AVAO CITY – Vice President Sara Duterte has denied any involvement in the two counts of cyber libel that were filed

against her critic, Dr. Walden Bello, who accused her of being the “force behind this brazen effort” to subvert his freedom of speech.

In a statement released on Tuesday, Duterte said

she has never filed a libel case in her life despite being the subject of “offensives” launched against her by Bello, her former opponent in the vice presidential race who was arrested by authorities in

Quezon City on Monday.

Duterte said Bello “should focus on salvaging what remains of his dignity and selfrespect” instead of obsessing and blaming her for “his fall from grace.”

PSA vows to keep data confidential

A REGIONAL official of the Philippine Statistics Authority (PSA) reiterated on Monday, August 8, their agency’s oath to keep all vital information from authorized surveys with utmost confidentiality.

Chief Statistical Specialist Janith C. Aves, PSA-10 officer-in-charge, gave her office’s word-of-honor to survey respondents that their responses will not be used against them, during the Community-Based Monitoring System launch at SM City Uptown mall in Cagayan de Oro.

The 50-working-day CBMS rollouts, being undertaken by more than 600 PSAtrained field personnel in 35 local governments in Northern Mindanao, kicked off that day.

PDEA-11 destroys P11.9-M illegal drugs in Davao region

By Teofilo Garcia, Jr. ZAMBOANGA CITY – Three alleged notorious drug traders were killed while three others were captured after a 20-minute firefight on a remote island in Tandubas, Tawi-Tawi province, according to the police on Tuesday.

The Tandubas police said the clash ensued as a group of heavily armed drug traders opened fire when police officers, backed by the Tawi-Tawi Provincial Mobile Force Company, raided Kalang Island in Barangay Kakoong on Sunday.

“Fortunately, no one among the policemen was killed or injured during the clash as the suspects missed their targets,” the Tandubas police said. (PNA)

DAVAO CITY – The Philippine Drug Enforcement Agency (PDEA) in Davao Region (PDEA11) destroyed P11.9 million worth of illegal drugs seized during their various operations in the second quarter of this year.

This came as PDEA-11 Director Aileen Lovitos warned drug syndicates Friday that the government's war on drugs remains very active even under the new administration.

“The collaborative effort of the five pillars of the criminal justice system serves as a warning to all drug perpetrators that we are working hand in hand to suppress the supply of illegal drugs in our country,” Lovitos said.

She cited the contributions of

the local government unit, Philippine National Police, other law enforcement agencies, media, and the community to the ongoing war against illegal drugs.

On Thursday, the PDEA-11 led the destruction of the drugs at the thermal facility of the PhilippineJapan Active Carbon Corporation in Panacan District here.

A total of 622.8 grams of shabu worth PHP9.9 million and 11,789,9687 grams of marijuana worth PHP2 million were burned using the thermal facility.

Parents of child laborers vow to give better life for kids

By Che Palicte DAVAO CITY – Parents of child laborers thanked the government Monday for providing them livelihood assistance as they vowed to also provide better life for their children who engaged in hard

work at a very young age.

In a statement, Maylen But and Jestonie Andamon, two of the nine parents of child laborers who received P20,00 each under the Integrated Livelihood Program (DILP) or Kabuhayan Program, said they will use the

grant as start-up capital for small businesses.

The Davao del Norte Field Office of the Department of Labor and EmploymentDavao Region (DOLE-11) handed over the grant to the beneficiaries, which included grocery stores, hog raising,

and eatery businesses.

Both parents admitted that financial constraints, especially during the pandemic, were the reason their children engaged in seasonal farm work.

“We understand that children should be studying and

playing outside instead of helping us earn additional money. That’s why we are grateful for this opportunity given to us by DOLE,” Andamon said, whose child used to work on a banana plantation in Sto. Tomas town. (PNA)

WHEREAS, the Commission issued Resolution No. 1089 (s. 2018) on the “Revised Rules on the Accreditation of Professional Organizations and Integrated Professional Organizations”. Section 21, Rule 8 thereof provides that the non-renewal and expiration of accreditation shall automatically result in the loss or forfeiture of all the rights, privileges, duties and responsibilities of the Accredited Professional Organization (APO)/AIPO. The expiration or non-renewal of accreditation shall carry the same effects as that of cancellation/suspension as stipulated in Section 20 of the said Resolution; WHEREAS, in view of the difficulties encountered by some applicants in complying with the requirements of Commission Resolution No. 1089 (s. 2018) due to the COVID-19 pandemic, the Commission issued Resolution 1504 (s. 2022)1 allowing temporary or provisional APO/AIPO accreditation to qualified applicants during the State of Calamity brought about by the pandemic; WHEREAS, Section 2 (1), Rule II of Commission Resolution No. 1504 states that the professional organization shall submit a letter to the concerned Professional Regulatory Board (PRB), through the Commission’s Accreditation and Compliance Division, requesting for the grant of a Provisional Accreditation (PA). The request must indicate the specific documentary requirement/s that it failed to submit or comply with and the reason or justification for its non-submission or non-compliance. The requesting professional organization must have filed an application for APO/AIPO accreditation (new or renewal) before the concerned PRB and the Commission can proceed to act on the request for the grant of a PA. Section 2 (2), Rule II of the same Resolution likewise states that the concerned PRB shall evaluate the merits of the request, and on the basis thereof, decide whether or not to grant the PA. In case of request for a PA as AIPO, the concerned PRB, -2 of 2if it finds the request in order, shall issue a Resolution to the Commission GRANT OF PROVISIONAL ACCREDITATION TO THE TO THE PCAP AS THE recommending AIPO FOR THE CRIMINOLOGY PROFESSION for approval the grant of a PA;

Based on the 2021 Operation Timbang (OPT) Plus, there is a decreasing trend of malnutrition among preschool children in northern Mindanao from 2018 for all indicators.

For underweight, there has been a continuous decrease from 4.0% in 2018 to 2.9% in 2021. The prevalence of stunting and wasting in the same age group increased in 2019, but a decreasing trend was noted in 2020 to 2021.

For the overweight, the trend has fluctuated in the past four years, but still, it decreased to 1.6% (2021) from 2.0% (2018).

Despite the downtrend, among five provinces in the region, she said the highest prevalence of underweight

and stunting is in Lanao del Norte, meanwhile, the highest prevalence in wasting is in Camiguin.

“The LGUs have a big role especially in implementation of Philippine Plan of Action for Nutrition (PPAN) program because the formulation and implementation of nutrition programs depend on them,” she said.

The theme for this year’s nutrition month, “New Normal na Nutrisyon, Samasamang Gawan ng Solusyon,” calls for strengthened nutrition interventions and solidarity towards nutrition improvement as the country shifts towards living with COVID-19. (JMOR | PIA10)

First, let me apologize for not submitting anything last week. I got busy grading because it was the end of the “Intersession Term.”

Second, I have also been preparing my class schedules since August starts the first semester of this year’s school year.

Nevertheless, August is Cagayan de Oro City’s fiesta month.

I was always asked, “what is the best way to celebrate the city fiesta?” Well, aside from the regular visits to the malls and carnivals, they should also visit the funfairs at Gaston Park and witness the parades and the carnival show.

Lastly, the fun activities at the Cagayan de Oro River, especially the dragon boat competition, which I wish I could bear witness firsthand.

Bekenemen… Lol. For me, the best way to revel in the fiesta celebration is to celebrate its origins, history, and oral traditions.

Thus, as a historian, I am always asked, “where the name Cagayan gets its history?”

Contemporarily, Cagayan de Oro is known as the “City of Golden Friendship, the Gateway of the South, or the City of Gold.”

Before the arrival of the Spaniards, the indigenous settlers lived near the riverbanks and were also known for their gold panning activities.

Historically assumed, the

Forgiveness first first settlers were the Higaonons. They reside near the riverbanks full of Lambago trees; thus, the first name of Cagayan was Kalambagohan.

However, the name Cagayan has a fascinating oral tradition. If we narrate the oral narrative of “how it was named?”

It will take more than a week to recount all the traditions. According to Fr. Francisco Demetrio, in his book The Local Historical Sources of Northern Mindanao, published by the Museo de Oro of Xavier University-Ateneo de Cagayan in 1995.

Common across the oral traditions about the oral history of the name Cagayan, and one of the most popular “oral traditions” was from the Binukid, “Kagayha-an,” or “Kaayahan” which means “a place of shame.”

Legend has it that the original name was Kalambagohan, inhabited by the Bukidnons (led by their Datu Bagunsaribo, Bagunsalibo, Datu Bagani) and under the tributary of the Maguindanaoan Rajah Moda Samporna, who persistently raided the village and demanded its surrender.

Datu Bagani offered his daughter to Rajah Moda Samporna as a term for a “pact of peace.”

Captured by his beauty, he accepted the offer and decided to marry Datu’s daughter.

S servants of the Church, we may in worldly expressions of spiritual self-righteousness, take extreme pride in deeming ourselves as protectors of a “holy and immaculate portal” through which all peoples are invited to enter, but through which those invited are subjected to our close scrutiny.

Our point of reference in validating one’s “holiness,” may range from our own fuzzy interpretations of the general standards set by the Church concerning Christian fidelity and duty, to our own fuzzier personal moral standards buttressing our unchangeable ethical world views.

Whatever baselines we may have though, we already unjustly earned with such naive self-righteousness, the title of “modern Inquisitors” for whom there are simply two spiritual castes – those who are deserving of redemption, and those who are not.

Church servants often evoke the imagery of insensitive people claiming for themselves the duty to enact and preserve what may purported to be ‘God’s will for humanity’ irrevocably set in stone: We have become a people conditioned beyond mutual responsibility and at times, beyond Christian love.

It is a soulful relief – and a brutal admonition for us – to remember however, that we essentially have a God who listens and understands.

Our Lord keenly notes, “How great is the cry for

justice against Sodom and Gomorrah! And how grievous is their sin!”

But in spite of such disobedience, our Lord can bend towards the “greater cry for mercy for Sodom and Gomorrah.”

“Will you really let the just perish with the wicked?” Abraham asked, and to which the Spirit conceded, “For the sake of ten good people, I will not destroy Sodom.”

We are indeed blessed with the Spirit who can and will overwhelm our sense of sensible justice, in favor of infinite mercy.

The Apostle Paul proclaims, we “were dead … and in sin” yet in this same Spirit, we “were buried with Christ; and … also rose with him, for having believed in the power of God …”

He gave us “life with Christ. He forgave all our sins. He canceled the record of our debts, those regulations which accused us. He did away with all that, and nailed it to the cross.”

So, we are simply called to live a life of love, freely and responsibly living it, giving the same life and love to God and neighbor while ensuring that they understand and develop the same freedom and responsibility for others.

The desirable outcome of a genuine ethical outlook and discipline must be the certainty of development of the human person, in the context where such development is taking place.

UR deepest condolences to the family of our beloved FVR – Tita Ming, her daughters Angel, Cristy, Carolina, Gloria, and her grandchildren. We share your loss.

When Fidel V. Ramos (FVR) ran for President in 1992, only two elected senators joined his slate: his sister, the late Senator Leticia R. Shahani, and my mother, former Senator Santanina T. Rasul.

I remember the meeting with the late President Corazon Aquino, when she requested my mother to be on the Ramos senatorial team.

Mama was already on the well-organized LDP (Laban ng Demokratikong Pilipino) slate at the time. But Mama said yes immediately because she owed so much to President Cory, who had supported her candidacy fully.

When FVR first met with his senatorial candidates, Mama worried that he

didn’t have too much charisma.

He definitely was not a politician.

Mama despaired over his speech delivery during the first sorties – so stiff!

However, during the campaign, we saw his transformation from a military leader to a political leader.

FVR was a quick study and he blossomed into a more responsive speaker. It was an impressive transformation.

Even more impressive was the transformation of his public persona into the caring, sensitive and inclusive leader that he truly was.

He cared about Mindanao. Early on as President-elect, he requested Mama to bring the Muslim leaders together to meet with him.

We had that first meeting at DBP, where FVR asked the leaders to formulate a Mindanao agenda. Peace, of course, was a priority. That early, he had us sharing, caring and daring (SCD).

One of his first initiatives for peace was to reach out to the MNLF to return to the negotiating table, tapping Ruben Torres who was Chair Nur Misuari’s

buddy in UP. FVR signed Executive Order 125, defining the Three Principles Underlying the Comprehensive Peace Process and the Six Paths to Peace, created OPAPP. He appointed the late Ambassador Manuel Yan as Presidential Adviser on the Peace Process (PAPP).

The negotiations finally resulted in the signing of the GRP-MNLF Final Peace Agreement on September 2, 1996, the first peace accord in Asia.

FVR and MNLF Chair Misuari received the Felix Houphouet-Boigny Peace Prize.

The award honors “living individuals and active public or private bodies or institutions that have made a significant contribution to promoting, seeking, safeguarding or maintaining peace, in conformity with the Charter of the United Nations and the Constitution of UNESCO.” The peace process had its ups and downs but FVR never let the downs deter him from the path to peace. PhilHealth expands coverage to 144 sessions until December 31 COGNIZANT of the needs of its members undergoing dialysis, the Philippine Health Insurance Corporation (PhilHealth) increases its coverage for outpatient hemodialysis from 90 to a maximum of 144 sessions for CY 2022.

In its PhilHealth Circular 2022-0017 published today and takes effect immediately, PhilHealth members and their dependents with chronic kidney disease stage 5 (CKD) who are registered

in the PhilHealth Dialysis Database are allowed to avail of the maximum 144 hemodialysis sessions until December 31, 2022, provided that the dialysis sessions are prescribed by their attending physicians.

The state insurer also emphasized that the 91st to 144th sessions shall be exclusively used for outpatient dialysis only and any unused sessions will not be carried over to calendar year 2023.

Moreover, qualified CKD

patients who already used their 91st to 144th dialysis sessions and were not able to avail of the automatic deductions of the benefits from their medical bills can still directly file their claims with any PhilHealth Regional/Branch Office or Local Health Insurance Offices per existing guidelines.

Also reiterated in the guidelines is the application of the No Balance Billing (NBB) Policy wherein no other fees or expenses shall

be charged or be paid for by qualified patients above and beyond the packaged rates as per PhilHealth Circular No. 2017- 0017.

Further, in case of delay of filing of claims due to natural calamities or other fortuitous events, PhilHealth shall likewise extend the filing period of claims from 60 to 120 days provided that the area where the patient is located or being treated is under a state of calamity. (PR)

10) recently conducted a Field Day and Technology Demonstration on Sorghum Production at barangay Misom, Baliangao, Misamis Occidental.

Around 93 farmers, agricultural extension workers from the local governments of Baliangao and other municipalities, other town residents and officials, and technical staff of DA-10, convened to learn the package of sorghum technology.

According to Carlene Collado, DA-10 regional executive director, through field demonstrations, farmers will learn on the different cultural

management practices, potential production and yield, adaptability and the demand of sorghum in the market.

Mischelle Egama, DA10 sorghum focal person, mentioned that sorghum is a drought-tolerant, hardy, easy-to-propagate and protein-rich crop, which can be used as an alternative raw ingredient for animal feeds.

It could grow well in marginal areas requiring less water and rainfall, and can be harvested every 120 days in three ratoons, with an average yield of six to seven metric tons per hectare, she added.

The said demo farm was owned by farmer-cooperator, Genie Jabien, who is also the Misom Farmers Association (MIFARMA) president, offering his 1/4 hectare of land planted with red sorghum (ABS 763) variety.

“I am thankful for the opportunity as a partner in the implementation of the sorghum techno demo. I have seen the potential of this crop as an alternative source of income among farmers, and I am encouraging others to venture into sorghum production to help expand the development of this crop,” he accounted.

Meanwhile, Eric Surdilla, agricultural technician of San Miguel Foods, Inc. discussed the marketing aspect of the crop and assured that their company will buy their produce, especially come harvest seasons at P14 per kilo for their feed formulation requirements.

Also supporting the activity were DA-10’s Provincial Operation Center chief of MisOcc Sansen O. Tejano and Northern Mindanao Agricultural Crops and Livestock Research Complex chief Carmelito R. Lapoot.

PSA-10 trains over 600 field staff for 2022 CBMS rollout CAGAYAN DE ORO CITY – The Philippine Statistics Authority-10 (PSA10) as the lead implementer of Republic Act No. 11315 or the Community-Based Monitoring System (CBMS) Act, is now on its fourth and final stage of training at the city/municipal level of over 600 field personnel in preparation for the conduct of the Community-Based Monitoring System (CBMS) in Region 10.

The city/municipal training highlights CBMS concepts and data collection activities such as geotagging, listing of buildings, and interviewing households through the use of an electronic questionnaire in a tablet.

The CBMS is an organized technology-based system of collecting, processing, and validating necessary disaggregated data at the lo-

cal level.

The data may be used as a basis in targeting households in the planning, budgeting, and implementation of government programs geared towards poverty mitigation and economic development.

The local-level key development indicators that will be gathered and compiled through the CBMS are particularly on (a) health, (b) nutrition, (c) housing, (d) water and sanitation, (e) basic education, (f) income, (g) employment, and (h) peace and order. These indicators will be used in the generation of Multidimensional Poverty Index (MPI).

The CBMS enumeration will commence, August 8, 2022 with 35 participating local government units (LGUs), 26 of these are PSAfunded while nine are LGUfunded.

Former 4Ps grantee lands 2nd in Licensure Examination for Teachers A FORMER beneficiary of the Pantawid Pamilyang Pilipino Program ranks second in the recently concluded Licensure Examination for Teachers.

Jourdyn Pansoy Balane, 27 of Manan-ao, Baroy, Lanao del Norte earned a 91.80 % rating.

A Cum Laude graduate with a Bachelor of Elementary Education Major in General Education at Mindanao State University-Maigo School of Arts and Trade, Jourdyn did not expect to excel in the board examination.

Jourdyn cried so much happiness when she learned of her feat on August 4.

“I cried because I remembered again all the hardships and rough roads I've been through to make this dream a reality,” Jourdyn told DSWD Field Office X. The night before the licensure examination, Jourdyn disclosed that she was scanning her notes and spent only two hours sleep.

“The night before the day of the examination, I had only two hours sleep, for I spent my remaining time reviewing. Yes, mag exam na lang, nagreview pa gihapon ko. (It's now the day of the exam, yet I'm still reviewing). Therefore, I was not confident that I had covered and mastered all the concepts. Moreover, I had minimal time to study since I needed to do household and mother duties,” said Jourdyn.

Jourdyn and her husband, Christopher, brought along their newborn second child when they traveled to Cagayan de Oro City from Lanao del Norte for the examination.

Tough college days Jourdyn entered college despite being financially challenged. At that time, she was determined to finish a degree.

“My journey during college years was rough and tough. In the second semester, I started enjoying

the benefits of ESGP-PA (Expanded Student Grantin-Aid Program for Poverty Alleviation); before that, I struggled financially.”

ESGP-PA is a defunct program of the Commission on Higher Education and DSWD for underprivileged college students. Thus, targeting then the 4Ps beneficiaries.

At that time, Jourdyn recalled, “my parents tried their best to pay for my tuition, allowances, and all expenses, but it's not enough.”

Jourdyn said, “there were times where I didn't have anything to eat, but thanks God, some of my board mates gave me some foods when they had more on their table.”

Jourdyn's challenges did not end when she became a scholar.

When she was in thirdyear college, Jourdyn got pregnant.

Her parents were very disappointed, “But they were still there for me.”

Jourdyn says “chose to live with my husband and continue my study there. After many adjustments, more challenges, and trials, I persevere. I had never given up.”

Despite all the challenges, Jourdyn remained stronger.

She graduated Cum Laude and was awarded the Best in Practice Teaching.

Struggles during review After her college graduation in 2019, Jourdyn chose not to take the LET despite the school having paid a

review center.

Jourdyn finished only a few of the review sessions and quit.

When Jourdyn felt ready to take the board exam, a pandemic happened. So she enrolled in a No Physical Contact Review program of CBRC (Carl Balita Review Center).

Trials and challenges bombarded Jourdyn's review.

This time, she got pregnant with her second child.

“I completely lose weight just like my first pregnancy.

Then, I had no appetite to eat and always felt sick and ill. I gave birth to my second baby through the cesarean section just like my first one, on April 19 this year, two months before the fourth batch of takers,” Jourdyn told.

“Three days after being discharged from the hospital, I was admitted again to the hospital. I felt like dying at that time. My physician diagnosed me of having Anemia

and Uterine Atony.

“This was the worst part of my life, but I know God has a reason why things like this happened. I had been there in the hospital for five days. After two weeks from discharge, I had continued preparing myself for the upcoming LET even though the review center did not yet post the final list for the 4th batch takers,” said Jourdyn.

Poor yet determined Jourdyn considered her family among the poorest in her barangay before becoming a 4Ps beneficiary.

“My mother, Rosalina, is a plain housewife, and my father, Jovencio, is a watch repairman. My father's income is only enough to cover our basic needs,” Jourdyn said.

Jourdyn remembered a time when her family had food on the table. Her mother begged for mercy to borrow cans of grains from their neighbor.

When one member of her family got sick, Jourdyn said they had no money to buy medicines.

“We were poorest among the poor in our barangay. My mother even got humiliated because of overdue debts in small sari-sari stores,” disclosed Jourdyn.

When Jourdyn graduated from high school, she worked as a helper in different places to help my parents cover the expenses.

Jourdyn is among the twelve Pansoy siblings.

4Ps changed our life After being placed under the 4Ps program, “our life becomes better.”

My younger siblings had enough school allowance and even had enough to buy school supplies and projects, said Jourdyn.

“Most of all, I became an ESGPPA scholar because my family is a 4Ps household, and I was one of the priority beneficiaries of the scholarship program,” Jourdyn added.

Through ESGP-PA, Jourdyn said, “I was able to complete my degree.”

Jourdyn said all ESGPPA grantees received nearly P40,000 a year.

“I was a replacement at that time, so I enjoyed the benefits when I was in the 2nd year of my college years until I graduated,” said Jourdyn.

“To the people who cre-

ated the 4Ps program and scholarship. I would never be who I am today without your financial help. You put hope in the less fortunate ones to keep on dreaming.

“I wish this program will continue to prosper, and may you shed hope and light on the people like me,” Jourdyn said.

Returns to MSU-SAT to teach Upon learning of her achievement from the June 2022 licensure examination, administrators of MSU-SAT met her for an offer.

He offered me a job as an Instructor, which I accepted without hesitations,” said Jourdyn.

Advises 4Ps beneficiaries to use money wisely With her outstanding achievement in life, Jourdyn encourages all beneficiaries to use the cash grants properly and “wisely.”

“My advice for the 4ps children is to study well. To the parents, use the money wisely. Put God always as the center of your lives and never doubt God's plan for you,” said Jourdyn.

“Things will get tough with turmoils, challenges, and trials, but they should learn how to persevere, to never give up, and to keep fighting for their dreams,” Jourdyn said.

4Ps is a program of the national government implemented through the DSWD that invests in human capital by providing cash grants to program beneficiaries upon compliance with certain conditions in health, nutrition, and education.

Program conditions include: • Sending and keeping their school-aged children in school.

• Pre and post-natal care for mothers.

• Regular and preventive check-ups for children aged five and below.

• Deworming for children aged 14 and below.

• Attendance in the monthly FDS. The FDS provides psychosocial and psycho-educational components.

Currently, Northern Mindanao has 262,588 active 4Ps household beneficiaries.

FVR had appointed me Presidential Adviser on Youth Affairs with Cabinet rank and asked me to help him create a government agency for youth development.

At the time, a bill establishing the National Youth Commission was in Congress. The bill was finally passed and signed into law on June 7, 1995.

FVR appointed me as the first Chair of NYC. Meeting with him to discuss the appointments of Commissioners, I recommended that he appoint young leaders from other political parties, as part of his UST strategy – unity, solidarity, teamwork.

FVR readily agreed and gave me a free hand. Thus, PDP’s Koko Pimentel of Mindanao, former Provincial Board Member Joeyboy Holganza, son of the late Cebu opposition leader, LDP’s Jojo Mitra, and Celine Madamba for Lakas Youth were appointed as the first set of Commissioners of NYC. Any other President would have simply appointed members of his own party.

Cesar Chavez, a media practitioner, was also appointed.

This is one of the many anecdotes I can share about how FVR was consultative and inclusive, two traits that drove his insistence on CSW or “complete staff work.”

The first time I submitted a recommendation to FVR, without doing CSW, my memo came back to me with comments in red (including edits) in all paragraphs.

The paper had more red than black ink. I felt like I had received an “F.” Needless to say, I never submitted a memo again without doing my CSW. When we organized the first National Youth Parliament, a mandate of NYC, I suggested to FVR that leaders of the Parliament be allowed to observe a Cabinet Meeting.

He instructed that 20 young leaders join the meeting.

FVR welcomed them and asked that they move their chairs closer to the Cabinet members.

He also asked one young leader to sit beside him. That kid was nervous as hell.

Throughout the meeting, FVR would lean towards the young man, talk to him, even making him laugh.

Defense Secretary Rene de Villa then suggested that the youth leaders be excused as he was going to present on security matters. FVR said “no, they will lead someday and they should know the dangers we face.”

After the meeting, the young leaders told me what a life-changing experience that was.

Youth participation was not just propaganda for FVR, it was real. Thank you, President Ramos, for encouraging and supporting Filipino youth.

Aliacbar Lomigis, on the other hand, highlighted how the UN-Habitat has been their good companion in building abodes with the latter’s housing project also constructed at Pamayandeg sa Ranaw Residences at Dansalan Phase 1 in Barangays Kilala and Mipantao Gadongan, the same place where the NHA built their own sets of permanent shelters.

months after the Office of the City Prosecutor found “defamatory” Bello’s statement, delivered during a live interview and later posted on his verified Facebook account last March 1, 2022, alleging that former city information officer Jefry Tupas and her friends were “snorting P1.5 million worth of drugs” and describing him as a “drug dealer.”

Bello’s post that led to his indictment read in part: “Mayor Duterte’s Press Information Officer, Jefry Tupas, was nabbed at a beach party where she and her friends were snorting 1.5 million pesos worth of drugs on November 6, 2021. Now, the Mayor’s excuse that she did not know that she was sheltering a drug dealer does

not wash, it is not credible.”

Bello, in a statement, said that the cyberlibel charge against him was a “vindictive response to questions” he raised about Duterte’s performance as mayor of Davao that she was expected to answer as a candidate for higher office.

“Instead of engaging in democratic exchange,” he said, “her camp weaponized the law by filing a cyberlibel case against me, declared me persona non grata in Davao, and branded me a narcopolitician.”

Bello added this is not “the behavior of a democratic personality but of one who has little respect for freedom of speech and knows only the art of intimidation.”

The Management, Screening and Evaluation Committee (MSEC) of the Provincial Correctional and Security Management Office (PCSMO) evaluates the behavior of PDLs and recommends the grant of GCTAs. Tatay Bals was a jail trustee who regularly cleaned the jail premises, a guitarist during holy mass at the chapel jail, and at times delivered sermons during worship.

“He was also active in almost all activities of the jail, including rice production at the rice field in the provincial capitol,” said Mary Ann Gresola, PCSMO information officer.

Gresola, a jail nurse, said a trustee “is a PDL trusted by the jail management to initiate any activity that will help the development of the jail as part of the PDLs reformation program.”

For his part, Pareng Ben, a tailor, made scrub suits and facemasks for health frontliners at the height of the Covid-19 pandemic.

He also attended to the needs of sick PDLs and helped maintain peace and order in their cells.

Tatay Bals and Pareng Ben, whose violations were not disclosed, were among the seven PDLs granted with GCTA.

The MSEC deliberated the behavior of least 24 PDLs. One had fully served his sentence, nine were transferred to the Davao Penal Colony and seven were still awaiting assessment results, records showed.

The PCSMO is still reviewing the records of other PDLs for possible granting of GCTA. The GCTA initiative will continue as it is one of the successful strategies to decongest detention facilities and an opportunity for PDLs to start fresh lives outside the jail, Gresola said. (MindaNews)

Eight municipalities of Lanao del Norte, who signified intents for CBMS, got PSA fund support, namely: Kauswagan, Linamon, Magsaysay, Matungao, Salvador, Sapad, Tagoloan, Tangcal, and Pantar.

In Misamis Oriental province, eight also secured PSA-funding for CBMS: Balingoan, Binuangan, City of El Salvador, Gitagum, Kinoguitan, Lagonglong, Libertad, and Sugbongcogon.

Villanueva town, however, is undertaking the CBMS on its own.

Meanwhile, the municipalities of Baliangao, Concepcion, Panaon, Sapang Dalaga, and Sinacaban – all 5th and 6th class towns of Misamis Occidental – are expected to take-off from their socio-economic status after this year’s CBMS. But the municipalities of Aloran and Calamba as well as Oroquieta and Tangub cities are funding their respective CBMS rollouts.

“CBMS results will be available at local governments since these form part of their data-bank,” said Aves, adding that the compendium of local facts and figures would include maps on various dimensions of

poverty.

Enumerators, conducting house-to-house interviews with a 39-page survey material and app-linked tablets, would be generating povertyrelated data beyond household incomes – information on health, nutrition, water, sanitation, shelter, education, employment, security, and participation in village-level decision-making.

Republic Act No. 11315, otherwise known CBMS Act of 2019, describes CBMS as a technology-based system of collecting, processing, and validating data that are inputs to local planning, program implementation, and impact monitoring.

The PSA-10 and DOH10 officials were joined in by representatives from the Department of Interior and Local Government, Department of Information and Communication Technology, and the National Economic and Development Authority regional offices in the CBMS launch cum forum. (MT)

“We commend the extraordinary achievement of the Cebuano para dragon boat team which has brought pride to the Philippines,” enthused Tourism Secretary Christina Garcia Frasco.

“The DOT believes in the strength of sports tourism as a viable tourism product

parallel to the Department's support to Filipino athletes who are some of the best tourism ambassadors for our country,” she added.

The tourism chief emphasized that the DOT supports the staging of international and local sports competitions in the country to further develop different sports including dragon boat racing which can provide a competitive edge to our athletes being an archipelago and surrounded by vast bodies of water.
