A public hearing was held for a special alcoholic beverage license for Boys and Girls Club; Grand Opening of Expansion at 803 W. Community Dr., Flandreau, SD. Even to be held May 10th, 2025. Nicholas McBeain, representing the Boys and Girls Club, spoke about the upcoming grand opening event of the expansion project, which will be held at the B/G Club on May 10th from 5:30-10:00 p.m. Tickets are $40 each or $300 for a table of eight. Activities include; food, entertainment, silent auction and facility tours. McBeain encourages everyone to come out to see the new facility.

Mayor Dan Sutton reported that the city park campground will be opening on April 25th, 2025. Applications are still being accepted for lifeguards at the Aquatic Center. The Flandreau Development Corporation is having their annual meeting on Tuesday, April 8th at noon at JJ’s Coffee Spot. The new brush truck for the fire department has been ordered. A notice of quorum will be posted at the city office, so council members can tour the Boys and Girls Club Expansion Project prior to the next city council meeting, which will be held on Tuesday, April 22nd. Council members will be touring the club at 6:00 p.m., with no official council action taking place. A public meeting will be held on April 16th at noon at the council chambers addressing the water and sewer project. This meeting will be streamed and information about the project can be found on the city’s website, under the utility improvement project tab. The city office will be closed on Friday, April 18th and Monday, April 21st in observance of the Easter holiday. The yard waste site will be open on April 16th, weather permitting. Mayor Sutton, along with Administrator Turnquist and Finance Officer Kneebone, will be meeting with potential lenders to discuss financing options for the proposed development of apartments on Broad Avenue. There was no City Administrator report.

Chris Wiese, from the Flandreau Baseball Association, presented information to the council about the need for a new scoreboard for the city park teener field. The FBA is requesting $5,665 from the city for the purchase of a new scoreboard for the teener field at the city park. The current scoreboard is not functioning properly and parts are obsolete. The FBA is prepared to purchase the scoreboard and is requesting reimbursement from the city.
Motion by Fargen and seconded by Bjerke to authorize reimbursement to the Flandreau Baseball Association for $5,665 for the purchase of a new scoreboard, with funds coming from 2025 budget, if available; or funds will be allocated within the 2026 budget. This is a 6.4% increase from first quarter sales tax revenue from 2024.

Discussion was had on the need for lifeguards at the Aquatic Center. Currently, the city does not have enough lifeguard applicants to safely open the pool. The city’s current aquatic center wage scale was below average, compared to surrounding cities, with similar populations and facilities. If anyone is interested in working as a lifeguard at the Flandreau Aquatic Center, please contact the city office, or pool manager, Myranda Wester.

The Mayor opened up the meeting for public comment at this time. Scott Ramsdell complimented the Boys and Girls Club on their wonderful facility and urged the public to attend the Beyond the Blueprint Expansion event on May 10th. Ramsdell also spoke in favor of the airport expansion project and encouraged the council to vote in favor of moving forward with the project.
