Plans to decongest Oro city hall in the pipeline

AS part of its objective to bring the government closer to the people, the local government of Cagayan de Oro has presented its plan to decongest city hall and provide a more

4 NPA fighters yield in SulKud,

CAMP SIONGCO, Ma -

guindanao Norte – Four communist New People’s Army (NPA) rebels have separately surrendered to military authorities in Sultan Kudarat and South Cotabato provinces, military officials here reported Monday.

In a statement, Lt. Colonel John Paul Baldomar, the

Army’s 37th Infantry Battalion (37IB) commander, said three of the rebels yielded Sunday at the battalion headquarters in Lebak town, Sultan Kudarat. Baldomar identified the surrendering guerrillas only through their first names as Patrick, a member of NPA Platoon Madrid; Toto of Platoon Baghdad; and Jay-Ar of Platoon Beijing.

Navy rescues 6 trafficking in persons victims in Tawi-Tawi

ZAMBOANGA CITY – Operatives of the Naval Forces Western Mindanao (NFWM) have rescued six victims of Trafficking-in-Persons (TIP) in Tawi-Tawi province, a top military official said Monday.

Rear Adm. Donn Anthony Miraflor, NFWM commander, said the victims were rescued around 7:45 a.m. Sunday aboard a commercial ferry that just docked at the port of Bongao, the capital town of Tawi-Tawi.

Miraflor said those rescued consisted of three males and three females, the youngest of whom is 18 and the oldest is 40 years old.

Three of the males and a female are from Tungawan town, Zamboanga Sibugay province while the two remaining females are from Parang town in Maguindanao province, and Isabela City, Basilan province.

“The TIPs were promptly endorsed to Tawi-Tawi Maritime Police Station for proper documentation, shelter, and protection services,” Miraflor said.

He said the victims claimed that they were recruited to work in Malaysia by a certain Rose who instructed them to board a commercial ferry that will take them to the municipality of Sitangkai in Tawi-Tawi via the Bongao port. (PNA) NFWM

BUTUAN CITY – Ten highpowered firearms, hundreds of assorted ammunition and explosives were recovered following the recent surrender of three New People’s Army (NPA) rebels in Surigao del Sur province, a military official reported Friday.

“The surrender of the three rebels was the outcome of the collaborative efforts of key stakeholders of the Provincial Task Force to End Local Communist Armed Conflict in Surigao del Sur,” said Lt. Col. Michael Rey Reuyan, the Army’s 36th Infantry Battalion (36IB) commander.

On Tuesday, the surrenderers identified as Liza Bregonio, Leonard Frank Degumbis, and Mario Suarez voluntarily yielded to the 36IB headquarters in Barangay Puyat, Carmen town. (PNA)

PCG rescues distressed cargo vessel off Dinagat coast

BUTUAN CITY – Personnel of the Philippine Coast Guard in North Eastern Mindanao (PCG-NEM) and the Coast Guard Station in Dinagat Islands (CGS Dinagat) rescued on Sunday a distressed cargo vessel off the coast of Hibusong Island in Dinagat Islands province.

In a statement Monday, the PCG-NEM said it first

received a distress call from the troubled vessel MTKR PETRO CARA early Sunday morning.

“The master of the vessel said they encountered main engine failure on Saturday afternoon at the vicinity waters of Hibusong Island,” the PCG-NEM said.

It added that the master decided to drop the

anchor but the vessel continued to drift six miles northeast off the coast of Hibusong Island.

The CGS Dinagat immediately coordinated with the tugging boat of the National Power Corporation for the possible towing and rescue of the distressed sea vessel.

“It can be deployed anywhere. It will enhance response capability during events and incidents,” Dalipe said.

The customized van is equipped with a video wall, radio communications base, wireless network base, generator set, and closed-circuit television (CCTV) server.

It also composes of four solar-powered pneumatic pole masts with wires radio, Wi-Fi access points, a solar

system with battery, and a multi-directional camera.

Maguindanao Sur town poll exec slain in ambush

COTABATO CITY – A municipal election officer in Maguindanao del Sur died in an ambush Monday in Lambayong town, Sultan Kudarat province, police said.

Capt. Jetro Doligas, Lambayong municipal police chief, said Haviv Macabangen Maindan, municipal election officer of Sultan sa Barongis in Maguindanao del Sur province, was driv-

ing his vehicle when ambushed in Barangay Pingguiaman, Lambayong, by motorcycle-riding gunmen at around 2 p.m.

“He was going home on board his silver gray Toyota Fortuner (LFX-553) going to Lambayong from his office in Sultan sa Barongis when fired upon,” Doligas said in a radio interview, adding that the victim died on the spot.

He said the victim’s ve-

hicle then swerved towards a swampy section of the roadside just beside an irrigation canal following the ambush.

Sultan sa Barongis Mayor Allandatu Angas said he was saddened by the death of the election official, whom he described as a dedicated servant.

Doligas said the investigation is still ongoing.

– To celebrate the Department of Health's (DOH) National Insurance Month, PhilHealth Social Insurance Officer John Emmanuel Santuyo tackled the importance of health insurance and the essential requirements for PhilHealth membership registration on the February 8 OK Dok! radio program.

“PhilHealth is a financial intermediary for the wellbeing, this is why they are the ones who cover the hospital fees, although not all of them, but only a part

of them sometimes,” Santuyo said.

Along with the Universal Health Care Law, or R.A. 11223, signed by President Rodrigo Duterte in February 2019, the DOH ensures that every Filipino has access to equal and affordable health care.

“For those who are firsttime members, we give them an ID and register them with the amount of P400 only. Since PhilHealth is a requirement for work, you only need to pay P400, and then you’re registered as self-employed so that you

won’t have to pay for firsttime job seekers or other certificates,” Santuyo said.

For PhilHealth members, inpatient benefits are given to those who are admitted to the hospital for more than 24 hours, and outpatient benefits are given to those who need dialysis, transfusions, cataract operations, and radiotherapy.

With OPD Konsulta and Primary Care Benefits (PCB), indigenous groups, senior citizens, Overseas Filipino Workers (OFW) beneficiaries, and people in the formal sector can get

access to good health care.

4ID recognizes partners in celebrating 53rd anniv

CAGAYAN DE ORO CITY – The 4th Infantry “Diamond” Division (4ID) marked another milestone in its history as it celebrated its week-long 53rd Founding Anniversary with the theme, "Sustaining Excellence, Strengthening Partnership," to commemorate its valiant history, partners, and victories towards an inclusive, secure, and peaceful Northern Mindanao at Camp Evangelista, Patag, February 3.

"As we celebrate our 53rd anniversary, it is but fitting that we will renew our commitment with the same vigor and enthusiasm in order to facilitate the final push towards complete vic-

tory so that our desire for a lasting peace can finally be achieved," Maj. Gen. Wilbur Mamawag, 4ID commander, said.

Covering a vast area in northern Mindanao and the Caraga region, the 4ID experienced a banner year in 2022 after having registered 124 encounters, 225 surrenderers, 19 captured, 52 killed, recovered 339 firearms, and cleared five guerilla fronts.

Mamawag said its string of wins was due to its strong partnerships with other national government agencies (NGAs), local government units (LGUs), and other public and private stakeholders.

These partnerships helped far-flung communities with anti-poverty and anti-insurgency programs

Oro solon lauds DENR, pledges to champion environmental projects

B. Rodriguez commended the Department of Environment and Natural Resources-10 (DENR-10) for the conduct of its 2023 Mindanao Leg Multi-stakeholders Forum, February 3.

Rodriguez talked about how the country's environmental problems, like deforestation, pollution, and climate change, have a big impact on people's health, jobs, and safety.

He stressed how important it is to work together to protect the environment and natural resources through dialogue, sharing information, and working together.

"We can work together to reduce our environmental footprint, protect our natural resources, and mitigate the effects of climate change. This will require a collective effort from government, civil society, the private sector, and individuals alike," he said.

Acknowledging the government’s vital role in the preservation of the environment and natural resources under its jurisdiction, Rodriguez had filed several bills in Congress, such as House Bill No. 6386, or the

"Council for the Built Environment Act," which was filed last November 2022, and House Bill No. 6755, or the "Children’s Environmental Protection Act," filed this January 2023.

The solon hopes that both bills can help promote the advocacy of President Ferdinand Marcos, Jr., in building a sustainable and healthy environment for all.

As part of his support for the DENR's goals to protect and preserve natural resources, Rodriguez promised that he would help the agency get its projects done in Congress, especially when the budget is being talked about.

THE hard work of many dedicated social workers, goodhearted judges, and compassionate Philippine government officials are helping hundreds of children in conflict with the law to find a new, better life in the Preda homes for boys.

The family court judges also protect child victims of sexual abuse from their abusers by referring them to the Preda homes for child victims until justice is done and seen to be done.

Many hundreds of CICL have been freed by caring judges and social workers.

The youth have been saved from the suffering and deprivation endured when locked in government detention cells, languishing and suffering mental health problems, awaiting justice that sometimes never comes.

The church personnel need to follow the example of Jesus of Nazareth and engage more in social action for justice, helping victims of sexual abuse and injustice, and they should be doing more in protecting human rights and serving the victims of torture and neglect.

The Juvenile Justice and Welfare Law is designed to prevent all that abuse and deprivation and is supposed to protect the dignity and rights of children.

Instead, many are jailed like criminals.

Good wise judges are now freeing children be free that are locked up for months or years in the jail cells of Bahay Pag-asa or youth detention centers in subhuman conditions.

The youth think that they are criminals and that is likely what they will become.

Children-at-risk (CAR) are below 15 years old and cannot be charged with a crime but are nevertheless locked up in child care centers by the government authorities that are much like a detention center also.

They must be released to a loving, caring home that respects their rights.

Jesus of Nazareth said children are the most important of all (Matthew Ch.18) This is what the good “Judges for Justice” are now doing- saving the children, not punishing them.

Most CICL are uneducated and struggle daily to survive in dangerous, disease-ridden slums and avoid being caught in a hail of gunfire from the murderous death squads. (To be continued) (LiCAS.news)

“LOVE is useless unless it is shared with another. Indeed, no man is an island.”

This pronouncement in the case of Chi Ming Tsoi vs. Lao- Tsoi (GR No. 119190, 16 January 1997) is one of the Supreme Court decisions often quoted on the subject of love.

The Supreme Court stressed that “an expressive interest in each other’s feelings at a time it is needed by the other can go a long way in deepening the relationship.”

I first read the case as a law student at the University of the Philippines.

“If the two eventually fell in love, despite the disparity in their ages and academic levels, this only lends substance to the truism that the heart has reasons of its own which reason does not know,” says the Court on a case involving a 30-year-old teacher who was fired for marrying her 16-year-old student.” (ChuaQua vs Tay Tung High School, G.R. But for members of the legal profession, love has to be held in abeyance if the other party is a client.

A lawyer might soon be prohibited from romantic entanglements with a client if the proposed revisions in the 34-year-old Code of Professional Responsibility (CPR) will take effect.

The prohibition is indicated in proposed Section 15, which states: “A lawyer shall not have dating, romantic, or sexual relations with a client during the engagement, unless the consensual relationship existed between them before the lawyer-client relationship commenced.”

Updating the 34-year-old CPR is in line with the Supreme Court’s rule that possession of good moral character is both a condition precedent and a continuing requirement to warrant admission to the Bar and to retain membership in the legal profession.

“We want to be very clear that the lawyer-client relationship can clearly define what are your duties and what are your responsibilities. We don’t want any dating or romantic factor to blur these lines,” Associate Justice Maria Filomena Singh said in an interview. (To be continued) (LiCAS.news)

DOST-10 broadens biz opportunities for MSMEs thru tech adoption

– In light of the rapid technological advancements, the Department of Science and Technology-10 (DOST-10) Science Research Specialist

Jon Michael Semilla tackled the integration of technology to benefit the public and enhance MSMEs' operations during the Lambo Dyes radio program, February 11.

“Just recently, we helped a small business from Misamis Oriental adopt the iodine-rich drinking water or Tubig Talino from DOST, the Food and Nutrition Research Institute. Currently, the adopter and FNRI are on step 6 on finalizing the licensing agreement, and eventually, they will start

the production of Tubig Talino in CDO,” he said.

When a technology is adopted for commercial use, its intellectual property rights are protected, and the technology owner must pay a DOST licensing fee, a onetime down payment fee, and a royalty fee.

Meanwhile, technologies that benefit and help improve the lives of the general public will be exempt from licensing fees.

DOST-10 technologies are developed by sectoral and research and development institutions, which are divided into five sectors: the agri-sector for agricultural productivity; disaster resilience; IT development;

MSME competitiveness; and quality healthcare.

“In the five provinces, we started to commercialize our technology, which is called the ‘enhanced Nutri-bun.’ It is enhanced by the DOST, and it is sold by adopters in Cagayan [de Oro], Bukidnon, and Misamis Occidental. Usually it is used by LGUs and DepEd for feeding programs for kids and other beneficiaries,” Semilla added.

With the fast-paced evolution of technology, DOST10 urges MSMEs to adopt technological innovation in order to improve the standard of living for Filipinos.

– To hone the tech competence of Oro youths and prepare them for jobs of the future, the City Government of Cagayan de Oro partnered with the Philippine Business for Education (PBEd) for the JobsNext project.

The goal of the project is to give youths skill-building programs that are industryrelevant, demand-driven, and right for them.

This will help them get jobs and be ready for jobs of the future.

“We share PBEd's belief that it is important to ensure that the youth will thrive in the future. We know that Jobs Next is a good opportunity for the city and, most importantly, for our youth,”

Mayor Rolando Uy said during the project's launch.

Uy said his administration strives to give Kagayanon youths a resilient, progressive, and inclusive future. As such, he is thankful that PBEd is here to partner with them.

One of the seven pilot cities for the JobsNext project, run by PBEd and funded by the Citi Foundation, is Cagayan de Oro.

According to Uy, JobsNext will provide training programs for the youth for

NTC-10 accelerates SIM reg with free Wi-Fi caravan in NorMin

CAGAYAN DE ORO CITY – To avoid the mandated deactivation of unregistered SIM cards of citizens from remote areas of the Philippines, the National Telecommunications Commission (NTC) has organized a caravan to accelerate the SIM registration scale in northern Mindanao.

The NTC has teamed up with SMART Telecom to offer free Wi-Fi at the caravan.

This is to help people in the area who can't register their SIM cards because they don't have access to the internet.

The caravan will make its way through 40 priority areas identified by the NTC for SIM registration.

Four out of these 40 areas have just recently been covered; the schedule of the succeeding areas is yet to be announced.

Aside from the caravan, SMART Telecom also helps people register their SIM cards in their Cagayan de Oro stores.

“All our SMART stores here [Cagayan de Oro] can assist our registrants. We have cellphones at our booths if you don't have a smartphone; however, because the entire process

MENRE-BARMM lauds EU, World Vision’s charge to protect env’t

MARAWI CITY – The Ministry of Environment, Natural Resources and Energy (MENRE) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has acclaimed the new undertaking of the European Union (EU) and World Vision that would take the forefront in safeguarding the environment in the region.

With the project Integrated Solid Waste Management-Circular Economy Adaptation for Alternative Plastic Waste Solutions, international non-government organizations want to promote the circular economy and improve how plastic

waste is managed. Akmad Brahim, the Minister of MENRE-BARMM, said this shows how strongly the EU and World Vision want to solve the urgent problems of solid waste management and work for a greener, safer, and more sustainable environment for the people in the region and for future generations.

"We commend the EU and World Vision for their efforts in Cotabato City, as well as Marawi. As we embark on this new journey, I send my warmest support and appreciation to the World Vision, EU, and the rest of the organizations who are leading the goal of creating a pillar and more resilient Bangsamoro and

Philippines," he said.

Brahim earlier shared that World Vision had already implemented previous environmental programs in the region, where it donated waste management equipment such as solid waste bicycles and a charcoal briquette machine and shredder.

Also, the ministry has implemented the Pera sa Basura program to encourage proper waste disposal, and World Vision's program is seen as a big help because it helps all the relevant partners communicate and work together.

With all of these steps, the MENRE-BARMM hopes to help communities become more self-reliant, reduce their carbon footprints, and

fight the effects of climate change over time.

Brahim is sure that this project will be a resounding success if everyone involved stays committed and works together.

He emphasized that they can make a difference by working together to create a world-class waste management system in which wastes are properly managed, recycled, and thrown away so that they have the least amount of negative effects on the environment.

PSA-10 celebrates 33rd civil registration month

– February is Civil Registration Month per Presidential Proclamation No. 682. This year, the Philippine Statistics Authority (PSA) spearheads the 33rd Civil Registration Month celebration with the theme, "PSA@10: Providing Efficient and Effective Civil Registration and Vital Statistics through Digital Transformation."

This annual celebration is relevant as PSA continuously advocates for and supports the improvement of the country’s civil registration and vital statistics.

It reminds Filipinos of their duty to register important events in their lives, like births, marriages, and

deaths, as well as decrees, legal instruments, and court orders that affect their civil status.

During the month-long celebration, the PSA-Regional Statistical Services Office 10, provincial statistical offices, and local civil registry offices in northern Mindanao will put on different events.

Beware of fragrant but toxic Valentine’s Day gifts

AS Valentine’s Day is celebrated, the toxics watchdog group EcoWaste Coalition red-flagged the presence of butylphenyl methylpropio-

nal, a “reprotoxic” chemical in some commercial fragrances being sold in the market.

“Reprotoxic” refers to

a chemical that is toxic to reproduction, posing a serious threat to the fertility of both women and men and causing harm to the repro-

ductive process, including fetal development

“Some perfumes, which are among the most popular gifts for Valentine’s Day, may contain chemical ingredients that are classified as ‘reprotoxic’ and should not be purchased and used,” said Aileen Lucero, National Coordinator, EcoWaste Coalition.

“Consumers should read product labels carefully and steer clear of fragrances with ingredients that can affect fertility and the fetus during pregnancy,” she said.

In the market monitoring it conducted on Feb. 13, the group found 32 fragrances with butylphenyl methylpropional listed as an ingredient. Also known as BMHCA or lilial, butylphenyl methylpropional is used to give a floral note to a fragrance mixture.

The 32 fragrances, which are mostly “class A imitation products,” are sold for as low as P50 to as high as P3,700 per bottle at cosmetic and perfume stores located at 11/88, 168, 999 and Divisoria Shopping Malls in Binondo, Manila.

The European Union (EU) has classified butylphenyl methylpropional

as “reprotoxic” and consequently banned its use as an ingredient in cosmetics such as fragrances effective March 1, 2022.

Cosmetics containing butylphenyl methylpropional cannot be placed on the EU market and must be taken off the shelves if already on the market.

Governments in Europe, particularly Czechia, Italy,

Lithuania and Sweden, have taken action against at least 70 fragrances containing butylphenyl methylpropional, banning their marketing, recalling products from end users or rejecting imports at the border.

– After 31 years working as an overseas Filipino worker (OFW) in Saudi Arabia, Larry Carumba is getting ready to go home for good when his contract as executive secretary to the senior director in a medical supplies company ends this year.

He is reaping the rewards of decades of hard work and he has achieved his goal of alleviating his family’s economic situation.

A spacious 500-square meter residence in a highend subdivision awaits him.

This is also where he

will house his art studio and gallery, his business office and his numerous antique collections.

His odyssey started in 1992, when Larry at age 28 joined the exodus of Filipinos seeking higher-paying jobs overseas.

With a diploma in business management (from the University of La Salle, Bacolod) under his belt, he landed his first job in Saudi Arabia as a salesman in a retail company.

The strict and regimented life in Islam-ruled Saudi Arabia laid the ground for him to embark on his artistic journey.

Kauswagan LGU opens food park, entertainment center

KAUSWAGAN,

del Norte – The local government here opened its two-hectare Fisherman's Wharf Food Park and Entertainment Center, which was built using local funds in Barangay Kawit Oriental.

The food park features an array of different cuisines from 13 tenants. Gloc-9 and Shanti Dope, two original Pinoy Music artists, performed the first concert at the center.

With a budget of about P20 million, the facility was built within 6 months. It is open for licensed promoters or producers to hold concerts.

Mayor Rommel Arnado revealed that a massacre happened in the 1980s in the barangay where the facility is located.

He talked about how the Sustainable Integrated Kauswagan Development and Peace Agenda framework helped them change Kauswagan.

“This is very well spent money from LGU. This is to spread the news that Kauswagan has transformed from being war-torn to one of the economic boosters and influencers for Northern Mindanao,” he said.

The mayor also told the renters to keep the area clean and follow the rules set by the local government.

The barangay chairperson of Kawit Oriental, Herbert Lederes, thanked the local government for making their community better.

“I am so thankful to the mayor that this project has been realized. We can't believe that this plan has been realized. It seems like a dream,” he said.

The said facility is just one of the income-generating projects attracting local tourists that were constructed in the town.

The amusement park with the longest boardwalk was opened in October 2022, and last week, the Town Center was also inaugurated. (LELA | PIA-10 | Lanao del Norte)
