scription-polymerase chain reaction results while three others are due for confirmatory swab tests this Tuesday after getting positive results in rapid antigen tests.

“Our police officers were infected while performing their mandates,” Oranza said, adding that contact tracing is ongoing.

Over 300K residents fully vaccinated in Region 9

By Teofilo Garcia, Jr. ZAMBOANGA CITY – The Department of Health-9 (DOH-9) said a total of 339,807 residents from different priority groups have been fully vaccinated in the region.

Dr. Augusto Manolo Alpichi, DOH assistant regional director, said the number represents 18 percent of the eligible population of 1,888,710 to be vaccinated from different priority groups.

Alpichi said 356,392 in-

dividuals representing 18.87 percent of the eligible target vaccinees have received their first dose.

The ongoing vaccination is successful in different parts of the region brought about by the support of the local government units and partner agencies, which are coming up with different strategies to encourage more people to get vaccinated and be protected against the coronavirus disease 2019 (Covid-19).

gies in the region is a drivethrough vaccination in Dipolog City, the capital of Zamboanga del Norte.

The drive-through inoculation at the boulevard in Barangay Miputak was in partnership with the Department of Education (DepEd), Alpichi said.

Irene Nalzaro of the inter-command post under the Zamboanga del Norte Inter-Agency Task Force Covid-19 said the drive-through vaccination is based on the

availability of vaccines and the inoculation site will be moved to Barangay Galas in the same city next month.

In Pagadian City, the capital of Zamboanga del Sur, the vaccination program is carried out with the support of uniformed personnel.

Alpichi said the inoculation program reached the far-flung areas in the province of Zamboanga Sibugay and Isabela City in Basilan through the mobile vaccination using the bus the DOH has given them. (PNA)

Go helps former drug users in MisOcc town

SENATOR Christopher Lawrence Go reiterated his commitment to push for increased access to treatment and care services for recovering persons who used drugs (PWUDs) during an activity organized by his team in Tudela, Misamis Occidental recently.

Go also called for the passage of Senate Bill No. 399 which seeks to establish a drug abuse treatment and rehabilitation center in every province nationwide.

If passed into law, the centers shall provide care,

treatment and accommodation to persons found to be drug dependents.

The Senator’s team provided snacks, vitamins, masks and face shields to a total of 1,248 PWUDs at the Tudela Municipal Gym. To ensure their health and safety, the activity was conducted in batches and strict observance of other government protocols to prevent the spread of Covid-19.

Selected beneficiaries received new pairs of shoes while those relying on public transportation were provided

to inoculate at least 1.2 million individuals to achieve population protection.

NPA rebel yields GENERAL SANTOS CITY – Another “disgruntled” member of the New People’s Army (NPA) surrendered to police personnel in Sarangani province following a series of negotiations.

Capt. Robert Fores, spokesperson of the Sarangani Police Provincial Office, said on Friday the rebel voluntarily yielded along with his firearm in Kiamba town through interventions from concerned officials and stakeholders.

Navy seizes P29M smuggled cigarettes in Tawi-Tawi THE Naval Forces Western Mindanao (NFWM), through the Naval Task Force-61, has seized some P29 million worth of smuggled cigarettes off the waters of Simunul, Tawi-Tawi earlier this week, a top navy official.

In a statement, Rear Adm. Toribio Adaci Jr., NFWM commander, said the contraband was intercepted near the island town on the evening of August 23.

Adaci said the vessel, M/L Raheenia, which was transporting the contraband was then escorted and arrived Wednesday at the Naval Station Romulo Espaldon here where an inventory was conducted together with the Bureau of Customs (BOC) and other agencies.

Adaci said the Naval Task Force-61 troops, backed by the 3rd Boat Attack Division and littoral monitoring sta-

tion, were on maritime security patrol when they chanced upon M/L Raheenia 15 nautical miles southeast off Manuk Mankaw, Simunul.

Shaping the minds of the Maranaws: Imperative need for true learning (Last part) Politicians and bureaucrats: Possessing knowledge without values THEY say knowledge is indispensably a potent source of power and influence, especially when used with the basic tenets of essential social mores and moral values.

But knowledge coupled with a weak character and moral values can be tragic and devastating to society.

Imagine placing unbridled discretion over the use and possession of power, wealth, treasure and political authority (elective or appointive) in the hands of highly knowledgeable but ruthless, callous and heartless individuals without any shred of genuine interest and compassion for the welfare of the poor, educated individuals without any sense of conviction and commitment to public accountability, the development of society and the prosperity and affluence of the future generations, they will just use that knowledge, that learning and education as a tool to achieve and obtain their own narcissistic advantage and benefit even at the expense of the common good and public interest of the common men.

Politicians and bureaucrats: Without ethical and moral foundation

In a nutshell, when intellectuals among us in our own community – those of us who are lawyers, doctors, CPAs, Engineers, custom brokers, etc., – who are bereft with solid foundation for ethical values and moral principles, are duly endowed with the opportunity and privilege to serve in the government service either by election or appointment would most likely be tempted by the most compelling dictate and propensity for illicit shortcuts to wealth, power and other carnal desires of the body and the flesh even if doing so would lead them to commit graft, bribery, embezzlement, theft, larceny or other means of plunder, misuse or misappropriation of government funds, or other abuse of public office such as excessive nepotism, and patronage.

Plot thickens on PS-DBM role in large-scale corruption amid pandemic

T

HE plot thickens on the large-scale corruption by some parties exploiting the Covid-19 pandemic – and the Department of Budget and Management Procurement Service (PSDBM) is turning out to be a major player.

There is a need for the Senate Blue Ribbon Committee to dig deeper on the role of the PS-DBM as it continues to investigate irregularities at the Department of Health (DOH).

It is clear that we are looking at large-scale corruption here. What makes it worse is that this is happening with some unscrupulous parties making gains for themselves right in the middle of a pandemic.

Making matters even worse is that the money involved came from loans.

Shouldn’t we taxpayers get angry over this?

We should continue to pursue this to its logical conclusion!

The Senate’s investigation so far points to a plot to profit greatly from the pandemic, with Lloyd Christopher Lao getting the top post at the PS-DBM by applying for the job, with the knowledge that it was about to be vacated soon due to qualification issues of its former head.

Also, Lao – a lawyer – failed to conduct due diligence on Pharmally Pharma

Corp., which got a whopping P8.6 billion contract despite being incorporated only in September 2019 and with a capital of some P600,000.

If he did not do due diligence and he is a lawyer, one will presume it is deliberate.

Definitely one cannot consider it an oversight.

I questioned as well the possible role of Michael Yang, former presidential adviser for economic affairs, who was shown in a video played during Friday’s Senate Blue Ribbon Committee hearing, with officials of Pharmally.

We want to focus on this particular issue. Who are involved in the awarding of a contract involving huge sums to a virtually unknown company whose director cannot be located after giving authorities a fictitious address.

Those behind the plot were aiming to hit the jackpot in procuring supplies.

On the other hand, we want to look deeper into the reason behind the transfer of P42 billion in DOH funds for the purchase of “common use supplies and equipment” to the PS-DBM in 2020.

Who ordered the transfer of the P42 billion to PSDBM to procure? Is it not the DOH that has the competence to select the suppliers?

Why pass that task to the PS-DBM?.

CDC Ph statement on DOH advisory against Ivermectin Ivermectin safe for human use

ITH the recent announcement of the Department of Health advising against the use of Ivermectin in treating Covid-19, the Concerned Doctors and Citizens of the Philippines (CDC Ph) once again needs to set the record straight about the efficacy of this medicine.

It bears repeating that Ivermectin has been on the WHO and Philippine Essential Medicines List for many years now. And this for good reason.

Ivermectin continues to be the target of a misinformation campaign which, happily, is rather easy to refute with a little research.

The claim that Ivermectin is only for animal use is a half-truth that is both inaccurate and misleading.

There are a whole host of medicines with the same ac-

STATEMENT tive ingredients that are used by both humans and animals.

For example, the antibiotics used by people, pets, and livestocks have the same active ingredients and are used to combat similar infections.

The difference lies in that there are separate formulations for these medicines – specifically, human-grade formulations and animalgrade formulations.

For decades now, physicians have been prescribing human-grade Ivermectin to treat their patients for parasitic diseases such as scabies, filariasis, and onchocerciasis.

This is why Ivermectin is readily available through pharmacies and compounding laboratories.

On the other hand, animalgrade Ivermectin is dispensed

not by physicians but by veterinarians and has never been available in pharmacies and compounding laboratories dispensing human-grade medications.

Ivermectin is included in the list of essential drugs according to the Philippine National Formulary, which is published by the Pharmaceutical Division of the Department of Health.

In a review published in The Japanese Journal of Anti-

biotics, researchers Yagisawa et. al report that Ivermectin has been used for more than 30 years with more than 3.7 billion doses dispensed in Africa and Central and South America.

Considering the global availability of Ivermectin in both developed and developing regions of the world, it is reasonable to estimate that the total number of Ivermectin doses dispensed globally far exceeds 3.7 billion.

Anwar Radiamoda introduced the book as a notable piece with 15 articles on Islam and IHL with texts translated from the Arabic language into the Meranao dialect by seven translators, compiled and arranged by ICRC'S former Islamic world affair’s advisor Dr. Ameir Al-Zemmali, and published by the ICRC. Ian Bernardino, the conglomerate’s deputy department manager, also detailed on the parameters for their quality corn requirement, adding it will guide the FCAs on how to demand premium prices for their corn produce.

On the other hand, CPFC Department Manager Dino Nepumoceno likewise revealed, that the company will be willing to muster the FCAs and have them undergo

technical trainings to ensure their production of quality corn.

DA-10 through its Corn Program has presented the list of probable FCAs that can supply to the company, indicating the estimated production and schedule of harvest for this season.

With DA-10 optimistic for the FCAs to forge a partnership with CPFC, Dir. Collado underscored for these groups to maximize the credit facilitation assistance that can be availed from the department thru its agribusi-

ness and marketing arm.

He added that there are various credit windows offered by government banks such as the Landbank of the Philippines and the Development Bank of the Philippines to augment their corn production and marketing ventures.

HERE is more to it than meets the eye.

This is how the 27-year-old farmer, June Rey Peñafiel from Maguindanao province, sees the future of farming in the Philippines while using the SL Agritech’s hybrid rice varieties as a better way to increase harvest and earn more.

At a young age, Peñafiel has experienced the abundant result of “sipag at tiyaga” because he believes that there is a career and business to be made in farming.

And since 2013, his top choice and the most reliable for his farm is the SL-8H rice variety.

Peñafiel said during his trial planting of SL-8H, he was able to harvest 12 metric tons (MT) per hectare through the Department of Agriculture's (DA) provision of hybrid rice seeds under the Hybridization Program.

After seeing the result of his trial planting and the resilient characteristic of SL8H during the dry season, Peñafiel has since then invested in SL hybrid rice varieties.

its high demand in the market has a significant factor. This way, he can also provide financial support to other farmers.

And through diversified farming, he looks for opportunities and is carefully observing the market trend of palay (unmilled rice) as well as, weather forecast to determine the appropriate planting and cropping season for rice.

Diversified farming requires farm practices that will give a high ROI and, especially, needs a skillful farmer like Peñafiel.

His mindset in farming is to think about “what can be produced” from the farm aside from planting rice and “what needs to be improved.”

“Focus lang. Gawin lang kung anong (kailangan at dapat) gawin. Dahan dahan lang, basta may nakikitang pagbabago (Just focus. Just do what should be done.

Slowly but what is important there are changes),” he added.

The Maguindanao province seldom experiences typhoons and drought, which makes Peñafiel’s farm in Upi suitable for farming, with other functional landscapes providing agricultural inputs.

He learned to convert some parts of his farm into a fishpond and water reservoir, as a source of irrigation to areas in his farm with limited water supply. In this way, he was able to irrigate his farm and continue to plant almost year-round.

Peñafiel never doubts his capability and knowledge when it comes to farming and the fruit of his labor resulted in acquiring his own harvester and tractor.

He said the tractor can cover land preparation for 3-4 hectares in a day and, sometimes, both pieces of equipment are being rented which gives him additional income.

But, most importantly, other farmers benefitted from this equipment to save more time and ease labor work in their farms.

“Nasanay kasi sa inbred

variety na pag tinanim (mo) ung palay, babalikan mo lang kung kalian mo gusto.

Sa hybrid kasi, palagi mo bibisitahin. Titingnan kung ano kailangan (para) maibigay mo. Para maibigay din kung anong gusto mong harvest.

Basta alagaan mabuti (Because you are used to the inbred variety that when you plant the rice, you will just come back when you want.

In hybrid, you will always visit. You will see what is needed to give. To also get what kind of harvest you want. Just take good care of it),” Peñafiel said.

Why we need young farmers Peñafiel is indeed a young farmer who dreamt of becoming a soldier but he saw the bigger picture of succeeding as a farmer.

He started farming by helping his father as early as high school and decided to continue managing the farm.

His hesitation of becoming an agriculturist changed, and soon graduated from Upi Agricultural College Provincial Technical Institute of Agriculture.

“Basta pursigido lang.

(Dahil) kahit anong kurso mo, kung hindi mo talaga gusto o hindi ka masaya, hindi ka magiging successful.

Sa akin kasi, masaya talaga ako sa ginagawa ko (For as

long as you are determined.

Because you take up a course where you are not happy, you will not become successful.

For me, I’m enjoying on what I’m doing),” Peñafiel said.

But as a young farmer who gains higher profit, he never turns his back from where he started.

“God’s will (at) naguide ako mabuti ng mga magulang ko kaya napunta ako dito. Kaya binabalik ko sa kanila ngayon (God’s will and through my parents’ guidance, that’s why I’m here. That’s why I’m giving back to them),” he said.

His siblings, on the other hand, helped him to manage and develop the farm.

Using the raw materials in the farm, they can make livestock feeds from the palay and corn. In fact, he is one of the local producers of corn and feeds in Upi. Peñafiel is a Young Farmer Awardee in 2019 and i s still an active member of the farmers’ association in Upi. He encourages the youth to venture into farming as their profession and to his cofarmers in the community, he wanted them to invest in planting SL-8H. “ K u n g magsasaka ka, ikaw ang boss (If you are a farmer, you the boss),” Peñafiel words to the youth.

And during this pandemic, he supports agriculture students by giving free lectures and accepting on-thejob trainees which include actual work on the farm.

For the farmers in Upi, he offers free consultation and shares his innovative farming experience and knowledge.

Peñafiel sees progress in the Philippine agriculture industry because of the various programs and support of the Department of Agriculture to young farmers like him.

“Sana magtuloy tuloy ang suporta ng DA sa magsasaka na kagaya ko (I hope DA will continue supporting farmers like me),” he added.

On his part, Agriculture Secretary William Dar emphasized that “the DA created programs so that the Filipino youth can start their agribusiness.”

With these programs, just like Peñafiel, young people will choose to pursue their careers in their community.

“With the youth’s technological intuition and dynamism, we are banking on them to steer Philippine agriculture towards the age of digital and smart technologies. This strategy will definitely put the sector on a path of more resilient growth,” Dar said. (PR | PNA)

“If you get infected, please inform us so we can take care of you, you will be treated. If we leave this alone, there is nothing we can do, what can cure this is the vaccine. We have not been short of our response we are always given (vaccine) allocation,” Romualdo said.

Get vaccinated Romualdo had also asked residents of the island to get vaccinated as it is the only solution to stopping the virus and prevent hospitalization.

Camiguin has recorded 77 Covid-19 deaths and of these, 70 were unvaccinated and seven got their vaccine doses.

Romualdo added that the oldest person vaccinated is 102 years old, followed by 90-year-old residents who have no adverse effects after the vaccination.

“Before you get vaccinated, please check if you have a prolonged cough, on-and-off fever, please tell us. Now we have Delta, this is stronger, you need

to be vaccinated, it is fast to be vaccinated here,” Romualdo said.

He lamented that the island has a steady supply of vaccines, but there are people who are hesitant to get vaccinated.

Romualdo said that aside from the regular daily supply of 1,500 Covid-19 vaccines from the DOH, the Department of Tourism is giving the island 4,000 vaccines next week.

“The priority is for tourism, I really wanted to open up our tourism industry here,” he added.

Romualdo said that Filinvest Development CorporationMisamis Power Corporation is donating 500 AstraZeneca vaccines.

“Do not reason out anymore, get vaccinated,” Romualdo said.

Since the outbreak started in February 2020, Camiguin only has 364 Covid-19 cases with 5 confirmed deaths, but that change in July this year when it saw 144 new cases, a surge which is not been seen on the island before.

The virus has since then spread across the island with 1,263 cases with 1039 recoveries and 77 deaths.

The 11 groups are the Ata, Klata, Tagabawa, Ovu Manuvu, Matigsalog comprising the lumad peoples, then the Moro groups consisting of the Tausug, Sama, Iranun, Maguindanaoan, Maranao and the Kagan peoples.

dios trekked the hinterlands of Davao City to document the communities.

Their efforts were realized in partnership with the respective Deputy Mayors and tribal leaders.

Lou Daniel, production head of Lou Works Studios said they were able to go to Paquibato, Marilog, Marahan and Calinan.

“This is a one-of-a kind production na nagawa namin,

sa documentary gusto naming ipakita ang yaman ng kultura ng Davao City, (in the documentary we want to show how rich the culture of Davao City is),” Daniel said.

Generose Tecson, City Tourism Operations Office chief said that the documentary materials could be used to educate Dabawenyos about the culture of the 11 groups and is a way of preserving these age-old

traditions.

The City Government has been utilizing the Kadayawan Festival to present Davao City’s diverse culture. In 2017 it built the Kadayawan Tribal Village in Magsaysay Park which consists of the 11 houses representing the 11 ethnic groups. And there are plans of relocating the village in a much larger city property in the highland barangay of Eden.

“Since di muna makapunta ang tao sa Kadayawan tribal village, thru the video we will show to them Davao City’s rich cultural heritage,” Tecson said.

Popular online content creator Douglas Kyle Jennerman, popularly known as Kulas in his Becoming Filipino video blogs will host the show. He will be joined by two Dabawenyo chefs, hotel executive chef Alex Destriza and restaurateur Darence Patrick Co who will be partaking of the various indigenous cuisines in the segment Mangaon Ta (Let’s Eat).

Tribu Kadayawan will be shown on two parts. The first part on August 21, 3:00 p.m. will feature the five Lumad groups while the August 22, 10 a.m. will present the six

Moro communities in Davao City.

Online Celebration Originally planned as a hybrid festival referring to a mix of online and face-toface activities, the looming Covid-19 surge due to the Delta variant has forced the City Government to make Kadayawan fully online.

Aside from Tribu Kadayawan, the city with the help of event organizers and video production companies has brought several well-known Kadayawan events in the virtual platform.

Among these activities which will be seen during the celebration from August 20-22 include: Sayaw Kadayawan – Showcases the dances of the 11 ethnic groups.

Tunog Kadayawan – An online concert featuring the biggest names of the City’s music industry. (August 20, 8:00 pm) Habi Kadayawan – A fashion presentation that presents the works of Davao City’s talented designers which is inspired 11 tribes of the city. (Aug. 21, 8:00 p.m.)

Indak-Indak sa Kadayawan – Recreates the frenetic merrymaking of the streetdancing competition which is one of the festival’s main attractions. (Aug. 22 5:00 p.m.)

In her message Mayor Sara Duterte-Carpio has enjoined the public to catch these presentations during the upcoming festival.

“I am inviting everybody to join us in the celebration of the 36th Kadayawan sa Dabaw thru our cellphones and computer since it is still pandemic. We have prepared online entertainment for all.

Just like and follow our official Facebook page Kadayawan sa Davao,” DuterteCarpio said in her message.
