Oro has a new garbage collector

THE incessant call of the residents of Cagayan de Oro has finally been addressed as the City Local Environment

and Natural Resources Office (CLENRO) confirmed that the local government has a new garbage collector.

Engr. Armen Cuenca, CLENRO head, said the joint venture of Jomara Konstruckt

Corporation/Tencil Construction Incorporated will now manage the garbage collection in the city in collaboration with CLENRO.

The Jomara Konstruckt Corporation is a Cebu-based

company, while Tencil Construction Incorporated is based in this city.

THE two Chinese nationals recently apprehended by the operatives of the Criminal Investigation and Detection Group (CIDG) in Libona town last week

have no proper work visas as they have allegedly been known to engage in illegal mining activities, according to records from the Bureau of Immigration (BI) in Northern Mindanao.

In a report provided by the CIDG to reporters, those

arrested were identified as Wang Ping Yi, alias “Lao Wang,” 62, and Wu Chun Mao, who also goes by the name “Lao Wo,” 59.

Both foreigners are currently residing at a housing subdivision in Barangay Macasandig, this city.

Their alleged Filipino accomplice is identified as Junnel Ermita, 35, a security guard and resident of Barangay Lumbia, this city.

Davao group bats for revival of mandatory ROTC

DAVAO CITY – A group consisting of former Reserve Officers' Training Corps (ROTC) officials of the Ateneo de Davao University is pushing for the revival of the program for all college students.

ZAMBOANGA CITY – A communist New People’s Army (NPA) rebel was killed while another was captured following a clash with government troops in Misamis Occidental province, the military said Monday.

In a report, the Army’s 1st Infantry Division (ID) said the clash broke out around 5:15 p.m. Sunday at Barangay Siloy in Calamba, Misamis Occidental.

The 1ID said the clash ensued when the troops of the 10th and 44th Infantry Battalions spotted 10 NPA rebels while conducting a

focused military operation in Barangay Siloy.

The 1ID did not identify the slain and captured rebels, except to say they belong to the NPA Guerrilla Front (GF) Sendong of the Western Mindanao Regional Party Committee.

ZAMBOANGA CITY –Authorities have arrested six people and seized suspected shabu with an estimated street value of PHP1.5 million in separate anti-drug operations in this southern port city, officials said Saturday.

BARMM modifies work schedule for Ramadan

COTABATO CITY – In line with the observance of the fasting period of Ramadan, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) government has modified the working schedule of officials and employees in the bureaucracy starting Thursday, March 23.

Ebrahim issued a memorandum Wednesday ordering flexible working hours from 7:30 a.m. up to 3:30 p.m. for the duration of Ramadan.

The order is based on Presidential Decree 322 and Civil Service Commission Resolution No. 81-1277 dated Nov. 13, 1981.

Regular working schedule in BARMM will revert

after the celebration of Eid’l Fitr marking the end of Ramadan, Ebrahim said.

“Let us deeply dedicate ourselves to purifying our intentions, fostering the highest level of discipline, and emanating generosity and mercy in observance of this significant spiritual journey,” he said in a statement.

Ebrahim also urged BARMM constituents to help in holding religious activities like prayers and Quran reading during the sacred month.

Oro intensifies BEAD institutionalization towards inclusive growth

– What better way to introduce the idea of sustainable progress than approaching it from the grassroots?

A collaborative meeting was made on March 20, 2023 at Escobia-led Barangay Cugman with Emmanuel Toledo, Department of Labor and Employment-10 (DOLE-10) Cagayan de Oro City field office provincial director.

As a constant collaborator of DOLE-10 CDOFO, Barangay Cugman has been upholding best practices that reflect the goals and objectives of DOLE Programs such as the Child Labor Prevention and Elimination Program (CLPEP), Govern-

ment Internship Program (GIP), and DOLE Integrated Livelihood and Emergency Employment Program (DILEEP).

As Punong Barangay Wendelyn Escobia has shared, the employment status of Barangay Cugman has been faring well with DOLE assistance in place.

A recent visit of the Philippine Statistics Authority to the barangay has shown that from seventy-four profiled Child Laborers, the number shrank to twelve as a result of enactment of the ordinance on preventing child labor guided by CLPEP principles and objectives.

Escobia added that the interns deployed in their

barangay, through GIP, have been instrumental in handling employment concerns that require touching base with the Job Placement Bureau-Public Employment Service Office (JPB-PESO) of this city.

The barangay also holds a number of beneficiaries under DILEEP.

With the employment status presented, Chief Toledo praised BLGU Cugman in their prompt implementation and also believed that the barangay is ready for new horizons: the establishment of the Barangay Employment Assistance Desk (BEAD) and DOLE Integrated Livelihood Program (DILP).

To systematize assistance in employment facilitation and job placement, CDOFO urged PB Escobia to adopt the establishment of the BEAD which would be manned by a designated personnel from the barangay who would ensure the implementation of DOLE programs and services.

This will be made possible through an ordinance which PB Escobia has promised to craft and enact.

Toledo and Escobia also eyeing on providing more group livelihood projects, either for start-up or the enhancement of existing small businesses such as the recently-established community canteen.

Once BLGU Cugman becomes a DOLE Accredited Co-Partner (ACP), ventures such as food and catering services, general merchandise, salon services, and vermi-culture production as sustainable livelihood projects can be made available for diverse clientele such

Agri dept-10 turns over veggie seeds to 4ID’s Task Force Oro

– The Department of Agriculture-10 headed by Carlene Collado, OIC-regional executive director, turned over some 100 packets of pinakbet seeds to Task Force Oro of the 4th Infantry Division (4ID), Philippine Army at the agency compound, this city, on March 6.

Funded by the agency’s High Value Crops Development Program, the handover of assorted veggie seeds was led by Luz Guzman, DA-10 field operations division chief, and was received by Staff Sgt. Reuben Palahang of Task Force Oro. According to Palahang,

the seeds provided will be utilized for Task Force Oro’s planned greening initiative for its six checkpoints located in barangays Indahag, Upper Puerto, Bugo, Lumbia, San Simon, and in Opol, Misamis Oriental.

He added that the support given by the department will largely benefit

the 4ID personnel by allowing them to increase their productivity, at the same time develop a renewed interest in gardening by growing their own produce within a smallscale setup, and eventually, harvesting these for their consumption. (GDA | DA-10)

100 housing units to rise for Lanao del Sur constituents

MARAWI CITY – At least 100 housing units will be constructed at Barangay Pindulonan in the municipality of Saguiaran, this province, following a successful groundbreaking event held March 20.

This development is an offspring of the Memorandum of Agreement (MOA) signed by the Ministry of Human Settlements and Development (MHSD) and the Local Government of Saguiaran on January 24, 2023.

The funds for these units come from the General Appropriations Act of the Bangsamoro (GAAB) 2022.

Around P65 million will

go to qualified members of the Moro Islamic Liberation Front (MILF), the Moro National Liberation Front (MNLF), and internally displaced persons (IDPs).

MHSD Minister Lawyer Hamid Aminoddin Barra said the project is the first to be implemented by the MHSD in Lanao del Sur through a MOA with LGU, as the previous projects in the province went through the bidding process and are currently being constructed by private entities.

“I am confident that, through the leadership of Mayor Angin, the project will be implemented,” Barra said, thanking the LGU as well for

accepting the project.

Meanwhile, Saguiaran Mayor Jalalodin Angin thanked the MHSD and the leadership of Chief Minister Ahod Ebrahim for the trust in the LGU's capability to implement the project.

“I am grateful to the regional government. I am a first-termer local executive and this is the first-ever big project under my administration hence I commit to do my best in the implementation,” the mayor said.

LDN prov’l, municipal gov’ts pledge support for 6th OAC

Lanao del Norte – The provincial and municipal governments in Lanao del Norte (LDN) have pledged their support for the 6th Organic Asia Congress (OAC) that will be held in this town.

The congress is a prominent international event in the field of organic agriculture.

“We are very supportive of the activity. This will not only involve the provincial government but the rest of the municipalities in Lanao del Norte. We have to prepare our roads in welcoming the delegation, the participants,” said Gov. Imelda Quibranza during the Joint Provin -

cial Development Council, Provincial Peace and Order Council, and Provincial AntiDrug Abuse Council meeting.

Meanwhile, the local government of Kauswagan works overtime to accelerate the construction of the international convention center that will serve as the venue for the congress.

The LGU-owned property will have a sizable fountain, two clamshell-style venues, a prefabricated kitchen with a cafeteria, a business center with an administration building and lodgings, and a teepee-style dormitory.

Kauswagan Mayor Rommel Arnado also invites leaders to visit their municipality and witness how organic agriculture transformed the

war-torn town.

“Let us all support organic agriculture, we also invite our leaders to come to Kauswagan and experience 100% organic agriculture municipality, not only in terms of eating healthy food but on our status of economic development,” said Arnado.

The congress will also feature other big events, namely the Organic Youth Forum, the 9th Asian Local Government for Organic Agriculture Summit, the 4th Global Alliance of Organic Districts, and Women in Organic Agriculture in Asia.

About 200 foreign delegates have confirmed their interest in joining the event.

True seeing

(1st of 2 parts)

IN today’s readings from the biblical tale when the Spirit “took hold of David,” the prophet Samuel is succinctly admonished, “God does not judge as man judges; humans see with the eyes; God sees the heart.”

What is “false seeing?” When we venture without God, to “see with our eyes” without his light, thus “seeing in darkness,” we become prone to misjudgment as well as deceptions, and we fall into the errors of sin; we may even fall into the errors of misjudging those we label as “sinners.”

They ask incredulously, “How can a sinner perform such miraculous signs?” This is what our Lord meant when he referred to the Pharisees, “those who see shall become blind;” or when he said to them, “But you say, ‘We see;’ this is the proof of your sin.”

“False seeing” is seeing without the benefit of Grace. It is being able to see a reality before our eyes, but not according to how God sees the same reality with his own.

“True seeing” on the other hand, is being able with his guidance to perceive the deeper underpinnings of our realities, why our present conditions are the way they are, and what questions for improvement should be asked and answered.

“True seeing” is when God illuminates our souls, so that in and through his divine light, we may sense and feel what he knows; and we may know and understand what he does.

We will eventually see the heart, as “God sees the heart;” consequently, we will act as he would wish us to act.

Hence, we are called from this “false seeing in darkness” to “true seeing in light,” for it is inconceivable for anyone desiring freedom and peace to remain in errors caused by oppressive prejudices and malicious lies. (To be continued) (LiCAS.news)

Death by hazing is murder most evil

WHAT savage animal instinct overcomes a human being when he gets the opportunity and power as a member of a group to inflict pain, suffering and hurt on another human being?

The members of fraternities come together and seem to enjoy the power and the pleasure of sadism as they torture and beat another human to death.

This is not a historical past event that happened in a Nazi concentration camp, in a Russian torture chamber, or in an ISIS prison camp.

It happens frequently in the so-called Catholic universities of the Philippines as well as in state universities as in the prestigious University of the Philippines.

The brutal and savage murder on February 18, 2023, of a young student, John Matthew Salilig, after 70 blows to all parts of his body during a crazed frenzy of continual beating with wooden paddles during a hazing ritual of a fraternity initiation happened at the hands of his fellow students of the Catholic Adamson University.

Did the students and teachers of Catholic Adamson University, run by the Vincentians, condemn the killings as murder most foul, demand justice for John Matthew Salilig, and insist that charges be brought against the cruel perpetrators?

I don’t think so, according to their official statement on his death. They wore black shirts and had a Mass in sympathy. What kind of students do this sort of brutal evil if they are taught Christian values of respect for the human rights and dignity of every human person?

After they murdered John Matthew Salilig, 15 suspects were identified and it emerged that they tried to cover up their crime of murder.

They carried the body of the 24-year-old dead chemical engineering student to a student’s car and drove to the back of a subdivision where they buried their victim in a shallow grave.

A week later, his body was discovered in the vacant lot in Imus, Cavite. The autopsy report said he died from severe blunt force trauma suffered during the brutal fraternity initiation rites.

His brother, Michael Salilig, filed a formal complaint of a violation of the anti-hazing law against six suspects.

Over previous years, there have been similar murders by fraternity members that beat their new members to death in a killing frenzy during a fraternity initiation rite. (To be continued) (LiCAS.news)

LIKE other Filipina comfort women, Lola Hilaria Bustamante died still fighting without receiving justice.

Lola Hilaria passed away last Saturday, March 18, 2023, at the age of 97, ten days after the UN Committee on the Elimination of Discrimination against Women (CEDAW) released on International Women’s Day a decision, which found that the “Philippines violated the rights of victims of sexual slavery perpetrated by the Imperial Japanese Army during the Second World War by failing to provide reparation, social support and recognition commensurate with the harm suffered.”

Lola Hilaria’s dreams of becoming a teacher crashed after she became a sex slave at the age of 16 in 1943.

She was abducted by Japanese soldiers in Hermosa, Bataan, and dragged

her into a hut inside a Japanese garrison and raped her.

She stayed in that hut along with other women for a year. During the day, they were forced to wash the soldiers’ clothes and cook the men’s meals.

In the afternoon and evening, the men would come for them and sexually abuse them.

Lola Hilaria was one of the about 200,000 women from Korea, China, Burma, New Guinea, and the Philippines who were held in captivity and raped as part of one of the largest operations of sexual violence in modern history.

The victims have spent their lives in misery, having endured physical injuries, pain and disability, and mental and emotional suffering.

After more than five decades of silence, Lola Hilaria came out as one of the comfort women and joined Lila Filipina, an organization of “comfort women.”

She was one of several plaintiffs who sued the Japanese government in

1993 at a Tokyo District Court.

The Japanese Supreme Court dismissed the case several years after but Lola Hilaria continued the fight for justice until her death.

The CEDAW Committee pointed out that the Philippine government had failed to adopt appropriate legislative and other measures to prohibit all discrimination against women and protect women’s rights on an equal basis with men.

It noted that while Philippine war veterans, who are mostly men, are entitled to special and esteemed treatment from the government, such as health care benefits, old age, disability and death pensions, there was no such action with the comfort women.

The Committee found such actions as a breach of the Philippines’ obligations under the CEDAW as a State Party. (To be continued) (LiCAS.news)

and coffee farmers are expected to benefit from the recent technology assistance in Talakag, Bukidnon made possible with the partnership of the Department of Science and Technology and the local government unit of Talakag.

To minimize waste and stabilize prices in times of oversupply of vegetables and to provide farmers with a reliable source of income, DOST has recently turned over a vacuum packaging technology that enables the farmer-members of Balugto Hope Agroforestry Association Inc.

These sets of machines will enable the farmers to produce value-added products with longer shelf life.

The equipment provided includes vegetable cutters, vacuum packaging machines, digital weighing scales, washers, and stainless steel tables, and more.

The 250 farmer-members across the municipality are expected to benefit from

this intervention.

This initiative aims to improve the coffee processing methods of these organizations, leading to better coffee quality and increased profitability.

The coffee beans grown in the Pangantucan-Talakag area, situated around the foothills of Mt. Kalatungan, are renowned for their unique flavor, resulting in national recognition from the 2022 Philippine Coffee Quality Competition (PCQC).

DOST and LGU Talakag have also scheduled them for more product development programs to continuously improve local coffee production.

CITY – Six coffee growers in Bukidnon generated P604,750 in sales during a face-to-face auction in the first Northern Mindanao Coffee Quality Competition in Malaybalay City, Bukidnon on March 18.

The highest bid was given to the micro-lot (58 kilograms) of Manolito Garces, winner in the Arabica category. The closing price was P2,600 per kilogram,

CITY – The Department of Labor and Employment-10 (DOLE)-10 granted P84,377,605 as livelihood assistance to 9,596 beneficiaries in northern Mindanao through its DOLE Integrated Livelihood Program (DILP) for the fiscal year 2022.

Albert Gutib, DOLE10 regional director, strongly supports the goal of the program, which is to help people find other jobs and earn more money.

This effort was made

possible through a partnership with the local government units, Public Employment Service Offices (PESOs), and various non-government organizations as DOLE’s accredited co-partners in the implementation of the program.

Korean Ambassador visits DA-10’s Smart Greenhouse project

Republic of Korea's Ambassador to the Philippines, Inchul Kim, visited Wednesday, March 22, the Department of Agriculture-10's (DA-10) Smart Greenhouse project at the Northern Mindanao Agricultural Crops and Livestock Research Complex (NMACLRC) here.

The ambassador personally inspected the project to check on its implementation and utilization after having

been formally inaugurated in April last year.

The 100-million KoreaPhilippine funded project is currently being utilized by DA-10 as a smart farming demonstration and research facility to showcase strawberry, cherry tomato, and white potato production in a fully automated greenhouse.

In a short dialogue with the Ambassador's delegates, Cora Dumayaca, DA-10 regional technical director for research and regulations,

stressed that the agency has been hosting training for numerous farmers and agricultural extensionists, as a way of promoting the Korean smart farming technology in the region.

She also underscored that the agency is currently working on the development of capsule technology suited to the local farmers' financial capacity to adopt and replicate the Korean technology.

RAGCOM-10: Far, but seen and heard

Oriental – They say democracy can only be judged on how it treats its most vulnerable inhabitants.

Last February 24, on a day declared a special nonworking day in celebration of the EDSA People Power Revolution Anniversary, volunteers from the Regional Association of Government Communicators (RAGCOM), comprising of 25 government agencies, and the Exemplar Eagles Club NMR-10 gathered at 6:00 a.m. to trek the rigorous mountainous terrain of Sitio Curnao for two hours to deliver various goods and services to a far-flung Indigenous People village.

Due to its remote location, Sitio Curnao used to be a hub for rebels in the mountains.

Its forests and rivers, which look peaceful, have a history of fear, exploitation, and violence.

Poor roads, bad weather, and a lack of communica-

tion lines have made it hard for the community to feel the country's rapid economic growth.

Correcting the mistakes of the past

In the past few years, though, there has been more and more talk about how hard it is for poor people to live in mountainous areas.

Because of this, the government and private groups are working to improve the quality of life in remote communities through programs that build people's skills and expand infrastructure.

The RAGCOM-10's outreach program was meant to connect Sitio Curnao with the rest of Northern Mindanao.

This was done to help the campaign for lasting peace and fair development.

The communicators and their partners mustered whatever resources and services they could gather to answer the indigenous community’s much-needed clarion call.

Items ranging from slippers, sacks of rice, books, seedlings, groceries, medi-

cines, and more were given to the reserved yet welcoming community, alongside some services and a reintroduction of the government agencies involved and ways in which they could help them.

“We are here today to introduce ourselves in Sitio Curnao, to show that PhilHealth, DSWD, TESDA, BIR, PDEA, and so forth are government agencies that are ready to help and assist them, despite being far out in the mountains; they are seen and they are heard; this is a whole of nation approach to helping our fellow Filipinos,” Meryln Ybañez, RAGCOM-10 president and PhilHealth public affairs division head, said About 70 indigenous people, both adults and children, who have never even left their mountain village are taking part in the outreach caravan. They are happy and interested, even though it is hot and humid on the sun's highest peak.

ATI-10 enhances nursery operators, AEWs' skills in nursery establishment, mgmt

LANTAPAN, Bukidnon

– A total of 22 training participants, consisting of agricultural extension workers, nursery operators, and learning site owners in Bukidnon, attended a fiveday training organized by the Agricultural Training Institute-Regional Training Center-10 (ATI-RTC-10) through its Career Development and Management Services (CDMS).

The Training of Trainers on Nursery Establishment, Management, and Accreditation was conducted in partnership with the Bureau of Plant Industry-National Seed Quality Control Services (BPI-NSQCS).

Lectures and interactive

discussions on different plant propagation techniques, management practices in establishing a plant nursery, plant nursery accreditation, and plant material certification for quality planting materials were discussed with a hands-on activity at the end of the discussion proper.

One of the resource speakers is Binahon Agroforestry Farm (BAFF) owner Henry S. Binahon, an Extension Service Provider (ESP) of ATI.

Binahon urged the training participants to start small and work their way up, since he started his agroforestry farm as a small nursery business.

The training also aims to equip participants to assist

other nursery operators and farmers in their respective areas to become acquainted with the requirements for the renewal of and pass the accreditation of plant nursery establishment and management with BPI.

“Plant nursery training is essential for individuals who want to establish or manage a plant nursery. It involves learning various aspects of plant propagation, growth, and management, such as seed selection, germination, pest management, and water management. Overall, plant nursery training is crucial for the success of a plant nursery and the individuals who undergo this training,” said Numeriano Quemado III, a young agripreneur and licensed agriculturist.

Manilyn Ofiana and Aquiah Renayong, representatives from BPI-NSQCS, talked about the new rules for accrediting and certifying nurseries.

They also told the participants to get their existing nurseries accredited and certified, since the Department of Agriculture (DA) requires that all seedlings that are bought and given to LGUs be tagged.

After the training, the resource people went over each participant's individual action plan to make sure it fit with their work plan.

Solon files bill creating BARMM senior citizen commission

MARAWI CITY – A measure seeking to establish an office recognizing the rights of senior citizens was introduced on first reading in the Bangsamoro Parliament on Monday, March 20.

Dr. Kadil Sinolinding Jr. filed BTA Bill No. 121, also known as the Bangsam -

oro Commission for Senior Citizens Act of 2022, which seeks to create an office responsible for ensuring the rights and privileges of senior citizens are respected and fully implemented across all government laws, policies, and programs.

“This bill seeks to estab-

lish a mechanism for the beloved senior citizens since all of us will turn 60 years old and become one,” said Sinolinding.

The proposed bill takes into account that the elderly are an important part of the region and Philippine society.

It also aims to give them full support for their overall well-being and full participation in society.

Sinolinding says that the bill will motivate and encourage senior citizens to help build the country.

The DOLE Integrated Livelihood Program (DILP) or Kabuhayan Program is a grant assistance program for capacity building on livelihoods for the working poor, vulnerable, and marginalized workers, either for individual or group livelihood projects or undertakings.

More than 2K jobs up for grabs at tourism jobs fair in NorMin

– A total of 2,254 jobs are at stake in the Northern Mindanao leg of the 'TrabahoTurismo-Asenso!' Philippine Tourism Job Fair of the Department of Tourism (DOT) and the Department of Labor and Employment (DOLE) set on March 3031, 2023 at the Limketkai Center.

Marie Elaine Unchuan, Department of Tourism-10 (DOT-10) regional director, said 70 local companies and business establishments have already signified to participate in the job expo.

“As of today, we have a total number of 70 employers, 23 [employers] for below 10 vacancies and would be interviewing on the spot. For the 10 vacancies and above, we have 47 employ-

ers that are big tourism industry partners,” she said in a press conference held at a restaurant here March 28.

Accordingly, available positions are in hotel and restaurant management, sales and marketing, front office, accounting, human resource, general management, administrative assistance, food production, housekeeping, maintenance,
