The new power Troika

he Senate chairman’s election was an indicator of how the die is being cast against the ruling party. The defeat of the PML-N candidate may not have come as a surprise but the large margin was certainly striking. The outcome was craftily sewn up with bitter political rivals PPP and PTI coalescing into an unholy alliance.

It was not just about the control of the upper house of parliament; the main intent was to block any possibility of political revival of an embattled Nawaz Sharif. Surely a victory would have given a massive moral, political boost to the disgraced leader, yet the setback is not likely to blunt his defiance.

Instead, the battle for the Senate has intensified the clash between the PML-N and the security establishment that has been blamed for producing a ‘favourable result’. There is no denying that the convergence of interests had essentially brought disparate political groups together, yet the role of the pervasive deep state in the matter cannot be underestimated. What has been happening is not that incomprehensible.

From the political re-engineering in Balochistan to the emergence of an independent group of newly elected senators from the province, the chain of events over the past few months does not appear to have been coincidental. Across the opposition, consensus on a relatively unknown politician for one of the nation’s highest elected office too was not unplanned though the move was wrapped in the fancy slogan of remedying Baloch alienation.

The security establishment and the courts have asserted themselves to distort the balance of power.

Indeed, the mission was accomplished; it did thwart the PML-N’s attempt to establish control over both houses of parliament. Winning the Senate election was particularly important for the ruling party to change the laws in order to remove the disqualification of the former prime minister.

The Senate election had also assumed greater significance because of rising political polarisation and the approach of the general elections.

A major challenge for the PML-N now is how to maintain unity in its ranks in the aftermath of the latest setback.

There may have been a few defections widening the margin of reversal, but still, there is no sign of cracks in the ruling coalition. In fact, there has been a marked stridency in the tenor of the members of the ruling coalition with their no-holdsbarred attacks on the security establishment.

Now Sharif loyalists are engaged in fighting on two fronts.

The battle lines are drawn more clearly with the security establishment shedding pretensions of being nonpartisan in the ongoing confrontation between the civilian government and the apex court. The latest warning by the top military leadership that it stands with the judiciary leaves nothing to doubt about the new template of power. That has increasingly marginalised the position of the executive in this emerging troika of power.

Moreover, the deepening political crisis has propelled the the military back in the driving seat in what is seen as a

nexus with the judiciary that too is perceived to have become an arbiter of power. Has the backing of the military given greater impetus to judicial overdrive and brought the executive under increasing pressure?

Many observers have gone so far as to describe it as ‘judicial extremism’ that is encroaching even on parliament’s powers to legislate. Some recent Supreme Court judgements striking down legislation passed by parliament are seen to have caused imbalance in the distribution of power among various institutions of state.

There may be some credence to the argument that the judiciary and military have filled in the vacuum created by lack of governance and ineffectiveness of the other civilian institutions, but it is not the whole truth.

One may agree that the ineffectiveness of parliament to resolve political issues has increased the burden on the apex court, but the judiciary must also refrain from getting involved in issues that come under the domain of other institutions.

Whatever the reason may be, such growing assertion by the security establishment and the courts has further distorted the balance of power thus intensifying the clash of institutions. The emergence of a new troika of power is reminiscent of the 1990s, the decade of elected civilian rule when the military and president who then enjoyed sweeping powers along with the prime minister formed the troika of power.

The annulment of the infamous 58-2 (b) clause of the Constitution that had given the president sweeping powers to dissolve parliament brought an end to that troika of power.

With the office of the president having been reduced to a ceremonial post, the military’s position as an arbiter of power has also diminished.

But the growing empowerment of the judiciary in recent years, particularly after the action by the Supreme Court against Nawaz Sharif removing him from power, has created a new though informal power troika. It has provided the military with a new ally to keep a check on the executive.

Indeed, Nawaz Sharif is to a large extent himself responsible for the present state of affairs. His hubris and his small group of family members running the show had weakened civilian institutions and parliament thus creating a vacuum to be filled by the military and judiciary.

Sharif ’s clash with the judiciary has been on personal grounds. Instead of clearing himself before the courts, he has chosen to undermine the apex court. There is certainly no principle involved in his battle with the two powerful members of the power troika.

What happened in the Senate chairman election this week and the embarrassment caused by the defeat of the ruling coalition candidate reflect the declining hold of his party.

The deep state can only succeed by exploiting the weakness of the party whose entire politics seem to be revolving around the Sharif family. Instead of undermining the judiciary and confronting other state institutions, the party must try to protect the democratic system with the support of democratic forces.

At least 9 martyred, several injured in Raiwind suicide blast

At least nine persons, including five policemen, lost their lives and 20 others have been injured in a suicide blast which targeted a police check post in Raiwind on the outskirts of Lahore, Punjab Health Minister Salman Rafique told DawnNewsTV. Deputy Inspector General (DIG) Operations Dr Haider Ashraf confirmed that it was a suicide attack which targeted a police check post located on Raiwind Road leading towards the ground where ijtima (congregation) of Tableeghi Jamaat is held.

The senior police official said initial reports suggest that a motorcycle was used to carry out the suicide attack, adding that investigation is being carried out to identify and locate the accomplices of the alleged suicide attacker.

Evidence has been gathered from the site of the blast for further investigation.DIG Ashraf said body parts of the suicide bomber were recovered from the explosion site and sent to the forensic lab for further examination.The senior police official stressed that if the suicide attacker had managed to enter the congregation site, the death toll could have been much higher. BDS officials collect evidence from the blast site.

Rescue 1122 teams shifted the injured policemen and civilians to nearby hospitals, where an emergency has been imposed.

The police camp was set up for the security of an ongoing congregation of Tableeghi Jamaat. Security has been tightened following the attack and all exit and entry points to the vicinity have been secured.

A search operation in the surrounding area has also been launched.

Punjab Chief Minister Shahbaz Sharif was quick to condemn the blast. He “sought a report from Inspector General Police” and directed the authorities to provide “best possible medical facilities and treatment to the injured persons”, read a statement issued by the provincial government. The Supreme Court on Wednesday dismissed a contempt of court petition against ousted prime minister Nawaz Sharif filed by a leader of former chief justice Iftikhar Chaudhry’s political party.

ISLAMABAD: A formal change of command took place in the ruling Pakistan Muslim League-Nawaz (PML-N) on Tuesday when Punjab Chief Minister Shahbaz Sharif was formally ‘elected’ as the party’s fulltime president by members of the general council, four months before the next general elections.

The younger Sharif had been nominated as interim president of the party last month following the removal of former prime minister Nawaz Sharif from the office by the Supreme Court.

During a meeting of the Central Working Commit­tee in Lahore, the PML-N members had nominated Nawaz Sharif as lifetime Quaid (supreme leader) of the party, besides nominating Shahbaz Sharif as his successor.

The party had convened the general coun-

cil meeting to formally elect Shahbaz Sharif as the party president, as per the PML-N’s constitution and requirement of the Election Commission of Pakistan. This was the first major gathering of the party leaders and workers held after the ruling alliance faced a defeat at the hands of the opposition alliance in the elections for the Senate chairman and deputy chairman. And as expected, the two Sharifs used the occasion to vent their anger over the defeat and castigated their opponents, particularly Pakistan Tehreek-i-Insaf (PTI) chairman Imran Khan and Pakistan Peoples Party (PPP) leader Asif Ali Zardari for joining hands and thus forming an unnatural alliance.

In his speech Nawaz Sha­rif, without naming anyone, termed his opponents “hypocrites”, saying “your words and actions do

not match”.And his younger brother concluded his speech by declaring that “Niazi and Zardari” could not prevail over them even if they joined hands.

Addressing the mismanaged gathering after his “unopposed election”, Shahbaz Sharif said he felt honoured to have been chosen as the party president.

Praising his elder brother while reading out the speech, Shahbaz Sharif said no one, including him, could even think of taking the place of Nawaz Sharif.

“I believe Nawaz Sharif is the only politician in Pakistan who can be called Jinnah’s political heir,” he said amidst sloganeering by the charged party workers and members of the

Three members of the United Nations Military Observers Mission for India and Pakistan (UNMOGIP) had a close call along the restive Line of Control (LoC) in Azad Jammu and Kashmir on Wednesday after Indian troops shot at and injured two locals who were briefing them on the situation prevailing in the wake of ceasefire violations, officials and residents said. The incident occurred at noon in Abbaspur sector of Poonch district where the UN observers had reached in two white vehicles hoisting blue UN flags, Qazi Arslan, a police official in Abbaspur, told Dawn by phone.

The UN observers were interacting with local people in Polas village when suddenly Indian troops resorted to burst firing from across the dividing line located hardly one kilometre away from there,” the official said.

The firing left two people — identified as Sardar Saghir and Muhammad Azam Qureshi of Polas and its neighbouring Taroti village, respectively — critically injured.

“It was yet another incident of targeted firing which has become a hallmark of Indian troops manning the bloody dividing line,” said Chaudhry Saqib Mushtaq, a civil society activist in the area.

Arslan said the UN observers barely saved their lives and rushed to Abbaspur to inquire about the condition of the firing victims who had been evacuated to a health facility by other people. As the news spread in Abbaspur, people took to streets to condemn the incident.

Some of the demonstrators took strong exception to the UN observers “abandoning the firing victims” instead of removing them to the health facility in their vehicles.

However, police official Arslan said the UN observers themselves were in a state of shock, as they did not expect firing from the

Indian side in their presence.

He quoted them as saying that they had already passed a ‘hotline message’ to the Indian authorities regarding their visit to the LoC in this sector.

Arslan said as the injured persons were shifted to Shaikh Khalifa bin Zayed al Nahayan Hospital Rawalakot, the UN observers also left for the district headquarters of Poonch to record their statements.

Qatar renews Al-Bunduq oil deal Trump replaces Tillerson with with Abu Dhabi Pompeo in dramatic shakeup

State-owned Qatar Petroleum (QP) has renewed its contract with Abu Dhabi to continue operating a shared offshore oilfield, amid the continuing blockade by a quartet of Arab countries against Qatar. The new deal on the Al-Bunduq offshore site replaces the original agreement signed in 1953 between Abu Dhabi and a private oil exploration company, QP said in a statement on Tuesday.

In March 1969, Qatar and Abu Dhabi signed a deal to share equally Al-Bunduq field. It was discovered in 1965 and started operating in 1975. “We are delighted to sign this concession agreement, which will ensure the continued development and operation of the Al-Bunduq oil field for many years to come,” Saad Sherida al-Kaabi, president and CEO of QP, said on Tuesday. The Bunduq Company, which operates Al-Bunduq field, is a Japanese-owned company. Following the news of the deal on Tuesday, the United Arab Emirates (UAE) Supreme Petroleum

Council issued a statement denying Abu Dhabi’s role in reaching the agreement with QP. Abu Dhabi is one of seven emirates of the UAE. “Al-Bunduq oilfield is shared equally by the emirate of Abu Dhabi and Qatar due to its geographic location. It has been under management by a Japanese consortium for the past four decades,” according to a statement published by the UAE state news agency WAM. “This concession was recently extended by each respective government to the Japanese consortium with no direct communication or engagement between the two states.

“There is no commercial or trading relationship being established between the UAE and Qatar by the extension of this concession.” In June 2017, the UAE, Saudi Arabia, Bahrain and Egypt broke off ties with Qatar accusing it of supporting “terrorist” groups and aligning itself too closely to their regional rival, Iran. The quartet imposed a land, sea, and air blockade on Qatar, and also prevented Qatari aircraft from entering their airspace. Qatar has vigorously rejected the accusations but refrained from imposing reciprocal punitive measures on the four states. 3 Men from Illinois Charged in Bombing of Bloomington Mosque Authorities say they have arrested three men from rural central Illinois on gun charges who they believe are suspects in the bombing of a Bloomington mosque and an attempted bombing of an Illinois abortion clinic.

A Tuesday statement from the U.S. attorney’s office in Springfield announced the arrests on charges of possession of a machine gun. The statement adds that the three men are suspects in the Aug. 5 explosion at the Dar Al-Farooq Islamic Center in Bloomington, Minnesota, and the Women’s Health Practice in Champaign on Nov. 7.

It identifies them as Michael B. Hari, 47; Joe Morris, 22; Michael McWhorter, 29. All are from Clarence, a rural community 35 miles north of Champaign-Urbana.

Acting U.S. Attorney Gregory Booker spoke about the arrests briefly during a press conference Tuesday afternoon.

“That bombing that took place last summer was a tragedy for all Minnesotans,” Booker said. “And from the beginning, it has been a top priority for federal and local law enforcement and remains so today.”

FBI Assistant Special Agent in Charge Joe Rivers said his office will continue to investigate the motive behind the bombing. Rivers added that law enforcement does not believe there is any further threat to the community related to the incident.

During Tuesday’s press conference, Bloomington Police Chief Jeff Potts said he was pleased with the community support that was seen after the incident.

“Because of the nature of this case, we’ve seen an overwhelming amount of support from our community for the Dar Al-Farooq community center and the Muslim community in Bloomington,” he said. “We think that was outstanding.”

The explosion occurred in the early morning hours of Aug. 5 shortly before morning prayers, and caused extensive damage to the imam’s office. No one was injured.

Mohamed Omar, the center’s executive director, said a projectile had come through

an office window and set off sprinklers in a ball of fire. He said a van or pickup truck had been seen driving by prior to the explosion.

In October, Omar met with FBI agents who showed him a photo of a person of interest and said the investigation was progressing.

Shortly after the attack, the FBI offered a $30,000 reward for information on the bombing. Muslim advocacy groups and Twin Cities’ mosques were also offering a $24,000 reward. Online fundraising sites had raised nearly $130,000 for the mosque in the months after the bombing.

But in the immediate aftermath, the Council on American-Islamic Relations reported the group had received a significant increase in hate messages posted to its Facebook page, including one that offered a “10k reward for hte next mosque gone.” Another read, “It didn’t kill any of them, what kind of crappy bomb is that.” At the time, a CAIR survey showed that between April and June of 2017 the organization saw a 91 percent increase in discrimination calls to its office compared to the same time period the year before. In August, the Southern Poverty Law Center said the group had collected 1,372 reports of bias incidents since the 2016 election.

The Dar Al-Farooq mosque primarily serves Somalis in the Minneapolis area. Minnesota is home to the largest Somali community outside of east Africa, with an estimated 57,000 people, according to the most recent census estimates.

U.S. President Donald Trump unceremoniously dumped Secretary of State Rex Tillerson on Tuesday -- via Twitter -- and picked CIA Director Mike Pompeo to shift from America’s spy chief to its top diplomat. The abrupt announcement ended the turbulent tenure of the man who reportedly called the president a “moron” but wanted to stay, and deepened the disarray in the Trump administration. The plans to oust Tillerson had been drawn up months ago, but the timing caught even senior White House officials unawares. The firing was just the latest in an exodus of administration officials, including those in Trump’s inner circle, with the president already setting records for staff turnover and several other Cabinet secretaries facing ethics investigations. However, Trump emphatically rejected talk of chaos in his year-old administration as he nears a pivotal moment on the international stage with his planned meeting with North Korean leader Kim Jong Un. He declared Tuesday, “I’m really at a point where we’re getting very close to having the Cabinet and other things that I want.” He said he was nominating the CIA’s deputy director, Gina Haspel, to take over for Pompeo at the intelligence agency. If confirmed, Haspel would be the CIA’s first female director. As for Tillerson, the former Exxon Mobil CEO whom Trump picked as his administration’s top Cabinet official, the president said simply, “we disagreed on things.” No doubt that was true, one prime example being the agreement to restrict Iran’s nuclear efforts. Trump’s change puts Pompeo, an ardent foe of the Iran nuclear deal, in charge of U.S. diplomacy as the president decides whether to withdraw the U.S. from the agreement. Tillerson has pushed Trump to remain and had been pursuing a delicate strategy with European allies and others to try to improve or augment the Obama-era deal to Trump’s liking. “We were not really thinking the same,” said Trump.

Public policy aside, in the view of current and former White House officials, Tillerson’s “moron” comment to senior administration officials last summer -- and the subsequent revelation in the press -- permanently eroded trust between the two men and it was only a matter of time before Tillerson would be pushed out. Tillerson himself, his voice occasionally quavering, gave brief farewell remarks at the State Department, thanking department staff and diplomats around the world -- but not mentioning Trump except to say that he’d spoken by phone to the president Tuesday while Trump was on Air Force One, hours after the tweeted firing.

The gulf that separated the two men was illustrated one last time by conflicting stories on the circumstances of the firing. Trump

kept the timing to an unusually close circle that included Chief of Staff John Kelly and Vice-President Mike Pence, officials said.

Pompeo was brought into the White House Friday after returning from an overseas trip and was offered the job formally by phone Saturday. Kelly was given the task of phoning Tillerson, who was in Africa, but the nature of their conversation was up for dispute. White House officials said Kelly told Tillerson that Trump wanted a change and he should step down. Tillerson, the White House said, asked that Trump wait until he returned to the U.S., and he shortened his trip to Africa -- where much of his mission revolved around softening the impact of Trump’s recent reported criticisms. However, Undersecretary of State Steve Goldstein and other State Department officials said that Tillerson hadn’t learned he was being dismissed until he saw Trump’s early-Tuesday tweet, and hadn’t discussed it directly with the president. Goldstein said Tillerson was “unaware of the reason” he was fired and “had had every intention of staying,” feeling he was making progress on national security.

That was the end for Goldstein. Hours later, he was fired, too. Even after Tuesday’s announcement, the White House and Tillerson aides were still struggling to determine when and how Tillerson would exit. After hours of bureaucratic tug-of-war, Tillerson, in his final sombre turn before the cameras, said he would be delegating his responsibilities to deputy secretary John Sullivan at the end of the workday and would resign effective at the end of the month. “I will now return to private life, private citizen, a proud American, proud of the opportunity I’ve had to serve my country,” he said. From the start, the former Exxon chief had been an unlikely pick for top diplomat, with no formal experience but a lifetime’s worth of personal relationships with heads of state and powerful global figures, including Russian President Vladimir Putin. The United Nations on Sunday condemned a string of anti-Muslim attacks in Sri Lanka including the burning of mosques and businesses.

Under-Secretary-General for Political Affairs Jeffrey Feltman told the Sri Lankan government the people behind the violence should be brought to justice. During his visit, Feltman “condemned the breakdown in law and order and the attacks against Muslims and their property”, a UN statement said. Feltman, who met with local Muslim leaders to show solidarity, “urged swift and full implementation of the government’s commitment to bring the perpetrators of the violence and hate speech to justice, to take measures to prevent recurrence, and to enforce non-discriminatory rule of law”. Violent attacks against Muslims swept the central district of Kandy over the last week. The violence, triggered by the death of a Sinhalese Buddhist man after being beaten by a group of Muslim men over a traffic dispute, left at least two dead with and mosques, dozens of homes, and businesses torched or destroyed. Several dozen people were wounded in the riots. Authorities declared a state of emergency and imposed a

curfew in an attempt to curtail the violence, but Sri Lankan Muslims told Al Jazeera they were concerned the attacks would continue. Police have arrested the suspected instigators of the riots. On Saturday, President Maithripala Sirisena announced a three-member panel will be appointed to investigate and lifted the curfew.

Bank of Canada head underlines potential New mortgage rules behind slide of Quebec child care for entire country in B.C. home sales, realtors say The head of the Bank of Canada is pointing to Quebec’s subsidized child-care program as a possible tool to boost the entire economy because it could significantly raise female workforce participation across the country.

In a speech Tuesday, bank governor Stephen Poloz used Quebec’s affordable childcare model as one way to show how Canada could unlock some of the considerable untapped potential in its labour force. Helping more women, young people, Indigenous peoples, recent immigrants and Canadians living with disabilities enter the job market could help the labour force expand by half a million people, he said. By his estimate, that kind of workforce injection could raise the country’s output by $30 billion per year or 1.5 per cent. “That’s equal to a permanent increase in output of almost $1,000 per Canadian every year, even before you factor in the possible investment and productivity gains that would come with such an increase in labour supply,” said prepared remarks of Poloz’s speech at Queen’s University in Kingston, Ont. “Clearly, that is a prize worth pursuing.” He added that encouraging more people into the workforce would also enable Canada to permanently raise its growth capacity without generating higher inflation.

Poloz highlighted Quebec’s child-care program as one model to help women, which he noted represent the largest source of economic potential, enter the workforce. He credited the province’s child-care program for raising prime-age female workforce par-

ticipation from 74 per cent 20 years ago to about 87 per cent today. In comparison, he said about 83 per cent of prime-age women participate in the national workforce. “If we could simply bring the participation rate of prime-age women in the rest of Canada up to the level in Quebec, we could add almost 300,000 people to our country’s workforce,” said Poloz, who noted the central bank has no role in implementing specific policies designed to break down labour-force barriers. He noted that the federal government’s budget last month made commitments aimed at increasing the labour-force participation of women. However, some economists and critics have said while the federal budget took steps in the right direction, they argued its failure to announce steps towards national affordable child care likely means a significant number of women will remain out of the workforce. Finger pointed at Israel over attack on Palestinian PM convoy

VANCOUVER -- The British Columbia Real Estate Association says tough mortgage qualification rules are a key reason for a provincewide drop in housing demand last month compared with February 2017.

The association says home sales fell 5.7 per cent in February, with about 6,200 properties changing hands.

Chief economist Cameron Muir says on a seasonally adjusted basis, sales have plummeted more than 26 per cent since new federal mortgage rules took effect at the beginning of the year. But the association says prices continue to climb, with the average home selling for just over $748,000, an 8.8 per cent jump over February of last year.

Stubborn fire tears through strip mall in Surrey Firefighters spent several hours battling a three-alarm fire that broke out at a strip mall in Surrey, B.C. early Wednesday morning.

Dark smoke was pouring out of the 80 Avenue building when crews were called to the scene at around 1 a.m.

Asst. Chief Jason Cairney said one unit of the building was already fully engulfed when firefighters arrived, and the flames spread quickly to other businesses. The fire also ignited some insulation in the roof, which made the stubborn blaze even harder to put out ”It’s hard to get at,” Cairney said. “They have to do some work on the roof to cut away some of the material and then peel it back and get the water in there.”

There are at least a dozen units in the building, including a flooring company, multiple restaurants and a restoration company.

Several sustained fire or water damage as firefighters worked to extinguish the flames.

Grant MacDougall, supervisor at On Side Restoration Services, said there was significant smoke and water at his work, which employs 43 people.

“We are in the restoration business, we’re used to this kind of stuff,” MacDougall said.

“I guess it’s as dramatic as it is to our clients.

It’s very disruptive.” Authorities haven’t determined what caused the fire or where it started, but an investigator will begin examining the scene once it’s deemed safe.

Stephen Hawking, tourist of the universe, dies at 76

The hand of Israel is not being ruled out as Hamas announces an inquiry into an explosion that targeted the convoy of the WestBank-based Palestinian prime minister during a visit to the Gaza Strip. Tuesday’s blast injured several security guards of Rami Hamdallah but left him unharmed during a visit to the Hamas-run territory to open a public-works facility there. The explosion happened shortly after Hamdallah’s convoy passed through the Israeli-controlled Erez checkpoint, known to Palestinians as Beit Hanoun, in northern Gaza, an Al Jazeera correspondent at the scene reported.

Sources told Al Jazeera that Hamdallah and Ismail Haniya, senior political leader of Hamas, spoke by phone later in the day and agreed that Israel was behind the explosion because it appeared to be the incident’s main beneficiary. Youssef al-Mahmoud, a Palestinian Authority spokesperson, denied via the Palestinian news agency WAFA that any phone call took place between Hamdallah and Haniya. Hamas has denied any involvement in the explosion, and said it would launch an investigation to “bring those behind the attack to justice”. Tawfiq Abu Naim, Hamas security chief, has been given the responsibility of heading the probe. Hamas and Fatah, the two main Palestinian political parties, signed a reconciliation agreement in October 2017, ending a decade of division

that saw two parallel governments operating in Gaza and the West Bank, respectively. The agreement to form a unity government was signed in the Egyptian capital Cairo on October 13, but efforts to implement the deal have faced obstacles. Hamdallah, who heads the Palestinian Authority government based in Ramallah, appeared on live television at the inauguration of a wastewater-treatment plant in Gaza. Shortly afterwards, he returned to Ramallah where he appeared unfazed as he delivered a brief address outside his office. He said seven of his guards were wounded in the attack and they were being treated in hospitals across Ramallah. “It [the attack] does not represent patriotism. It is a cowardly act that does not represent our people, nor does it represent the people of Gaza,” Hamdallah said. Majed Faraj, the Palestinian Authority intelligence chief, was part of the convoy that came under attack. Fatah, the West Bank-based political party to which Palestinian President Mahmoud Abbas belongs, called the incident a “terrorist attack” and blamed it on Hamas. “This attack is an attempt to kill all reconciliation efforts. Robert Barr, The Associated Press LONDON -- Stephen Hawking, whose brilliant mind ranged across time and space though his body was paralyzed by disease, died Wednesday. He was 76.

Hawking died at his home in Cambridge, England, according to a statement by the University of Cambridge.

The best-known theoretical physicist of his time, Hawking wrote so lucidly of the mysteries of space, time and black holes that his book, “A Brief History of Time,” became an international bestseller, making him one of science’s biggest celebrities since Albert Einstein “He was a great scientist and an extraordinary man whose work and legacy will live on for many years,” his children Lucy, Robert and Tim said in a statement. “His courage and persistence with his brilliance and humour inspired people across the world. He once said, ‘It would not be much of a universe if it wasn’t home to the people you love.’ We will miss him forever.”

Even though his body was attacked by amyotrophic lateral sclerosis, or ALS, when Hawking was 21, he stunned doctors by living with the normally fatal illness for more than 50 years. A severe attack of pneumonia in 1985 left him breathing through a tube, forcing him to communicate through an electronic voice synthesizer that gave him his distinctive robotic monotone.

But he continued his scientific work, ap-

peared on television and married for a second time. As one of Isaac Newton’s successors as Lucasian Professor of Mathematics at Cambridge University, Hawking was involved in the search for the great goal of physics -- a “unified theory.”

Such a theory would resolve the contradictions between Einstein’s theory of relativity, which describes the laws of gravity that govern the motion of large objects like planets, and the quantum mechanics theory, which deals with the world of subatomic particles.

For Hawking, the search was almost a religious quest -- he said finding a “theory of everything” would allow mankind to “know the mind of God.” “A complete, consistent unified theory is only the first step: our goal is a complete understanding of the events around us, and of our own existence,” he wrote in “A Brief History of Time.” In later years, though, he suggested a unified theory might not exist.

Modesty in a Cosmetic Society

By: Sahar Jahani- Source Islamiccity Ask a Muslim: What is the meaning of Islamic hijab? Why do Muslim women and men adhere to these rules of modesty?

“What color is your hair? Do you shower with that thing on? Aren’t you really hot wearing that?”

These are some of the questions that I have been asked over the years while wearing the Islamic headscarf, or “hijab.” And if you are a Muslim woman living in the west, you have probably encountered similar inquiries as well. Personally, I rarely become offended when I’m mistaken for a nun or asked whether or not I can go swimming with my headscarf, because I know that every question is an opportunity to educate others.

But it was when President Barack Obama mispronounced the term “hijab,” calling it instead a “hajeeb,” in his address to the Muslim world at Cairo University last June, that really awakened me to the enormity of lack of knowledge that still exists about this Islamic doctrine.

Perhaps his advisors failed to instruct him adequately on this matter, or maybe he just forgot how to say the word, either way, this incident has made me realize that few people are aware of the accurate meaning of “hijab” and what this doctrine entails.

The term “hijab” was originally derived from the Arabic word “hajaba,” which means to “conceal” or to “cover.” The western notion of hijab is most dominantly associated with the veil or headscarf that many Muslim women wear in public, although this concept goes far beyond the average dress code.

All Muslims, men and women, are taught to practice a lifestyle that is adopted with the conception of hijab. This requires Muslims to not only dress modestly but to also behave in a way that promotes humility and respect towards the opposite gender.

Nonetheless, the dominant feature, and perhaps the most obvious practice of hijab is the dressing of Muslim women. With the Islamic dress code comes many assumptions and stereotypes about the way Islam treats women and men.

It is not surprising to hear the misconceptions that many associate with Islam, including the notions that “women are oppressed,” and that they are “forced to wear the head scarf ” by their husbands or fathers.

Even those who practice Islam often times have a skewed interpretation of the concept of modesty, in which the term “hijab” is continually associated with women only. When witnessing the proper application of these rules however, it is evident that Islam does not intend to limit women or subjugate its adherents to a restricted lifestyle.

As stated in the Qur’an, the holy book revealed to guide Muslims in everyday life, the hijab requires both men and women to follow a modest dress code. It has commanded, “Say to the believing men [and women] that they should lower their gaze and guard their modesty: that will make for greater purity for them:

And Allah is well acquainted with all that they do” (Quran 24:30-31). These rules of modesty have both physical implications and must also be abided by in every day interactions.

For women, the requirements for attire emphasize covering all parts of the body except the face and hands, wearing loose and opaque clothing so as to not reveal the outline of the body, and wearing outfits that would refrain from drawing too much attention. In addition, it is recommended that Muslim women should not appear to dress as men nor should they attempt to attract attention with an excess of extravagance or with the excess of raggedness, so as to draw sympathy.

Muslim men must also adhere to clothing requirements, although to a different degree than applies to Muslim women. The hijab requires men to dress from the area of the navel to the knee and to wear clothes that are not too tight or provocative.

These corporal rules are applicable for individuals when they are front of others who are considered “non-mahrams” or those whom a Muslim would be allowed to marry.

Men must not attempt to dress similarly to women and they are prohibited from wearing gold or silk.

The rules of behavioral hijab however, have the same implications for both sexes and should be adhered to at all times: having respect for individuals of the opposite sex by refraining from physical interactions until marriage.

Muslims commonly use the phrase, “lowering your gaze,” in reference to the practice of hijab.

This does not mean that men and women are prohibited to interact on a day-to-day basis for school or work; rather Islam sets certain guidelines for interacting with the opposite gender so as to create a proper environment conducive to maintaining the Islamic hijab.

Although a negative image of hijab may persist for those who are unfamiliar with the practices of Muslims. People see Muslim women portrayed as oppressed in the media and assume that Islam indoctrinates all Muslims to control women. But this lies within the misconception that women are oppressed under the requirements of Islamic law.

The hijab itself is not a tool of oppression; what is oppressive is the abuse of power utilized by rouge authorities to enforce and subjugate a particular kind of practice to further their own political motives. Just because a government forces something upon a society does not make the practice itself evil or oppressive.

Muslim women around the world believe that wearing the hijab liberates them from the standards that western society sets for women in terms of beauty and dress. The hijab is most commonly associated with protection from male scrutiny and physical suppression.

that they can live in “convenience” and not be “molested” by others (Quran 33:59). The hijab, if worn properly, diverts one’s gaze from physical appearances and allows for a woman to be appreciated for her intellect and ideas, rather than the way she looks.

The western notion of beauty, however, lies within the examples that leading actresses in movies and television, supermodels, and popular singers emit, essentially selling their bodies in order to become famous or to keep up with appearances.

The media feeds into the stereotypes that society has imprinted upon women and what beauty is supposed to mean, so much so that women, especially young girls, are under more scrutiny and pressure to look good and “fit in.” A study done by the National Institute of Mental Health recently observed that 53% of American girls are “unhappy with their bodies.” This grows to 78% by the time young adults reach seventeen.

Researchers estimate that approximately 5 million individuals in the United States are affected by eating disorders every year as a result of such pressures to look good and to be skinny, in order to fit in with the western notion of “beauty.”

Women and men all over the world are compelled by what they see in the media and thus strive to look like the models and actresses that dominate the headlines in magazines and in corporate ads that people are bombarded with all the time. These unrealistic images that the media portrays of women and beauty have impacted our society at large, so much so that in the 2004 study done by the Dove Campaign for Real Beauty, only 2% of women around the world believed that they were actually beautiful. With all these statistics however, many women in the west still pride themselves with the idea that they are somehow more “free” because they can dress anyway they choose and are thus liberated from the shackles of society that men have imposed upon them through out history.

It is evident however, that women are still subjugated to act and dress the way society desires. Islam, however, has been at the forefront of the battle for women’s right sever since the Qur’an was revealed to the Prophet Muhammad (pbuh) in 610 A.D. In the era of pre-Islamic society, women were considered to have less worth than livestock; it was a time in which parents buried their baby daughters alive simply because they were born the wrong gender and would bring shame and disgrace upon the family. In this era, men had absolute rights over women in marriage, divorce, inheritance and essentially every other aspect of life. Islam radically redefined the position of women in society, uplifting them to the status of men immediately: “O mankind, we created you all from a male and female, and made you into nations and tribes,

so that you may come to know one another” (Qur’an 49:13).

Islam declares that both men and women are entitled to human rights equally and that they will both be held accountable for their actions in this life. With this said, the notion that hijab is a tool of oppression is ludicrous to women all over the world who choose to wear the headscarf everyday.

For Muslim women, the ability to wear the hijab not only signifies freedom but it also empowers them with the responsibility of representing Islam at all times. Essentially, it is the women in Islam who carry the flag of the religion that they embody, and for that, they are at the forefront of fighting ignorance and stereotypes.

Perhaps you are still doubtful of the connotations that come with practicing this Islamic doctrine, and maybe you think that the hijab limits daily activities or physical potentials that women reach without wearing the headscarf.

This mentality however, is also a major misconception. Muslim women all over the world are contributing to various disciplines and fields, including athletics, law enforcement and politics.

At the 2004 summer Olympics in Athens, for example, a woman wearing a track singlet and a hijab, its white hood imprinted with the flag of Bahrain, set a national record in the 100-meter qualifying heats. So did a woman from Afghanistan, the first to represent her nation in the Olympics, who ran in loosefitting pants and a T-shirt. In Victoria, British Columbia, Constable Maha Sukkar became the first women in the police force to wear the hijab as part of her uniform, going so far as to making a Velcro attachment that would allow her to release the head piece if she were to get into a scuffle.

Muslim women are not only major contributors to societies in the west but also a dominant force in the political arena of nations around the world, including Islamic countries like Kuwait, whose constituents recently elected four women to the parliament. Thus, it is evident that Muslim women, especially those who practice wearing the hijab,are just as active and equally contributive to our societies as any other individual.

Many think that wearing a headscarf is the hardest aspect of being a Muslim. For me however, hijab has been the easiest practice because it is a now so deeply embedded in my lifestyle that I cannot ever imagine myself without it.

Of course encounters with ignorant people who might ridicule you for wearing a “towel” around your head are unavoidable sometimes, but for the most part, the people I have talked to about the hijab have been amazed at the level of commitment Muslim women have for their faith, and they respect us for having the courage to practice our religion to the fullest.

South Asian Media Roundtable with BC Premier and Ministers

By: Shahrukh Naseer, Miracle Reporter On March 4,The Premier of BC addressed the South Asian Media on at Grand Taj Hall Banquet Hall in Surrey. MLA Bruce Ralston Minister of Jobs, Trade and TechnologySurrey-Whalle, MLA: Hon. Harry Bains, Surrey-Newton, Minister of Labour MLA Jagrup Brar, Surrey-Fleetwood MLA: Minister of Citizens’ Services MLA: Rachna Singh, SurreyGreen Timbers, MLA: Ravi Kahlon, Delta North and MLA Garry Begg, Surrey-Guildford, MLA Raj Chouhan, Burnaby-Edmonds were also the participants.

Premiere John Horgan said in his second address to the South Asian Media, the Premier focused his discussion around the NDP Proposed Budget for 2018.

Amongst his priorities, Premier Horgan started with housing and assured his commitment to increase affordability and supply by building over 34,000 units across BC. This would include units of mixed-income social housing, new beds for student and units for the homeless persons. The Premiere also announced a budget of $1 billion into child care spanned over three years. Also, approximately 86000 British Columbians will be eligible for child care benefit which will provide up to $1250/month to reduce child care fees.

MSP’s have also been cut in half this year and will be eliminated completely by Jan, 1, 2020. The Premier stated that his will result in savings of up to $1800 for families on an annual basis. The Premier is also committed to increase in the Minimum wage to $15/hr.

In terms of the accomplishments the NDP Government has already completed since coming in power,

the Premier highlighted the following -Purchase of Waneta dam through BC Hydro to keep the rates low.

- Formation of Poverty Reduction Advisory Forum in listening to people across BC who are working to eliminate poverty.

- Increased access to Adult Basic Education and English Learning centers.

- Providing wavers for post-secondary education to youth aging out of foster care system - Securing 1000 high tech jobs through working with High Tech firms such as Amazon - Strengthening economic ties with China, South Korea and Japan who constitute three of BC largest trade Partners.

- Reduced the small business tax rate by 20% - $14.6 Billion investment over 3 years in building schools, hospitals, roads and transit.

- A new movable barrier system to eliminate congestion on the Alex Fraser Bridge - Planning of a new hospital in Surrey, BC - Actions to provide safer schools across the provinces in BC. The Premier also highlighted actions taken to strengthen the democratic process in BC through -Holding referendum to give people the power to change our current voting system in order to find proportional representation -Legislation introduced to reduce the numbers of seats required for recognized political parties from four to two

Trudeau, Singh and Scheer will all face new problems if the plain-spoken, policy-light Ford takes over Ontario,

government’s relationship with Canada’s Indigenous peoples.

But so far, the carbon pricing debate had mostly been playing out on a Western Canada battlefield.

A Tory victory in Ontario in June would bring that battle to Central Canada just in time for the federal election.

Indeed, by the fall of 2019, Trudeau’s climate change policy could be challenged by a trifecta made up of conservative governments in Ontario, Alberta and Saskatchewan. Under the Liberal plan, the federal government would impose its own carbon tax in provinces that refuse to adopt their own mechanism to price emissions. At the time of the National Energy Program, Trudeau’s father successfully drove a wedge between the Tory governments of Ontario and Alberta with the former aligning itself with the federal Liberals.

Based on the keynote speech he delivered at Saturday’s Ontario leadership event, Alberta’s official opposition leader Jason Kenney — should he succeed in becoming premier next year — is not about to let history repeat itself.

And then in the federal budget released just a few weeks ago, Trudeau’s Liberals signalled their intention to make a national pharmacare program part of their re-election platform. But without the co-operation of the provinces — starting with that of Canada’s largest one — the federal plan could be dead

on arrival.

For the Trudeau Liberals, the advent of a Ford government at Queen’s Park would inevitably make the governance of the federation more challenging. But those policy complications could come with an electoral silver lining.

Over the past decades, it has been the rule rather than the exception that Ontario voters put their election eggs in different federal and provincial baskets. Pierre Trudeau and Bill Davis; Brian Mulroney, David Peterson and Bob Rae; Jean Chrétien and Mike Harris; Stephen Harper and Dalton McGuinty all had parallel tenures.

For a federal opposition leader, the presence of strong premiers of the same partisan stripe in some of the major provinces has more often than not been a recipe for misery.

Just ask NDP leader Jagmeet Singh as he tries to navigate between the warring NDP governments of Alberta and B.C. over the Trans Mountain expansion.

Even in their current roles as provincial opposition leaders, Ford and Kenney stand to overshadow their mild-mannered federal counterpart Andrew Scheer.

The perception that Scheer — as prime minister — would be at the beck and call of two take-no-prisoners provincial leaders (who by then could have become premiers) would not be an asset as he tries to win back the moderate voters who deserted Harper in 2015.

With memories of the Harper decade still fresh and with an Ontario/Alberta tandem of the same right-of-centre variety in place, Singh would have a hard sell on his hands trying to convince many progressive voters to take a chance on splitting the non-Conservative vote between his NDP and Trudeau’s Liberals.

Some of the NDP’s strongest scores were achieved in elections that resulted in a federal Conservative majority government.

A word in closing: Quebec will be going to the polls just a few months after Ontario. For the first time in decades, the issue of the province’s political future is not expected to be the subliminal theme of the campaign. It is not a coincidence that for the first time in just about as many decades, none of the Quebec leaders on the ballot next fall will be in contention for becoming the most polarizing premier on the federal-provincial scene.

Unfortunately, the previous government’s poor choices and neglect led to our housing market spiral out of control, while people struggled to find a suitable place to rent or an affordable home to buy.

That’s why our first full budget took bold action to make housing more available and affordable for people, including closing loopholes and cracking down on tax cheats and housing speculators, investing in the homes people need and making our rental laws fairer for everyone.

Years of unchecked housing speculation has distorted our market, hurting people and hurting our economy. That’s why we’re bringing in a tax on speculation – it targets people who don’t pay income tax in B.C. and are not contributing to our province and our communities.

Similarly, we’re closing loopholes that people use to abuse our real estate market and cracking down on tax cheats who expect their neighbours to pick up the tab for the

services we all enjoy. This should help stabilize our housing market and make it fairer for everyone.

We’re also asking people who have benefited the most from rising land values to pay a little more by increasing school taxes and the property transfer tax on homes worth more than $3 million dollars.

By raising the foreign-buyers tax to 20 per cent and expanding it to more communities we are also making it clear that people who live and work here are the priority for homes in B.C. These measures to address excess demand in our real estate market are critically important, but they can’t solve the problem alone.

That’s why we are investing more than $7 billion over 10 years for the kind of homes and supports people need, in every corner of the province - urban, suburban, and rural.

This is the biggest investment in affordable housing in B.C. history and will help us work in partnership to create 114,000 new, affordable homes across the province.

We won’t be able to build those alone. We will be working with other governments, First Nations, faith groups, non-profits,

post-secondary schools, for-profit developers and others to streamline the creation of new, affordable housing for people who need it the most – including students, seniors, and middle income families.

We’re starting by working with post-secondary schools to deliver more than 8000 on campus homes. This will free up rental housing in our communities, and help the bright young minds of tomorrow focus on their studies instead of struggling to find a place to live.

Supply takes time to build – and people need help today. That’s why we are making existing rental housing more secure, and strengthening our rental laws so they are fairer for everyone.

We already closed the loophole in our housing laws that some people were using to raise rent over the legal limits. And we strengthened penalties for bad tenants and bad landlords who repeatedly break the law, while making it easier for everyone to get disputes settled faster.

We’re also raising rental supplements for seniors and low-income families so they can afford to keep their homes as the cost of rent

increases, and giving owners of manufactured homes increased compensation if they are displaced by redevelopment.

The housing crisis wasn’t created overnight. It will take time and sustained action to solve. We are not waiting to get started.

These are just some of the ways we are taking bold action to address the housing crisis.

We will continue to bring forward the solutions families and communities need, as we work to fix a housing crisis caused by years of bad choices and neglect.

‘I didn’t invite the person,’ he said of Jaspal Atwal By: Tom Zytaruk Surrey Liberal MP Randeep Sarai has no intention of stepping down from his job now that he’s back in Surrey Centre and hoping to put Prime Minister Trudeau’s India tour fiasco behind him.

This is his first interview in Canada after returning to Surrey Thursday night. We’ve been trying find out why a Sikh extremist found guilty of trying to assassinate an Indian cabinet minister in 1986 was invited to attend a reception with Prime Minister Justin Trudeau in Mumbai.

This is what a “jet-lagged” Sarai had to say on that, and more, on Friday morning.

“All we did is forwarded anybody that wanted to attend,” he told the Now-Leader, “that had expressed interest in the office. We forwarded those names to, forwarded those names forward. People were excited — people were calling in the office, there was about

25 or 30 names that came in from various different industries and we forwarded those names forward.”

“I didn’t invite the person,” he said of Atwal. “He’s a media personality; he’s associated with Media Waves, the radio, and he’s there for, around everywhere. We did go on his radio pre-election, kind of during the writ period time, afterwards I’ve been on it a couple of times, he’s been around socially in the community here in Surrey for years now. I’ve seen him around but I don’t have anything beyond socially when we see him at media events or at public events, I don’t have any other relationship with him.”

It’s not like he’s been breaking bread with Atwal, he says. “No, no, not at all.”

The request for the invitation went through Sarai’s constituency office in Surrey. “It was anybody who expressed interest to the constituency office, we forwarded those names.”

Nobody recognized Atwal’s name, given his history?

“I was eleven years old and I’m the oldest in my staff, everyone else in there is in their early twenties,” Sarai explained. “We should have vetted better, we should have been more diligent but none of us, instead of doing that we were pretty preoccupied in organizing myself, for myself to go to the visit and I just forwarded the names that I received. I take full responsibility, I’ve as you know stated that and I should have done better, I should have searched the names up and done my due diligence better.”

It’s been reported that the circumstances around Atwal’s invitation is being investigated by the National Securities Service.

Have they contacted Sarai?

“No, no, nothing with me at all yet.” If they do, he said, “I would absolutely be available to them but I haven’t heard of anything now I’ve heard they’re probably looking into this matter but I don’t, I haven’t been in contact with anybody yet.”

For Prime Minister Justin Trudeau, it could mean that the federal-provincial window of opportunity to execute some of his government’s signature policy missions is inexorably closing.

Without a high degree of provincial buy-in, the rollout of Trudeau’s climate pricing policy risks being anything but smooth.

The main policy take-away of the abbreviated Ontario leadership campaign was a reversal of the Tories’ carbon-tax friendly position.

Ford set the stage for that reversal. Among the leadership candidates, he also came across as the least amenable to the federal government’s carbon pricing agenda.

The conflicting political interests of Alberta and British Columbia’s New Democrat governments have already upset the balance Trudeau is seeking to strike between increasing Canada’s pipeline capacity and the mitigation of climate change.

64 Yrs “Amena Seru” Picking up the pieces From The Streets To A Job Rwanda’s capital city, Kigali, Africa’s cleanest city

By: Siteri Sauvakacolo A Struggled of 64 energatic man in his life WHEN Amena Seru combed the streets of Lautoka for some years, he thought this was going to be life for him.

Years behind bars, he never knew there was light at the end of the tunnel.

However, it just happened that a person who had known Amena from his young days happened to rescue the Ra man from the streets and offered him employment which has now given Amena and his family hope for the past four years. You may have happened to meet Amena at the Lautoka Municipal Market cleaning up daily around the market area ensuring the sight is always friendly for those who visit the market.

He is 64 years old, still energetic and still enjoys the work he does because it was around this same time four years ago that he actually picked up the pieces after being approached

by Lautoka social worker Narayan Reddy to work and start earning for his family.

Amena is an employee of the West Quality Pest and Cleaning Service which does cleaning around the Lautoka market area and other cleaning services as well and he is proud that this work helped him realise that there was always more to life than just roaming around the streets and being involved in unwanted behaviours.

“Au vakavinavinaka vakalevu vei Reddy na nona lomani au me solia vei au na cakacaka qo (I want to sincerely thank Reddy for giving me this job)” Amena shared with a huge

smile on his face.

Amena’s seven children reside in his village in Ra while he lives with his wife in Lovu and he enjoys life just like any other human being because he now sees that hard work is always the substitute to better things in life.

He also shared that this work has changed his take on life because he was able to see clearly the difference of working hard rather than just living an easy life on the streets and having to survive from whatever he meets along the way.

Bombardment kills 25 civilians in Syria’s Ghouta, Russia calls for 2 day truce BEIRUT: Russian defense ministry annouced this afternoon that it was ready to renew a humanitarian truce for eastern Ghouta for two more days. Previous calls for a cease fire in the suburb of Damascus never materialised with casualty numbers rising daily.

Bombardment by the Syrian regime and its Russian ally killed 25 civilians, among them three children, in the embattled rebel enclave of Eastern Ghouta on Wednesday, a monitor said.“At least 25 civilians including three children were killed on Wednesday, most of them in regime air strikes and others in Russian raids on an area controlled by Faylaq Al-Rahman,” a rebel group, the Britain-based Syrian Observatory for Human Rights monitoring group said.

Syrian opposition activists say the town of Hamouria, in the southern pocket of eastern Ghouta, was the worst hit, with at least 10 killed there and a rescue center bombed and destroyed. A doctor in Hamouria says he was overwhelmed and that for four hours, no vehicle was able to move the injured to a medical facility. The doctor spoke on condition of

anonymity fearing for his own safety.

The Britain-based Syrian Observatory for Human Rights and the Ghouta Media Center say the towns of Arbeen, Jesreen and Saqba were also targeted. Recent government advances have cleaved eastern Ghouta into a northern and southern pocket. The bombing Wednesday focused on the southern pocket.

A senior UN adviser said on Wednesday Syria could see “tremendous battles” for two remaining rebel enclaves even once a government onslaught on the last insurgent pocket near Damascus is over.

“It’s really not too late to have talks around Idlib, to have talks around Daraa, and to have talks around Afrin,” he said. “Idlib would be a tremendous concern because Idlib is in many ways a gigantic refugee camp.”

To stem one of the worst effects of the fighting — air strikes on medical facilities — Egeland said a new notification system for the coordinates of more than a dozen hospitals had gone into effect in the last few days.

“We have delivered coordinates on hospitals both in eastern Ghouta and in Idlib to the United States and to Russia, and Russia will not only guarantee that they will not attack, we’re asking them also to make sure that Syrian armed forces, the air force, is not targeting the hospitals,” Egeland said.

Russia is Syrian President Bashar Assad’s main military ally in the conflict.

LONDON: Saudi Arabia’s decision to lift the 35-year ban on cinemas last December has opened up opportunities for UK companies to help the Kingdom develop its entertainment industry.“This is a very exciting time for both Saudi Arabia and the cinema industry and we see huge potential for the development of entertainment centers with the bigscreen experience across the country,” said a spokesperson for Vue International. The cinema chain, which has its headquarters in the UK, was one of the first operators to move into the new sector.

The company signed a deal with local partner Abdulmohsin Al Hokair Holding Group on Feb. 12 and plans to open up to 30 multiplexes within three years. It was the was only operator invited to the Future Investment Initiative, held in Riyadh, last October and talks on a deal have been ongoing ever since.

The $68 million facility is the first fully integrated closed-loop organic waste management system in North America. The facility will convert curbside organic waste into renewable biofuel to fuel the City’s fleet of natural gas powered waste collection and service vehicles. Under this closed loop system, waste collection trucks will literally be collecting their fuel source at curbside. Excess fuel will go to the new district energy system that heats and cools Surrey’s City Centre.

“Surrey has established a new sustainability benchmark in Canada with a state of the art facility that converts organic waste into renewable energy,” said Mayor Linda Hepner.

“The Biofuel Facility will be instrumental in reducing community-wide greenhouse gas (GHG) emissions by approximately 49,000 tonnes per year, which is the equivalent of taking over 10,000 cars off the road annually.

This reduction in greenhouse gas emissions will also completely eliminate the City of Surrey’s corporate carbon footprint of 17,000

tonnes per year.”

The City owned Surrey Biofuel facility was established via a Public-Private Partnership (P3). 25% of the cost of the facility was funded by the Government of Canada and the remaining 75% was funded by Renewi plc. Based in the UK, Renewi is responsible for the design and build of the facility and will operate and maintain the facility on behalf of the City for a 25 year period.

The Biofuel Facility will divert 115,000 tonnes of organic waste from the landfill, produce approximately 120,000 Gigajoules of renewable natural gas and produce approximately 45,000 tonnes of nutrient-rich compost annually.

The Biofuel Facility was designed to meet future demand. Currently, the City of Surrey collects 65,000 tonnes of organic waste per year. The processing capacity of the facility can meet a demand of 115,000 tonnes per year which the City fully expects to utilize by 2043. In the interim, the balance of organic waste will come from the commercial sector and other municipalities.

Organic waste delivered to the Biofuel Facility will be treated exclusively “in-vessel” meaning that 100% of the organic waste will be con-

tained and processed inside the facility. Integrated within the Biofuel Facility is a state-ofthe-art odour mitigation technology that treats the waste odours. The end result is that odours are entirely contained within the facility.

The Biofuel Facility is the recipient of the Institute for Sustainable Infrastructure (ISI) Envision Platinum award. The Envision rating system rates sustainable infrastructure across the full range of environmental, social, and economic impacts. The Surrey Biofuel Facility is the first waste sector infrastructure project in North America and only the third Canadian project overall to earn the prestigious

Now, TransLink is upgrading the capability of the Compass readers so they can accept payment from credit cards and mobile phones. The idea is to make the system more accessible to tourists or infrequent riders. That change could introduce complications when paying for a trip by putting multiple payment options near the scanner like a wallet, which TransLink says is weighted to read a Compass Card but may read a contactless credit card instead.

Osteoarthritis: Knee joint degeneration slowed with weight loss, study confirms

By Honor Whiteman Obesity is a known risk factor for osteoarthritis, one of the leading causes of disability in the United States. A new study provides evidence that losing weight can slow the development of osteoarthritis of the knee by reducing the degeneration of knee cartilage.

Researchers found that overweight or obese adults experienced slower degeneration of knee joint structures after losing 5 or 10 percent of their body weight over 4 years, compared with those who did not lose weight.

Lead study author Dr. Alexandra Gersing, of the Department of Radiology and Biomedical Imaging at the University of California, San Francisco, and colleagues recently

reported their findings in the journal Radiology.

Osteoarthritis (OA), also known as degenerative joint disease, is the most common form of arthritis in the U.S., affecting more than 30 million adults.

The condition is caused by the breakdown of cartilage, the tissue that protects the joints at the ends of bones and enables them to move

that cushion and protect the surface of joints, while articular cartilage is the smooth, connective tissue that covers the ends of bones.

The researchers analyzed data from the Osteoarthritis Initiative, which included 640 adults who were either overweight or obese.

All participants either had risk factors for OA or mild to moderate OA, as determined by MRI

Compared with the control group, the researchers found that adults who had lost at least 5 percent of their body weight experienced slower knee cartilage degeneration, and this effect was even stronger among participants who lost more than 10 percent of their body weight.

“The most exciting finding of our research was that not only did we see slower degeneration in the articular cartilage, we saw that the menisci degenerated a lot slower in overweight and obese individuals who lost more than 5 percent of their body weight, and that the effects were strongest in overweight individuals and in individuals with substantial weight loss,” says Dr. Gersing.

Overall, the researchers believe that their results demonstrate how weight loss may lower the risk of OA among individuals who are overweight or obese.

Being overweight or obese is a major risk factor for OA; the excess weight can put extra pressure on the joints and cartilage, causing “wear and tear.”

Furthermore, Dr. Gersing and colleagues note that higher levels of body fat can lead to an increase in substances in the blood that trigger joint inflammation, which can raise the risk of OA. For their study, the researchers set out to gain a better understanding of how weight loss affects joint health.

“We looked at the degeneration of all knee joint structures, such as menisci, articular cartilage, and bone marrow,” notes Dr. Gersing.

RPS are research based practical guidelines developed to help people with diabetes fast safely during Ramadan. The RPS has been developed with the consensus of Canadian diabetes specialists, researchers as well as religious leaders. The plan is to have this position statement endorsed by Diabetes Canada and submitted for publication in a Canadian Medical Journal before Ramadan starts in the middle of May 2018.

Type 2 diabetes is a growing epidemic, especially in certain immigrant populations in Canada e.g. people with origins from South Asian and Middle-East Asian countries. According to national statistics the Muslim population in Canada is steadily growing, in part fueled by immigration and higher fertility rates. One of the pillars of Islam is fasting during the month of Ramadan (from

dawn to dusk). Though certain individuals are exempted from fasting (e.g. pre-pubertal children and those who are ill, pregnant or breast feeding), many of those who fall under these categories often opt to still follow the practice. Management of diabetes (type 1 and type 2 diabetes) during Ramadan is challenging for Canadian healthcare providers because of limited research data and education around this topic. The launch of this first Canadian Ramadan position statement will potentially overcome this huge unmet need and knowledge gap.

The Canadian Ramadan Position Statement initiative will be launched at a high-level media & health care professional event on March 20, 2018 from 6PM to 8 PM at Mississauga Convention centre. This event will be organized by STOP Diabetes foundation Inc. The program agenda will include Q & A style

interactive engagements with the Canadian expert faculty involved with this project (Dr. Harpreet Bajaj, Dr. Tyceer Abouhassan, Dr. Amel Arnaout, Dr. Tayyab Khan, Dr. Hasnain Khandwala and Dr. Subodh Verma); Diabetes Canada scientific leaders (Dr. Jan Hux and Dr. Peter Senior), several religious leaders, community leaders and Dr. Hisham Mahmoud (Sanofi Canada). Dr. Mohamed Hassanein, chair of the International Diabetes Federation’s Diabetes and Ramadan alliance will also support this Canadian initiative via videoconferencing from Dubai.

CCMW hosts a brainstorming session for “Engaging Men and Boys to End Violence in the Family” On March 4, the Canadian Council for Muslim Women or CCMW-Vancouver Chapter hosted a brainstorming session in which they invite community as well as media at MOSAIC office at Boundary road Vancouver. The attendance was low due to bad weather but the Miracle Media and Al Almeen were participated. Dr. Amber Fatima Riaz was the facilitator of this workshop on behalf of Zia Afsar. CCMW) The purpose of this session was to run a workshop entitled “Engaging Men and Boys to End Violence in the Family” but before that they would like to hear ideas and suggestions from community members and media for this workshop. Many female members shared their experiences and ideas, Mr. Zia and Mr. Jafar Bhamji from AL- Ameen also spooked about violence in community and given many suggestions.

At the end Mr. Pirzada from Miracle Media shared a detail experience of his journalism. He said our beloved Prophet Mohammad(SAW) teachings about the respect of daughters / wives and all women through HIS practice is the best example for all mankind.

He said that As a Miracle editor in-Chief in my 17 years history I receive at least one story every month, mostly via phone, about domestic violence, physical abuse in their marriages, in Muslim and non-Muslim families, often times it “Frustration” which cause the violation. ( He shared some of tose in short stories) •How this happens? This is the point.

As you know in some underdeveloped countries from where the most of the immigrants come from in Canada, they have their basic needs problems, like Electricity, Gas, unemployment, law and order etc.

The immigrants who faced these types of

problems with having master degree or highly technical skills, when they do not get the proper jobs in theirs fields and most of the husbands and wives do the different odd jobs in grave yard shifts, and some on them meet only on the weekend.

The frustration increases day by day in their mind and then violation growths.

How more problems create, •Most important is, their children, when they are ignored by their parents and watch them in daily behavior with each other which started from verbal abuse and moving on to physical abuse by their childhood, then they find the other outlets at the age of 13-18, and some of those boys join the group of bad society and then start violence in their mind just to relax their mental frustration.

•Not all immigrant tries to upgrade their skills and when the expenses of their lifestyle increase and due to continue doing odd jobs, distances increase between husband and wives from verbally abuse to physical abuse then at one stage they divorce each other’s. In divorce their Kids suffer a lot, and what the result everyone knows of those children.

•Love and mercy are the highest objectives of the Qur’anic message. So, spread it in all.

•Engage men and boys from Muslim communities to end violence in the family in different social and healthy activities.

•Invite key decision makers in the communities so as to transform the environment and create a cultural shift. like Imams of Masajid, Councilors, Associations male and female leaders.

•Miracle Media offers you for each edition to publish one story to educate the commu-

nity, now it is up to you who will send first for printing from March 16th edition.

•Show youth, that you respect them and that you care about them •Take every opportunity to meet with parents •Arrange to speak to the local media, get on interview shows, write letters to or articles for community, school, company, and other papers.

•Change the different venue and invite other religious and community associations and

involve them.

After Mr. Pirzada delivered his views and suggestions, Dr. Amber Fatima Riaz said, I noted all problems and suggestions of each member and all these points to be shared with CCMW committee and our plan to arrange a big workshop at different venue where we can attract more people. here is nothing that is difficult or easy but it is only our perception that makes it look so. Any work seen as a whole, may be threatening but when divided into parts, becomes simple and easy. The problem with many of us is that even at an initial stage we are baffled by the enormity of the task and give it up as an easy way escape. If we are sincere in undertaking a job, we would analyse ways and means of doing it. Lack of sincerity and erroneous perception often frightens us from undertaking any task. When we have strong willpower, the goal alone will remain constant in our memory and every challenge that comes our way, will convert into an opportunity for achieving our objective.

As we are conditioned by external influences, both environmental and individual, sometimes some unfavorable events happen on which we have no control. These unfavorable events make a negative impact on our effects and may throw us into a despondent mood.

Such an approach to take on challenges is called character, which is essential for achievements in life.

What is important is your perception of things and situations. It is the faith in our ability to retrieve lost ground and the action we take which are two important things that makes any achievement possible. Thinking and planning are essential but without positive action, all the time spent on planning would be wasted. In the absence of strong will, we easily get shattered by negative events that cross the paths of our endeavor.

We must have absolute confidence in ourselves and that alone will bring out our inner strength. There is no point in asking ourselves, “Will it be possible for me?” Instead of doubting your capability, repeat the statement “It is possible for me”. Anything and Everything Is Within Your Reach.

One day a little girl was sitting and watching her mother do the dishes at the kitchen sink. She suddenly noticed that her mother had several strands of white hair sticking out in contrast on her brunette head. 8 Things Grandparents Wish You Knew

By Jeannie Ralston When my oldest son was 2, I got a “compliment” from my mother that still stings. We were visiting my parents, and I was sitting on the carpet in my old room reading to him, trying to get him down for a nap.

My mother walked in and snapped, “Well, aren’t you a good mother.” The comment wasn’t approving but filled with something acidic. “Why don’t you just put him down and leave him?” she said.

“Let him cry. It’s okay.”

I didn’t say anything then, but I figured that she must have felt jealous in some way. My mother raised six kids -- very well -- but she didn’t have the time to indulge in such pleasures as reading at naptime.

Recently, however, we talked about the incident, and she told me that she’d been concerned that I was trying to do too much for my kids (I had a 4-month-old, too). “I hated to see you run ragged, trying to be this perfect mother,” she told me. “You’re still my daughter. I can’t help but worry about you.”

I feel better knowing that her outburst was fueled by concern rather than by bitterness.

But it struck me that there’s much about our own parents we misinterpret as we raise our children.

Like many moms, I’m keenly sensitive to what I perceive as criticism of my parenting skills -- especially from the two people I’ve spent a lifetime trying to please. The whole generational relationship is complicated because many grandparents are hesitant to “interfere,” which can leave you filling in the blanks. “Parenting issues are a no-fly zone with me, unless either of my daughters raises a concern or question,” says Sheila Kowal, a grandmother of three from Denver.

But understanding how your parents and in-laws really feel about their role in your family can help life run more smoothly.

Here, what many grandparents wish (but may not be able to admit) their own children knew:

1:“We need an adjustment period, too”

Just as becoming a mom changes you in infinite ways, grandparents also morph into new beings upon the birth of your child.

One of the main things they have to adapt to is realizing they’re no longer in charge. (The transition may be hardest for grandfathers, since many of them weren’t as involved as dads are now.)

“A new baby notches everyone into a different generation with different role models and boundary systems,” says Arthur Kornhaber, M.D., author of The Grandparent Solution. “The reflex for grandparents is to treat the parent as the older sibling of the new child.”

The best way to get through this period is to talk to your parents or in-laws about their feelings before the baby is born. Then allow them time to get with your program (and to get used to the idea that it is your program).

Many of us are more than a little insecure about what we’re doing, and our relationship with our own parents may make us vulnerable to perceived slights. Especially if we’re still fighting the same control battles that we had with our parents when we were teenagers. So if you get very huffy, make sure your thin skin isn’t contributing to the problem.

Take a deep breath and express your appreciation for their input. Then you can suggest (nicely!) that you have things under control.

3:“Trust us”

Giving instructions on how to treat your kids can put you on thin ice when it comes to intergenerational relations. My mother still smarts over the comment one of my brothers once made when he and his wife were leaving their three children with her.

“Now, Mom,” he said, “no confrontations with the kids.”

My mother, who isn’t afraid to discipline her grandchildren, felt it implied that she was needlessly assertive. Besides, she was bruised to think she needed any direction at all in the child-rearing arena.

While it must be clear that you’re in charge, it’s best not to be unrealistic in your expectations. “You can sit down together and discuss the basics and rules,” says Dr. Kornhaber. “Then you need to give your parents twenty percent wiggle room.”

Often you can find a way to convey your intentions in a manner that isn’t dismissive.

My sister reports that she says, “This is what I do before Rachel goes to bed. This is what I do if she wakes up in the middle of the night.” That way she’s not giving our parents commands.

Shelly Keith of Cypress Mill, Texas, used to get frustrated when her in-laws did something against her principles -- say, serving canned vegetables instead of fresh -- but she’s learned to be less rigid. “If I pay a babysitter, I expect her to do what I want,” says the mom of three. “But I expect my mother-in-law to get my kids’ needs met to her standards. If she gets them met to mine, that’s a bonus.”

4:“Just ask us to pitch in”

My mother-in-law is ideal in many ways.

She’s circumspect about infringing on our time and never serves advice with the lemon cream pie she makes us. But because my own mother is so, shall we say, forthcoming, I wasn’t sure what to think at first. Was my mother-in-law really that interested in her grandchildren?

I now know that she eagerly wants to be involved in their lives. “My own motherin-law was very critical of me,” she recently told me. “And I promised long ago that I was going to be a good mother-in-law.” For her, 2:“Don’t overreact” When Doris Cox of Blanco, Texas, sees her that means sitting back and waiting for an grandchildren at different stages, she would invitation to jump in.

Many grandparents can be categorized as “Help When Asked” types, according to Don Schmitz, author of The New Face of Grandparenting.

“Grandparents tend to believe that if they’re not sure how to help, they are better off not being involved,” he says. “When you ask them to lend a hand, their role is clearer and they don’t feel as if they’re interfering.”

So if you’re feeling overburdened, be specific when you ask your parents and in-laws for help. Giving them the chance to pitch in (or even turn you down) is a lot better than trying to guess what’s on their minds.

Most grandparents also like to be asked for something else: their thoughts on child rearing. But many grown kids hesitate to do so. They’re afraid that they’re laying themselves open for a sock to the gut or simply feel their parents’ experience doesn’t apply today.

“I rarely ask for advice from my mother,” says Jane Lee, a mom of one in San Leandro, California. “I’m Korean-American, and she grew up in Korea. I do carry on some traditions, but it’s a different world now. Plus, I’m a working mom and she wasn’t. A lot of things I’m dealing with she never had to.”

But by not comparing notes, you may be missing out on a font of acquired wisdom and insight. “You can ask in a more general way, ‘What did people do about this when you were raising kids?’” says Dr. Kornhaber.

This type of question doesn’t mean you have to do it their way, but it will bolster your relationship: Grandparents will feel that you appreciate their hard-won experience.

7:“We’re jealous sometimes”

The ideal grandparent is one with infinite patience and selflessness, but, of course, our parents are only human. That means they’re not always cheerful, even around their grandkids, and they’re not always willing to drop everything for them.

Before I had kids, I remember being surprised to hear that my father had yelled at my niece during the long drive to my house.

Even grandparents are susceptible to the green-eyed monster when it comes to “the others” -- that corresponding pair of grandparents they’re tethered to via the grandchildren. Recently, my mother confided in me that she heard the other grandparents of one of my nieces were giving her a big chunk of money for college. “I thought for an instant maybe we should be doing that too,” she says. “But then I think how much we do with our grandkids and remember that it’s all right.”

By: Sajid Iqbal At least three PTI leaders and mother-inlaw of PML-N’s new president hold offshore property worth millions of pounds THE influential Saifullah Family from Lakki Marwat, Khyber Pakhtunkhwa, holds a bigger offshore property portfolio in the United Kingdom than any other Pakistani politician or businessman, according to a Dawn investigation.

The Pheasantry — a farmhouse located in the leafy Bramshill Park, Hampshire — is the crown jewel in the Saifullah estate in the UK. Bought in 1996 for 865,000 pounds sterling through Aqua Nominees Ltd (a multi-layered offshore company incorporated in Jersey), the farmhouse has six bedrooms, seven reception rooms, five bathrooms and a vast piece of agricultural land. “There is a large swimming pool, Jacuzzi with TV and music system and a tennis court. Beyond is stunning parkland and wonderful mixed, mature woodland. There is also an abundance of deer and wildlife on the estate,” according to Anastasia Bernhardt who wrote a “Property of the Month” piece about The Pheasantry when the newly-refurbished farmhouse was put on the market five years ago.

So big is the farmhouse that the 9,000-squarefoot built-up area and the adjoining 334 acres of agricultural land have been mentioned in the UK land record under multiple entries.

It is worth noting that the possession of offshore property does not necessarily suggest any wrongdoing on the part of any particular person, company or entity.

Just two years after purchasing The Pheasantry, another pricey item was bought in Central London through Aqua Nominees Ltd, the offshore company linked to the Saifullah family. The terraced house on Southwick Street in Central London was purchased for half a million pounds sterling some 20 years ago in 1998.

According to the UK land registry record, the offshore company, Aqua Nominees Ltd, owns another property on Albion Street in Central London. Besides, another offshore company linked to the Saifullah family, the UK Property Investment Ltd, purchased a flat on 13th floor in Park Plaza, Westminster Bridge. While the exact price of the Park Plaza flat is not known, a similar size flat on the same floor was sold in September 2016 for 430,000 pounds sterling.

Albion Street is an expensive neighbourhood as three houses were sold on the street for an average price of 3.5 million pounds and the land registry record shows that the offshore company linked to the Saifullah family owns two houses (1 and 2) on Albion Street.

The group owns three properties in Worcester in West Mid­lands through Aqua Trust Company Limited — a piece of land on Saint Martins Place, land and buildings on the north side of Saint Martins Place and the

Jaguar Centre on City Walls Road.

Ashby Limited, an offshore company incorporated in Belize and linked to former federal minister Salim Saifullah Khan, owns a parking space on Cleeve Way, Sutton.

There is no mention of any residential or commercial property owned by any offshore company owned by the Saifullah family.

However, the link of the offshore companies to the Saifullahs has also been substantiated by the Panama Papers investigation. The Saifullah family is not the only Pakistani farmhouse owner in Hampshire, the county also has a farmhouse owned by Pakistan Tehreek-i-Insaf leader Jehangir Tareen.

The former PTI secretary general owns Hyde House in the same county. Mr Tareen had bought Hyde House through Shiny View Ltd, an offshore company incorporated in British Virgin Islands, in 2005 for 1.2 million pounds.

Aleem Khan, another PTI leader, owns three properties in Central London that he had bought through Hexam Investment Overseas Ltd, an offshore company incorporated in British Virgin Islands.

These include a fifth-floor one-bed flat in Park West on Edgware Road that he had bought for 300,000 pounds in July 2007. Two similar flats on the same floor in West Park were sold for around half a million pounds in June and August 2017.

Mr Khan’s third offshore property is situated at another very sought after location, Westcliffe Apartments, West End Quay, South Wharf Road, London. He had bought this property for around 405,000 pounds only six months ago.

Zulfi Bukhari, a close confidante of PTI chief Imran Khan, owns two expensive Central London properties which he had bought through offshore companies. According to the UK land registry record, Bradbury Resources Limited — an offshore company linked to Zulfi Bukhari — owns stakes in 30 Ennismore Gardens. The estimated market value of the property can be gauged from the fact that a flat in the Ennismore Gardens was sold for 949,950 pounds in July 2008.

Samina Durrani, mother-in-law of Punjab Chief Minister and newly-elected President of ruling Pakistan Muslim League Mian Shahbaz Sharif, owns an expensive residential property in Central London. She bought the property through Armani River Ltd, an offshore company incorporated in Bahamas, for 480,000 pounds in September 2002. The current value of the property can be well over a million pounds. Two flats of the same size and on the same floor were sold for 1.080 million and 1.425 million pounds in 2015 and 2014, respectively.

Karachi set to host Pakistan-West Indies T20Is

West Indies are set to become the latest international team to tour Pakistan. Najam Sethi, the PCB chairman, has announced that they will visit the country for a series of three T20Is, all of them to be played in Karachi. *These matches were originally scheduled for April 1, 2 and 4 but the final one has been pulled forward by a day so as not to clash with the death anniversary of former Prime Minister Zulfikar Ali Bhutto.
