After seeing an article on BBC Newsround about the dog ‘poo’ problem around the country, 7 year old Louie, decided to make a ‘Poo Bag Dispenser’ for the village. Super proud mum, Vikki, said he had no help at all and has now attached the finished product to a fence between Cheney Road and the park. MPC Chairman expressed her thanks to Louie for his positive effort and said he was ‘an example to us all’. Let’s hope any dog walkers who get caught short without a bag will make the most of this young resident’s contribution to our village. Well done Louie.

MOBILITY SCOOTERS AND WHEELCHAIRS Mobility scooters, wheelchairs, rollators, commode chairs and a few smaller disability aids are available for loan from Minster Matters to villagers and members of their families. We will also consider requests from residents in our neighbouring villages. We make no set charge for any of these but we’re open to receiving voluntary donations to help keep the equipment maintained. Thank you to everyone who has helped in some way to make this a success, if you or someone you know needs to borrow any of these please do get in touch. We are very pleased to report that we have recently been offered some additional storage space for which we are very grateful, and we hope to be able to move some of our equipment into in the not too distant future. Thank you to those who following our appeal last month donated self propelled wheelchairs to us, I’m pleased to say we now have 3 of these. Finally, thanks also to those who have recently donated an unused zimmer frame, unused toilet frame and 2 pairs of crutches, these are all very much appreciated. A total of 139 patients responded last month with the following results: Extremely likely/Likely - 94% ; Extremely unlikely/Unlikely - 4% ; Unsure/Don’t know - 2% SURGERY CLOSURE DAYS Please note that the surgery will close at 12.00 Midday on the following days for the purpose of staff training: Wednesday 15th May; Thursday 27th June; Wednesday 24th July. BANK HOLIDAYS The surgery will be closed all day on: Monday 6th and Monday 27th of May. Please ensure you have sufficient medication to last you during these periods, and of course, please don't forget to include all the family who may need medication and also check when their “Medication Review” is due. SCOTT STEELE 1949 -2019 PATIENT LIAISON GROUP

Scott Steele was a member of the Playhouse for many years before he and Janette moved back to Scotland in 2012. Scott was born in Edinburgh and studied catering, taking a chef’s job in the kitchens of the Caledonian Hotel, where he met Janette, and they were later married. He took a job as an instructor in the well-respected catering arm of Thanet College in Broadstairs, and they lived in Minster for more than 20 years before his retirement. They moved to Crossmichael in Dumfries and Galloway in 2012, followed by a move to Carluke in 2016. Scott was diagnosed with cancer in 2015 and after three years of treatment sadly died, at home, on April 7th this year. Scott and Janette travelled widely throughout their married life and enjoyed visiting many countries throughout the world. During their time in Minster they joined the Playhouse and he was the driving force in many productions in a wide range of activities, from set building, directing, acting, and for some years the Chairman of the Society, to all which pursuits he always gave one hundred percent of effort and enthusiasm. Scott and Janette typified the generous hospitality of the Scots and left behind many good friends in Thanet. Scott is survived by Janette and their two much loved Airedale dogs. He will be very sadly missed.

SCARECROW CHALLENGE Due to many factors it has been decided we will not be holding the Scarecrow Challenge over Open Gardens weekend in June this year. Apologies to anyone who may already be working on theirs, but we just do not have the time or manpower to get it organised. We hope we may be able to hold it again in 2020 but we’ll confirm that early next year. Thank you for your previous support, Ray

ANOTHER SUCCESSFUL FUND RAISING YEAR and a VERY SUCCESSFUL DECADE During the financial year ending March 2019 we are able to purchase nearly £3000 of new equipment for the surgery, equipment that would not normally be available within a GP Practice. Our very first fund raising event was our SPRING FAYRE in MAY 2009 which raised just over over £400! Since then - over the past ten years - we have raised just over £35,000 and been able to present several items of specialist equipment and provide additional facilities to Minster Surgery. This would not be possible without the support of all our Patients and Friends, so would like to thank you all for your support and encouragement - THROUGHOUT THE LAST TEN YEARS! A full list of the equipment we have purchased this year can be seen on our notice board in the surgery. So please, if there are any suggestions that you may have for further facilities or equipment you might like to see, do not hesitate to let us know. MINSTER BOWLS CLUB Firstly, I have to report that Peter Fairbrass our former President has passed away. He was a stalwart member and will be sadly missed. The Short-Mat season is now completed. The three league teams experienced mixed fortunes: The Hinds maintained their Division 1 status, but five of that side will not be available next season: The Abbots had a disappointing time and were relegated from Division 2: The Monks were runners-up in Division 3 and will therefore be promoted next season.

MINSTER ARMBOUTS-CAPPEL TWINNING ASSOCIATION The Armbouts-Cappel Art Show opened on Saturday 30th March and four of our members travelled across to see the exhibits which included many entries from Minster. Whilst there, a meeting took place to advise us of the events planned for the forthcoming Ducasse at the end June. A coach full of Minster locals will be travelling across to join in with our French friends, for what will be a fun day. Although the coach is full you can still put your name on the reserve list, it’s on Sunday 30th June and at a cost of just £10 per person where else could you get a better value day out. EXCITING NEWS ABOUT ST MARY’S CHURCH FABRIC Looking after a beautiful historically important and unique building like our church is not always a straightforward task. As a church we realise that we can’t find the large sums needed to maintain the church fabric and so we look to other organisations and grant making bodies to help with this. The PCC are currently working on two separate restoration projects with the fabric - funded by different sources. A. Chancel Repairs - for various historic reasons the responsibility of maintaining the chancel lies with the Dean and Chapter of the Cathedral. The PCC contribute just over 1% towards any costs. External repairs to the chancel rainwater goods and roof began in April with scaffolding being erected outside of the church. And shortly after Easter scaffolding inside of the chancel for internal repairs. The vast majority of this is not funded by St Mary’s PCC. B. St Mary’s Restoration Project - this includes essential repairs to the south transept gable and other more general repairs; but also includes the installation of a toilet and small kitchen area into the North West corner of the nave and possibly essential repair works to the bells. The PCC are applying to the National Heritage Lottery Fund (NHLF) for a grant of £250k for these works. Sources of funding from other places will also be sought to meet the overall cost. Even if all these applications are successful the works would still not begin until 2020 at the earliest. The award of such grants is highly competitive. Part of this process is a community consultation programme to gather information to support why such works are essential for the future use of the building and to show how more people will use and visit the church for heritage purposes or otherwise. This consultation will begin in the next few weeks and there will be a display in church with more details. Paul Willins, Church Warden

COUNTRY EYE - HELPING KEEP THE RURAL COMMUNITY IN KENT SAFE Country Eye Ltd have built a free App for people living and working in the rural community. The app allows users to record and share information on crime, suspicious behaviour and damage in their home community or whilst out and about. The information collated through the app will give officers a greater understanding of potential problem areas. The app has been supported by Kent Police and Crime Commissioner, Safer Kent, National Farmers Union and BTF Partnership. The Country Eye app identifies four different Rural Categories which make up the majority of incidents that occur in the countryside. Theft: Vehicle, Metal & Cable, Machinery & Plant, Livestock, Outbuilding, Fuel & Oil and Equine. Farm Crime: Arson, Fly-Tipping, Trespass with and without Firearms, Criminal Damage and Suspicious behaviour with and without vehicles. Animal, Wildlife Crime: Poaching, Animal Welfare, Endangered Species & Conservation, Hare Coursing and Horse Crime. Heritage Crime: Off-Roading and Metal Detecting (without owner’s permission ) /Night Hawking The app has a knowledge section which highlights the key factors for each type of incident above to assist users. Sign up is simple; the system requires a contact number, email address and postcode. The app records and disseminates information using the phones camera and GPS location settings. Recording information is intuitive; users will click the camera icon, take an image, choose from a drop-down the type of crime, whether a crime reference number has been issued, and any other useful information. The location, time and date will be automatically recorded. The app can also use an existing image from the camera’s photo library. A THANET project to combat loneliness and isolation is one of five across the UK to scoop a £50,000 award. Thanet Community Support Partnership (TCSP), part of Kent Coast Volunteering, was picked from 200 charities to pilot a new approach to age-friendly, inclusive volunteering. The project has received funding from the Centre for Ageing Better and Department for Digital Culture Media and Sport in order to marry up TCSP’s flagship central referrals service, which helps the isle’s older residents access the support and leisure services they need, with the charity’s highly successful volunteer outreach service, which matches individuals with volunteering roles within the Thanet community.

The Centre for Ageing Better awarded £250,000 of Government funding to five projects in North Yorkshire, Oxfordshire, East Sussex, London and Kent. The aim of the fund was to develop good practice approaches that will help to promote and sustain the efforts of people over-50 who might face challenges to being involved in formal volunteering roles or who help their friends and neighbours in other ways which may not be recognised. Mr Scutt said: “People call us for a range of reasons. It may be that they don’t have friends or family, and would like to join our Good Neighbours (befriending) Service; they may need a gardener; or help with form-filling for a welfare benefit they are entitled to. As well as helping find them the support they require, we will now be able to see if they would like to volunteer when the time is right for them.”

Project Co-ordinator Chris Scutt said: “We are absolutely delighted that our project has been selected, especially given that there were so many other excellent proposals.” “We noticed that many users of our referrals service would actually make great volunteers and could themselves benefit from the rewards that volunteering had to offer. They just had barriers which prevented them from participating fully. The money will help us trial new ways of enabling those who get in touch with us for

Kate’s Puddings – what’s cooking? For May’s magazine, I went back to my favourite writer, Claire Macdonald, for inspiration. This is an amazing cake, which she disguises as a pudding (I saw through that one straight away!). I added lime curd to her fabulous recipe and the resultant cake was a treat to the taste buds. I have tried this using a gluten-free blend, too, and it worked very well – it is a fatless sponge anyway, so very light and fluffy. The picture doesn’t do it justice. Vanilla and Coconut Cream Cake (with added lime) 4 large fresh eggs 4oz/110g sieved self raising flour or a blend 4oz/110g caster sugar 1tsp vanilla essence Filling and topping: 1 pint/500ml double cream 1oz/caster sugar (omit for the lime version) 1tsp vanilla essence (omit for the lime version) 1 jar lemon or lime curd 4oz/110g desiccated coconut, toasted and cooled

Preheat oven to 180 deg C, and line two 8” loose bottom sandwich tins with parchment (or spray with a “cake release” agent), and grease the sides. In a food processor or Kenwood, whisk the eggs, adding the sugar slowly until the mixture is thick. Allow a full 10 minutes to achieve proper thickness. Fold in the flour and vanilla. Divide between the tins and cook for 15-25 minutes (depending on the heat of your oven) until risen and golden brown. To test, they should have come away from the edges slightly. Tip the cakes out of the tins onto a wire rack and leave to cool. Whip the cream until stiff, adding the sugar and essence or lime curd. Plaster the first cake with 1/3 of the filling and sprinkle with some of the coconut. Sandwich the cakes together and ice the sides with 1/3 of the cream. Pick the cake up and wheel it through a bowl of the coconut to coat the sides. Top with the remaining icing and some coconut, plus lime to decorate. Chill slightly before serving. Claire notes that a serrated knife will cut a sponge more easily than a straightbladed one.

Minster Parish Council Meeting Summary of April Meeting PCSO Butterworth was unable to attend but sent a written report. There had been 46 calls to Kent police over the last month including 2 burglaries, 2 offences of criminal damage and 4 thefts from motor vehicles, 2 of which had been left unlocked. Other calls related to traffic, domestic or other issues. He is currently making presentations to local groups about scamming in the hope of raising awareness. It seems that there have been regular complaints about youths on mopeds doing ‘wheelies’ in Tothill Street; PCSO Butterworth is trying to gather evidence to deal with the offenders so if you have any information such as times, dates and registration numbers, please forward it to him. Cllr. Crow-Brown reported that he had recently spoken with Senior Management at TDC and they have confirmed that the agency payment to Minster will continue for the next three years. This enables the parish council to continue to keep the village clean and well maintained. It was good to hear that Cllr. Crow-Brown, who has been very active in supporting the work of the parish council, is to stand for election again. Cllr. Pugh was unable to attend but outlined some of the work he had been involved in and confirmed that he too would be standing for election. This was welcomed. Both councillors thanked Cllr. Grove, who is standing down at this election, for his contribution to both District and Parish Councils, and also Cllr. Bailey for his contribution to the parish council. The Chairman echoed their thanks and said that both will be missed. The Chairman reminded everyone of the Annual Parish Assembly scheduled for 16th April. She reported that she had recently attended a number of hearings of the Local Plan Enquiry which continues until late May; she had put forward the views of the residents concerning housing developments and highways issues. The Chairman expressed her thanks to Vicky Clarke’s 7-year-old son who had used his initiative by making a dog poo bag dispenser and placing it at the entrance to the recreation ground. This positive effort by such a young resident is very welcome and is an example to us all.

May 2019 ● There was discussion about the Minster Parish Council chain of office and it was agreed that a new chain would be made in the style of the old one. A detailed estimate will be obtained. ● The new HMRC system called ‘Making Tax Digital’ comes into force this year and this means that our computer software needs upgrading. The Clerks have identified suitable software which will provide the upgrade as well as enabling online booking management; it has been recommended by other councils and by our auditor. The councillors voted to purchase this software. ● There is some subsidence at the southern end of the All Weather Pitch and a quotation has been obtained to replace mortar with stainless steel rods and address water build up; this will cost £850. It was agreed that the work is necessary and should go ahead. ● The meeting considered a planning application to build 25 dwellings (intended for occupation by persons aged 55 yrs. and over) at Hoo Farm, 147, Monkton Road, Minster. There were questions as to the impact of the loss of the commercial units, insufficient parking, highways access, lack of footpath and the ability to enforce the minimum age limit of purchasers. It was resolved that the council would object to the development. ● The Twinning association reported on a recently successful quiz night, was pleased that many villagers entered items in the Armbouts-Cappel Craft Fair and now had a full coach of people booked to attend France for the 21st Anniversary celebrations. ● In the public question time it was suggested that new developments such as that proposed at Hoo Farm should be required to install car charging points. The same person also mentioned concern at the use of cannabis by young people in the village; it has been reported to the PCSO. ● On 16th April the Annual Parish Assembly took place. This opened with reports on the past year from the Chairman and the Chair of the Finance committee, both of which will be available on the Minster Parish Council website; it was then followed by the opportunity for members of the public to ask questions. At the end of this assembly the Chairman welcomed Roy Burden, Derek Crow-Brown, Leanne McCarthy, Susan Sharp and Jack Whybrow, our 5 new parish councillors, who will formally take up their new roles on 7th May at the monthly meeting.
