Community Emergency Planning

Residents of Minster Parish should have found a letter enclosed in this copy of Minster Matters about Community Emergency Planning, and I would like to briefly explain the background to Ray this. Kent Resilience Forum have suggested that local areas may benefit from being able to deal with the early stages of an emergency. In most cases the emergency services will be on hand Diane within minutes to deal with a wide variety of situations. However, there have been occasions when this is not possible and the community has to help itself for a short while. In such circumstances it would be beneficial if we had some form of organisation and knew who in the community is willing to step into the breach and Diane help their fellow residents. This is not mandatory but we in Minster Parish Council believe that we should take every precaution to help and protect our community, so we are preparing a Community Emergency Plan for this parish. Diana Please take a moment to read the letter and if you think you could help in anyway in the very early stages of an emergency please complete the form on the back and return it to the Parish Council office or the library. Kevin In addition, we know that there are vulnerable people living locally who may need more help than others; if you are one of those people then please complete the form so that we can ensure that appropriate help is provided. Please note that local organisations will be contacted separately. Thank you. EDITORIAL A much thinner issue this month, no picture spreads and less monthly reports, as some groups do not meet during August, so we’ve struggled to fill 28 pages, although I could have had a page full of gripes about dogs and motorbikes. I’ve had lots of complaints this month about normal sized and mini motorbikes using both the recreation ground and the grass surrounding the new play area, along with adults seen exercising their dogs and allowing them to do their business inside the new play area where they aren’t actually allowed - please don’t moan at me - tell the police and the parish council and I’m sure if you can manage to get photographs and/or registration numbers then so much the better. MISSED APPOINTMENTS Last month twelve fewer patients missed their doctor’s appointment, thank you, whereas fifteen more missed their nurse’s appointment, which is disappointing. As a result 38 patients did not attend their doctor’s appointment and 71 did not attend their nurse’s appointment, so that’s still 109 patients wasting valuable appointments and time! Why bother making an appointment (difficult enough at times!) and not use it? Don’t need it - cancel it! Keep forgetting - get our text reminder service. But a sincere “thank you” to those who do cancel or apologise! MINSTER BOWLS CLUB We are now nearing the end of the outdoor season, our final match being on Tuesday 13 September away to Canterbury, whilst the Club Competition Finals will be held across the weekend of Saturday 17 and Sunday 18 September and on Friday 23 September we will be holding a Social Evening with music and dancing to Russ Pinder. The green will receive its second year special treatment. Sandwich Arts Week Saturday 17 to Saturday 24 September Now in its third year, Sandwich Arts Week sees a full programme of events in addition to the art exhibition in St Peter’s Church and the arts trail in various town centre locations.

The Exhibition of over 30 local artists opens to the public in St Peter’s Church in the town centre on Saturday morning. There is an official opening by the Deputy Mayor on Saturday evening at 6.00pm with a glass of wine for visitors and a chance to meet the artists. The one act play ‘The Trial of King Charles 1st’ will be performed by the Quayside players in the Guildhall Courtroom on both Saturday and Sunday at 2.00pm. Two walking events include making a sound map of Sandwich and a creative writing experience. Evening events throughout the week include an Arts Week quiz on Monday; Folk in the Church and a film evening ‘Frida’ on Tuesday; book readings in St Peter’s and a Jazz Club in the cinema on Wednesday; a piano recital Thursday afternoon and Film Evening ‘Rivers and Tides’ on Thursday evening; an audience with the Gentle Author and Becker Ensemble ‘Magic of Mozart’ Friday – and then a poetry workshop and reading all day Saturday in the Fleur de Lis. Kate’s Puddings – what’s cooking? For September, I’ve chosen a really and deliciously traditional English pudding, syllabub. The name apparently means "silly bubbles" and it was originally made by pouring cream from a height over a mixture of alcohol, lemon and sugar. So it hasn't changed much, except that I find it easier to put the whole lot into a Kenwood mixer! I have no idea where this recipe came from, as my mother passed it on about 30 years ago, and it has been my favourite quick stand-by ever since. Normally made with just lemon juice, I tried adding orange, which was equally good. Ideally, this should be served with little biscuits or tuiles. I get no marks for the presentation here - in an ideal world the orange and lemon zest should be prettily distributed over the syllabub.... LETTERS TO THE EDITOR AND THANK YOUS We are lucky to have the very generous support of a FREE skip for Show day from Thanet Waste. This is especially for our own black sacks of litter. It is very embarrassing for the Show Committee when we get pieces of furniture, barbeques and other objects that have nothing to do with us dumped in this skip. When the skip was removed on Monday it was too high and our black sacks were taken off and left behind. This is not fair and we had to apologise to Thanet Waste. Thank you to Neil and Mark from MPC for clearing up the leftover rubbish and we apologise for the inconvenience Karen Brazil, Minster Show Letter to the Editor re Minster Surgery Very disappointed and frustrated to say that there seemed to be no way of making a 1 – 2 minute appointment last week – either with a doctor or nurse – and even with the sit and wait system – for a wound on my leg to be seen which the pharmacist had confirmed was infected. So despite being a resident of 40+ years and someone who always keeps appointments I had to go across to Estuary View in Whitstable where I was seen within 40 minutes and prescribed a course of antibiotics with minimal fuss. The receptionist there was even heard to make appointments – a Damascene revelation and a practice which appears to be beyond impossible at Minster surgery. Whatever happened to common sense when half of Minster is trying to contact the surgery at 8am – not to mention the stress this must put on surgery staff? There has to be another way! (name and address supplied) Dear Minster, We were delighted to be back in Minster for this year’s Show, and to meet up with so many good friends from years past - its 10 years now since we left Minster for Devon. The Show seems to go from strength to strength, with such a lot to see and do, and as always, blessed with beautiful weather. We were very honoured to be asked to present the cups to the winners in the Show tent. Many congratulations to all who helped put the Show on, we know it’s hard work but the end result makes it all worthwhile. Keep up the good work, and we hope to visit again in the future. A BIG SHOUT OUT TO OUR YOUNGSTERS We are always hearing about the youngsters of the village when they do wrong. Well I would like to say a huge well done to 3 local schoolgirls. Annabelle Fleming, Gemma Allan and Katrina Jakovleva who handed in a wallet to Attwells which contained money, cards etc. Luckily there was some information to enable us to track down the owner and return it safely which we did. This was a very honest thing to do so well done. As far as I’m aware the girls have not been in contact with the owner, so girls, when you are next passing Attwells pop in and choose a large bar of chocolate as a little reward from us, as we are proud to have you in the village. Eating alone Meal times are traditionally social occasions, a time to catch up with the day’s activities and to chat. Meal times are often the only time the family gets together. Quality time to share and enjoy food with those you care about. For many older people meal times are not happy times at all. Sitting alone with a plate of food, day after day, can be a bit depressing. This often, results in people losing their appetite and not bothering very much about eating. Obviously if this continues significant health problems can arise. Age UK Thanet is trying to encourage older people to eat and is looking for volunteer lunch buddies to visit someone at lunch time and join them for lunch. Eating together will hopefully make meal times more enjoyable again. Meal buddy volunteers will be provided with a free cooked meal. NEXTDOOR - PRIZE MONEY PROJECT As all of the members of Nextdoor Minster Thanet are aware, the group won £500 to spend on something to benefit the village or villagers. After much discussion and a rather heated debate the final decision was left to group founder member Ray Owen. Ray has looked at all of the suggestions that were put forward and has now opted to purchase a flagpole and flags to be erected in the village. This project looks like it will need planning permission and may well cost a lot more than the money that was won, so with that in mind Ray has now been promised matched funding bringing the available total to £1,000. MINSTER PLAYHOUSE PROMPT CORNER Don’t miss out The Playhouse has a small but enthusiastic following in the Village – people who turn up to and support every production. But this implies that there are a lot of people in the Village who simply do not come. Those who do come to see our shows invariably leave with a smile on their face, congratulations on their lips, and a promise to come along next time. These people clearly enjoy seeing live theatre, and feel that the experience justifies their effort in attending. If you haven’t tried it why not come along and give it a go? You might find that you too enjoy the experience and want to come again. If not, at least you have tried it and know that it is not your thing. The three One Act plays that we are putting on this year would be an excellent and easy introduction to this type of entertainment, being less formal than a traditional play. The audience sit at tables and bring food and drink to enjoy in the intervals between the three plays, each of which is about half an hour long. They start with a whimsical Alan Bennett play that inspired his “Talking Heads” series on television, followed by a comedy of mixed relationships with two women who have married, in turn, the same man, and the man’s mother all trying to escape him, and the evening ends with a hilarious David Tristram farce. There will be just two performances at the Village Hall on Friday 23 and Saturday 24 September at 7.30. Tickets are £8 per person for tables of up to eight people. ● Police Community Support Officer Shaun Riches reported that another colleague will be joining him to provide cover in the rural areas, with Shaun mainly in the Minster area and his colleague mainly in the St. Nicholas area. ● The matter of parking enforcement was raised but PCSO Riches reported that he is not empowered to deal with parking issues. PCSO’s in some counties do have this authority and Kent Police are considering enhancing the powers given to PCSO’s; the Parish Council will write a letter of support. ● Cllr. Latchford thanked the Twinning Association for the splendid Barn Dance and Hog Roast that they hosted on 19 June. ● He also spoke of an exhibition he had attended at Rochester Fire Station regarding road traffic crashes; he found it very impressive and hoped this would be available to more people across the County to improve road safety. ● Chairman Bob Grove thanked those who helped removed the village sign last Sunday ready for refurbishment. ● He reported that by 2019 it is likely that the district/city councils in East Kent will be amalgamated, therefore there will no longer be a Thanet District Council. The result will be one Senior Management Team and approximately 100 councillors as opposed to 56 in each area. More powers will be given to Parish Councils. ● The Chairman and Clerk have met the landowner of the land outside Rivers Court and chosen a bench appropriate for the site, for the use of persons waiting for buses. ● A meeting is planned in relation to Manston Airport; the Chairman, Clerk, Planning Officer Iain Livingstone, Council Leader Chris Wells and a planning consultant will discuss the plans and report back to the Parish Council. ● The Royal British Legion were congratulated on the success of their celebrations on the occasion of the birthday of Her Majesty Queen Elizabeth. The children certainly had a good day and medals were given to all to commemorate the event. ● Councillors also enjoyed the Service held at Monkton on the anniversary of the commencement of the Battle of the Somme. ● The Parish Clerk reported that the funding for the Youth Club has now been extended to the end of November. ● The Environment Agency has been contacted regarding the removal of the mesh round the pumps on the marshes, which has resulted in the destruction of eels, which are an endangered species. ● Cllr. Gimes updated the Council on the progress of the Community Emergency Plan. Letters will be sent to all residents of the Parish in the near future. ● The Council agreed to go ahead with the upgrade of the CCTV cameras in the village. This will improve coverage, clarity and accessibility. ● The ‘Shed’ project is still seeking suitable premises. The consideration of using part of the pavilion is not practical and would cause difficulties for groups currently using the facility. ● A discussion took place regarding the Stonehill Park development and the Council reinforced the need to try and control development in the Parish until the future of Manston is decided. ● Cllr Quittenden gave an update on the Twinning Association and thanked Thanet District and the Parish Council for their support. The French visitors enjoyed the Barn Dance and Open Gardens and the Minster group were made very welcome the following week when they made a return visit. Members were reminded that the next event is a Quiz Night at the Royal British Legion on 20 August. ● The Flood Committee reported that there is concern over the Sheep Dip in the village which is in urgent need of maintenance.

Zac’s Musings I know my eyesight is starting to fail me but by the look of this space that the old boy has seen fit to give me this month I think I’ll be suffering from ‘Tunnel Vision’ by the time I’ve written my piece as it’s stretches so far across the page! Apart from the eyes letting me down the ‘old bones’ are beginning to get quite weary these days so instead of expending loads of energy climbing the stairs every night, I’ve now taken to staying downstairs stretched out in my favourite armchair, it’s actually more peaceful (no snoring or fidgeting!) and I get it all to myself - heaven! If I feel the need to go out in the night though I still have to go up and wake one of them, so I’m wondering if I’d save myself all that effort by cutting out my late night drink? I do wish however that those neighbours who leave for work at an ungodly hour of the morning could manage to do so a lot more quietly than they do at the moment, shutting doors and with noisy knocking smelly diesel engines - I know, from what I’ve heard on the local grapevine, that I’m not the only one it awakens!!
