Bus firm on road crash that killed 5: ‘Not our fault’

CAGAYAN DE ORO CITY

– Bus company Rural Transit (Mindanao) Inc. (RTMI) has maintained that the road

crash that claimed the lives of five persons in Gitagum, Misamis Oriental was not its own wrongdoing.

In a press statement dated March 30 but was released to the media Friday afternoon,

RTMI said the six-wheeler fish carrier, “from the opposite direction swerved left on a curve road, encroached on our lane, and collided headon against our bus.”

“This incident has been

recorded in the bus’ CCTV, where it showed that our driver was not at fault,” the RTMI said.

Maj. Dennis Cerilla, Gitagum Municipal Police Station chief, in interviews said

the wing-van truck, fully loaded with fish, left Zamboanga City about 1 p.m. of Wednesday and was supposed to arrive at the fishlanding area in Barangay

KORONADAL CITY

The Police Regional Office (PRO) 12 (Soccsksargen) is expected to perk up its operations with the opening of its P6.7 million multipurpose building and the arrival of 13 new police cars on Thursday afternoon.

“This new building facility and a fleet of police cars will strengthen our ability in our campaign against criminality and improve the efficiency of our police service,” Brig. Gen. Jimili Macaraeg, PRO-12 director, said in a statement Friday.

Macaraeg received the brand new police cars, valued at PHP2.5 million each, from Maj. Gen. Ronaldo Olay, the Philippine National Police director for logistics, at the PRO-12 headquarters in General Santos City. (Edwin Fernandez | PNA)

2 BARMM lawmakers seek probe into Basilan ferry fire

ZAMBOANGA CITY – Two

Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) lawmakers filed a joint resolution Friday seeking an inquiry into the March 29 M/V Lady Mary Joy 3 ferry fire off Basilan province.

BARMM parliament member Amir Mawallil and Deputy Speaker Laisa Masuhud Alamia authored Bangsamoro Transition Authority Resolution No. 209, which also aims to determine the adequacy of the safety measures and protocols in place for sea travel within the region. The measure intends to craft legislation that will strengthen existing policies.

“While we grieve with the families of those lost in the tragic ferry fire, we in

ZAMBOANGA CITY

– The provincial government of Basilan has released over P3.7 million as Ramadan bonus for its 759 employees.

Basilan Governor Hadjiman Hataman-Salliman has ordered the release of the bonus on Tuesday, the day the fasting month of Ramadan is presumed to start.

Salliman said each of the 759 employees, comprising 651 regulars and 108 casuals, is entitled to receive PHP5,000.

The grant of the Ramadan bonus is a tradi-

tion of Salliman’s administration since he was elected governor of Basilan province in 2013.

Provincial Social Welfare and Development Office Chief Anwary Acalun, meanwhile, convened on Tuesday the members of the Basilan Ulama Supreme Council for the “moon sighting” that will signal the start of Ramadan on Wednesday.

Discussed during the meeting was the planned distribution of assistance to the different communities benefitting some 3,000 ulamas and imams in the province. (PNA)

the BARMM government should also make sure we take steps to ensure that this incident does not happen again,” said Mawallil, who hails from Tawi-Tawi.

The ill-fated M/V Lady Mary Joy 3 caught fire around 11:30 p.m. Wednesday near Baluk-Baluk Island, Hadji Muhtamad, Basilan while sailing to Jolo, Sulu coming from this city.

Commander Christopher Domingo, chief of the Zamboanga Coast Guard Station, said in a statement that there were 29 fatalities and 216 survivors as of 8 a.m. Friday. (PNA)

In a statement, Governor

Dorothy Gonzaga said the equipment, coursed through the Philippine Center for Postharvest Development and Mechanization (PhilMech), would advance the farming ventures and increase the income of the FCAs-beneficiaries.

“I am so happy to see this equipment. It might not have come from the provincial government, but our provincial agriculture office is finding ways to help the farmers through these provisions,” she said.

Supported by the Rice Competitiveness Enhancement Fund (RCEF) Mechanization Program, a total of 45 units of farm machinery were distributed to the FCAs.

The equipment included a hand tractor, floating tiller, precision seeder, walkbehind transplanter, ridingtype transplanter, combine harvester, mobile rice mill, and single pass. (PNA)

MisOr guv urges jobseekers to become entrepreneurs

CAGAYAN DE ORO CITY

– Misamis Oriental Gov. Peter Unabia is urging jobseekers to consider going into entrepreneurship instead of aspiring to be employees.

Unabia said at the opening of the “Trabaho, Turismo, Asenso!” Philippine Tourism Job Fair, northern Mindanao leg, that starting a business gives a person a

lot of options, including the chance to create new jobs for other people.

The governor also said that the government has programs for people who want to start their own businesses.

“For access to capital, we have the SB Corp with a 2% interest per annum; we have the training ‘Mentor Me’ by DTI, packaging by DTI, and for DOST we have equipment, basta naa tay tanan nga

masuporta sa mga gusto magnegosyo (we have everything to support those who want to do business),” he said.

Unabia said the provincial government has also earmarked a total of P100 million in livelihood assistance for his constituents in Misamis Oriental.

Meanwhile, the governor lauded the Department of Tourism and the Department of Labor and Employ-

ment for coming up with a partnership to provide employment opportunities to workers displaced by the pandemic.

“This is really the mandate of the government, maghatag og trabaho, maghatag og panginabuhian, maghatag og (to provide jobs, livelihood, to provide) social services to make the lives of the Filipino better,” he added. (APB | PIA-10)

RLECC-10 1Q meeting fosters harmonization vs criminality, insurgency

– As part of its efforts to intensify northern Mindanao’s peace and security initiatives, the Regional Law Enforcement Coordinating Committee-10 (RLECC-10), spearheaded by the Police Regional Office-10 (PRO10), held its first quarter meeting in Camp 1LT Vicente Alagar, here, March 29.

Brig. Gen. Lawrence Coop, regional head of PRO-10, underscored the importance of a harmonized

approach to eradicating illicit drugs, criminality, and insurgency in the region.

“Napaka timely ito (This is very timely) because we have a scheduled RPOC meeting this Friday, so we have the opportunity today to discuss law enforcement issues or concerns that can be brought up properly before the RPOC level,” Coop said.

In response to reports of traffic accidents in Lanao del Norte, the Department of the Interior and Local Government-10 brought

up the idea of strategically revisiting checkpoints across the region.

The Philippine Drug Enforcement Agency-10 also brought up the need for a stronger and more coordinated after-care program for drug addicts in the region.

The subcommittees on dangerous drugs and controlled chemicals, fishing and protecting the marine environment, controlling firearms, ammunition, and explosives, enforcing traffic management, and stopping kidnappings were also

talked about.

“The collaboration of all law enforcement agencies and support of the stakeholders have contributed in the achievement of the generally peaceful and orderly Northern Mindanao, we need to sustain and strengthen collaborative law enforcement and preventive measures to curb criminalities and propose new strategies,” said Col. Wilbur Salaguste, PRO-10 regional operations and management division chief. (VPSB | PIA-10)

Musings on the water crisis Death by hazing is murder most evil

(1st of 2 parts)

“There is simply no way to overstate the water crisis of the planet today” – Maude Barlow

STUCK in traffic on a hot day, I find myself thinking about water and more specifically about the water crisis.

Lately, there has been a surge of pronouncements on the looming and “creeping” water crisis in the metropolitan area and the country in general. Our news feeds are filled with water crisis related items.

This summer, we are again told to expect some water shortages or disruptions in the water supply.

Calls for conservation and efficient water usage fill the air. People are beginning to remember the water shortage of 2019 in Metro Manila.

It must be recalled that on March 6, 2019, about 10,000 households across Metro Manila began to lose water supplies. [1]

On March 11, the water level in La Mesa Dam reached 68.93 masl (meters above sea level), below its critical level of 69 masl. The

lowest in a decade.

Clearly, our problem with water has been increasing over the past decades. Our country has a dry season that lasts six to eight months that leave us vulnerable due to our dependence on the natural supply of water.

When an El Niño phenomenon occurs, the situation is aggravated with lesser rainfall and higher temperatures.

Population concentrated on a few urban centers have accelerated the effects of this crisis. The 2019 incident crystallized to many the urgency of the problem.

There is a bill now pending in Congress that seeks to create a Department of Water Resources.

Several sectors have expressed support for the creation of a single government body which would be focused on water resource management and strengthening the implementation of water-related laws to improve coordination among regulatory bodies.

The creation of this agency is part of our government’s road map for water security in Metro Manila. (to be continued) (PNA)

(3rd of 3 parts)

AT that moment, I thought I would die. I accepted that fate already and surrendered myself to them. They could have killed me that night and dumped me in the septic tank of that house and no one would know. My parents didn’t know, they wouldn’t know, because I did not tell them I’m joining a fraternity.

“But at that point, there’s already no turning back. I passed out and woke up the following day already a ‘fratman,’ no longer a ‘barbarian.’ Fraternities are named after Greek letters. Those who do not belong to a fraternity are referred to as ‘barbarians,’ as in the barbarians referred to in Greek society. But nothing is as barbaric as the hazing I experienced.

“By the way, the ‘brothers’ that did this to me, seem to be genuinely good people. They are smart people, excelling in academics and their fields of discipline. They were good sons of their parents

and now most of them are successful in their chosen careers and are responsible and loving fathers to their own children. It’s difficult to understand how they can hurt a fellow human being the way they hurt me and I can’t forget how delighted they were doing it.”

There it is, the testimony of a victim that survived the torture of the brutal beaters and killers of youth can appear to be good people, we don’t know them lurking in the fraternities approving the brutality of initiation and violation of human rights and dignity posing as leaders of society but corrupt at heart.

Who the torturers are, some are murderers, people living apparently outwardly good lives, never brought to justice or accountability but have done crimes unspeakable.

The Philippine Senate president Juan Miguel “Migz” Zubiri said, “The culture of secrecy in the guise of fraternal ‘brotherhood’ is abhorrent, and each and every single person involved — from those

Spatial Turns: From Himologan to Cagaiang (Part 1)

ground for ventilation and protection against threats—like rodents.

One example of this pre-colonial settlement pattern is the pre-colonial village of Datu Salangsang in Himologan.

at the foot of the hill, and there is no water source.

According to Fr. Madigan, El Frayle Capitan convinced Datu Salangsang to transfer the settlement to an elevated fortification enabling the defending villagers to command an excellent peripheral at the lower river.

HI there!

Pardon me for not writing these past two weeks. I isolated myself, preparing for comprehensive examinations—hopefully, I passed.

Studying for an upcoming examination enables us to learn new concepts and widen historical perspectives, especially “spatial histories.”

In one of my previous columns, quoting Alan R. H. Baker, “geography plays a vital role in shaping historical events and essential in understanding causes and effects.”

History and geography are mutually dependent, and critical to study them together to understand the past and interpret it correctly and fully.

Thus, a geographical perspective in studying history may help understand human and historical processes through spatial configurations and how geography affects those spatial turns and changes man's cultural values, stereotypes, mores, and norms.

Most of these pre-colonial settlements in the Philippines live in complex settlements near inland waterways or on the coastline.

Still, traditionally, many pre-colonial Mindanawnons live nomadic or semi-nomadic in small villages.

Houses are made from light materials and raised a meter or two above

The village of Datu Salangsang's first contact with the Spaniards came in 1622 when two Augustinian Recollect, Fray Juan de San Nicolas and Fray Francisco de la Madre De Dios, began Spanish connection in Himologan.

Salangsang's refusal to accept the friars motivated the two to talk to his grandmother, Dona Magdalena Bacuya, and the latter convinced Salangsang to take the Augustinian Recollects.

Fr. Francis Madigan SJ, quoting from a Spanish chronicler, described Himologan as “one large structure that housed the inhabitants, a rough stone or woods wall fortifying the village. The interior has divided living quarters, a small temple (diwatahan) at the center.”

The problem exposes the village's location to be vulnerable to attacks by the slave raiders from Maguindanao, and Fray de San Nicolas and Fray de la Madre De Dios cannot defend the villagers.

Hence, a new prior who studied architecture, gunnery, and military tactics at the University of Salamanca, Fray Augustin “El Frayle Capitan” de San Pedro.

He saw three disadvantages in Himologan: the village is small to hold all the settlers, they are surrounded

Hence, Himologan settlers moved from their old settlement to a stronghold called Cagaiang in 1624.

The transfer of the settlement from Himologan to Cagaiang is common to the development of modern Christian settlements.

In its entirety, the Spanish campaign in the Philippines resettled the indigenous inhabitants to a settlement pattern called the reducciones; such resettlement patterns moved the inhabitants, notably those converted to Christianity under the bajas de la campanas (within the church bells).

Such movement shifted the historical stage from the indigenous nomadic or semi-nomadic settlement before Spanish colonization to a confined space reducing the converted people integrating them into the colony.

Nevertheless, the transfer of Salangsang’s settlement to Cagaiang began the history of the urban settlements of Cagayan de Oro.

Such spatial turns rationalize human settlements in urban centers.

In this case, the Spanish history in Cagayan has just begun creating a ripple effect of structural transformation that started as a reducciones, the pueblo, and the Plaza Mayor (now Gaston Park).

The urbanization of Cagayan de Oro has just begun. (MT)

DOT, DOLE open two-day tourism job fair in Oro

CAGAYAN DE ORO CITY

– The Department of Tourism-10 (DOT-10) and the Department of Labor and Employment-10 (DOLE-10) formally opened the two-day “Trabaho, Turismo, Asenso! Philippine Tourism Job Fair” at the Limketkai Mall Atrium here on March 30.

The job fair aims to provide opportunities for job seekers to land a job in the tourism industry while at the same time revitalizing the industry, which has been affected by the pandemic.

Marie Elaine Unchuan,

DOT-10 regional director, said the “Trabaho, Turismo, Asenso!” Philippine Tourism Job Fair is one of Tourism Secretary Maria Esperanza Christina Garcia-Frasco’s important flagship programs for the industry to bounce back.

“It envisions recovering the industry's losses from the pandemic and bridging our fellow Filipinos to job opportunities that our industry needs as we start our road to full recovery,” she said.

On the part of the DOLE, Estrella Pahalla, assistant regional director, said they partnered with the DOT,

taking into consideration that many were displaced by the pandemic and the tourism industry is one of the most greatly affected. With the partnership, they hope to keep the tourism industry alive by facilitating employment.

At the two-day job fair, 75 employers from the hotel and lodging industry, retail and service industries, manufacturing, manpower services, and BPOs are offering 2,500 open positions.

The top five vacancies are for financial advisers, customer service representatives, drivers, bus con -

ductors, and accounting services.

The tourism job fair in Northern Mindanao leg also featured cultural performances from Kagay-an Performing Arts and Datu Pio Pataganao, as well as a product exhibit of local crafts made by women's organizations to showcase the region's rich culture.

Booths of national line agencies were also set up to make the processing of applicants' clearances and other essential paperwork easier and faster.

The job fair ran until March 31. (APB | PIA-10)

DOLE-10 reminds fresh jobseekers of free documentary requirements

CAGAYAN DE ORO CITY

– The Department of Labor and Employment-10 (DOLE10) reiterated that first-time jobseekers can secure preemployment documents for free.

During the opening ceremony for the northern Mindanao part of the “Trabaho, Turismo, Asenso!” Philippine Tourism Job Fair, Estrella Pahalla, DOLE-10 assistant

regional director, said under Republic Act 11261, first-time job seekers will no longer have to pay for any government documentation that an employer needs.

These include the transcript of records, NBI clearance, police clearance, birth certificate, and any other possible pre-employment requirements.

She said the jobseekers just need to go to their respective barangays and

request a certification that they are indeed first-time jobseekers.

Pahalla also said that new hires who need a negative RT-PCR test result as part of their pre-employment requirements can get free Covid-19 tests at DOHaccredited testing centers.

Meanwhile, the job fair is held simultaneously in Regions 3, 6, and 10, March 30-31, 2023, to bolster the tourism industry.

Pahalla said a total of 2,500 vacancies are available from 75 employers, including hotel and accommodation establishments, retail and service industries, manufacturing, manpower services, and BPOs.

According to her, the top five job vacancies are for financial advisers, customer service representatives, drivers, bus conductors, and accounting staff. (APB | PIA-10)

Bulua NHS girls finally win Oro futsal title

CAGAYAN DE ORO CITY

— After many years of finishing third, the Bulua National High School Strikers finally captured the Cagayan de Oro City meet Girls Futsal title last Saturday at their home court at the Bulua National High School gym here.

This time, the Strikers were dominant as they crushed their opponents scoring a total of 18 goals in the three-team one-day competition.

According to coach Jun Actub, their sacrifices before the pandemic have paid off.

“The seeds that I sowed before pandemic have now bear fruits. The grassroots program of Bulua strikers since 2014 has produced positive results,’’ said Actub, who started the Bulua Strikers FC youth football club in Bulua, Cagayan de Oro City in 2014.

Most members of the club come from Bulua National High School and

Bulua Elementary School. Others players come from different schools around the barangay.

Results

The Strikers first dumped the young Lumbia National School Raptors, 10-1. They then whipped their rival Xavier University High School, 8-2.

The two wins were enough for the Strikers to earn a berth to represent Cagayan de Oro City in the Northern Mindanao Athletic Association (NMRAA) meet set next month in Tubod, Lanao del Norte.

The Lumbia NHS Raptors, despite of their brutal loss against the Strikers, came back in their second match to upset Xavier University HS in a 3-2 thriller to place second in the tournament organized by the Department of Education for students born 2005 and above.

Bulua NHS star player

Stephanie Martinez scored a total of 11 goals in the

tournament finding the back of the net six times against Lumbia NHS, and five times against XUHS Crusaders. The Raptors, were the youngest team in the tournament. They have players who are 12, 13 and 14 years old.

The Cagayan de Oro Division meet were for players 17-years-old and below.

LNHS scored the first goal against Bulua early in the match with Rose Mary Pagalan finding the back of the net in the 5th minute.

New York style pizza in MisOcc, why not?

MISAMIS OCCIDENTAL

– If others can do it, why can’t I?

Zeny Lansado, proprietor of D’ Hermanos New York Style Pizza with over three branches in Misamis Occidental, particularly Tangub, Ozamiz, and Oroquieta City, and one in Zamboanga, said it was never her dream to become a businesswoman; in fact, after graduation, all she wanted was to work in an office and become an employee.

Well, she graduated with a bachelor's in commerce, but contrary to what other people tell her, business was not for her.

Of course, fate redirected her path.

She married her husband, whose family was into business. They started their own business but failed; they went bankrupt, so Zeny went back to work.

She said, “Pero magkalisod ka diha na gyud mugawas imong pagkanegosyante. Makaingon ka wala man ko'y choice ani, magnegosyo gyud ko.”

(If you are in a difficult situation, your business-

minded self comes out. You can say, I don’t have a choice in this; I have to build my business.)

It was 2018 and there was no pizza store in Tangub City. Zeny and her kids would have to go to Ozamiz to eat pizza or bake in their existing bakeshop. So it gave her the idea to open her own store in Tangub.

But her husband said no. In fact, a big no! He was afraid it would fail again. But Zeny said, “Why not try? If it fails, at least they tried.”

After she finished her training from the Kapatid Mentor Me (KMME) program of the Department of Trade and Industry in Misamis Occidental she decided to finally open her own separate pizza store.

“Kitang mga babae kinahanglan mo-stand gyud ta kay kung ato lang mga bana atong saligan, nga mao na ilang plano, dawbi og ilang plano, dili mao, apektado ang tanan. So kung unsa ang

plano dapat estoryahan,” she said.

(As women, we should stand on our own because if we depend on our husbands for decision-making and their decisions fail, it will affect the entire family. So whatever the plan is, it is important to discuss it)

“Dili ingon kay lalaki siya; siya lang gyud mubuhi sa pamilya, so unsaon na lang ang needs sa atong mga anak?” she said.

(It doesn’t mean that he is a man, or that he is the only one to provide for the family; how about the needs of the children?)

Small beginnings

It was a simple pizza place, with only four tables and two staff helping in the kitchen, but Zeny was not content.

She wanted to improve the quality of her product, so she went to a workshop in Manila to learn how to make a New York-style pizza.

After the workshop, she realized she needed the correct equipment for this type of pizza.

She only used ordinary ovens, and she could not afford to buy those big industrial ones; it was just impossible.

Then she thought of the program of the Department of Science and Technology (DOST) for micro, small, and medium enterprises (MSMEs), where she obtained equipment worth P500,000.

In fact, later, when she opened another branch in Oroquieta City, she was granted another P1.1 million worth of equipment.

“Naka-start ko pagsugod sa among New Yorkstyle pizza tungod sa DOST.

Kay kung wala ang DOST, maglisod ko kay mahal ang equipment, dili ko ka afford,” she said.

(I was able to start with our New York-style pizza because of the DOST. Because if it were not for DOST, I would have a hard time because the equipment is so expensive and I cannot afford) It motivated her. The support from the government gave her another sense of confidence to move forward.

She described that, after DOST, she was able to get financial support from SB Corporation through DTI to augment her capital.
