Former rebels told youth: ‘freedom from hardships achieved after leaving the NPA’

– In celebration of the 125th Philippine Independence, two former rebels on the island of Mindanao shared how they achieved "freedom"

from hardships and armed confrontation after they decided to surrender to the government and left the New People’s Army (NPA).

Discussing life after surrendering was the message that the two rebels wanted to impart to their former com-

rades who are still in the said organization, including the youth, as their way of urging them that there is no good in joining the armed struggle.

Alias Caloy, who was a former rebel for 11 years in Mindanao, urged young individuals not to be persuaded

by the convincing words of the NPA recruiters, as the organization’s aim, he said, is to put the government in a bad light.

Cagayan de Oro marks 73rd City Charter Day

Highly-urbanized Cagayan de Oro, the country’s 10th largest city which serves as Northern Mindanao regional capital, will turn 73 years old as a chartered city on Thursday, June 15, 2023.

On this historic day, Mayor Rolando A. Uy will report on his administration’s performance before the City Council in a special session at the Aquilino Q. Pimentel Jr. International Convention Center in Indahag village, about eight kilometers from City Hall.

2 NPA fighters killed, residents displaced in Negros clash

BACOLOD CITY – Two

unidentified New People’s Army (NPA) fighters were killed in a series of encounters with troops of the 62nd Infantry Battalion (62IB) in the remote village of Macagahay in Moises Padilla, Negros Occidental on Tuesday, a report of the Philippine Army said.

The encounters came almost a month after similar clashes took place in the

neighboring Barangay Quintin Remo that claimed the lives of five communist rebels.

“No casualty on the government side while two fatalities left behind by their comrades were discovered,” the 62IB, led by commander Lt. Col. William Pesase Jr., said in a statement.

At 9:08 a.m., the first encounter took place in Sitio Cupad, where the troops engaged six NPA rebels for

about 20 minutes, and was followed by another clash at 9:42 a.m., which transpired for about 15 minutes.

A third firefight happened at 10:20 a.m. in Sitio Mantauyan.

During the clearing operation, the troops recovered one M16 rifle, one 12-gauge shotgun, one .38 caliber revolver, one rifle grenade, four short magazine assemblies for M16, two rounds of

ammunition for a shotgun, six rounds of ammunition for a caliber .38 revolver, and 79 rounds of 5.56mm bullet for M16.

They also found two bandoliers, a binocular, two backpacks, two sling bags and a power bank.

Meanwhile, the report said the skirmishes displaced at least 32 families, who sought shelter at the evacuation center in Sitio

Mantauyan and were provided food assistance by the Moises Padilla Task Force to End Local Communist Armed Conflict through the Municipal Social Welfare and Development Office.

“We again call on the wounded and fleeing rebels to voluntarily surrender. The government forces are giving you a chance to return to the fold of the law. The troops of 62IB and

Philippine National Police will not stop hunting you to ensure peace and development in central Negros,” the 62IB further said.

In April, an encounter in Sitio Lower Tiyos, Barangay Quintin Remo also led to the death of Jose “Jojo” Albores, one of the leaders of the “kangaroo court” under the Central Negros Front 1 of the NPA’s Leonardo Panaligan Command. (PNA)

Bomb try to topple NGCP tower in N. Cotabato foiled

PIKIT, North Cotabato – Army and police bomb experts foiled an attempt by lawless elements to topple a transmission tower of the National Grid Corporation of the Philippines (NGCP) in this town, military and police officials said Tuesday.

Lt. Col. Rowel Gavilanes, Army’s 90th Infantry Battalion commander, said the Army and police bomb disposal team safely disarmed at 10:30 a.m. Monday three improvised explosive devices (IEDs) attached to NGCP Tower 39 in Sitio Punol, Barangay Batulawan, Pikit. Gavilanes said at about 8:30 a.m. a mild explo -

sion had occurred in Sitio Punol. Civilians who heard the blast alerted authorities about it.

“We sent troops to check on the blast and they found three more bombs attached to the NGCP steel tower,” Gavilanes said.

The bombs were rigged from two mortar explosives and a rocket-propelled grenade head duct-taped together to a mobile phone as a trigger mechanism.

Security in the locality has been raised following the bombing attempt.

Lt. Col. John Miridel Calinga, municipal police station chief, the EIDs bore

the signature style of the Daesh-inspired Bangsamoro Islamic Freedom Fighters operating in the area.

“It was not meant to harm civilians but only the NGCP tower,” Calinga said, adding that the site is far from residential areas.

Meanwhile, Maj. Gen. Alex Rillera, the Army’s 6th Infantry Division commander, has placed all Army units in Central Mindanao on alert to ensure the safety of communities.

CITY – The bamboo industry in Northern Mindanao region is a rich untapped source of raw materials for the construction industry, Bukidnon 1st District Rep. Jose Manuel Alba has said.

In an interview Tuesday, Alba said he and other bamboo industry leaders in Mindanao are engaged in ongoing information dissemination to make bamboo a source of livelihood for building materials.

He earlier filed House of Representatives Bill 7105, or the proposed Philippine Bamboo Industry Act.

"Shifting to bamboo as building material instead of wood will also help the environment in the long

run, as it will lessen the cutting of more trees," he said.

Bukidnon alone has about 2 million “bamboo stands,” which are ready for harvest to become raw materials, he said.

A supporter of Alba's bill is Robert Palomares, the proprietor of Homebiz Crafts based in Iligan City, who has been using bamboo materials for making furniture and plywood for clients since 2014.

He said he has been sourcing bamboo materials from Manolo Fortich, Bukidnon.

"Bamboo can become a good source of additional income for farmers and even residents who have a backyard space for growing bamboo," Palomares

said.

Because bamboo is a grass species, it can sprout new trunks after cutting the old ones for production.

Palomares said the variety currently used in production is the giant bamboo species.

In this city, the bamboo processing firm, Rizome Bamboo, has been providing bamboo supplies to clients across the country since 2021.

Russel Smith, the firm’s president and chief executive officer, said they are planning to plant an additional 1.5 million “bamboo stands” throughout Mindanao, which they will also buy back from farmers and growers to meet the production demands. (PNA)

1,494 Agusan Norte seniors get P5.3-M aid from DSWD

BUTUAN CITY – The Department of Social Welfare and Development in the Caraga Region (DSWD-13) released on Monday over PHP5.5 million worth of cash assistance to senior citizens in Buenavista town, Agusan del Norte province.

In a statement Tuesday, DSWD-13 said at least 1,494 senior citizens received their cash cards during the distribution activity.

“Each of the cards con-

tained PHP3,600 cash under the Unconditional Cash Transfer (UCT) program of the agency,” the DSWD-13 said.

A team from the Land Bank of the Philippines helped in the activity to ensure the smooth distribution of cash cards.

“Most of the seniors served were those who have not yet received their automated teller machine (ATM) cards for their ben-

efits through the UCT social pension,” DSWD-13 said.

The UCT program was implemented by the DSWD from 2018 to 2020 to provide cash assistance to senior citizens in the country.

Although the program had ended, the DSWD-13 clarified that the distribution continues to beneficiaries who have not yet received their UCT benefits.

2 CTG-NPA members surrender in Manticao

MANTICAO, Misamis

Oriental (PIA)--The Local Government of Manticao, in partnership with the 2nd Mechanized Infantry Brigade and 4th Mechanized Infantry Battalion, held a ceremonial peaceful surrender of two Communist Terrorist Group-New People’s Army (CTG-NPA) members and the turnover of firearms in Barangay Poblacion, June 8. Officer, welcomed the two rebels and assured them that their office is ready to assist in their reintegration through various government assistance packages, such as the Enhanced Comprehensive Local Integration Program (ECLIP).

Through the ECLIP, the two rebels will receive a financial package covering their immediate needs, a provision for reintegration processes, starting capital for livelihood, and remuneration for their surrendered firearms.

The two CTG-NPA members surrendered their two M16 rifles alongside six short magazine steel, sixty-

seven live rounds of ammo, and two bandoleers. The 4th Mechanized Infantry Battalion has started preparing documentation and an initial interview for their inclusion in the government’s ECLIP.

Meanwhile, Manticao Mayor Stephen Tan gave out cash assistance, two sacks of rice, and grocery items to the peaceful surrenderers as immediate assistance. The peaceful surrender of the two CTG-NPA members is the first of its kind in Manticao.

Forging a path towards lasting peace and harmony in the Bangsamoro region, the Bangsamoro Government held the Regional Peace and Order Council (RPOC)

meeting in the province of Sulu for the first time, June 10.

The meeting served as a platform for the different local chief executives and other participants to delve

into the underlying factors contributing to crime and violence in the region.

Under the leadership of Chief Minister Ahod Ebrahim, the event brought together esteemed members of the Council, including the BARMM provincial governors such as Sulu Governor Abdusakur Tan, Basilan Governor Jim HatamanSalliman, Tawi-Tawi Governor Ma-ang Sali, Maguindanao del Norte Governor Abdulraof Macacua, the BARMM ministries, national agencies, and the security sector.

DOH sees upgrade in Marawi’s health system

MARAWI CITY, Lanao del Sur (PIA)--The Department of Health (DOH) is optimistic that the city has already welcomed a boost in its healthcare system that will strengthen the delivery of its health operations.

Such was made possible with the unveiling of the new city health unit, June 7, located within the City Hall compound, a strategic location deemed accessible to needy constituents.

With support from the Asian Development Bank through the urban climate change resilience trust fund, the two-story facility is furnished with vital equipment housed in its laboratory, pharmacy, dental, family planning and prenatal, delivery, ward or labor, and sterilization rooms.

Moreover, the health facility is also equipped with conference and breastfeeding rooms, executive offices, prayer rooms, nurses’ quarters, and a record section.

DOH Undersecretary Dr. Abdullah Dumama con -

veyed that the wait is already over for the constituents as, after three years, the new city health unit has already risen.

He said that along the way of constructing this facility, there have been a lot of problems they have been able to resolve, among which were human-induced and natural disasters, including COVID-19.

Dumama was happy that these struggles did not successfully halt their vision of completing the building since they inspired them to work hard.

As such, he congratulated everyone who contributed to the completion of the infrastructure, for they sincerely granted the delivery of healthcare services that the constituents truly deserved.

Dumama also called on the LGU here to sustain this project so that it might be enjoyed for a longer time.

Additionally, he reaffirmed his unwavering support for the BARMM Government under Chief Minister Ebrahim in their tireless efforts to bring about longlasting peace in the area.

"We are committed to

supporting the peace process; we are committed to supporting your (Ebrahim) leadership and the BTA. The success of the regional government is our success," Tan stressed.

The successful convening of the RPOC meeting signifies the BARMM's firm commitment to ensuring the safety, security, and well-being of its constituents. Through collaborative efforts and strong partnerships, the BARMM aims to foster lasting peace and development in the region.

Sports program changes lives

Asuccess story in local governance that I personally witnessed and would like to share here was the innovation introduced by the former municipal mayor of Pres. Manuel Roxas in Zamboanga del Norte, Atty Jan Hendrik Vallecer, all throughout his three terms of office as local chief executive.

As a backgrounder, the municipality of Pres. M.A. Roxas was beset with poverty and backwardness as a significant number of the population lacked the skills and the education to keep up with the globalization needed in bigger industries outside of its jurisdiction.

The former mayor explored strategies to alleviate poverty specifically by putting a premium on his people and so he endeavored to improve the skills and education of inhabitants starting off with a very strong sports program to build self-confidence, gather enough experiences of success, and forge a strong collective spirit of

identity as Roxasnons.

He embarked on an extensive sports program that equipped the indigent athletes with skills that became their ticket to university scholarships and eventually bring them out of poverty.

At the early part he enjoined stakeholders to sponsor sports events starting with just basketball leagues among inter-barangays which then grew popular and paved the way for the creation of an intensive program for the different sports in the municipality. Active scouting of potential athletes from the poorest of the poor was then launched and potential indigents were drafted and trained under the LGU program all throughout the year.

The beginning was an uphill battle especially in funds as the municipality had to build first the appropriate facilities such as basketball courts, volleyball courts, and football fields as well as all other facilities and equipment for the other

sports events. With the help of the private sector over the years, the municipality was able to put up state of the art facilities that became the training grounds of athletes on the following events: Basketball, Sepak Takraw, Taekwondo, Volleyball, Boxing, Table tennis, Football/ Futsal, Track and Field.

The extensive training in place all year round for all athletes has eventually produced top players in the different sports events. After winning championships in the regional and national level, some of Roxas athletes have achieved stardom in their sports events and Roxas has become the favorite LGU for university recruiters to cast potential players.

Pres. Manuel A Roxas continues to forge a brand as the “Home of the Champions” as it continues to bring home the bacon in various sports leagues in the region and the country as a whole. At the launching of the comprehensive sports program in

PHA sets conference on Filipino people's struggles for nationhood

When the Philippine Historical Association (PHA) conducted its 2023 Annual Conference at the historic Metropolitan Theater in Manila on Aug. 31-Sept. 2, I have an ardent wish that the delegates will exert their best efforts to settle and put to rest the decades-old debates over certain aspects of the Filipinos' campaign for independence from Spanish occupation in the 1890s.

This early, I am certain that numerous books would be written later about the various topics and subjects that would be discussed thoroughly during the threeday conference. And hopefully, such books would put an end to the controversies over the 1896-1898 Revolution that "need to be restudied, to be reinterpreted, or even resolved."

According to its website, the PHA was founded on Sept. 18, 1955 by a group of prominent historians, among them, Teodoro Agoncillo, Encarnacion Alzona, Celedonio Ancheta, Gabriel

Fabella, Esteban de Ocampo, Nicolas Zafra, and Gregorio Zaide. Their aim was to establish a scholarly association of historians devoted to the propagation of historical knowledge and studies, principally pertaining to the Philippines.

Dr. Ma. Luisa T. Camagay, present PHA president, said the theme of the forthcoming conference is "SANGKAPILIPINUHAN: Retrospections on Independence and Nationhood." She added that this year's theme is in solidarity with the 125th anniversary of Philippine Independence and Nationhood on June 12.

"As the country commemorates its 125th anniversary of independence and nationhood, it is important to reflect on the historical and continuing struggles that have defined its journey towards self-determination and progress. This event also provides an opportunity for reflection on the country's past and present conditions," Camagay said.

The PHA itself, in its call

2018, the Municipal Team has garnered 16 awards in different sports events in provincial and regional level. It continues to harvest awards in different sports competitions as the players get better and better with its continuous training.

While the sports program has brought indigents back to school and planted in them the seed to succeed, the comprehensive sports program has also made positive impact to the community in general.

The sports program provided its indigent youth the access to world-class tertiary education and a lucrative career in the big leagues. Unthinkable a decade ago in what used to be a laidback locality. To date, new cultures of striving for success, spirit of competitiveness and strong group identity have replaced the once laidback and sleepy town to a vibrant community.

for submission of discussion papers for the conference, said: "The Philippines, moving forward into the 21st century, continues to be plagued by unresolved controversies, contradictory directions, and contentious perspectives on Philippine nationhood."

There are indeed a number of controversial aspects in the Philippine history that need to be corrected or rectified. These include where and when the outbreak of the 1896 Revolution against Spain actually happened.

In the book "The Cry of Balintawak: A Contrived Controversy" written by Dr. Soledad Borromeo-Buehler and published by the Ateneo De Manila University Press in 1998, there were several places listed as the sites of Katipunnan meetings and armed engagements from Aug. 21-27, 1896. Among these places were Kangkong, Pasong Tamo, Pugad Lawin, Balara, Balintawak, Banlat, Bahay Toro and Caloocan.

The book author, Buehler, is a professional historian and granddaughter of Gen. Guillermo Masangkay, one of the closest comrades of Gat Andres Bonifacio in the Kataas-taasang, Kagalanggalang na Katipunan ng mga Anak ng Bayan (KKK). She had studied the so-called Masangkay papers thor -

oughly and became the basis of her book.

Incidentally, almost all of the places mentioned in her book as sites of the important meetings or early armed engagements of the Katipuneros were part of the former town of Novaliches. It must be pointed out that Quezon City was not yet in existence at that time, being founded only in October 1939 by then Philippine Commonwealth President Manuel L. Quezon.

In his book titled "Bones of Contention" published in 2014 by Anvil Publishing Inc,, noted historian-professor and former National Historical Commission of the Philippines (NHCP) Chairman Ambeth R. Ocampo also cited some controversial episodes of the 1896 Revolution involving Balintawak and Pugad Lawin, among several other places.

For one thing, Ocampo noted the conflicting dates and places where Bonifacio and the other Katipuneros tore their "cedula" or residence certificate.

"Officially, and since 1962, it has been celebrated on August 23, 1896 in Pugad Lawin. Traditionally, before 1962, it was commemorated on August 26, 1896 in Balintawak. On this matter, tradition dies hard," he said.

PH economic team to entice more investors from Singapore

MANILA – The economic team of President Ferdinand R. Marcos Jr. will be holding its second economic briefing in Singapore to attract more foreign investments.

The second Philippine Economic Briefing (PEB) with the Singaporean business community will be held on June 15, the Department of Budget and Management (DBM) announced on Tuesday.

“After the successful run of the first Philippine Economic Briefing in Singapore last year with President Ferdinand R. Marcos Jr., the country’s economic managers will once again engage with Singapore-based business leaders, bankers, and investors on June 15, 2023,” the DBM said.

“To further strengthen economic collaboration, the Philippines’ Economic Team is gearing up for the second PEB Singapore which carries the theme, ‘Unfolding New Chapters in the Philippines’ Growth Story,’” it added.

The economic briefing serves as an avenue for the economic leaders to discuss investment opportunities in the Philippines.

The first PEB Singapore resulted in USD6.5 billion worth of investment pledges, topped by investment in the transportation sector for the manufacturing of electronic tricycles valued at USD5.0 billion.

The investment commitments also include investment in renewable energy

through floating solar panels generating energy to power communities, amounting to USD1.2 billion.

Singapore is one of the top sources of Foreign Direct Investments in the Philippines.

Apart from Singapore, the country’s economic team also held a PEB in the United States and Europe. The economic managers are also targeting holding briefings in the Middle East and Asia. (PNA)

CAMIGUIN (PIA)--The inflation rate in the province of Camiguin was down to 7.2 percent in May 2023 and it fell for the third straight month in May as it decelerated further from 8.2 percent in April 2023.

Inflation in the province averaged 8.5 percent for 2023.

The provinces of Misamis Oriental, Lanao del Norte, and Bukidnon also recorded decreased inflation rates during the month of May 2023. The provinces of Camiguin and Misamis Oriental had the highest registered inflation rates, both at 7.2 percent.

Meanwhile, the province of Misamis Occidental recorded an increased inflation rate of 7.1 percent in May 2023, up from 7.0 percent in April 2023.

The slower increase in prices of goods and services in the province was primarily due to the slower annual increase on the year-on-year growth in the heavily weighted food and non-alcoholic beverages index at 10.0 percent from

10.9 percent in April 2023, or a 0.9 percentage point difference.

Further, lower annual increments were noted in the indices of the following commodity groups in May 2023: alcoholic beverages and tobacco, 8.6 percent; housing, water, electricity, gas, and other fuels, 5.5 percent; furnishings, household equipment, and routine household maintenance, 2.5 percent; health, 0.4 percent; transport, 2.6 percent; information and communication, 0.0 percent; and recreation, sports, and culture, 4.5 percent.

On the other hand, higher annual increments were observed in the indices of clothing and footwear (3.3%), restaurants and accommodation services (18.7%), personal care, and miscellaneous, goods and services (6.3%).

The indices of education services retained their recorded rate in April 2023 for May 2023 at 1.3 percent, while the financial services index recorded a zero percent annual inflation rate.

In May 2023, certain

food commodity groups registered higher annual increases. Rice recorded an increase of 1.0 percentage point as it registered an inflation rate of 5.8 percent in May 2023, up from 4.8 percent in April 2023. In addition, flour, bread and other bakery products, pasta products, and other cereals were up by 0.4 percentage point in May 2023 as they registered 13.3 percent inflation, up from 12.9 percent in April 2023.

The observed slower growth rate of the food and non-alcoholic beverages index was primarily caused by the lower annual increments in the following commodity groups: meat and other parts of slaughtered land animals, 16.0 percent; oils and fats, 8.9 percent; fruits and nuts, 8.6 percent; Vegetables, tubers, plantains, cooking bananas, and pulses, 14.7 percent; sugar, confectionery, and desserts, 30.4 percent; and readymade food and other food products, n.e.c., 3.3 percent.

City—Seventeenyear-old James ‘Happi’ Alado of Abba’s Orchard Montessori School has finally found his place in the Camiguin Misamis Oriental Regional Football Association (CMORFA) U19 team that will compete in the Div. 1 group stage tournament of the National U19 National Championship 2023 in Cebu City.

Coach Ivan Caiña played him out on the wings or as right midfielder in their past tune-up matches but last Sunday he was put in the

middle of the pitch, his most comfortable position.

He responded magnificently and coach Ivan even pointed out that Alado was ‘solid’ in the middle. “I am most comfortable as center midfielder,” Alado said.

He then highlighted his performance with a booming goal in the second half that equalized the match at 1-1 against Xavier University. CMORFA lads lost the series to XU with a 3-5 aggregate.

“On the first leg it made us realize that we had to try and focus one game at a time. We played better on the second leg dictating the

tempo of the game both offensively and defensively,” he coach Ivan said.

When Alado played for the Northern Mindanao team in the elementary division in the Palaro in 2019 in Vigan, he was the best player for the team the entire tournament for the NMRAA boys. He was tireless in the middle dishing assists and dictating plays.

“I feel that I have gone better under coach Ivan,’’ said the captain of Abba’s Orchard varsity team.

Nuggets win first NBA title in 47 seasons

Denver Nuggets captured their first title in 47 NBA seasons on Monday (Tuesday in Manila), defeating the Miami Heat 94-89 behind 28 points and 16 rebounds from Nikola Jokic.

The Nuggets won the best-of-seven NBA Finals 4-1 to bring the Mile High City an NBA crown as a sellout crowd roared in delight while delivering Miami's third finals loss in 10 seasons.

"I've got news for everybody out there. We're not satisfied with one," Nuggets coach Michael Malone said afterwards. "We want more."

The championship filled the final gap in the impressive resume of Serbian star Jokic, a two-time NBA Most Valuable Player and fivetime All-Star center in his

eighth NBA campaign.

Two days after countryman Novak Djokovic won the French Open for his record 23rd Grand Slam tennis crown, Jokic was named the NBA Finals MVP.

He delivered on a night when the team struggled with shooting futility but blanked Miami for more than five minutes of the fourth quarter.

"It was amazing effort by the team," Jokic said. "It was an ugly game. We couldn't make shots. But at the end we figured it out, how to defend and we scored 90 points. That's why we won.

I'm just happy we won the game.

"It's good. The job is done and we can go home now."

Denver was the playoff top seed in the Western Conference while the Heat had to win a play-in game just to reach the playoffs but then upset NBA wins leader Milwaukee, New York and Boston to advance to the finals.

Bruce Brown answered with a rebound basket to put Denver ahead 90-88 and Max Strus missed a 3-pointer for Miami to give Denver the ball with 1:09 remaining.

Jokic and Gordon missed shots and Strus rebounded for Miami.

Kentavious CaldwellPope stole a pass by Butler and sank two clutch free throws with 24 seconds remaining to give Denver a 92-89 edge.
