TheBillfish

Foundation works worldwide to advance the conservation of billfish and associated species to improve the health of oceans and economies. Considering the context of a planet with over seven billion human inhabitants, conservation strategies must be forward-looking and adaptive. By accounting for the roles of billfish within the marine environment as well as in relation to their interactions with humanity, TBF’s conservation campaigns maintain the flexibility to adapt to emergent threats as well as those which have historically confronted resource managers. TBF employs a multi-tiered, proactive suite of initiatives involving research— both biological and socioeconomic–education, and advocacy projects. As billfish and other highly migratory species are not confined to the territorial waters of any one nation, these strategies must also take into account the differences in culture and law inherent to the international arena. Empowered by an internationally diverse constituent network, The Billfish Foundation is uniquely equipped to do just this.

Established in 1990, The Billfish Foundation’s Tag and Release Program is the largest private billfish tagging database in the world and the cornerstone of TBF’s conservation and advocacy efforts. With more than 220,000 tag and release reports, TBF receives over 15,000 tag and release records annually from across the globe and provides vital information for billfish conservation. The success of TBF’s Tag and Release program is contributed to the dedicated anglers and captains around the globe that voluntarily tag, release, and report their billfish catches. The deployment of traditional tags and the data gathered from recaptured billfish provides valuable scientific data to further understand growth rates, migratory patterns, habitat utilization, and postrelease survival rates. Tag and release data also provides valuable information for stock assessments that are instrumental in a time when industrial longlines represent the largest source of marlin mortality. This valuable data, much of it impossible to measure without the use of traditional tagging, provides the groundwork for conservation minded policy, scientific advancement, and gives insight into the demographics and socio-economic benefits generated from billfishing.

As tagging provides The Billfish Foundation with substance for its conservation efforts, TBF recognizes those anglers and captains that tag and release the most billfish each year at an awards ceremony at the Miami International Boat Show. The annual International Tag & Release Competition recognizes members who tag and release the most billfish by species in each


of the world’s oceans. TBF award winners are the ‘who’s who of the billfishing world’ and are those that do not just catch and release a great number of fish, but embody and share a common conservation ethic. As captains and anglers on the water represent the first line in billfish conservation, recognition of their efforts provides a means to illustrate the direct link between catch and release fishing and marine conservation. To recognize the efforts of all of its members, TBF also provides release certificates for those that report billfish tags and releases.

PROPER TAGGING TECHNIQUES AFTER THE FISH IS LEADERED: Bring the billfish alongside the boat. Idle the boat forward and maintain this position to allow the billfish to calm down and allow for easier tagging. Never attempt to tag a jumping or thrashing fish. This can be not only dangerous for the health of the billfish but for you too!

NEVER remove the fish from the water. This can result in fatal damage to the fish for two reasons. Excess rubbing and drying can result in the loss of the protective slime coat found on the surface of the fish. Without this protective covering, the fish becomes susceptible to bacterial infections and parasites. Additionally, the skeleton of a billfish is designed for the buoyant conditions of the ocean. Removing the fish from the water, even onto the gunnel, causes the skeleton to come under the full strain of gravity, which can damage the skeleton and internal organs. It is vitally important that the tag be placed in the proper area: in the dorsal muscle well behind the head and gill plates, above the lateral line and away from all vital organs (see Figure 1). It is not necessary to use a great deal of force to insert the tag. A firm, well-aimed stroke is best. Place the applicator against the fish’s flank and push, inserting the tag until the stopper assembly is pressed against the fish. Improper tag placement or tagging too hard can result in serious injury or death to the fish. Speed tagging often results in injury.

IGFA RELEASE RECOMMENDATIONS Modifying the types of hooks you use can significantly affect a fish’s chances for survival after it is released. When fishing with natural bait (dead or alive), IGFA strongly encourages the use of non-offset circle hooks. Extensive research on species from salmon to sailfish has demonstrated that circle hooks gut hook significantly fewer fish without sacrificing catch rates. Lures that have treble hooks should have the barbs bent down or removed to facilitate easier hook removal. Interested in the science behind circle hooks? If you’re not going to photograph your fish or document it for record purposes, the best method is to not remove the fish from the water. In-water releases can be aided by the use of de-hooking devices that eliminate the need to boat the fish and keep hands safe distances away from the fish. If the fish has swallowed the hook, it is much better for the angler to cut the leader as close to the fish as possible, rather than trying to forcibly remove the hook.

If a fish needs to be removed from the water to remove the hook and/or document it for record purposes, anglers should use either their hands or knotless, rubberized landing net. Most small to moderately large sized fish can be landed by hand. Ideally, this should be done with wet hands or soft, wet gloves to minimize slime and scale loss. Lip gripping devices may be used to help subdue fish. However, they should not be used to hoist fish vertically out of the water, as this can cause damage to jaw muscle and bone as well as to internal organs. The best method for removing fish from the water is to grip the fish or the lower jaw and support the fish’s underside. Again, the point is always to hold fish horizontally and not vertically.


Galveston Storm Damage . . . . . . . . . . . . . . . 2017 to Present • Late August 2017 – Hurricane Harvey makes landfall on San José Island near Rockport as a Category 4 hurricane on August 26 with sustained winds of 130 mph (215 km/h).[153] The Aransas County Airport in Rockport registers a peak wind gust of 145 mph (233 km/h) within Harvey’s eyewall. Bayous in the Greater Houston area rapidly rise and overrun their banks, prompting evacuations and submerging parts of Houston; 60,049 residents are rescued. [155] Parts of all 22 major freeways in the metropolitan area suffer inundation.[157] Tens of thousands of homes in Southeast Texas are inundated by record flooding.[158] In total, Harvey’s effects destroy 16,930 homes and damage 290,063 homes. [155] At least 68 deaths are directly attributed to Harvey’s forces, making it the deadliest hurricane in Texas since 1919; an additional 35 deaths are indirectly attributed to Harvey. The NOAA estimates a $125 billion damage toll for Harvey, making it the second costliest hurricane in U.S. history when adjusting for inflation and the costliest hurricane in Texas history.[153][159] • September 17–19, 2019 – Tropical Storm Imelda makes landfall near Freeport, Texas with winds of 40 mph (64 km/h).[160] The slow and erratic

movement of the tropical cyclone produces widespread and catastrophic flooding across much of southeastern Texas.[161] A peak rainfall total of 43.39 in (1,102 mm) is recorded at North Fork Taylor’s Bayou in Jefferson County.[162] Imelda’s effects kill five people. • Mid-September 2020 – the slowmoving Tropical Storm Beta causes extensive rainfall across southeast Texas, with a station in Brookside registering a peak accumulation of 15.77 in (401 mm). Significant flooding occurs in southern parts of Houston with damage to at least 20–25 homes; one person drowns in Brays Bayou.[168] • September 14, 2021 – the slowmoving Hurricane Nicholas makes landfall on the eastern part of Matagorda Peninsula as a low-end Category 1 hurricane with sustained winds of 75 mph (121 km/h). Over 500,000 people lose power in the state’s affected areas.[169] Measured rainfall totals peak at 10.19 in (259 mm) in Freeport, though the NWS estimates totals of 10–15 in (250–380 mm) in the vicinity of Galveston. [170] The damage from Nicholas is most considerable in Brazoria and Matagorda counties.[169] Virtually all homes in Surfside Beach sustain

urricane Ian made landfall near Costa Cayo, Florida, or near Cape Coral at Category 4 intensity on September 28. Ian inundated many Southwest Florida communities, including Fort Myers Beach and Sanibel Island, with more than 6 feet of storm surge. In Fort Myers, storm surge of at least 7 feet inundated normally dry ground, which shattered a record that had stood at nearly half of that. Winds gusted over 100 mph across Southwest Florida for hours. Ian’s highest recorded wind gust was 140 mph in Cape Coral. Ian dropped more than a foot of rain from Florida’s Gulf Coast to Daytona Beach. This caused many Central and Northeast Florida rivers to overflow their banks and remain elevated for weeks, including the Peace and St. Johns Rivers.

Ian, responsible for at least a $50 billion damage toll, will be known as the deadliest storm in Florida in nearly 90 years. Most of the 150+ deaths recorded were from high water. DON’T WAIT UNTIL THE LAST MINUTE! BE PREPARED! HAVE A PLAN!

Just over a month later, Nicole became the latest November mainland U.S. hurricane landfall since 1985. Hurricane Nicole and a strong flow of northeast winds off the Atlantic Ocean produced massive beach erosion on Florida’s Space Coast and caused numerous beachside condos and some homes to dangle on several-foot-high cliffs looking over the Atlantic. Coastal roads, parking garages and some homes crumbled into the sea in Daytona Beach Shores.

A CLEAN BAY FOR ALL

At Galveston Bay Foundation, we want to ensure a Bay for all and do our part to keep the Bay fishable and swimmable. That is why water protection remains at the core of our work. Through various volunteer water monitoring efforts, water conservation programs, and pollution mitigation measures, we’re all able to help protect the quality of Galveston Bay’s waters, for all.

Monitoring

Galveston Bay Foundation’s Water Monitoring Team conducts monthly water quality sampling at various locations around Galveston Bay. The team collects data on air and water temperature, dissolved oxygen, pH, salinity, transparency, and other field observations. Go to our website for a map and data from our water monitoring sites around the Bay. The data are uploaded on our Swim Guide which is a great tool to check and see if the water is safe to swim in!

Informed with these data, we can get a more complete picture of the health of Galveston Bay and utilize it to educate local decision-makers and the public on water quality issues. These important data also help us pinpoint potential problems, understand historical trends, and allows us to advocate for responsible water management practices.


Rain Barrel Workshops

Conserve Water, Prevent Pollution Did you know that one rain barrel can conserve approximately 1,050 gallons per year? That translates to great environmental benefits and cost savings, especially when you consider that lawn and garden watering make up nearly 40 percent of total household water use during the summer! Through our Rain Barrel Workshops, we help participants build their own rain barrels to conserve water and reduce stormwater runoff, pollution, and bacteria entering Galveston Bay. Each workshop includes information on rain barrel use and maintenance, and you’re provided with the tools you’ll need to begin constructing your very own rain barrel. Registration is $40, which includes one barrel and one connector kit, as well as admission to the workshop for yourself and one guest.

Galveston Bay Action Network (GBAN)

We need your #EyesOnGalvBay in order to keep your Bay and community clean! That’s why we created the Galveston Bay Action Network (GBAN), an interactive tool for reporting pollution in Brazoria, Chambers, Galveston, and Harris counties.

GBAN enables citizens to easily report pollution relating to sewage, abandoned vessels, discolored water, fish kills, septic systems, trash and debris, and more. Once a report has been submitted, it’s automatically sent to the appropriate authorities to take action. Take action and ensure the fastest pollution cleanup.

Marine Debris Program

Plastics, trash, and marine debris are an abundant pollutant in Galveston Bay; however, the extent of the problem and the exact litter introduction pathways remain largely unknown. Through extensive citizen science research, outreach efforts to reduce plastics usage, and collaboration with local partners, we are working towards a better understanding of this pollution and a cleaner bay for all. The team currently conducts National Oceanic and Atmospheric Administration (NOAA) marine debris surveys at seven recreational shorelines around Galveston Bay on a monthly basis, micro plastics surveys at our Kemah Headquarters, and numerous Nurdle Patrol surveys. We have been contracted by the Florida Department of Environmental Protection to provide free pumpout service to anchored vessels throughout Monroe County in the Florida Keys. We also provide pumpout services to moored, docked, and income-producing vessels. We are a locally-owned small business.

Our Vision.

On The Hook Marine Services provides pumpout service in order to preserve our marine environment by preventing raw sewage from being discharged into the Florida Keys' surrounding water. By working with the Florida Department of Environmental Protection as the contractor for execution of the Clean Vessel Act and offering our services to other vessels that are not included in our contracted areas, we are doing our part to clean, and keep clean, the waters in the Florida Keys. We look forward to serving all vessels in the Keys that require our services in order to comply with environmental laws.

The service is provided free to anchored-out vessels to ensure boaters in our many anchorages have the means to properly and legally pump out.
