Dimapur, November 17 (mexN): The Nagaland Pradesh Congress Committee (NPCC) today denounced the Naga Peoples’ Front-led Democratic Alliance of Nagaland (DAN) government for downplaying Nagaland’s huge debt – a debt that is almost onethird of Nagaland’s own Annual Plan Budget. For a small non-revenue generating State like Nagaland, the Congress stated today, if the NPF government thinks an outstanding debt of Rs.5221.61 crore and a debt servicing of 19.28% or Rs. 785.09 crore (one fifth of total non-plan

expenditure budget of Rs. 4071.60 crore) per financial year are not a cause for alarm, then “God have mercy on Nagas.” The debt of Rs.5221.61 crore almost one third of the State’s annual Plan budget which was Rs. 1810 crore for 2011-12, the NPCC’s media bureau reminded in a statement today. “Why did the Additional Chief Secretary and Finance Commissioner evaded in spelling out the limit prescribed by the Thirteenth Finance Commission (TFC)? It didn’t make much difference whether the outstand-

ing debt was over Rs. 8000 crore or Rs. 5221.61 crore,” the NPCC said. ‘What matters is that the NPF government is debt-laden and the burden has been put on the common men.’ The Congress also challenged the “Finance Minister” of Nagaland – the chief minister – why he is ‘afraid’ to respond to the queries of the Congress concerning the government’s management of the state’s finance. It’s that time of the year again when thousands of Amur Falcon birds swarm parts of Nagaland. The Amur Falcons undertake long and arduous journey from South Eastern Siberia and Northern China and all the way down to South Africa where they spend the winter and then journey back home during the summer. Unfortunately, the birds travel thousands of kilometers en-route through Nagaland only to be killed and

sold in the local markets. The Amur Falcons were first spotted in Nagaland in the early 1990’s. The birds were largely spotted in parts of Mokokchung and Wokha districts. Over the years, the migratory path of the birds has expanded into other parts of the State also. With the increasing number of birds, hunters have established a market where the birds are being sold illegally in many parts of the State. Of late, it has been learnt the Amur Falcons are being sold in abundance at the Doyang Hydro project area

in Wokha district. Sale of the birds was banned in Wokha town and along the highway marketing sheds last year. The Department of Forest (Wildlife division) has been appealing to refrain from killing the Amur Falcon which is not found indigenously in the State. The Divisional Forest Officer (DFO) of Wokha district has appealed to all those involved in trapping and commercialization of the bird to refrain from doing so. The Amur Falcons which are largely also spotted in Changtongya under

Mokokchung district, efforts have been made to stop hunting the birds. The government has converted the area into an ecotourism hotspot and established the Changtongya Biodiversity Reserve. Tourist amenities like bird watch towers and trekking routes have been built and the place now attracts hundreds of bird watchers every year. Similar efforts have been made by many villages and groups in other parts of the State to save these migratory birds; but it appears a lot more needs to be done.

Blood donation camp marked the day two event of the culmination programme of 150 years of Comptroller & Auditor General of India here at the office of the Accountant General, Kohima. Minister for health & family welfare Kuzholuzo (Azo) Nienu inaugurated the blood donation camp as the chief guest this morning while commissioner & secretary for health and family welfare Menukhol John was the guest of honour. Speaking on the occasion, the minister called upon all to make voluntary blood donation a people’s movement. Azo said that inspite of the rapid and remarkable conquests of medical science today, blood cannot be manufactured and therefore, the only source for those who require blood for saving their lives is from another person hence, donation is the only means, he added. He explained that blood donation is harmless and safe as all donated blood is recuperated within 21 days.

Voluntary blood donors maintain a healthy lifestyle, as they are aware about the importance of safe blood. Donating Blood costs nothing but it is the greatest gift one can contribute he concluded. Menukhol John stated that donating blood is a noble cause and further appreciated the efforts of AG office for such a noble cause. The first donor at the blood donation was Accountant General, Nagaland V. K. Girijavallabhan. A total of 34 staff members of Accountant General, Nagaland took part at the donation camp. The closing function was graced by Major General B.S. Das, SM, Inspector General of Assam Rifles (North) as the chief guest. It may be recalled that the institution of the Comptroller & Auditor General of India (CAG) has completed 150 years of its glorious existence. It was on November 16, 1860 that the first Auditor General of India was appointed during the British regime. After Independence,

CAG’s vision, stated “We strive to be a global leader and initiator of national and international best practices in public sector auditing and accounting and recognized for independent, credible, balanced and timely reporting on public finance and governance.” As mandated by the Constitution of India, it said “ We promote accountability, transparency and good governance through high quality auditing and accounting and provide independent assurance to our stakeholders, the legislature, the executive and the public, that public funds are being used efficiently and for the intended purposes.” To commemorate the historical event, it said the year long celebrations have been organized across the country by the respective Accountants General in every state and at the national level by the office of the CAG with a primary aims to promote better awareness along the stakeholders through interactions, photo exhibitions, seminars etc. (With inputs from DIPR).

Villages ban hunting of migratory birds DIMaPur, noveMber 17 (Mexn): In pursuance of last year’s resolution, the village councils of Nihokhu and Hokhezhe villages in a joint meeting have resolved to enforce strict ban on trapping and hunting of migratory birds within the land of two villages. ‘Gate of the sun, an orphan village in developmental aspects’ Mon, noveMber 17 (DIPr): The Mon District Planning & Development Board (DP&DB) meeting was held at Wangla village on November 15 under the chairperson of Deputy Commissioner, Mon, Angau I. Thou. The main purpose of hosting the meeting in this remote village is to see the ground reality of the people living in the rural area and to propagate about the policies, programmes and other activities of the Government and also to assist the rural mass. Wangla is a small village with a population of 1,800 people, mostly cultivators. It is 17 Kms away from the district Headquarters Mon with one hour ride. The village is situated on a hillock below Amanhong hills, surrounded by beautiful, nature-gifted, lush green scenery. The panorama view of Tizit valley from the Angh’s Morung of Wangla village is a thing of beauty for the villagers and admiration for the outsiders. She shares her border with Hongphoi, Ngangting, Oting, Longlam, Pongkong, Lapa and Longkai villages. Although it’s a small village with 149 households, Wangla is one of the oldest villages in the district. It is said that many villages have bifurcated form Wangla in the past. The Wangla village originated from a place called ‘Alemkaphen’ which means ‘Gate of the sun’. Prior to 2009, this village was totally cut off from the rest of the district, because of the fact that there was no proper road connectivity. There were no

bus or taxi services, and the people had to walk on foot till Hongphoi village to come to Mon town. At present, the road is properly connected with black toping under PMGSY and daily taxi service (Tata Sumo) is plying from Mon to Wangla. The village was also not connected with water supply till few days ago. But it was temporarily connected by the PHED just before the conduct of the DPDB meeting as assured by the department. Wangla is gifted with a charming landscape with a luxuriant, green Amanhong forest above the village. This rich green forest provides a natural habitat to different species of flora and fauna. Different kinds of birds migrate to this forest round the season. In order to protect this rich natural beauty of Amanhong forest, the village council has declared the

Amanhong forest as a Birds Sanctuary in the DPDB Meeting. Besides this, the village council has also taken a strong resolution to donate free land for taking up Government projects/ schemes at Wangla. They also submitted a proposal to the DPDB for construction of road from Wangla to Tizit. Wangla is also blessed with a rich fertile soil suitable for all crops. Majority of the populace are cultivators and are engaged in traditional method of farming. With the intervention of World Vision India and Agri. & Allied departments, her economy has developed up to a certain extent. If the potentiality of her soil is utilized with the latest scientific method of cultivation, then Wangla can become an economically viable village. In this connection, the DC Mon Angau I. Thou

She also asserted that her desire to hold DPDB at Wangla is to assist the villagers, because it has become an orphan village in developmental aspects. She emphasized on quality education, unity of the people and to have good relations with the Government officers. Stressing that unity and mutual relations are the strength of the people, she said everything becomes possible when there is unity and good relationship. One of the key reasons why Wangla is still lagging behind in development sector is that, this village falls under Tizit constituency, while Block wise, it falls under Mon RD Block. For this reason, Aloh Wangham MLA & Chairman DAN pointed out that there are certain obstructions to carry

out certain developmental projects in Wangla. He suggested the villagers in the DPDB Meeting to shift Wangla village in the plain areas of Tizit valley for easy construction of roads. Aloh also cited an example that his native village Jaboka has remained isolated and neglected for years when it was situated on the hilltop. With the shifting of Jaboka village in the foothills, it is now connected with roads to Assam, Arunachal Pradesh and Tizit, he added. The literacy rate of this village is 34%. The village has one Government primary School with 94 students and four teachers. Wangla also has one private school with attached hostel sponsored by the village council. The enrolment of the students in the private school is 140. The Education department has provided free textbooks and uniforms to these schools, while the Medical department has provided 15 cots to the hostel. The district administration has provided red blankets for the GBs, blankets for the aged persons and CFLs for the villagers. The NRHM team conducted health camp where 155 patients were examined and provided free medicines. The PHED has assured to construct Public toilets and bathrooms at the Angh’s residence and the schools. The department of Food & Civil Supplies provided 50 quintals of rice. An explosion inside a scrap shop caused injuries to two persons in the afternoon of november 17 in imphal and in a separate incident two persons were wounded when a bomb exploded in a market in Ukhrul district on Thursday. in the first incident, a blast occurred at around 12:30 pm in front of a scrap shop at Uripok Yambem leikai in imphal West when the shop owner tried to cut a pipe with a file which suddenly ex-

Dimapur, November 17 (mexN): National Research Centre on Mithun is a pioneer institute involved in developing the technologies for scientific Mithun farming. The institute has implemented different technologies in selected villages and has found them to worthy for large scale dissemination. In order to disseminate these technologies, KVKs of different Mithun rearing areas were targeted and a training programme was organized jointly by NRC on Mithun (ICAR) and Zonal Proj-

ect Directorate Zone III, Umiam, Meghalaya on “Knowledge management of subject matter specialist of KVKs for Mithun farming technologies” from November 14 to 16. The programme was attended by 15 SMSs and Programme Coordinators from different KVKs of Arunachal Pradesh, Manipur and Nagaland. During the training the participants were briefed about different research and extension activities being carried out by the institute. They were proposed to work as inter-

mediary between the farming community and NRC on mithun so that the services can be provided to the farmers at their doorstep through the KVKs. On November 16, an interface was organized which was attended by Dr. H. Tabin, Director, Dept. of Vety. and AH, Arunachal Pradesh, Dr. Thepfula O Linyu, Director, Department of Veterinary and Animal Husbandry, Govt. of Nagaland, Dr. Kevi Chakhesang, MD, Livestock development Board, Government of Nagaland, Dr. Pudaite, Dep-

uty Director, Dept. of Vety and AH, Govt of Mizoram and all the trainees. Dr. C. Rajkhowa, Director, NRC on Mithun, presided the meeting and welcomed the gathering. He briefed about the activities of NRC on Mithun and expressed the need for carrying out joint activities by state governments of Arunachal Pradesh, Manipur, Mizoram and Nagaland and KVKs of these states. He urged KVKs to link up their programme with state govt. and form a network to expand activities for the betterment of the farmers. Dr. Linyu expressed concern about the declining population of Mithun in the state and felt the need to find out the alternatives for jhooming and deforestation. He said that the fencing, disease and remuneration for mithun men are the serious issues and that has to be addressed. He emphasized on the need to improve the present stock by selective breeding. Dr. H.Tabin, Director, Dept. of Vety. and AH, Arunachal Pradesh presented the present status of mithun farming in his state and reiterated about the

need to intervene for improving mithun farming status. Dr. Pudaite, Deputy Director, Dept. of Vety. and AH, Govt. of Mizoram presented the mithun farming condition of Mizoram and stated that the animal is under constant threat from FMD and other contagious disease due to cross border movement of animals as the state share porous border with Myanmar and Bangladesh. Dr. Taba Heli , PC KVK Papum-pare presented the activities through a documentary and has emphasized for Mithun based Integrated farming system approach in Mithun rearing areas The interface concluded with a pledge to develop a stronger link up among the stakeholder; viz NRC on Mithun, State government, KVKs and the farmers. The KVKs will undertake programmes for Mithun husbandry in at least two selected villages in their respective districts and NRC on Mithun will provide technological backup and State government will facilitate the KVKs and actively participates in Mithun developmental programme.

For construction of bridge between Noksen Hq. and Yimrup village via Dikhu river, SDO (c) Noksen also highlighted the need and facility of the bridge where the Board decided to write it to PWD R&B for the construction. Grant-in-aid to Chang Literature board was also discussed and the Board recommended it to the Principal Director School Education. The meeting was also addressed by visiting official from NACO, Dr. Rajan IAS Team Leader National Technical Support Unit, NACO Delhi. Dr. Rajan also gave a presentation on the high prevalence of HIV/ AIDS in the state and appealed to the officers of the district to create mass awareness to prevent the spread of this disease. The Deputy Commissioner thanked the various dignitaries and also appealed to the members of the board especially the people concerned to fight against HIV/AIDS and to bring down the percentage of the population of People Living with HIV/AIDS and its grievances in the district. State govt announces Fish festival at Porba; a pride relief for fire victims for fishery dept in Nagaland

“What was more shocking to know was about the death of three persons and of the many injured and thousands rendered homeless. While the government is taking all requisite measures to rush necessary help and support to the unfortunate victims of the incident, my heart goes out to the relatives and family members of the deceased and all those affected by the calamitous fire,” Rio said. Meanwhile, Home minister Imkong L Imchen accompanied by Parliamentary Secretary for Relief and Rehabilitation, S Heno, handed the amount to Relief and Management Committee constituted by the district administration under the supervision of SDO (C), Dimapur, at the DC conference hall on Thursday in presence of district administration, police, representatives of Dimapur Chambers of Commerce and Industries (DCCI), various organizations and GBs and elders of Burma Camp. Of the 20 lakhs, the Home minister personally handed Rs. 1 lakh each to the immediate relatives of the three persons killed in the inferno. The remaining amount will be distributed

to the affected victims either on Saturday or Sunday. Imchen in his address urged the relief committee to distribute the government’s aid in a judicious manner so that none of the affected families are deprived. The minister also requested the district administration, Dimapur Municipal Council and various NGOs to create awareness among the public to prevent recurrence of such incidents in future. Heno in his address conveyed sympathy of the state chief minister to the affected victims. DC Dimapur, Hushili Sema, thanked the state government and various NGOs for the concern shown and help extended to victims of the fire tragedy. Meanwhile, Nagaland Governor, Nikhil Kumar, also donated Rs 2.5 lakhs to the fire victims. Earlier, SDO (C), Dimapur, Atokhe, gave an update on the progress of the relief committee. DCCI president Hokivi Chishi, representatives of various organizations including Lions Club and others also spoke on the occasion. It may be mentioned that three persons were killed and around 3000 people rendered homeless in the inferno.

The per capita consumption of fish in Nagaland comes to about 3.5 Kg, which is remarkably low as against the nutritional requirement of per capita consumption of fish at11kg, according to the department source. Of late, the department said, there have been certain remarkable changes in the state’s fisheries scenario especially during the last plan periods wherein local farmers are coming forward to take up aquaculture practices. Certain villages/communities are taking steps to conserve their river/stream systems by their own customary law, and today we find many rivers/streams being protected under this law. The numbers of fish farmers are increasing year after year and production has increased considerably. The above given accounts goes to prove that in spite of major hurdles and constraints, the department has been able to make sufficient progress in achieving its aims and objectives and also induce the rural mass to take up fish culture practice by whatever technical assistance and guidance the department could provide with limited funds. In this

regard, the department can very soon boast of bringing a revolution in fish culture in the state by way of transfer of scientific technology through extension service by fishery personnel. The department also stated that the potential of fishery resources in the state are immense. The major potential resource attributes to the cold and riverine fisheries. It comprises of game fishes like mahseer, also known as the ‘National fish of India’ and snow trout. Ornamental fish species such as loaches, danio, barillius etc., are also added assets. But unfortunately, this fishery resource of the state is threatened due to indiscriminate and destructive fishing methods like poisoning, dynamiting, bleaching, electric fishing, and use of unregulated mesh size net. This destructive fishing method indiscriminately kills the juveniles and the brooders leading to decline in riverine fish species. Hence serious efforts from all corners should be made to conserve our riverine fishery resources. The department also cited some approaches for con-

servation of aquatic flora and flora and their ecosystem. * Deforestation and overgrazing activities along the sloppy catchments need to be checked immediately. * Soil and water conservation measures need to be intensified. * Enforcement of fishery legislation (Indian Fishery Act/Nagaland Fisheries Act) in streams, rivers and lakes to be effectively implemented. * Specific gear and mesh size need to be regulated to protect the juveniles. * Observation of closed season during breeding seasons. * Declaration of breeding and feeding grounds of fishes as reserves/sanctuaries. * Banning the use of poison, bleaching powder, dynamite and electric for fishing. * Seed ranching and their protection may be maintained for the declining stocks. * Mass awareness through extension activities and voluntary agencies about the need for conservation of fish stocks and their ecosystem.

Costly nagaland

T

here have been recent reports in the local media about escalating costs of essential food items in Dimapur, the commercial hub of Nagaland. If this is the case, one can only imagine what the situation will be in the rest of the State since most of the food items are lifted from Dimapur. There have been several complaints from the public about the increasing cost of living. It should not come as a surprise that many places in Nagaland have started to forego Dimapur as the trade hub precisely for this reason—the cost factor. For instance, it is common knowledge that people in Mokokchung and its adjoining areas including Zunheboto and Mon have started to do buy directly from neigbouring Assam. According to their rationale it is far cheaper and convenient to get their goods and services from towns like Jorhat, Assam. Recently some established traders in Guwahati expressed concern about doing business in Nagaland because according to them, there is no laid down rules. For instance, retailers in Dimapur do not follow the MRP rates but charges double or even triple the amount. This makes it unviable for business to sustain itself. Such kind of practice will not be allowed in other cities. Similarly the cost of labour is also one of the highest in the country. Today, the cost of unskilled manpower per day is around Rs 200 if not more. In other States it is much less. It is believed that the increasing population of unskilled labour from around the country and region into Dimapur is because they get paid well here. The problem appears to be that there is no official rate and even if there is, the public are not aware about it or do not seem to care about paying extra cash. It seems to be our habit to spend lavishly. In the process, our lifestyle itself is one of the reasons for the cost escalation that we are witnessing. The State government should also direct the concerned authorities in Nagaland to find out as to why the consumers have to pay so much. There could be several reasons for the cost escalation. Some of them could be genuine while a majority of cases may not be justified. For instance, there is a tendency to make huge profits at the cost of the consumers. This trend is quite visible in Nagaland. While there is nothing wrong in making profit, this should not become blatant. We must distinguish between profit and greed. In this regard, one should also make a mention that awareness about consumer rights in Nagaland is indeed very poor. A vigilant public is the need of the hour. However, at the same time, it has to be acknowledged that we face some unique problems. In other words, ours is not the most conducive of environments to do business. The first problem we have to recognize is the parallel taxation being operated by the so called underground. The problem is compounded by the extortion racket run by all sorts of people—from armed cadres, criminals and other desperate elements. And when prices skyrocket, traders usually justify the same pointing to this double taxation at home. Transporters who play a crucial role in carrying goods and services also cite this reason. The second problem is essentially about improving our infrastructure—better roads, power, security. The third as already mentioned is public apathy and our own greed for more. The point is how we as a State and society confront these problems?

Aung San Suu Kyi steps up

E

xactly one year after her release from nearly two decades of house arrest, Aung San Suu Kyi seems be on the threshold of a new role in Myanmar, still in opposition to the military-backed civilian regime, but no more standing outside the political system that it has set up. Earlier this month, the government changed the rule that required political parties to “preserve” the military-drafted 2008 Constitution; they are now expected to “respect and obey” it. This change has paved the way for Ms Suu Kyi's National League for Democracy to register as a political party. NLD leaders are likely to meet later this month to take the call. Indications are that the regime is thinking of setting some 600 political prisoners free. If it does so, it will make the decision easier for the NLD. The party boycotted last year's elections, but it is now widely expected that Ms Suu Kyi will contest an election in December, and thus enter Parliament. On the first anniversary of her release on Monday, the Nobel laureate told journalists that the Myanmar regime had taken some steps towards political reform. She described recent developments in the country as “eventful, energising and, to a certain extent, encouraging.” One of these was a statement by the Speaker of the Parliament's Upper House, Aung Khin Myint, that he recognised the results of the 1990 election. The NLD swept the 1990 polls, and it was following that victory the junta put Ms Suu Kyi in what turned out to be the first of long spells of detention for the next two decades. Ms Suu Kyi's latest move towards reconciliation with the same people who imprisoned her is not a sign of weakness on her part. Clearly, the iconic leader, who made great personal sacrifices as she spearheaded the pro-democracy movement, would not have responded to the regime were she not convinced that an opportunity now exists to unshackle Myanmar from a past that had kept the country isolated and led to the impoverishment of its people. The Thein Sein regime launched the process of reform with the realisation that the previous model of authoritarian governance had become untenable and unsustainable. The regime needs Ms Suu Kyi's participation in the project for political credibility. True, the Myanmar military still has the power to call off the reforms process, but its positive attitude to the changes that President Thein Sein has ushered — radical, by Myanmar's standards — suggests that it is on board. Without doubt, the changes in Myanmar represent its best chance to emerge from a five-decade-long wilderness.

Can teChnoCrats save the euro?

It's a tough call for the new leaders of Greece and Italy but the cost of failure is enormous

A

s the Great Euro Mess got messier, the past weekend witnessed a desperate bid by Europe’s political class to clean it up. Over the course of three days, two democratically elected leaders — the Prime Ministers of Greece (the epicentre of the Euro crisis and Italy (the greatest threat to the future of the Union) — were eased out of their offices and replaced by field experts handpicked by Brussels to perform the magic. On Sunday, scam-ridden billionaire Prime Minister of Italy Silvio Berlusconi lost his position to Mr Mario Monti, a former high-ranking member of the European Commission (the executive body of the European Union). Only two days earlier, Mr Berlusconi’s counterpart in Athens, the embattled political scion of Greece, Mr George Papandreou, was succeeded by a former vice-president of the European Central Bank, Mr Lucas Papademos. Both Mr Papademos and Mr Monti have significant influence and are well-regarded within the corridors of high power that extend from Berlin to Paris via Brussels. However, it is outside the corridors of power, on the streets of Athens and Rome, that the two will have to prove their mettle. While they are respected by people of their respective countries neither has any significant experience in popular politics. Mr Monti was made a lifetime member of the Italian Senate only earlier this month while Mr Papademos, who is currently the head of a transitional National Unity Government, is not even a Member of Parliament. Yet, it is interesting to note that, while the continent’s intellectual elite have not taken too kindly to the fact that neither Mr Papademos nor Mr Monti is an elected representative the masses remain largely unperturbed. In fact, there is a palpable sense of hope and optimism in Athens. Unlike the week-kneed Papandreou, his successor is seen as someone distanced

from Greece’s deeply-entrenched political system, a man of principles and an ‘an expert’ who will fix the country’s problems perceived to have been perpetuated by a group of self-serving politicians who now are a discredited class. Similarly, in Rome and elsewhere in Italy, the people heaved a collective sigh of relief as Mr Berlusconi — a man they had elected to power three consecutive times — prepared to leave office. Even the financial markets reacted appropriately. Clearly, there is a strong anti-incumbency sentiment at work and there is no doubting the sense of popular disenchantment with the current crop of politicians. It has produced a counternarrative that, with the politicians out of the way the country is now in “a safe pair of hands”. To what extent this presumption will hold true is yet to be tested. For one, Messrs Papademos and Monti do not have history on their side. Technocrats before them have routinely failed to register significant political gains not just in European countries but across the world. For instance, the erstwhile Soviet Union was effectively the world’s first technocracy — its Politburo consisting of a large number of engineers. Similarly, in the US it was a technocrat in the form of former Defence Secretary Robert McNamara who led the country into the disastrous Vietnam War. Closer home, Prime Minister Manmohan Singh is no less a technocrat than either Mr Papademos or Mr Monti — in fact, like both men, he too is a former central banker and a well-regarded economist who scripted India’s early stellar growth story. Yet, as Prime Minister, Mr Singh has failed to deliver. Moreover, Italy and Greece have already had similar periods of brief technocratic rule. Between 1993 and 1994, a former central banker, Mr Carlo Azeglio Ciampi, served as Prime Minister of Italy. Later, as Finance Minister, he even oversaw Italy’s induction into the Eurozone.

Similarly, former Bank of Greece director Xenophon Zolotas held the top job in Athens from 1989 to 1990 after no single party won a majority in the previous general election. Mr Zolotas headed an apolitical non-partisan unity Government until fresh elections were held the next year — very similar to Mr Papademos’s current political arrangement with the Greek Government. And ultimately even the Eurozone itself is a technocrat’s creation. However, none of this should serve as a reason to write off Europe’s newest leaders who, make no mistake, have taken on some of the toughest responsibilities in the world right now. In Rome, Mr Monti will have to convince investors that it is indeed possible for Italy to cut its 1.9 trillion Euro debt and actually spur economic growth even while austerity measures continue to cripple the population. But before that Mr Monti must build his own Government that will last till 2013 — and that is already proving harder than expected. For Mr Monti, who is yet to be officially instated as Prime Minister, the honeymoon is already over. Meanwhile in Athens, Mr Papademos too has been given a tall order to fill. And he only has 100 days to deliver results until the next elections are held in February. In this time, Mr Papademos will have to do what no Greek politician wants to, i.e. implement greater austerity measures and carry out the unpopular conditions of the bailout package. Indeed, it is worthy mention that his predecessor, Mr Papandreou, had to quit office because he had dared to suggest that the austerity measures be subject to a popular referendum. Three days later, following tremendous pressure from Brussels, which simply could not afford the risk of losing the referendum, he took back his suggestion. Many have pointed to exactly this episode as an example of how technocracy is taking over European democracies. This is far from the truth. Democ-

racy is more than just referendums. Besides, if the Greek are allowed to vote on the bailout package, the Germans too should be allowed to decide on the same for they are the ones paying for it. And, if Greece and Germany are allowed this luxury, why should the people of Spain, Portugal and other European countries not have their say? This is simply an untenable situation. Democracies work best when Govern-ments have ample space and freedom to function. At the end of their terms, after the people have experienced the pros and cons of their policies, the electorate is free to make its decision known at the next general election. Also, those crying themselves hoarse about a technocratic takeover in Europe would do well to remind themselves that both Mr Papademos and Mr Monti have been selected by the elected representatives of their countries and are perfectly legitimate leaders in their own right. This is not a hostile takeover. It is, however, true that technocrats such the heads of the European Central Bank, the European Commission, the European Council and the International Monetary Fund, do have an important role to play in the decision making processes of the Eurozone. Yes, at some point the member states will have to come to an agreement over how best to implement an effective system of democratic checks and balances but that is a task for future. For now, the focus must be on resolving the imminent crisis at hand and preventing another global recession. In the meantime, critics may take comfort in the fact that while technocrats may be at the helm of affairs for now, the nerve centre of the Eurozone lies in the hands of German Chancellor Angela Merkel and French President Nicholas Sarkozy — two popularly elected leaders who represent the collective will of 145 million people across continental Europe. Celebration with a difference

E

very year we celebrate Ahuna festival and this year was no different. However, unlike other years we wanted to celebrate this festival with a difference. And today I would like to share with you all in what way we proposed to contribute on our part in bringing changes in our society, no matter how small the change may be, also with the intention of reminding the youngsters of our generation to be acquainted with and appreciate our cultural traditions. We the 21st century generation, regardless of whether young or old, most of us we are slowly being metamorphose into unknown entity. The reason is, we are swept away by other cultures, caught in the onslaught of information technology which gives us so many choices of who we want to be as individuals. Today, if we are to take survey and ask the youngsters the significance our traditions and festivals, I assume only handful will have an idea. We celebrate our festivals with great pomp and gaiety with the who and who’s of the society gracing the celebration. In the midst of such celebration, we forget to relay the important message to the people because I believe such celebration must not only consist of colorful display of our traditional clothes and dances and most importantly food! But I believe such beautiful celebration must be made more meaningful by retelling the stories

about the practices of such cultural traditions. This brings me to our celebration of Ahuna festival with a difference. Ours is a small community, an upcoming Theological College. But no matter how small our community may be or how small our contribution may be, I believe each of us has a role to play in bringing changes to our society. So, this year instead of inviting somebody for financial gain, we invited a person who could enrich our mind and knowledge about our rich cultural heritage and in particular the significance of this Ahuna festival. In that way instead of searching for monetary gain, we search for the gift of true learning, knowing and appreciating our rich culture. And so today, I write this article not with the intention of displaying of what we had done, but to say that changes cannot come from outside but from within. And the change we hear, write and talk about can take place in our society, if only we the people be the agent of that change. And our contribution no matter how big or small in making a difference to our society will serve as catalyst of change. Modi could be India’s Deng State of the

n power terms, political correctness is a reasonably modern phenomenon. In history, the blood and gore of conquest was usually cast in terms of valour, vision and the capacity to rule. It was understood statecraft was not meant for wimps. But another demeanour, far less militaristic, that works nowadays is that of the doer with a modicum of style. Chief Minister Narendra Modi recently went to China with a large entourage of Gujarat’s finest business leaders. He went in response to an ongoing Chinese initiative sponsored by the Central Committee of the Communist Party of China. Among others who have visited China on a similar invitation are Chief Minister Nitish Kumar of Bihar and Chief Minister Bhupinder Singh Hooda of Haryana. However, Mr Modi is the only Chief Minister who can boast of Chinese rates of growth in his State. Gujarat has an overall figure of 12 per cent growth per annum, with even the usually moribund agricultural sector turning in a record-breaking 10 per cent last year. The urban population of Gujarat, at 40 per cent of the total, more closely resembles the demographics in China. Our near inviolate shibboleth is that “India lives in its villages”. That profundity was pronounced by the Mahatma, Gujarat’s greatest gift to the nation and the world in the century gone by. Unsung as he undoubtedly is, Sardar Vallabhbhai Patel, also born from the womb of Gujarat, with a great deal more realpolitik to him if not the Mahatma’s greatness, comes a close second to Mohandas Karamchand Gandhi. Mr Modi, also cast in a decidedly heroic hue, is seen by the Chinese as India’s Deng Xiaoping. For long on the periphery of national power, Deng Xiaoping, once he came to centre stage, placed China on its spectacular trajectory to make it the fastest growing economy in the world. Mr Modi, impressed as he is with Chinese achievements, is not content, however, to slavishly ape China’s growth methods. He sees the business opportunity more as a Chinese one, and asked his hosts to desist from egging Pakistan on to make trouble for India. He mentioned the presence of Chinese in Pakistan-occupied Kash-

When Deng came to power, he crafted policies that have catapulted China to its present prominence. Narendra Modi has similar potential and this is not lost on the Chinese.

mir. He also referred to Chinese maps that show large tracts of Indian territory, such as Arunachal Pradesh and Aksai Chin, on the Chinese side of the fence. Mr Modi does not think such essentially hostile gestures are going to help Chinese companies secure lucrative Indian contracts in the infrastructure, telecom and energy sectors, among other things. What Mr Modi spoke in China was hardly the talk of a supplicant. To give credit to his hosts, they took his pointed remarks on board without protesting. But even if China sees Mr Modi as a possible future Prime Minister of India, the Chinese don’t have to fight their way through the thicket of rivals like the Gujarat Chief Minister has to. The issue that stands as an obstacle in Mr Modi’s path to power at the Centre is the perception in certain quarters that he either caused or colluded with mob fury during the postGodhra violence of 2002. While legally it may be impossible to lay any such blame at his door, his detractors continue to persist with this portrayal of Mr Modi. The irony of the situation is that this country became free in the midst of unprecedented communal violence with at least half-a-million lives lost in the riots of 1946 and 1947. But it did next to no damage to the

subsequent political careers of the principal beneficiaries of partition, Mohammed Ali Jinnah and Jawaharlal Nehru. Jinnah, of course, coughed his last soon after partition, but you could hardly blame his tuberculosis on his politics. The third beneficiary of glory, if not pelf and power, was the beribboned Lord Mountbatten of Burma. But when he was blown up while fishing many years later, it was the Irish Republican Army that carried out the bombing and not any part of the Hindu-Muslim diaspora. In recent history, there was Mrs Indira Gandhi’s invasion of the Golden Temple complex in Amritsar, the bizarre use of tanks through narrow lanes and the Indian Army. There were about a thousand casualties around the lanes, rooms, pools and terraces of the temple. The net effect was one of desecration and sacrilege. The ‘martyrdom’ of Jarnail Singh Bhindranwale, when a judicially-sanctioned noose would have been infinitely better, was a corollary and deeply-wounded Sikh pride a consequence. And then, there was the whispering from the shadows, echoing with the ghosts of Jallianwala Bagh located just a short distance away from the Golden Temple in Amritsar.

Later came the tragic aftermath, that of Mrs Gandhi’s murder at her home, and the thousands of Sikhs butchered in the national capital in swift retaliation. The carnage was organised, it is maintained to this day, by prominent members of the Congress over four days of barbarity. Yet it is the violence that followed the carnage at Godhra, where the provocation involving the deliberate burning alive of scores of Hindu pilgrims inside locked railway carriages occurred, and Ayodhya, where nobody was killed during the demolition of Babar’s mosque, which are held out as prime examples of ‘communal intolerance’ in this country. Having control over the money tap of Government advertising is a good way to control the flow of news and analysis, much of it distorted and third-rate, as certain judges with extra-judicial views are prone to voicing. It is a classic case of the pot calling the kettle black, if one only casts a glance at the state of our judiciary and the functioning of our legal system. But casting stones at others is the sub-continental idea of free speech. Though we have never been much good at taking what we love to dish out. Coming back to Mr Modi and the great ‘secular’ cant about his unsuitability for the top job because of his ‘communal’ credentials and belonging, as he does, to a ‘communal’ party, is so much talk that can harm our national progress. The importance of Mr Modi is that there is nobody from any party with his development record. As for his ‘communalism’, even if it is taken at face value, it cannot be seen to be any worse than that of any other politician, including Rajiv Gandhi who justified the anti-Sikh pogrom in 1984 in arboreal similes. Deng the doppelganger was purged twice by Chairman Mao. But he managed to upstage Mao’s designated successor Hua Guofeng. He then took control of the second generation reforms that have catapulted China to its present prominence. Mr Modi has similar potential, albeit in a different political context and discourse, and this has not been lost on the Chinese. As for Mr Modi, he prepared for his visit carefully and made his presentation on Gujarat in correct Mandarin! Source: The Pioneer

Media To Help Solve the Middle East Conflict!

s if the United Nations and its Security Council had not spent more than 60 years debating solutions and adopting resolutions–all if them capable of solving the Middle East conflict for good, now the UN asks the media to help set up peace in the region, alleging that politicians cannot create peace by themselves! In fact, just one week before the opening of the 66th session the UN General Assembly, during which the Palestinian Authority is expected to call the international community to formally recognise a Palestinian State, the UN Communications chief called on all “those involved in traditional and social media to explore how they can help foster a climate conducive to peace in the Middle East.” “It is important to remember that peace is not something that politicians alone can create. Journalists and artists have a critical role,” said Kiyo Akasaka, Under-Secretary-General for Communications and Public Information. The Usual UN Rhetoric In his closing remarks to the International Media Seminar on Middle East Peace, which ended on September 13th in Budapest, Akasaka said he hoped the participants at the two-day meeting will “consider further how obstacles to a permanent agreement between Israelis and Palestinians can be overcome through their work.” The seminar, organised by the UN Department of Public Information, brought together scholars, activists, journalists, writers, theatre producers, musicians

and bloggers for a dialogue aimed at “enhancing understanding between peoples and achieving a just and lasting peace based on a two-State solution.” This year’s event took account of the dramatic changes in the political landscape in the region. Akasaka emphasised that this year’s gathering was very important “because of the ongoing stalemate in the Israeli-Palestinian peace talks.”… “We Need A Push”, Says UN “We need a push. We need negotiations to be started. This sort of seminar, I hope, will be helpful in producing the atmosphere conducive for re-opening negotiations,” he stated in an interview with UN Radio. He added that the event was also significant in light of the ‘Arab Spring’ – the revolutions in Tunisia and Egypt and pro-democracy movements taking place elsewhere in the Middle East and North Africa – and its implications for the peace process. “There was, some pointed out, a very strong view that democracy was only found in the State of Israel. But now that the democratisation is in the making in many Arab countries, the perception of the world about the Arab people and the Arab world may significantly change,” he noted, adding that this could have positive repercussions for Palestine. International Day of Peace And The UN Rhetoric Two days later, UN secretary-general talked about this year’s 30th anniversary of the International Day, which falls on September 21th. Ban Ki-moon stressed that “democracy

is a core value of the UN, noting that it is crucial for human rights, provides channels for resolving differences, and gives hope to the marginalised and power to the people.” “But democracy does not just happen; it has to be nurtured and defended,” he said in a message to mark the Day. “ The world needs you to speak out – for social justice and freedom of the press, for a clean environment and women’s empowerment, for the rule of law and the right to a say in one’s own future.” More UN Rhetoric: Peace Bill, Champions of Democracy, etc. Ban said it has been a remarkable year for people seeking a say in shaping their societies and futures. “Men and women across the Middle East, North Africa and elsewhere have sought their democratic rights with remarkable fervour and creativity – and with remarkable success,” he stated before ringing the Peace Bell on September 15th. “When people take part in the democratic process, when they become engaged, they build peace, day by day, year by year… On this day, I urge all champions of democracy and peace throughout the world to make your voices heard. The United Nations stands with you.” Isn’t it about time that the UN and its Security Council do something that is not just declaring wars, as a way to justify their dangerous, deliberate usefulness when it comes to establishing peace? cross the globe, the seven billionth addition to the human population has been welcomed symbolically. Baby deaths, another vital statistic, can be pushed aside. Numbers are nice. They give us an idea about just how insignificant we are and how each of us has to wage a battle. The seven billionth girl in India was born in Lucknow – the symbolism here is of the girl child. There are photographs and nice family moments. Imagine a situation where a few years from now she could be married and forced to become the shared booty between brothers because she survived. Nobody poked a coat hanger in her mother’s womb to kill her. No one poisoned her milk or just threw her in the dustbin. The tragedy of her life is her survival. What I mention about shared booty is a shocking report that somehow did not cause a flutter in the mainstream Indian media. My inbox that is usually flooded with information about female circumcision in some African country or how women in Saudi Arabia have to fight the authorities to be able to drive did not have a word about this news. We Indians are concerned about how the world treats women when we are among the worst criminals. Baghpat does not figure in the maps we understand. It is a small village in North India, two hours away from the capital New Delhi and 500 kms from the 7 billionth baby girl. The report mentions the story of a woman, now in her 40s, who had come like any other bride to her new home. Munni did not know what awaited her. In her words: "My husband and his parents said I had to share myself with his brothers. They took me whenever they wanted – day or night. When I resisted, they beat me with anything at hand. Sometimes they threw me out and made me sleep outside or they poured kerosene over me and burned me."

She has three sons from her husband and his two siblings. She would not be able to tell who is whose father. She filed no police complaint. She had no choice; some would say her position is better because others are kidnapped and raped or sold to brothels. The British Medical Journal quotes the astounding figure of 12 million deaths of female children in three decades. Voluntary agencies mention the sex ratio. In Baghpat for every 1000 men there are 858 women; nationally the ratio is 1000 men for 940 women. This is a far more delicate problem than rape and human trafficking, for it is kept within the family. In Haryana, brides are imported from the vastly different cultural southern state of Kerala. It would be a good example of breaking regional barriers, but many of the women are bartered. We also need to look beyond the skewed sex ratio, because in some ways it ends up sounding like a justification even as we deplore it. We also have mythology to rely on. In the Mahabharata, the Pandavas – the good guys of the epic – all marry Draupadi. The reason? They

are obedient sons. Their mother Kunti always told them that they should share whatever they get. After Arjuna successfully wins Draupadi in a swayamwar, upon their return they tell their mother they have brought alms and she repeats her advice. One can look upon this as less literal than it is because it is mythology. However, later these brothers do put their wife at stake in a game of dice. Munni of Baghpat does not have a kingdom she can claim to belong to or a Krishna she can seek succour from. There must be many such women who are not only shared by the brothers but also sold or loaned to the desperate bachelor population. Such a sense of camaraderie and community living was not uncommon in tribal societies. In fact, there were matrilineal societies too, but power was vested in the hands of the woman and lineage also passed through her. It did not give rise to any questions about fatherhood. Women had control over choice of mate and property. If the Baghpat type situation were reversed and women indulged in this sort of polyandry in today’s times, it would most

certainly be unacceptable. For all our talk of women’s empowerment, even offbeat cinema sees a woman’s sexuality as the masculinisation of her. Or, an error. In UP, too, the fact that Munni is not even granted respect and treated as a sex object should alert us to the fact that the sex ratio figures could well turn into a ruse for polygamous relationships. Where men do not need to pay for sex and can get women to work in the farms and at home to cater to their every need, it might alter the dynamics of gender relationships and parenting. One is bound to sneer at what appears to be an urban concern, but gender relations are not only about seminar discussions. It is about how they affect people of two sexes. If the men are following the patriarchal format and want to propagate their lineage, why are they not concerned about who the father is? Is there any guarantee that they are not going out with other women to satisfy their sexual urges? What about the issue of diseases? Education of women is a priority as the agencies there rightly point out, but will it ensure that the woman gets out of this circle? They obviously have little control over the gender of their offspring and what happens to it. Since it is the men who seem to ‘suffer’ due to lack of women, should they not be educated and informed about the long-term consequences of snuffing out the life of the girl child? Munni’s story is incomplete without pondering over a few concerns. She has three sons. Did she have any daughters that she had to get rid of? Had the daughters been allowed to live, would their own fathers have exploited them for no one would know who the natural parent is? By now, we have gone much beyond the seven billionth figure and if a girl has survived in some backward village, her fate is sealed – sold and delivered. Global Meat Production and Consumption Continue to Rise

lobal meat production and consumption have increased rapidly in recent decades, with harmful effects on the environment and public health as well as on the economy, according to research done by Worldwatch Institute's Nourishing the Planet project for Vital Signs Online. Worldwide meat production has tripled over the last four decades and increased 20 percent in just the last 10 years. Meanwhile, industrial countries are consuming growing amounts of meat, nearly double the quantity than in developing countries. "Much of the vigorous growth in meat production is due to the rise of industrial animal agriculture, or factory farming," said Danielle Nierenberg, Worldwatch senior researcher and director of Nourishing the Planet. "Factory farms pollute the environment through the heavy use of inputs such as pesticides, herbicides, and fertilizers used for feed production. Large-scale meat production also has serious implications for the world's climate. Animal waste releases methane and nitrous oxide, greenhouse gases that are 25 and 300 times more potent than carbon dioxide, respectively. "The world's supersized appetite for meat is among the biggest reasons greenhouse gas emissions are still growing rapidly," said Worldwatch President Robert Engelman. "Yet properly managed and scaled meat production----like the kind pursued by small-scale pastoralists on dry grasslands----could actually sequester carbon dioxide. It's largely a matter of rethinking meat at both ends of the production-consumption trail." Dirty, crowded conditions on factory farms can propagate sickness and disease among the animals, including swine influenza (H1N1), avian influenza (H5N1), foot-and-mouth disease, and mad-cow disease (bovine spongiform encephalopathy). These diseases not only translate into enormous economic losses each year----the United Kingdom alone spent 18 to 25 billion dollars in a three-year period to combat footand-mouth disease----but they also lead to human infections. Mass quantities of antibiotics are used on livestock to reduce the impact of disease, contributing to antibiotic resistance in animals and humans alike. Worldwide, 80 percent of all antibiotics sold in 2009 were used on livestock and poultry, compared to only 20 percent used for human illnesses. Antibiotics that are present in animal waste leach into the environment and contaminate water and food crops, posing a serious threat to public health. The amount of meat in people's diets has an impact on human health as well. Eaten in moderation, meat is a good source of protein and of important vitamins and nutrients such as iron, zinc, and vitamins B3, B6, and B12. But a diet high in red and processed meats can lead to a host of health problems, including obesity, diabetes, cardiovascular disease, and cancer. Eating organic, pasture-raised livestock can alleviate chronic health problems and improve the environment. Grass-fed beef contains less fat and more nutrients than its factory-farmed counterpart and reduces the risk of disease and exposure to toxic chemicals. Well-managed pasture systems can improve carbon sequestration, reducing the impact of livestock on the planet. And the use of fewer energy-intensive inputs conserves soil, reduces pollution and erosion, and preserves biodiversity. "Pastoral farming systems, especially in developing countries, improve food security and sustain the livelihoods of millions of farmers worldwide," said Nierenberg. "Eating less meat and supporting pastoralist communities at every level is essential to combat the destructive trend of factory farms."

People In the developing world eat 32 kilograms of meat a year on average, compared to 80 kilograms per person in the industrial world. • Of the 880 million rural poor people living on less than $1 per day, 70 percent are partially or completely dependent on livestock for their livelihoods and food security. • Demand for livestock products will nearly double in subSaharan Africa and South Asia, from 200 kilocalories per person per day in 2000 to some 400 kilocalories in 2050. • Raising livestock accounts for roughly 23 percent of all global water use in agriculture, equivalent to 1.15 liters of water per person per day. • Livestock account for an estimated 18 percent of humancaused greenhouse gas emissions, producing 40 percent of the world's methane and 65 percent of the world's nitrous oxide. • Seventy-five percent of the antibiotics used on livestock are not absorbed by the animals and are excreted in waste, posing a serious risk to public health. • An estimated 11 percent of deaths in men and 16 percent of deaths in women could be prevented if people decreased their red meat consumption to the level of the group that ate the least. • Eating organic, pasture-raised animals can be healthier and environmentally beneficial compared to industrial feedlot systems. Border talks with China in ‘hardest’ phase

new delhi, november 17 (PTi): Notwithstanding the Chinese military infrastructure buildup along the Line of Actual Control (LAC), the incidents of its intrusions have declined, according to the government which says the talks on resolution of the boundary issue have entered the “hardest” phase. Setting the tone for the meeting between Prime Minister Manmohan Singh and his Chinese counterpart Wen Jiabao in Bali, Indonesia, tomorrow, government sources said today that the two countries have moved

beyond the one-issue relationship focused on border row to the “full spectrum” of engagement despite having “one of the most complex relationships in the world”. The sources noted that bilateral trade between India and China had been witnessing robust growth, crossing USD 61 billion mark last year and 17 per cent increase in the seven months of this fiscal although the “big issue” of imbalance in favour of China remains. The relationship is fraught with “risks” but it should not be stereotyped, the sources said while pointing to the complex nature of the relationship which has elements of both “competition and cooperation”. Noting that the Line of Actual Control has been calm for nearly four decades, they said the Chinese intrusions had come down in the last few years although its military capabilities have increased. They, however, did not

give any figures. The sources said the intrusions, from either China or India, had become kind of predictable as both sides know where these will take place but there is no military confrontation. The intrusions are actually symbolic, with both sides leaving traces like cigarette packets or writing on stones, to assert claim over the territory. The two countries will be putting in place by this year-end a mechanism for border management which is intended to avoid and address any misunderstandings. The proposal for setting up the mechanism was mooted by Wen during his visit to India last year and the decision to set it up was taken when the two Prime Ministers met in Sanya, China, in April this year. The Special Representatives, who will be meeting here towards the end of this month, have made progress in their negotiations on resolving the

boundary question. Elaborating, the sources said negotiations had three stages. The first stage was Guiding Principles and Political Parameters, which was put in place in 2005. The second stage was identifying the framework for resolution of the boundary dispute, and the third stage to apply that framework, the sources said. The second and the third stages are the “hardest” part of the negotiations and efforts are underway to conclude these. At the same time, neither side had put any time frame for concluding these. The sources talked about the need to “manage” the relationship while acknowledging that it was “hardest” to predict. With regard to building of capacities along the LAC, they said it has happened on both sides as the two countries have grown economically over last 10 years. There is a kind of balance in terms of infrastructure and

military capacities on both sides of the LAC. While the boundary issue remains unresolved, the India-China relationship has diversified with the two sides having regular dialogue on areas like defence, political ties besides global issues like world economy and climate change, the sources said. In terms of trade, both the countries are exploiting each other’s fast-growing markets while addressing issues like tariffs and non-tariff barriers. India’s exports in goods to china have been increasing fast but the services sector is closed and talks are underway to address this issue. “We need to keep pushing and trying,” a source said, while noting that such issues are being dealt with through the Strategic Dialogue forum. 2G scam accused tell court CBI tampered with evidence

new delhi, november 17 (ianS): A special court Thursday issued notice to Central Bureau of Investigation (CBI) seeking its reply on a petition which alleges that the probe agency tampered with evidence in the second generation (2G) spectrum allocation case. The direction came after all the 14 individuals accused in the case, including former telecom minister A. Raja, moved the application to prevent what they termed as an unhealthy practice of calling witnesses unofficially and tampering with evidence. Issuing notice, the Special CBI Court, presided over by Judge O.P. Saini, asked the probe agency to file its response by Nov 23. The application by advocate Majid Memon was based on the deposition of Reliance Group executive A.N. Sethuraman. In the application, Memon alleged that the CBI suspiciously and unauthorisedly invited Sethuraman, a witness, to its offices two days before trial was to begin. Such practice is not permissible in law, he submitted, and called for restraint. The counsel also sought the court’s direction to mobile service providers to preserve call detail records of the mobile number used by Sethuraman and the number from which he was called by a CBI officer to come to the agency’s office Nov 9. The Reliance Group official had told the CBI Special court Nov 16 that he was called two days before the trial was to begin. It was then for the first time that CBI showed him a copy of what was attributed as his statement, he said. “I was not satisfied with contents of my statement and I protested to the officer to change the content thereof relating to identification of signatures of Hari Nair (also a Reliance Group official and an accused in the case),” he had said. Sethuraman, in fact, told Judge Saini that CBI, instead of changing his statement as desired, even asked him to stick to whatever was shown to him. Meanwhile, three of the accused in the case -- Raja’s former personal secretary R.K. Chandolia, Swan Telecom’s Shahid Balwa and Kusegaon’s Asif Balwa -- moved a petition seeking alteration of charges framed against them October 22.

140 Rajya Sabha MPs have assets but no financial interests

new delhi, november 17 (ianS): A total of 140 out of the 241 members of the Rajya Sabha claim that they have no financial interests, despite owning assets running into crores of rupees, said an activist Thursday. Prime Minister Manmohan Singh has also declared no financial interests, but has assets worth more than Rs.4 crore. “It is strange how one can have huge assets and no financial interests,” said Anil Bariwal, national coordinator of National Election Watch (NEW). An analysis of data on MPs’ financial interests received from Rajya Sabha by NGOs NEW and Association for Democratic Research (ADR) showed a large number of them having share or control in private firms or enjoying financial gains from firms or other professions. The activists, who got the data through right to information applications, said some of the MPs showed huge assets in their declaration to the Election Commission. The financial interests declared by the MPs include income as directors of companies, controlling shares, regular salaries, paid consultancies and professional engagements.

The highest asset holder among those who said they had no financial interest is Congress’s T. Subbarami Reddy of Andhra pradesh, with total assets worth Rs.258 crore. He is followed by Congress’s Karan Singh, with assets worth Rs.57 crore. Bharatiya Janata Party’s M. Venkaiah Naidu holds assets worth Rs.7 crore. Information and Broadcasting Minister Ambika Soni of the Congress also figures in the list of those who declared no financial or pecuniary interests. She declared assets worth Rs.17 crore. The activists said that the data was given to them only after two and half years of applying for it. The information commission even issued notice to the Rajya Sabha secretariat directing it to give the details. For Lok Sabha, no such list of interest is maintained. “Conflict of interest and money power is a deterrent for democracy, but the Indian parliament is lacking in transparency on the matter of financial interests of its members,” said Bariwal. “We have written to Lok Sabha speaker to have a list of interests for the members, but we are still waiting for a response,” he said.

new delhi, november 17 (ianS): The Supreme Court Thursday expressed concern over states ignoring the prime minister’s missive asking them to provide infrastructure and set up special CBI courts for speedy trial of graft cases. The court told the states to do so within eight weeks. The apex court bench of Justice G.S. Singhvi and Justice S.J. Mukhopadhaya said the “prime minister’s letter (written in 2009 to all states) has been thrown in dustbin by the (Andhra Pradesh) state government”. The court said this when the Andhra Pradesh government sought more time to set up the special Central Bureau of Investigation (CBI) courts. The court was hearing a plea on the setting up of special

courts to try corruption cases. The prime minister had announced the setting up of 71 special courts all over the country. Eight states, including Andhra Pradesh, Gujarat, West Bengal and Delhi, were singled out for not acting on the prime minister’s 2009 letter asking them to set up special courts to try graft cases. “It is an unfortunate situation. It is for them (states) to take action and not for this court to take action,” the court said. It was the most unfortunate scenario and it was only under the possible threat of contempt against the chief secretary that the state governments take action, the judges said. Pulling up lax state government, the court said: “Such states which

have not so far set up special courts as per the prime minister’s direction should make these special courts functional in eight weeks.” The states were also directed to create the infrastructure for these courts. Noting that a “majority of cases taken up by special courts involve cases of public servants”, the court said that it was the duty of the chief secretaries of states to take action but they did not. The court was informed that Delhi had 19 special CBI courts dealing with 1,042 cases. The judges said that the high courts concerned would appoint judicial officers for these courts. They also asked the central governments to take steps for appointment of public prosecutors for these courts.

new delhi, november 17 (ianS): In a post-Fukushima world, India has to work within framework of its own law on issues relating to civil nuclear liability, official sources said on Thursday, a day before Prime Minister Manmohan Singh meets US President Barack Obama to discuss a range of issues, including fast tracking their nuclear deal. “This is a reality we have to recognize not just in a post-Fukushima world… we cannot say Indian laws won’t apply,” sources told journalists in response to whether the issue would be an irritant in the Manmohan-Obama talks in Bali on the sidelines of the IndiaAsean and East Asia summits. “We have to work within the framework of our law,” said a source, who does not see it as an insurmountable problem. “If you

could do business previously, why not now.” Ahead of the Manmohan Singh-Obama meeting in Bali, the government Wednesday quietly notified the implementation rules for the civil nuclear liability law. The rules relating to Civil Liability for Nuclear Damage Act provides the nuclear plant operator the right to recourse for the period for which thesupplierofequipmenthastaken liability for patent or latent defects or sub-standard services under a contract. According to the rules, an operator’s claim will in no case exceed the actual amount of compensation paid by him up to the date of filing such claim. The US has indicatedthatIndia’scivilnuclearliability law would have to be brought in conformity with international conventions and the current regime imposed a heavy burden on nuclear plant operators in India.

400Punjabeducationalinstitutesfaceclosure?

Chandigarh, november 17 (ianS): Education became a booming business across Punjab over a decade with the agrarian state’s green fields giving way to sprawling campuses of scores of educational institutions, but things have taken a turn for the worst. If the Punjab Unaided Technical Institutions Association (PUTIA) is to be believed, nearly 400 such institutions with an investment of over Rs.6,000 crore “are on the verge of closure”. The association attributes this situation to the apathy of the state government and other agencies. “The educational institutions of Punjab are facing a lot of problems because of non-supportive attitude of regulatory bodies like the Punjab government, the All India Council For Technical Education and the Punjab Technical University,” PUTIA president J.S. Dhaliwal said here. He said around 400 unaided technical institutions of Punjab, including engineering, polytechnic, management, architecture and other professional and vocational colleges, were on the verge of closure. The affected institutes have called for a conference Nov 18 at Mohali, adjoining Chandigarh, to devise strategies to avoid closure. The main grouse of the education-

al institutions is that the Punjab government and other agencies are forcing them to pay commercial rates for everything - from change of land use charges, external development charges, electricity and transport charges and stamp duty. “We are providing education to several thousand youths in Punjab right at their doorstep. Instead of supporting us in this, the Punjab government is charging all commercial rates. Educational institutes should be exempted from all taxes,” Dhaliwal said. Officials say the government is considering the demands. “Private technical institutions have raised the matter with the government. They have some issues on taxes and commercial charges being levied on them. The government is considering their demands and will take a decision,” a senior Punjab technical education department official told IANS on condition of anonymity. PUTIA is represented by several leading private education groups in Punjab in management, engineering and other professional courses. These include the Rayat Bahra Education group, Indo Global Colleges, Chandigarh group of colleges, Doaba group, Aryans group, Sukhmani group and others. Together, over 250,000 students

study in these private institutions. “While institutes in Punjab are facing uncertainty and are on the verge of closure, institutions in other neighbouring states are benefiting as governments in those states are helping them set up educational infrastructure,” Anshu Kataria, chairman of the Aryans group of colleges, told IANS. “Bangalore, Pune and Hyderabad offer job scope in the IT sector. So students want to go there. There is no major industrial and IT investment in Punjab. So students are reluctant to come here to study. Punjab is losing its share to other states,” Kataria said. Private educationists are questioning the stepmotherly treatment towards Punjab’s own institutions. “While the Punjab government is hell bent on taxing us and applying all commercial charges, it went out of the way with its land largesse to a business school to set up its 70-acre campus in Mohali (near Chandigarh) on a token annual lease of Re.1,” a leading educationist told IANS requesting anonymity. Dhaliwal and Kataria also pointed out that while private institutions were being taxed heavily, the state government had regulated the fee in these institutions, making these projects unviable.

NUSA DUA, INDoNeSIA, November 17 (reUterS): Southeast Asian nations endorsed Myanmar on Thursday for the chairmanship of its regional grouping in 2014, gambling that the isolated country can stick to reforms begun this year that could lead it out of half a century of isolation. But U.S. President Barack Obama cautioned that Myanmar, also known as Burma, must still demonstrate improvements in human rights in his first remarks since the authoritarian regime freed hundreds of political prisoners in October and vowed more reforms in the weeks ahead. "Some political prisoners have been released. The government has begun a dialogue. Still, violations of human rights persist," Obama said in a speech to the Australian parliament ahead of joining Asian leaders on the Indonesian resort island of Bali for an East Asia Summit. "So we will continue to speak clearly about the steps that must be taken for the government of Burma to have a better relationship with the United States." Myanmar's chairmanshipofthe10-memberAssociation of South East Asian Nations (ASEAN), announced at a summit of its leaders in Bali, is a risky gambit for the regional grouping. But the presence in Darwin, only 820 km (500 miles) from Indonesia, will allow the United States to quickly reach into Southeast Asia and the Indian Ocean. "It was here in Darwin that our alliance was born during Australia's 'Pearl Harbor'," Obama, with his sleeves rolled up, told 2,000 Australian and U.S. troops in the tropical port, where he stopped off en route to Indonesia. More bombs were dropped on Darwin during a World War Two Japanese raid than in Hawaii, but Obama said U.S.-Australian troops regrouped and went on to major Pacific victories. "Here in Darwin and northern Australia we will write the next proud chapter in our alliance," said Obama, adding U.S. and Australian forces would ensure security of the Asian sealanes to the north which were critical for both economies. Minister for Health and Family Welfare, Kuzholuzo Nienu kicked off the tournament by kicking the official ball before the kick off between HQ 5 Sect. AR Chesema and Nangkiew- IRAT Shillong. Unlike previous tournaments, the chief guest did not present a speech before the match. Instead, the chief guest along with the official partners for this tournament held a press conference during the half time break and addressed the media persons.

In the press conference, the chief guest extended his congratulations to the Royal Cup management and expressed his happiness over the partnership with NSACS. He spoke on the importance of prevention of AIDS and the need to create awareness in Nagaland through sports and music. The first match of the tournament saw HQ 5 Sector, Assam Rifles, Nagaland beat Nangkiew-IRAT – SC, Shillong, Meghalaya by one goal. Both teams started the match cautiously in the early stages of the match. There was no serious effort on goal from either side for the first 10 minutes. But on the 15th

minute, Kenold Marbaniang of Shillong made a fast break from the right and put a cross into the box but his cross was not met cleanly by Alfoster Sunn. Team Shillong continued to put pressure on HQ 5, but on the 20th minute, Assam Rifles counter attacked and scored the first goal trough K. Johnson (Jersey No.15) when he lobbed the ball over the keeper to open the account. Team shilling continued to attack and create chances, but were unable to convert any of their chances. FA charges Liverpool's Suarez over alleged racist insult LoNDoN, November 17 (reuTers): The English FA charged Liverpool's Uruguayan striker Luis Suarez on Wednesday with racially abusing Manchester United defender Patrice Evra during the 1-1 Premier League draw at Anfield last month. "It is alleged that Suarez used abusive and/or insulting words and/or behaviour towards Manchester United's Patrice Evra contrary to FA rules, the FA said in a statement on its website (www.thefa.com). "It is further alleged that this included a reference to the ethnic origin and/or colour and/or race of Patrice Evra. The FA will issue no further comment at this time." Liverpool issued a statement saying Suarez would plead not guilty to the charge and that they supported him fully. "The Club this afternoon received notification from the Football Association of their decision to charge Luis Suarez and will take time to properly review the documentation which has been sent to us," Liverpool said on their website (www.liverpoolfc.tv). "We will discuss the matter fully with him when he returns from international duty, but he will plead not guilty to the charge and we expect him to request a personal hearing," the statement added.

he state audition for the Hornbill National Rock Contest 2011 (HNRC 2011) was held on November 15at the Heritage, Old DC Bungalow, Kohima. 19 bands from different parts of the state auditioned. This year’s audition was tough as only three slots remain, with one slot already being taken by the band Avancer, winner of the Nsacs Rock Aware Contest getting a direct entry into the competition. The other three bands that have qualified from the State to compete and rub shoulders with some of the best bands in the country in random order are 'Sunep Assemble Band',' In The Name' and 'Rock Ventures'. Morung Roebuck ruined my life, says sexual harassment victim LONdON, NOvember 17 (IANS): Itai Gondo, a student whose complaint about alleged sexual harassment prompted cricket columnist Peter Roebuck to commit suicide, has come out in open for the first time and confirmed that the former Somerset captain sexually assaulted him when the two met in a Cape Town hotel after days of correspondence through Facebook. "I was in shock and told myself that it couldn't be happening," Gondo was quoted as saying by The Sun. "He (Roebuck) has ruined my life," said Gondo. Gondo, a Zimbabwean refugee, said that he approached Roebuck through a university pal who knew one of 17 "adopted sons" who live at a 10-bedroom home in Pietermaritzburg, run by the writer. Gondo said Roebuck spent days luring him through the social networking site, The Sun reported. The victim said during the exchanges, Roebuck asked him to refer to him as “dad” and spoke of his devotion to his “sons” and offered to give him help with the university fees. The two finally met in Roebuck's hotel in Cape Town and spoke for hours before the cricket writer allegedly pinned him to the bed and launched a sex assault. The attack only stopped when Gondo's mobile phone rang. Gondo later alerted the cops of what had conspired between the two and when the police came to arrest Roebuck he plunged from his hotel window to his death.

India beat Windies to seal Test series

KOLKATA, NOvember 17 (PTI): India clinched the three-match Test series against the West Indies after crushing the hapless visitors by an innings and 15 runs in the second match to take an unassailable 2-0 lead on Thursday. The West Indies put up a strong fightback in their second innings with Darren Bravo (136) slamming a superb century but that turned out to be not enough as Indian bowlers grabbed six wickets in the post-lunch session to wrap up the match on the fourth day at the Eden Gardens. The match ended with more than four sessions to spare, just like in the first Test in New Delhi where India beat the visitors by five wickets. Indian captain Mahendra Singh Dhoni then brought in off-spinner Ravichandran Ashwin from High Court end, a move that yielded 12 runs with Samuels hitting a six over midwicket after Bravo's elegant boundary in the deep point region. But the crucial breakthrough for India came in the next over when Ojha was brought on from the pavilion end, a switch of end that finally did the trick for India in the form of Bravo's key wicket.

In his further statement Roko expressed, "I believe this league is something football lovers have been waiting for a long time and it’s finally here, let us all support this league as it has the potential to affect us positively in many aspects and not just in terms of football”.

The second day of the Royal Gold Cup turned out to be an entertaining one despite the dull weather. Two exciting matches were played and by the end of the day ten goals were scored. The first match between Naga Prege FC, Kohima and Peren district FA produced five goals as the match ended with Peren FA defeating Kohima by four goals to one (4:1). Both teams started the match by going on the offensive but neither team created any clear chances. By the half hour mark, Peren FC enjoyed the majority of ball possession and attacked the opposition’s half numerous times. But on the 40th minute, Vitsozo (17) of Kohima scored the first goal against the run of play when he converted a rebound from close range. Peren continued to push forward and finally got the equalizer through Kethozhapu (10) seconds before the referee blew the half time whistle. Nine minutes after play resumed, the scorer of the

four goals to one (4:1). The match started slowly as both teams took some time to get settled. But as the match progressed, Manipur started to dominate and threatened to score as they made numerous attempts on goal. Robinson (15) of Manipur managed to hit the side netting on the 20th minute, and after five minutes, S. Herojit (11) missed another chance when his shot from inside the box went wide. Kohima could have taken the lead on the 34th minute, when Mhaselie (8) of Kohima made a very good attempt just outside the box. But his shot hit the crossbar and Excel lost the chance to grab the initiative. Manipur played aggressive and very methodical in their approach and they were rewarded for their patience when Rajesh (8) scored the opening goal in the 43rd minute.

Excel started the second half strongly and almost levelled the score in the 47th minute, but Matthew’s (15) shot went wide. They finally got the equalizer on the 52nd minute through Meren (5). But on the 56th minute, S. Herojit (11) of Manipur made a very good run from the right into the box and passed the ball to Robinson (15). His attempt on goal was going wide, but luckily the ball found the feet of Gouro (7) who happily tapped in the second goal and gave Manipur the

lead once again. Two minutes later, Manipur extended their lead when strikers S. Herojit (11) met a cross sent in by Gouro (7) from the left and easily side footed it into the net. Manipur sealed the match when Manitombi (25) easily beat the off side trap and sent in a good pass and allowed Robinson (15) to score the fourth goal for Manipur.
