NVESTIGATION into the military drone that crashed in Barangay Pualas, Baungon town, Bukidnon is ongoing as government troops continue to secure the crash site, a Philippine Air Force (PAF) official said Sunday, May 29.

According to the PAF, the Israeli-made Hermes 900 unmanned aerial vehicle (UAV) took off from the Lumbia airport to perform a “functional flight check” but it “lost contact” during descent shortly before noon on Saturday.

It was not immediately known if the UAV was damaged beyond repair, but Lt. Col. Harold Hernando, commander of PAF’s Tactical Operations Group-10 based at the Lumbia airport in Barangay Lumbia, Cagayan de Oro, said the drone did not cause injury to any civilian when it

crash-landed.

“The crash site has no houses in the vicinity and there are no people,” Hernando told reporters in an

interview, adding that the drone is still intact.

In a text message Sunday, Col. Menard Mariano, PAF spokesperson, said a com-

73 Soccsksargen cops dismissed from service since 2016

GENERAL SANTOS CITY – At least 73 personnel of the Police Regional Office in the Soccsksargen region (PRO-12) have been dismissed from service since July 2016 for various offenses.

The figure is based on a report from the Discipline,

Law and Order Section of the PRO-12 Regional Personnel Records and Management Division, according to Brig.

Tagum said of the dismissed police officers, 14 were charged with serious neglect of duty; 33 others with less grave neglect of duty; 17 with conduct unbe-

coming of a police officer; and 9 with grave misconduct.

Since his assumption in November last year, Tagum said three police personnel have been dismissed and at least 113 active cases involving police officers and now being investigated.

"The PNP does not condone any member of the police organization who

violates the law and gets involved in illegal activities,” Tagum said.

He added: “To those errant personnel, may it be uniformed or non-uniformed, heed this fair warning: Quit engaging in illegal and nefarious activities or face serious consequences. Turn a new leaf now or suffer a great loss." (PNA)

PDEA destroys P7.9 M illegal drugs in Caraga region BUTUAN CITY – The Philippine Drug Enforcement Agency in the Caraga Region (PDEA-13) led the destruction here of confiscated illegal drugs worth PHP7,873,778 on Wednesday.

The destruction was based on the orders released by the Regional Trial Courts in Butuan City, Tandag City,

Bislig City, Surigao City, and Prosperidad in Agusan del Sur, where the illegal drugs were used as evidence.

Destruction orders were also given by the forensic office of the Police Regional Office in Caraga, the crime laboratory of the Agusan del Sur Police Provincial Office, and the PDEA-13.

Over 21,164 grams of

illegal drugs were destroyed during the activity conducted at the Richmond Plywood Corporation in Barangay Mahogany in this city, consisting of 798 grams of shabu and 20,365 grams of marijuana.

Lanao Sur special polls ‘successful’ amid tight security: PNP

CAMP SK PENDATUN, Maguindanao—Amid heavy security, police said Tuesday’s special elections in 12 villages in the Lanao del Sur town of Tubaran went smoothly without any incident.

Lt. Col. Ajid Manalumpong, Lanao del Sur police provincial spokesperson, said voters “peacefully” cast their votes as early as 6 a.m.

Tuesday in 15 clustered precincts scattered in Tubaran’s 12 villages.

“Everything is going on smoothly, we are only waiting for the closure of voting at 7 p.m. then we transport election materials to Marawi City,” Manalumpong said in a phone interview Tuesday afternoon.

As of 4 p.m., at least 3,848 individuals have cast their votes out of 6,921 registered voters in three clustered precincts, according to the

special elections monitoring team of the combined police and military task force overseeing the polls.

Manalumpong said more than 12,000 police and soldiers secured the voting in the villages of Malaganding, Metadicop, Datumanong, Tangcal 3, Guiarong, Tangcal 1, Tangcal 2, Paigoay 2, Baguiangun, Paigoay 1, Mindamudag, Wago, Pagalamatan, Riantaran, and Gadongan.

DSWD-10 monitors compliance of 4Ps beneficiaries in NorMin THE Department of Social Welfare and Development-10 (DSWD-10) is monitoring the compliance of Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries to conditionalities.

Buena Rafer of the 4Ps Compliance Verification System would visit areas in Northern Mindanao with low compliance rates to the program conditions on education, health, and attendance to Family Development Sessions.

Rafer emphasized that the monitoring visit ensures the well-being of every house-

hold member belonging to the program.

Rafer has visited Kitaotao and Damulog towns in Bukidnon.

Kenneth Haze S. Lustre, 4Ps regional project coordinator, disclosed that Rafer, along with compliance verification system officers of Bukidnon and members of the Municipal Action Team of DSWD-10, will talk to partner-program implementers to check on the facilities and services that 4Ps grantees access to comply with the conditions

Among the partner-implementers are teachers of the Department of Education, and local health workers, among others.

4Ps beneficiaries must attend the Family Development Sessions (FDS) to empower them with values formations like responsible parenthood and family planning, Lustre said.

Other agencies also provide awareness on health, sanitation, environment, and disaster preparedness through FDS. Health conditions include

regular check-ups of the whole household members, children's immunization, and deworming, especially for five years old and below.

Meanwhile, children beneficiaries shall go to school and maintain at least 85% school attendance before enjoying the education grant of the program.

The 4Ps is a national poverty reduction strategy of the national government.

It invests in the health, nutrition, and education of poor households for the improved well-being of the Filipinos.

As newly elected public officials prepare to assume their respective offices after noon of June 30, we can only wish that some, if not most, of them be like a Jesse Robredo.

The late DILG Secretary, Jessie Robredo, who died in a plane crash off Masbate Island late in the afternoon of August 18, 2012, has been hailed as an icon of good governance in many ways.

Three days after his body was recovered, the nation grieved with the Robredo family.

What a great loss for the Filipino nation, for public service, and for good governance in particular.

Secretary Jesse Robredo was an epitome of good governance that is why those who have known him for quite some time have only un-ending praises for him.

But why do praises for good deeds always come after the person was gone?

Why can’t we emulate the good deeds/examples of a person while he is still alive?

If he is indeed good, why was his appointment not confirmed till the day he died? Is it because the good is always an enemy of the bad?

Many more questions can be asked but there is no use making a long queue of questions that do not have answers anyway.

In our small way, we can

do few but significant things to immortalize the man’s shining examples and selfless devotion to public service so that they continue to be emulated, and more importantly, followed by other public officials.

This is where the media can do a lot to spread the “Robredo tsinelas brand of public service” so that it can have its implant in the deepest recesses of the Filipino psyche hoping that this may redefine public service.

In his eulogy, former Ateneo School of Government Dean Tony La Vina said of Jesse Robredo: “The best way to celebrate his life is to emulate his life, and share it with others. To become like him, not just in demanding good governance, but in working towards it: every man and woman a Robredo, whatever our station in life. In memory of a good friend, perhaps it’s important to remind ourselves that we are not powerless, that we have the resources to make good governance possible.

Robredo has done so for Naga and the DILG—why can’t others both in and out of government do so for our cities, for our country?

Why can’t Naga’s and Robredo’s DILG story, and his story, be our country’s story as well?”

But if there is anything so impressive about him, it was his simplicity and uprightness of character because these were the qualities that made him do what he was supposed to do in a manner that is as natural as he loves to do it.

HE proclamation on Wednesday of Ferdinand Marcos, Jr. and Sara Duterte as elected president and elected vice president, respectively, of the country is far from the end of the 2022 presidential elections.

This is because the Supreme Court has entertained the petitions to cancel the candidacy of Marcos, Jr. If the Court decides in favor of the petitioners, that is, cancel Marcos, Jr.’s certificate of candidacy, the guessing game is who would become the 17th President of the Philippines?

One theory posits that since Marcos, Jr. was already proclaimed as president-elect, his successor, if he is disqualified and fails to assume the post, is legally the vice president-elect Sara Duterte.

It looks like Sara Duterte is readying for this eventuality. She is reported to have already scheduled earlier her inauguration as VP on June 19, 10 days ahead of the Constitution-mandated 30 June date of inauguration.

Nothing, accordingly, is wrong with this advance oath-taking, except that she can only officially assume her post on 12 o’clock noon of June 30.

Whatever, if Marcos does not qualify Sara Duterte by then already the official Vice President of the country succeeds him and takes over the Presidency?

But not so quick. Would she or not she?

The cancellation of Marcos Jr.’s certificate of candidacy means that he was disqualified to run for the presidency ab initio and the votes cast to his name are considered stray votes. Logically, the qualified candidate who garnered the highest number of votes becomes the elected president of the country.

That would be no other than Maria Leonor “Leni” Robredo.

It’s mind-boggling to speculate how the Commission on Elections and Congress handle this possibility.

It’s not only fun but truly exciting in the Philippines. (MindaNews)

But do they exercise their PROPHETIC ROLE in forcefully denouncing moral issues — such as extra-judicial killings, disinformation, non-payment of taxes, etc.?

Many have spoken on pro-life issues, but should the clergy also talk about Social Justice and Option for the Poor, as well as the need for Good Governance?

6. On the other hand, Filipinos may be too forgiving, as the Prime Minister of Singapore, Lee Kuan Yew, once remarked. They have allowed the DICTATOR’S FAMILY to return to the country, and run for public office again, even before massive plunder charges have been resolved.

Earlier convictions have been set aside. (Some have said that the regimes under Cory and PNoy Aquino were too forgiving and complacent in this regard).

And, so, the country today allows ex-convicts to run for office. Some have become honorable Senators.

Can we work for a law disqualifying automatically convicts from running for public office?

7. It has been pointed out that the Classes D and E comprise the vast majority of our voting population. Classes A, B and C may comprise only about 10 per cent.

The foremost spirit of the 1987 Constitution, according to ConCon Delegate Christian Monsod, was the provision of SOCIAL JUSTICE to focus on the needs of the lower-income sectors of Philippine society.

It is also this group that has become vulnerable to the dissemination of fake news and interpretations of our history.

Can we prod our public officials to move along these lines? One can appreciate the accomplishments of City Mayor Oscar Moreno, over his nineyear term, in putting up so many public school buildings, hospitals and day care centers, as well as providing cemented roads to remote barangays, for the people of Cagayan de Oro. 8. The election results indicate that one alliance of political dynasties has control of practically the executive and legislative branches of government.

The Judiciary and COMELEC are also dominated by appointees of the present president.

It is in this light that CIVIL SOCIETY (including NGO’s, media, the

Church, and ordinary families) should undertake a greater role to maintain our cultural and religious values that should provide guidance for our political officials and economic managers.

They can provide the missing check and balance with regard to public policies that touch on Human Dignity, the Common Good, and Option for the Poor.

9. The LENI CAMPAIGN PERIOD has demonstrated an outpouring of volunteerism and mutual help throughout the country in pursuit of a common goal.

This spirit of servant-leadership should be carried on in various political activities like the coming barangay elections and future national elections.

The church’s Basic Ecclesial Communities can also be structures for people empowerment and active participation in public affairs.

10. The COVID PANDEMIC has given us a new awareness of our interconnectedness.

The vaccination drive, observance of health protocols, and operations of community pantries are all examples of how as a people we can come and work together for a higher goal.

Let us then move forward to help develop what Pope Francis calls, “a better kind of politics” and the promotion of “political love.”

AFP vows to beef up partnership with sectors to help GIDA studes

CAGAYAN DE ORO CITY – The top official of the 4th Infantry Division (4ID) of the Philippine Army vowed to strengthen their partnership to the different sectors in order to continue their aim to help every young students residing in the Geographically Isolated and Disadvantaged Areas (GIDAs) in Northern Mindanao region.

Maj. Gen. Wilbur Mamawag, 4ID commander, in

a statement on Friday, May 27, underscored the importance of partnership with the different sectors to provide more services to the community and motivate each student in GIDAs to finish their education.

On May 24, the 4ID together with Department of Social Welfare and Development (DSWD) region 10 and SM Foundation Inc had distributed hundreds pair of school shoes to the Umayamnon tribe students in Pigpamulahan Elementary School

at So Mahayag, Barangay Saint Peter, Malaybalay City, Bukidnon.

They distributed a total of 287 school shoes donated by SM Foundation Inc. The SM has donated a total of 3,811 pairs of school shoes through the DSWD-10 during their 71st Founding Anniversary Celebration last March 25, 2022, at Camp Evangelista, Barangay Patag in this city as part of their corporate social responsibility.

Bacolod LDN receives remaining P8M MMK grand prize from BFAR CAGAYAN DE ORO – The Bureau of Fisheries and Aquatic Resources Region-10 (BFAR-10) hands over its last tranche of cash award to the local government unit (LGU) of Bacolod, Lanao del Norte amounting to P8 million here at the BFAR-10 compound, Macabalan, Cagayan de Oro City.

Hailed as the winners of DA-BFAR’s regional and national Malinis at Masaganag Karagatan (MMK) competition last 2019, LGU Bacolod was bound to receive an overall sum of P32M-worth of fishery projects as their grand prize reward in both categories; P2 million from the regional level and P30 million from the national level.

Expected to implement projects in their locality based on the proposal they’ve submitted to address major issues in the marine environment in line with the goals of MMK, LGU Bacolod carried out a multitude of solutions covering different aquamarine concerns from the first and second tranche of the P32 million reward.

With the consolidated efforts of BFAR 10, LGU Bacolod, PNP-Maritime, and its Deputized Fish Wardens, the rewarded millions were used to finance aqua tourism projects, rehabilitation projects, security and preservation of marine protected areas projects, and aquaculture and post-harvest projects during the last 2 years.

As a commitment to further push through with its projects, LGU Bacolod guaranteed the bureau to maintain the auditing and documenting of the expenses in line with the project proposal submitted.

The 4ID identified the beneficiaries through the Community Support Program (CSP) teams with the aim to address the needs of elementary and high school students residing in the GIDA in Northern Mindanao region.

Prior to the said event, the 4ID, through the 58th Infantry Battalion already distributed a total of 499 pairs of shoes at Umagos Elementary School in Lagonglong town in Misamis Oriental on May 20.

Evernold Beriel, the district school supervisor, also thanked the military, the DSWD-10 and the SM Foundation Inc. for the donations.

He said the distributed shoes will help children build their self-esteem and optimism in attending classes and would help reduce the financial burden of the parents.

ence that the scheme is part of the Run After Contribution Evaders (RACE) campaign that demands employers to settle their unremitted employee deductions.

“SSS is here as a partner, not as an adversary.

Our RACE notices urge all employers to participate and avail of the existing Pandemic Relief and Restructuring Program (PRRP) as remedy to address their delinquencies. We are also preparing similar written notices for other delinquent commercial establishments or companies in Bukidnon with the same problem,” he said.

The RACE's main goal,

according to Alo, is to collect the required contributions so that the employees can access SSS benefits and loans.

He explained that delinquent employers who are incapable of settling their delinquencies in full or have no other means to immediately resolve their obligations could avail of the PRRP 3 or Enhanced Installment Payment Program with paying terms ranging from nine to 60 months, depending on the total amount of delinquency.

With flexible payment terms, Alo urged employers to take advantage of the existing program so that SSS Account Officers could help them avoid legal consequences.

Meanwhile, Jose Joel Herbieto, SSS-Bukidnon branch head, said some employers in the city were found to be delinquent even before the COVID-19 hit, putting the city's 156 private sector employees' social protection at risk.

“With this, I am reiterating my call for employers to remit their social security contributions on time,” he

said.

The RACE campaign is being carried out on the orders of SSS President and Chief Executive Officer Micheal Regino and in collaboration with Valencia City local government unit.

The SEC, as well as the Bangko Sentral ng Pilipinas

and Insurance Commission, shall have the authority to issue its own standard and rules for the application of the provisions of the new law within its jurisdiction.

The Commission continues to combat the spread of investment scams in the country by actively going after perpetrators of unauthorized investment schemes and implementing investor education programs to improve financial literacy.

This year, the SEC has already issued 50 advisories against groups and individuals found to be soliciting investments from the public without the necessary license from the Commission.

SEC-CDOEO grateful for FCPA enactment

THE Securities and Exchange Commission (SEC) welcomed the enactment of Republic Act No. 11765, or the Financial Products and Services Consumer Protection Act (FCPA) as reinforcement to its mandate of protecting the investing public.

President Rodrigo Roa Duterte on May 6 signed the FCPA, which seeks to ensure that mechanisms in line with global best practices are in place to protect consumers of financial products and services.

“Protecting the investing public is at the heart of what the SEC does. This new measure will provide greater deterrence against fraud, and

will serve as another tool for the SEC to hold investment scammers accountable for the harm they perpetuate in society,” SEC Chairperson Emilio Aquino said.

“We applaud our legislators and our president, President Rodrigo Duterte, for sharing the SEC’s vision of a developed financial sector through a protected and financially literate public.”

The FCPA allows the Commission to impose administrative sanctions on persons responsible of investment fraud, including a fine of P50,000 up to P10 million on each instance of investment fraud, plus up to P10,000 for each day of

continuing violation.

This is on top of the penalties provided under Section 73 of Republic Act No. 8799, or the Securities Regulation Code, which includes a fine of P50,000 up to P5 million, or imprisonment of not less than seven years nor more

Dutch gov’t backs SMC, Boskalis in P740B Bulacan Airport project SAN Miguel Corporation (SMC) received its strongest support yet for its gamechanging P740-billion New Manila International Airport (NMIA) project in Bulacan following the approval of the Dutch government of an export credit insurance (ECI) for the project’s land development phase.

The approval comes after over a year of rigorous review of the project’s long-term environmental and social impact mitigation measures to ensure that the multi-billion project is done with sustainability in mind and aligned with the country’s climate ambitions.

The Dutch government, represented by Atradius Dutch State Business (DSB), extended the ECI to Royal Boskalis Westminster N.V., to cover its EUR 1.5 billion contract for land development works at the airport project site in Bulakan, Bulacan.

The NMIA project is the largest in Boskalis’ over 100-year history, and is also the largest export credit agency (ECA) insurance policy granted in the 90-year history of Atradius.

Marawi rehab puts premium on culture preservation

of the Marawi Museum and School of Living Traditions.

of this year's Marawi Week of Peace celebration.

City Mayor Majul Gandamra said they stood their ground to include the construction of these cultural facilities in the master development plan for the city's rehabilitation emphasizing the relevance of the facilities in preserving the culture of the Meranaws.

During the ribbon-cutting ceremony, TFBM chairperson Sec. Eduardo Del Rosario congratulated the mayor and all the people of Marawi City for supporting the construction of these important edifices.

“This museum will ensure the continuity and preservation of the colorful history of the Meranaw people,” he said.

tor Linang Cabugatan who attended the inauguration underscored the important role of museums in peacebuilding efforts.

According to her, museums help educate the people about the different cultures and knowing these cultures can create understanding and respect among the people.

"The museum is not only about exhibiting artifacts but we are also informing the public [about our culture] to create understanding, respect, and peace," she further said.

Under R.A 11032, there should only be a maximum of three signatories prior to the issuance of permits, clearances, and certifications.

Belgica said the Citizen’s Charter should not be amended often, unless necessary, but the changes which the new local chief executive wishes to introduce must be deliberated by the legislative body and offices involved.

He also emphasized that the coronavirus pandemic should not be used as an alibi for delays in the transactions from 2020 to the present, considering that much of these can already be done online, including those on work-from-home scheme – a boost to the ARTA’s zerocontact policy.

The ARTA head hinted they are investigating delays in the distribution of foodpacks, donations and even cash-assistance involving national agencies and local

governments.

Earlier, lawyer Lord Anthony Pusod of ARTA-11 who was tasked to present the salient provisions of R.A. 11032 said agencies under the executive branch of government have already adopted the 3-7-20 durations (days) for completed transactions.

Pusod said the 3-7-20 refers to number of days allowed for simple, complex, and highly technical transactions which may be extended, if documents and actions sought for cannot be completed within the period originally set.

However, he advised the agency concerned to inform in writing the requesting person prior the original deadline, that the extension must not exceed the prescribed original duration, indicate the reason for the delay, and set the date for the final issuance of requested document.

Requesting person must be informed, in written notice, of the disapproval of his application.

Other violations of R.A. 11032 include refusal to accept applications or request

with complete requirements, imposition of additional requirements and fees not indicated in the Citizen’s Charter, and refusal to issue official receipt for payments made.

Also deemed violations are failure to render government services within the prescribed processing time, failure to attend to applicants prior to the end of working hours and during lunch break and fixing and/or in collusion with fixers.

Pusod said the government’s executive department has adopted a two-strike policy for violators of R.A. 11032 – a six-month suspension for first offenders, except for fixing which would result to outright termination while second-time offenders would be dismissed from the service.

Convictions based on the person’s criminal and civil liabilities may result to one to six years of imprisonment and a fine ranging from P500,000 to P2 million, aside from perpetual disqualification from public office and forfeiture of retirement benefits.

Duterte signs law creating cultural center, museum in CDO

Oro City.

Cagayan de Oro Representative and House Deputy Speaker Rufus Rodriguez said these would serve as “institutional medium for the collection, preservation and enhancement” of Cagayan

de Oro’s heritage and history.

“I am very thankful to President Duterte for acting upon this measure that I authored and filed in 2021,” Rodriguez, the principal author of the law, said.

public Act 11770 creating the Kalinga Cultural Center and Museum in Kalinga province, and Republic Act 11772 creating the Biliran Cultural Center and Museum in Biliran province.

The president signed the

three laws last May 24.

Rodriguez said the budget for the construction of the cultural center and museum would come from the current annual budget of the National Commission for Culture and the Arts.

He said the succeeding budget would be included in the General Appropriations Act. “The local government of Cagayan de Oro is also mandated to provide the land for the construction of the cultural center, museum and offices,” he added.

Presently, the city’s main repository for its heritage and historical artifacts is the

100-year old water tower located beside the Archbishop’s House, in front of Gaston Park.

Constructed in 1921 during the American occupation of the Philippines, the water tower is the oldest public structure in the city.

Jesus Christopher Salon of the City Museum said the water tower was used as a reservoir for water coming from the mountains to Cagayan de Oro then known as Cagayan de Misamis.

He said old photographs of Cagayan de Oro as well as some archeological finds are stored in the structure’s three floors. (MindaNews)
