Mayor Dan Sutton told council he attended a meeting with the Housing Authority who has recently entered into a contract with Banner Engineering and plans to move forward with the planning of a 14-unit apartment complex on Broad Avenue. The board will begin meeting with lenders soon to discuss financing options.
City Administrator Cohl Turnquist reported that the 11-month warranty inspection on the new fire station took place on March 17th and everything looked good. A preconstruction meeting was held on Wednesday, March 14th on the upcoming utility improvement project. There will be a public meeting on Monday, March 24th from 5:30-6:30 so residents can ask questions and learn more information about the project that is expected to begin at the end of the month. Tim Austin, the city’s code enforcement officer, did an initial inspection of the town and reported that five properties have come into compliance. Motion by Ahlers and seconded by Fargen to approve the Administrator’s Reports. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.
Old Business: Motion by Ekern and seconded by Yeaton to approve Ordinance No. 628: Rezone from Industrial to Central Commercial the new fire station lot. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.
New Business: Shane Waterman, IMEG Engineer, presented information to the council on IMEG’s findings regarding the new FEMA floodplain map for the City of Flandreau. IMEG identified 19 structures which appear to be impacted by the new flood map and recommends having a survey conducted to determine the lowest adjacent grades for each of the affected 19 properties to confirm if the structures will be impacted or not. Waterman will put together a quote for the city to review and information will be shared with property owners now affected by FEMA’s updated flood map. An entire report of IMEG’s findings can be obtained at the city office for anyone interested.
Waterman also spoke regarding the upcoming utility improvement project and suggests the city set up bi-weekly or bi-monthly meetings to help keep the public informed during the project. More information will be shared about this project at the public meeting, which will be held Monday, March 24th from 5:30-6:30 at the city office.
Motion by Bjerke and seconded by Ahlers to approve employee step increases for Chase Amdahl, Step 3, $28.83/hourly; Ashley Strong, Step 7, $23.72/hourly; Jaymes Zollner, Step 2, $35.32/hourly; Tanner Harris, Step 5, $36.38/hourly. Council Comments: Mayor Sutton informed council that he had been contacted by Marty Skroch from the county pertaining to the city’s dispatch agreement. The county invited the mayor to the commissioners meeting on 3/18/25 to discuss the agreement, which is expected to be less than last year due to increased 911 funds and Flandreau’s decreasing call volume. Mayor Sutton is unable to attend the county commission meeting, however, Administrator Turnquist plans to attend.

Because the managers of the estate reside in Sioux Falls, SD, the Local Board of Equalization does not need to make a ruling on this appeal, as it will go directly to the county. Property was reviewed with DOE DeAnna Berke on 3/13/25 and the Tanck’s were told they did not need to appear in front of the Local Board. No ruling was made by the Local Board of Equalization on this appeal.
