Minster Residents tackle the London to Brighton Cycle Ride 16th June 2019

Minster residents Wendy Sherwood and Alan Gimes are joined by brother-in-law Tony Boughton from Sittingbourne intending to complete the 54-mile London to Brighton Cycle Ride. This effort will be in aid of the British Heart Foundation. With a combined age of over 200 years (Wendy’s age remains taboo} the trio are encouraged by the fantastic medical treatment given to Tony in the last two years subsequent to unexpected heart problems. They all feel that the British Heart Foundation is a very worthy cause as it funds the tremendous research work into heart disease and the techniques to deal with it. The team is known as The Cyclos and will join about 27000 cyclists on Father’s Day starting at Clapham Common wending their way through the suburbs, the Sussex countryside and onwards towards the South Downs on the outskirts of Brighton finishing on the seafront at Brighton. The climb over the South Downs entails conquering the infamous Ditchling Beacon which has inclines up to 20%, about 1 in 5. and achieves a height of 750 feet above sea level. This will be huge test of tired legs as it comes at 45 miles into the ride. The team are hoping to raise a substantial amount for the Charity, mindful that 1 in 4 of us will suffer from a heart condition sometime in our life but with the work of the British Heart Foundation the ravages of heart disease can be conquered. This is not the basis on which the County Council decided to proceed with these changes and they have been liaising with Stagecoach on this issue. They are now in a position to advise that the route will be revised to include Minster Church and Minster Station from the 26th May, reinstating a link to Ramsgate from this part of the village and solving the issues relating to buses turning right from Tothill Street into Monkton Road. Stagecoach have gained the time needed for this revision by removing Service 9 from serving Tesco in Westwood Cross directly. Those wanting Tesco can walk through from the stops adjacent to and opposite the Stagecoach depot.

PCSO’s REPORT I would like to draw your attention to incidents of fraud which are getting more and more frequent with persons calling you on the phone. These calls are commonly directed towards elderly persons perhaps living on their own. They usually call claiming to be bank staff, police officers or other officials, claiming there has been a fraud on your account and that you will need to take urgent action. Some of the most recent cases are where the victim is contacted stating they owe money to the Inland Revenue in taxes and that they will be arrested if instructions are not followed. They are very convincing. This is not the case, it is a SCAM. Remember the bank or Police will never �� Phone you and ask for your 4 digit PIN number or your online banking password. �� Ask you to withdraw money for them �� Ask you to transfer money to a new account for fraud reasons �� Send someone to your home to collect your cash, PIN, payment

card or cheque book. If you get a call like this hang up and wait a few minutes for the line to clear then call your bank or card issuer to alert them of the scam. You can also contact Action Fraud on 0300 123 20 40 or use their reporting tool at www.actionfraud.police.uk Also, I would like to bring to your attention that residents in Thanet have had calls from a number starting with 01452****** this is a scam line that will bill your phone as soon as you answer. If you have any concerns about this or any type of crime feel free to speak to me when you see me out and about. Or call 101 and ask for me to contact you.

In Memory of

Brian Morphew It is with great sadness that I have to advise that our Honorary Club Secretary Mr Brian Morphew, passed away in the early hours of Wednesday 8th May following a short illness. Brian was a great servant to the club taking on the position of Club Secretary and doing it with great skill and humour. He was also an active playing member who really enjoyed the sport and was keen to pass on his enthusiasm to all. This was evident in setting up a new club competition for members who had not previously won a singles trophy and donated the cup as well! He was also instrumental in setting up regular Friday afternoon short mat sessions for the pupils of Minster Primary School. On a personal note, as the new Chair of the Club, Brian was a fantastic help to me and will be missed by all Minster Bowls Club members & the wider sporting community. Brian’s funeral will take place on 12.15pm Wednesday 5th June at Margate Crematorium. Alan Blake Chair Minster Bowls Club

We will also consider requests from residents in our neighbouring villages. We make no set charge for any of these but we’re open to receiving voluntary donations to help keep the equipment maintained. We are again looking for 1 or 2 people (age and gender not important) to step forward and offer to come and read for our audio version. This is not an onerous task, in fact our sessions are usually very light hearted. We do our recording at the Holiday Inn on a Tuesday evening, monthly from 7.30pm to around 9pm (but usually earlier). We have 2 teams, so you would only be expected to attend every other month and each person normally has just 3 or 4 pages to read. MINSTER WI Our May Meeting was the discussion and voting on the Resolutions put forward by the National Federation of WIs. They were- ‘Don’t fear the Smear’ -Cervical screening saves around 5,000 lives a year, yet attendance is currently at its lowest for a decade. The NFWI urges WI members to attend routine screening, to take action to raise awareness of the importance of cervical screening and address barriers to attendance to help eradicate cervical cancer. ‘The decline of rural bus services‘- Over the last decade there has been a massive decline in the number of bus services, particularly of those in rural and semi-rural areas. In order to alleviate loneliness, improve health and wellbeing, as well as promoting sustainable development, the NFWI calls on the Government and local authorities to increase subsidies and work in partnership with bus companies and community transport operators to enable an adequate provision of services’. MINSTER BOWLS CLUB A month of joy and sadness, two months on the trot. The sadness in hearing about the death of our Club Secretary Brian Morphew. Brian came late in life to bowls once his cricketing days were over. The joy was at the presentation evening, after an excellent meal of lamb hocks (for the lucky ones), the awards for the winners and runners-ups were presented by the Club President. I have posted letters to those who took part in our OPEN DAY. This year it is on Sunday 23rd June. Kate’s Puddings – what’s cooking? Summer – cheesecake time! This is a fabulous one from Delicious Magazine, and was a real hit at the Stour Festival last year. Maybe I’ll make it again this year. Top tip - if you don't have a deep enough tin, make the jelly layer separately in another tin the same size and wobble it onto the top later. It works just as well (as I discovered). Gin and Tonic Cheesecake 8.5oz/250g Lotus Biscoff caramelised biscuits, crushed to crumbs 3oz/80g butter 2 x 9oz/280g cream cheese or soft cheese (full fat) 17oz/500g Mascarpone cheese (or just more cream cheese) 3oz/80g icing sugar Juice and grated zest of 1 lemon Zest of 1 lime, juice of ½ lime Zest ½ orange

6 sheets gelatine softened in water 2 strips pared zest and juice of 2 lemons 2 strips pared zest and juice 1 orange Juice of 1 lime 4oz/100g caster sugar 6 juniper berries, bruised 4 tbsp gin 300ml tonic water Lemon thyme to decorate Line a deep 8 or 9” spring clip tin or a loose base cake tin with parchment (minimum height 3”/80mm). Melt the butter in a bowl, add the biscuit crumbs, mix well and spread them over the base of the tin. Chill in the fridge until set. In a Magimix, beat together the cream cheese, Mascarpone, icing sugar, cream and lemon/lime juice. Beat until this thickens up and becomes smooth, then add the zests (I always find they stick to the whisk otherwise!). Pour the mixture into the tin and level it, making sure that it goes right to the edges. Allow to chill for at least an hour, preferably two. Now take the gelatine and soften it in water. Warm the juices, zest parings, sugar and juniper berries together until the sugar dissolves. Strain off the zest and berries. Then squeeze out the soft gelatine and tip it into the mixture, stirring until it disappears. Now add the gin and tonic, mixing well. Wait until the gelatine has started to cool and set, then pour it over the cheesecake. There will be a very thick layer. Chill for at least four hours until set. To remove from the tin, run a knife or thin spatula around the edge so that, when you remove the clip or push up the base, the jelly layer does not break (nor do you lose a lot of the cheesecake on the sides of the tin, though that’s a cook’s bonus!). New Parish Councillors When I first joined Minster Parish Council I knew very little about my fellow councillors, so when I became Chairman, about 2 years ago, I decided that we should tell the residents of this parish a little bit about us and why we had become councillors. I, along with most of my fellow councillors, wrote a brief profile about ourselves. The profiles were published in this magazine and many people welcomed them. They have since been added to the website for future reference. (www.minsterpc.kentparishes.gov.uk) At the recent elections we gained 5 new councillors so it’s time for an update. I’ll let them introduce themselves to you: Cllr. Roy Burden I moved to Minster 5 years ago from Canterbury, having retired from a career in the travel industry, working mainly for Thomas Cook, but also for a couple of independent agencies and then my last 5 years in the travel and tourism department of Mid Kent College in Gillingham. Moving to a new location and retiring at the same time meant I have had the time to involve myself in village activities, mainly as a way to get to know people. I am now Vice Chairman and Treasurer of Minster Twinning Association, Show Secretary for Minster and Monkton Horticultural Association and attend the Village Art Club, I am also a member of Minster Bowls Club. Becoming a Parish Councillor seems a natural progression within the village, where I intend to give my best to ensure that this lovely village continues to put the community first in all its decision-making. cllrburden@minsterparishcouncil.org.uk Cllr. Susan Sharp I came to live in Thanet in 1975 at the age of thirteen when my parents moved here from south east London to open a bed & breakfast establishment in Cliftonville. I left school at eighteen and worked in public service for the next twenty-five years. I decided on a career change in 2006 and set up my own gardening business. I moved to Minster in 2001 with my husband Andy. He had previously lived in Minster from 1958 until 1977, his mother’s family being from Minster. Having lived in Minster for the last eighteen years we have made many friends and you may well have seen us (in our yellow Hi-Vis jackets) walking our two dogs around the village most days. We both love the village, the friendly people and the community spirit. Derek Crow-Brown I was born in Margate having joined the Royal Air Force at the age of 16 serving for 38 years in a variety of roles, finishing my career at the RAF Fire School Manston in 2013. I have lived in the parish since 2005 moving with my family to Minster in 2013. Since leaving the RAF, I have been proud to have served as a District Councillor for four years, responsible to the five parish councils in the Villages ward. I was the Armed Forces Champion for Thanet, responsible coordinating any welfare

and housing needs for military veterans. I was proud to have served as a cabinet member for Corporate Governance, giving me a huge insight into how local government works. There is no doubt that Minster is held in very high esteem by the other parish and town councils in Thanet, especially for the highly efficient running of the parish council and its excellent community spirit, making the village a highly desirable place to live. I attended Monkton school and enjoyed growing up in such a great village. I trained to become a hairdresser at Thanet College for 3 years, I then got a job in a Minster Salon, Later I took over the business and at 23 opened my own salon. I loved being part of the village and moved here in 2010. I got married in 2011. After 6 years I closed my salon doors and became a mobile hairdresser, I enjoy being out in the village every day. Wanting to do more in the Community I joined the Minster Show Committee in 2014 and have loved being part of such an amazing event in the village and hope to continue for many years. I have developed a love of gardening and enjoy spending time growing my own plants and veg and pottering in my garden. I also enjoy baking and making celebration cakes for friends and family. I set up the Minster Youth Forum in April 2014 and organised the Fun Day at Minster Recreation Ground in June 2015 which had an amazing turnout! After taking a few years off from the council to complete my apprenticeship and begin a new journey in starting my own electrical business I decided that I would get back into local politics! Being a representative of the community of Minster is such a rewarding position to be in, helping to improve the quality of life for our local residents, tackling local issues that affect our community and protecting the future of a rural village. Minster Matters Minster Parish Council Meeting Summary of May Meeting

The May meeting began with the election of the Chairman and Vice Chairman for the forthcoming year; councillors proposed Penny Gimes as Chairman and Danny Day as Vice Chairman. Both accepted the nominations and were duly elected. The Chairman opened by welcoming the five new parish councillors to their first meeting and thanked them for stepping up to represent their community. (There will be more information about these councillors later in this magazine.) The next step was to agree membership of the five committees of the council and the new councillors volunteered to join a number of them. PCSO Adrian Butterworth reported that there had been 65 calls to the Police in the last month, a significant increase on previous months. However, he assured the meeting that only two of these were crimes, both being theft from motor vehicles; one was a number plate and the other a catalytic converter. A number of the other calls related to fly tipping on the old top road and Marsh Farm Road, also various domestic, road traffic and missing person reports. He has been continuing to address complaints about nuisance motor cyclists and some have been identified and spoken to. KCC Councillor Dawson spoke of the county council’s efforts to improve support for parents of children with special educational needs. She also explained a planned initiative called Headstart, aimed at improving emotional resilience in 10-16 year olds. She was thanked for her assistance in addressing the concerns about the altered bus routes in the village. District Councillors were at a briefing for new councillors at TDC but Cllr. Pugh sent a written report. He thanked the villages for re-electing him and undertook to do his best to represent them. He also congratulated the new parish councillors particularly Cllr. Crow-Brown, whom he said had worked tirelessly for the villages for the last 4 years. He assured the meeting that he is taking an active interest in a number of planning applications in Minster and Monkton. The Chairman thanked councillors and staff (and their families) for their work in painting the parish office, which was much improved by their efforts. She highlighted a new project at Monkton Nature Reserve called the Nature Shed; this is aimed at providing a place for people of all ages to meet and participate in rewarding activities. In company with the Parish Clerk she had recently attended a parish forum, which is an opportunity for parish and town councils to meet with TDC. There had been some useful inputs from Iain Livingstone on the complexities of S.106 agreements in the planning

June 2019 process, and from Ms. Glaiser on the work of the TDC Enforcement Teams together with an update on the council’s financial pressures. She highlighted some points from these presentations: Section 106 agreements are a way of ensuring developers make a contribution to mitigate the impacts of a development. They only apply to developments of 10 or more units, or 15 if affordable housing is on site. There are 11 enforcements officers in Thanet who deal with a range of parking offences including parking on pavements where there are yellow lines, bus stops/taxi ranks, zigzags outside schools, in disabled bays, etc. They issued 27,000 penalty notices in the year ending April 2019. It was useful to note that although disabled drivers are allowed to park on yellow lines for up to 3 hours, they commit an offence if they park opposite or within 10 metres of a junction. In relation to TDC Finances the council receives 56% less government funding compared to 2010, down from £13.3m to £5.8m. The overall budget is now 28% lower, despite the rise in council tax of 11%. The Clerk reported that KCC Highways had agreed to carry out work in Molineux Road to remove a tree that has grown to an excessive size, blocking the pavement and obstructing a nearby driveway. New trees would be planted and footpaths & dropped kerbs would be repaired and extended. Cllr Taylor, Chairman of the Planning Committee, gave a summary of recent and current planning applications/decisions in and around the parish. A debate then took place concerning the application on reserved matters in relation to 66 Monkton Road, Minster. Cllr. Burden reported on the Twinning Association, mentioning a quiz night on 8th June, a visit on the day of the Open Gardens when a photographic exhibition will be held in the Old School Hall and a boules match in France on 22nd June. In the period of questions from the public a request was made for 20 mph speed limits to be imposed in the village; Cllr. Quittenden agreed to look into this matter. It was suggested that the parish council consider supporting the Nature Shed Project mentioned earlier and it was agreed that contact would be made with the project organisers to find out more. The issue of low flying helicopters was raised and a request was made to write to Polar Helicopters to remind them of regulations. It was asked why CCTV footage cannot be used to enforce parking restrictions; it was explained that enforcement officers are obliged by law to observe a vehicle personally for 5 minutes before issuing a penalty notice. Finally, concern was again raised about the need to address the prevention of fly-tipping on the old top road; the cost of clearing must exceed the cost of preventative measures. It was agreed that we would yet again raise the matter with KCC but to date they had been reluctant to deal with the matter.

MINSTER WI Our May Meeting was the discussion and voting on the Resolutions put forward by the National Federation of WIs. They were- ‘Don’t fear the Smear’ -Cervical screening saves around 5,000 lives a year, yet attendance is currently at its lowest for a decade. The NFWI urges WI members to attend routine screening, to take action to raise awareness of the importance of cervical screening and address barriers to attendance to help eradicate cervical cancer. ‘The decline of rural bus services‘- Over the last decade there has been a massive decline in the number of bus services, particularly of those in rural and semi-rural areas. In order to alleviate loneliness, improve health and wellbeing, as well as promoting sustainable development, the NFWI calls on the Government and local authorities to increase subsidies and work in partnership with bus companies and community transport operators to enable an adequate provision of services’.
