeti, 37, as the head of the ETIM, and said he had sent members to China and "certain Middle Eastern and Western Asian countries" to collect funds, explosives and carry out terror attacks on targets in China and overseas. The ETIM head, also named as "Memetiming Aximu" among other aliases, had called in videos posted online for "2008 to become China's year of mourning," the statement said. The other suspects – Emeti Yakuf, Memetituersun Yiming, Memetituersun Abuduhalike and Tuersun Toheti – had variously been involved in recruiting and training militants and collecting finances and materials for attacks.

Resource-rich Xinjiang, strategically located on the borders of Central Asia, was rocked by violent unrest before and during the Games. Chinese security officials blamed it on Uighur militants seeking an independent state they call East Turkestan. Sixteen armed police were killed in a bomb and stabbing attack near a police checkpoint in the far western city of Kashgar days before the opening ceremony. Eleven people died the following week in a series of supermarket bombings in Kuqa, in Xinjiang's south. Many of Xinjiang's 8 million Uighurs chafe at the strict controls on religion that China enforces and resent influxes of Han Chinese migrant workers and businesses. Wu called for international cooperation to track the eight suspects down. "We hope that relevant international governments and law enforcement departments can carry out

investigations into these eight terrorist suspects according to the law, and if their whereabouts are discovered, that they be arrested and handed over to China," Wu said. Beijing is also pushing the United States to hand over 17 Chinese Uighurs, held in U.S. custody at Guantanamo Bay since being captured in Afghanistan in 2001. It describes the men as members of ETIM and terror suspects who must face "the sanction of the law." Rights groups have accused China of exaggerating the terror threat in the region in order to crack down on Uighur demands for greater autonomy and religious freedom. Dilxat Raxit, a spokesman for the Europe-based World Uyghur Congress, dismissed the list of names released on Tuesday as "politically motivated" and said he had never heard of the suspects. COLOMBO, OCTOBER 21 (AGENCIES): A massive Sri Lankan government offensive against Tamil Tiger rebels is taking longer than expected because of concern for civilians trapped in the battle zone, the country's President said Tuesday. Mahinda Rajapakse told the state-run Daily News newspaper that his security forces were "fighting under severe constraints, to cause no harm or loss to innocent, civilian human life." "The battle against terrorism, which we could convincingly win within a few days, is nevertheless prolonged due to the grave concern and the optimum caution exercised by the highly disciplined armed forces," he said. The President's remarks came a day after the Defence Ministry admitted that scores of its troops had been killed or injured in fighting with the rebel Liberation Tigers of Tamil Eelam (LTTE) over the weekend. The Defence Ministry said troops had edged closer to the rebels' northern capital of Kilinochchi, but battles

since Saturday had left 33 soldiers dead, three missing in action and 48 injured. Rajapakse accused the LTTE of using "human shields." "We have directed the armed forces to refrain from inflicting any harm, even a scratch, to the innocent civilians who are being utilised as human shields by the terrorists," he said. "We are proud to have an army which is complying and carrying out their humanitarian operations accordingly." Neighbouring India, which itself has a large Tamil population, has expressed "grave concern" over the plight of tens of thousands of Sri Lankan Tamil civilians caught up in fighting in the north of the island. New Delhi has also told Colombo that a military solution to the long-running conflict is impossible. BANGKOK, OCTOBER 21 (AFP): A Thai court on Tuesday found ousted premier Thaksin Shinawatra guilty of conflict of interest and sentenced him in absentia to two years in jail, in the first ruling against the exiled multi-millionaire. The Supreme Court judgement was in connection with a cutprice land deal he helped his wife Pojaman obtain in 2003, but Thaksin, 59, was cleared of more serious charges of abuse of power. Pojaman was cleared of all charges. The couple was not in court to hear the verdicts, having fled Thailand for Britain in August claiming they would not get a fair trial on the numerous graft charges against them. Tonglor Chomngarm, head of the panel of Supreme Court judges, said Thaksin had violated the country's corruption laws. "The defendant is a leader of government and should have acted with a good example to others, so the court decided not to suspend the sentence and decided to jail him for two years," Tonglor told the courtroom. The judges said that as prime minister, Thaksin should not have authorised his wife to take part in the bidding process for the prime plot of Bangkok real estate, which was owned by a government agency. Neither the land nor the money connected to the deal would be seized, the court judges said, but they issued a fresh arrest warrant for Thaksin and prosecutors said they will seek his extradition from Britain. "We will urgently ask the court for the full version of the verdict today and the prosecutor has already set up the team to work for the extradition," Sakesan Bangsomboon, one of the lead prosecutors, told AFP. Hundreds of Thaksin's supporters gathered outside the court, and analysts say the ruling is unlikely to alleviate the political turmoil here. Thaksin, a telecoms tycoon who became the first Thai prime minister to complete his first term and be re-elected, was ousted in a military coup in September 2006. The junta claimed there was massive corruption and

abuse of power under his rule and set up a special corruption investigation unit, which has stacked the charges up against Thaksin and his family. The Supreme Court has so far agreed to hear five cases, and there are also five arrest warrants out against Thaksin. Pojaman was on July 31 convicted of tax evasion and sentenced to three years in jail. She appealed, but analysts have said the court decision against her stunned Thaksin and helped spark the couple's flight into exile. Although the former premier is no longer in Thailand and plans to apply for political asylum in Britain, his shadow hangs heavy over Thai politics. His allies in the People Power Party (PPP) won elections in December -- the first since the coup -- angering the old power cliques in the palace, military and bureaucracy who tried to rid Thailand of Thaksin's influence. Thaksin's old foes in the People's Alliance for Democracy (PAD) launched street protests in May claiming the PPP was running Thailand on behalf of the former premier and was trying to amend the constitution to help him escape graft charges. The protests have steadily escalated, with thousands of PAD supporters seizing the prime minister's Bangkok offices in late August. Earlier this month, two people were killed and nearly 500 injured when police fired tear gas on protesters who were trying to block parliament. Since the bloody street clashes, pressure has been mounting on current Prime Minister Somchai Wongsawat -- Thaksin's brother-inlaw -- to resign to take responsibility for the street violence. Tuesday's verdict will likely be hailed as a victory by the PAD protesters, but will do little to heal the deep divide in society between Thaksin's friends and foes, analysts say. "This verdict won't change anybody's opinion. Some people think he's a corrupt crook and other people think he's unfairly persecuted," said Thai historian and author Chris Baker.

Lawson remains under pressure to produce good results

ISLAMABAD, OCTOBER 21 (AP): Former test cricketer Mohsin Khan thinks Geoff Lawson will be under pressure to produce good results even after the Pakistan Cricket Board decided not to renew his contract as coach after April next year. "Pressure will be a lot on him," Khan told the Associated Press on Tuesday. India thrash Aussies by record margin

MOHALI, OCTOBER 21 (AFP): A sizzling performance by Zaheer Khan in the second Test here on Tuesday helped India to a crushing 320-run win against Australia and go 1-0 up in the four-Test series. The left-arm paceman, 30, picked up three wickets, two of them on the trot, on the fifth and final day to wrap up the Australian second innings on 195 with more than two sessions to spare. This was India's biggest Test win by runs ever, bettering the 280-run mark against South Africa in 1996. For Australia, it was only their second defeat in 28 Tests since their 2-1 loss in the 2005 Ashes series against England, and the biggest against India since Melbourne in 1977. "We were outplayed in all departments of the game," Australian skipper Ricky Ponting admitted. "They were terrific right since the first morning. The way they batted in the first session, they took away the momentum from us. After that we were just fighting to get back into the game. "Any team that bats, bowls and also fields so well, you have to match up to that but we were not good in any aspect of the game, be it fast bowling, slow bowling or batting." Zaheer's effort capped an outstanding performance by off-spinner Harbhajan Singh (3-36) and fast bowler Ishant Sharma (2-42) who gave India the crucial break-

throughs on Monday. The Indians also owed the win to their batsmen, who piled up 469 in their first innings before declaring on 314-3 in the second. The retiring Sourav Ganguly struck 102, Sachin Tendulkar a recordbreaking 88 and stand-in skipper Mahendra Dhoni a sparkling 92 to lay the winning platform for the hosts. The Australians struggled with the bat on a surface that Indian batsmen thrived on, the only saving grace being Shane Watson's knock. Their bowlers, led by an off-colour Brett Lee, also looked clueless against the Indian run machine. Dhoni, named man of the match, said the victory was very satisfying as every member of the team made some contribution. "We are relishing this win as it was a result of a great team effort," he said. "It is not every day that you see an Australian side struggling. When they were 22 after 13 overs in the first innings, I asked Rahul (Dravid) to look at the scoreboard. "I told him I don't think we will be able to see Aussies score at just two odd runs an over again. They are the number one side in the world and we expect them to come back strongly in the next Test." DIMAPUR, OCTOBER 21 (MExN): The 6th day of the 2nd RN Tamchon Memorial Football Trophy 2008, organized by the Tangkhul Naga Society, Delhi (TNSD) witnessed spectacular performances from various players. The first match of the day was played between Sinlung HSA FC (MHAR) and UNIKAS, Delhi with Sinlung HSA FC defeating UNIKAS (Kakching) with 11 goals to nil. Lalzaryo F Tusing and Emmanuel R scored three goals each for the winner. The second match was held between ASUD (Arunachal) and SSPP (Paite), where SSPP (Paite) beat Arunachal Students’ Union Delhi (ASUD) by 8 goals to nil. Kim Minthang scored two goals for his team.
