The City Council of the City of Flandreau, South Dakota, met in regular session on Tuesday, April 22nd, 2025 at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD.

Mayor Dan Sutton thanked council members for their thoughtfulness and generosity after the passing of Sutton’s mother. The meeting with representatives from the Housing Authority Board and Financial Institution has been rescheduled for May 1st to discuss the Broad Avenue Development Project. The city is accepting requests for qualifications for legal services, which could potentially lead to a special meeting of the council to review the proposals.

City Administrator Cohl Turnquist reported the RFQ’s for legal services are due by April 25th, 2025. The Yard Waste Site is open for the season on Wednesday’s from 3:00-7:00 pm and Saturdays from 9:00 am-5:00 pm. The City Park Campground will be open on Friday, April 25th and there will be a campground host again this summer. There was a public meeting on April 16th to go over updates on the utility improvement project. More information about the project, including meeting videos can be found on the city’s website. The next public meeting will be held on April 30th at noon at the city office. The city received a donation from JC Enviro Services for $25,000 to be allocated to the bike path project.

Alderman Ahlers asked about the status of the two new fire trucks. The pumper truck purchased from the Hartford department should be coming soon and the new brush truck has been ordered and should arrive at the end of the summer.

New Business: Shane Waterman, with IMEG Engineering, presented information to the council about the utility project and the FEMA flood map. Work began on the utility project on April 16 and the contractor began milling the asphalt surfacing on Park Avenue from Wind to Crescent Streets. Public meetings will be held every two weeks and updates will be given at each council meeting. Waterman presented cost estimates to further evaluate whether elevation certificates, along with Letter of Map Amendments would be an option for proving some of the newly impacted properties could be removed from the new Flood Map boundary. No council action was taken at this time.

Motion by Ahlers and seconded by Yeaton to approve a special temporary on-sale alcoholic beverage license to C2W, LLC for an event to be held at the Boys and Girls Club on May 10th, 2025 from 12:00 pm to 11:59 pm. FSST Health Center , SDPI Wellness Assistant

Summary:

Assists with implementation of programs for the FSST Health Center Special Diabetes Program for Indians (SDPI) in coordination with the FSST Wellness Center. Will need to have strong ties with the community, and be able to speak and interact with community members of all ages. Will maintain a positive environment at the wellness and community center during wellness programs, and promote a multitude of programs to the community. Key duties will include assisting with program activities including: fitness classes, sports and games, outdoor activities, and therapeutic recreation. In addition, monitor the Wellness Center, assist individuals in the using the exercise equipment and cleaning and maintenance of the equipment.

Education/experience:

Minimum high school diploma or GED Experience working in the health field, or prior experience in leading group exercises, personal training, and strong exercise testing and prescription skills is preferred.

Leonard James Eller, age 93 of Redwood Falls, formerly of Lower Sioux Community, gained his angel wings and went to join his wife Catie on April 13, 2025. Memorial Services will be held at 1:00 p.m. on Thursday, May 8, 2025, with a visitation from 11:00 a.m.-1:00 p.m. at the Lower Sioux Cansayapi Rec Center at 39527 Res Hwy 1, Morton, MN 56270. Memorials are preferred to Renville County Historical Society & Museum at 441 North Park Drive, Morton, MN 56270. Online condolences may be sent at www.stephensfuneralservice.com. Stephens Funeral Service - Redwood Valley Funeral Home is assisting the family with arrangements.

Leonard James Eller was the second child born to Max W. Eller and Cornelia (St. Clair) on August 16, 1931 at the Lower Sioux Reservation in Minnesota. He was baptized and confirmed at St. Cornelia’s Episcopal Church in the Lower Sioux. As a young boy, Leonard helped his grandfather, Rev. Henry St. Clair as he visited church members. Leonard attended grade school on the Lower Sioux, then graduated from Morton High School with the class of 1949. He joined the United States Air Force from July 1950-1954, serving 2 years in England and 2 years at the Ellsworth Air Force Base in South Dakota. He served as an air policeman, guarding aircraft and did town patrol. Also, while in the Air Force, Leonard was on the boxing team in the middleweight division and he had a boxing record of 41 bouts, 37 wins, 4 losses, and 27 KO’s. After his time in the military, Leonard returned to Morton and worked various construction and trucking jobs. He was a lay minister at St. Cornelia’s for many years, preaching and giving communion to his community. In 1954, he met the love of his life, Catherine “Catie” Hertling. On February 20, 1960 Leonard and Catie were married in St. Paul, MN. He became stepfather to Catie’s four children, and they were a family of six. Together, they lived many places throughout the state and country, including Morton, Fairfax, Paynesville, Brainerd, Alaska, Wyoming, and South Dakota. In 1964, Leonard joined the Fairfax Police Department where he was a patrolman for one year and then served as chief until 1969. He then moved to Alaska to work on the pipeline until 1977. Leonard began working for the Department of Transportation, and he Catie then returned to Minnesota when they bought a brand-new house in Paynesville and lived there until 1993 when Leonard retired and they moved to Flandreau, SD. There, he served as a tribal chairman and was active in St. Mary’s Blessed Redeemer Episcopal Church. All throughout his life, Leonard enjoyed walking and going to casinos. He had a deep love for hunting and fishing, and provided plenty of food for the family from his successful outings. His wife and stepchildren couldn’t have asked for a better husband and father.

Leonard is survived by his children: LaVonn Miller of Hector, Ron Schmidt of Santa Fe, NM, Neil (Bev) Schmidt of New Ulm, Richard (Marge) Schmidt of Fairfax; 9 grandchildren; 19 great-grandchildren; 10 great-great-grandchildren; sister Iola “Cookie” Johnson; and numerous nieces, nephews, and Garnette Gardens and River Valley family. He is preceded in death by his parents: Max and Cornelia Eller; wife Catie, parents-inlaw Frank & Adelaide Hertling, 3 brothers, 2 sisters, 3 brothersin-law, grandson-in-law Michael Wright, and many other relatives.

He was and is a FRIEND to all!!!

Also present: Norman & Donna Koehn, Mike Larson and Barb Warborg. 6:29 pm meeting was called to order by Vice-Chairman Olson. Motion by Hansen, second by Ten Eyck to approve the agenda. All present voted “aye.”

Motion by Ten Eyck to approve the March 19, 2025, Regular Meeting Minutes, second by Hansen. All present voted “aye.”

Public Comment: Donna Koehn asked about an update on the Meet n’ Great idea proposed in January. The board advised it will be on May’s agenda.

Zoning: Charles is scheduled to meet with the lawyer about the two trailer nuisance properties. Charles will also send certified letters to 5 other nuisance properties that Ten Eyck provided documentation of. Old Business: Sheriff Monthly Recaps: March report was shared. Road Work- Charles had reached out to Brad Hemmer about gravel roads. She will reach out for gravel quotes. Charles asked Ten Eyck for contact information for Seal Pros to reach out to get a quote. Charles had left a voicemail to them and had not heard back yet. SD DOT responded to the request for reimbursement of lawyer costs. SD DOT has no way of reimbursing the city as the project has already been closed with the federal government. SD DOT did advice the city could use grant money previously received to pay for the laywer costs.

New Business: Mosquito Control- No grant will be available to pay for mosquito control through the State of South Dakota. The cost occurred last year and reimbursed from the grant was roughly $2000. That cost was already figured in the 2025 budget without reimbursement from the state. The City of Colman sent over a contract for Mosquito Control. The contract and cost remain the same from 2024. Motion by Hansen, second by Ten Eyck to approve the Mosquito Control contract with the City of Colman. All present voted “aye.” FEMA Floodplain update- City received a letter from FEMA saying that there were no appeals received for the suggested floodplain changes. Charles will send this information to the cities lawyer for guidance on what to do next. Charles will also research if the city is responsible for not issuing building permits in the floodplain. Charles will check with First District and DeAnna with Equalization to see if there is any current floodplain or zoning ordinances in place for the City of Egan. Review of Ordinance #157- The board made changes to Ordinance #157’s exemption policy, only allowing those in the rural district to apply be applicable for the mowing exemption. The first reading of Ordinance 157 will be at the next meeting. Ten Eyck made a motion to adjust the mowing fee to $250 flat rate for the first hour and $80 for any additional hours, second by Hansen. Hansen, Hein and Ten Eyck voted “aye” and Olson voted “nay.” 2026 Sheriff Contract- Ten Eyck made a motion to approve the 2026 Sheriff Contract with an approximate 3% hourly pay increase, seconded by Hein. All present voted “aye.” Playground Equipment- Ten Eyck presented 3 quotes for playground equipment to be placed behind the gazebo on Main Street. Motion by Ten Eyck to purchase the playground equipment and supplies for 16,300, second by Hein. All present voted “aye.” Ball Field Expansion/Upgrade- Ten Eyck presented the board with the possibility of purchasing lights for the ball field. Michelle made the motion to purchase lights for the ballfield to not exceed $2,000, second by Hansen. All present voted “aye. Committee Reports: Compliance/Code Enforcement: Discussed in zoning Maintenance/Streets: Discussed in Old Business. Parks: Hein will gather quotes for landscaping veterans’ park. Personnel/Compliance: Nothing Utilities: OtterTail will be installing a new streetlight at North Fred Street.

Motion by Ten Eyck, second by Hansen to approve Financial Report. All present voted “aye”

Egan City Special Minutes

April 16, 2025

The Board of Trustees of the City of Egan, South Dakota met in special session on April 16, 2025, at Egan City Hall, 110 W 3rd Street, Egan, SD.

Present: Board of Trustee’s - Nancy Hansen, Mike Hein, Jerome Olson and Michelle Ten Eyck, Finance Officer Kayla Charles, County Commissioner Assistant Marty Skroch, Ambulance Personnel Wes Hall and Scott Ganschow. Also, present Egan Residents: Norm & Donna Koehn, Barb Warborg, Mike Larson, Randy Roiger and John Steinhauer. Moody County Resident Lillian Relf.

Chairman Cody Chamblin was absent

At 5:30 pm the meeting was called to order by Trustee Hansen. Vice-Chairman joined the meeting at 5:35pm.

Motion by Ten Eyck, second by Hein to approve the agenda. All present voted “aye.”

Public Comment: Randy Roiger asked for an update on his appeal during the Board of Equalization Meeting. Charles and Skroch advised Roiger to reach out to Moody County Department of Equalization.

Old Business: Moody County Ambulance- City Residents

Donna and Norman Koehn, Randy Roiger, Mike Larson, and Barb Warborg took turns asking their concerns and questions about the Moody County Ambulance possibly leasing the current City Office. Skroch, Hall, Ganschow, Charles, and Ten Eyck fielded all questions and concerns.

Motion by Ten Eyck, second by Hansen to adjourn meeting at 6:23 pm. All present voted “aye.”
