Adzhar Usman Langkang and Karasan Turabin Anta turned themselves in on Tuesday and turned over an M16 rifle and an M1 Garand rifle with ammunition.

mulo Espaldon in this city.

BUTUAN CITY – Some 551
residents from San Isidro town in Siargao Island received P2.8 million worth of payments for the 15-day work they rendered through the Tulong Pangkabuhayan sa Ating mga Disadvantaged/Displaced Workers (TUPAD) program.
In a statement Thursday, the office of Surigao del Norte 1st District Rep.
Francisco Jose Matugas II said each of the beneficiaries received PHP5,250 in the payout conducted on Wednesday.
The regular wage designated for beneficiaries under the Department of Labor and Employment's TUPAD program is set at PHP350 per day.
“We continue to provide funding for the TUPAD program of DOLE to support our residents whose sources
of income were severely affected by the pandemic and the previous calamities that hit Siargao Island,” Matugas said.
Meanwhile, some 700 beneficiaries from Del Carmen town on the island are also set to receive their TUPAD payments on Friday.
An estimated PHP3.6 million worth of payments will be released to the beneficiaries for the 15 days of community service. (PNA)
DAVAO CITY – The Office of the Vice President (OVP) has partnered with the Department of Education (DepEd) to pilot-test the "Pansarap’" initiative, a supplemental nutrition program for undernourished learners, in Lower Tamugan Elementary School (LTES) here on Tuesday.
OVP Undersecretary Zuleika Lopez said at least 733 undernourished learners from kindergarten to Grade 6 level from LTES are the first beneficiaries of the nutritional buns developed by the Department of Science and Technology through
the Food and Nutrition Research Institute.
The Pansarap buns come in 10 flavors, all Halal certified, and will be distributed to students from Mondays to Fridays for 120 days.
Brembhot Eyas, the LTES principal, said the number of undernourished children in their school is "alarming." The school currently has 988 enrolled learners.
“For this, we are grateful to the OVP for doing such an initiative to give equal importance to the health of our students,” Eyas was quoted in the OVP statement Wednesday.
Lopez said the OVP plans to bring the program to
other parts of the country with high cases of malnutrition among children. (PNA)
CITY – Maguindanao del Norte Officer in Charge Governor Abdulraof Macacua officially started organizing the provincial bureaucracy when he formally assumed office Tuesday.
Macacua, the military chief of the Moro Islamic Liberation Front (MILF),
challenged those opposed to his appointment by President Ferdinand R. Marcos Jr. to bring the matter before the Supreme Court (SC).
“Those questioning my appointment by the President, they can go to the SC,” he said during a news conference on Tuesday afternoon.
Macacua is a member
of the Bangsamoro Autonomous Region in Muslim Mindanao’s (BARMM) Bangsamoro Transition Authority, the region’s provisional lawmaking body.
Before he was appointed OIC governor, Macacua served as senior BARMM minister.
He pledged to push for "moral governance" that the MILF-led BARMM has
been espousing in running the affairs of the provincial government. Macacua, who carries the nom de guerre “Sammy Gambar,” promised to work right away so that the delays in the delivery of basic services and the salaries and wages of provincial government employees are addressed. (PNA)
KABACAN, North Cotabato – Police have launched a manhunt against gunmen behind the slaying of an off-duty police officer on Tuesday night in this town.
Capt. Razul Pandulo, deputy municipal police chief, identified the slain victim as Staff Sgt. Abejay Dandan, a member of the Police Provincial Drug
Enforcement Unit and a resident of Carmen, North Cotabato.
“Dandan was driving his car along the Davao-Cotabato highway in Barangay Katidtuan with his 10-year-old son and a house helper onboard when fired at around 8:00 p.m.,” he said.
Responding cops rushed Dandan to the hospital, but
he expired three hours later. His son and house help emerged unscathed from the incident.
Initial investigation bared that Dandan’s vehicle was heading towards adjacent Kidapawan City when tailed by a pickup truck and a sports utility vehicle whose armed occupants sprayed them with bullets.
The victim’s car fell into a ditch following the incident. Recovered from the crime scene were empty shells from M16 rifles. According to Pandulo, they are considering several motives behind the attack but declined to disclose further details pending investigation. (John

ILIGAN CITY – Four hundred thirty-six girl scouts from different schools here joined in the five-day citywide 21st encampment to enhance their life skills and upgrade their values, especially after the pandemic.
Iligan Council President Rose Marie Ann Saavedra said the encampment was conducted because of the need of the girls to be exposed to life skills and how to handle themselves during emergencies.
"We are just hoping that our girls will be learning how to take care of themselves in terms of emergency and how to take care of themselves without their parents guiding them," she said.
Girls Scout of the Philippines (GSP) Central Board Director Isabelita Borres emphasized that girls scouting is an application of all knowledge and skills of the students they learned inside the classroom.

THIS great teacher, a charismatic leader who brought the truth of human rights, dignity and equality, into the world to transform it, was executed for being a man of action, doing good for the poor and the downtrodden.
He was an outcast by the religious leaders, a threat to the authorities, a target of death threats and assassination plots, like human rights workers and community leaders, the true committed Christians today.
For almost two years he was the kindly, generous, healing prophet that brought into the world immense compassion, healing, forgiveness and solidarity with the poor.
He took on the mission of the Prophet Isaiah to bring good news to the poor that they were loved by God above all others.
He taught that God through his followers would free them from poverty and oppression.
He would enlighten those blind to the truth, that God is a God of love and freedom.
Jesus would set free all the oppressed and that a great change was coming to the world where the poor would be saved from

The elite, the elders, the chief priests and Pharisees, did not accept that message and rejected him and his mission.
They would not or could not change. Their wealth and power was secured by their harsh system.
He was feeling the rejection of his message by the religious and political leaders at that time and he challenged and criticized them.
They became angry and wanted to kill him. Jesus and his disciples gave them an excuse to outlaw him and put a price on his head.
After two years of trying to persuade them to accept the message of peace and justice, Jesus decided to challenge them openly with social action.
He knew the corrupt practices of the chief priests and rich elders. They owned the supply of sacrificial animals and sold them to worshipers through vendors in the market.
The market was within the temple grounds. Although sacrilegious, the priests allowed the selling of their animals there and became super rich. They allowed money changers, for a high fee, to set up stalls. (LiCAS.news)

Grandparents now number 1.5 billion worldwide, up from 500 million in the 1960s, The Economist reported January.
As a share of the population, they’ve risen from 17 to 20 percent. That’s from increasing lifespans and falling fertility.
On average people today live up to 72, from 51 in the 1960s. Mothers used to have 5 children then, now 2.4.

The ratio of grandparents to children under 15 years has jumped from 0.46 in 1960 to 0.8 today.

BECAUSE of all this commentary about motivational rice lately, I recently had a daydream of famous vloggers singing, “We don’t talk about that motivational speaker” a la “Encanto” the movie.
As a background, the so-called motivational rice is about the P100 rice being sold at a bar owned by a very peculiar motivational speaker.
This speaker likes to get everybody’s ire by his controversial take on certain issues.
When people questioned the exorbitant price of the rice in his bar, he responded with his trademark bizarre logic spliced with insults disguised as motivational rhetoric.
I initially thought it was best to ignore the so-called online personality.
Unfortunately, just like many people, I find it difficult to avoid noticing the said personality. The person is like a mosquito buzzing at night.

However, there are some unique individuals who can annoy almost everyone.
The ability of some people to completely annoy almost everyone is a recognized scientific phenomenon. It is called negative “affective presence.”
Usually, people avoid a person with a negative affective presence.
However, this individual’s negative affective presence is so high that it actually triggers negative attention.
In addition, this person seems to be unaffected by negative backlash and even seems to relish the hate and ridicule he generates.
Most persons are bothered by criticism and ridicule in varying degrees. However, as one vlogger commented, this person’s confidence level is so high that he reminds you of classmates in school that raise their hands in class even though they don’t know the answer and find no shame in giving ridiculous answers. In this regard, many people seem to be fascinated with his unique personality.
There are many who say that this person is a clever actor who can turn on a separate online persona to garner as many online followers as he can.
Apparently, he has the ability to intentionally exude and sustain an affective presence despite all that negative backlash all for the sake of earning money.
It takes a unique individual to continue to say things despite being ridiculed or bashed. It shows an extreme ability to focus on a goal.
One psychologist even commented that this may be an example of a cleverly engineered campaign to evoke a visceral thrill in many people and gain attention.
In an era where many seem to live and die by the number of likes in their social media posts, the ability to absorb negative comments in the pursuit of livelihood can be a useful tool.
Also, this ability may just be the antidote for the growing online cancel culture. It would be fun to watch a person with the smarts of a Jordan Peterson and the ability to shrug off negative backlash battling it out with smug progressives here in this country.
Communication strategists can use people with these abilities to distract and irritate certain sectors under a multi layered communication strategy.
Political strategists can also study this phenomenon and see if negative affective presence can be tweaked and refined to create a new political brand for politicians. Now that would be interesting. This is my oblique observation. (PNA)

– In line with the celebration of National Women’s Month, the Philippine Commission on Women (PCW), in collaboration with Gender Advocates of Region 10, held a women’s summit at the University of Science and Technology of Southern Philippines where a total of 1,200 beneficiaries received P3,000 in cash assistance from the government on March 27.
People with disabilities, drug surrenderers, pregnant women, and the mothers of city scholars from 80 barangays in the city are among the people got the cash aid through the Department of Social Welfare and Development (DSWD).
"Women’s month is all about remembering why we started this celebration; it’s all about continuing how we call out the government, private companies, and individuals to continue promoting and protecting women’s rights," said lawyer Kristine Rosary Yuzon-Chaves, PCW executive director.
Partners in the celebration are the Department of Agriculture-10, City Health Office, Bureau of Treasury, Bureau of Fire Protection, Department of Trade and Industry, Department of Information Communication and Technology, Women and Children Protection
Unit of Northern Mindanao Medical Center, and the Philippine Fiber Industry Development Authority in Region 10.

CITY — For every individual, education has always been regarded as a key to a brighter future and a way to break the cycle of unemployment and poverty.
Being educated, one is equipped with competencies in order to get a decent employment.
A one-day job fair was conducted by the Department of Labor and Employment-10 (DOLE10) Cagayan de Oro City Field Office (CDOFO) led by Provincial Director Emmanuel Toledo at the PHINMA COC auditorium, this city, on March 21.
With a vision in mind, PHINMA-COC collaborated with the Job Placement Bureau - Public Employment Service Office (JPB-PESO) and the DOLE-10 CDOFO to provide its new graduates and alumni an opportunity to be accommodated by various employers as first -time job seekers.
There were 1,123 job vacancies from thirty-six participating local companies and firms were made available to 203 applicants.
Eighteen job seekers were considered hired on the spot (HOTS) while seventy-nine were considered near-hires who were scheduled for final interview and completion of requirements.
22-year old Alyssa Jane Galon who is a working student from the Municipality of Binuangan, Misamis Oriental went her way to the city in search of making her dreams a reality to support her family.
For six years, she worked for an employer who has been supportive in her education so long as she is able to balance her responsibilities as a house help.
Galon is now on her 4th year as a Management Accounting student and she believes that opportunities are within reach especially now that she is hired to be part of the accounting staff under Savemore Incorporated.

MARAWI CITY – Officials from the Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR) and BARMM’s Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR) met to discuss the recent directive of Pres. Ferdinand Marcos Jr., which is to expand the country’s fisheries production by 10 percent.
Lawyer Demosthenes Escoto, BFAR national director, Assistant National Director Isidro Velayo, Regional Director Sammy Malvas, Fisheries Planning and Evaluation Chief Maria Abegail Albaladejo discussed this recently with MAFAR Director-General for Fisheries Services Pendatun Patarasa, Director II for Fisheries Operations Dr. Macmod Mamalangkap, and Director for Agrarian Reform Support Services Dr. Tong Pinguiaman.
Director Escoto expressed his appreciation to MAFAR Minister Mohammad Yacob for acknowledging the importance of the meeting.
“This meeting with MAFAR will bring to the fore
addressing fisheries concerns nationwide, which requires a concerted effort of all regions, including BARMM,” Escoto said.
To recall, BARMM ranked first in the country for two consecutive years in terms of fishery production volume, with a total production record of 4.25 million metric tons in 2021. Last year, this grew to a total of 4.34 million metric tons.
Meanwhile, MAFAR Director-General for Fisheries Services Patarasa conveyed MAFAR Minister Yacob's message of gratitude and support in strengthening
its partnership with BFAR to sustain the recent gains of the fisheries sector in BARMM and ensure adequate contribution to food security, improve farmer and fisherfolk income, and reduce poverty.
"The policy directions of MAFAR are aligned with those of the national agency (BFAR), including production increase food security and nutrition," Patarasa said.
Accordingly, the ministry wants to focus on highimpact projects such as postharvest facilities, including seaweed warehouses and
the construction and rehabilitation of existing fish ports/landings to reduce the high fisheries post-harvest losses.
"MAFAR is looking at augmenting the production of the regional production both in Aquaculture and Capture Fisheries," Patarasa further stressed.

ACDI VOCA-PhilCAFE project holds the first Regional Coffee Evaluation at Central Mindanao University, Musuan, Maramag, Bukidnon on March 14-17.
The activity opened an avenue for the evaluation of the quality of coffee beans of the farmers and at the same time, provided feedback for improvement in terms of production and postharvest activities.
In order to identify the
best quality coffee in the region, the participating farmers have submitted coffee bean samples, underwent a four-day evaluation through coffee Q grading, roasting, calibration and cupping.
Carlen Collado, DA-10 regional executive director and RPCO-10 project director, extended his appreciation to the organizers of the activity, leading the farmers to produce quality coffee in
the region that can compete in the global market.
He further said that the agency will continue its mandate to assist the recipients/beneficiaries in their goal of reaching the international market.

CAGAYAN DE ORO CITY – The local government units of Quezon City and Cagayan de Oro City exchanged best practices in their combat against child labor and exploitation in a three-day Project Against Child Exploitation (ACE) Regional Partners Review and Assessment at Chali Beach Resort, this city on March 29-31.
The World Vision Development Foundation Inc., organizer and implementer of Project Against Child Exploitation (ACE), has come up with three major outcomes: to help the government in law enforcement, strengthen services for the children, and solidify partnership between national government agencies and local government units.
Based on a released survey of the Philippine Statistics Authority (PSA), among the 17 regions, northern Mindanao had the largest share of the country’s child laborers.
In 2020, there were 13 (13.1%) child laborers from northern Mindanao for every 100 child laborers nationwide.
CAMIGUIN – With its continued efforts to economic recovery while fostering smart tourism, the Provincial Government of Camiguin eased its travel protocols, requiring only the 19,042 devotees and visitors during the Panaad 2023 with the Clean Camiguin QR code as they enter the province.
From only over 7,000 devotees and tourists in 2022 based on the report of the Philippine Ports Authority (PPA)-10, the number of travelers increased to 19,042 from April 1 to 9.
From this number, 14,292 were recorded from the Benoni Port, Balbagon Port (480), Guinsiliban Port (3,574), and Camiguin Airport (696).
Such also exceeded the PPA's projected 10,000-15,000 number of visitors for this year's pilgrimage and observance of the Holy Week.
“Last year, it was just the start of the activities from Covid, now, people are really traveling more,
moving more, and more people are vaccinated; it's safer to travel. That's why more people came to take part in the pilgrimage,” Gov. Xavier Jesus Romualdo said.
As for the travel protocols, Romualdo emphasized that with the high COVID-19 vaccination turnout as well as the province's booster rate, they already allowed the entry of unvaccinated tourists and visitors.
“Before, only those who are vaccinated against COVID-19 can come here for tourism or leisure, so as if it's for work or essential purposes. Now we have opened our doors for the unvaccinated visitors. The only requirement is to take an antigen test that is negative antigen test,” he added.
He emphasized that selfadministered antigen test results will not be accepted in the entry points. They will only honor those negative antigen results from an accredited health facility of the Department of Health (DOH).
Responding to concerns on the long queues along Balingoan Port, Misamis Oriental, Romualdo said this roots from the issuance of tickets of the shipping companies and such also depends on the availability of the vessels.
He however said that there are now two more vessels that
will operate in the province and they have already obtained their permits. Thus, it will now be easier to accommodate more visitors in the province.
