RORO TO BOOST BARMM ECONOMIC GROWTH, CUTS TRAVEL TIME

A domestic shipping route launched in the Bangsamoro region is seen to cut cargo transport costs by as much as 30 percent and opens an opportunity for expanded trade between southern Philippines and neighboring Southeast Asian countries.

Bangsamoro Transport Minister Paisalin P. Tago said the new Roll-On/Roll-Off (RORO) service between Lamitan City in Basilan and Parang in Maguindanao del Norte is an initial step towards improving

logistics and connectivity in the former restive region that is in transition.

Gunman linked to death of SAF 44 slain in MagSur

ONE of the gunmen involved in the killing of 44 police officers in Mamasapano, Maguindanao in 2015 was killed during law enforcement operations in Datu Saudi Ampatuan municipality, the Army said.

Lt. Colonel Michael Glenn Manansala, 6th Infantry Battalion commander, said joint police and Army operatives were to serve a warrant of arrest against Bansir Samaon when resisted and, using his caliber .45 pistol, opened fire on state forces at about noon Friday.

Samaon, also known as “Malang” and “Bungo,” was a member of the Bangsamoro Islamic Freedom Fighters (BIFF), an outlawed group that pledge allegiance to ISIS.

“He was a bomb courier of the BIFF and one of the gunmen linked to the killing of PNP Special Action Force in 2015,” Manansala said.

“The soldiers only defended themselves when the suspect fired his pistol toward the operating units,” he added.

His relatives immediately claimed his body from the local police office and buried according to Islamic rites.

Brig. Gen. Oriel Pangcog, 601st Infantry Brigade commander, lauded the operating troops for neutralizing the suspect who reacted violently to law enforcers serving his warrant.

“At least justice is achieved for SAF 44 with the death of one of the attackers,” Pagcog said.

“SAF 44” refers to the death of 44 elite police officers in Barangay Tukanalipao, Mamasapano, Maguindanao on January 25, 2015.

The PNP-SAF was part of state forces tasked to arrest Malaysian bomb expert Zulkifli Bin Hir, alias Marwan.

gunmen, both from the BIFF and Moro Islamic Liberation Front (MILF), clashed with SAF commandos that left 44 police officers, about 17 Moro gunmen and civilians dead during the 11-hour fierce firefight.

Maj. Gen. Alex Rillera, 6th Infantry Division commander, also lauded the 6th IB troopers and police officers for the successful law enforcement operation.

He called on other BIFF gunmen to lay down guns, surrender and live with their loved ones by taking advantage of the government’s peace and reconciliation program.

“I hope you will consider this offer before its too late,” said Rillera, also commander of Army-led Joint Task Force Central (JTFC). Edwin O. Fernandez

Cotabato Light employee is BARMM “Huwarang Manggagawa” awardee

THE Ministry of Labor and Employment in the Bangsamoro Autonomous Region in Muslim Mindanao (MOLE-BARMM) has recognized an employee of a private company during the Labor Day celebrations on Monday.

Arlene Valdez-Hepiga of Cotabato Light and Power Company (Cotabato Light)

was given recognition as “Huwarang Manggagawa” awardee.

“She exemplified hard work and dedication to work,” according to BARMM Labor Minister Muslimin Sema during Labor Day celebration at the Bangsamoro Government Center on Monday. Hepiga, who has been

working at Cotabato Light for more than 14 years, was visibly elated and grateful for the recognition.

“I did not expect to receive this recognition, I am humbled, in my 14 years in the Aboitiz company, my heart and passion to serve drove me to even work harder,” she said. “I just work hard as expected from me and do the task given to me to ensure work is done as expected by my employer,” she added.

When asked about her advice to other workers, Hepiga said: “Put your heart into everything that you do, love your work, and give the best that you can in order to achieve not just your personal goals, but what the company is achieving as well.”

It was also the same month last year when Cotabato Light and Power Company received an award as the Most Compliant Establishment in BARMM Region.

Theme of this year’s Labor Day celebration was “Matatag na Trabaho at Kabuhayan Para sa Manggagawang Bangsamoro.”

“But Gandawali sensed the approaching lawmen and immediately opened fire, hitting Sgt. Virecio in the process. That triggered a brief firefight.” Daculan said in a statement. Gandawali’s companions escaped to different directions while the firefight was raging.

Government is committed to investing in people’s capabilities in providing decent and sustainable work.

Maslamama also expressed his appreciation to the Bangsamoro workers. “We acknowledge their significance and valuable contributions to the growing economy of BARMM,” Maalamama said.

“The BARMM Government is grateful for your constant efforts as partners in achieving our shared goals for the Bangsamoro region,” he added.

Labor Minister Muslimin G. Sema, expressed his commitment to improve the working conditions of workers.

“Narito tayo upang i-celebrate ang pinakaimportanteng araw ng manggagawa sa buong kasaysayan ng ating bansa,” Sema said.

“Ang MOLE, under the leadership of the BARMM Chief Minister Ahod Balawag Ebrahim, ay gagawin ang lahat ng makakaya para mabigyan ng panibagong antas at kulay ang ating mga manggagawa,” he added.

Daculan said Oscar Tacmar Capal Gandawali, leader of Gandawali Private Armed Group, was killed when he resisted arrest and briefly traded shots with police operatives at about 3 p.m. Wednesday (May 3).

Injured were 5th Infantry Battalion trooper Staff Sgt. Michael Angelo Y Virecio and Chairman Gamon Manonggiring of Barangay Pilimoknan in Maguing town where the operation was conducted.

Daculan said police recovered firearms, ammunition, illegal drugs and shabu paraphernalia from Gandawali’s safe house.

The police director said Gandawali was the mastermind in the ambush of Governor Adiong, Jr. last February 17, 2023 in Maguing town that claimed the lives of the governor’s three police escorts and the driver.

Adiong was wounded in the ambush but is now fully recovered.

Daculan said Gandawali also masterminded the ambush and killing of five agents of Philippine Drug Enforcement Agency (PDEA) in Kapai, Lanao del Sur last October 2018.

Nuncio encourages Church’s mission outreach efforts

THE most important work that the Catholic Church does is its ‘missionary outreach’, an effort that should and must be prioritized, papal nuncio Archbishop Charles Brown said.

Speaking during Mass for the 100th anniversary of the Missionary Catechist of the Sacred Heart (MCSH) on Monday, he emphasized that “what the Church needs is direct and immediate contact with people”.

“The missionary outreach is the most important thing to prioritize… direct contact as much as you can,” Brown said at the National Shrine of St. Padre Pio in Santo Tomas, a town in Batangas province.

That’s why, he said, the Church celebrates the service of MCSH for bringing Jesus’ teachings to the people, especially to those who need it most.

The archbishop went on to advise the congregation “not to get involved too much in office work”.

While administrative work is necessary, he stressed that direct contact remains the most important part of the mission because “that’s where conversions happen”.

“And that’s where miracles happen, that’s where the Church grows,” Brown said.

The papal nuncio added that MCSH also represents the “fruitfulness” of the Catholic Church in the Philippines.

ARCHBISHOP Victor Bendico on Wednesday celebrated his first Mass as the new shepherd of Capiz at the Immaculate Conception Cathedral, where his predecessor, Cardinal Jose Advincula of Manila, told him, “Welcome back, welcome home!”

The question of Thomas in this Sunday’s gospel is a question that has been asked for centuries by philosophers and spiritual seekers, “How can we know the Way?” Jesus’ answer is an oft-quoted statement, “I am the Way, the Truth, and the Life” (Jn. 14:6). What comes to people’s mind by the Way? It may mean the way to happiness, the way to a meaningful life, the way to ultimate fulfillment. For Jesus and the apostles it means the way to Eternal life or the way to the Father and God’s promised Kingdom. It is the way of living life in such a way that it brings meaning and happiness in this life and eternal joy in the life to come as Jesus promised, “where I am you also may be” (Jn. 14:3).

Church alive and growing.”

“We will walk together in the local Church of Capiz with our parishes, mission stations, Basic Ecclessial Communities, the religious, church organizations and ministries,” Bendico said.

“With our trust in God and our humble efforts, we will strive that no one will be left behind, no one will feel alone, and no one will be forgotten in our communities,” he assured.

Prior to his new assignment, the 63-year-old served for six years in the Diocese of Baguio,

Jesus the Way

Reflections

The way implies a journey, a people on a journey, and a destination. People on a journey are people on a pilgrimage. When people undertake a pilgrimage they have a destination in mind. They also have a starting point which they are leaving behind, facing the risks of travelling to a desired holy place. Most often, people on a pilgrimage travel with others or meet others along the way with the same goal in mind.

When we accept Jesus as the Way and appropriate this truth in faith, we embark on a pilgrim journey. Jesus becomes our companion on the journey as guide, inspiration, and nourishment, just as He did while accompanying the disciples who walked to Emmaus. Our destination is our eternal home but along the way, we meet, live with, and share our life with others. We also invite others to join us in this journey of faith, such that like the fellowship of the early disciples in the first reading, “The word of God continued to spread, and the number of the disciples in Jerusalem increased greatly” (Acts 6:7). As co-pilgrims we spread the good news and do some good along the way.

Aside from Dean, also elected as vicar-provincial was Fr. Neil Badillo. Also elected as “definitors” or counselors to the minister provincial were Fr. Prisco Cajes, Fr. Arturo Daquilanea, Fr. Crisologo Dragon, and Br. Christopher Villianueva.

The Province of San Antonio de Padua currently has around 70 friars in 19 friaries across Visayas and Mindanao regions. The friars are engaged in pastoral service in at least seven parishes, in education with five schools and a center for dialogue with Islam. CBCP News

which is now “sede vacante” until a new bishop is appointed and installed.

Bendico’s canonical installation came two months after Pope Francis appointed him to Capiz, which has been without an archbishop for nearly two years.

During that period, the archdiocese was overseen by Monsignor Cyril Villareal as administrator.

In his message, Advincula described Bendico’s appointment as “God’s gift” to the archdiocese.

This journey of faith describes the Synodal Church. The church is on its way towards its perfection in the Kingdom. The members of the pilgrim church are united by their bonds of baptism and faith, fellowship in the Eucharist, and charity for one another. They are a church of communion sharing in the life of God as Father, Son, and Holy Spirit and striving to be communities united in faith. The expression of communion is by participation in the church’s life of worship, faith formation, and service. There are so many ministries in the church that one can participate in whether one is young, elderly, `man or woman. We are glad to find this development among our lay people who act as lectors, lecturers, community leaders, ministers of communion, finance advisers, counselors, and others.

Of course, the church is not just living for itself. It is a missionary church, sharing and giving testimony about Jesus as the Way. The church is called to evangelize, to make Jesus known. To introduce Jesus to others means to know Him better, what He lived for, what He taught, what He did, and the ultimate sacrifice He made on then Cross to gain us eternal life. By introducing Jesus we also introduce the Father, “If you know me, then you will also know the Father” (Jn. 14:6). We also introduce the Spirit, who is according to Jesus, “The Advocate, the Holy Spirit that the Father will send in my name – he will teach you everything and remind you of all I told you” (Jn. 14:26).

Jesus as the way is our companion on the journey guided by His Spirit and our destination as the “Omega” with the Father. Our ultimate goal as a synodal church is to be in communion with the Father, the Son, and the Holy Spirit. Have a blessed journey.

“God gave us not only an archbishop but someone who is our own, someone who knows us, and someone we know,” the cardinal said.

“Trust that God has reasons why he called you here. And trust that God will also give you all the graces you need as you faithfully do his will,” he said.

Also present during the Mass were more than 20 bishops from different dioceses including Cardinal Orlando Quevedo, the archbishop emeritus of Cotabato. Roy Lagarde

Choosing a Path for Modernization

Lastissue, we discussed the different changes made geared towards modernization that the local past administrations of Cotabato City has chosen. Although we cannot disregard the influence of the national government and the neighboring areas on the growth of the city, it still has the last say on the selection of the path that it takes in preparation for the future.

Although some Cotabatenos insist that the changes were really needed for the city to grow, there are still criticisms on the path of modernization that the past administration took. What type of modernization is really appropriate for the city and the region as a whole?

Let’s look at pervading understanding of modernization. “Modernization theory was the dominant approach to global developmental issues in the 1950s and 1960s, characterized by the search for factors that underdeveloped countries lacked, and which were presumed to cause their lack of development.” Thus, after rising from the destruction of the second world war, many of the countries in Asia embarked on facing development issues with the hope that it will rise from the tag of underdevelopment that many have been cast on. Philippines is one country that tried several ways of rising from underdevelopment. In a paper of Ayesh Perera for Harvard University, he described the following impediments to development as follows:

1. Collectivism

The emphasis on group identity over individual identity seemed to create needless obligations that could impede the development of the individual. The expectation on children to leave school early and help with their parents’ farming endeavors is one such example.

2. Particularism

The allocation of roles based on familial relations in many poor countries diminished opportunities available for competent and talented people.

When, for instance, a government official or a CEO gives a job to someone based on blood-kinship, ethnic group identity or friendship (as opposed to individual merit), the best of human capital would be underutilized.

3. Discrimination against women

Certain entrenched patriarchal structures in 3rd world countries often impeded the rise of women to positions of economic and political power. Additionally, the lack of educational opportunities available for women would aggravate the situation whereby, most women would be ill-equipped to assume such roles.

4. Fatalism/Ascribed status

When an individual’s birth is construed as determining his or her ultimate station in life, upward mobility is significantly hindered. Example is India’s caste system.

Sounds familiar? You can find these especially in this region. If we acknowledge that we recognize them as impediments to development, we can devise ways to face these challenges. But like the physical infrastructure that were put up in the past, a lot of thinking must first be done. Remember, there are always two sides to a coin. MC

This was the threefold unified cry of Filipino workers on Monday, May 1, Labor Day, as they trooped to Mendiola in Manila, near Malacañang. The workers – members of Kilusang Mayo, Trade Union Congress of the Philippines, Bukluran ng Manggagawang Pilpino, and various other labor groups – called for a significant salary increase, an end to contractualization, and government action on inflation which has continued to worsen the situation of the ordinary workers.

In a media release dated April 28, independent research group and development institution IBON Foundation said Filipino workers and their families are “barely surviving.” The prevailing minimum wage, IBON said, is less than the official poverty threshold for a family of five. Citing the Philippine Statistics Authority, IBON said a family of five nationwide needs P12,030 on average monthly, this amount being the minimum level of income deemed adequate to survive. This poverty threshold is usually calculated by finding the total cost of all the essential resources that an average human adult consumes in one year. IBON said it is based on the P79 daily per capita poverty threshold converted to monthly for a family of five.

In the National Capital Region, IBON said, the average nominal minimum wage is P12,398 monthly. This is P1,343 or 10% less than the P13,741 poverty threshold for a family of five in NCR. Compared to the NCR family living wage, it is a much bigger gap at Php12,811 or 51% less. The situation is even worse in the sixteen other regions of the country, IBON added, saying nominal minimum wages are from 13% (Region IV-A) to 36% (BARMM) less than the poverty thresholds, and 54% (Region IV-A) to 71% (BARMM) less than the family living wages.

Rallying workers on Monday backed the P750 wage hike proposal of the three-member Makabayan bloc at the House of Representatives or the P150 proposed salary increase filed by Senate President Juan Miguel Zubiri in the upper legislative chamber. The same demand for higher wages were made by workers elsewhere in the country: various labor groups in Bacolod City and Negros Occidental called for a P100 to P350 daily wage increase while workers in Iligan City in Lanao del Norte called on government to grant workers throughout the country a

UNWITTINGLY at younger age then, I first saw the concept of a ‘city within a city’ in all the years that the ORC area has evolved into what it is now. Offices are situated in that roughly eight-hectare estate that has been donated by the heirs of pre-Commonwealth Cotabato Governor Dionisio Gutierrez.

It was only when I saw new commercial buildings in some provinces, cities in Metro Manila like Pasig, sprouting to form an economically “separate” district, the Ortigas Center.

The administration of the late President Fidel V. Ramos had had its domestic economic cooperation with giant corporate bodies that resulted to state sale of public estates to private corporations, and eventually the development of the Bonifacio Global City as a city within Taguig City, a semi-urban component of a larger Metropolis.

uniform minimum wage of P1,234 a day.

President Ferdinand “Bongbong” Marcos Jr. marked his first Labor Day as Chief Executive while on a fourday official visit to the United States, but prior to his departure for Washington, he took part in a Labor Day celebration in Pasay City on Sunday, April 31. In his Labor Day message, Marcos said his administration is “working conscientiously” to address workers’ concerns and provide opportunities that will elevate the living and social conditions of their families. While the President acknowledged the struggle of the workers and their families amid high inflation, he made no mention of a wage increase in his Labor Day speech.

Prior to his departure for Washington, Marcos Jr. approved an executive order that paves the way for the creation of an inter-agency committee to oversee labor cases.

Trade unionists and workers continue to be targeted in the Philippines. Labor rights defender and organizer of the BPO Industry Employees Network Alex Dolorosa was found dead on the outskirts of Bacolod City last week with over thirty stab wounds, his murder believed by workers’ groups to be connected to his union work. In January, teachers’ and health workers’ rights activists Dyan Gumanao and Armand Dayoha were abducted in broad daylight at the Cebu City pier by a group of armed individuals who introduced themselves as police and were released only days later in a resort town outside Cebu City.

Labor unions which defend the rights of workers also end up being red-tagged by groups identified with the government. Several who have been red-tagged ended up dead.

By the windows of the Greyhound Train from N.Y. to Washington D.C., I saw modern tall buildings in an otherwise old business district of Pennsylvania.

Back here at home, one would see the modern-day evolution (still) of that ORC-Gutierrez area in the new establishments built inside and around it—extended northwest to the erstwhile “barter trade” stalls, a new building that houses food places that serve Mediterranean dishes. To the west is the Alnor Hotels and Convention Center, a moden resort complex of catering services, native foods and oriental restaurants, franchised coffee and pizza shops, and even movie houses.

But these are the urban version of a “city-within-city” development concept unfolding in our own generation. The other version is ecotourism development of resorts evolving over time into a city within a city—like Davao City’s Garden City of Samal Island.

The city’s Grand Mosque southwest is a nucleus of cultural tourism development that is now evolving into an ecotourism destination for local and foreign tourists alike.

Around the mosque are new stalls spaces in permanent structure, designed for the vending of local souvenir items and fresh seashells and other seafood products.

At the foot of the Timako Reef Hills, are sprouting potential tourism spots of seaside restaurants, recreational fishing and serene biking routes.

City Mayor Bruce Matabalao says the city is expanding fast southwest toward that section of the Diversion Road’s polygonal paths around the heart of

The family of Engineer Avila Abobakar owns the area that is now being cultivated for the heavenly palm dates trees. Avila says two palm dates varieties will be grown there—the Medjool Date Palm and the Ajwa (Black Tamer), “a well-known cold hardy palm tree that bear fruits in every two to three times a year. According to eastern agriculturist, palm trees bear fruits after four to five years of planting, and will remain productive through the next 30 years.

Abobakar says he employs an old technology taught by the Prophet Muhammad (God’s Peace and Mercy be upon him) in one Hadith that the tree of the palm dates “should be planted with the female and the male seeds.” And then to a youth’s question on whether this secret of a technique in growing palm dates tree, also held true to all fruit trees, the Prophet answered: “You will know better in your own time.”

Structural (and political) developments towards a prospect of a city within a city are also shaping up in Parang, Maguindanao del Norte which is groomed to soon be elevated to a state of cityhood, and become the political and economic capital of both Maguindanao del Norte and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Parang, the old port town founded in 1910 will soon be elevated into a city local government unit (by regional and national legislation), Mayor Kahar Ibay said at the ground-breaking ceremonies for the construction of five Bangsamoro barangay hall buildings, in March.

A Strong Foundation

AMID all adversities that we are confronted with in the realm of survival among the fittest in humanity’s jungle-like struggle with pride, envy and greed – Who is in control that we have to hold-on?

With the day-to-day global news dispatch in the digital age makes people wonder of their existence in the midst of new COVID variant cases surging in the PH and other areas, apart from employment and economic inflationary woes, all sorts of natural calamities, lawless violence and other irregularities involving prohibited drugs and smuggled items. And ironically said to know that authorities themselves are allegedly involved in these malpractices. God’s wrath is on the wicked with all these frequent thunderstorms, landslides, tornadoes, earthquakes and worsening heatwave that recent study of World Risk Index showing the PH out of 193 countries, as the most disaster-prone country in the world with an index score of 46.82%. And followed closely by India, Indonesia, Colombia, Mexico, Myanmar, Mozambique, China, Bangladesh and Pakistan. These countries were drained of their government finances due to massive destruction to lives and properties. Liken to the biblical Noah’s Ark when God unleased the great floodwaters that submerged and killed all, except the God-fearing Noah and his family. The prophet said God was dismayed and furious that the earth was corrupt and filled with violence quoting Him saying, “I will destroy them with the earth” (Genesis 6:9-14).

This article is not meant to threaten readers but to prepare for what is coming. For our God, who cannot lie since time began said, there will be a Great Tribulation which has not been since the beginning of the world until this time, nor ever shall be. And unless those days are shortened, no flesh would be saved, but for the elect-sake those days will be shortened (Matthew 24:21-22).

Corollary reminder to all that whoever

desires to save his life will lose it but whoever loses his life for God-sake will find it (Matthew 10:39).

Despite mass protests on Labor Day, let’s all uphold the good life through honest living that must start from the family as source of ideal value formation in building a strong community foundation. Congratulation goes to Colight information officer Arlene Valdez-Hepiga who was hailed by BARMM Labor Minister Muslimin Sema as this year’s Huwarang Mangagawang Awardee; that she will share the priceless value of honest living for a good life.

Likewise, let’s hope and pray that the official statement of President Marcos, Jr on the PH-US Enhanced Defense Cooperation Agreement with America anchored on the 1951 Mutual Defense Treaty will hold-on without provocation, when he assures it will not become a “staging post” for US-China confrontation. A timely reminder as Chinese naval ships were visibly intruding into the West PH Sea as a seemingly provocative gesture.

THE WORLD AGAINST THE WORD

Worldliness is not of God when He said, “Do not love the world or the things in the world. If anyone love the world, he love of the Father is not in him. For all that is in the world - The lust of the flesh, the lust of the eyes and the pride of life is not of the Father but is of the world. And the world is passing away, and so is the lust of it. But he who does the will of God abides forever” (1 John 2:15-17). After the fall of Adam and Eve, Satan, the father of lies, has taken control of the world. Because of their disobedience to God, man has to labor, suffer, struggle, and die in God’s appointed time. From then on, the earth was given into the hand of the wicked. He covers the faces of the judges. If it is not Satan, the devil, who else could it be (Job 9:24)? It is also written that God made man upright, but they have sought out evil schemes (Ecclesiastes 7:29). However, some of us are born out of God, while the whole world lies under the sway of the wicked one (1 John 5:19).

As prophesied, most human spirits are demon-possessed performing signs to influence rulers and kings of the earth and of the whole world that God Almighty will gather them all in that great Battle of the Armageddon (Revelation 16:14). MC

While COVID-19 rates in the U.S. are relatively low and are declining, the World Health Organization (WHO) is keeping an eye on a new COVID-19 variant. The omicron subvariant XBB.1.16, known as “Arcturus,” has been listed by the WHO as a variant under monitoring since March 22. Experts say this variant has a higher transmissibility rate than previous strains but doesn’t appear to be more dangerous.

“It is causing increasing case counts in certain parts of the world, including India. We’re not seeing high rates of XBB.1.16 yet in the United States, but it may become more prominent in coming weeks,” says Dr. Matthew Binnicker, director of the Clinical Virology Laboratory at Mayo Clinic.

He says experts are seeing new symptoms with the new variant.

“One new feature of cases caused by this variant is that it seems to be causing conjunctivitis, or red and itchy eyes, in young patients. This is not something that we’ve seen with prior strains of the virus,” Dr. Binnicker adds.

Red itchy eyes in young patients are symptoms of the new omicron variant.

Respiratory rates declining Dr. Binnicker says respiratory viruses, including COVID-19 infections, influenza,

and RSV have declined in the U.S. in recent weeks.

“The case counts of respiratory infections have begun to drop as we’re entering into the spring months in the Northern Hemisphere with warmer temperatures and people getting outdoors,” says Dr. Binnicker. “Respiratory viruses, like SARS-CoV-2, tend to decline in the spring and summer months, and that is what we’re seeing in most parts of the U.S. right now.”

SARS-CoV-2, the virus that causes COVID-19, keeps emerging because the virus mutates and copies itself as it spreads from person to person, creating new variants.

“New variants come and go. We’re seeing increased transmission rates, so higher levels of infectivity with recent COVID-19 variants, but in general, they tend to be causing less severe disease in individuals, which is good news,” explains Dr. Binnicker. “This is likely due to a combination of factors, including higher vaccination rates, higher rates of immunity from prior infection, and lower pathogenicity of recent variants.”

Although COVID-19 rates in the U.S. are relatively low, health experts recommend people remain vigilant in using these preventive measures:

• Wash your hands frequently. Avoid close contact with people who are sick.

• Stay home if you feel sick or have any symptoms of COVID-19.

Stepping

inside this quaint unpretentious diner, immediately one can imagine being transported to the make believe, magical world of Walt Disney’s Ali Baba. One is warmly welcomed by restaurateur Shalimar Candao who engagingly relates the origins of the collections which adorn her “work in progress “she call Coups Diner. A veritable collector of whatever fancies her, during her travels, her visits to flea markets where she could spend hours tinkering with unique finds, the Diner enabled her to share her “treasure pieces” for conversational starters and ice breakers.

On one wall are her collection of plates of different sizes, colors and sources; another wall are greeting messages related to the recently concluded Ramadan; the ceiling are lit with multi-colored Moroccan lamps; encased on another wall are artistically painted eggs, souvenirs from travels

mostly in Turkey, a virtual microcosm of the Muslim countries. Beautifully framed in gold-leaf are the incredible art of Sunshine Roales- she should be given a chance to shine in that field of art. So much for the ambiance, the cook/chefs have stayed not only in Morocco, but came from other Muslim kitchens/country not to mention Shalimar’s mother who has perfected a couple of dishes served at the Diner: Such as, Chicken Pindialokan and Chicken Lininggil and chicken Sinina. These are mostly prepared with toasted coconut, turmeric and coconut milk.

Unique to the menu is their take on the favourite paste with a twist. The classic aglio y olio is topped with uyap and served with lemon in the Pasta Uyap; while Pasta Tinapayan uses the fermeted fish served with lemon. Noodles as usual are permanent fares coming in the forms pf pansit guisado, sotanghon guisado or bihon guisado.

“The proof of the pudding is in the eating,” you are invited to taste many other equally exotic dishes at 16 R. Garcia St., Gov. Gutierrez Avenue, Cotabato City.

To Join or Not to Join…

Agood system shortens the road to the goal.—Ralph Waldo Emerson

Deciding what not to do is as important as deciding what to do—Steve Jobs

The purposes of an organization is to enable common people to do uncommon things.—Peter Drucker

One of the most popular quotes on man and how he exists is properly attributed to the poet John Donne. He said that “no man is an island, no man stands alone.” As in all contentions, some people would contest this and insist that they could exist without need of others or to necessity of relating with others. But we know that successful people have help from one person or from a bunch of people.

I would say that the necessity to have “others” to work with or rely on for some guidance or self does not only apply to natural people but to other legal personalities as well such as sole-proprietorships, partnerships, cooperatives, and corporations (regardless of whether they are for profit or are nonprofit entities).

Business organizations, from very small enterprises to the largest conglomerates, would certainly benefit from belonging to a group that could provide them advantages such as additional financing, equipment and/or technology, access to a wider market, and so on. Being part of an organization, especially the more popular (and powerful) ones, enhance the prestige and reach of an enterprise and its owners (and managers).

The medium to large corporations have more luxury and ease in joining whatever organization they deem would benefit the interest of the business entity. They have greater financial and other materials, as well as, the manpower

that would be necessary to fulfill their obligation to the organizations they decide to be part of.

For the micro and small enterprises, what types of organizations could they be part of and what should be the basis of their decision to join which and when?

Associations for small businesses and industry associations are the type of organizations that smaller enterprises could join for practical reasons. There types of organizations are often organized by and/or supported by government agencies and local government units. Government entities typically provide technical, financial, and marketing support to associations of smaller enterprises. Being part of an industry association, on the other hand, provides proof of legitimacy to a fledging enterprise.

In some cities and municipalities, there are also associations of micro, small, and medium enterprises known as the SMED Council. This is initiated by the Department of Trade and Industry (MTIT in the BARMM) and the local government unit concerned. The council discusses the concerns of SMEs in the area and how these can be resolved with the intervention of government and private institutions.

Chambers of commerce and industry would require some regular financial contribution and participation in meetings and other activities (if the business enterprise would like to be in good standing in the organization). Thus, being part of a chamber of commerce and industry is practical when the enterprise has attained some degree of stability and profitability which allow the owner/s to devote time to tend to membership obligations and not be tied by day-to-day operational concerns.

What and when to join organizations that can aid one’s enterprise is a decision left to the owner/s and the basic considerations are: usefulness, cost (membership dues), and time that the entrepreneur have to attend activities of the organization he/she chose to join.

Peace spreading around ex-NPA stronghold

KIDAPAWAN CITY — Productivity of farmers in a former bastion of communist insurgents, feared for forced taxation and their ruthless self-styled justice system, has been improving and children in the area now have access to schools.

Lt. Col. Ezra L. Balagtey, commander of the Army’s 39th Infantry Battalion said Brig. Gen. Patricio R. Amata, commander of the 1002nd Infantry Brigade, visited on Friday the erstwhile enclave of the New People’s Army in Barangay Donganpekong, Matanao, Davao del Sur for a dialogue with the local communities.

“That was something that could never happen when sitios in that barangay were still under control of the terrorist,” Balagtey said.

Amata and Matanao Mayor Vincent F. Fernandez were among officials and community leaders present in Friday’s closing program for a three-month Peace and Development Alternative Literacy System, or PEDALS project, an

inter-agency communityempowerment intervention implemented in Barangay Donganpekong.

Fernandez said life for families in upland areas in Barangay Donganpekong has been peaceful since 2019 after soldiers and volunteer community groups together drove NPAs away and declared the area as “peace zone,” off limits to enemies of state.

“Their productivity has also improved because they can now move freely in their farms without fear of getting caught in rebelmilitary encounters,” he said.

Barangay Donganpekong is home to mixed Blaan tribespeople and settlers, mostly of Visayan descent, whose means of livelihood is rice and vegetable farming and propagation of orchard

trees.

Rodulfo L. Lauda, chairman of Barangay Donganpekong, said merchants now go to sitios under his jurisdiction to buy agricultural products from local residents, something they never did before.

“There has been a big improvement compared to the time when there were armed men around collecting money and asking for food at gunpoint,” he said.

In separate messages during the closing program that marked the culmination of the PEDALS project, Lauda and Fernandez expressed gratitude to the 39th IB and the 1002nd Brigade for supporting their local government unit’s continuing peace and sustainable development

programs meant to sustain the socio-economic growth of Barangay Donganpekong.

The two officials said 110 Blaan children and adults benefited from the PEDALS project that involved the Youth for Peace Movement-Davao del Sur.

The project was also supported by the Matanao LGU, the National Commission on Indigenous People, the Department of Science and Technology, the Davao del Sur provincial government and the Philippine National Police.

Fernandez said two non-government organizations - the Junior Chamber Incorporated Duwaling and Goodlife Foundation - were also key benefactors of the PEDALS project. John Felix Unson

MORE police officers backed by soldiers have been deployed in Malabang, Lanao del Sur following a clash of warring Moro families in the town commercial and residential area on Tuesday.

Colonel Robert Daculan, Lanao del Sur police office, said the peacekeeping forces were sent to prevent a repeat of clashes involving Moro families believed to be locked in long standing “rido” (family feud).

On Wednesday night, heavily armed men traded shots in the middle of densely populated town center of Malabang, leaving a cop and three civilians injured.

Capt. Jerome Baliuag, deputy chief of Malabang municipal police station, said the firefight erupted at about 9 p.m. amid light rains, sending civilians to seek cover within their homes.

It ended at about 10:05 p.m. or about an hour later.

The clashes involving two warring families occurred in between Barangay Tubok and Barangay China town in Malabang.

Baliuag identified the injured as Police Patrolman Abosali Balindong of Malabang MPS, Mikel Maliga, Abdullah Minalang, and Samsodin Dilawan, all

Real M16 rifles, airsoft guns seized in Libungan

AUTHORITIES seized 10 M16

assault rifles and gun parts from a courier intercepted in a checkpoint Thursday morning in nearby Libungan, Cotabato province.

Brig. Gen. Jimili Macaraeg, director of the Police Regional Office-12 and Army Major Gen. Alex Rillera of the 6th Infantry Division separately told reporters that Norodin Usop, owner of the vehicle carrying the real firearms and 10 airsoft sports gun replicas, is now

detained, undergoing interrogation.

Macaraeg said Usop was intercepted by policemen and personnel of the Army’s 34th Infantry Battalion together guarding a random anti-terror roadblock in Barangay Grebona, Libungan.

Soldiers and members of the Libungan Municipal Police Station flagged down Usop’s vehicle only for a plain view inspection, but detained him instead when they noticed the barrels of M16 assault rifles

protruding from small boxes inside.

Usop was to bring his cargo to Cotabato City, according to local police probers.

Intelligence agents of units under 6th ID are helping the police check on the background of Usop, an ethnic Maguindanaon.

The 6th ID had received reports from friends of Usop that he is a “gunrunner” dealing with wealthy leaders of private armed groups in central Mindanao. John Felix Unson

Inventor calls for academic, trad-tech ties

A FILIPINO journalist who has patented a utility model for a clean energy conversion system has appealed to the sectors of the academics and traditional technology to work together for the conduct of more research and development studies on worthy utility projects and industry products.

Also, in a Labor Day letter, journalist Nash B. Maulana said a worthy concern for both sectors to take up with President Ferdinand

Romualdez Marcos Jr. are innovative products that are still not in the platform of conventional market, because they are hardly backed by research and development (R&D) studies.

Maulana said there is a “widegap” perturbing on what is supposed to be a “collaborative working relationship” between academics and workers of the traditional-technology sector.

R&Ds usually covers marketing

studies related to the subject-product and the probability of forging a public-private partnership (PPP) to finance massive production.

Maulana noted that the two sectors may be bound by “some policybased collaboration,” but are “not actually working together”—“may be because they differ in terms of work or labor priority.” He added that another factor could be “frequency” in terms of the level of education in which formalities on trad-

residents of Poblacion, Malabang.

An elderly woman was reported to have died due to heart attack at the height of the skirmishes. But police are still verifying the report.

“The fighting was between some residents of Barangay Tubok and Barnagay Chinatown,” Baliuag said.

Fighting ended when police personnel from Malabang MPS and provincial police office backed by soldiers arrived.

Then police rushed the injured to Dr. Serapio Montaner Hospital, also in Malabang.

Local residents claimed the “rido” was due to local politics that flared up before and after the May 2022 local and national elections.

A resident, Mohammad Abu shared in his FB page a photo of an unexploded rifle grenade that landed at the makeshift stall of a variety store in Barangay Paser Pantalan.

Mohammad posted the image to call the attention of bomb experts for immediate disposal of the grenade. “(We) need bomb experts to safely remove it soonest because it is dangerous,” he said.

Normalcy had been restored in Malabang as of posting. Edwin O. Fernandez

Rival Maranao clans in standoff after bloody clash

AUTHORITIES are scrambling to disengage the feuding Balindong ang Macapodi clans in Malabang town in Lanao del Sur following gunfights by followers on Tuesday night that left four persons wounded, among them a policeman.

A villager caught in the crossfire, Farida Boloto, who had cardiovascular condition, died of cardiac arrest, her relatives confirmed to the local police and reporters Thursday.

Brig. Gen. Allan C. Nobleza on Thursday ordered officials of the Malabang Municipal Police Station and the Lanao del Sur Provincial Police Office to cooperate in resolving the conflict between the Macapodi and Balindong clans, locked in a deep seated animosity that started during the May 2022 election period.

The four persons wounded in the exchanges of gunfire late Tuesday, Patrolman Abosali Balindong, Mikel Maliga, Abdullah Minalang and Samsodin Dilawan, were immediately rushed to a government hospital in a nearby barangay for treatment.

The May 9, 2022 local elections in Malabang

was marred with deadly gunfights between the two clans that exacted fatalities on both sides.

Followers of the two protagonist groups, armed with assault rifles, clashed on Thursday night in Barangays Tobok and Chinatown in Malabang, a so old municipality markedly underdeveloped owing to the political violence besetting the local communities.

Officials of the Bangsamoro Autonomous Region in Muslim Mindanao on Thursday assured to help the PROBAR reconcile the feuding clans with the help of the Islamic religious community in Lanao del Sur. John Felix Unson
