Minister visits NESPAK House, Lahore

146th Board of Directors meeting held The 146th meeting of the Board of Directors (BoD) of NESPAK was held on October 20, 2017 at the main conference room of NESPAK House, Lahore. The meeting was chaired by Mr. Yousaf Naseem Khokhar, Chairman BoD NESPAK/ Secretary Ministry of Energy, Islamabad.

Kachhi Canal Project put into operation Kachhi Canal, one of the longest irrigation canals of Pakistan, was put into operation by Shahid Khaqan Abbasi, Prime Minister of Pakistan, in September 2017.

NESPAK achieves milestones in energy projects NESPAK Power & Mechanical (P&M) Division has completed the construction supervision of the first phase of 500kV D/C Quad Bundle transmission line from 1,320MW Port Qasim Power Plant to interconnection with existing 500kV single circuit-1 (Hub-Jamshoro) transmission line.

NESPAK had a great deal of commitment to complete the project in the best national interests. The main objective of the project is the supply of power from 1,320MW Bin Qasim power plant to the national grid.

DHA Medical City, Lahore NESPAK wins international design competition

The Architecture & Planning Division Lahore NESPAK has won an international design competition for a 600-Bed Hospital at Defence Housing Authority (DHA), Phase-8, Sector-S, on the Main Barki Road, Lahore. The DHA intends to develop a modern healthcare facility as per Joint Commission International (JCI) standards.

Shahzad Saeed Khan, Director JV & BOT, DHA, Lahore, Mr. Abdul Baseer Sheikh, General Manager and Mr. Zulfiqar Ali Tariq, Architect/Project Manager, NESPAK along with a Client representative attended an international practicum on JCI held in Dubai on November 5, 2017. JCI educational programmes are open to employees of healthcare organisations that are seeking or considering JCI accreditation.

The participants received practical information about the accreditation process, methodologies to evaluate compliance, quality improvement strategies and tactics to meet JCI challenging standards in healthcare. The program was conducted through small group workshops, informative lectures, and in-hospital demonstrations. The JCI practicum has taught everything consultant and Client/Owner needs to enhance their accreditation preparation and quality improvement efforts.

Delegates also visited the Canadian Hospital, Khalifa Hospital and Rashid AlMakhtoom Hospital in Dubai during training. Delegates were awarded certificate of attendance by Matt Spurgeon, Director of International Education, Joint Commission International.

Green Corridor and Recreational Areas along Railway Track Government of the Punjab intends to develop a green corridor in the centre of Lahore along the railway track from Shahdara to Raiwind. The proposed corridor will create a social environment and breathing space by providing a connection between neighbourhood and the community through landscape.

investigations, design of green areas, infrastructure works and tender documents.

The project area is 44km consisting of 33 different locations and belts on both sides of the railway track. The proposed design is a beautiful state-of-the-art sustainable development considering the local environment, community needs and lush green horticulture sleeve of the transportation corridor for historical city of Lahore. It comprises children play area, open gyms, cycling, jogging tracks, digital libraries, picnic huts, boating lakes and many other facilities to develop social connection and leisure pattern in interactive ways of spaces. The PC- 1 of the project has been submitted to the Planning and Development Department for approval.

NESPAK wins Peshawar Expo Centre Project After successful completion of the Lahore Expo Centre, NESPAK has won design consultancy services of the Peshawar Expo Centre which has been planned to boost trade/business with Afghanistan and other Central Asian states.

The Expo Centre is to be constructed on a piece of land measuring approximately 25 acres at Turnab Farm, GT Road Peshawar for the development of exhibition halls, an admin block, a 4.8MW powerhouse, warehouse/ workshops and ancillary buildings along with allied services (first phase of the project). Neelum Jhelum Hydroelectric Project The 969MW Neelum Jhelum Hydropower Project is approaching the completion phase with excellent progress achieved on all of its sites including Nausehri Dam, Headrace Tunnel System including single and twin tunnels, Jhelum Crossing, underground Powerhouse, Transformer Hall and Tailrace Tunnel. The most significant aspect of the project during this quarter was completion of the diversion dam at Nausehri and start of initial impounding by last week of October 2017. The event marked a major milestone towards completion of the strategically important project.

The excavation of more than 65km of tunnels including access, headrace and tailrace tunnels has already been achieved. The concrete lining of the headrace tunnel is nearing completion.

The installation of electro-mechanical equipment in the powerhouse is on schedule with rotors already installed in all four units while the dry testing of first generating unit has been completed and it is ready for wet testing.

PROJECT NEWS 05 Work in progress on Bhikki Power Plant Housing Scheme The Architecture & Planning (A&P) Division Lahore NESPAK has completed design and now supervising the ongoing construction work at the Bhikki Power Plant Housing Scheme. The project covers an area of 10 acres. The facilities include houses of various types, staff accommodation, commercial zone, cafeteria and recreational facilities. The project is scheduled to be completed by January 2018. Mr. Jamshaid Iqbal, is the project team leader for Bhikki Housing Scheme.

Mangla Power Station Refurbishment Project A NESPAK-MWH Joint Venture (JV) has completed consultancy services for the Mangla Refurbishment Project on October 31, 2017. NESPAK has now been awarded a new Consultancy Supervision Contract

by WAPDA effective from November 01, 2017 in which NESPAK is working with its JV partners MWH International Inc. and ACE Pvt. Ltd. The activities in progress include field inspection and testing of two 200/30T electric overhead travelling cranes while one 25/3T gantry crane has been completed under package-II (Refurbishment of powerhouse cranes).

The cranes have passed through load testing on November 13, 2017.

Mangla Power Station Refurbishment Project has entered the implementation stage wherein the contracts for refurbishment/up-gradation of cranes (package-II), supply of generator step-up transformers (package-III) and turbine inlet valves (package-VI) have been completed whereas refurbishment/upgradation of generating units # 1-6 (package I +VII) is in progress.

06 PROJECT NEWS EIA for establishment of Chunian Industrial Estate The environment section of E&PHE Division under the supervision of Mr. Kashif Bashir, Principal Engineer, successfully completed the Environmental Impact Assessment (EIA) study for the establishment of Chunian Industrial Estate for Punjab Industrial Estates Development and Management Company (PIEDMC).

The public hearing was held on December 14, 2017 in Chunian city where Syed Zeeshan Abbas, Engineer, presented the findings of EIA study.

NESPAK launches Mega Sewerage Projects in Multan

NESPAK was awarded the design & construction supervision of “Augmentation/ Improvement of Disposal Station Phase-I� by WASA Multan, costing Rs. 600 million. After estimation, approval & tendering process, the execution of work has been started by the firm after installation of concrete batching plant and arrangement of necessary machinery, tools and plants. The project comprises construction of a disposal station of 90 cusecs capacity and canal crossing, sullage carrier of 271 cusec capacity up to existing sewage treatment plant (Near River Chenab).

Mr. Saifullah Amin, Project Manager, visited the project site and disposal stations in New Shah Shamas Colony and Inner Bypass, where he was given a briefing by Resident Engineer. He also held a meeting with Managing Director, Director Works & Director Engineering WASA and discussed the progress of ongoing projects. The Managing Director WASA showed his complete satisfaction with the construction supervision and quality control by NESPAK on all completed & ongoing works in WASA Multan.

The Evacuee Trust Property Board (ETPB), Government of Pakistan awarded to NESPAK a project for Rehabilitation of Heating, Ventilation and Air Conditioning (HVAC) system for their multi-storey Evacuee Trust Complex and Green Trust Tower situated in Islamabad with an accumulative estimated air-conditioning capacity of 2000 TR in November 2017.

The scope of work involves feasibility study, detailed design and construction supervision of HVAC works. The initial estimated project cost is Rs. 600 million.

The completion time of the project is eight months. Mr. Sohaib Amjad, Senior

On completion of the feasibility of the project, Mr. Abdul Qayyum Chaudhry, General Manager/Head, Building Services Division (BSD) NESPAK, delivered a presentation to the ETPB on December 22, 2017 for its approval. Various questions of the Chairman and members of the Board regarding technical, financial and timeline aspects of the project were responded and recommended option for complete rehabilitation of HVAC system with revised estimate was approved.

08 PROJECT NEWS Construction of State Life Building, Rahim Yar Khan The construction work at the State Life Insurance Building at Raheem Yar Khan is in full swing under NESPAK's supervision.

Foundation, excavation, water proofing and lean work have been completed while other construction work is in progress. The project will be completed by September 2018 at a cost of Rs. 300 million. M. Arif Changezi is the Project Manager.

NESPAK wins hydropower project NESPAK attained another milestone in the hydropower sector by winning a project titled “409MW Torcamp Godubar Hydropower Project” through competitive bidding. Pakhtunkhwa Energy Development Organization (PEDO) entrusted the Project to a joint venture of NESPAK Dr. Tahir M. The Highways & Transportation Engineering (H&TE) Division, NESPAK has rehabilitated an existing passage between the Circular Road and Sheranwala gate/Railway station. EIA of Autoclave for Treatment of Infectious Hospital Waste Lahore Waste Management Company (LWMC) has engaged NESPAK for the “Environmental Impact Assessment (EIA) of Establishment of an Autoclave for

Master Plan of Multan approved The Governing Body of Multan Development Authority (MDA) in its 74th meeting held on December 18, 2017 approved the water supply, sewerage & drainage master plan for 25 years (2015 to 2040), prepared by NESPAK-ARTELIA (JV).

This is first of its kind master plan for the entire jurisdiction area of WASA Multan which has been based on development of GIS (Geographic Information System) based information about all types of underground utility services fully computerized having the complete data of existing water supply, sewerage comprising tubewells, machinery, water & sewer pipes, disposal stations, sewage treatment plants with their present condition & proposals for their replacement after expiry along with extension of facilities in the extended areas in future.

Water Supply, Sewerage/ Drainage system in Gujranwala NESPAK has signed an agreement on November 28, 2017 for the project “Resident Supervision of Water Supply, Sewerage/Drainage Five (05) Nos. schemes� with Water and Sanitation Agency (WASA), Gujranwala Development Authority (GDA). Total project duration is 18 months and the scope of work includes resident supervision of sewerage/ drainage schemes in various areas of Gujranwala City. The project area comprises Jinnah Road Raj Colony, Gulzar Colony, Satellite Town, Model Town along with allied areas; Sialkot Bypass Aroop, Lohianwala & Mandiala Warraich; Rakh KikranWali Union Council No.70, External Khiali Shahpur Union Council No.71, Kohluwala Union Council No.72; Eminabad Gharbi Union Council No.73; Green Town, Kangniwala, Rana Colony, Asghar Colony, Peoples Colony and allied areas.

The project is located in Governorate of Duqm Al Wusta Region, Oman and consists of construction of 1.40km Internal Roads having 0+232km dual carriageway and the rest are single carriageways, starting from the Sultan Qaboos Road and approaching SEZAD headquarters building. The project also consists of one roundabout, three drainage pipe culverts and protection of exiting utilities.

The Client is 'Special Economic Zone Authority Duqm' (SEZAD), Sultanate of Oman. The contract cost is Rs. 281.5 million. The commencement date of the Project was August 01, 2017 whereas the completion date of the Project is February 28, 2018. Overall progress ending December 2017 is 71.86%.

Paved Road in Wilayat Madha, Oman The project consists of a two-lane Asphalt Road situated in Wilayat Madha, Governorate of Musandam, Sultanate of Oman. Total length of the project is 11.1km. The Client is Directorate General of Roads, Ministry of Transport and Communications, Sultanate of Oman. Main Road is a two-lane 3.65m wide paved single carriageway with 2.50m paved shoulder on either side. The work will now be executed under Variation Order # 3. The new alignment is proposed along mountainous terrain. The section involves heavy rock cutting with benching up to 10 steps, filling along the wadi on another side, relocation of electric poles, retaining walls, slope and concrete protection and drainage structures. A link road to Al Safa Village is also included in VO # 3. Execution time is 17 months.

NESPAK was invited by His Highness Sayyid Asad Bin Tariq Al Said, Deputy Prime Minister of Oman, for giving a presentation on quality control and design review of Mtah Al Turuq – Qurayha Road in Wilayat Adam, Sultanate of Oman.

NESPAK arranged the presentation on quality management system and

construction supervision of highway projects as carried out since 1980. The Deputy Prime Minister of Oman greatly appreciated NESPAK's quality management system and intended to award more projects to the Company in Oman.

The project road was originally designed

as a single carriageway in 2015 but His Highness instructed NESPAK to re-design it as a dual carriageway. The project starts from existing Adam-Sinaw road (15km north of Adam city) and ends near Al Bashair town.

The revised dual carriageway (17km) includes construction of five roundabouts and multi-cell box culverts including a large vented floodway of 90 cells. NESPAK revised design and submitted tender documents of dual carriageway to His Highness' office and is waiting for starting the construction supervision of the project.

carriageway. The project includes construction of 11km long service roads on both sides of the dual carriageway, 12 roundabouts, 4 intersections, 3 box culverts, 2 Irish crossings and parking areas. and bituminous wearing course), structure works, electrical works (road lighting and traffic signals) and landscaping / irrigation works.

The Client is 'Special Economic Zone Authority Duqm' (SEZAD), Sultanate of Oman. The commencement date of the project was April 16, 2015 whereas the revised completion date is January 31, 2018. Overall progress ending December 2017 is 98.30%.

NESPAK given unique assignment in Nigeria NESPAK in a joint venture with Gauff Consultants (German) is undertaking a unique and challenging project for the very first time, wherein NESPAK has to develop dam safety legislation, regulations and guidelines specifically for selected two dams and in general for all the dams in Nigeria. In addition, NESPAK has to deliver four technical workshops comprising various training sessions to their middle and higher dam safety management.

In continuation of capacity building in dam safety, technical workshop No.2 has been conducted in Nigeria in November 2017 where Participants of 2nd workshop in Nigeria NESPAK professionals from Geotechnical & Geoenvironmental Engineering Division and Water Resources Division delivered technical trainings of their relevant subjects. Assessment Report on Dam Safety Assurance has been submitted in December 2017 and NESPAK achieved a second of five major milestones.

Khulais and Rabigh Dams NESPAK in association with M.H.Aitah Consultant continued providing consultancy services to the Ministry of Environment, Water & Agriculture for construction supervision of two phases of the project 'Water Transmission from Khulais & Rabigh Dams to Jeddah (Completion Phase I & Phase II)' costing Rs. 17.6 billion (USD 170.6 million).

Construction of 'Completion Phase I Project' continued in full swing at a cost of Rs. 5.3billion (USD 51.4million) and about 95 percent of the project has been completed whereas its expected completion is up to December 2018.

Saud Bin Waseel Al-Roqui and Engineer Agha visited Rabigh WTP and inspected laying of 78.2km steel pipeline DN 1200mm from Rabigh desalination plant to connect with FCPP Line DN 1200mm near Dhahban on Jeddah-Rabigh road and showed their satisfaction on quality of construction. The Ministry's officials instructed the consultant to complete WTP and ongoing laying of pipeline at the earliest to overcome water problem in North Jeddah.

NESPAK upgrades CENTRAL LIBRARY Facilities NESPAK Central Library has recently upgraded itself to facilitate its valuable users in a more advanced way by generating an online database system. Online catalogue of hard and ebooks is available on NESPAK website: mis.nespak.com.pk.

Where users can search for documents or any relevant material through Title, Author, Subject, Accession No. and Publisher. Users can use this catalogue on their workstation nationwide. It is managed, maintained and organised by NESPAK IT section. NESPAK Central Library offers a broad spectrum of services to its members including borrowing facilities, photocopying services and selective dissemination of information.

The information regarding new arrival of books is made available on new arrivals desk and the list of new arrivals is regularly circulated amongst divisions. In addition to this, the tables of content of the technical journals are also regularly circulated amongst divisions.

The NESPAK Central Library was established in 1975 to cater to the information needs of the NESPAK employees. The Library is supervised by a committee consisting of convenor, Librarian and three associate staff members. The Library aims to assemble, preserve and provide technical literature in an organized form in order to promote the activities of the company. A large part of the Library budget is consumed on purchase of technical stuff to support the professionals for their research activities. Library subscribes international technical journals periodicals and general reading magazines related to engineering.

NESPAK Central Library stands as the leading Library with approximately 18,000 books on various engineering subjects.

The interior of library is planned on

modular principles based on the requirements of the library complex. The library comprises of various sections that are; NESPAK report section, reference section and general books section.

NESPAK project reports section contains more than 7,000 reports and the reference section has latest standards like ASTM, AREMA, Chinese Standards. Library is

very well equipped and has two spacious and well decorated reading areas along with a separate area for the book shelves.

Membership is not only open for the employees of NESPAK but also, for the employees of NESPAK Foundation.

Barcode system has been introduced with the spine of books for circulation and for membership computerised cards.

r. Sohail Kibria, Vice President/Head F&P Section, Geotechnical & Geoenvironmental Engineering Division, retired from NESPAK service upon reaching the age of superannuation on November 22, 2017. He graduated in Civil Engineering from the UET Lahore in 1980 and remained a Lecturer there before joining NESPAK in 1981 as an Engineer in GT&GE Division. Due to his dedication, commitment and continuous hard work, he rose to the level of Vice President. He obtained his M.Sc. Engineering degree from UET Lahore in 2004. Mr. Kibria held a distinguished career as a Project Manager/Team Leader of many important projects. Engineering research and education have also been areas of his professional interest. He is an author of more than sixty (60) research papers and has obtained high national and international acclaim on this account. To bid him farewell, a dinner was hosted by GT&GE Division where he was given a commemoration shield. Mr. Sohail Kibria has been appointed as Advisor/Expert Category-I in GT&GE Division.

r. Asad Ali Saleem, Senior Engineer, has rejoined Construction Management Division after successfully completing his Master's degree in Infrastructure Planning from University of Stuttgart, Germany. The research topic of his thesis focused on “land resource Impact of urban sprawl” in Islamabad Capital Territory Zone-IV using Geographic Information System methodology and assessment tools. The research was done in collaboration with the Institute of Spatial and Regional Planning (IREUS), Stuttgart and Institute of Geographical Information System (IGIS) NUST, Islamabad.

Muhammad Anwar Ul Mustafa, Engineer Substation Section, Power and Mechanical Division, has completed his M.Sc. in Electrical Engineering with Power Electronics Concentration from the University of Central Punjab, Lahore. The area of research was magnetic flux hierarchies inside air gap of induction motors. Title of his research thesis was “Estimation of Flux Distribution inside a Capacitor Less Single-Phase Induction Motor Fed from Two Pulse-Width Modulated Voltage Sources.”

He has been awarded Project Management Professional(PMP) certification from Project Management Institute(PMI) United State of America(USA).

Honour Mohammad Zubair Khan, Admin Officer, G-10 of NESPAK Foundation assigned to Coordination Division, NESPAK, secured first position in the FPSC exam of BPS-18. He has been appointed as Deputy Director Management Services Wing Establishment Division, Government of Pakistan. We extend our best wishes to Mr. Muhammad Zubair Khan for this accomplishment.

STAFF NEWS 15 Workshop The Urban Unit of Planning & Development Department, Government of the Punjab, conducted a consultative workshop on Road Sector Policy of Punjab at a local hotel in Lahore on July 19, 2017 to nail down issues pertaining to road infrastructure development in the province. Mr. Mahmood A. Malik, General Manager Business Development & Proposals, Highways and Transportation Engineering Division attended the workshop and gave his feedback on the policy being prepared by the Urban Unit.

Papers Mr. Sohail Kibria, Advisor/Expert, Geotechnical and Geo-environmental Engineering Division attended 74th annual session of Pakistan Engineering Congress in Lahore on December 28, 2017 and presented two technical papers titled “History of Tolerable Deformations of Foundations”, and “Interpretation of Problematic Sonographs in Sonic Integrity Testing of Piles”. The presentation was well received by the audience. Mr. Kibria was awarded commemorative shields in the end by Mr. Mansoob Ali Zaidi, Former Secretary Irrigation and Power, Government of Punjab.

Training Course Mr. Muhammad Arif Khan and Mr. Ubedullah, Principle Architects, Ms. Kiran Unar and Mr. Tarique Hussain Senior Architect, Architecture and Planning Division Karachi, have completed a four weeks training course for BIM training in Architecture in BIM Centre, department of Civil Engineering, NED University of Engineering and Technology Karachi in collaboration with Autodesk. On successful completion, certificates of competence were awarded to the participants.

Lectures Dr. Amjad Parvez, former Managing Director NESPAK, delivered a lecture on “Organisational behavior and Change” on December 12, 2017, at Irshad Ahmad Auditorium, which was attended by NESPAK engineers and allied professionals from various divisions of NESPAK. The topic generated a lot of discussions on how to cope with the behaviour adjustment due to changes in NESPAK Management. The issues discussed were Introduction to culture, corporate culture, sources of culture, types of culture, significance of culture during change, global organisation of culture, organisational climate, functions and dysfunctions of a culture, proactive strategies.

Another lecture by Dr. Amjad Parvez on Change Management was also held in Irshad Ahmad Auditorium NESPAK House on November 15, 2017. It was largely attended by around 35 NESPAK engineers and allied professionals. Senior Management was represented by Mr. Sohail Kibria, Vice President, Geotechnical & Geoenvironemental Engineering Division and Abdul Quyyum Chaudhry, General Manager/Head Building Services Division.

Both offered their views at the end of the lecture.

Earlier, Dr. Amjad Parvez gave a lecture on cost of quality in services as applicable to NESPAK projects and services on October 17, 2017. The other lectures delivered during the year aiming at enhanced management skills were quality in services – best practices, quality management in public sector, congestion management, solid waste management – Murree case study, building blocks on quality of services and outsourcing.

December 31, 2017 will be treated as transition period to ensure smooth handing and taking over, settle various ongoing issues and for completion of formalities with various ministries.

Global Congress Ms. Ammarah Shahzad, Senior Engineer, Highways & Transportation Engineering Division attended PMI North American Global Congress held in Chicago USA from October 27-30, 2017. She gave her valuable input for the book “Say yes to Project Success, winning the Project Management game” which is an excellent book sharing success stories of 108 expert project managers across the globe.

Ammarah holds two prestigious PMI credentials and is a leading chapter leader from PMI Lahore Pakistan Chapter.

He gave a comprehensive presentation on the topic of “Crop Water Budget Estimation Using GIS” which was admired by the participants. Mr. Riaz Ahmed, Advisor World Bank, was the chief guest. He appreciated efforts of NESPAK in undertaking such innovative ideas for crop water estimation endeavoring the latest technologies.

The visit was made at the invitation of Pakistan's Ambassador to Uzbekistan. The itinerary of the

programme also included a meeting with the CEO of renowned company Mercury Mena in Dubai. Mr. Tahir Amin, Regional Manager UAE (NESPAK) accompanied them during deliberations regarding business avenues in the Middle East and North African region.

A meeting was arranged with Asian Development Bank (ADB), Principal Economist Asad-ullah Khan Sumbul at a dinner where Pakistani community and journalists were also present. Another meeting was held with the Chairman of Board of Directors, ANSHER. During a visit to the local consultants' office, it was noted that they usually engage/collaborate with European Consulting Companies. It was elaborated and explained that NESPAK is also a multidisciplinary International Consultancy Organisation.
