Perutusan dari Menteri Luar Negeri, Malaysia Tahun 2007 merupakan tahun yang sangat istimewa untuk kesemua warga Malaysia kerana negara kita menyambut ulangtahun Kemerdekaan yang ke-50. Ianya juga tahun yang sangat istimewa kepada Wisma Putra kerana ia merupakan ulangtahun Kementerian yang ke-50. Pelbagai program telah dijalankan untuk meraikan tahun yang istimewa ini; dan IDFR turut serta di dalam beberapa program tersebut, termasuklah upacara menanam kapsul masa, yang akan dibuka pada tahun 2057. Tahun 2007 membawa perubahan kepada kepimpinan di IDFR. Setelah diketuai oleh enam orang Ketua Pengarah semenjak 1991, IDFR mengalu-alukan Pengerusi Eksekutifnya yang pertama, Tan Sri Hasmy Agam. Tan Sri Hasmy, seorang diplomat yang berpengalaman, telah menggantikan Ambassador Dr Fauziah Mohd Taib yang telah kembali ke Wisma Putra untuk mengetuai sebuah bahagian di sana. IDFR juga mengalu-alukan Pengarah Latihan yang baru, Datin Paduka Melanie Leong, seorang lagi diplomat yang berpengalaman yang telah berkhidmat di beberapa kedutaan Malaysia, termasuk sebagai Duta Malaysia ke Cambodia sebelum beliau bersara. Datin Paduka Melanie telah menggantikan tempat Datuk Jamaiyah Mohamed Yusuf, yang menjadi Duta Malaysia ke Senegal pada bulan Februari 2007. Saya amat gembira kerana IDFR telah mempertingkatkan kepelbagaian latihannya dan telah menganjurkan beberapa dialog mejabulat, yang melibatkan ahli-ahli akademik, organisasi bukan kerajaan dan ahli-ahli kor diplomatik di Kuala Lumpur. Pada bulan Disember 2007, IDFR turut menganjurkan Kolokium Diplomatiknya yang ulung, bertajuk ‘Malaysia’s Foreign Diplomacy: Towards 2020 and Beyond’. Kolokium itu akan dibangunkan sebagai satu program tahunan IDFR yang penting. Saya menjemput semua yang berminat di dalam bidang diplomasi dan hubungan luar untuk menyertai sebanyak mungkin aktiviti IDFR, dan memperolehi manfaat bersama. Di masa yang sama, IDFR turut memperkukuhkan hubungan strategiknya dengan universiti tempatan dan juga beberapa universiti antarabangsa dan institusi latihan diplomatik.

Pada tahun 2007, IDFR meneruskan aktiviti penerbitannya di dalam usaha untuk menghasil atau mengumpul bahan rujukan untuk tujuan latihan dan juga sebagai bacaan umum berkenaan perkara-perkara berkaitan diplomasi dan hubungan luar Malaysia. Antara lain, IDFR telah menerbitkan sebuah kompilasi yang mengandungi ucapan-ucapan Perdana Menteri, Timbalan Perdana Menteri dan Menteri Luar Negeri di Persidangan Ketua-Ketua Perwakilan yang dianjurkan di Kuala Lumpur pada bulan April, dan edisi kedua ucapan terpilih Menteri Luar Negeri yang bertajuk Issues in Malaysian Foreign Policy and Diplomacy. IDFR turut menerbitkan sebuah edisi istimewa Journal of Diplomacy and Foreign Relations, yang meraikan ulangtahun ke-50 Malaysia dan Wisma Putra, yang mengandungi sepuluh rencana oleh ahli sarjana dari dalam dan luar negara. Saya mengucapkan tahniah kepada Pengerusi Eksekutif, pegawai dan kakitangan IDFR dan melahirkan harapan bahawa IDFR akan terus cemerlang di dalam usahanya untuk menjadi salah satu institut latihan diplomatik yang terbaik di rantau Asia.

Message from The Minister of Foreign Affairs, Malaysia The year 2007 was a very special year for Malaysians everywhere as our nation celebrated its 50th year of Independence. It was also an extra special year for Wisma Putra as it marked the 50th anniversary of the Ministry. Various programmes were organised to commemorate this special year at Wisma Putra; and IDFR, as its training arm, was involved in many of them, including a ceremony to seal a time capsule, due to be opened in 2057. 2007 also saw the changing of the guards at IDFR. After having six Director Generals at its helm since its inception in 1991, IDFR welcomed its first Executive Chairman, Tan Sri Hasmy Agam. Tan Sri Hasmy, a seasoned diplomat, replaced Ambassador Dr. Fauziah Mohd Taib who left to head a division in Wisma Putra. IDFR also welcomed a new Director of Training, Datin Paduka Melanie Leong, another seasoned diplomat who had served in many diplomatic posts abroad, including as Ambassador to Cambodia before she retired. Datin Paduka Melanie took over from Datuk Jamaiyah Mohamed Yusuf, who left on an ambassadorship posting to Senegal in February 2007.

As for its activities, I am pleased to note that IDFR had stepped up its training repertoire and had organised several roundtable dialogues, involving academia, NGOs and the members of the diplomatic corps in Kuala Lumpur. In December 2007, IDFR organised a Diplomatic Colloquium on ‘Malaysia’s Foreign Diplomacy: Towards 2020 and Beyond’, the first of its kind, which would be developed into an important annual IDFR event. I invite all those interested in diplomacy and foreign affair matters to participate in and mutually benefit from as many of IDFR activities as possible. At the same time, IDFR continued to strengthen its strategic linkages with local universities as well as a few foreign universities and diplomatic training institutions. In 2007, IDFR continued with its publication activities in its efforts to produce or compile reference materials both for training purposes as well as for general reading on matters relating to Malaysia’s foreign policy and diplomacy. Among others, IDFR published a compilation of speeches delivered by the Prime Minister, Deputy Prime Minister and Minister of Foreign Affairs at the Heads of Mission Conference, held in Kuala Lumpur in April, and a second volume of selected speeches by the Minister of Foreign Affairs, entitled Issues in Malaysian Foreign Policy and Diplomacy. IDFR also published a special edition of the Journal of Diplomacy and Foreign Relations, to commemorate the nation’s and Wisma Putra’s 50th anniversary, containing some ten articles by Malaysian and foreign scholars. I congratulate the Executive Chairman, officers and staff of IDFR for another successful year and express the hope that IDFR will continue to excel in its quest to be among the best diplomatic training institutes in the Asian region.

Perutusan dari Ketua Setiausaha, Kementerian Luar Negeri, Malaysia Sepanjang tahun 2007, IDFR telah berjaya untuk terus menganjurkan kursus untuk para pegawai dari Kementerian Luar Negeri, kementerian dan agensi lain yang berkaitan, dan juga untuk para diplomat dan pegawai dari negara luar. Lebih dari 50 kursus latihan telah dijalankan dan IDFR telah melatih lebih dari 750 peserta kursus. Saya amat berbesar hati melihat usaha-usaha yang dilakukan oleh IDFR untuk mencapai objektifnya dalam menjadikan institut ini sebagai sebuah pusat kecemerlangan di dalam bidang latihan diplomasi dan hubungan antarabangsa di rantau ini. Selaras dengan usaha-usaha ini, IDFR telah mengambil beberapa langkah bagi meluaskan bidang dan mempertingkatkan tahap dan kualiti kursus-kursus latihan dan aktiviti-aktiviti yang berkaitan. IDFR telah menjadikan latihan pertengahan kerjaya sebagai salah satu bidang latihan yang utama. Pada bulan April 2007, seramai 21 bakal duta besar dari Afghanistan, Iraq dan Timor-Leste telah datang ke IDFR untuk kursus Ketua-ketua Perwakilan. Saya berharap kursus ini dan kursus-kursus sepertinya akan dapat menarik minat diplomat pertengahan kerjaya untuk datang ke IDFR untuk dilatih, di samping berpeluang berkongsi pengalaman.

Di dalam usahanya untuk menjadi di antara yang terbaik, IDFR telah menjalankan lawatan sambil belajar ke beberapa institut latihan diplomatik, termasuklah Akademi Diplomatik Vienna, untuk memperkukuhkan talian dan mencontohi amalan terbaik mereka. IDFR juga telah melakukan lawatan ke China Foreign Affairs University dan Beijing Foreign Studies University untuk mempelajari tentang latihan bahasa di sana. Pegawai-pegawai IDFR juga telah menyertai bengkel dan seminar antarabangsa seperti ‘Mempertingkatkan Mutu di dalam Persidangan dan Diplomasi Pelbagai Hala’ dan ‘Mempertingkatkan Keberkesanan Program Latihan di bawah Kerjasama Selatan-Selatan’, bagi tujuan berkongsi pengalaman dan belajar dari pengamal yang lain.

Saya juga amat berbesar hati kerana pada tahun 2007, IDFR telah menganjurkan secara percubaan ‘Kursus Perbualan Bahasa Malaysia’ untuk diplomat-diplomat asing di Malaysia. Kursus tersebut telah mendapat sambutan yang baik di kalangan para diplomat asing di Kuala Lumpur dan, di atas permintaan mereka, ianya akan diulang pada tahun 2008 untuk membolehkan diplomat-diplomat yang baru tiba mempelajari bahasa kebangsaan kita. Selain dari mengendalikan program-program latihan, IDFR terus menganjurkan ceramah dan dialog mejabulat. Pada bulan Disember 2007, ia telah berjaya menganjurkan Kolokium Diplomatiknya yang pertama, yang telah dihadiri oleh para sarjana, penyelidik, dan diplomat yang masih bertugas dan yang telah bersara. Kolokium tersebut akan dijadikan program tahunan IDFR, berdasarkan tema hubungan luar dan diplomasi yang tertentu.

IDFR juga terlibat di dalam persidangan-persidangan Konsul-Konsul Kehormat dan Ketua-Ketua Perwakilan Malaysia dari 28 Mac-8 April 2007 di mana pegawai-pegawai dari Pusat Bahasa telah memberikan khidmat sebagai penyunting dan pelapor. Ini telah dapat mempertingkatkan kepakaran mereka di dalam bidang latihan yang penting berhubung dengan diplomasi persidangan. Saya juga ingin mengucapkan tahniah kepada IDFR di atas kejayaannya mengendalikan Persidangan Antarabangsa yang kedua mengenai Islam dan Barat yang telah berlangsung di Kuala Lumpur dalam bulan Jun 2007.

IDFR juga telah menjalankan, antara lain, projek perintis Key Performance Indicators (KPI) untuk memantau kualiti kursus-kursus latihan dan aktiviti-aktiviti yang berkaitan. Sekiranya projek perintis itu berjaya, sistem KPI itu akan dilaksanakan dalam tahun 2008 dan IDFR akan menjadi agensi atau jabatan yang pertama di bawah Kementerian Luar Negeri yang menggunakan sistem KPI. Pengalaman IDFR boleh menjadi asas atau contoh kepada jabatan-jabatan yang lain di Kementerian untuk menggunakan sistem tersebut. Saya ingin mengambil peluang ini untuk merakamkan penghargaan saya kepada semua warga IDFR di atas komitmen, dedikasi dan profesionalisme mereka yang jelas telah dapat mempamerkan imej dan reputasi IDFR yang positif dan tinggi. Message from The Secretary General, Ministry of Foreign Affairs, Malaysia Throughout 2007, IDFR has continued to successfully provide training for the officers of the Ministry of Foreign Affairs, other relevant ministries and agencies, as well as diplomats and officials from other countries. In 2007, it conducted more than 50 training courses and trained more than 750 course participants. I am pleased with the efforts made by IDFR towards attaining its goal of becoming a centre of excellence for training in the field of diplomacy and international relations in the region. In line with these efforts, IDFR has taken a number of measures such as expanding the scope and improving the quality of its training courses and related activities. Besides its repertoire of courses, IDFR has included mid-career training as one of its core training areas. In April 2007, a group of 21 prospective ambassadors from Afghanistan, Iraq and Timor-Leste were in IDFR for a Heads of Mission course. I hope that this course, and other similar courses, will attract mid-career diplomats from other countries to come to IDFR to be trained, as well as to share experiences.

In its quest to be among the best, IDFR made study visits to other Foreign Service Institutes, including the Vienna Diplomatic Academy, to strengthen ties with them and to emulate their best practices. IDFR also visited the China Foreign Affairs University and the Beijing Foreign Studies University to learn more about their Language training. Its officers also attended international workshops and seminars such as ‘Enhancing Performance in Multilateral Conferences and Diplomacy’ and ‘Enhancing Effectiveness of Training Programmes Under South-South Cooperation’, among others, in order to share experiences and learn from other practitioners. I am also pleased to note that in 2007 IDFR had conducted on a trial basis the ‘Conversational Malay Course’ for foreign diplomats based in Malaysia. The course, conducted by the Language Centre, was well received by the Diplomatic Corps in Kuala Lumpur, and at their request, will be repeated in 2008 to enable newly arrived diplomats to acquire a basic knowledge of the national language. Aside from conducting training courses, IDFR continued to organise talks and roundtable dialogues. In December 2007, it successfully organised its first Diplomatic Colloquium, which saw the participation of scholars, researchers and professional diplomats, both who are still in service and retired. The Colloquium will be developed into an annual IDFR event, based on specific themes of foreign policy and diplomacy.

IDFR was also involved in other activities, such as the Conference of the Honorary Consuls of Malaysia and that of the Heads of Mission held from 28 March to 8 April 2007 where officers from its Language Centre served as editors and rapporteurs, thereby enhancing their skills in training in this important area of conference diplomacy. I would also like to commend IDFR for successfully organising, on behalf of the Ministry, the Second International Conference on Bridging the Gap between Islam and the West held in Kuala Lumpur in June 2007. 9


IDFR has also undertaken, among others, a pilot project on Key Performance Indicators (KPI) to monitor the quality of its training courses and related activities. If everything goes well, the KPI will be implemented in 2008 and IDFR will be the first agency or department under the Ministry of Foreign Affairs to use the system. Its experience can provide a good basis for the introduction of the system to other departments of the Ministry. I would like to take this opportunity to express my appreciation to all officers and staff of IDFR for their commitment, dedication and professionalism, which clearly have contributed towards projecting the positive image and high reputation of the Institute. Kata Pengantar oleh Pengerusi Eksekutif IDFR Pada tahun 2007, IDFR telah menjalankan program-program latihan dan aktiviti-aktiviti Institut ini dengan jayanya hasil sokongan, komitmen, dedikasi dan kerjasama oleh semua warga IDFR dan juga mereka yang telah menyumbang, terutamanya pensyarah luar yang telah memberi input kepada kursus-kursus latihan IDFR. Saya ingin mengambil kesempatan ini untuk merakamkan ucapan terima kasih kepada mereka dengan harapan mereka akan terus memberi sumbangan di masa-masa akan datang demi menjaga nama baik dan prestij IDFR. Sebagai sebuah institusi latihan, IDFR menjalankan beberapa program latihan bukan sahaja untuk para diplomat dan pegawai-pegawai Kerajaan Malaysia tetapi juga mereka yang datang dari negara-negara lain yang diberi latihan di bawah Program Kerjasama Teknikal Malaysia (PKTM). Kursus-kursus yang ditawarkan meliputi aspek profesional dan akademik mengenai diplomasi dan hubungan antarabangsa.

Seperti dahulu, IDFR telah mengadakan program latihan yang dijalankan di bawah empat kumpulan program, iaitu Program Amalan Diplomatik (bagi Peserta Malaysia), Program Amalan Diplomatik (bagi Peserta Antarabangsa), Program Kajian Strategik dan Keselamatan Antarabangsa, dan Program Latihan Diplomatik, selain Program Bahasa.

Sepanjang tahun 2007, IDFR telah menganjurkan lebih dari 50 kursus yang berjadual dan tidak berjadual. Di antara kursus-kursus yang tidak berjadual adalah ‘Course for Liaison Officers and Personal Security Officers for the Eighth Asia-Pacific Cooperative Minister’s Conference’ dan ‘Communication Skills in English Course for Laotian and Vietnamese Security Officers’. Kursus-kursus tersebut adalah di antara dua contoh di mana IDFR telah bersetuju untuk memenuhi permintaan latihan daripada kementerian atau negara yang lain. Di samping mempertingkatkan mutu dan kualiti kursus-kursusnya yang berjadual, IDFR akan terus memenuhi lebih banyak permintaan latihan dan menganggapnya sebagai cabaran di dalam usahanya untuk meletakkan dirinya sebagai sebuah pusat kecemerlangan di dalam bidang latihan diplomasi dan hubungan antarabangsa di rantau ini.

Selepas kejayaan kursus yang dianjurkan khas untuk diplomat Iraq pada tahun 2006, pada bulan Mei 2007, IDFR telah menganjurkan satu kursus Orientasi Ketua-Ketua Perwakilan khas untuk para diplomat kanan daripada Afghanistan, Iraq dan Timor-Leste. Mengambil kira maklumbalas positif yang telah diterima daripada para peserta, IDFR bersedia untuk menganjurkan kursus yang seumpamanya pada masa akan datang, sekiranya terdapat sebarang permintaan.

Bagi melengkapi program latihannya, IDFR turut terus menganjurkan program ceramah dan perbincangan mejabulat. Pada bulan Ogos 2007, IDFR, bersama-sama dengan Pusat Pengajian ASEAN, Universiti Teknologi MARA, telah menganjurkan ‘ASEAN Lecture’ oleh Menteri Luar Negeri, Malaysia, Dato’ Seri Syed Hamid Albar. Antara lain, Dato’ Seri telah berucap tentang tadbir urus baik, demokrasi, hak asasi manusia, integriti serantau, keselamatan tenaga, jenayah

rentas sempadan dan perubahan iklim. Ceramah Umum oleh Dr. Karen Armstrong yang bertajuk ‘The Role of Religion in the 21st Century’ telah menarik perhatian sehingga kapasiti maksimum di Dewan Besar Hotel Mandarin Oriental, dan pelbagai ceramah dan perbincangan mejabulat telah menarik minat ahli-ahli akademik dan kor diplomatik.

Tahun 2007 juga merupakan tahun yang kesembilan IDFR menjalankan program Sarjana bersama Universiti Kebangsaan Malaysia (UKM) di dalam bidang Strategi dan Diplomasi, dan sehingga kini, program tersebut mempunyai hampir 150 bekas pelajar. Sepanjang tahun 2007, Pusat Bahasa IDFR telah menganjurkan 32 kursus bahasa dan buat pertama kalinya, ia telah menganjurkan ‘Kursus Perbualan Bahasa Malaysia’ untuk para diplomat yang bertugas di kedutaan-kedutaan asing di Kuala Lumpur dan ianya telah mendapat sambutan yang baik.

IDFR telah menganjurkan buat kali kedua dengan jayanya Persidangan Antarabangsa mengenai Islam dan Barat. Kerajaan Malaysia telah memulakan siri Persidangan tersebut sebagai gerakbalas kepada permintaan oleh beberapa orang sahabat yang berugama Islam di Barat yang berpendapat bahawa adalah sesuai bagi Malaysia menganjurkan satu forum bagi para cendikiawan, penggubal dasar dan masyarakat awam untuk mewujudkan dialog dan merapatkan jurang yang semakin bertambah antara dunia Islam dan dunia Barat demi mengekalkan keamanan sejagat. Sempena dengan sambutan 50 tahun kemerdekaan Malaysia, IDFR telah menganjurkan satu kolokium mengenai dasar luar Malaysia bertajuk ‘Malaysia’s Foreign Policy: Towards 2020 and Beyond’. Kolokium yang diadakan pada 11 Disember 2007, telah dirasmikan oleh Menteri Luar Negeri, Dato’ Seri Syed Hamid Albar, yang juga telah memberikan ucaptama. Kolokium ini bertujuan untuk menyediakan satu forum perbincangan awam berhubung dengan dasar luar dan diplomasi Malaysia dan cabaran-cabaran yang akan dihadapi pada tahun-tahun yang akan datang sambil negara kita terus maju ke hadapan ke arah 2020 dan seterusnya. Saya berharap bahawa IDFR akan terus maju dan dapat menyempurnakan semua matlamat dan objektifnya dengan sokongan dan dedikasi para pegawai dan kakitangannya. Akhir kata, saya ingin menyampaikan perhargaan yang ikhlas kepada Tan Sri Rastam Mohd Isa, Ketua Setiausaha, Kementerian Luar Negeri, di atas sokongan padu yang berterusan terhadap IDFR. Foreword by The Executive Chairman of IDFR

In 2007, IDFR had successfully carried out its training programmes and activities, thanks to the support, commitment, dedication and cooperation of all its officers and staff, as well as others who have directly or indirectly contributed. In particular, I would like to acknowledge the many external lecturers who provided inputs to our training courses and would like to thank all of them in the hope they will continue to do so in the future in the interest of maintaining the good name and prestige of the Institute.

As a training institute, IDFR conducts various training programmes not only for Malaysian diplomats and government officers serving abroad, but also those of other developing countries under the Malaysian Technical Cooperation Programme. These courses are related to both the professional and academic aspects of diplomacy and international relations.

As in the past, IDFR organised its training courses under four programme clusters, namely, Diplomatic Practice Programme (for Malaysian participants), Diplomatic Practice Programme (for International Participants), Strategic and International Security Studies Programme, and Diplomatic Training Programme, in addition to its Language Programme. In 2007, IDFR conducted more than 50 scheduled and unscheduled courses. Among the unscheduled courses were the ‘Course for Liaison Officers and Personal Security Officers for the Eighth Asia-Pacific Cooperative Ministers’ Conference’ and ‘Communication Skills in English Course for Laotian and Vietnamese Security Officers’. Those courses are just two examples of IDFR accommodating to training requests from other government ministries or other countries. IDFR will continue to accommodate such requests as a challenge and in order to position itself to be a centre of excellence in the field of diplomacy and international relations in the region, besides improving the standard and quality of its scheduled courses.

After successfully conducting a training course for Iraqi diplomats in 2006, IDFR organised a special Orientation Course in May 2007 for Heads of Mission from Afghanistan, Iraq and Timor-Leste. Taking into consideration the positive feedback, IDFR will be prepared to organise similar courses in the future, in response to requests for such courses.

IDFR continued to organise lectures, talks and roundtable discussions to complement its training programme. In August 2007, IDFR co-organised the ‘ASEAN Lecture’ by Dato’ Seri Syed Hamid Albar, Minister of Foreign Affairs Malaysia, with the Centre for ASEAN Studies, MARA University of Technology (UiTM). The Foreign Minister,

among others, spoke on good governance, democracy, human rights, regional integrity, energy security, transnational crime and climatic change. A Public Lecture by Dr. Karen Armstrong entitled ‘The Role of Religion in the 21st Century’ drew a crowd of maximum capacity at the Mandarin Oriental Hotel Ballroom, and various talks and roundtable discussions drew the attention of the members of the academia and the diplomatic corps. 2007 marked the ninth year that IDFR has conducted the Masters programme jointly with the National University of Malaysia (UKM), and to date, it has close to 150 alumni members.

During the year, IDFR’s Language Centre conducted 32 language courses and it also introduced for the first time, the ‘Conversational Malay Course’ for members of the diplomatic corps, which was favourably received.

In June 2007, IDFR successfully organised for the second time the ‘International Conference on Islam and the West: Bridging the Gap’. This conference series was initiated by the Malaysian Government in response to requests from various Muslim friends living in the West who thought that Malaysia was best placed to organise such a gathering of scholars, policy-makers and members of civil society in the interest of dialogue and bridging the widening gap between the Muslim and Western worlds and maintaining world peace. As part of the programmes and activities to commemorate Malaysia’s 50th year of indepence, IDFR organised a Colloquium on ‘Malaysia’s Foreign Policy: Towards 2020 and Beyond’. This Colloquium, held on 11 December 2007, was officiated by Dato’ Seri Syed Hamid Albar, Minister of Foreign Affairs, Malaysia, who also gave the keynote address for the event. The colloquium provided a public forum for a discussion on Malaysia’s foreign policy and diplomacy since independence and on the challenges as the nation forges ahead towards 2020 and beyond

In looking forward to the future, I hope IDFR, with the continued support and dedication of all its officers and staff-members, will make further progress and be able to accomplish all of its goals and objectives. Institut Diplomasi dan Hubungan Luar Negeri (IDFR)

IDFR telah ditubuhkan di bawah Jabatan Perdana Menteri pada 1 Julai 1991 berikutan keputusan Kabinet yang bertarikh 6 Mac 1991. Ia telah dirasmikan pada 12 Ogos 1991 oleh Perdana Menteri Malaysia ketika itu, Dato’ Seri Dr. Mahathir Mohamad. Pada 27 Mac 2004, IDFR dengan rasminya menjadi sebahagian daripada Kementerian Luar Negeri, Malaysia. IDFR menawarkan latihan asas untuk bakal diplomat dari Malaysia dan beberapa buah negara membangun (di bawah Program Kerjasama Teknikal Malaysia), di samping latihan pertengahan kerjaya untuk pegawai yang sedang di dalam perkhidmatan diplomatik. IDFR turut menawarkan program ijazah sarjana selama setahun kepada mereka yang berminat untuk melanjutkan pelajaran di dalam bidang perhubungan antarabangsa, strategi dan diplomasi.

Latihan dijalankan melalui kursus, seminar, bengkel, persidangan dan khidmat rundingcara untuk pegawaipegawai diplomatik dan bukan diplomatik daripada Malaysia dan negara-negara ASEAN, Komanwel dan Rancangan Kolombo, serta beberapa negara yang baru mendapat kemerdekaan ataupun yang sedang dalam proses pemulihan akibat perang, seperti Afganistan, Iraq dan Timor-Leste. Ia menganjurkan ceramah awam di atas pelbagai tajuk polisi luar negara oleh orang kenamaan tempatan dan luar negara, kebiasaannya bekas ketua negara dan diplomat. Ia turut menjadi tuan rumah program siri hospitaliti untuk kedutaan luar negara di Kuala Lumpur, di mana isu-isu penting kepada komuniti diplomatik tempatan dibincangkan secara terbuka dan tidak formal.

Institute of Diplomacy and Foreign Relations (IDFR)

IDFR was first established under the Prime Minister’s Department on 1 July 1991 following a Cabinet decision dated 6 March 1991. It was officially launched on 12 August 1991 by then Prime Minister Dato’ Seri Dr. Mahathir Mohamad. On 27 March 2004, IDFR officially became part of the Ministry of Foreign Affairs, Malaysia.

IDFR provides basic training for future diplomats of Malaysia and several participating developing countries (under the MTCP or Malaysian Technical Cooperation Programme), as well as mid career training for those officers already in the diplomatic service. It also offers a one-year masters degree programme for those wishing to pursue postgraduate studies in international relations, strategy and diplomacy. Training is offered through courses, seminars, workshops, conferences and consultancy services, for officials, diplomatic or otherwise, from Malaysia as well as from the ASEAN, Commonwealth and Colombo Plan countries and a number of newly independent countries or those recovering from war, such as Afganistan, Iraq and Timor-Leste. It organises public lectures on various foreign policy topics by local and foreign VIPs, including former heads of state and diplomats. It hosts a ‘hospitality series’ programme for foreign embassies in Kuala Lumpur, comprising open and informal talks on issues pertinent to the local diplomatic community.

Since IDFR’s training programmes are open to both local and international participants, hostel facilities are provided for them as well as for foreign training staff. To strengthen its status as a leading diplomatic institution, IDFR has established linkages and networking with various institutions of higher learning and other diplomatic academies worldwide, among which are the Australian National University, Universiti Kebangsaan Malaysia (UKM), Universiti Sains Malaysia (USM), Universiti Tun Abdul Razak (UNITAR), ASEAN and Commonwealth Secretariat, Vienna Diplomatic Academy and several foreign service institutes. Funding and Linkage

The Institute’s programmes are fully funded by the Malaysian government. However, it welcomes grants and aid from organisations within Malaysia or outside the country. The Institute seeks to establish linkages with other similar organisations both local as well as foreign. Currently IDFR receives partial sponsorship for a number of courses from the Colombo Plan and the Commonwealth Secretariat.

Bahagian Latihan

Bahagian Latihan di IDFR diketuai oleh seorang Pengarah. Beliau dibantu oleh empat orang Timbalan Pengarah dan empat orang Penolong Pengarah. Bahagian ini menganjurkan program latihan untuk para diplomat, iaitu fungsi utama IDFR.

Peserta adalah peserta tempatan dan antarabangsa dan terdiri daripada pegawai kerajaan yang terlibat di dalam bidang diplomasi dan hubungan luar, dan yang berminat untuk meningkatkan pengetahuan, kemahiran dan profesionalisma diri mereka di dalam bidang ini. IDFR menawarkan program latihan di bawah empat bidang kemahiran yang berikut: * * * *

Training Division

IDFR’s Training Division is headed by a Director who is assisted by four Deputy Directors and four Assistant Directors. The Division carries out training programmes for current and future diplomats, which is the core function of IDFR.

Participants comprise both locals as well as foreigners. They consist of government officers who are involved in diplomacy and foreign relations who are keen to upgrade their knowledge, skills and professionalism in the subject. Objektif program ini adalah bagi meningkatkan tahap kecekapan dan profesionalisma pegawai-pegawai di dalam perkhidmatan diplomatik bagi membolehkan mereka menjalankan tugas dan tanggungjawab dengan lebih berkesan semasa bertugas di dalam dan luar negara

Kursus Latihan Diplomatik bagi Pegawai-pegawai Tadbir dan Diplomatik (PTD)

Kursus ini telah dijalankan dari 9 April-3 Ogos 2007. Kursus tahunan selama empat bulan ini adalah kursus wajib bagi Pegawai-pegawai Tadbir dan Diplomatik yang baru di Kementerian Luar Negeri. Selaras dengan arus perkembangan dinamik global, para peserta didedahkan kepada amalan-amalan diplomasi dan hubungan antarabangsa. Mereka juga telah didedahkan kepada ideaidea, strategi serta pendekatan baru di dalam menangani banyak cabaran yang akan mereka tempohi semasa menjalankan tugas, dengan meningkatkan kecekapan dan keyakinan diri.

The objective of this programme is to upgrade the competency and level of professionalism of officers in the diplomatic service to enable them to discharge their duties and responsibilities effectively while serving at home or abroad.

1.

Diplomatic Training Course for PTD Officers

The course was held from 9 April-3 August 2007. The four-month course held annually at IDFR is mandatory for all newly-appointed Administrative and Diplomatic (PTD) officers in the Ministry of Foreign Affairs. Participants were offered adequate exposure to the practice of diplomacy and international relations. In keeping abreast with dynamic global change, they were also exposed to new ideas, strategies and approaches in dealing with the many challenges that they will have to face in carrying out their functions, thereby enhancing their efficiency and confidence.

Tumpuan utama pada tahun ini adalah kepada pelbagai aspek perundingan dua-hala dan pelbagai hala dengan tumpuan utama kepada latihan simulasi bagi memaju dan memperkasakan lagi tahap kemahiran dan pemikiran kritikal peserta kursus. Pengucapan awam juga turut diberikan penekanan pada tahun ini. Sebanyak 22 peserta dan 15 modul telah diperkenalkan di dalam kursus ini. Topik-topik yang dijalankan adalah agak meluas, merangkumi pelbagai hal dan disiplin termasuklah pengurusan krisis, penulisan diplomatik, kemahiran perundingan antarabangsa, mempromosi dan mempertahankan kedaulatan Negara Malaysia, kemahiran media, dan bekerja dan menetap di luar Negara.

The focus this year was on the diverse aspects of bilateral and multilateral negotiation with special attention on simulation exercises to develop and sharpen the participants’ skills and critical thinking. Public speaking was another crucial module that was given emphasis this year. There were a total of 22 participants and 15 modules incorporated in this course. The topics covered were quite extensive, covering a wide range of subjects and disciplines, including crisis management, diplomatic writing, international negotiation skills, promoting and defending Malaysia’s national interests, media skills and working and living abroad.


Peserta telah menjalani ceramah dan latihan simulasi selama satu minggu mengenai Diplomasi dua-hala dari dua orang pensyarah pelawat yang berwibawa, iaitu Ambasador Dr. Kishan Rana, yang merupakan pensyarah di Diplo Foundation dan juga Dr Charles Hubbard, profesor Fulbright dari Lincoln Memorial University di Tennessee, Amerika Syarikat.

The group underwent a one-week lecture and simulation exercise on Bilateral Diplomacy by two prominent visiting lecturers, namely Ambassador Dr. Kishan Rana, lecturer at Diplo Foundation and Dr. Charles Hubbard, a Fulbright scholar from the Lincoln Memorial University, Tennessee, USA.

Other notable lecturers for this course were Professor Shad Saleem Faruqi, who lectured on Constitutional Law, Dato’ Fadzillah Kamsah on Motivation, and Dr. Chandra Muzaffar on Islam in Diplomacy, and Role and Function of NGOs.

Di bawah modul ‘Sejenak Dengan Individu Berinspirasi’, peserta berpeluang bersemuka dengan beberapa tokoh terkemuka tanahair seperti Tan Sri Dato’ Seri Sanusi Junid, bekas Menteri dan kini Presiden Universiti Islam Antarabangsa; Shuhaimi Baba, salah seorang pengarah filem tanahair; S. Vanajah, calon wanita tunggal Program Angkasa Negara dan Liam Mellon, Pengerusi ExxonMobil. Program ini terbukti berfaedah kepada para peserta kerana ianya memberi peluang yang jarang mereka perolehi untuk bersemuka secara langsung dengan individu-individu yang cemerlang ini.

Satu lagi acara kemuncak kursus adalah program penempatan di pejabat Perwakilan Malaysia di seberang laut dengan berobjektif mendedahkan peserta secara dekat kepada penjenisan dan fungsi perbagai tugasan di pejabat Perwakilan Malaysia di seberang laut. Australia telah dipilih bagi penempatan peserta tahun ini. Satu program yang komprehensif dan bermakna telah diatur termasuk taklimat oleh pejabat Suruhanjaya Tinggi, beberapa pejabat Kerajaan Australia dan Pertubuhan Bukan Kerajaan, serta lawatan sambil belajar di sekitar Canberra dan Sydney.

Under the module ‘A Moment with a Person who Inspires’, participants had the opportunity to meet with some of Malaysia’s renowned personalities such as Tan Sri Dato’ Seri Sanusi Junid, former Minister and current President of the International Islamic University; Shuhaimi Baba, one of Malaysia’s celebrated film makers; S. Vanajah, the only woman candidate for the National Space Programme and Liam Mellon, Chairman of ExxonMobil. These sessions proved beneficial to the participants as it gave them a rare opportunity to meet and interact directly with these outstanding individuals.

Another highlight of the course was the attachment programme at a Malaysian mission abroad with the main objective of exposing the group firsthand to the myriad nature of work at mission and to better understand the role and functions of our mission abroad. Australia was chosen for the attachment programme this year. A very comprehensive and significant programme was prepared by the Malaysian High Commission which included briefing sessions by the High Commission, several Australian Government departments and NGOs, and also a study tour of Canberra and Sydney.

The participants also went on a study tour to Sarawak. Apart from providing them with a better understanding of and enhancing interaction between officials from Sarawak and the Peninsular, the study visit was designed to expose the participants to the economic development, tourism potential and cultural highlights in Sarawak.

Kursus Orientasi Ketua-Ketua Pejabat Perwakilan dan Pasangan

Kursus ini telah dijalankan dari 25 Oktober-5 November 2007. Ianya ditawarkan kepada pegawai-pegawai kanan di Kementerian Luar Negeri yang telah terpilih oleh Kementerian untuk bertugas sebagai Ketua di Pejabat Perwakilan Malaysia di seberang laut. 14 orang pegawai kanan dari Wisma Putra telah menghadiri kursus ini.

Orientation Course for Heads of Mission (HOM) and their Spouses

This course was held from 25 October-5 November 2007. It was offered to senior officers of the Ministry of Foreign Affairs who were shortlisted by the Ministry to serve as Head of Malaysian Mission abroad. 14 senior officers from Wisma Putra attended the course.

Objektif kursus ini adalah bagi meningkatkan pengetahuan dan kemahiran peserta-peserta dalam pelbagai bidang yang berkaitan dengan kerja dan tanggungjawab mereka di Pejabat Perwakilan. Ini termasuklah, antara lain, Konvensyen Vienna mengenai Hubungan Diplomasi, Pasaran Modal Malaysia, Koridor Raya Serantau, Kepimpinan dan Pengurusan, Kemahiran Media, Protokol Istana, dan Etiket Resepsi dan Makan Beradap.

Bagi memecah kebosanan suasana ceramah di bilik kuliah, dua sesi panel telah diperkenalkan. Ini adalah bagi menggalakkan interaksi dan penglibatan secara aktif peserta kursus dan juga bagi menambahkan kepelbagaian dan minat kepada kursus berkenaan. Sesi panel yang pertama bertajuk ‘Trend Semasa dan Isu Globalisasi’ yang dimoderasikan oleh Tan Sri Hasmy Agam dengan Prof. Dato’ Dr. Qasim Ahmad dan Y. Bhg Dato’ Dr. Yusof Ahmad, kedua-duanya daripada Universiti Teknologi MARA (UiTM), sebagai panelis jemputan. Sesi panel kedua bertajuk ‘Perdagangan Antarabangsa dan Perniagaan’ terdiri daripada gabungan pegawai-pegawai kanan dari Kementerian Perdagangan dan Industri Antarabangsa (MITI), Perbadanan Pembangunan Perdagangan Luar Malaysia (MATRADE) dan Lembaga Kemajuan Perindustrian Malaysia (MIDA).

The objective of this course was to enhance participants’ knowledge and skills in various areas related to their work and responsibilities at mission. The session included, among others, the Vienna Convention on Diplomatic Relations, Malaysia’s Capital Market, Regional Growth Corridors, Leadership and Management, Media Skills, Palace Protocol, and Reception and Fine Dining Etiquette.

To break the monotony of conventional classroom lectures, two panel sessions were introduced. This was to encourage active interaction and participation from the HOMs and to add variety and interest to the course. The first panel session on the topic ‘Current Trends and Issues on Globalisation’ was moderated by Tan Sri Hasmy Agam with Professor Dato’ Dr. Qasim Ahmad and Dato’ Dr. Yusof Ahmad, both of Universiti Teknologi MARA (UiTM), as guest speakers. The second panel session on ‘International Trade and Commerce’ consisted of a mixed group of senior officers representing the Ministry of International Trade and Industry (MITI), Malaysia External Trade Development Corporation (MATRADE) and Malaysian Industrial Development Authority (MIDA).

Satu sesi penuh bermakna telah diadakan di Bilik Triti dengan kehadiran seorang tokoh terkemuka iaitu Tan Sri Razali Ismail yang berkongsi pengalaman luas beliau selaku Wakil Khas Pertubuhan Bangsa-bangsa Bersatu ke Myanmar serta pengalaman beliau sebagai bekas Duta Malaysia.

Satu panel khas perbincangan juga telah diadakan bagi PERWAKILAN (Persatuan Wanita Kementerian Luar Negeri). Seramai tiga puluh peserta telah menyertai perbincangan panel tersebut. Sesi berkenaan telah diserikan dengan kehadiran Puan Sri Norizan Sulaiman, selaku presiden PERWAKILAN yang sudi berkongsi pengalaman beliau yang luas dengan pasangan pegawai dan pegawaipegawai wanita Wisma Putra. Sesi ini disusuli dengan perbincangan panel yang dimoderasikan oleh Datin Paduka Melanie Leong di mana Puan Sri Norizan Sulaiman and Puan Sri Nora Marzuki bertindak sebagai panelis jemputan. Majlis Penutup untuk kursus tersebut telah diadakan pada sebelah petang, 5 November, di Bilik Makan Tetamu, IDFR.

The ‘A Moment with a Person who Inspires” module, a favourite among participants, was also held again this year. A notable session was held at the Treaty Room with the distinguished Tan Sri Razali Ismail who shared candidly his vast experience as UN special envoy to Myanmar as well as his experience as former Ambassador of Malaysia.

A special panel discussion was also held for PERWAKILAN (The Ministry of Foreign Affairs Women’s Association). A total of thirty participants attended the panel discussion. The session was graced by Puan Sri Norizan Sulaiman, the PERWAKILAN President, who shared her vast experience with spouses of Wisma Putra Officers as well as lady officers. This was followed subsequently by a panel discussion moderated by Datin Paduka Melanie Leong, with Puan Sri Norizan Sulaiman and Puan Sri Nora Marzuki as the guest speakers. The closing ceremony for the course, on the evening of 5 November, was held at the VVIP Dining Hall of IDFR.

Kursus Pra-Penempatan bagi Pegawai dan Pasangan

Kursus selama dua minggu ini telah dijalankan dari 22 Oktober-2 November 2007 dan dihadiri oleh 25 pegawai dari Kementerian Luar Negeri, Jabatan Imigresen, Lembaga Kemajuan Perindustrian Malaysia (MIDA) dan Perbadanan Pembangunan Perdagangan Luar Malaysia (MATRADE). Sepuluh orang pasangan pegawai juga turut mengambil bahagian.

Objektif utama kursus berkenaan adalah bagi menyediakan pegawai-pegawai dari beberapa agensi kerajaan tertentu untuk tugasan di Pejabat Perwakilan Malaysia di luar negara. Beberapa modul telah dimasukkan ke dalam kursus berkenaan bagi meningkatkan kecekapan dan melengkapkan mereka dengan kemahiran yang diperlukan di dalam selok-belok diplomasi, terutamanya antara perorangan, pengurusan dan kemahiran sosial. Modul mengenai protokol dan konsular, silang komunikasi, isu keselamatan dan menetap di luar negara serta etika di dalam perkhidmatan awam juga diperkenalkan.

Pre-posting Orientation Course for Officers and Spouses

The two-week course, held from 22 October-2 November 2007, was attended by 25 officers from the Ministry of Foreign Affairs, the Immigration Department, Malaysian Industrial Development Authority (MIDA) and Malaysia External Trade Development Corporation (MATRADE). Ten spouses also attended the course.

The main objective of this course was to prepare officers from selected agencies for their overseas assignment at Malaysian Missions abroad. Various modules were incorporated in the course to enhance their skills and equip them with the necessary tools on diplomacy, particularly interpersonal, managerial and social skills. Modules on protocol and consular matters, cross-cultural communications, security issues of working and living abroad as well as ethics in the civil service were also included.

Program ini menawarkan kursus kepada peserta daripada negara-negara membangun yang menerima bantuan teknikal di bawah Program Kerjasama Teknikal Malaysia (PKTM). Kursus Latihan Diplomatik untuk Peserta Antarabangsa adalah satu kursus yang popular dan sentiasa mendapat sambutan. Oleh kerana itu, kursus tiga minggu ini telah diadakan sebanyak dua kali pada tahun 2007 iaitu dari 3-23 April 2007 dan sekali lagi dari 3- 23 Julai 2007.

Kursus ini direka bentuk sebagai kursus asas pengenalan kepada prinsip dan amalan diplomasi yang mencakupi isu-isu semasa dalam hubungan antarabangsa. Ia bertujuan memberi pendedahan kepada para peserta berhubung bidang diplomasi dan hubungan antarabangsa dengan menekankan kedua-dua aspek teori dan praktikal dalam latihan diplomatik dengan memberi keutamaan kepada pembangunan kemahiran seperti persembahan berkesan, komunikasi antara budaya, etiket sosial dan ketrampilan diri. As part of IDFR’s annual training programme for international participants, this programme offers courses to participants from developing countries that receive technical assistance under the Malaysian Technical Cooperation Programme (MTCP). Its objective is to enhance participants’ knowledge and skills in diplomacy and international relations as well as to provide opportunities for networking and building friendships. The courses held under this programme in 2007 were as follows:

Diplomatic Training Course for International Participants 2007

The Diplomatic Training Course for International Participants has always been a popular course and due to an overwhelming demand, this course was conducted twice in 2007. This three-week course was first held from 3-23 April 2007, and again from 3-23 July 2007. This course was designed to serve as an introduction to the principles and practices of diplomacy, current and emerging issues in international relations. It provided participants with exposure in the field of diplomacy and international relations. It focused on both theoretical and practical aspects of diplomatic training, with special emphasis on developing soft-skills in areas such as presentation skills, cross-cultural communication, and rounding off with social etiquette and personal grooming.

In addition, participants were also exposed to topics like nation building (Malaysia’s experience), international relations theories, the United Nations system, international terrorism, human rights, and international negotiation. Apart from lectures, participants were also taken on a number of study visits, which included visits to the Forest Research Institute of Malaysia (FRIM) and the Malaysia External Trade Development Corporation (MATRADE). A total of 14 international participants and one Malaysian attended the course in April whilst the course in July was attended by 19 international participants.

Kursus Orientasi untuk Ketua-Ketua Perwakilan 2007 (dari Afghanistan, Iraq dan Timor-Leste)

Kursus dua minggu yang diadakan dari 23 April-7 Mei 2007 ini adalah khas untuk Ketua-Ketua Perwakilan dari Afghanistan, Iraq dan Timor-Leste. Ianya telah diadakan berikutan sambutan baik yang diterima daripada para diplomat dari Iraq ketika mengikuti kursus yang hampir serupa pada tahun 2006. Sejumlah 21 orang peserta telah mengambil bahagian dalam kursus ini.

Orientation Course for Heads of Mission 2007 (from Afghanistan, Iraq and TimorLeste)

This two week course for Heads of Missions from Afghanistan, Iraq and Timor-Leste was held from 23 April7 May 2007. It was organised due to favourable response to a similar course held for a group of Iraqi diplomats in 2006. A total of 21 participants attended this course.

Kursus Diplomasi Pelbagai-hala 2007

Kursus tiga minggu yang diadakan dari 22 Mei-11 Jun 2007 ini dihadiri oleh 21 orang peserta antarabangsa. Ianya bertujuan mendedahkan para peserta kepada konsep dan cara kerja diplomasi pelbagai-hala sambil mengenengahkan isu-isu global semasa. Seperti kursus-kursus lain anjuran IDFR, pendekatan yang diambil lebih bersifat interaktif. Antara perkara yang diberi penekanan dalam kursus ini adalah persidangan pelbagai-hala, kemahiran melobi, merangka resolusi dan tatacara rundingan pelbagai-hala. Terdapat juga ceramah-ceramah berkenaan Sistem Pertubuhan Bangsa-bangsa Bersatu (PBB), isu-isu ekonomi pelbagai-hala berkaitan Pertubuhan Perdagangan Antarabangsa (WTO), Kerjasama Ekonomi Asia-Pasifik 68

Course on Multilateral Diplomacy 2007

This three-week course, held from 22 May-11 June 2007, was attended by 21 international participants. The course was conducted with the objective of exposing participants to the concept and practice of multilateral diplomacy. It also featured interactive modules on issues of current global interest. As with other courses run by IDFR for international participants, the approach was interactive and participatory. Among the areas given special focus were conference diplomacy, lobbying, drafting resolutions and the conduct of multilateral negotiations. In addition, there were lectures on the United Nations system, multilateral economic issues pertaining to World Trade Organisation (WTO), Asia-Pacific Economic Cooperation (APEC), and


(APEC), dan Mesyuarat Eropah-Asia (ASEM), Persatuan Negara-Negara Asia Tenggara (ASEAN), diplomasi kemanusiaan dalam situasi peperangan, dan sekutu-sekutu keselamatan pelbagai-hala. Paying particular attention to negotiation, this course explored negotiation from the individual to the international level, including various examples such as financial, WTO, environmental and service negotiation. It contained a special emphasis on cross-cultural elements which affect both the perception as well as the process of negotiation at all levels. The curriculum was supplemented by class outings and study tours. Participants also visited national research and educational institutions, commercial and industrial organisations. The international diplomats enjoyed a taste of rural Malaysia through a homestay programme in a rural setting at the Sungai Klah Homestay in Trolak, Perak.

Program Kajian Strategik dan Keselamatan Antarabangsa

Strategic and International Security Studies Programme

Sepanjang tahun 2007, unit ini telah menganjurkan dua kursus berjadual di bawah Program Kerjasama Teknikal Malaysia (PKTM) dan Program Sarjana Sains Sosial (Strategi dan Diplomasi) anjuran bersama dengan Universiti Kebangsaan Malaysia (UKM). Selain itu, turut dianjurkan adalah ceramah umum, lima ceramah di bawah Siri Hospitaliti, dan Ceramah ASEAN.

In 2007, this programme conducted two scheduled courses under the Malaysian Technical Cooperation Programme (MTCP) and the year long Masters Programme in collaboration with the National University of Malaysia (UKM). Among the other activities organised were a Public Lecture, five talks under the Hospitality Series, and the ASEAN Lecture.

Objektif program ini adalah untuk meningkatkan kefahaman dan kesedaran peserta tentang isu-isu strategik dan keselamatan serta melengkapkan mereka dengan kepakaran dan kemahiran untuk menangani berbagai keadaan keselamatan antarbangsa.

Kursus Pengurusan Krisis Antarabangsa (PKTM)

Tujuan kursus ini adalah untuk menganalisis krisis antarabangsa masa kini dengan tumpuan diberikan kepada punca-punca konflik antarabangsa. Selari dengan tujuan yang ingin dicapai, keutamaan latihan adalah menjurus kepada pemahaman terhadap mekanisme dan cara-cara untuk menyelesaikan sesuatu konflik antarabangsa. Kursus selama tiga minggu ini telah dijalankan dari 8-29 Mei 2007 dan ditaja oleh Program Kerjasama Teknikal Malaysia (PKTM).

This programme aimed to enhance participants’ level of awareness and understanding in strategic and security matters, and to equip them with some basic skills and expertise to help them deal with international security situations and issues.

Details of the activities that were held under this programme in 2007 were as follows:

International Crisis Management Course (MTCP)

The objective of this course was to enhance participants’ knowledge and understanding of the theoretical and practical aspects of international crisis as well as to increase their knowledge and skills on the various approaches and techniques of crisis management. The topics covered included the structure of international crisis, crisis forecasting, negotiation and mediation, and the study of major international crisis. The course included field visits,

Selain itu, kursus ini juga berfungsi sebagai sebuah forum untuk bertukar pendapat dan idea di kalangan peserta. Kursus ini memberi penekanan dalam aspek pemikiran dan perancangan strategik, keselamatan tradisional dan bukan tradisional, dimensi perancangan ekonomi, modal insan, ketidakseimbangan dunia baru, analisis risiko politik, dilema keselamatan dan perlumbaan senjata, isu keganasan serta keselamatan kewangan. Kursus ini juga melibatkan lawatan sambil belajar dan perbahasan.

International Strategic Analysis Course (MTCP)

This course aimed to enhance participants’ knowledge on strategic thinking and security analysis in today’s world as well as to enhance their ability in analysing various strategic and security issues. Course participants were taught to develop scenarios for the purpose of strategic thinking and management. The course also provided a forum for participants to exchange views and ideas. The course content included strategic thinking and planning, traditional and non-traditional security, economic dimensions of strategy, human capital, new world disorder, political risk analysis, security dilemma and arms race, dealing with terrorism, ‘hot money’ and financial security.


Kursus selama tiga minggu ini telah dijalankan dari 7-28 Ogos 2007 dan ditaja oleh Program Kerjasama Teknikal Malaysia (PKTM). Sarjana Sains Sosial (Strategi dan Diplomasi)

Program Sarjana ini dianjurkan dengan kerjasama antara IDFR dan Universiti Kebangsaan Malaysia (UKM). Ia merupakan sebuah program intensif untuk jangkamasa satu tahun dan direkabentuk untuk pelajar yang mempunyai minat dalam strategi dan diplomasi terutamanya dari aspek perubahan persekitaran global. Kandungan program ini memberi fokus terhadap pemahaman isu strategik dan keselamatan, diplomasi, hubungan antarabangsa, politik ekonomi antarabangsa, polisis luar, keamanan global, undang-undang antarabangsa, pertubuhan antarabangsa dan kajian serantau. Program ini dibuka untuk pelajar dari Malaysia dan luar negeri. 13 orang pelajar, termasuk tiga orang pelajar asing dari China, Maldives dan Myanmar telah mengikuti sesi bagi tempoh Mei 2007 hingga Mei 2008. Salah satu aktiviti kemuncak program ini ialah lawatan sambil belajar ke negara Rusia dari 1-9 September 2007. Di antara tempat-tempat yang dilawati ialah Kedutaan Besar Malaysia di Moscow, Pusat Sejarah Perkhidmatan Diplomatik Rusia, Kementerian Luar Negeri Rusia, Akademi Diplomatik Rusia, Universiti Lomonosov Moscow, dan Institut Hubungan Antarabangsa (MGIMO).

The course included field and study visits, and a debate. This three-week course was held from 7-28 August 2007 and was conducted under the auspices of the Malaysian Technical Cooperation Programme (MTCP). 13 participants including three participants sponsored by the Colombo Plan attended this course. Course participants were from Benin, Brunei Darussalam, Croatia, Iran, Laos, Myanmar, Sudan, Uganda, Vietnam and Yemen. This was the fourth time this course was conducted in IDFR.

3.

Master of Social Science in Strategy and Diplomacy

The Master in Social Science in Strategy and Diplomacy is conducted jointly by IDFR and the National University of Malaysia (UKM). It is an intensive one year full-time course designed for graduate students interested in exploring the nexus between strategy and diplomacy within the context of the changing global environment. The focus is on the understanding of strategic and security issues, diplomacy, international political economy, inter-state relations, foreign policy, global peace, international law, international organisations and regional studies. The programme is open to Malaysian and foreign students. The current class for the May 2007 to May 2008 session consisted of 13 students including three foreign students from China, Maldives, and Myanmar.

A highlight of the course was a study visit to the Russian Federation from 1-9 September 2007. Amongst the places visited were the Embassy of Malaysia, Moscow, the Centre of History of the Russian Diplomatic Service, Ministry of Foreign Affairs of the Russian Federation, the Russian Diplomatic Academy, Lomonosov Moscow State University, and the Moscow State Institute for Foreign

Siri Hospitaliti

Siri Hospitaliti telah dijalankan sebanyak lima kali pada tahun ini. Ia bertujuan untuk menyediakan satu forum bagi diplomat-diplomat luar yang berada di Malaysia untuk berkongsi maklumat, pengalaman dan mengeratkan hubungan serta ‘networking’ antara satu sama lain. Ceramah yang pertama telah dijalankan pada 27 Februari 2007 dengan tajuk ‘The Vietnam and Iraq Wars: Similarities, Differences and the Vietnam Syndrome’. Dr. Charles Hubbard, sarjana Fulbright dari Universiti Lincoln Memorial, Tennesse adalah penceramah utama untuk sesi ini. Seramai 80 peserta telah menghadiri ceramah ini.

Ceramah yang kedua telah diadakan pada 27 Mac 2007 dengan tajuk ‘Cuba’s External Relations with the United States of America’. Penceramahnya ialah TYT Pedro Monzon Barata, Duta Besar Cuba ke Malaysia. Beliau telah menyentuh topik-topik yang berkaitan dengan isu semasa dan masalah dalam hubungan dua-hala di antara Cuba dan Amerika. Sejumlah 86 orang telah menghadiri ceramah ini.

Ceramah ketiga yang bertajuk ‘Current Goals in U.S. Foreign Policy’ telah diadakan pada 6 Jun 2007. Siri ini dianjurkan bersama Kedutaan Amerika Syarikat di Kuala Lumpur. Penceramah jemputan ialah TYT Morton Isaac Abramowitz, bekas Timbalan Setiausaha Negara Amerika. Beliau telah memberikan pandangan peribadi mengenai objektif dan hala tuju dasar luar Amerika Syarikat. Seramai 100 peserta yang terdiri daripada komuniti diplomatik di Kuala Lumpur, ahli-ahli akademik, pegawai kerajaan dan wakil dari NGO telah menghadiri ceramah ini.

Hospitality Series

The Hospitality Series, held five times this year, provided a forum for foreign diplomats, visiting scholars and well known personalities to share experiences and to foster good relationship and networking. The first talk for 2007 was conducted on 27 February 2007 at the IDFR Auditorium. Dr Charles Hubbard, a visiting Fulbright scholar, who is a Professor of History and Abraham Lincoln Historian from Lincoln Memorial University, Tennessee delivered a talk on ‘The Vietnam and Iraq Wars: Similarities, Differences and the Vietnam Syndrome’. About 80 participants attended this talk. The second talk with the title ‘Cuba’s External Relations with the United States of America’ was held on 27 March 2007. The speaker was H.E. Pedro Monzon Barrata, Cuba’s Ambassador to Malaysia. The speaker highlighted the current issues and problems of bilateral relations between Cuba and the United States of America. A total of 86 participants attended this event.

The third talk in the series entitled ‘Current Goals in U.S. Foreign Policy’ was held on 6 June 2007. This talk was jointly hosted with the United States Embassy. H.E. Ambassador Morton Isaac Abramowitz, former US Assistant Secretary of State was the guest speaker. He gave his personal views about the country’s current foreign policy goals and where they were heading. Approximately 100 people from the diplomatic corps, academic fraternity, government officers and NGO representatives attended this talk.

Ceramah keempat yang bertajuk ‘Cluster Munitions: Consequences and Responsibilities’ telah dianjurkan bersama dengan International Red Cross Committee (ICRC) dan Asian Europe Institute pada 19 Julai 2007 di Auditorium IDFR. Penceramah jemputan ialah Rae McGrath, yang merupakan Nobel Prize co-Laureate 1997. Beliau telah memberi penjelasan mengenai jenis-jenis dan akibat senjata bom gugusan. Di akhir ceramah beliau, McGrath telah menyeru agar semua negara menyertai Proses Oslo dan bekerjasama di antara satu sama lain untuk menghentikan pengunaan senjata itu. Ceramah bertajuk ‘The United States Presidential Election Process and the Election of 2008’ merupakan ceramah kelima. Dr. Charles Hubbard yang merupakan penceramah untuk siri ini telah memberi penjelasan mengenai proses pilihanraya untuk memilih Presiden Amerika Syarikat. Semasa sesi ceramah ini, beliau juga telah mengkaji prospek dan isu utama setiap calon presiden yang bakal bertanding pada tahun 2008.

The fourth talk with the title ‘Cluster Munitions: Consequences and Responsibilities’, was held on 19 July 2007 with Rae McGrath, Nobel Prize co-Laureate 1997 as the guest speaker. This event was jointly hosted with the International Red Cross Committee (ICRC) and the Asian Europe Institute (AEI). Approximately 100 guests attended the talk which took place at the IDFR Auditorium. The speaker explained about cluster munitions and their dire consequences. He concluded his talk with an appeal to all countries to join the Oslo Process and work with other countries to bring an end to the use of the deadly weaponry. A talk entitled the ‘The United States Presidential Election Process and the Election of 2008’ was fifth in the series. It was delivered by Dr. Charles Hubbard, who explained the process by which each party selected its candidates— through primary elections and caucuses. Discussion also centred on the political environment in the US running up to the 2008 election. The speaker also reviewed some of the candidates and the major issues in the election.

IDFR telah menganjurkan sebuah ceramah umum yang bertajuk ‘The Role of Religion in the 21st Century’ bersama International Movement for a Just World (JUST) dan Universiti Sains Malaysia (USM). Ceramah itu telah disampaikan oleh Dr. Karen Amstrong pada 16 Jun 2007 di Hotel Mandarin Oriental, Kuala Lumpur.

Di dalam ceramah itu, beliau telah menyentuh topik-topik yang berkaitan dengan isu agama dan cabaran yang dihadapi oleh negara Muslim dan Barat. Beliau juga menjelaskan bahawa dunia era moden masih memerlukan agama dan ia tidak akan lenyap dari dunia. Lebih daripada 1,000 orang awam telah menghadiri ceramah ini.

Public Lecture by Dr. Karen Amstrong

IDFR together with International Movement for a Just World (JUST) and Universiti Sains Malaysia (USM) organised a public lecture entitled ‘The Role of Religion in the 21st Century’. This lecture was delivered by Dr. Karen Amstrong on 16 June 2007 at the Mandarin Oriental Hotel, Kuala Lumpur.

In her lecture, the speaker touched on various religious issues and challenges facing the Muslim World and the West. She said that there was a distortion of faith happening in all major religions but the core meaning of all religions was the same. Dr. Armstrong emphasised that modernity still needed religion and that religion would never disappear. The talk attracted a huge response from the public with a capacity crowd of more than 1, 000 people from all walks of life.

Ceramah ASEAN oleh Dato’ Seri Syed Hamid Albar

Bersempena dengan sambutan ulangtahun ASEAN yang ke-40, sebuah ceramah umum yang bertajuk ‘ASEAN: Future Prospects and Challenges’ telah diadakan pada 10 Ogos 2007 di Auditorium IDFR. Ceramah yang dianjurkan bersama dengan Pusat Kajian ASEAN, Universiti Teknologi MARA (UiTM) ini telah disampaikan oleh Dato’ Seri Syed Hamid Albar, Menteri Luar Negeri, Malaysia. Di dalam ceramah itu, beliau menekankan bahawa sekiranya ASEAN ingin menjadi pemain global, ia perlu bergerak sejajar dengan pembangunan antarabangsa terkini terutamanya dalam aspek perundangan, demokrasi dan hak asasi manusia. Selain itu, isu-isu seperti integriti serantau, keselamatan tenaga, jenayah rentas sempadan, isu pencemaran rentas sempadan dan pemanasan global turut dibincangkan. Ceramah itu telah dihadiri oleh 280 peserta.

ASEAN Lecture by Dato’ Seri Syed Hamid Albar

In conjunction with ASEAN’s 40th Anniversary Celebrations, a public lecture entitled ‘ASEAN: Future Prospects and Challenges’ was held on 10 August 2007 at the IDFR Auditorium. Dato' Seri Syed Hamid Albar, the Minister of Foreign Affairs, Malaysia delivered the lecture. The event was jointly organised by IDFR, ASEAN Department and the Centre for ASEAN Studies of the MARA University of Technology (UiTM).

The Foreign Minister highlighted the fact that if ASEAN planned to be a global player, it had to move in tandem with current international developments on the issues of respect for the rule of law, good governance, democracy and human rights. Issues such as regional integrity, energy security, transnational crime, and the environment in particular climatic change and transboundary pollution were also discussed. The lecture drew a capacity crowd of 280 people.

Kursus untuk Pegawai Liaison dan Pegawai Keselamatan untuk Persidangan Menteri-menteri Koperasi Asia-Pasifik kelapan

Kursus dua hari ini diadakan dari 5-6 Mac 2007 dengan tujuan membolehkan peserta kursus menjalankan tugas masing-masing sebagai Pegawai Liaison dan Pegawai Keselamatan semasa Persidangan Menteri-menteri Koperasi Asia-Pasifik kelapan di Kuala Lumpur dari 12-15 Mac 2007. Ia telah memberi tumpuan kepada peningkatan pengetahuan dan kemahiran peserta dalam berinteraksi dengan orang-orang kenamaan (VVIPs) dan lain-lain peserta ke Persidangan ini. Selain itu, pesertapeserta juga didedahkan kepada aspek-aspek keselamatan dan etiket dan peranan penting yang dimainkan oleh mereka dalam menjayakan Persidangan tersebut.

The objective of this programme is to enhance participants’ knowledge and skills in diplomacy. The training activities conducted under this programme in 2007 included one international course under the Malaysian Technical Cooperation Programme (MTCP), four local courses, a diplomatic colloquium, and a roundtable discussion.

Course for Liaison Officers and Personal Security Officers for the Eighth AsiaPacific Cooperative Ministers’ Conference

This two-day course was held from 5-6 March 2007 with the objective of preparing participants for the challenging tasks of being Liaison Officers and Personal Security Officers during the Eighth Asia-Pacific Cooperative Ministers’ Conference held in Kuala Lumpur from 12-15 March 2007. The course focused on enhancing participants’ knowledge and interpersonal skills when dealing with VVIPS and other delegates to the Conference. In addition, the participants were exposed to various aspects of personal security and etiquette related to their duties besides instilling in them a sense of pride and importance of their role in ensuring the success of the Conference.

Selain itu, bengkel ini menekankan pengaruh budaya serta salah tanggapan dan kesilapan yang biasa berlaku dalam perundingan antarabangsa. Bengkel ini yang diadakan dari 26-30 Mac 2007 dan telah dihadiri oleh seramai 20 peserta dari Kementerian Luar Negeri, Kementerian Pertahanan, Kementerian Perdagangan Antarabangsa dan Industri, Perbadanan Pembangunan Perdagangan Luar Malaysia (MATRADE), dan Lembaga Kemajuan Perindustrian Malaysia (MIDA).

The course was attended by a total of 85 participants from the Ministry of Entrepreneur and Cooperative Development, Bank Rakyat, the National Cooperative Organisation of Malaysia (ANGKASA) and the Royal Malaysian Police Force.

Workshop on International Negotiation

This workshop highlighted the importance of international negotiation as a core skill for public sector officials. In addition to enhancing their awareness of the scope of negotiation in the global environment, the participants were exposed to the concepts, principles and techniques of principled negotiation. The workshop also highlighted the influence of cultural factors as well as the common assumptions, pitfalls and errors that occur in most international negotiations.

The workshop was held from 26-30 March 2007 and was attended by a total of 20 participants from the Ministry of Foreign Affairs, Ministry of Defence, Ministry of International Trade and Industry, the Malaysia External Trade Development Corporation (MATRADE), and the Malaysian Industrial Development Authority (MIDA).

Kursus Perundingan untuk Peserta Antarabangsa (PKTM)

Objektif kursus ini ialah untuk mendedahkan peserta kepada prinsip, amalan dan teknik perundingan antarabangsa. Topik-topik yang disentuh termasuk perundingan antarabangsa, komunikasi silang budaya, perundingan dua hala dan pelbagai-hala, dan perundingan kewangan dan perdagangan. Peserta-peserta juga telah diberi peluang untuk menilai kekuatan dan kelemahan masing-masing sebagai perunding melalui aktiviti-aktiviti simulasi perundingan dua hala dan pelbagai-hala. Selain itu, peserta kursus turut berpeluang untuk bertukar-tukar idea dan pengalaman masing-masing.

Course on Negotiation for International Participants (MTCP)

This objective of this course, which was carried out under the Malaysian Technical Cooperation Programme, was to expose participants to the principles, practices and techniques of international negotiation. The topics discussed included international law, cross-cultural communication, bilateral and multilateral negotiations, financial and trade negotiations. The participants also had the opportunity to examine their own strengths and weaknesses as negotiators through simulation exercises of bilateral and multilateral negotiations. The course also provided a forum for the exchange of ideas and experiences.

Topik-topik yang dibincangkan termasuk pengenalan kepada perhubungan awam, kemahiran antara perorangan, imej di tempat kerja dan di kalangan pelanggan, penggunaan komunikasi lisan, visual dan bukan-lisan, dan amalan kerja positif. Peserta-peserta bengkel ini juga telah diajar bagaimana untuk menggunakan teknik perhubungan awam untuk meningkatkan interaksi mereka dengan pelanggan, pegawai atasan, rakan sejawat dan kakitangan sokongan. Bengkel ini yang diadakan dari 10-12 September 2007 telah dihadiri oleh seramai 30 peserta dari Kementerian Luar Negeri, Unit Perancang Ekonomi dan Lembaga Kemajuan Perindustrian Malaysia (MIDA).

Workshop on Public Relations

The objective of this workshop was to enhance participants’ understanding of the principles and practices of public relations in the civil service. The topics discussed included introduction to public relations, interpersonal skills, personal image at workplace and in business, the use of oral visual and non-verbal communication and positive work habits. The participants were also taught how to use public relations to improve their relationship with customers as well as with their superiors, colleagues and subordinates. The workshop was held from 10-12 September 2007 and attended by a total of 30 participants from the Ministry of Foreign Affairs, the Economic Planning Unit and the Malaysian Industrial Development Authority (MIDA).

Bengkel Mengenai Komunikasi Silang Budaya

Objektif bengkel ini ialah untuk meningkatkan kefahaman peserta mengenai komunikasi silang budaya serta impak dan kesannya ke atas interaksi di antara individu di sektor awam. Topik-topik yang dibincangkan termasuk definasi dan skop budaya, dimensi-dimensi budaya kebangsaan dan kompetensi silang budaya. Selain itu, salah persepsi dan andaian terhadap kebudayaan Malaysia serta impaknya ke atas interaksi di peringkat global juga dibincangkan. Bengkel ini yang diadakan dari 20-22 November 2007 telah dihadiri oleh seramai 11 peserta, termasuk dari Kementerian Luar Negeri, dan Perbadanan Pembangunan Perdagangan Luar Malaysia (MATRADE).

Kolokium mengenai ‘Malaysia’s Foreign Policy: Towards 2020 and Beyond’

IDFR telah mengadakan satu kolokium diplomatik bertajuk ‘Malaysia’s Foreign Policy: Towards 2020 and Beyond’ di IDFR pada 11 Disember 2007. Kolokium ini diadakan sebagai salah satu aktiviti bagi merayakan ulang tahun kemerdekaan Malaysia yang ke-50. Objektifnya ialah untuk mengadakan satu perbincangan terbuka di kalangan para diplomat, para akademik dan cendiakawan, wartawan dan lain-lain individu yang berminat tentang dasar luar Malaysia khususnya mengenai cabaran-cabaran yang dihadapi serta strategi-strategi yang sesuai bagi menangganinya. Ia telah dirasmikan oleh Dato’ Seri Syed Hamid Albar, Menteri Luar Negeri, yang juga telah memberi ucaptama di kolokium tersebut.

Workshop on Cross-Cultural Communication

The objective of the workshop was to provide a better understanding of cross-cultural communication and its impact and significance on personal interaction in the public sector. The topics discussed included the definition and scope of culture, dimensions of national culture, cultural stereotypes of countries and cross-cultural competencies. In addition, there was discussion on the common perceptions and misperceptions of Malaysian culture and their impact on interactions in the global arena. The course was held from 20-22 November 2007 and attended by 11 participants, including from the Ministry of Foreign Affairs and Malaysia External Trade Development Corporation (MATRADE).

Colloquium on ‘Malaysia’s Foreign Policy: Towards 2020 and Beyond’

IDFR organised a diplomatic colloquium entitled ‘Malaysia’s Foreign Policy: Towards 2020 and Beyond’ in IDFR on 11 December 2007. This Colloquium was held as part of the activities to commemorate Malaysia’s 50 years of independence. Its objective was to provide an opportunity for an open discussion among diplomats, experts, scholars, journalists and other interested individuals on Malaysia’s foreign policy challenges and the appropriate strategies to meet them in the years ahead. It was officiated by Dato’ Seri Syed Hamid Albar, Minister of Foreign Affairs, Malaysia, who also gave the keynote address at the event.

Prof. Joseph Anthony Camilleri, Director of the Centre for Dialogue and Professor for International Studies at the La Trobe University of Australia was the keynote speaker. A total of 40 participants from the Ministry of Foreign Affairs, Southeast Asia Regional Centre for Counter-Terrorism (SEARCCT), MARA University of Technology, and IDFR attended the event. The roundtable discussion was jointly organised by IDFR and the Centre for ASEAN Studies of the MARA University of Technology.

Bahagian Penyelidikan dan Penerbitan diketuai oleh seorang Pengarah yang dibantu oleh dua orang Timbalan Pengarah, seorang pembantu khas kepada Pengarah dan dua orang pembantu tadbir. Pada tahun 2007, bahagian ini telah diberi kelulusan dua jawatan Penolong Pengarah yang baru tetapi jawatan tersebut belum diisi sepanjang 2007. Bahagian ini bertanggungjawab menjalankan kerja-kerja penerbitan dan kerja-kerja penyelidikan yang berkaitan dengan penerbitan IDFR. Di samping itu juga, ia turut menjalankan penyelidikan gambar-gambar bersejarah untuk kegunaan IDFR. Bahagian ini turut merancang untuk menerbitkan kertas-kertas penyelidikan polisi pada masa hadapan.

Research and Publication Division

The Research and Publication Division is headed by a Director, assisted by two Deputy Directors, a personal assistant to the Director and two clerks. In 2007, two Assistant Director posts were approved but remained vacant.

This division is responsible for carrying out publication work and publication related research for IDFR. Besides that, it also conducts research on historical photographs for IDFR use.This division also plans to publish policy research papers in the future.

The IDFR Malaysian Technical Cooperation Programme 2008 telah diterbit dan diedarkan pada Disember 2007. Buku ini menyenaraikan program latihan yang ditawarkan di IDFR di bawah Program Kerjasama Teknikal Malaysia (PKTM). Buku tersebut diedarkan kepada Kedutaan Malaysia di luar negara dan Kedutaan asing di Malaysia.

The IDFR Malaysian Technical Cooperation Programme 2008 was published and distributed in December 2007. It highlighted the training programmes offered at IDFR under the Malaysian Technical Cooperation Programme (MTCP). The booklet was distributed to Malaysian missions overseas, as well as the foreign missions in Malaysia.

In December 2007, IDFR published a special edition of the Journal of Diplomacy and Foreign Relations to commemorate the 50th anniversary of Malaysia’s independence—the only edition of the Journal for 2007, instead of the usual two per year.

IDFR juga telah menerbitkan Issues in Malaysian Foreign Policy and Diplomacy: Selected Speeches by Syed Hamid Albar. Koleksi ini dibahagikan kepada enam buku yang mengandungi ucapan-ucapan Menteri Luar Negeri, Malaysia.

IDFR also published Issues in Malaysian Foreign Policy and Diplomacy: Selected Speeches by Syed Hamid Albar. The collection consisted of six books of speeches by the Minister of Foreign Affairs, Malaysia.

Enam buku tersebut terdiri dari ASEAN, Bilateral, Multilateral 1, Multilateral 2, Peace and Security, dan Of Dialogue and Other Foreign Policy Issues.

The six books are on ASEAN, Bilateral, Multilateral 1, Multilateral 2, Peace and Security, and Of Dialogue and Other Foreign Policy Issues.

Langkawi International Dialogue (LID) 2007

Bahagian ini juga turut terlibat dengan LID pada bulan Ogos. Bahagian ini bertanggungjawab menyediakan ‘booth’ IDFR untuk Showcase LID, satu ruang pameran yang disediakan untuk menggalakkan ‘Smart Partnership’ di kalangan negara, kerajaan, sektor perniagaan dan sosial. IDFR telah menyediakan sebuah ‘collage’ yang menggambarkan wajah-wajah peserta yang pernah menghadiri latihan di IDFR dan usaha-usaha yang dijalankan oleh IDFR sebagai sebuah institusi latihan untuk membantu negara-negara yang sedang membangun, sesuai dengan tema LID iaitu ‘Poverty Eradication through Human Capital Development and Capacity Building’.

The division was also involved with the LID in August. It was in charge of the IDFR booth at the LID Showcase, an exhibition area set up to foster Smart Partnership across nations, nationalities, government, business and social sectors. IDFR came up with a collage of some of the participants who have attended training at IDFR as well as efforts by IDFR as a training institute to assist developing countries, in line with the LID theme of ‘Poverty Eradication through Human Capital Development and Capacity Building’.

Pusat Bahasa Language Centre


Pusat Bahasa

Pusat Bahasa diketuai oleh seorang Pengarah yang dibantu oleh lapan orang pegawai bahasa, tiga untuk Bahasa Inggeris, empat untuk bahasa–bahasa asing dan seorang untuk Bahasa Malaysia (guru sambilan) dan staf sokongan (dua kerani kursus dan seorang pembantu tadbir kesetiausahaan). Pusat ini mengendalikan kursus bahasa untuk para pegawai dari Kementerian Luar Negeri dan jabatan-jabatan kerajaan serta agensi-agensi lain yang terlibat dengan urusan hubungan luar negeri. Bahasa-bahasa yang diajar ialah Bahasa Arab, Inggeris, Jerman, Melayu, Perancis dan Sepanyol. Kursus Bahasa Malaysia dijalankan untuk para diplomat yang bertugas di kedutaan asing di Malaysia.

Kursus-kursus yang dikendalikan oleh Pusat Bahasa bertujuan memupuk kemahiran serta pengetahuan linguistik untuk membolehkan pegawai-pegawai menjalankan tugas dengan lebih berkesan di dalam dan di luar negara. Selain daripada mengendalikan kursus untuk pegawai perkhidmatan luar negeri Malaysia, Pusat Bahasa juga mengendalikan latihan Bahasa Inggeris bagi peserta-peserta luar negara yang mengikuti kursus latihan diplomatik di Institut ini.

Language Centre

The Language Centre is headed by a Director who is assisted by eight language officers—three for English, four for the four foreign languages and one for Malay (part-time), and three support staff (two course clerks and a personal assistant to the director).

The Language Centre conducts courses for officers from the Ministry of Foreign Affairs and other government departments and agencies. The languages taught are Arabic, English, French, German, Malay and Spanish. The Malay language course is conducted for diplomats of foreign missions in Kuala Lumpur.

The courses conducted by the Language Centre are aimed at developing the linguistic knowledge and skills of these officers to enable them to carry out their professional duties effectively at home and abroad. Apart from conducting courses for Malaysian foreign service officers, the Language Centre also conducts English Language courses for international participants attending diplomatic training courses at IDFR.

Pusat Bahasa juga turut terlibat dengan pengendalian persidangan-persidangan antarabangsa di bawah anjuran IDFR dan Kementerian Luar Negeri. Pegawai-pegawai Pusat Bahasa terlibat sebagai penyunting dan pelapor untuk ‘Third Conference of the Honorary Consuls of Malaysia’, ‘Heads of Mission Conference’ dan ‘International Conference on Islam and the West: Bridging the Gap’ yang telah diadakan di Kuala Lumpur.

The Language Centre was also involved in the running of International conferences organised by the Institute or the Ministry of Foreign Affairs. The Language Centre Officers served as editors and rapporteurs for the ‘Third Conference of the Honorary Consuls of Malaysia’, ‘Conference of the Heads of Mission’ and the ‘International Conference on Islam and the West: Bridging the Gap’ held in Kuala Lumpur.

Objektif program Bahasa Inggeris di IDFR ialah untuk memperkembang kemahiran linguistik dan kecekapan para peserta untuk membolehkan mereka mengendalikan tugas secara profesional serta efektif di dalam dan luar negara. Fokus utama di dalam latihan Bahasa Inggeris yang dijalankan di IDFR ialah terhadap menaiktaraf kecekapan dan penggunaan bahasa yang betul. Sepanjang tahun 2007, sembilan kursus bahasa Inggeris telah dijalankan dengan jayanya. Kursus-kursus tersebut adalah seperti berikut:

Kursus in telah dijalankan dari 5-9 Februari 2007 untuk 13 pegawai dari Kementerian Luar Negeri dan IDFR. Objektif utama kursus ini dijalankan adalah untuk meningkatkan kefahaman serta kemahiran para peserta dalam tatacara penggunaan dan penulisan ayat yang jelas dan betul, di samping mendedahkan mereka kepada pelbagai gaya yang terdapat di dalam dokumen diplomatik.

English Language Programme 2007

The objective of the English language programme at IDFR is to develop the linguistic knowledge and skills of the course participants to enable them to carry out their professional duties effectively at home and abroad. The main focus in the English language training conducted at IDFR is on upgrading of skills and correct usage. In 2007, nine English language courses were successfully conducted. They were:

Sentence Skills Workshop for Wisma Putra Officers

This course was conducted from 5-9 February 2007 for 13 officers of the Ministry of Foreign Affairs and IDFR. The main objectives of this course were to help the participants achieve a clearer understanding of sentence construction and rules of good usage besides introducing them to the stylistic variety of diplomatic documents.


Secara keseluruhan, peserta kursus berpendapat bahawa kursus ini memberi manfaat kepada mereka. Pengetahuan ini akan membantu mereka dalam pelbagai penulisan yang mereka buat dalam tugas harian mereka.

The English Verb: Making Sense of Tenses

Kursus ini telah diadakan dari 5-9 Mac 2007 dan telah dihadiri oleh 13 orang pegawai dari beberapa jabatan kerajaan; termasuk, Jabatan Veterinar, Kementerian Pertanian dan Industri Asas Tani, dan Kementerian Perusahaan Perladangan dan Komoditi. Tujuan kursus ini ialah untuk membolehkan para peserta mengguna dengan tepat bentuk-bentuk kata kerja dalam penggubalan ayat dan mendedahkan mereka kepada persepsi masa yang diutarakan melalui bentuk kala dan aspek bagi kata kerja dalam bahasa Inggeris.

Overall, the participants felt that the course was useful for them. The knowledge obtained would assist them in carrying out a variety of writing tasks they have to do in their work.

The English Verb: Making Sense of Tenses

This course was held from 5-9 March 2007, and was attended by 13 officers from various government departments; including, Department of Veterinary Services, Ministry of Agriculture and Agrobased Industry, and Ministry of Plantation Industries and Commodities The course aimed at enabling the participants to recognise and use verb forms accurately in sentence construction and also to expose them to notions of time in English as expressed by the tense and aspect of verb forms.

Speaking Skills: A Course in Pronunciation

Kursus lima hari ini diadakan pada 26-30 Mac, untuk 22 orang peserta dari agensi-agensi kerajaan seperti Institut Penyelidikan dan Kemajuan Pertanian Malaysia, Perbadanan Pembangunan Perdagangan Luar Malaysia, Lembaga Kemajuan Perindutrian Malaysia, Radio Televisyen Malaysia dan Pusat Serantau Asia Tenggara bagi Memerangi Keganasan. Kursus ini bertujuan untuk meningkatkan lagi kesedaran para peserta kursus mengenai ciri-ciri fonetik dalam pertuturan Bahasa Inggeris serta untuk membolehkan mereka bertutur dan berkomunikasi dengan lebih efektif lagi. Fokus kursus ini adalah pada latihan intensif dan komprehensif bagi bunyi vokal dan konsonan yang menjadi permasalahan kepada para peserta. Penekanan juga diberi kepada tekanan bunyi, ritma dan tonasi yang merupakan ciri pertuturan yang memainkan peranan penting semasa berkomunikasi. Pada keseluruhannya, peserta kursus berpendapat bahawa kursus ini telah banyak membantu dan meningkatkan kesedaran dalam pertuturan dan sebutan yang betul.

Communication Skills in English Course for Laotian and Vietnamese Security Officers (Tidak Berjadual)

Speaking Skills: A Course in Pronunciation

This five-day course was conducted from 26-30 March for 22 officers from various government agencies like Malaysian Agriculture Research and Development Institute, Malaysia External Trade Development Corporation, Malaysian Industrial Development Authority, Radio Television Malaysia and Southeast Asia Regional Centre for Counter-Terrorism. It aimed to enhance the participants’ awareness of the phonetic features of spoken English and to develop their pronunciation to enable them to speak and communicate more effectively in English. The focus of the course was on comprehensive and intensive practice with troublesome consonants and vowels. Emphasis was also given to stress, rhythm and intonation as the features of speech that have the greatest impact on intelligibility. Overall, the course participants felt that the course was very useful as it helped to raise their awareness level on correct pronunciation.

Communication Skills in English Course for Laotian and Vietnamese Security Officers (Unscheduled)

This four-week course, held from 26 March-20 April was specially conducted for four officers from Laos, seven from Vietnam, and five from Malaysia. The course focused on improving their general English Language proficiency

5.

Diplomatic Training Course for PTD Officers (Modul Bahasa Inggeris)

Kursus ini dijalankan selama empat bulan dan disertai oleh 20 orang peserta. Pusat Bahasa telah mengendalikan modul Bahasa Inggeris yang menjadi sebahagian daripada kursus ini. Objektif modul ini ialah untuk meningkatkan kemahiran linguistik serta komunikasi dalam Bahasa Inggeris yang diperlukan dalam urusan diplomatik.

Para peserta dikehendaki menulis jurnal mingguan dan berucap dalam sesi FIY (Floor Is Yours). Sesi klinik secara individu diadakan untuk memberi perhatian dan bimbingan dalam penggunaan bahasa. Secara keseluruhannya, para peserta mendapati kursus ini memberi manafaat kepada mereka.

5.

Diplomatic Training Course for PTD Officers (English Module)

This four-month course was attended by 20 participants. The Language Centre conducted the English module which was part of the course. The objective of the module was to develop participants’ linguistic skills to enable them to use English effectively in carrying out their professional duties. The participants were also required to write weekly journals and speak up in the ‘FIY’ (Floor Is Yours) sessions. Clinic sessions on a one-to-one basis were held to render personal help in the use and usage of English. Overall the participants found the course beneficial.


6.

English for Diplomacy Course for International Participants

Kursus ini dijalankan dari 23 April-11 Mei 2007. Seramai 16 peserta dari 14 negara—Algeria, Azerbaijan, Cambodia, Cote d’ voire, Georgia, Kyrgyzstan, Lao P. D., Malaysia, Mali, Senegal, Tajikistan, Turkmenistan, Uzbekistan, dan Vietnam—telah menghadiri kursus ini. Objektif utama ialah untuk meningkatkan tahap kecekapan, ketepatan serta keyakinan dalam penggunaan Bahasa Inggeris terutama untuk keperluan diplomatik.

English for Diplomacy Course for International Participants

This course was conducted from 23 April-11 May 2007. 16 participants from 14 different countries—Algeria, Azerbaijan, Cambodia, Cote d’ voire, Georgia, Kyrgyzstan, Lao P. D., Malaysia, Mali, Senegal, Tajikistan, Turkmenistan, Uzbekistan, and Vietnam—attended this course. The main objectives of this course were to develop participants’ fluency and confidence in using the English language, improve their accuracy and above all, to enable them to use the language for diplomatic purposes.

Presentation Skills Course

Lapan belas peserta dari beberapa kementerian dan agensi kerajaan telah mengikuti kursus ini, di antaranya dari Kementerian Pelajaran, Jabatan Perhilitan, Kementerian Perumahan dan Kerajaan Tempatan, dan Kementerian Sains, Teknologi dan Inovasi.

Kursus ini bertujuan untuk memberi bimbingan supaya para peserta dapat merancang satu pendekatan sistematik untuk penyampaian yang berkesan, meningkatkan lagi kemahiran pengucapan awam mereka, dan menggunakan bahasa yang sesuai untuk penyampaian yang jelas dan berkesan. Di antara kaedah yang digunakan termasuk persembahan video, penilaian serta kritikan pengucapan dan seterusnya pembentangan pengucapan.

Pada keseluruhanannya, kursus ini dapat membantu pesertanya dari segi memahami dan mempraktikkan kemahiran menyampaikan ucapan.

Presentation Skills Course

Eighteen people from various ministries and government departments participated in this course including officers from the Ministry of Education, the Wildlife Department, the Ministry of Housing and Local Government, and the Ministry of Science, Technology and Innovation.

This course was aimed at enabling participants to plan a systematic approach for a competent presentation, to enhance their skill at public speaking, and to use appropriate language to ensure clarity and effectiveness. The methods used included video presentation, evaluation and critiquing of speeches, and speech presentation. On the whole, the course was able to help its participants understand and practise their presentation skills.


8.

Effective Reading Skills Course

Seramai 15 orang peserta dari berbagai agensi kerajaan seperti Jabatan Statistik, Jabatan Perhilitan dan Taman Negara serta Jabatan Kerja Raya telah mengikuti kursus ini dari 9-13 Julai 2007. Peserta diberi latihan di dalam kemahiran membaca yang bertujuan melancarkan kadar bacaan dan memaksimakan kefahaman. Kursus ini bertujuan untuk memupuk dan membina teknik-teknik kemahiran asas membaca yang boleh diaplikasikan ke dalam rutin harian.

Pada keseluruhannya, kursus ini telah berjaya membuka minda serta meluaskan lagi pemahaman terhadap apa yang dimaksudkan dengan membaca. Pendedahan kepada cerpen dan puisi telah meningkatkan lagi minat untuk membaca dengan lebih mendalam. Ada cadangan supaya kemahiran membaca, menulis dan bertutur digabungkan.

Effective Writing Skills Course

Kursus ini dijalankan dari 6-17 Ogos untuk 15 orang peserta dari berbagai agensi kerajaan seperti Kementerian Dalam Negeri, Jabatan Alam Sekitar Kebangsaan, Pusat Serantau Asia Tenggara bagi Memerangi Keganasan (SEARCCT) dan Jabatan Kesihatan Terengganu. Kursus ini melatih para peserta dalam beberapa aspek kemahiran bagi meningkatkan lagi keberkesanan penulisan mereka, melengkapkan para peserta dengan kecekapan, kemahiran dan teknik-teknik yang perlu untuk memperbaiki cara-cara merujuk, menulis dan menyunting. Pada keseluruhannya, kursus ini amat berguna dan amat baik dari segi isi kandungan, perincian modul dan latihanlatihan yang telah diberikan yang dianggap amat bermanfaat.

Effective Reading Skills Course

Fifteen participants from various government agencies like Department of Statistics, Department of Wildlife and National Parks, and Public Works Department (PWD) attended this course, which was conducted from 9-13 July. Participants were trained to acquire skills that included the physical as well as the mental aspects of reading that would help to increase speed and optimise comprehension.

Overall the course was successful in making the participants more aware of what is meant by reading. Exposure to poems and short stories was invaluable as it triggered interest in reading at another level. It was suggested that the skills of reading, writing and speaking be integrated.

Effective Writing Skills Course

This course was conducted from the 6-17 August for 15 participants from the various government departments like Ministry of Home Affairs, National Landscape Department, Southeast Asia Regional Centre for Counter-Terrorism (SEARCCT) and Department of Health, Terengganu. This was an intensive hands-on workshop designed to equip the participants with the competence, skills and techniques necessary to improve their writing, editing and reviewing. On the whole, the course was good and useful. The course content, the practice and exercises benefitted them.

Foreign Language Courses

Objektif utama kursus-kursus ini adalah untuk melengkapkan pegawai dengan pengetahuan bahasa asing bagi meningkatkan prestasi mereka semasa menjalankan tugas, yang boleh membantu mereka bertutur dalam bahasa asing samada untuk tujuan profesional atau sosial.

The main objective of these courses was to equip the officers with a working knowledge of these foreign languages to assist them in their professional and social duties.

Pusat Bahasa juga mengendalikan kursus kemahiran dalam bahasa Arab, Jerman, Perancis dan Sepanyol bagi pegawai Kementerian Luar Negeri dan lain-lain agensi yang terlibat dengan hubungan luar negara.

Sebanyak 23 kursus bahasa asing telah dijalankan sepanjang lapan bulan pertama 2007, termasuk empat kursus sambungan dari tahun sebelumnya. Kursus/Bengkel Khas Bahasa Perancis

Seramai 40 Polis Pelancong Malaysia telah menghadiri sebuah bengkel Bahasa Perancis Asas pada 16 Februari 2007. Pada bulan Jun 2007, dua orang peserta kursus dari kelas Bahasa Perancis telah mendaftar untuk menduduki peperiksaan ‘European Council’s Level System for Languages’. In-house Arabic and Spanish language course for Wisma Putra Officers

Bermula dari Jun 2007, kelas bahasa Arab dan Sepanyol telah dijalankan di Wisma Putra untuk semua pegawai yang berminat untuk mempelajari kedua-dua bahasa ini. Kelas ini dijalankan dua kali seminggu pada waktu tengahari.

Arabic and Spanish language classes were held two afternoons a week at Wisma Putra starting early June 2007. They were open to all interested officers.

Walaubagaimanapun, kelas tersebut terpaksa diberhentikan pada September 2007 kerana kehadiran yang tidak memberangsangkan. Kursus Perbualan Bahasa Malaysia

Kursus ini pertama kalinya dikendalikan oleh Pusat Bahasa dari 15 Mei-28 Jun 2007 dan diikuti dengan peringkat kedua dari 21 Ogos hingga 20 September 2007. Kumpulan sasaran untuk kursus ini adalah para diplomat yang bertugas di kedutaan-kedutaan asing di Kuala Lumpur. Jumlah peserta yang telah mengikuti kursus ini adalah seramai 15 orang. Tujuan kursus ini ialah memberi pendedahan di peringkat permulaan.

This course was introduced for the first time this year and was held for foreign diplomats based in Kuala Lumpur from 15 May-28 June and from 21 August-20 September. There were 15 participants in all. Initially the course was planned for 26 hours only. However, due to popular demand, the course was extended for another 16 hours. Overall, the participant’s feedback was positive and they were appreciative of the opportunity given to them to attend this course.

Bahagian Perpustakaan dan ICT di IDFR diketuai oleh seorang Timbalan Pengarah. Beliau dibantu oleh seorang Penolong Pengarah Perpustakaan, seorang Pegawai Teknologi Maklumat Kanan dan tujuh orang kakitangan sokongan. Bahagian ini menyediakan perkhidmatan rujukan maklumat dan pinjaman di dalam bidang diplomasi, hubungan antarabangsa dan bidang-bidang lain yang berkaitan.

The Library and ICT Division is headed by a Deputy Director. She is assisted by an Assistant Director, a Senior Systems Analyst and seven support staff. The Library provides reference and lending services in the areas of Diplomacy, Foreign Relations, Strategic Studies and related disciplines.

Tahun 2007 membawa banyak perubahan kepada Bahagian Perpustakaan dan ICT. Di samping pertambahan kakitangan baru, Sistem Radio Frequency Identification (RFID) dengan teknologi UHF (Ultra High Frequency) juga telah berjaya dilaksanakan sepenuhnya. Sistem RFID UHF ini dilengkapi beberapa antena dan mesin self-check dengan aplikasi MyKad untuk mempercepatkan operasi perkhidmatan perpustakaan.

The year 2007 brought many changes to the Library and ICT Division. Besides new staff being recruited, a Radio Frequency Identification System (RFID) with UHF technology, antennae and self-check machine with MyKad application was successfully implemented in the library.

Sehingga 31 Disember 2007, jumlah bahan rujukan yang dipinjam ialah 4, 552 naskah. Koleksi buku keseluruhan berjumlah 19, 117 naskah dengan pertambahan sebanyak 869 judul. Jumlah pengguna juga telah meningkat kepada 4, 683 dan 2, 021 pertanyaan rujukan. Koleksi bahan multimedia seperti DVD, video, audio, kaset, CD dan lain-lain telah meningkat sebanyak 2, 180 manakala koleksi gambar dan foto juga meningkat sebanyak 15, 722.

As at 31 December 2007, reference transactions showed 4, 552 items checked out. The Library’s book collection stood at 19,117 volumes, an increase of 869 titles. The number of registered users increased to 4, 683 and reference inquiries to 2, 021. Pada awal tahun 2007, Perpustakaan telah menitikberatkan penggunaan perkhidmatan elektronik dalam sistem penyampaian perkhidmatan maklumat. Pada tahun 2007, perpustakaan telah memperolehi tiga pangkalan data baru—Emerald Insight, Lexis dan Global Insight yang mengandungi maklumat dalam pelbagai bidang perkara. Selain itu, sepuluh pangkalan data tempatan dan antarabangsa disediakan untuk kemudahan pengguna. Perkhidmatan pempakejan maklumat telah diperkenalkan dengan memberi tumpuan kepada dua subjek utama iaitu Diplomacy Dua-hala dan Pelbagai-hala dan Diplomasi Awam.

Perpustakaan turut menyediakan kemudahan Teater Mini dengan kapasiti 25 kerusi dan dilengkapi dengan pemain cakera padat, DVD dan video, serta saluran ASTRO. Ianya turut menggunakan sistem bunyi yang berkualiti dan dilengkapi dengan ‘projector mounting solution’ serta kawalan skrin automatik bagi menepati citarasa pengguna.

Rak DVD baru telah ditempatkan di Aras G dan kaunter perpustakaan juga telah dibesarkan berpandukan mutu yang ditetapkan.

The IDFR library emphasised the broader use of electronic services in information delivery system. In 2007, the library acquired three online databases—Emerald Insight, Nexis and Global Insight, which contain information on various subjects of interest. The library also subscribed to ten local and international databases for the benefit of users. An information packaging service was introduced in 2007. For a start, the first two issues were compiled; Bilateral/Multilateral Diplomacy and Public Diplomacy.

The library has a Mini Theatre with a 25-seat capacity, equipped with CD, DVD and video player, and ASTRO channels. Like other mini theatres, this room utilises automatic screen control, with quality sound system and projector mounting solution to give high impact to the audience.


Bagi memantapkan lagi perkhidmatan ICT, 21 terminal internet telah disediakan untuk kemudahan pengguna.

Perjawatan bagi kakitangan Bahagian ini telah bertambah kepada 12 orang pada tahun 2007. Pertambahan tersebut adalah bagi jawatan tetap Pegawai Teknologi Maklumat Kanan Gred F44, Pembantu Perpustakaan Gred S17 (belum diisi) dan Juruteknik Komputer S17 (belum diisi). Waktu operasi Perpustakaan ialah dari jam 7.30 pagi hingga 5.00 petang, setiap hari Isnin hingga Jumaat. Walaubagaimanapun, waktu operasi Perpustakaan akan dilanjutkan sekiranya terdapat permintaan daripada Bahagian Latihan.

ICT

Tahun 2007 merupakan satu tahun transisi dalam perkhidmatan maklumat, komunikasi dan teknologi. Peningkatan infrastruktur, kelengkapan dan perkhidmatan ICT telah memberi satu indikasi yang jelas terhadap tanggungjawab dan skop kerja Timbalan Pengarah Perpustakaan dan ICT dengan dibantu oleh Pegawai Teknologi Maklumat Kanan.

Tahun 2007 juga menunjukkan beberapa aktiviti projek ICT telah dilaksanakan sebagai sebahagian dari usaha Bahagian Perpustakaan dan ICT untuk memperkemas dan memperluaskan pengurusan dan amalan ICT di kalangan kakitangan IDFR.

A new DVD rack was designed and installed at the Ground Floor while the service counter was also expanded to meet the set standard.

In 2007, 21 internet terminals were provided in the library for users.

The permanent posts for this Division increased to 12 in 2007. The additional posts were for Senior Information Technology Officer Grade F44, Library Assistant Grade S17 (vacant) and Computer Technician Grade F17 (vacant). The Library’s opening hours are from 7.30am to 5.00pm daily, Monday to Friday. However, the operational hours can be extended if there is a request from the Training Department.

ICT

The year 2007 was a transition year for the information, communication and technology services. Upgrading the ICT infrastructure, facilities and services marked the responsibilities and scope of work of the Deputy Director of the Library and ICT assisted by the Senior System Analyst. Several projects were carried out as part of the Library and ICT efforts to boost the ICT management and practices among IDFR staff.

As IDFR received a number of new staff under its restructuring exercise, the Library and ICT Division was provided with 30 units of personal computers and seven units of printers for daily official use. The old personal computers which were uneconomical to upgrade were replaced with new ones.

Sebagai persediaan untuk menghadapi ancaman siber, keselamatan rangkaian IDFR telah ditingkatkan. Sistem ‘firewall’ yang berkeupayaan tinggi telah dipasang di rangkaian TMNet Gigabit Ethernet bagi mengesan dan menghalang berbagai bentuk ancaman siber. Internet merupakan cara komunikasi yang utama bagi pegawai dan kakitangan IDFR untuk berkomunikasi secara global; oleh itu pemantauan dan kawalan sistem keselamatan saringan kandungan telah dipasang bagi mengelakkan individu dari melayari laman-laman yang tidak dibenarkan.

As a move to improve our network security, a high end Firewall system was installed at the TMNet Gigabit Ethernet network. The internet is the main channel for IDFR officers and staff to communicate globally; therefore supervision and control is installed to ensure that they are not exposed to prohibited sites. Content filtering system and antivirus software is installed to prevent phasing, sniffing, hacking, etc.

In January 2007, the data centre was redesigned to maintain its tidiness and cleanliness to ensure that the communication equipment is functioning at its optimum. This ensures that maintenance is easily done. Room temperature is controlled at 22 degrees Celsius.

Bahagian Pentadbiran dan Kewangan diketuai seorang Timbalan Pengarah yang dibantu oleh seorang Penolong Akauntan, seorang penolong pegawai tadbir dan 17 kakitangan sokongan. Bahagian Pentadbiran dan Kewangan adalah bertanggungjawab ke atas segala urusan mengenai pengurusan, pentadbiran, kewangan dan perjawatan Institut. Sepanjang tahun 2007, bahagian ini telah berjaya untuk menyediakan perkhidmatan sokongan yang diperlukan untuk memastikan program Institut berjalan dengan lancar. Ia juga menaiktaraf beberapa kemudahan dan membeli peralatan baru di dalam usahanya untuk memberi perkhidmatan yang lebih baik untuk semua peserta kursus, tempatan dan antarabangsa.

The Administration and Finance Division is headed by a Deputy Director who is assisted by an Assistant Accountant, Assistant Administrative Officer and 17 support staff. The division is responsible for all matters related to management, administration, finance and personnel of the Institute. During the year under review, this division successfully provided support services required to ensure the efficient and smooth running of the Institute’s programmes. It also continued with the upgrading of the various facilities and the acquisition of new equipment to provide improved services to all the course participants, both local and international.

These three workshops were conducted by Advaita Nucleus International Sdn Bhd. During the respective sessions, the staff were exposed to activities such as ice-breaking, group dynamics and a motivational talk. As a whole, the staff of IDFR felt that the workshop was beneficial to them.

Perbarisan Kemerdekaan 50 tahunKontinjen Luar Negeri

Seramai 20 orang pegawai dan kakitangan IDFR telah terlibat dengan perbarisan sempena menyambut Kemerdekaan ke-50 di bawah Kontinjen Hubungan Antarabangsa pada 31 Ogos, 2007 di Dataran Merdeka, Kuala Lumpur. Kontinjen ini diwakili oleh pegawai dari Kementerian Luar Negeri, Kementerian Pertahanan dan juga Kementerian Dalam Negeri (Imigresen). Pada keseluruhannya, lebih kurang 250 pegawai dan kakitangan terlibat di dalam perbarisan ini. Beberapa sesi latihan telah dijalankan di Putrajaya dan Kem Wardieburn Setapak, dan raptai telah dijalankan di Dataran Merdeka.

2.

March Past for Malaysia’s 50th Year of Independence-International Relations Contingent

On 31 August 2007, 20 officers and staff from IDFR took part in a march past to commemorate Malaysia’s fifty years of Independence under the contingent banner of International Relations. The march past was held at Dataran Merdeka, Kuala Lumpur. Besides IDFR, officers and staff from the Ministry of Foreign Affairs, Ministry of Defence and Ministry of Home Affairs (mainly from the Immigration Department) made up the contingent.

In total, 250 personnel took part in the march past and several practice sessions and rehearsals were carried out before the actual march past. The practice sessions took place in Putrajaya and Wardieburn Camp in Setapak, and the dress rehearsals were in Dataran Merdeka.

Retreat Pegawai dan Kakitangan IDFR

Pihak pentadbiran IDFR telah mengadakan Retreat Pegawai dan Kakitangan IDFR dari 7-9 Disember 2007 di The Legend Water Chalets, Port Dickson. Kursus tersebut telah dihadiri oleh 54 peserta. IDFR telah mengundang penceramah Shukri Hashim untuk mengendalikan sesi sepanjang kursus tersebut. Objektif kursus tersebut adalah untuk mewujudkan semangat kerjasama dan kepimpinan dalam setiap individu. Di samping itu, dapat merapatkan lagi hubungan dan kerjasama antara semua pegawai dan staf.

Antara aktiviti yang dijalankan adalah sesi suaikenal, ceramah dan dinamik berkumpulan. Secara keseluruhannya, semua peserta kursus merasakan kursus ini amat bermanafaat kepada mereka, di samping memberi perspektif yang baru terhadap perjalanan sesebuah organisasi.

IDFR Retreat

This Division organised a retreat for IDFR personnel at The Legend Water Chalet, Port Dickson from 7-9 December 2007. Fifty-four personnel attended the three day retreat and Shukri Hashim was the facilitator for the duration of the retreat.

The retreat was conducted with the objective to forge a more professional and productive human relationship within the organisation. It was also to reinforce teamwork and leadership in order to enhance the role individuals assume in achieving the mission of the organisation. In order to achieve this, a session on ice-breaking and group dynamics was conducted followed by a talk on the structure of an organisation. IDFR personnel found the retreat beneficial and it gave them a fresh perspective on the working of an organisation.

International Conference on 'Islam and the West: Bridging the Gap'

Persidangan tersebut mendapat sambutan yang baik dan telah dihadiri lebih 500 peserta. Majlis dimulakan dengan Ucapan Aluan oleh Tan Sri Hasmy Agam, Pengerusi Eksekutif IDFR. Dato’ Seri Syed Hamid Albar, Menteri Luar Negeri dalam ucaptamanya telah menekankan pentingnya kesedaran mengenai isu-isu yang diliputi dalam dialog ini dan juga kesedaran mengenai jenis perbezaan dan persamaan antara dunia Islam dan Barat semasa dialog serta matlamat dialog untuk memupuk persefahaman antara kedua-duanya serta masyarakat dunia amnya.

It was very well attended, involving more than 500 participants. Following brief welcoming remarks by Tan Sri Hasmy Agam, Executive Chairman of IDFR, Dato' Seri Syed Hamid Albar, Minister of Foreign Affairs, Malaysia delivered his address, in which he stressed the importance of greater awareness of the issues covered in the dialogue, as well as awareness of the nature of the differences and commonalities between the Muslim and the Western worlds during the dialogue process and that the goal of the dialogue was to foster understanding between them and amongst the peoples of the world in general.

IDFR sekali lagi menganjurkan dengan jayanya Persidangan Islam dan Barat. Penganjuran persidangan ini, yang diadakan dari 15-16 Jun 2007 di Kuala Lumpur, adalah seiring dengan hasrat Kerajaan Malaysia mewujudkan kerjasama antara peradaban melalui penglibatan kerajaan, cendekiawan dan masyarakat. Ia juga selaras dengan pandangan Perdana Menteri bahawa dialog antara kebudayaan dan peradaban adalah perlu untuk keamanan sejagat.

Persidangan diteruskan dengan pembentangan bertajuk ‘The Internal and External Challenges of the Muslim World’ oleh Dr. Karen Atmstrong. Dr. Armstrong telah menulis lebih daripada 15 buku mengenai agama. Dr. Chandra Muzaffar, Noordin Sopiee Professor of Global Studies, Universiti Sains Malaysia dan Presiden, International Movement for Just World (JUST) adalah moderator kepada sesi ini. Sesi dua jam itu telah diikuti oleh soal jawab yang rancak. Dr. Armstrong menyatakan

IDFR once again successfully organised an International Conference on Islam and the West. The organising of the conference, which was held from 15-16 June 2007 in Kuala Lumpur, was in line with the Malaysian government’s aim to create an alliance among civilisations through the involvement of governments, scholars and civil society, and following the Prime Minister’s view that dialogue between cultures and civilisations has become a pre-condition for global peace.

The conference continued with a special presentation by Dr. Karen Armstrong entitled ‘The Internal and External Challenges of the Muslim World’. Dr Armstrong, a writer of more than 15 books on religion. Dr. Chandra Muzaffar, the Noordin Sopiee Professor of Global Studies, Universiti Sains Malaysia and President of the International Movement for Just World (JUST) acted as moderator. The two-hour session was followed by a lively question and answer session from the floor. Dr Armstrong said that

Ahli-ahli panel terdiri daripada Dr Beate Winkler, Pengarah Interim, European Agency for Fundamental Rights (FRA), Vienna, Austria; Prof. Sherman Jackson, University of Michigan, USA; Prof. Michael Feener, National University of Singapore dan Dr Ahmed Kamal Aboulmagd, Professor of Public Law, Cairo University, Egypt. Pandangan umum panel adalah walaupun perbezaan wujud, tetapi tidak ada percanggahan peradaban yang timbul.

A panel discussion moderated by Dato’ Seri Mohamed Jawhar Hassan, Chairman and CEO of the Institute of Strategic and International Studies Malaysia (ISIS), was held on the topic of discussion ‘Is there a Conflict of Civilisations Between Islam and the West?’. The discussants comprised Dr Beate Winkler, Interim Director, European Agency for Fundamental Rights (FRA), Vienna, Austria; Prof. Sherman Jackson, University of Michigan, USA; Prof. Michael Feener, National University of Singapore and Dr Ahmed Kamal Aboulmagd, Professor of Public Law, Cairo University, Egypt. The general consensus was that even though differences do exist, there was no inherent conflict of civilisations.

Panel kedua dan terakhir membincangkan tajuk ‘How to Bridge the Information Gap Between Islam and the West?’. Perbincangan ini dipengerusikan oleh Prof. Dato’ Dr Syed Arabi Idid, Rektor Universiti Islam Antarabangsa, Malaysia. Ahli-ahli panel terdiri daripada Prof. Abdullah Saeed, University of Melbourne, Australia; Prof. Dr Farish Noor, Profesor Pelawat, Universitas Islam Negeri Sunan Kalijaga, Jogjakarta, Indonesia dan Teymoor Nabili, Al Jazeera English, Kuala Lumpur. Salah satu aspek yang diperkatakan adalah bahawa Islam dan Barat perlu mengadakan dialog dalaman dan juga di antara Islam dan Barat. Prosiding persidangan itu telah dirumuskan oleh Tan Sri Hasmy Agam yang menyatakan bahawa perbincangan tahun ini lebih fokus dan berbentuk interaktif berbanding tahun lepas dan beliau juga berharap dapat meneruskan persidangan ini di tahun akan datang.

A second and final panel discussion focused on ‘How to Bridge the Information Gap Between Islam and the West?’. The discussion was moderated by Prof. Dato’ Dr Syed Arabi Idid, Rector of the International Islamic University, Malaysia. The discussants were Prof. Abdullah Saeed, University of Melbourne, Australia; Prof. Dr Farish Noor, Visiting Professor, Universitas Islam Negeri Sunan Kalijaga, Jogjakarta, Indonesia and Teymoor Nabili, Al Jazeera English, Kuala Lumpur. One of the salient points made during the panel discussion was that there was a need for both Islam and the West to conduct internal dialogues within and among themselves. The day’s proceedings were summed up by Tan Sri Hasmy Agam who expressed the view that this year’s discussions were more focused and interactive than the previous year’s and he looked forward to continuing the dialogue process in 2008.

Pada malam tersebut, Dr. Chandra Muzaffar memberikan satu ceramah selepas makan malam yang bertajuk ‘Breaking Barriers Building Bridges—The Quest for Global Justice and Peace’. Pada hari kedua, satu Syarahan Umum oleh Dr. Karen Armstrong dianjurkan bersama oleh IDFR, USM, CenPRIS, JUST dan ISIS. Beliau berucap mengenai ‘The Role of Religion in the 21st Century’ dan sesi itu telah dipengerusikan oleh Dr. Fauziah Mohamad Taib, Ketua Pengarah Jabatan Perancangan Dasar dan Strategi, Kementerian Luar Negeri, Malaysia. IDFR amat berbesar hati dengan kejayaan persidangan ini. Walaupun tiada kesepakatan menyeluruh ke atas semua isu dan persoalan masih timbul mengenai apa itu konflik dan cara membawa Islam dan Barat ke proses dialog, pandangan-pandangan berikut dapat dirumuskan:

1. Walaupun terdapat perbezaan, tidak ada percanggahan yang kekal antara Islam dan Barat. Namun begitu, perlu dijauhkan label dan perlu didefinasikan dengan betul bahasa dan istilah yang digunakan.

2. Adalah dipersetujui bahawa perlu memberikan definasi yang betul kepada perkataan ‘Islam’ dan ‘Barat’ dan istilah-istilah seperti moden/pemodenan, sekular/sekularism, pembaratan dan fundamentalisme. Dr. Armstrong menyatakan bahawa fundamentalisme bermakna kembali kepada asas yang mana ia merujuk bukan sahaja kepada Islam tetapi juga kepada Barat yang beragama Kristian. Dengan itu amat jelas, penakrifan dan penakrifan semula istilah-istilah adalah perlu sebelum proses dialog diadakan.

Later that evening, Dr. Chandra Muzaffar gave a dinner talk on the topic ‘Breaking Barriers Building Bridges—The Quest for Global Justice and Peace’.

On the second day, a Public Lecture was given by Dr Karen Armstrong, which was jointly organised by IDFR, USM, CenPRIS, JUST and ISIS. She spoke on ‘The Role of Religion in the 21st Century’. The session was moderated by Dr. Fauziah Mohamad Taib, Director General of the Department of Policy and Strategy Planning, Ministry of Foreign Affairs, Malaysia. IDFR is pleased with the success of this year’s conference. Although there was no total agreement on all issues and questions remain on the nature of the ‘conflict/clash’ and on how to best engage Islam and the West in the dialogue process, there was in general a convergence of views, with the following salient points: 1. While there were genuine differences, there was no inherent clash of civilisations between Islam and the West. There was, however, a need to move away from labels and to properly define the language and terms we use.

2. It was also unanimously agreed that there was a need to properly define terms like ‘Islam’ and the ‘West’. Similarly, it was necessary to define what was meant by ‘modern/modernisation’, ‘secularism/secularisation’, ‘westernisation’, even ‘fundamentalism’. With regard to the latter, Dr Armstrong underscored a very important and relevant point—that the word simply means returning to the fundamentals, which could therefore refer to the Christian West and not just the Muslim world. Thus it was a necessary precondition that defining and even redefining our terms must be fulfilled before embarking upon the process of dialogue.


3. Persidangan ini mendapati adalah perlu diadakan satu format yang baik untuk dialog. Peserta persidangan sedar tentang perlunya satu definasi yang jelas mengenai sempadan dialog. Menentukan semula format dialog akan menjadi cabaran di masa akan datang dan persidangan ini memberikan sumbangan dengan memberikan pandangan mengenai cara-cara pelaksanaannya.

4. Adalah perlu untuk kedua-dua pihak, Islam dan Barat, untuk mengadakan dialog dalaman dan juga dialog antara Islam dan Barat. Dr. Armstrong mencadangkan supaya media juga mengadakan dialog sesama mereka memandangkan media memainkan peranan yang penting dalam menentukan penggunaan istilah dan label. 5. Rumusan keseluruhan adalah bahawa tiga agama Abrahamic yang utama di dunia (termasuk tamadun Greek) berkongsi banyak persamaan dan wujud bersama secara aman selama ini. Justeru, adalah perlu untuk memberikan tumpuan kepada persamaan dan bukannya keapada perbezaan seperti yang telah dilakukan.

Persidangan ini mendapat liputan meluas termasuk dari The Star, New Straits Times, Al-Jazeera, BERNAMA dan Associated Press.

3. The conference highlighted the need to discover a proper template or format for dialogue. The participants were very aware of the need to define clearly the boundaries of dialogues, to understand what constitutes a true dialogue. Refining the format of our dialogue will be the challenge of the future and this conference contributed in providing some clues as to how this is to be done. 4. It was also highlighted that there was a need for both sides of the divide, the West and Islam, to conduct internal dialogues within and among themselves. Dr. Armstrong also suggested that the media be urged also to hold dialogues among themselves in recognition of their important role in the shaping of views and opinions as well as the usage of terms and ‘labels’, thereby contributing significantly to the dialogue process.

5. The final general conclusion was that the three major Abrahamic religions of the world (and even the Greek tradition) shared many similarities and had co-existed peacefully through the ages. Thus, it was necessary to concentrate on these similarities, to rediscover these, rather than to concentrate on the differences, as we have been doing.

Antara aktiviti utama yang dianjurkan oleh Kelab Kebajikan pada tahun 2007 adalah sambutan Hari Keluarga IDFR. Hari Keluarga IDFR kali ini diadakan di Institut Penyelidikan Perhutanan Malaysia (FRIM) pada 17 November 2007.

Majlis ini bermula dengan aktiviti senamrobik dan disusuli dengan aktiviti sukaneka dan cabutan bertuah. Tan Sri Hasmy Agam dan isteri, Puan Sri Mudlifah Mohd Yusoff, telah meluangkan masa bersama-sama meraikan sambutan ini yang hanya pada kedua kalinya diadakan di luar IDFR. Pada tahun-tahun sebelumnya, sambutan Hari Keluarga IDFR biasanya diadakan di dalam kampus IDFR sahaja.

In 2007, the IDFR Welfare Club organised several activities with the objective of fostering closer ties within the IDFR community.

The main annual activity conducted by the Welfare Club was its Family Day, which was held on 17 November 2007 at the Forest Research Institute, Malaysia (FRIM) in Kepong.

The Family Day started with an aerobics session, followed by games and a lucky draw. Tan Sri Hasmy Agam and his wife, Puan Sri Mudlifah Mohd Yusoff, sportingly joined staff and family members in the various activities. That was only the second time that IDFR had organised its Family Day off campus. Previously, the event was usually conducted within the campus itself.


Di antara aktiviti-aktiviti lain yang dijalankan oleh Kelab adalah lawatan sambil belajar ke Pameran Kebudayaan Islam di Pusat Konvensyen Kuala Lumpur, mengumpul sumbangan untuk mangsa banjir di Johor, menghadiri majlis perkahwinan kakitangan dan ahli keluarga mereka, pertandingan bowling, majlis perpisahan kakitangan, majlis berbuka puasa dan sambutan Hari Raya. Di masa hadapan, sambutan sebegini akan dikekalkan kerana ia dapat mengeratkan silaturrahim di kalangan warga IDFR.

Among other activities organised by the Club were a study visit to the Islamic Cultural Exhibition at the Kuala Lumpur Convention Centre, collecting funds for flood victims in Johor, attending weddings of IDFR staff and their family members, a bowling tournament, staff farewell, breaking of fast during Ramadhan and Hari Raya celebration. More of such events would be organised in order to promote and foster closer ties and a better working environment among IDFR staff.
