3 drug dealers in BARMM await prosecution

Col. IN over two months, the US Peace Corps and the Philippine National Volunteer Service Coordinating Agency (PNVSCA) have trained leaders from 79 local government units (LGUs) across 12 provinces to strengthen volunteerism as a tool to meet local development priorities.

The series of trainings held from August to September equipped participants with knowledge and skills to mainstream volunteerism by adopting local laws and establishing provincial volunteerism councils, among other actions.

Some of the participating, including the Provincial Government of Pangasinan, are already in the final stages of passing a provincial volunteerism ordinance and establishing a volunteerism center of excellence.

The U.S. Embassy in Manila said the Australian Volunteers Program, Voluntary Service Overseas, France Volunteers, the Global Initiative for Exchange and Development, and the Korean International Cooperation Agency also joined the trainings alongside LGU representatives from Luzon and Visayas.

MILG Minister Atty. Naguib welcomes reappointment

MINISTER Naguib Sinarimbo of the Ministry of the Interior and Local Government of the Bangsamoro Autonomous Region in Muslim Mindanao has welcomed his re-appointment by BARMM Chief Minister Ahod Ebrahim.

Chief Minister Ebrahim swore-in his 21 Cabinet officials on Friday last week.

He also welcomed Abunawas "Von Al Haq" Maslamama and Butch Malang as MILG deputy minister and BARMM Special Geographic Area (SGA) administrator, respectively.

Sources from the office of Chief Minister Ebrahim said the re-appointment of many cabinet officials came as unannounced and surprising even to the appointees themselves.

Aside from Sinarimbo, also reappointed among members of the BARMM Regional Cabinet are: Lawyer Sha Elijah B. Dumama Alba as Solicitor-General; Mohammad Asnin K. Pendatun, as Cabinet Secretary; Abdulraof A. Macacua, Senior Minister; Abdullah M. Cosain, as Assistant Senior Minister and Alvin Yasser K. Abdulgafar, as Chief of Staff.

Cotabato City public, private schools get aid from MOST-BARMM

SIX public and private schools here have received laboratory apparatus package worth P600,000 from the Ministry of Science and Technology in the Bangsamoro Autonomous Region in Muslim Mindanao (MOSTBARMM) on Wednesday.

MOST Minister Engr. Aida Silongan identified the recipient schools as two Cotabato City National High School (CCNHS) campus – the Main Campus and Rojas-Site campus, Cotabato State UniversityLaboratory High School, Coland System Technology, Inc., Shariff Kabunsuan College, and Dr. P. Ocampo College.

In a report by Bangsamoro Information Office (BIO-BARMM), Silongan said the laboratory facilities grant was one of MOST’s flagship programs that is to assist students and teachers, including capacity building for Science, Technology, Engineering and Mathematics (STEM) Program thru provision of laboratory apparatus to selected schools in BARMM.

“This endeavor is a continuous effort to support students and teachers, especially those in the remote areas, with less equipment and capacity,” Minister Silongan said.

“It is our way of

supporting the science education system, so we can produce numerous S & T human resources that would help in the socioeconomic development and a progressive Bangsamoro region," she added.

Aside from the six schools, Minister Silongan said, 24 other schools across the region are to receive the same assistance from MOST-BARMM this year.

“This year, we will be completing the turn-over of laboratory apparatus, amounting to Php3-million to 30 schools in the region,” the Minister said.

Ceclia Omar, CCNHS Rojas-Site principal, lauded the selection of her school as recipient of the MOST program.

“Indeed, BARMM’s generosity that reached us has added to our confidence in addressing the learning loss brought about by the 2-year health crisis,” Omar said.

“This gives us support for a good start which will surely inspire not only the learners but also the teachers in the achievement of quality education which we have been striving for," she stressed.

Through the DSWD, each decommissioned fighter, gets P100,000 cash and the other benefits include livelihood assistance, scholarship for their children, housing, community infrastructure projects, among others.

“Only P100,000 cash and the rest will be nonmonetary benefits that include livelihood, training and other grants from the government,” Usec. Diciano said in an interview by Alerto Bangsamoro radio program of International Alert and Notre Dame University over DXMS Radyo Bida in Cotabato City.

Diciano issued the statement in response to reports that some decommissioned combatants are still awaiting the P900,000 worth of package.

public order and safety, including law enforcement, maintenance of public order, and political administration; and general administration such as general government, fiscal affairs, civil service, and lawmaking functions.

For economic services, CM Ebrahim proposed a total of P19.9 billion. According to him, this sector aims to fund interventions on communications, roads, and transportation facilities; agriculture, agrarian reform and natural resources; water resources development and flood control; trade and industry; power and energy; and tourism.

About P250 million was allotted for peace and stability sector. “As enablers of socioeconomic development, the Peace and Stability sector focuses its efforts on promoting peaceful and inclusive Bangsamoro society for sustainable development with access to justice and build effective and accountable institutions,” CM Ebrahim said.

He encouraged his colleagues in the Bangsamoro Parliament to work together to make sure that their plans are concretely expressed in the proposed budget.

“With your support, together we shall be able to unite to build a strong and dedicated Bangsamoro Government that will fulfill the promises of peace, development and meaningful selfgovernance for the betterment of lives of our people, In shaa Allah,” he said. Fund source

The BARMM’s main source of revenue is the block grant, which is automatically appropriated in the General Appropriations Act to the Bangsamoro (GAAB) and released immediately and comprehensively to the Bangsamoro government.

This is equivalent to five percent of the net national internal revenue tax collection of the Bureau of Internal

Revenue (BIR) and the Bureau of Customs (BOC) in the third fiscal year preceding the current fiscal year.

The Special Development Fund, as stated in the Bangsamoro Organic Law, has become a source of funds for Bangsamoro development initiatives across the region.

In a report, the BTA Public Information, Publication, and Media Relations Division, said education, infrastructure, health, and social services are among the budgetary priorities of BARMM.

The proposal entered its first reading Wednesday, Sept. 28.

Sec. Carlito Galvez Jr, Presidential Adviser on the Peace Process, Reconciliation and Unity (OPAPRU) and BARMM chief Minister Ahod Ebrahim witnessed the Phase 3 of the MILF decommissioning facilitated by the International Decommissioning Body (IDB) at the Old Maguindanao Provincial Capitol, Sultan Kudarat, Maguindanao.

This process is among the Security component of the Normalization Track of the Comprehensive Agreement on the Bangsamoro (CAB), the peace agreement forged between the government and MILF in 2014, which aims to help former combatants make the successful transition to civilian life.

The IDB was created by the GPH and MILF negotiating panels as part of the Annex on Normalization of the CAB and composed of representatives from the Governments of Turkey, Norway, Kingdom of Brunei and local experts nominated

by the panels.

Darin Wee, OPAPRU’s Communications and Public Affairs Services director, said about 5,500 MILF combatants are to be decommissioned this year as part of the Bangsamoro peace process initiatives under the Marcos administration.

OPAPRU said 19,345 MILF combatants have been decommissioned since the implementation of the first phase decommissioning in 2015 and the second phase in 2019-2020.

Since the start of decommissioning in 2015, a total of 19,345 MILF combatants have successfully undergone decommissioning and 2,175 weapons were put beyond use.

The decommissioning process was delayed at the height of the pandemic that slowed down activities of the Mindanao peace process.

The Phase 3 decommissioning process has begun last year, Wee said, as part of the government’s goal to reform armed revolutionaries into “peaceful and productive citizens.”

Accompanying this process are provisions provision of financial assistance, social entrepreneurship projects, and skills development training, scholarship programs for combatants children, among others.

The decommissioning is part of the normalization tracks and the other is the political or the passage of BOL and creation of an expanded political entity now called BARMM.

IDB Chairman and Turkish Ambassador Ahmet Idem Akay assured the body's commitment in

the conduct of a smooth decommissioning process.

"The IDB ensures that the decommissioning process will be dealt with utmost professionalism, integrity and confidentiality. We have established necessary methodologies to ensure that our work will be done effectively and efficiently,” he said.

"We are working closely with the different normalization mechanisms to make this happen, and together, we hope that this will open the doors for transition and new life for combatants,” he added.

The first phase of decommissioning was held in 2015 wherein 145 members of MILFBangsamoro Islamic Armed Forces (BIAF) and 75 of their weapons were decommissioned. The second phase was held in 2019 which saw the decommissioning of 12,000 MILF-BIAF members and 2,100 of their weapons.

CBCP releases 500YOC commemorative coins

The CBCP Secretariat said that issuing an official coin was a way “to fittingly commemorate” the milestone in the Church’s history.

The design at the obverse side features the country’s first Easter Mass on the island of Limasawa in Southern Leyte province.

On the other hand, the reverse side of the coins bears the 500YOC official logo featuring the first baptism in the Philippines and the theme of the celebration “Gifted

to Give”.

Be a force for good,’ lay people told

A top Catholic official opened this year’s National Laity Week by encouraging the lay faithful to be ‘a force for the good’ in the country.

Cardinal Jose Advincula of Manila said that the laity have a far greater area of responsibility in marriage and family.

He said that the lay faithful have a huge role to play on issues related to politics, economy, justice and peace, and the integrity of creation.

“Let us be a force for the good in society,” Advincula said in his homily during Mass at the Lay Force Center of

San Carlos Seminary in Makati City on Saturday, Sept. 24.

“Let us strengthen our programs for the poor and our youth ministry,” he also said.

Among the concelebrants was Bishop Enrique Macaraeg of Tarlac, chairman of the CBCP Episcopal Commission on the Laity.

With the theme “Journeying Together and Reflecting Together on the Journey that has been made… Communion, Participation, and Mission”, the week of the laity will end on October 1. CBCP News

Pope Francis to visit Kingdom of Bahrain in November

ROME — The Vatican confirmed Wednesday that Pope Francis will travel to the Kingdom of Bahrain, a Muslim island nation in the Persian Gulf, from Nov. 3-6.

The possibility of a papal trip to the Islamic monarchy was mentioned on the pope’s return flight from Kazakhstan on Sept. 15.

The director of the Holy See Press Office, Matteo Bruni, confirmed on Sept. 28, that Pope Francis will visit Awali and the capital city of Manama for the “Bahrain Forum for Dialogue: East and West for Human Coexistence.”

Further details and the full trip schedule will be published at a later date.

Bahrain, located to the east of Saudi Arabia and west of Qatar, has a population of 1.7 million people. The population is nearly 70% Muslim, with the majority belonging to the Shiite branch of Islam, the country’s state religion.

Christians, at around 210,000 people, make up 14% of the overall population, followed by Hindus at 10%.

There are an estimated 80,000 Catholics in Bahrain, many of whom are migrants from Asia, particularly the Philippines and India.

Awali, a small municipality about 12 miles south of Manama, is the location of the Cathedral of Our Lady of Arabia, which was consecrated on Dec. 10, 2021.

The ark-shaped Catholic cathedral seats 2,300 people, and was built as part of a 95,000 square foot complex. The church was the idea of Bishop Camillo Ballin, the vicar apostolic of Northern Arabia, who died in 2020, shortly before he could see his project completed.

The title of Our Lady of Arabia was approved in 1948. A small chapel in Ahmadi, Kuwait, was dedicated in her honor on Dec. 8 that year.

In 1957, Pius XII issued a decree proclaiming Our Lady of Arabia the main patron saint of the territory and of the Apostolic Vicariate of Kuwait.

In 2011, the Vatican officially proclaimed Our Lady of Arabia the patron saint of the vicariates of Kuwait and Arabia.

In this Sunday’s holy gospel, the apostles entreated the Lord, “Increase our faith ” (Lk. 17:5). This was occasioned by some hard sayings of Jesus before that. The apostles found it hard to swallow Jesus’ teaching when He said, “If your brother sins against you and he asks for forgiveness, then forgive him. If he sins seven times against you during the day, still forgive him. There is no limit to forgiveness. This takes a lot of faith in the words of Jesus, that’s why they asked Him to increase their faith. Faith is first of all trusting a person and because of this relationship of trust, one trusts his words.

if gathering grains of sand, the more truths we know the more faith we have. Faith is a matter of quality. It is a quality of the heart that grows through our perseverance in love. The more we love a person, the more we have faith in that person. In the human level, the response to our trust is increased trustworthiness and faithfulness. Sometimes our trust may be betrayed by persons. However, regarding relationship with God, He is always faithful. Even if we sometimes are unfaithful, God remains faithful to us because God cannot contradict Himself.

The Catholic Catechism defines faith as, “the theological virtue by which we believe in God and believe all that He has said and revealed to us and that the holy Church proposes for our belief.” It is by faith that a person commits his entire self to God. (CCC 1814). First of all, it is a virtue that pertains to our relationship with God. It is a habit whereby our daily activities are examined in the light of this relationship. How can this be when God is invisible to us? How does one cultivate a relationship with one who is beyond the visible and the palpable? That is what makes faith as faith. If God were visible we would not need faith. We will have ordinary knowledge mediated by our senses and our intellect.

In His goodness, God has revealed Himself in a visible way to us through Jesus His Son. It is through Jesus that we learn more about the invisible God – that God is Father, that God is love, that God has an invitation for us to join His family, that God is our destiny, that forgiveness of sins is possible. But then as the apostles found out, can they trust the words and message of Jesus? Can they have faith in what he was saying? They found themselves almost wavering and doubtful. Can they give their entire life based on the words of Jesus? And so they asked, “Increase our faith.”

Increasing our faith is not a matter of quantity as

Just as Jesus mediated God’s word to us, so the Church in a visible way becomes the communicator of Jesus’s message. The Church becomes the teacher of faith through the teaching authority of the Pope, the bishops, the priests, teachers, and catechists. The Church is both a human and divine institution. Since its head is Jesus Christ and it is guided by the Spirit, it is Divine. Since it is made up of men and women who are imperfect then it may become subject to human weakness. It is within this context of our weakness and need for God’s grace that we pray, “Lord increase our faith.” “Help my unbelief,” when the preaching I hear does not make sense. “Help my unbelief,” when the life of professed Christians are far from the ideal. “Lord, increase our faith,” when tragedies strike and we are caught up in sufferings we do not understand.

Faithfulness is tested in adversity and faith is challenged to grow when things seem meaningless. There are some things in the life of a disciple that are easy to understand, but there are also circumstances that are mysterious. Jesus’ faith was tested at the Garden of Gethsemani when He prayed, “Father, take this cup (of suffering) away from me, but your will, not my will be done.” Mary’s faith was shown at the foot of the cross. It is during times of testing such as these that we pray, “Lord increase our faith.”

Focus on the Elderly

As we leave the hot month of September, we remember the cold weather of yesteryears seeping in. In temperate countries, the end of September signals the end of summer, and thus the start of the winter season. In our country, the nights are longer, and the days are shorter.

We make the comparison that a portion of our population, the elderly, are in the autumn of their lives. Improvements in medicine made this portion of the elderly much bigger than before. As many say, the new 40 (before considered the mid point of ones life), has been replace by 60.

At age 60, we expect the working class to be retiring. But take note, now you see 60 years old still strong and agile. This seem to be a glitz in our retirement program. Senior citizens make themselves available for temporary employment, or consultancy contracts. Of course, they can still do the work more efficiently than the younger ones, and brings in more experience and expertise.

But if we follow the trend of retiring at 70, the number of unemployed in the workforce will grow because they do not have people to replace. It is therefore important for government to come up with more innovative ideas to make use of the time that senior citizens or the elderly still holds in their hands.

The executive director of POPCOM, Juan Antonio Perez, explained that “as the number of young Filipinos is decreasing, the number of aging Filipinos 60 years old and above is increasing and will increase further in the next decade”.

Based on the Age and Sex Distribution Report for the 2020 Census by the Philippine Statistics Authority, the number of children under five years old has decreased to 10.2 percent, down from 10.8 percent in 2015 and 12.6 percent in 2000.

The percentage of the population under 15 also decreased from 37 percent in 2000 to 30.7 percent in 2020, while the number of Filipinos 60 years old and older rose to 8.5 percent of the population, or 9.2 million, in 2020, double the 4.5 million reported in 2000, or 5.9 percent of its population.

It is therefore an on going recommendation that in response to this trend, the government should come up with more programs for the elderly. They should be protected in terms of more secure lifestyle, increased recreational activities, and more stable finances. Although Filipinos have the values that are appreciative of their elders, the increasingly financial burden of a developing economy may change all these. We still lack “homes for the elderlies” or sanitariums to take care of those who get sick, not to mention the very small pension that are given to those who retire. Before we follow the way developed economies are treating their senior citizens, it would be better to be prepared so that we can have more protection for our elderlies. MC

Ina gathering last month in Seoul, South Korea, members of SIGNIS, the World Catholic Association for Communication, issued a call to media professionals worldwide to advocate for justice, work for human rights, and help in conflict resolutions.

“Media professionals … are enjoined not just to report events but to engage actively in supporting the victims of war and working towards conflict resolutions,” read the final statement of the SIGNIS World Congress 2022 in Seoul, as it called for “action to protect the human rights of civilians caught up in war and conflict zones.”

Pope Francis, in his message to the Congress, called on participants to counter toxicity in social media, and to engage in dialogue and education to help deal with lies and misinformation. The Pope noted that “Sometimes and in some places, media sites have become places of toxicity, hate speech and fake news.” He encouraged Catholic communicators to persevere in efforts to counter these, “paying particular attention to the need to assist people, especially young people, to develop a sound critical sense, learning to distinguish truth from falsehood, right from wrong, good from evil, and to appreciate the importance of working for justice, social concord, and respect for our common home.”

These words hold particular importance to Catholic communicators in our country today as leaders of the Catholic Church in the Philippines have lately reiterated the Church’s position on issues affecting the nation. At the inaugural National Convention for Public Affairs Ministers in Manila on September 20, Bishop Reynaldo Evangelista, chairman of the CBCP Episcopal Commission on Public Affairs, said the Catholic bishops’ leadership has vowed “conscientious engagement” with the government but it can’t turn a blind eye on corruption and human rights abuses. The Church, according to him, will actively support the government “provided moral principles are not compromised,” and it will remain vigilant and critical to all forms of corruption, mishandling of public funds and violations of human rights.

Reacting to calls from a couple of national legislators to “move on” from martial law atrocities during the dictatorship of President Ferdinand Marcos Jr’s father, Diocese of Kidapawan Bishop Jose Colin Bagaforo, who heads the Catholic Church’s social action arm, said

forgetting human rights abuses and massive corruption during that time is not an option. “There can be no moving on when there is no justice and accountability,” Bagaforo said, even as he criticized efforts to change martial law history. Caritas-Philippines is joining in the call “to never again let the powers that be control the narratives of the Filipino people,” Bagaforo said, as he called on the public to defend the truth, fight misinformation and disinformation by supporting legitimate sources of information. He also urged the people to continue to demand “accountability and transparency from government officials, especially those who hold greater positions of power.”

In 1983, professional journalists from across the world gathered in Prague and Paris under the auspices of UNESCO, the United Nations Educational, Scientific and Cultural Organization, and issued a statement embodying what is known as the International Principles of Professional Ethics in Journalism. Among the important principles it listed: the people’s right to true and accurate information and to express themselves freely through the various media of culture and communication; journalists have a social responsibility, and thus accountable not only to those controlling the media but ultimately to the public at large; the journalist is called upon to abstain from any justification, or incitement to, wars of aggression and the arms race, especially in nuclear weapons, and all other forms of violence, hatred or discrimination, specially racism and apartheid, oppression by tyrannical regimes, colonialism and neo-colonialism, as well as other great evils which afflict humanity, such as poverty, malnutrition and diseases.

much the institutional response of MP Dimila Jam Disimban-Ramos to my post about the national government’s grant of patent to my ECP (electricity conversion program) model.

As ever, MP Jam is very articulate in her advocacy for peace and her dedication to culture women’s rights— over and above her expressed support to renewable energy development (RED) efforts for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Jam reaches out via friends-connect, and I have recommended to her the hosting in the Parliament of a forum of continuing engagement between the BARMM Legislature and Executive Offices on one side, and the vanishing sector of traditional technology on the other side, on issues around RED efforts in BARMM.

The forum has to be, and is envisaged to evolve into a sustainable venue of healthy exchanges between the two sectors, torn apart by decades of differing career and professional preferences—and the lack of options, as well.

To that course, four energetic young individuals, three of them engineers, have accepted the challenge of R&D on studies of an ECP design for RED (renewable energy development) efforts in BARMM.

Real outputs aimed for in their R&D works will include data and other informational materials for essential policy formulation and Parliamentary legislations on renewable energy development.

Their R&D journey to ECP design will take all three paths of models developed, so far: 1) The Sweden Experience of ECP presented in Portugal in the form of a conference paper from the prestigious Uppsala University in 2007; 2) The Taiwan Experience of ECP designed in 2005; and 3) An ECP utility model design developed in Bangsamoro in 2020, and has been patented from an abstract published worldwide on the e-Gazette of the Intellectual Property Office of the Philippines (IPOPHL) in one-month period of opposition from May 20 to June 20, 2022. Publication of abstracts for invention, industrial design and utility models are regularly monitored by inventors, scientists and engineers all over the world.

I am not at liberty to disclose the identities of

these young men, for the time being, but I would hint that three of them are Bangsamoro, and a Christian brother, an academic from the Ateneo del Manila University. The other two are also a product of a Catholic university, and one from the University of the Philippine College of Engineering in Diliman, a registered chemical engineer.

I have always taken up in appropriate forums the need to narrow down the “territorial separation” between the experts in the academe and the lay thinkers of the workshop.

In the last year of the elective term of President Diosdado Macapagal, the Congress passed Republic Act 3850, creating the Philippine Inventors’ Commission (PIC) under the Department of Science and Technology (DoST).

Under the present set up, the PIC having been dissolved some years ago, has been replaced with the Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) under the DoST in the national level, and is operationally backed in the regions by the Consortia for Regional Industry, Energy and Emerging Technology Research and Development (CRIEERD) under DoST regional offices, and in which state universities in nonBARMM provinces and cities are members.

I understand that a BRCIEERD (Bangsamoro Regional Consortium of Industry, Energy and Emerging Technology Research and Development), has been organized in the tutelage of the BARMM Ministry of Science and Technology under Minister and Bangsamoro Member of Parliament, Engineer Aida M. Silongan.

Similarly surprising that the guard’s wife have a P179 million in bank deposit for the past 8 years. He asked: How can we really stop corruption if we don’t divest ourselves with too much greed?

In life, we chart our course with God’s endowed freewill to decide that this week heaped havoc on RTC-19 Judge Marlo Magdoza-Malaga’s dismissal of a case filed in 2019 by the Department of Justice declaring the CPP-NPA as terrorist groups. The lady judge also dismissed last year two suspected activists due to alleged inconsistent police testimonies to prove illegal possession of firearms and explosives.

Anything we do matters and we are directly accountable here and the hereafter that we should be ready to face consequences. Even if the world is against us, damned if they don’t, provided it was done in good fate and for the glory of God.

More and more people are crying for justice and immediate assistance to alleviate their plight from natural and

manmade disasters. Typhoon “Karding” early this week left vast devastation to lives and properties that according to authorities need immediate funding aid. Structure of Bone Tissue

Humans

are vertebrates, animals having a vertabral column or backbone. They rely on a sturdy internal frame that is centered on a prominent spine. The human skeletal system consists of bones, cartilage, ligaments and tendons and accounts for about 20 percent of the body weight.

The living bones in our bodies use oxygen and give off waste products in metabolism. They contain active tissues that consume nutrients, require a blood supply and change shape or remodel in response to variations in mechanical stress.

Bones provide a rigid framework, known as the skeleton, that support and protect the soft organs of the body.

The skeleton supports the body against the pull of gravity. The large bones of the lower limbs support the trunk when standing.

The skeleton also protects the soft body parts. The fused bones of the cranium surround the brain to make it less vulnerable to injury. Vertebrae surround and protect the spinal cord and bones of the rib cage help protect the heart and lungs of the thorax.

Bones work together with muscles as simple mechanical lever systems to produce body movement.

Bones contain more calcium than any other organ. The intercellular matrix of bone contains large amounts of calcium salts, the most important being calcium phosphate.

When blood calcium levels decrease below normal, calcium is released from the bones so that there will be an adequate supply for metabolic needs. When blood calcium levels are increased, the excess calcium is stored in the bone matrix. The dynamic process of releasing and storing calcium goes on almost continuously.

There are two types of bone tissue: compact and spongy. The names imply that the two types differ in density, or how tightly the tissue is packed together. There are three types of cells that contribute to bone homeostasis. Osteoblasts are boneforming cell, osteoclasts resorb or break down bone, and osteocytes are mature bone cells. An equilibrium between osteoblasts and osteoclasts maintains bone tissue.

Compact Bone

Compact bone consists of closely packed osteons or haversian systems. The osteon consists of a central canal called the osteonic (haversian) canal, which is surrounded by concentric rings (lamellae) of matrix. Between the rings of matrix, the bone cells (osteocytes) are located in spaces called lacunae. Small channels (canaliculi) radiate from the lacunae to the osteonic (haversian) canal to provide passageways through the hard matrix. In compact bone, the haversian systems are packed tightly together to form what appears to be a solid mass. The osteonic canals contain blood vessels that are parallel to the long axis of the bone. These blood vessels interconnect, by way of perforating canals, with vessels on the surface of the bone.

Bone Development & Growth

The terms osteogenesis and ossification are often used synonymously to indicate the process of bone formation. Parts of the skeleton form during the first few weeks after conception. By the end of the eighth week after conception, the skeletal pattern is formed in cartilage and connective tissue membranes and ossification begins.

The primary instrument of countries to arrest escalating prices is to lower the amount of money in circulation by encouraging people and institutions to refrain from spending and placing their money in banks and other interst-bearing investment instruments such as bonds and Treasury Bills.

After COVID-19 has brought the world economy almost to a halt, the continuing war between Russia and Ukraine seems to extinguish the expectations (and hope) of many people for a healthy rebound of business activities.

While the COVID-19 pandemic has somehow eased up its adverse impacts with most countries relaxing rules on the movement of goods and people, the negative effects of the Russian invasion of its neighboring country are persisting, if not, worsening. The curtailment of oil exports of Russia to Western Europe and other NATOmember countries have resulted in very elevated petroleum prices. Difficulties in bringing out the major export products of Ukraine, particularly wheat, led to price hikes in products using wheat as raw material such as bread and other baked products.

Since oil products make up a significant part of the prices of manufactured and even agricultural commodities, the disruption in the supply of oil has caused high inflation in many counties. Inflation has not spared the most developed nations as the United States, United Kingdom, Germany, among others experienced new record highs.

The very aggressive stance of the Federal Reserve of the United States have resulted to a strong Dollar as investors look at the US as a safe haven and its currency as a good hedge for inflation. Rapid appreciation of the US Dollar has caused the Euro and the Pound Sterling of the United Kingdom to fall significantly in value against the US currency. Other currencies are also severely affected, including the Philippine Peso that has fallen by around 15% (as it now trades at US$ 1 = P59) from US 1 = P50.95 at the end of 2021.

Our country is facing several challenges: increase in foreign debt (due to borrowing and the depreciation of the Peso), inflation that continues to remain above 6%, and the depreciation of the Peso.

To address the problem of inflation, the Bangko Sentral ng Pilipinas had been continually hiking the interest rate it charges but with almost no effect so far on the prices of commodities.

23 BIFF surrenders real, officials say

LOCAL officials in Maguindanao refuted this week assertions by the Bangsamoro Islamic Freedom Fighters that its 23 members who surrendered last weekend are not real BIFF members.

The 23 BIFF members surrendered to the Army’s 601st Infantry Brigade last weekend.

A seemingly self-proclaimed BIFF spokesperson spoke on radio stations this week, insinuating that the surrenderees were men picked at random from local communities in Maguindanao.

Local officials in five towns from where the 23 men have come from, Sultan sa Barongis, Shariff Saydona Mustapha, Shariff Aguak, Mamasapano and Talayan, all in Maguindanao province, were quick to disprove the assertion, saying they know the people in their barangays under them and are aware who are real enemies of state and who are not.

Sultan sa Barongis, even provided reporters with a photo of him receiving a firearm from a surrenderee, in the presence of senior and Army police officials.

A number of Facebook accounts, obviously being operated by netizens in the BIFF's fold, also assailed the veracity of the identities of the 23 BIFF members who have decided to reform for good.

The group yielded rifles and M79 grenade launchers during a simple rite Saturday.

The event was held at the

headquarters of the Army’s 601st Infantry Brigade in Datu Abdullah Sangki, Maguindanao.

The group returned to the fold of law through the efforts of Col. Oriel Pangcog, 601st Infantry Brigade commander, 33rd IB commander Lt. Col. Benjamin Cadiente and 2nd Mechanized Infantry Battalion commander.

Major Gen. Roy Galido, 6th Infantry Division commander, said credit for the surrender has to go partly to the mayors of the five towns where they operated with impunity.

Mt. Apo reopens for trekking, mountaineering

DAVAO CITY – Closed to the public in the past three months, the Mount Apo Natural Park (MANP) resumed trekking and mountaineering on the country’s highest peak, an official said Tuesday.

Julius Paner, Sta. Cruz town tourism officer, said MANP immediately welcomed trekkers from the United States, Germany, Singapore, Australia, Thailand, New Zealand, and South Africa when it resumed operations on Sept. 1.

2 dead in SoCot gun attack

TWO workers in a livestock feed mill were killed while on their way to work in a daring gun attack Tuesday in Polomolok town in South Cotabato.

In a statement Thursday, the Police Regional Office-12, said the duo, Moad Daloro and Saharudin Malinao, died on the spot from multiple gunshot wounds.

Daloro, 25, and a coworker, the 22-year-old Malinao, were together in a private tricycle, en

route to their workplace in a barangay far from the town proper of Polomolok, when men on a motorcycle trailing behind shot them with pistols as they got close.

Daloro and Malinao both died on the spot from multiple bullet wounds.

Drug peddler leaves P680K shabu in Maguindanao sting

POLICE confiscated P680,000 worth of shabu, packed in two huge sachets, from a peddler who had escaped amid a sting on Wednesday afternoon in Datu Odin Sinsuat, Maguindanao.

A man known only as “Sammy” from Kabuntalan town had escaped when he sensed he was dealing with non-uniformed policemen, led by Major Esmael Madin of the Regional Drug Enforcement Unit of the Police Regional Office-Bangsamoro Autonomous Region.

Sammy had jumped into a river from the bridge in Barangay Taviran, Datu Odin Sinsuat, where the sting was laid and swam away towards a marsh that connects to the Liguasan Delta.

Brig. Gen. John Guyguyon, director of PROBAR, said Thursday the operation of their RDEU in Barangay Taviran was assisted by the Datu Odin Sinsuat Municipal Police Station and members of the Maguindanao provincial police force.

He said he has instructed investigators to secure the full, correct name of Sammy for the filing of a corresponding criminal case against him. John Felix Unson

DSWD grants cash package to decommissioned MILF

PERSONNEL of the Department of Social Welfare and Development (DSWD) have been providing the financial package of the decommissioning process for Moro rebels as part of the Mindanao peace process.

Usec. Alan Tanjusay, DSWD Undersecretary for Inclusive and Sustainable Peace, and DSWD Assistant Secretary for Mindanao Affairs Arnel Buison Gracia led the distribution of cash aid for former combatants through the Bangsamoro Transitory Family Support Package (BTFSP).

“Each decommissioned combatant gets PHP80,000 BTFSP and another PHP20,000 as Livelihood Settlement Grants,” Usec. Tanjusay said at the start of the pubic launch of phase 3 MILF decommissioning at old Maguindanao provincial capitol in Barangay Simuay, Sultan Kudarat,

About 5,500 decommissioned MILF are to receive the cash aid during the final phase of the decommissioning expected to end in November.

Practice 5Ps core principles, Lt. Gen. Rosario tells soldiers

THE commander of one of two major commands in Mindanao has urged soldiers stationed in the coastal communities of Sultan Kudarat to observe his core principles as he bid goodbye to dedicated and committed infantry women and men of the Army’s 603rd Infantry Brigade, the Army today said.

“I urged every Persuaders trooper to embody those principles in order to be the best soldier and to have the best family,” he told the troops.

Lt. Gen. Rosario has been visiting various Army units under Westmincom

ahead of his retirement next month.

He was welcomed to the 603rd headquarters by brigade commander Colonel Michael Santos together with the Brigade Staff Officers, Battalion Commanders of its line units and Mayor Joenime Kapina of Palimbang, Sultan Kudarat.

He also awarded plaques to deserving infantry women and men of the 37th Infantry (Conqueror) Battalion for dismantling the East and West Daguma

Suspect in ambush of Marines face raps

IT was the relatives of one of three suspects in the ambush of Marines Sunday in Picong, Lanao del Sur who gave him away.

Brig. Gen. John Guyguyon, director of the Police Regional OfficeBangsamoro Autonomous Region, told reporters via Viber Wednesday that suspect Jamal Balindong Pumbaya was traced in a hideout Tuesday with the help of tipsters related to him by blood.

He was one of three men who shot with assault rifles a vehicle carrying members of the 2nd Marine Battalion in a daring attack past 6:00 p.m. Sunday, September 25, in Barangay Punong.

Guyguyon said investigators from the Picong Municipal Police Station have filed a frustrated murder complaint and seriour physical injuries against Pumbaya at the Provincial Prosecutor’s Office.

Lanao del Sur police director, said Pumbaya was cornered Tuesday by pursuing policemen and Marines in a secluded barangay in Picong.

Witnesses have positively identified Pumbaya as one of three men who shot with assault rifles the vehicle carrying patrolling Marines while at a stretch of the Lanao del Sur-Pagadian Highway.

Three Marines, Privates 1st Class Stephen Saragal and Elijah Taccas, and Pvt. Romy Torallo Jr., were wounded in the attack.

The victims are now recuperating from gunshot wounds in a hospital.
