New Delhi, Nov 24 (iaNS): Union Agriculture Minister Sharad Pawar was Thursday slapped in the face by a Delhi youth who had only four days ago kicked former minister Sukh Ram after he was sentenced in a corruption case. As his horrified aides watched and cameras whirred, Harvinder Singh attacked the minister who was walking with officials at the NDMC centre here. Pawar appeared to lose his balance momentarily but recovered fast. Dressed in a blue striped T-shirt, the turbaned Sikh took out his kirpan before he was overpowered by guards. “Sab chor hain... cheer doonga... cheer doonga (They’re all thieves. I will rip them apart),” the man shouted as he was being whisked away. The man, who said he was a transporter from Rohini, said the common person was fed up with rising prices of food items and corruption. “I am a man, I did this. Yes I’m right!,” he shouted in rage. “Dikha diya maine... (I have shown it.) Today is Guru Tegh Bahadur martyrdom day,” Harvinder Singh said defiantly as he was hustled away and added that he was responsible for the assault on Sukh Ram too. Harvinder Singh, who was detained at the Parliament Street police station, had Nov 19 attacked Sukh Ram at the Rohini courts complex after his sentencing in a 1996 telecom scam case.

NCP Nagaland condemns attack

Union Agriculture Minister Sharad Pawar has been slapped by a youth at the New Delhi Municipal Corporation (NDMC) centre in Delhi. The minister was attacked as he was leaving the premises after attending a literary function.

The octogenarian former minister was unhurt. Harvinder Singh was detained and subsequently released. Thursday’s attack, amongst the few times that a minister has been attacked in public, seemed in a similar vein.

The Nagaland Power Department has set two objectives to be achieved by the end of the 12th Plan: to meet the projected power requirement of 400 MW and achieve the national target of 1,000 units per capita consumption. However, with the present power position of the state standing at a mere 128.72 MW and anticipated addition of another 101 MW during the 12th Plan, the challenge of filling the huge gap of nearly 200 MW between requirement and availability will prove to be a daunting one. Congress leader Therie, who is the Convener, Political Affairs Committee, NPCC said in a note today: “On one hand he (Chief Minister Neiphiu Rio) says that the ‘talks are progressing’ and on the other hand he says, “It is not known in what manner it is progressing’. In another line he says, ‘We are very clear that we have not been informed and we have no knowledge’. Mr. Rio is a confirmed confused person havinglotsofcorruptmoneywho has acquired unaccountable properties from unknown sources of income.” They both are talking

about the Nagaland Political problem, Therie said, and perhaps for the first time Neiphiu Rio has attempted to say that they are playing the role of ‘active facilitator’ to the Naga peace process. In the note, the former Finance minister of the NPF said both Dr. Shurhozelie and Chief Minister Neiphiu Rio love to talk about the Naga political problem. Not without stumbling though, Therie explains: The Nagaland Congress party’s Convener of Political Affairs Committee said Dr. Shurhozelie and “Mr. Rio” could not understand that Naga underground and “overground” society have fractured into pieces during their governance. “It proves that the people are not comfortable under their biased leadership. Seminar: Kingdom in Business – God’s Will beyond Beliefs

Dimapur, November 24 (mexN): A ten-member team from South Africa will be leading seminars in Dimapur and Kohima on the concept of ‘Kingdom in Business’ – a concept that seeks to advocate that every creation was created by God for a purpose, for the good of community coexistence, profession and economy, self-growth and growth of the community. The seminars envisage highlighting the importance of every vocation and the individual’s role is the greater plan of all things as planned by God and His will. The seminar will be held at the Niathu Resort in Dimapur on November 25, and at Hotel Japfu, Kohima on the 26th, at 10.00 am. The seminars are founded on Proverbs 16:4 in the Holy Bible: “The Lord has made everything for his own purpose”. God hasn’t made anything that doesn’t have a purpose. people who work together to solve their problems with interdependency on one another, yet with total dependency on God.” The challenge that the seminars throws is whether “a child of God”, a follower of Jesus, can change his views and approaches to his profession, work, development, and his responsibility. The note states: “When we are helping a village become better organized in order to solve its problems, when we are leading a group of farmers, in an exercise to learn better how to feed and

provide for their families, or leading a group of children on how to learn better, when we are helping in health, water and literacy, we are imparting a taste of the Kingdom of God!” The team of experts will be led by Tony Johnson (New Zealand) and Rigby Wallace (South Africa). During the seminars, lectures will also be given by Paul Maughan, from South Africa. Maughan is a senior lecturer and the course convener for courses on corporate reporting and understanding financial

statements at the University of Cape Town. The other speakers include Christo Bredenkamp (UAE), Managing Director of Synergy Business Intelligence, and a marketplace coach who has worked in strategic management positions for De Beers and Anglo American. Two prominent journalists, Angelique Arde and Mathew Paul Jones will also be speaking at the seminar. Arde has had more than fifteen years of experience working for ‘The Independent’ in London and South Africa and also for TIME magazine in Hongkong. Chief Minister Neiphiu Rio released a booklet entitled “ Lest We Forget” brought out by NPF president Dr. Shurhozelie Liezietsu during the 6th general convention of NagaPeople’sFront(NPF) on November 23 at the Indira Gandhi Stadium. In a preface of the book, Dr. Liezietsu stated that the Naga political problem is said to be the longest political struggle not only in India but in the whole world. “If it is true, it will be necessary for our people to reminisce the political history of the struggle and also the part we have to play for its conclusion during our time. There was a time when we blamed the Government of India for the sufferings of our people and to a great extent, we were not wrong to do so. The 12th state level youth festival 2011 under the aegis of the Directorate of Youth Resources & Sports concluded here this afternoon at the Indira Gandhi Stadium. Youth resources & sports director Kelei Zeliang graced the closing function as the chief guest and gave away prize to the winners. Speaking on the occasion, the director announced that the department will be having more fund and more activities in the next five years plan. The department will feature adventure programme, capacity building, seminar and symposium, workshop in the next 5 years along with the continuation of youth festival, he said. He said the department also plan to have more innovative programmes and many other activities for the benefit of the youth. The director congratulated all the winners in the different disciplines during the two day long festival. Further, the director wishes the winners, who will be representing the state at the national youth festival, to prepare well and adopt regular practice and try to

win at the ensuing national level youth festival and bring laurel to the state. DIMAPUR, NOVEMBER 24 (MExN): Prodigals’ Home organized a dissemination workshop supported by UNICEF to address problems and needs for children infected and affected with HIV in Dimapur. In the workshop, it was publicized that children either infected or affected with HIV are from poor families, who live Below Poverty Line. The special program which was funded for two years will end in December 2011. In the statistic as underlined by Maong Jamir, Assistant Director, Prodigals’ Home, there are 25 children orphaned by AIDS, 70 children infected by HIV, 470 children affected by AIDS and 565 consolidated in Dimapur. Also in the figures, there is a huge demarcation between male and female; more female are either infected or affected. At the moment, these children are funded by PLHA from Population Foundation of India, through NDO supported by CRS, ICPS through Social Welfare Department and Chavara Homes. Concerns were shared that churches and schools

have a huge role to play to support HIV infected and affected children, which is not happening in Nagaland. Maong Jamir, Assistant Director, Prodigals’ Home further addressed that, “Some churches are coming forward, but many are still ignorant about the whole issue, which is a huge set back in our society.” Moreover, infected or affected individuals are scared to open their concern for they fear discrimination within the society. The challenge remains- can schools, churches and government become more sensitive towards HIV/AIDS issue in Nagaland? There is discrimination in schools and churches, something that needs to be eradicated at the earliest. If proper aid is not provided to these children on time, it is feared that many children will become orphan, face psychological trauma, risk of violence, discontinue schooling and malnourished. The main distress at the moment for these HIV infected and affected children are protection, education, health, psychological support and socio-economic security.

Jadike naiso hosom (Jnh), the apex body of Dimasas, said on tuesday, “We have come to understand that nagas have been offered a supra state body in naga inhabited areas of manipur, assam and arunachal Pradesh. if the demand is fulfilled, parts of Dima hasao district of assam will also be included in the supra state body. it will only create new problems in the area and will cause a threat to people belonging to Dimasa and other non-naga communities living here. it will have serious implications on mutual co-existence of different communities in the region," said a statement signed by Jnh publicity secretary Dhoneswar Batari. Jnh urged the government not to succumb to the demand of the nSCn (im). the Dimasa apex body also called upon the people of assam to keep vigil along all the areas bordering nagaland so that neither the Centre nor nagas can indulge in any misadventure. Mittal, 61, Chairman of the Board of Directors and CEO of ArcelorMittal, the world’s leading integrated steel and mining company, heads the Power list of 101 in the category of Industry published by Eastern Eye, a weekly newspaper here. “ T o day, Mittal has all the trappings of wealth, power and influence - properties

ICTC and DTC staff joint quarterly meet conducted

Dimapur, November 24 (mexN): The 3rd Joint quarterly meeting of Integrated Counseling and Testing Centre (ICTC) and District TB Cell (DTC) Staff was conducted at District TB Officer Conference Hall, Mokokchung on November 18 organized by the Catholic Health Association of India, in collaboration with the State RNTCP. A press note issued by Kyupise Sangtam, District Coordinator CHAI, Secunderabad stated that the main objectives of the meet was to strengthen the cross referral mechanism for identification of TB in PLHIV (People living with HIV) in the district, and to enable the coordinative work between ICTCs and DMCs in the district towards cross referrals. Health staffs were trained about the indicators on the referral slips issued by the RNTCP to be maintained at ICTC and even the DMC staff to keep the register

separately for the cross referrals of patients sent from ICTCs. Kyupise Sangtam, DCO CHAI, encouraged health workers from both the centers to follow the rules positively. He also said that, with the coming of Project Axshya, more patients were now being enrolled at the centers with the active support from the concerned health officials, he also acknowledged service staffs for their overall improvement in quality services rendered to the HIV-TB patients. The note also mentioned that participants were mostly Counsellors, Laboratory Technicians and Staff of the ICTC and DMC. The meeting was organized by the Catholic Health Association of India H.Q at Secunderabad in collaboration with the Development Association of Nagaland head quarter at Dimapur under Global Fund Round-9 Project “Axshya”.

‘No immediate hike in fuel prices’

New DeLhi, November 24 (pTi): The Petroleum Minister, S. Jaipal Reddy, today hinted that the Government will not rush into raising retail fuel prices just yet, even though a falling rupee has increased the cost of oil imports. “Depreciation of rupee has naturally created unprecedented problems. This will lead to under-recoveries (revenue loss) of more than Rs 1,32,000 crore (in FY 2011),” he said in the Parliament House. “Having said that, we are waiting for the situation to evolve. International market is volatile, both in regard to the price of oil and in regard to the position of rupee. Therefore, we would like to wait and watch before I can take a view,” he said. The Indian currency has devalued from 45.58 to a dollar during the past

New DeLhi, November 24 (ageNcies): India’s largest lender State Bank of India (SBI) has decided to abolish prepayment charges on home loans, giving some succour to borrowers who want to foreclose their accounts. “We have decided to do away with the pre-payment charges on all kinds of housing loans with immediate effect,” a senior official of the bank said. The bank has been charging pre-payment penalties only on housing loans with floating interest rates taken before May 2011, the official said. It has been charging about 2% of the outstanding amount as penalty if borrowers opted to foreclose their loans. The decision from the largest lender will prompt other lenders to follow the suit. The total outstanding home loan of SBI rose to Rs 92,383 crore at the end of September against Rs 86,769 crore in March 2011. At present, some banks are charging up to 2% as prepayment penalty on the loan outstanding, if a borrower settles the full payment before maturitybyswitchingovertoanotherlender. No pre-payment fine is charged if borrowers pay using their own funds. It may be be noted that the Reserve Bank has indicated that it would scrap prepayment penalties charged by banks. Housing finance regulator National Housing Bank (NHB) has directed all housing finance companies to desist from imposing a pre-payment penalty on home loan borrowers last month.

The second one involved snatching of a motor-cycle at Midland colony, also at gunpoint on November 7, 2011, while decamping with the riders personal belongings. “The accused is suspected to be involved in some kidnapping cases in Dimapur and also in the snatching and theft of vehicles at gunpoint in and around Dimapur. The accused has been remanded to custody and investigation is going on in this connection.”

Engineers brainstorm over challenges in power sector

Er. K Miachieo also said that though the department projected peak demand of 200 MW by the end of the 11th Plan, but due to lack of infrastructural requirements, it had fallen short at 110 MW. The conference also deliberated on other areas on concern including need for restructuring the Power department by “unbundling” into three entities - Generation, Transmission & Distribution. “There is an urgent need for the state to have a Power Development Policy, put in place institutional and administrative reforms, restructuring of organizations set up, manpowerplanningandaccordadequateresourceallocationfor infrastructure,” APEN president said in his address. up of the State Electricity Regulatory Board (ERC) is part of the reforms, Kire also said proposal for “unbundling” of the department with two posts chief engineer (Power), instead of present on CE, was under active consideration. He also said that Power officers have been directed to ensure 100% communitization of electricity in all villages of the state. It may be noted that in the year 1989 the state Power Department achieved 100% Village Electrification based on 1981 census. On the present power situation, Kire said that a lot need to be done to ensure

regular and quality supply of power and also to generate better revenue for the department. “The deal situation is to bring the tariff rate at par with what we are spending,” he said but was quick to add that “as a welfare state, we cannot burden the consumers too much.” The Commissioner & Secretary (Power) also gave credit to the Power Department and staff and said that despite shortage of manpower, infrastructure and resource constraints, the department officers and staff continue to provide electricity to their best capacity.

Role Model OTS 20 years of God’s Faithfulness

A

n academy of the Nagaland Baptist Church Council (NBCC), the Oriental Theological Seminary (OTS) at Bade Village, Dimapur will mark twenty years of its existence on November 26, 2011. Many readers may be wondering why an entire editorial column is being used up to make a mention of the OTS. Well, actually there is more than one reason why OTS deserves a special acknowledgment as it commemorates this landmark occasion. OTS under the able leadership and guidance of Rev Dr Wati Aier and not to forget the young dynamic team under Academic Dean Rev Dr Z. Keyho, has accomplished many more things than just what a theological college has to offer. While imbibing quality education is one such character of OTS, this theological college stands out for the purpose driven vision that it has tried to inculcate not just among its graduates but beyond the seminary. This two aspect of giving quality education and a visionary outlook has enabled OTS to produce young people to take up challenges confronting Naga society and beyond. Despite its 20 years, OTS continues to be a small seminary with limited enrolment and maybe the Principal and management of the college could think about taking in more students. This will be beneficial for our society as we look for many more young leaders to play their rightful role in the 21st century society. This brings us to the one aspect of OTS, which this column believes will be worthy of emulation. For all those who may have had the opportunity to go and see how the seminary has been run and maintained in the last two decades, there will be valuable lessons that all of us can take back. As you enter OTS compound, everything is neat and tidy; things are orderly; even the road and whatever infrastructure it could afford has been well built and maintained. As they say ‘a thing of beauty is a joy forever’, this outward manifestation of OTS is truly a reflection of collective conscience, team effort and the values instilled in each and everyone of those who come into the OTS family. Young people who enter the seminary are provided with not just knowledge but they are taught things that every good citizen should be imbibed with—discipline; dignity of labour and to be self reliant; honesty and hardwork; cleanliness and hygiene; pursuit of excellence, etc. A nondescript place with humble beginnings, OTS can rightly claim its place as a role model institution that Nagas can be proud of. Despite the initial difficulties and numerous hurdles along the way, the missionary zeal to succeed has made OTS what it is today. It is not that there are no more challenges, but the foundation and values around which OTS has been build, has made it unshakable and steadfast as it now looks beyond to the future. Then there is the other noteworthy aspect about how the OTS under the present Principal has been able to run and manage this institution. We speak about good governance, best management practices and accountability. While our government systems around us is facing a crisis of confidence and legitimacy—corruption, incompetence and leadership failure—the system at OTS will be worth emulating for many of us running our offices, government departments or enterprises. With whatever limited resources available, the seminary has been able to sustain and bring out the best it can. This is indeed a remarkable thing to do and it only goes to show that it does not require million and billion of rupees to build an institution—as long as our heart is in the right place and the will to succeed is there, nothing is impossible before God. Congratulations to OTS, the Principal, faculty, students and management for the inspiring journey so far. At a time when we are in dire need for self governing institutions to help shape our destiny, to face the future with strength and confidence, it will require role models and best practices to be honed and replicated. May OTS and its ilk become a beacon of hope and a guiding light for the Nagas.

Of riots and rights in Egypt and beyond

T

he Arab democracy movement remains deep and strong but democracy itself still has thin roots in the Middle East. The violent clashes in Egypt since Friday have revealed just how thin. Egyptians overthrew a dictator nine months ago but they have yet to overthrow the dictatorial tendencies of two powerful groups – the ruling military council (which has the guns) and the Muslim Brotherhood (which holds religious sway over the rural poor). With a vote set for Nov. 28 to elect a transitional constitution-writing Parliament, both groups are trying to preserve their influence by denying key democratic principles. The military, led by the Supreme Council of the Armed Forces, insists on unelected seats in the new Parliament, most likely to prevent scrutiny of itself. And the Muslim Brotherhood suggests that the majority in any democracy must prevail with little regard for individual or minority rights and that all laws be guided by Islam’s sharia law. Egypt’s unfinished revolution is still largely led by idealistic youth who seek fairly elected secular government as well as a constitution that upholds basic rights. If that goal can be achieved in Egypt – long a model for the Middle East – it would help cement political freedoms for the region. For now, however, the intellectual battle over civil liberties is being played out on Egypt’s streets, with control over Cairo’s Tahrir Square as the symbol of which side has the upper hand in this national debate. Last Friday, thousands of Muslim Brotherhood followers gathered in the square to protest the military’s dominance, only to be pummeled by police, who, in turn, were hit with rocks from young people demanding immediate civilian rule and a delay in the elections to allow a fair opportunity for new political parties. At least two dozen protesters have been killed. On Sunday, the Brotherhood asked these “politicians and intellectuals” not to go against “the will of the people” – meaning don’t delay the elections and thus erode the group’s political dominance. Even before the riots, Washington – which supplies a quarter of Egypt’s military budget – was forced to weigh in. Secretary of State Hillary Rodham Clinton stated earlier this month: “If, over time, the most powerful political force in Egypt remains a roomful of unelected officials, they will have planted the seeds for future unrest, and Egyptians will have missed a historic opportunity.” Egypt should not go the way of Turkey, which for decades saw the heavy hand of the military in politics. Nor must it go the way of Iran, where Muslim clerics call the shots in a weak democracy through the use of the thuggish and armed Revolutionary Guard. The Muslim Brotherhood does promise to put up candidates for less than 50 percent of the seats. But few in Egypt believe it will not ultimately seek political dominance. The Brotherhood already has forced the weak secular parties to accept that sharia will be the main source for legislation. Transitions to democracy are often difficult in newly liberated countries and often take years. Yet the Arab Spring that began nearly a year ago in Tunisia was clearly guided by high ideals of democracy and rights – with Islamists largely on the sidelines of protests and the military seen more as foe than friend. In Egypt, the authoritarian state system left behind by Hosni Mubarak is still largely intact, with the military council having fumbled the process toward democracy. It may now be necessary for liberal civilian reformers, such as former diplomat Mohammed ElBaradei, to be given temporary positions of authority in a government of national unity. Rights and freedoms should not be hijacked by the powerful before they are even implemented.

Two-state solution: where next?

A

s a series of abstentions, including those of Britain, France, and Bosnia-Herzegovina, leave Palestine with eight confirmed votes in favour of UN recognition – just short of the nine needed to sway the 15-nation UN Security Council – the author argues that there is no win-lose or losewin scenario in the conflict between Israel and Palestine. Among the key questions here, as I see it, are: is a two-state framework still feasible and, if not, is the so-called 'onestate solution' the default alternative? Is that what’s next? Proponents of a unitary state would certainly claim that it is. However, in my view, there is a fundamental flaw at the heart of their proposal, for it is predicated on the notion that what, at root, is a historical clash of two national movements can, hey presto, be turned into a struggle for civil rights. All the evidence, past and present, and all the reasoning, point, I believe, to the inescapable conclusion that it is not possible to resolve this conflict without satisfying the common, minimum, irreducible aspirations of both peoples for self-determination in at least part of the land that each has regarded as its own. This, as I see it, is axiomatic. In other words, a unitary state is not just unfeasible but implausible. Language in this area is often used carelessly and we need to distinguish between a unitary state and a binational confederated state that would retain the two national identities and essential zones of sovereignty. To my mind, this formulation would be a possible – I would say a desirable – future outgrowth of a two-state model, possibly incorporating other neighbouring states, notably Jordan. A unitary state But, for a moment, let’s suspend reality and assume that I am wrong and that a unitary state is plausible and feasible and comes about. What would be its implications? Take the Palestinian right of return – a central plank of the one-state argument. Under an independent Pal-

estinian state, a law to enact this right would almost certainly be among the first to be promulgated, albeit limited to the West Bank and Gaza. It is close to inconceivable, however, that a combined Israeli-Palestinian government in a unitary state would ever reach a consensus on such a massive disruption to the fragile population balance. Further, the one-state solution would put an end to the Palestinian dream of independence and self-determination, obliging them instead to share common statehood with another people – a people with whom they have been bitter foes for the best part of a century – in a joint non-Arab and nonMuslim state, simultaneously relinquishing the struggle for the end of occupation. It just doesn’t bear scrutiny. Moreover, any attempt to eradicate the sovereign Israeli state and its predominantly Jewish character is liable to revive the Jewish fear of genocide, or minimally of discrimination and persecution, and meet with fierce resistance. In the light of their history, it is hard to imagine Israeli Jews of almost any stripe voluntarily sacrificing their hard-

won independence to become a minority again in someone else’s land. Two-state feasibility So, if the one-unitary-state idea fails the plausibility test, how does the twostate idea fare with the feasibility test? I would say less-and-less well, day-byday. The principal obstacle is that the state that already has its independence has for years been chiselling away at the territory of the putative other, bit-bybit eroding the practicability of the only solution that has ever made sense. When I first advocated two states in the early 1970s in a Young Fabian pamphlet, ‘A Tale of Two Peoples’, there were fewer than 5,000 Israeli settlers in the West Bank and East Jerusalem. Today there are in excess of 500,000, spread throughout the territory. To paraphrase, this project must be one of the longest state-suicide notes in history. If any of you has any influence, please use it to advise the Israeli government to flip its current policy and be the first to support the Palestinian bid at the United Nations while securing amendments to safeguard its own legitimate interests. That would be a re-

ally astute move, something that Israeli governments were once rather good at. Failing this, and assuming the regrettable absence of serious international pressure, the real alternative to two states may come into play - not the fantasy of one harmonious egalitarian utopia - but, when the crunch comes, a unilateral Israeli annexation of parts of the West Bank and a unilateral withdrawal from other parts. The annexed areas would, we may suppose, embrace all or most of the territory on which Israeli settlements have been built – although there may be some consolidation - together with the surrounding infrastructure and modern road system. The areas from which Israel pulls out – probably all or most of the heavily populated Palestinian cities – might then be fenced off and left to their own fate, with or without a Palestinian Authority to govern and speak for them. Such an action, far from resolving the conflict, would deepen and entrench it and give rise to sustained international condemnation. Israel and its hapless citizens would be made to suffer the consequences of increasing isolation at every level. Jews around the world would not be immune to the effects either. For their part, the Palestinians would have suffered a heavy – maybe a mortal - blow in their quest for an independent state and may now find their other policy options to be extremely limited, apart from possibly enforced absorption back into the Jordanian state. It would turn what could still – just - be a win-win two-state situation into a possibly irretrievable loselose situation. There is no win-lose or lose-win scenario in this conflict. In sum, Israel now faces a stark choice: freeze all further settlement growth in preparation for swift and focused negotiations based on the preJune 1967 boundaries with equitable land swaps, or prepare for permanent conflict and indefinite pariah status – not quite what its founders had in mind! I suspect their advice, at this point in time, would be to follow the biblical injunction to ‘seek peace and pursue it’.

News about Indo-Naga Political soultion: Playing With Emotions or Cheap Media Hype?

he recently launched Guwahati based daily newspaper Seven Sister Post has joined the bandwagon of media houses that have indulged in spreading ‘breaking news’ about the possible solutions to Indo-Naga political imbroglio, purportedly divulging all the crucial issues that have been deliberated at the highest level in the on-going political negotiation between Naga leaders and Government of India. Claiming that they have got the source from reliable agencies from someone in the Home Ministry, the news report have highlighted various details about the terms of negotiation between NSCN (I-M) and Indian Government. If public memory in North East India serves right, this is not the first instance that news about possible model of solution that has been agreed in Indo-Naga political negotiation has been made public. Coincidentally, most of this breaking news has been published by Assam based newspapers. And, generally, the issues being raised by this news gradually relapsed from being a burning issue after the round rhetorical reactions from political leaders from North Eastern states, followed by refutations from NSCN leaders and Indian authorities about such news. One crucial question that one can raise here is: Are such news becoming slugfest for mass media, a fodder to feed the mass reader? Such observation may seem like belittling the practice of news reporting and integrity

of media houses in Northeast. However, the recurrence of this media-drama has point out to the fact that news reporting about Indo-Naga political solution is also harming the standard in which news are being reported by media agencies. Whether such news does contain an iota of truth has not seemed to matter much, as it has become regular feature. Thus, such news-reporting is also having certain implications on people’s perceptions towards Indo-Naga political negotiations. Cursory observation about the situation in which news-breaks of Indo-Naga political negotiation may point out that such ‘hoax’ news have risen due to code of secrecy that has been adopted by both the parties in negotiating table. Queries by media persons concerning the IndoNaga talks have often been replied by the Indian interlocutors with the stern reply that the issues are too ‘sensitive’ to be commented. Considering the fact that there have been hostile response by neighboring communities of the Nagas about the terms of negotiation, the code of silenced being maintained by concerning authorities may be considered as politically right. Curiosity about the happening in Indo-Naga political negotiation has been heightened by nature in which it is being carried out. Not only the neighboring states and communities, but Naga public also remains un-aware about the details of Indo-Naga talks. As the outcome of this political negotiation (in whatever forms it maybe) is likely to have massive impact in North East India, it is becoming ‘sensitive to

the core’. However, the terms of discourse and ‘medium of message’ that are encoded in these news can have negative implications, which media houses may be blamed for practicing irresponsible journalism.

Manufacturing Discontent? By publishing news about the possible outcome of Indo-Naga political negotiation repeatedly and building up psycho-frenzy notion about an issue, the media houses are playing the role of manufacturing certain coherent ‘public opinion’. Opinions and comments by certain individuals do count on matters of political sensitive issues; however, the practice of taking opinions and comments from few sections of people in certain community can be questioned at various levels. In the captions of Seven Sisters Post, which they published along with the news of ‘Supra State for Nagas’, the comments highlighted were individuals from a particular community and state. It becomes quite obvious that it’s a one sided story about an issue which effects diverse people belonging to various states and community in North East India. Such partisan practices by media houses and manner in which news reporting has been made can be construed not only as an attempt to whip-up emotional frenzy, but also to manufacture an apparent public opinion which may be far from reality. Political Solution: Gifts for the Nagas? The language and modes of reporting, and also comments being made by

responsible Indian state leaders in media, have projected ‘political solutions’ as a form ‘gift’ to the Nagas. Given the fact that most Nagas practice Christianity, this time in Seven Sisters Post, ‘Supra-State’ for Nagas have been camouflaged as ‘Christmas Gift’. One actually wonders whether Naga political struggle, in which many Nagas have lost their life as well as Indian soldiers, have been turned into a ‘political package’ in the forms of ‘gifts’ being given or exchanged during festivities. Sensitivity about the people’s emotion seems to have been conveniently kept aside and relegated while commenting by responsible leaders and also in news reporting being printed by media editors. One can also construe that the adoption of trivial idioms of language in reporting/commenting about politically significant issues is a deliberate attempt to make the crucial issue banal from certain vintage point. The terms of dictating what mass media decide to publish and highlight issues calls for a deeper retrospection. Whatever that has been written and printed by mass media are generally considered as real by most of the readers. Thus, in presenting unreliable/false stories, the effect are not only the reading public, it can bring more damaged to the mass media’s nobility of serving the general populace. Reporting false news and stories does not only denigrate the principle of presenting real story in media, but also makes the mass readers complacent to actual stories which may need their actual attention and focus.

Controversy over Supra State Body

T

he issue confirming the Nagas today on the “Supra State Body” status to be granted to the Nagas of the North East States as Christmas gift is to be heartily welcomed as it states: “…to preserve, protect and promote the culture, social, identity and customary law under that body…” It is indeed the aspiration and the longtime demand of the Naga people living outside the state of Nagaland to come together under one administrative body. The suppression and oppression of the Nagas living in Manipur and other adjoining states is clearly indicated by the utter neglect of the civic development in this ultra modern world.

There is absolutely no proper functioning of the government offices although some worn out signboards can be seen in some of the so called district headquarters. The chief minister of Manipur and the spokesperson of the other states are of the opinion that such arrangement would be strongly opposed. The fact remains that the Manipuris (Meiteis) are usurping and grapping the rightful share of the hill tribal people from time immemorial and our people are still being exploited today. An example to state is the creation of four smallest district of Imphal Valley comprising of a little more than two thousand sq Km. This situation grants them more

assembly seats and thus swallows the whole budget granted by the centre brining about the dismal picture of the Hill districts as stated above. The statement of Assam minister Dr Himanto Biswas Sarma that Nagas are occupying Assam land can b refuted since till date there are many Naga areas cultivated by people of Assam and tax being levied on them. However, the time is now crucial for the Hill tribal people Organisation of Manipur to join hands together for the rightful demand for a separate administrative unit from the present Manipur state and the status of Supra body is a step towards achieving that goal. The struggle of the Hill people for survival

and their aspirations for a separate administrative unit have been communicated to the centre only through verbal communication and memorandums since long. We expect the high office at the centre to take cognition of aspiration of the people and grant the rights of the tribal people of Manipur. The patience of the Hill tribal are being tried and if our voice is not heard on time the consequences would be great loss for the hill tribal as well as for the Indian people. I also appeal to the hill tribal of all the north eastern states to awake from their long clumber and work towards achieving this goal. Er. S. he shocking facts about the maladministration that led to the recent deaths of severely malnourished children in Raichur and Mysore districts of Karnataka. Fifty per cent of Karnataka’s 0-6 age-group suffers from various stages of malnutrition, with many on the verge of death Two stories have been hogging the headlines in Karnataka over the last few weeks. One is the sensational and sordid story of illegal mining and looting of iron ore, the vulgar accumulation of wealth by the mining mafia and their use of this wealth to buy political power, keep a stranglehold on the government and hold democracy itself to ransom. The denouement of this story has been the dislodging of the chief minister on charges of involvement in corruption. However, the above narrative has overshadowed a parallel but deeply disturbing story. Mahalakshmi (2) and Anjaneya (4) allegedly died of starvation on August 6, 2011 in Malledevaragudda village of Raichur district of Karnataka according to Samajika Parivarthana Janandalona, which works on child rights. The girl, Mahalaxmi was 2.2 years but weighed only 3.5 kg while her elder brother Anjaneya was 5 and weighed a mere 5 kg. Officials are however attributing the deaths to consanguineous marriages which experts are rubbishing. Chief Minister Sadananda Gowda, who visited the district, accepted that 1,233 children had died in Raichur district alone in the last two years and that 4,531 were on the verge of death due to malnourishment. Maani Moole Haadi is a settlement of the primitive tribe of Jenu Kurubas deep inside the forests of Dodda Byranakuppe gram panchayat of HD Kote taluka, Mysore district. Sharan, a twoyear-old, is alleged to have died here on August 6, 2011 of malnourishment aggravated by illness. A fact-finding team -- which included Clifton D’Rozario, state advisor to the commissioners of the Supreme Court in the Right to Food case, and Sudha K, state convenor of the Right to Food Campaign-Karnataka -visited the settlement and released its report recently. The contrast between the two narratives above in a state that is considered one of the successes of liberalised India – the loot of mineral wealth through a globalised and liberalised economy, and the simultaneous neglect of the basic needs of the populace -- highlights the impact of the skewed development policies adopted by the state. Despite its growth saga, Karnataka is in the 11th position out of 17 worst districts on the Indian Hunger Index -- behind UP, Rajasthan and other southern states. One wonders how such a situation could arise with a bevy of ANMs, ASHAs and anganwadi workers all working to eradicate malnourishment. According to statistics provided by the department of women & child development, out of 32 lakh children who were weighed (of a total of 71 lakh 0-6-year-old children) only 16,04,006 were found normal. More than 11 lakh were suffering from Grade 1 level of malnutrition, 5 lakh from Grade II, 8,000 from Grade III and 643 were on the verge of death. According to a Supreme Court ruling in the Right to Food case, the state is supposed to universalise ICDS and provide anganwadis on priority basis in all SC/ST and tribal hamlets. If one assumes that about 25% children from affluent families, out of the 71 lakh children in the 0-6 age-group do not need the services of an anganwadi, 53,55,000 still need one. But even as the environment paid a heavy price for the country’s swing from communism to consumerism, there are signs that Red China may turn green. Some months ago the former minister for environment and forests Jairam Ramesh gave a speech on growth versus the environment. In essence, his statement was understood by many to signify that if India was to travel the path of high growth, certain environmental concerns would have to take a backseat. For those who are anxious to traverse the high growth path and for those who are concerned about the environment, the book When a Billion Chinese Jump: How China Will Save Mankind or Destroy It by Jonathan Watts (Scribner, New York, 2010) makes essential reading. Watts describes China in the period between 20032005 as “the former basket case nation completed the

Only around 16 lakh children are receiving pre-school education. Shockingly, in the five anganwadi centres in Raichur district that were visited by Clifton D’Rozario, none of the children weighed more than 10 kg. It was also noted that the blight of severe malnutrition disproportionately affected girl-children and children from the scheduled castes (SC). Other lacunae identified in the Raichur report include: *All children between 6 months and 3 years do not regularly use the anganwadi facility. They were weighed only if they came to the anganwadi. *The anganwadi teachers are re-

starvation left him too weak to withstand the disease. Twelve of the 24 enrolled children in the crèche run by the NGO Deeds in the hamlet were suffering from measles. The hamlet has no clean drinking water facility or electricity. Since there is no anganwadi, growth charts of the 24 children have not been maintained and pregnant and lactating mothers too have been denied supplementary nutrition and counselling. The fact-finding team’s visit prompted officials to promise that an anganwadi would be opened within the next 15 days in the hamlet. Of the 38 families in the hamlet, only 23 have Antyodaya cards, while the remaining 15 have none. The food inspector of the department of food & civil supplies explained that when officials

quired to submit monthly reports to the supervisors about children suffering from malnutrition, yet the supervisors had not taken any action. *Even those identified as severely malnourished do not receive proper medical attention and no effective steps are taken to ensure that the condition of the child improves. *Most of the malnourished children only receive a double dose of pre-packed food and not freshly-cooked food. *The families of the malnourished children had temporary ration cards and the quantity of foodgrains received is insufficient. One of the primary issues raised by civil society groups with the department of women and child development was the contract entered into by the department with M/s Christy Friedgram to supply food to the anganwadis even though the Supreme Court had strictly prohibited use of contractors to supply food to ICDS centres. Further, the food was not palatable and hence there was a strong link between the lack of nutritious food being supplied and increasing malnutrition. The Lokayukta is investigating the irregularities in engaging M/s Christy Friedgram. The report of the fact-finding team throws light on the roots of the problem of malnourishment. Sharan (2) of Maani Moole Haadi was suffering from measles and was taken by his parents to the Dodda Byranakuppe hospital on August 4, 2011. The doctor gave them some tablets and a tonic and sent them home. However, Sharan died on August 6. Jaanu, Sharan’s mother, informed the fact-finding team that the ANM at the hospital had taken money from them. “We are poor, how shall we pay hospital charges? There is no weighing machine at the hospital. Our child was hence not even weighed. There is no anganwadi in our settlement and hence our children get no supplementary nutrition. We do not even possess ration cards,” she told the team. Sharan reportedly died because

visited the hamlet to take photographs for the ration cards, these families had migrated on work and were unavailable. He promised to speak to his superiors and take action. There was no water or electricity at the primary health centre (PHC). The doctor at the PHC told the team that though there are supposed to be four ANMs, there were actually just two. The PHC has no vehicle and hence it takes half-a-day to visit one hamlet. If there is an emergency, people are unable to call for an ambulance as there is no telephone network in the area. It takes a minimum of four hours to come by other means and anything can happen during this time. The doctor told the team, “If the government provides all facilities, I can work efficiently.” Since the PHC lacks adequate facilities, the doctor refers most delivery cases to the Mahanandawaadi hospital in the neighbouring state of Kerala. Given this situation, home deliveries are common. Only after Sharan died were 10 children examined and Vitamin A tablets given. A gram panchayat member told the team that when the PHC doctor refers patients to other cities, the people in the hamlet cannot afford to spend money on the bus charges and medicines. There is only one bus that runs from the hamlet. Patients have to travel to and fro in the same bus. If the queues at the hospital are long, they often have to return without treatment as they would otherwise miss the bus. None have the Yeshaswini health insurance either. Under the MGNREG Scheme, 50 persons in the area had worked for 30 days in the forest two years ago. But they had received wages only for 10 days at Rs 82 per day. While wages for 20 days are still due to them, the scheme is no longer being implemented in the hamlet. Families frequently migrate to Coorg for work, leaving their small children behind with the elderly. There is no one to take care of the children properly, resulting in malnutrition and

frequent ill-health. Though a scheme to distribute 1-2 gunthas of land to each of the families has been announced by the government, the families are opposing this saying they need five acres each to live with dignity. Six senior citizens, two widows and two mentally challenged people in the hamlet applied for social assistance pensions two years ago, but are still to get any benefits. While the hamlet is deprived of all amenities that could bring about inclusive growth, vested interests are trying to bring back liquor shops that had been closed earlier. Some development indeed! While children like Sharan were dying, Karnataka’s politicians were flying to resorts with their coterie of MLAs, to guard them against horse-trading by their own party members and/or those of the opposition. They were confabulating at party meetings to devise strategies to counter their opponents. They were holding press conferences to deny the corruption charges hurled at them by opposition leaders. Almost daily, they were flying to Delhi to apprise their party leaders of party goings-on in the state and take orders from them. They were visiting heads of religious organisations to get their blessings and secure the lasting support of their caste votebanks. And in between all this running to and fro, they heli-hopped to temples to conduct special poojas and pray for their political survival. One wonders when they had the time to govern amidst this busy schedule. Did any of them have time to enquire why Sharan, Mahalakshmi and Anjaneya died? Their political survival would have been better served if they had helihopped to remote hamlets like Maani Moole Haadi or Malledevaragudda, understood why development hadn’t ‘trickled down’ to them, or why growth had not been ‘inclusive’ enough, and done something to make it happen. Recommendations The recommendations of the state advisor to the commissioners of the Supreme Court include: *Every single anganwadi must be provided with a weighing scale. *Community-based nutrition centres (which could be the anganwadis themselves) should be started in villages with severely malnourished children, and these children should be fed a special diet of khichdi, eggs, milk, bananas, etc. *The government should consider setting up nutrition rehabilitation centres, linked to the community health centres or district hospitals. *The state government should terminate its contract with M/s Christy Friedgram and instead provide children with milk and hot cooked meals of rice, dals, gram, eggs, vegetables and fruit at the ICDS centres. *The state government should increase the budgetary allocation for provision of nutritious food and other services under ICDS. *All vacant posts must be filled and an additional worker needs to be appointed in the anganwadis, with the specific task of looking after children below the age of 3. *A pre-fixed Nutrition and Health Day should be observed each month, with mandatory joint presence of the anganwadi worker and community health worker, which could also serve as the designated day for the distribution of 'take-home rations' together with weighing of children below 3. In the book, the author takes us across the country from the plateau of Tibet to the Gobi desert. From the heat of Guangdong to the chill of Heilong Jiang which shares a border with Russia, and shows us how in the name of progress and development, first the communist model and subsequently the new growth model have irreparably scarred the environment in region after region.

Confucianism, Taoism, Buddhism , communism and now more recently capitalism driven by consumerism have layered the country .This can be seen even in a 10-km stretch of the river Min, one of the Yangtze’s tributaries . At one end lies the Dujiangyan, a 2,200-year-old Taoist eco-engineering system that harvests water seasonally for irrigation and is considered a world heritage site, and at the other end sits Zipingu, a recent concrete megadam which obstructs the flow of water. Although dams and dykes have been at the heart of the country’s civilisation for over 2,000 years the recent years have been quite dismal. From 1950-80 2,796 dams had failed, with a combined death toll of 240,000. As certain resource- and energy-rich industries in the West became uneconomical because of tightening environmental regulations and escalating labour costs they shifted to China, Japan and Korea to improve their air and water quality by investing in more efficient and clean technologies and simultaneously moving their dirtiest industries into China. As China be-

This was a conservative estimate which did not factor in costs of erosion, desertification, soil decline and overall environmental degradation. Infinite growth in a planet with finite resources is not possible. Wildlife, biodiversity, glaciers, rivers, wetlands , grasslands, desertscapes and urbanscapes have relentlessly borne the brunt of economic progress. Due to various anthropogenic reasons species are dying, forests are emptying, fish stock declining, water shortages growing, deserts encroaching and glaciers melting. China is home to some exclusive species of wildlife-- the famous giant panda, the lesser known baiji, the huge Himalayan griffin, the world’s largest salamander. China also has tigers, black swans and bear. As described in the book, it’s not that efforts have not been made to preserve these species. However, rather than ensuring their habitat remains intact these

animals are today bred in captivity and sometimes even harvested for parts used in traditional Chinese medicine. The choices thus have been farm animals over wildlife, monoculture over biodiversity, concrete over earth. But it’s not all gloom, and tucked into the pages are stories of hope and of people who have dared to be different and are looking at alternatives. The smog has reduced in certain cities, low carbon technologies are being openly discussed and Red China may well turn green even though the colour dominating the horizon today is various shades of grey. As the author writes somewhere in the beginning of the book: “In the 19th century, Britain taught the world how to produce. In the 20th, the US taught us how to consume. Reducing food waste during the holiday season 10 simple steps we all can take to help make this season less wasteful and more plentiful

M

uch of the vigorous growth in meat production is due to the The holiday season is a time for gifts, decorations, and lots and lots of food. As a result, it's also a time of spectacular amounts of waste. In the United States, we generate an extra 5 million tons of household waste each year between Thanksgiving and New Year's, including three times as much food waste as at other times of the year. When our total food waste adds up to 34 million tons each year, that equals a lot of food. With the holidays now upon us, the Worldwatch Institute offers 10 simple steps we all can take to help make this season less wasteful and more plentiful. "Family, community, love and gratitude are all unlimited resources," says Worldwatch President Robert Engelman. "Unfortunately, food and the energy, water and other natural resources that go into producing food are not. The logical strategy is to let ourselves go in enjoying the unlimited conviviality and communion of the holidays, but to avoid wasting the limited resources. Even simple shifts toward sustainability----and reducing food waste is an easy one----can have major impacts when multiplied by millions of people." According to the United Nations Food and Agriculture Organization, roughly one-third of all food produced for human consumption----approximately 1.3 billion tons----is lost or wasted each year. Consumers in developed countries such as the United States are responsible for 222 million tons of this waste, or nearly the same quantity of food as is produced in all of sub-Saharan Africa. "With nearly a billion people going hungry in the world, including 17.2 million households within the United States, reducing the amount of food being wasted is incredibly important," says Danielle Nierenberg, director of Worldwatch's Nourishing the Planet project. "We need to start focusing on diverting food from going into our trashcans and landfills and instead getting it into the hands of those who need it most." The Nourishing the Planet (www.NourishingthePlanet.org) team recently traveled to 25 countries across sub-Saharan Africa, and soon will be traveling to Latin America, shining a spotlight on communities that serve as models for a more sustainable future. The project is unearthing innovations in agriculture that can help alleviate hunger and poverty while also protecting the environment. These innovations are elaborated in Worldwatch's annual flagship report, State of the World 2011: Innovations that Nourish the Planet. As Americans prepare for the upcoming Thanksgiving holiday, here are 10 tips to help reduce the amount of food we waste: Before the meal: Plan your menu and exactly how much food you'll need. 1. Be realistic: The fear of not providing enough to eat often causes hosts to cook too much. Instead, plan out how much food you and your guests will realistically need, and stock up accordingly. The Love Food Hate Waste organization, which focuses on sharing convenient tips for reducing food waste, provides a handy "Perfect portions" planner to calculate meal sizes for parties as well as everyday meals. 2. Plan ahead: Create a shopping list before heading to the farmers' market or grocery store. Sticking to this list will reduce the risk of impulse buys or buying unnecessary quantities, particularly since stores typically use holiday sales to entice buyers into spending more. During the meal: Control the amount on your plate to reduce the amount in the garbage. 3. Go small: The season of indulgence often promotes plates piled high with more food than can be eaten. Simple tricks of using smaller serving utensils or plates can encourage smaller portions, reducing the amount left on plates. Guests can always take second (or third!) servings if still hungry, and it is much easier (and hygienic) to use leftovers from serving platters for future meals. 4. Encourage self-serve: Allow guests to serve themselves, choosing what, and how much, they would like to eat. This helps to make meals feel more familiar and also reduces the amount of unwanted food left on guests' plates. After the meal: Make the most out of leftovers. 5. Store leftovers safely: Properly storing our leftovers will preserve them safely for future meals. The U.S. Department of Agriculture recommends that hot foods be left out for no more than two hours. Store leftovers in smaller, individually sized containers, making them more convenient to grab for a quick meal rather than being passed over and eventually wasted. 6. Compost food scraps: Instead of throwing out the vegetable peels, eggshells, and other food scraps from making your meal, consider composting them. Individual composting systems can be relatively easy and inexpensive, and provide quality inputs for garden soils. In 2010, San Francisco became the first U.S. city to pass legislation encouraging city-wide composting, and similar broader-scale food composting approaches have been spreading since. 7. Create new meals: If composting is not an option for you, check out Love Food Hate Waste's creative recipes to see if your food scraps can be used for new meals. Vegetable scraps and turkey carcasses can be easily boiled down for stock and soups, and bread crusts and ends can be used to make tasty homemade croutons. 8. Donate excess: Food banks and shelters gladly welcome donations of canned and dried foods, especially during the holiday season and colder months. The charity group Feeding America partners with over 200 local food banks across the United States, supplying food to more than 37 million people each year. To find a food bank near you, visit the organization's Food Bank Locator. 9. Support food-recovery programs: In some cases, food-recovery systems will come to you to collect your excess. In New York City, City Harvest, the world's first food-rescue organization, collects approximately 28 million pounds of food each year that would otherwise go to waste, providing groceries and meals for over 300,000 people. Throughout the holiday season: Consider what you're giving. 10. Give gifts with thought: When giving food as a gift, avoid highly perishable items and make an effort to select foods that you know the recipient will enjoy rather than waste. The Rainforest Alliance, an international nonprofit, works with farmers and producers in tropical areas to ensure they are practicing environmentally sustainable and socially just methods. The group's certified chocolates, coffee, and teas are great gifts that have with long shelf-lives, and buying them helps support businesses and individuals across the world. As we sit down this week to give thanks for the people and things around us, we must also recognize those who may not be so fortunate. The food wasted in the United States each year is enough to satisfy the hunger of the approximately 1 billion malnourished people worldwide, according to Tristram Stuart, a food waste expert and contributing author to State of the World 2011. As we prepare for upcoming holiday celebrations, the simple changes we make, such as using food responsibly and donating excess to the hungry, can help make the holiday season more plentiful and hunger-free for all.

NeW Delhi, NoveMber 24 (iaNS): Union Agriculture Minister Sharad Pawar had just taken a step ahead after answering questions from mediapersons when a hand came from among the crowd and slapped his cheek. A nonplussed Pawar later said that in his 50-year political career he has never had any personal enmity with anyone. The Nationalist Congress Party (NCP) chief also said that Delhi administration will take action against the attacker. “As I walked after attending the function some media people stopped and asked me some questions. As I took a step ahead, one hand came from the media side and just passed through my face. He was abusing some political parties and leaders,” Pawar told reporters here. The agriculture minister said he was unaware that the man was involved in another attack earlier - on former union minister Sukh Ram. “In my last 50 year of political career, I did not have any personal enmity with anyone … there may have been political differences. So I don’t understand why this effort was made and I won’t like to comment beyond this,” he said. Pawar was slapped by a turbaned Sikh man, Harvinder Singh, who had also attacked Sukh Ram outside a

States told to act against RTI attackers

NeW Delhi, NoveMber 24 (iaNS): State governments should “promptly” investigate victimization of RTI activists and take action against their attackers, the Rajya Sabha was informed Thursday. Minister of State in the Prime Minister’s Office V. Narayanasamy said in a written statement that at least nine RTI activists had been allegedly killed so far in the country. “There have been some reports in the media that some persons have been assaulted in the last two years allegedly due to their role as RTI activists,” the minister said. He identified nine such victims: Ramdas Pati Ghadegasonkar, Babbu Singh, Amit Jethwa, Datta Patil, Vittal Gite, Sola Ranga Rao, Arun Sawant, Shehla Masood and Nadim Sayeed. Narayanasamy said there was no need for a separate policy to deal with such cases as existing laws were considered “adequate to provide for safety and security to all citizens including RTI activists”. He said the central government had drawn the attention of states to media reports about “the victimization of people who use RTI to expose corruption and irregularities in administration. “States have been requested that if any such instances comes to the notice, it should be properly inquired into and action taken against the offenders.”

Parliament: Fourth day lost and Rs.2.5 crore too

NeW Delhi, NoveMber 24 (iaNS): Pandemonium over varied issues by ruling party and opposition members in both houses of parliament Thursday resulted in the loss of the third day of the winter session and another Rs.2.5 crore going down the drain. The loss adds up to Rs.6.5 crore for the past three days. In the first two days of the session, parliament lost about 17 hours work and over Rs.4 crore cumulatively, considering that rough estimates say that each hour of parliament’s functioning costs the national exchequer Rs.25 lakh. Both houses of parliament were adjourned for the day Thursday without transacting any business after protests over rising inflation and the demand for a separate Telangana state. Both houses have lost around 9 hours of work. Lok Sabha members from the Telangana region of Andhra Pradesh, including from the ruling Congress, flashed placards demanding a separate state. The Left parties have been asking Lok Sabha Speaker Meira Kumar to consider their adjournment motion on price rise even as the government had agreed to have a discussion on inflation under rule 193 that doesn’t entail voting.

Only one slap? Anna asks on Pawar slap

NeW Delhi, NoveMber 24 (PTi): Anna Hazare today tied himself in knots with his reaction to the attack on Sharad Pawar first appearing to respond with contempt and later condemning it. “He got slapped! Only one slap?” he said to a group of journalists who broke out in laughter at his reaction. But later he condemned the incident saying such acts of violence were not good. “He (the attacker) may be very angry. This is not good. Our Constitution does not tell us to be violent with anyone,” Hazare told

reporters. As word about his remarks created ripples, Hazare said he was talking to 200-300 visitors and someone sent a note that Pawar was attacked. “I was asking them, was he only slapped and anything else happened to him,” he said. After that he spoke to the media and told them it was not a slap on the face of Pawar but a slap on democracy. There is no place for violence in democracy, he said. However, he said the government has to think about how to keep the anger of the masses under check.

AFSPA: Omar ready to amend law to protect Army

JaMMu, NoveMber 24 (ageNcieS): In a bid to allay concerns on the issue of revocation of AFSPA, Jammu and Kashmir Chief Minister Omar Abdullah has said his government is ready to give legal protection to the Army by amending the Ranbir Penal Code (RPC) and making it on par with the CrPC. KolKaTa, NoveMber 24 (PTi): In a huge setback to Maoists, its top leader Kishanji was today killed in a gunbattle with security forces in a forest in West Midnapore district of West Bengal, a day after he narrowly escaped from there. The body of 58-year-old Molajula Koteswar Rao, better known as Kishanji, was found and identified after the encounter, a top counter-insurgency force official said. Kishanji, a Telugu, was a Maoist politburo member, the third incommand of the outfit and in-charge of its armed operations in junglemahal since 2009. After receiving specific information that he and some of his associates and Suchitra Mahato, the wife of a slain leader he was living with, were holed up in Kushboni jungle, the area was surrounded by security forces, triggering an encounter. The four tiers of Kishanji’s security was breached, the official said. It was from Kushboni forest that Kishanji had been operating since 2009. The encounter which began this morning at Burisole jungle in Jamboni police station area was close to Kushboni near the Jharkhand border. The official said Kishanji’s body was identified by the AK-47 rifle he was carrying. Suchitra and others fled. A laptop bag, some letters written by Kishanji and Suchitra and a few important documents were earlier seized by the joint forces from Gosaibandh village nearby. Union home secretary R K Singh said in New Delhi that the killing of Kishanji was a “huge set back for the Naxals as he was number three in the hierarchy of CPI(Maoists).

NeW Delhi, NoveMber 24 (iaNS): The Supreme Court was told Thursday that its 2010 order directing the Central Bureau of Investigation (CBI) to probe the 2005 Sohrabuddin Sheikh staged shootout killing in Gujarat suffered from an “apparent bias” and there was a “motivation to please the CBI”. Senior counsel Ram Jethmalani, appearing for accused and former Gujarat minister Amit Shah, urged an apex court bench of Justice Aftab Alam and Justice R.P. Desai to declare the proceedings flowing from the court’s order Jan 12, 2010 on CBI probe as

invalid. In a veiled reference to now retired Justice Tarun Chatterjee, who pronounced the Jan 12, 2010 order, Jethmalani told the apex court there was a “motivation to please the CBI”. “Declare these proceedings non est (non-existent in law). It is a duty that your lordship owes to this court. Not so much to me. Not so much to Amit Shah,” Jethmalani told the court. He said this in the context of the CBI investigations into Ghaziabad district courts provident fund (PF) scam in which the name of Justice Chatterjee too had figured. On Jan 12, 2010,

when the CBI was asked to probe into the Sohrabuddin case, the investigation into the PF scam was on. Jethmalani told the court that the CBI could not garner any evidence to make a prima facie case pointing to the involvement of Shah in the Sohrabuddin case. At the end of the proceedings, the court asked Jethmalani that after hearing all the parties “if we are persuaded not to grant unconditional bail [to Amit Shah] then…” make it conditional. But add that if under some circumstances Shah has to enter Gujarat he could do so by moving the high court taking its permission. It may be recalled that on the plea by the CBI, the apex court Oct 30, 2010, though declined to cancel the bail but asked Shah to remain outside Gujarat. Shah was arrested by the CBI July 25, 2010, for his alleged involvement in Sohrabuddin Sheikh’s killing.

26/11 survivors live with ugly scars & deafening silence MuMbai, NoveMber 24 (iaNS): Life moves on, but what remains are the ugly scars. Nearly three years after the gruesome attack on Mumbai, 26/11 is still fresh in the minds of survivors and victims’ families, many of whom mince no words while saying that security has hardly improved and lives still come cheap. For Kavita Karkare, wife of the slain Maharashtra Anti-Terrorist Squad chief Hemant Karkare, the day has left a deafening silence. “There is still a trace of shock in the voices of my three children when they speak of their father,” she told IANS. “But what shocks me more is the apathy of the government. Our ‘great politicians’ had made tall claims that the security system has been strengthened and no such attack will take place again. But the blasts in July exposed their so-called security. It is depressing,” she said. She was referring to the terror blasts in three Mumbai places July 13 this year that claimed 27 lives and brought back memories of 26/11. Karkare’s two daughters - one a software engineer in the US and another a peace activist working for the United Nations in Vienna - seem to have taken the bitter dose in their stride. But her 20-year-old son who is studying law is looking forward to fighting terror in his own way. “He doesn’t discuss his ideas with me in detail; it is too painful for all of us,” Kavita Karkare said. Hemant Karkare was one of the 166 people killed in the attack at prominent Mumbai locations by 10 Pakistan-based

terrorists three years ago. For 31-year-old Baby Chowdhary, life is an everyday struggle. Baby’s husband Shyamsunder used to work in a biscuit factory in suburban Vile Parle until he was grievously injured in the bomb blast which annihilated the taxi the terrorists used during the attack. “My husband suffered multiple injuries and developed a brain disability that left him paralysed. He still gets disturbed if he accidentally watches bomb blast related clips or movies. He has become too sensitive and over-alert,” Baby said. “There are still times when he shudders remembering the incident. He is flustered all the more because he cannot speak. He had started crying like a baby when he heard about the July 13 blasts at Opera House and Zaveri Bazar,” she added. Columnist Bhisham Mansukhani, 33, who escaped the attack at the Taj Hotel, says it is the media that keeps reminding him of the attack. “Not many people in my social circle remind me of the horror of 26/11. But I do get agitated sometimes thinking of what happened then,” he said. Talking about the government’s action on terrorism - or inaction as he calls it - he says he is completely at a loss for words over the July blasts. “I am not really surprised with the July 13 bombings. I am surely shocked that many more people suffered the fate we did in 2008, but this is what we can expect when all our ministers know is to play the blame game,” he quipped.

Japan looks to future with earnest prince

TOKYO, NOvember 24 (reuTers): Over the past few weeks, Japanese Crown Prince Naruhito has been in the public eye as rarely before, whether tipping a wine glass in toasts at a state banquet or conferring imperial decorations as he stands in for Emperor Akihito, who has been in hospital. Naruhito's prominence while his 77-year-old father recovers from what court officials say is a mild case of pneumonia has given Japan a fresh look at the scholarly, unassuming man who likes animals and watching sumo wrestling with his 9-year-old daughter, Aiko. Whereas Emperor Akihito had a relatively clear role to play when he ascended the Chrysanthemum throne, trying to heal the wounds of a war waged across Asia in the name of his father, Emperor Hirohito, Naruhito, 51, may find it harder to forge a path of his own. And Naruhito may also have to carve out a role largely on his own. His 47-year-old wife, Crown Princess Masako, has suffered from depression brought on by the stress of palace life and unfulfilled demands she bear a male heir, and her public appearances

have been sporadic for nearly eight years. Emperor Akihito took the throne in January 1989 when he was 55, after a similar period of filling in for his father. Royal watchers said Naruhito would bring to the job an unusual range of experience for a Japanese royal, including studying at Oxford University for a period, which he once said were some of the best years of his life. "He's very serious," said Miiko Kodama, a professor at Musashi University in Tokyo. "He's done a lot of studying, written some scholarly reports, and when he makes up his mind about what kind of emperor he wants to be, he'll slowly and steadily work to achieve it. Some of Naruhito's interests may appear innocuous or plain dull -- he has studied medieval transport and espouses environmental causes -- and, like the rest of his family, he has generally shunned the slightest hint of controversy. The harsh warning reflects deep cracks in USRussian ties despite Barack Obama's efforts to "reset" relations with the Kremlin. President Dmitry Medvedev said on Wednesday that he still hopes for a deal with the US on missile defence, but he accused Washington and its Nato allies of ignoring Russia's worries. He said Russia will have to take military countermeasures if the US continues to build the shield without legal guarantees that it will not be aimed against Russia. The US has repeatedly assured Russia its proposed missile defence system would not be directed against Russia's nuclear

egendary musician Jimi Hendrix has been named the greatest guitar player of all time, according to industry experts and leading exponents of the art. He topped a poll for Rolling Stone magazine which said he had ‘exploded our idea of what rock music could be’. British guitarists took the next four places, with 'Slowhand' Eric Clapton the runner-up. Grammy-winning Tom Morello was among those who voted, nominating key Hendrix tracks Purple Haze and The Star-Spangled Banner. He said: 'Jimi Hendrix exploded our idea of what rock music could be: He manipulated the guitar, the whammy bar, the studio and the stage.' Hendrix was able to manipulate his instrument like nobody before or since, but it was only after winning the admiration of Clapton, Jeff Beck and others while he was in London in 1966 that the American really became a star. He famously bought his first guitar at the age of 15 in 1957 for £5, astonished fans by playing with his teeth while out of his mind on hallucinogenic drugs and headlined Woodstock at the peak of his

powers in 1969. Like Eric Clapton, he popularised use of the wah-wah pedal in mainstream rock,which he often used to deliver an exaggerated sense of pitch in his solos. He was influenced by blues artists such as B.B. King, Muddy Waters, Howlin' Wolf, Albert King and Elmore James, and later began wearing a moustache like singer Little Richard, saying 'I want to do with my guitar what Little Richard does with his voice'. He died aged 27 at his girlfriend's house in Notting Hill, west London in 1970 following a party. Among the legends on the list spanning the ages are B.B. King, Keith Richards, Jimmy Page and Pete Townshend. The panel of experts recruited to vote for their favourite guitar players included musicians such as Lenny Kravitz, Eddie Van Halen (who himself appears in the chart at No.8), Brian May and Dan Auerbach from The Black Keys. A selection of Rolling Stone's senior writers and editors also contributed. The experts also weighed in on their favourites, with Pearl Jam's Mike McCready calling Eddie Van Halen 'a master of riffs' and Joe Perry praising Jimmy Page's 'vision of how to transcend the stereotypes of what the guitar can do.' The full list will be featured in a special issue with four special covers of Van Halen, Clapton, Hendrix and Page, and will be on newsstands.

For their version of the Hollywood hit, The Italian Job, the filmmakers needed the actors to drive around in smaller cars, in manual ones instead of automatic. Mizoram Youth Team defeated seven time champions, Nagaland Police by a single goal in the third quarter-final match of the Royal Cup in Kohima. It was a lively and competitive match as both teams managed to keep each other at bay and the match eventually went into extra time as

both teams failed to score in the allotted ninety minutes. Nagaland Police started the match with some intent and produced the first chance within seconds when Joseph (8) connected well with his boot, but his shot was blocked. They came very close to scoring the first goal in the 6th minute when Ninja Kabui (15) managed to rattle the post with his shot. Mizoram held

on and soon they also had their share of chances. The most notable one came in the 38th minute when Lalzruateela (2) met the ball sent in from a corner kick by Lalrindika (18), but his header was palmed away by the keeper. The second half of the match started just as the first, with both teams sharing an equal share of the ball. Lalrammuanpuia

DIMAPUR, NOVEMBER 24 (MExN): The northeast, like the rest of the other AIFF football zones in the country, will also have a professional football league come March 2012. Conceptualised by a Kolkata based management company – Celebrity Management Group or cmg, the league is modelled on the European football leagues and will be called North East Premier League (NEPL). Vice president of the All India Football Federation (AIFF) Ankur Dutta made

the announcement in Dimapur on Thursday, November 24. He was accompanied by Bhaswar Goswami, executive director of cmg. Dutta also represents north east zone football at the AIFF. The announcement will certainly excite football fans in the region, besides many aspiring football players wanting to make it to the big league of Indian football. “If we must promote football in the north east, we must have a professional league... it’ll be a big plat-

form for regional players,” said Dutta in Dimapur today, who is currently touring all the seven states of the region. Arunachal Pradesh is next in the itinerary. The AIFF has already given the nod for the league, he added, while the NEPL will function as an independent and autonomous body. Celebrity Management Group will hold the commercial rights over the league. The league will comprise of eight teams. One team or club each from Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Tripura and Nagaland, who tops their respective state leagues; while the 8th spot will be filled by the second-best team from any of the seven states. That is, the second best teams from all the seven state leagues will face off against each other for the 8th spot. ‘Each team has to be a registered commercial private entity’. In the case of Nagaland, since the NEPL schedule clashes with the dates for the maiden Nagaland Premier League (NPL), no NPL team can have a shot at the re-

gional league during the first edition. They can however be eligible for the following season. Nagaland Football Association (NFA) president Atuo Mezhur said that the governing body will work out the technicalities to select the top team from the state for the NEPL’s first edition. The tournament will last for eight to nine weeks with each team playing seven home and away games each in the league stage. In total, if the first edition of the league goes off successfully, a total of 61 matches will be played, including four semi-

final matches and the 61st and the final match. All the matches will be televised. And another interesting news, the entire league will carry a guaranteed total cash purse of Rs. one crore. All the participating teams will be obliged to operate under-13 and under-16 coaching camps round the year. An optimistic Dutta said that the clubs, which qualify for the NEPL can one day make it to the second division of the I-League and even the top tier. “Through the NEPL, we must target the I-League.”
