The National Heroes of Philippines Day is celebrated on August 29. The day is celebrated by the Filipino people to honor and remember all the heroes of the revolution who helped to establish the foundation for the country’s independence. Freedom to choose one’s own country is one of the most important qualities that every country should have. The Philippines did not have that freedom or national identity. But thanks to the efforts of national heroes like Jose Rizal, Andres Bonifacio, Emilio Aguinaldo, and Apolinario Mabini, they created a national identity and started working towards the dream of independence.

The BIFF and ally Dawlah Islamiya, are blamed for all deadly bombings in central Mindanao since 2014.Both groups have a reputation for bombing business establishments and public conveyances if demands for “protection money” are not met. THE Sisters of Jesus the Saviour announced that four of their Sisters were kidnapped in Nigeria’s Imo state on Sunday. “It is with great pain that we bring to your notice the kidnaping of our Sisters: Johannes Nwodo, Christabel Echemazu, Liberata Mbamalu and Benita Agu,” said an Aug. 21 announcement from the community’s secretary general, Sister Zita Ihedoro. The abduction took place near the Okigwe-Umulolo axis of the Okigwe-Enugu Expressway while the religious were on their way to a Mass. “We implore for an intense prayer for their quick and safe release. May Jesus the Saviour listen to our prayers and may Our Mother Mary intercede for the unconditional release of our dear Sisters,” Sister Zita wrote. Kidnappings of Christians in Nigeria have multiplied in recent years, a situation that has prompted Church leaders to express serious concern about the security of their members and to call on the government to prioritize the security of its citizens. The monks would like to choose the lowest and most menial job to show that they are more humble than their brother. They would quarrel about who is to wash the dishes, clean the toilet, or feed the animals. Eventually the abbot or head monk heard about this and called a meeting and reprimanded them, “You compete for the lowest place but your heart seeks the highest. You are proud of your humility.” Humility is a matter of the heart. It is a modest sense of one’s importance. A humble person knows that he possesses dignity as God’s creature. Being conscious of one’s dignity he doesn’t have to flounce or shout to the wind his importance. There is no need to tell the world about his wealth, degrees, accomplishments, or even her generosity. I often wondered about the members of a religious congregation, most of whom I know to have Ph.D’s. They never put the degree after their names, except in academic circles where they are required. It is enough to put their religious initials. Our readings this Sunday clearly speak about this virtue of humility. The first reading from the book of Sirach advises, “Humble yourself the more, the greater you are, and you will find favor with God” (Sir. 3:18). In the gospel, Jesus told two parables (Lk. 141. 7-14). The first parable tells his observation of people who jockey for the most important seats in a banquet. It could happen that the one who chose the highest place will be told by the host that the seat is for someone else more important. On the other hand, the one who chose the lowest place will be told by the host to come up higher. Jesus delivered the punchline, “He who humbles himself will be exalted, while he who exalts himself will be humbled.” The second parable is about inviting the lowly and the unimportant to one’s banquet, “When you hold a banquet, invite the poor, the crippled, the lame, the blind; blessed will you be for their inability to repay you. “ This is really consistent with Jesus’ teachings about His own mission, “The Spirit of the Lord is upon me and he has anointed me to preach good news to the poor.” It is also a challenge to his disciples about their preferences. Whose company do they prefer? With whom do they like to Theassociate?virtueof humility is not so appreciated in a culture where the desire is to be “ A-No. I, top of the heap, and king of the hill,” as the song goes. There was a philosopher who openly despised such Christian values as humility, forgiveness, meekness, kindness, and compassion. This philosopher Friedrich Nietzsche, classified these values as belonging to a slave morality. These are the values of the weak. Instead of such Christian values, we have to substitute the “will to power” so that one asserts his own human powers, and come up with the “superman,” the powerful man who defines his own values. In the world of the “superman,” God is not needed and so are the weak, the feeble-minded, the elderly, the sick, the humble and the meek. Only the strong will prevail. No wonder that his philosophy influenced Nazism in Germany and there was a systematic murder of the mentally challenged, persons with disability, and those deemed to be unproductive to the new society of supermen. Definitely, the values of Jesus ran counter to a culture where the value of a person is measured in terms of wealth, power, popularity and productivity. For Jesus, a person has value by the mere fact that he is a person. The weak and feeble among us should rather bring out the spirit of compassion and care in us. For what is a world without compassion and kindness? It will be a world of the superman and the survival of the fittest. It will be hell on earth.

Aside from its advocacies and charitable programs, the CWL also helps support seminarians pursue their vocations.“Webelieve that we have to support our clergy so we are doing our best,” said its national president Rosa Rita Mariano. Zervino recently made headlines after the pope appointed her and two nuns to the Dicastery for Bishops, the first time women have been allowed to serve the Vatican body that helps choose new bishops.

Speaking before CWL members in Metro Manila, María Lía Zervino, president of the World Union of Catholic Women’s Organizations (WUCWO), urged them to continue heeding the cry of the poor and of the planet. “Continue to listen and respond to the cry of the poor and the cry of the planet as Pope Francis said in Laudato Si,” Zervino said at the Ermita Church. The Argentine, who has been in Rome since 2013, particularly acknowledged the CWL’s roles and programs at grassroots level.

AFTER nearly seven years, we visited the old high school alma mater, the Notre Dame of Dulawan in Datu Piang, Maguindanao, together with schoolmates the Thursday before. We are profoundly thankful to NDD Directress Sr. Marilou Tolentino OND for receiving us in that fruitful mid-afternoon dialogue at the faculty room where we were joined by old schoolmates mostly from Batch ’81. At least three of us were from Batch ’80—Josephine EsperatSinsuat, Brahim Kamensa and me. NDD Alumni President Hanalyn S. Piang later joined us and in the very cordial meeting with Mayor Datu Victor T. Samama, an alumnus himself. She opened the planned Alumni Homecoming with the Honorable Mayor during the courtesy visit at his residence, after the separate dialogue with Sr. Marilou. Former classmates of Dr. Norma Abo-Dalamban in Batch ’81 also joined the NDD dialogue which centered on and evolved around the planned Alumni Homecoming tentatively in September. The warmth in Sister Marilou is best expressed by her description of the school as a catalyst of reconciliation: “The presence of the school itself becomes the presence of reconciliation.” “The school exists because of the community.” Indeed she opened the school, now Notre Dame of Dulawan Inc. for the alumni homecoming which we originally planned for the coming September 10, for an extension of the festive atmosphere on Notre Dame Day, even if she will not be around then, for an important travel to Cebu. The school ground is currently under expansion construction works, particularly on the south half of the campus. And so another option she had to open to us is to hold the alumni homecoming on a later date. During the dialogue with the good mayor, he confided that he is more inclined on upholding the option raised by Sr. Malou on having to hold an alumni homecoming on a later date. And two days past mid-December would be nearly perfect a date for the occasion as he and the alumni president would agree on outright. Finally, the president says she would have to formally present this to the officers of the NDDAA—even as she instructed me to come up with an advance posting of what had transpired during the twin dialogue. NDDAA Alumni President Hanalyn S. Piang graduated salutatorian of her NDD Class of 1986. She develops a very challenging career in the Budget Division of the DPWH where she rose from the ranks as a working student back in the 1990s. Hanalyn is the current national president of the DPWH Employees Union where she was elected at-large—nationwide, and is at the forefront of ISO-izing the whole department. It’s about transforming the entire DPWH into an ISO-compliant national agency. Unrelated but relevant, it is worth-mentioning that the union first gained the nod of the top leadership of the DPWH in 2002 in the term of then Secretary Simeon A. Datumanong, when it was presented to him by PID Director Elizabeth Pillorin, now retired. Back to earth, it was good to see former classmates and schoolmates both in Datu Gumbay Piang Elementary School, now Datu Kangguan Uy Elementary School and at NDD. Glad to see Kasan Kempao and Carlito Alcanzarin after so many years when we were first-graders under Bai Genara Lim Piang-Valios in 1969. We also thank former NDD schoolmates, Esmael Tamboa, Myrna Opao, Josephine Uka, Shaidee MosonKamensa and Aura Kadal—all of Batch 1981, who were reunited then with dear classmate Dr. Norma, an engineer, and an advocate of women’s family and personal rights under Muslim law, as a Sharia Counsel of Law which is the Islamic law equivalent of a canon law expert in the Catholic parlance. Whoever forgets that she excelled in physics and mathematics in her time in NDD—and Polish physicist astronomer Nicolaus Copernicus was a canon lawyer.

Not even three months into the new administration of Bongbong Marcos, his administration is already faced with the suspicions of corruption at higher levels of government. This refers to the importation of sugar, which the Philippines have long boasted to be self sufficient of. Just like all staple commodities in the food basket of Filipinos, the government is prone to go into importation as a hedge to prevent a shortage in supplies. This has been done in almost all commodities, at times known to the public, sometimes not at all. But everyone agrees that this practice of balancing supplies with importation is that level that exacts a gray line between honesty and corruption in public office. When it was discovered that three big warehouses in Metro Manila were found to have a large stock of sugar, this started the chain of events that led to investigations of who authorized the order to import sugar. This became the focus of attention of government officials considering that the discovery of “hoarded” sugar shows that a sugar shortage is not really forthcoming. This became a crucial issue since President Marcos has appointed himself the Secretary of Agriculture, and is thus involved in the controversy in the person of his Executive secretary Vic Rodrigues who signed the importation order. When the Blue Ribbon committee investigated the matter, the issue became more cloudy with the inclusion of resigned people who were there to sign contracts in behalf of the SRA board that allowed the importation order. Meanwhile, the industry using sugar as an important ingredient have been experiencing price increases in the marketing of commodities such as soft drinks. As one whose family member is a victim of “diabetes”, I rejoice at this market shortage of sugar. But then, there are other food commodities which benefit from sugar, including the people who are in the food service and refreshment industry. As the higher ups discussed who is to blame on this fiasco, what came to mind are controversial importations in the past that could be classified as “corruption” but due to the difficulty of singling out the responsible people, are often stopped in the process of investigation. I remember a case many years back which many of us “suspect” as corruption involving an acquaintance which was aborted due to a meritorious event. The ship which was supposed to carry tons of milled rice from another Asian country got lost at sea and was presumed destroyed including its cargo. Without the evidence, no case can be filed. Maybe, Filipinos are just bright enough to hide or disguise commodities that are subject to corruption. This means that the common Filipino will have to suffer the consequences of such corruption and just murmur under their breath, “I’ll do better than that if given the chance the next time”. Back to VALUES, everyone despite the pandemic! CITY

While there was no mention of the Bangsamoro Peace Process and the Bangsamoro Autonomous Region in Muslim Mindanao in his State of the Nation Address last month – something that did not go unnoticed to many peace advocates and BARMM observers – President Ferdinand Marcos, Jr. has appointed new members of the Bangsamoro Transition Authority. Numbering 80, with 41 nominees of the Moro Islamic Liberation Front and the remaining 39 nominees of the government, the new BTA members hail from the BARMM constituent provinces of Maguindanao, Lanao del Sur, Sulu, Basilan, and Tawi-Tawi. There are also appointees from Lanao del Norte and members of the Bangsamoro community in North Cotabato, indigenous peoples who are not Moro, the Kalagan or Kagan community in Davao Oriental, and Christian or settler communities in Davao City and Cotabato City. The appointees likewise come from various disciplines: lawyers, lawyer-certified public accountants, engineers, teachers, doctors, architects, media practitioners, politicians, former elected officials at the local levels, and government bureaucrats.

Presidential Adviser on Peace, Reconciliation and Unity Secretary Carlito G. Galvez, Jr. is confident the BTA will be able to pass its Bangsamoro Election Code by the end of this year, citing an assurance given to him by BTA Chief Minister Ahod “Murad” Balawag Ebrahim. Former BTA members Melanio Ulama and Romeo Saliga, both members of the non-Moro IPs have jointly introduced in the previous BTA the “Indigenous Peoples Rights Act in the Bangsamoro Autonomous Region” which seeks to uplift the lives of the indigenous people in the Bangsamoro region and recognize, protect, and promote IP rights in the Bangsamoro. NMIPs are expecting positive action on this, a move that will signal a more inclusive and plural governance as promised by the BARMM government. Many also expect passage of what may be deemed as a revolutionary BARMM Local Government Code, which includes among others anti-political dynasty provisions before 2025 as this would also impact on the 2025 elections in the region as much as the BARMM Electoral Code. Of note is the appointment to the regional government body of representatives from the Moro National Liberation Front Misuari faction, five in all on the government side including Misuari’s daughter Nurredha. This has been lauded by several CSOs as a move that makes for a more inclusive BTA membership. Executive Director Farserina Mohammad of PUSAKA, INC. described the appointment of Misuari’s children in the BTA as “more than healing and very much hopeful.” Mindanao Peoples Caucus and the CSO Movement for Moral Governance said the new composition of the BTA is “a fresh start for the representatives of the MNLF under the leadership of Chairman Nur Misuari” and “a highly welcome development that must be constantly nurtured and supported during the transition period.” With the task that they face – legislating priority measures required of them while continuing to steer the region towards peace and development, a monumental challenge for this long-battered land – we can only hope and pray for the best for this new BTA.

Those who seek promotion in their organization should know the requirements for higher posts such as a master’s degree, some specialized training, professional certifications, and relevant experiences. Try to complete these requirements as early as possible so that you can be considered if a vacancy suddenly materializes.

In the course of his career as an inventor, Thomas Edison recognized that there are times wherein one has to do preparatory things while waiting for the “big thing” or a breakthrough to come into reality. Thus, his prescription for people to always “hustle” and not just be complacent if you are to expect to accomplish something. In a person’s normal life cycle, the things one seeks to accomplish start with completion of our education, landing our first employment, moving to a more preferred job, getting promoted within the organization, and to have a business of our own or at least to have some form of investment. As a student, it is important to have good grades for one to be able to get into higher schools of good reputation. Good grades are more important if one is financially challenged and plan to pursue college education via a scholarship. Those with exceptionally good academic performance may even consider obtaining a college (or Graduate) scholarship from a foreign university. Of course, the bigger and higher paying corporations and institutions also prefer to hire graduates of good schools and those with impressive academic performance (and also high involvement in cocurricular forexaminationspassingprofessionscoursesThoseactivities).whotakeleadingtothatrequireboardorlicensure(suchasCertifiedPublic Accountants, Social Workers, Lawyers), must ready themselves way before the time they would take the required tests. You should make yourself familiar with the types of tests that will be taken, know the techniques for taking such examination, and start preparing for it even while still completing your course. The period for review should not be a time for you to know the basics for the first time but just a time to recall what was taught in school. Some people envision themselves working with a national line agency or a local government unit. Landing a permanent position in government would require the applicant to have an eligibility that can be obtained by passing the examinations given by the Civil Service Commission, graduating in college as an honor student, or passing professional examinations (such as those for teachers, social workers, and nurses). If you need to pass the CSC examination, you must be familiar with the contents of the test and obtain the techniques for passing the examination.

TIMELY POST TO PONDER Honest mistake is inherent among innocents that Christ said unless we become like children, we will not enter God’s kingdom (Matthew 18:1-5). Freedom of expression as in press freedom is not absolute. It must uphold truth and responsibility ready to face consequences if any, devoid of pride and arrogance.God:Behold disaster shall strike from nation to nation and a great whirlwind shall be raised-up from the farthest parts of the world (Jeremiah 25:32). And God also warns to destroy nations and its wicked inhabitants through calamities but may relent such plan only when they turn from their evil ways (Jeremiah 18:7-8).

AbnormalArrhythmia/dysrhythmia–heartratesandrhythmsall have special names like ventricular tachycardia, fibrillation, but generically are termed arrhythmias or dysrhythmia, meaning “no rhythm” and “abnormal rhythm.” There are fine distinctions between the two, but they are often used interchangeably. Ischemia– Sometimes the heart muscle is not getting enough blood flow, more importantly, the oxygen the blood carries is insufficient to sustain muscle which has a very high metabolic rate, and oxygen demand. The term loosely means “not quite enough blood.” Typically, the patient suffers angina pain (see above) and they may think they are having a heart attack. And, they may be!

A therosclerosis– Literally, “hardening of the fatty stuff.” High fat diets can lead to formation of fatty plaques lining blood vessels. These fatty areas can become calcified and hard leading to arteriosclerosis, hardening of the arteries. When blood vessels become less stretchable, blood pressure rises and can result in heart and kidney damage and strokes. Double cheese bacon burger, Myocardialanybody?infarction (MI)– You know we are talking about heart muscle, right, myocardial? An infarction is blockage of blood flow resulting in death of muscle tissue. Layman’s language for this is a “heart attack.” The blockage occurs in one of the arteries of the heart muscle itself, a coronary artery. Depending upon how much tissue dies, a victim of an MI may survive and undergo cardiac rehabilitation, strengthening the remaining heart muscle, or may die if too much muscle tissue is destroyed. Did you exercise at the gym this week? Mitral prolapse, stenosis, regurgitation– Blood flows through four chambers in the heart separated by one-way valves. A major valve is the one separating the upper and lower chambers on the left side of the heart. The left side is especially important because freshly oxygenated blood returning from the lungs is circulated out of the heart to the rest of the body. The left valve, called atrioventricular, for the chambers it separates, is also called the mitral valve, because it is shaped like an upside down Bishop’s hat, a miter. If the flaps of this valve tear away due to disease, the process is called prolapse, “a falling forward.” This results in leakage and backward flow called “regurgitation” (get the picture?). Sometimes a valve is abnormally narrow causing partial obstruction constricting flow. Stenosis means “a narrowing.” Angina pectoris– Literally, “pain in the chest.” But, this is a special kind of pain associated with the heart and is distinctive as “crushing, vise-like”, and often accompanied by shortness of breath, fatigue and nausea. Anginal pain indicates not enough blood is getting to the heart muscle, and the heart is protesting and begging for more. People with a history of angina often take nitroglycerine tablets to relieve the pain by increasing blood flow to the heart muscle.

A Bit More of Showbiz: Finally, curtains have fallen for the teleserya “ Ang Probinsyano” , after seven years of nightly viewing except on Saturdays and Sundays, it has become part of our nightly after dinner routine, for lack of anything else at that time slot. How amazing that Cardo Dalisay (Coco Martin) often get out of fights, conflicts , rambles, unscathed while his companions get killed, felled by bullets while fighting their antagonists. He should be sent to Ukraine to end the war there. (joke) True, the fighting scenes were imaginative, exciting, thrilling, but at times, like in the ending, many scenes were gruesome , unfit for general viewership. These are the kinds of scenes that whet the appetite of violent people, thus viewers are asking for more.

Lending his expertise as the former Budget Officer of the ARRM, Mustapha Ali Jr. is the newly elected President of the Rotary Club of Cotabato –East for the fiscal year 2022-2023. He is a Master’s Degree holder in Public Administration from St. Benedict College of Cotabato Inc. A grand turn-over ceremony took place at Al Nor Mall last Aug 13, 2022. The only male sibling in a family of 9 beautiful, smiling sisters, they were all dressed to the nines, very proud and supportive of their only brother. Gold was the motif, this year the club celebrates 50 years in the city. Amer Yap Mitmog represented MP Ras MItmug an Special Guest and Speaker. In the photos below are some of the guests, including newly elected Mayor Bruce Matabalao. The favourite famous brother/ nephew were honoured by the presence of well dressed aunts, cousins and of course his good looking sisters known before as the Ala Sisters. Pres. Mustapha Ali Jr. defines Imagine Rotary, the theme for this year all over the Rotary world, as “simple though it may seem, makes us see things we want in our minds, that given a little push could make the future feel what it is like to live in a better world Even the pandemic cannot stop Aurora “Rory” Royeca Ante from doing what she loves best and voluntarily sharing her talent with others. She is tutoring Filipinas, mostly married to Americans in Alabama where she was recently elected President of the Philippine American Asian Assn. of Alabama, . a PhilAm organization. “We grow old faster if we have no reason to move and dress up. Syempre kuntodo make-up, borloloy, etc.”

HERE we are again trying to mend the broken cords that snuffed through disobedience of our forebears that even family within self-destruct. With all these global miserable interactions to resolve health, environmental, political, financial and security concerns –Who has all the power to control? For it seems all are knowledgeable and proud in their field of expertise, yet embroiled with their humanitarian inherent flaws. Thus, blame and complain never end due to individual discontentment and peculiarities in life. It’s public knowledge that nations of the world mouth peace, but armed to the teeth. And ironically, this prompted us, way back then, to ask: “Is it possible for ARMM to be armless? And the erstwhile Autonomous Region in Muslim Mindanao governor replied that the ancient sword was traditional symbol of authority before its evolution to modern weaponry. No wonder, occurrences of arm confrontation and rumors of war have long been prophesied along with pestilences, famines, frequent quakes and other natural calamities with deceptions and the love of many growing cold (Matthew 24). Unity and peaceful coexistence are ideally good and possible only through spiritual cleansing and value formation. We become new devoid of conceitedness, greed, pride and arrogance, and adopt to God’s peace that surpasses human understanding. That with Him there’s an assurance of peace and contentment whatever difficulties, trials and tribulation we are into. God’s promise to all those who will endure until the end: “I Am with you always even unto the end of the age” (Matthew 28:20). Poverty is not something to be ashamed of. For God’s favor are on all God-fearing poor-honest-and-diligent. But cursed are those who are lazy, disobedient, wicked and unlawful unless they repent and reconcile with the LORD to merit eternal life (Acts 17:30). We appeal to all the violent and the corrupt to change for good for earthly life is not all about money and material possessions. Worldly things are temporal and soon to vanish away. Sad to know that soaring food prices and other basic goods are not simply due to supply shortage but merely “artificial” in nature by manipulators and dishonest traders. The customs bureau unearthed that hoarders of sugar and grains are culprits of the price manipulation. These hoarders are traders who own big warehouses in Caloocan, Manila, Pangasinan, Pampanga and Batangas in Luzon and the cities of Davao and Cagayan de Oro in Mindanao. Because of recent BOC findings, the sudden price rise of cereals and sugar lately of P100 per kilo has been reduced to P70 early this week. The BOC simulated offensive by its raiding teams on the 5 Luzon warehouses alone yielded at least 214,000 sugar bags of 50 kilos each. Senior citizens were elated by the ongoing value formation at the BOC, a government agency notably regarded as corrupt-ridden in the past hoping that all other offices from top-to-bottom will start to emulate within by having to police their own rank-and-file, knowing that “big-time corruption” is conspiracy. And it’s only possible through sheer faith, hope and love to be truly honest and righteous in all our ways.

For people seeking to invest or establish their own business, the important preparations are obtaining knowledge about investing and the specific business you are interested in. saving enough money to serve as capital, and getting some experiences in a business enterprise. Success is more possible when you are well prepared.

“E verything comes to him who hustles while he waits” Thomas Alva Edison The above quote came from the most prolific inventor of his time also an accomplished businessman. His most notable inventions include the phonograph, motion picture camera, and early versions of the electric light bulb. The business associates of Edison include Henry Ford (founder of the Ford Motor Corporation which remains operational until today) and Harvey Firestone (founder of the Firestone Tire and Rubber Company, also still in existence today).

WHEREFORE, the foregoing premises considered, the application for approval of: a) the recalculated maximum average price (MAP) for Regulatory Year 2013; and b) the translation into distributed related rates of its different customer classes for the fourth regulatory year of the ERC approved annual revenue requirement (ARR) under the performance based regulation (PBR)

2 Decision dated 19 March 2012 in ERC Case No. 2011 173 RC. 9.5. It accepts that in terms of the RDWR, this outcome is reasonable and would provide CLPC with a reasonable return on their efficient expenditure. The ERC also accepts that the indicated increases are at least in part due to the inclusion of generation costs in the RAB. However, it does not believe that the indicated price increase for the 2008 regulatory year, as well as the indicated increases for the rest of the 2nd regulatory period are reasonable or realistically sustainable by the majority of CLPC’s customers.

15. On 31 May 2022, Cotabato Light received the Honorable Commission’s Letter dated 25 April 2022, with the subject Treatment of Lapsed Period for Private Distribution Utilities under the Performance Based Regulation. In this letter, Cotabato Light was directed to file its Actual Weighted Average (AWAT) application guided by the Over/Under Recovery Formula provided under Section 4.3.1, Article IV of the Revised RDWR. The instant Application is filed pursuant to the said directive of the Commission.

16. To fully resolve and close with finality the issues relating to the continuous implementation of the last approved rate for Cotabato Light, Cotabato Light proposes the foregoing true up of its AWAT as 4 Commission publishes a Regulatory Reset Issues Paper prior to the end of the Regulatory Period.

9.6.6 In the best interest of the CLPC consumers and to avoid a huge price shock, the ERC has therefore decided to intervene in the rate setting process. It proposes to introduce a reduction on the revenue allowance for CLPC during the Second [sic] Regulatory Period. This reduction will be lifted during the Third Regulatory Period, at which time CLPC will be allowed to earn the full annual revenue requirement as calculated in terms of the RDWR methodology at that time.

9. As stated in the Honorable Commission’s Final Determination, the reduction imposed by the Honorable Commission for Cotabato Light’s Second Regulatory Period shall be recoverable in its Third Regulatory Period, and corrected for the time value of money. However, the Third Regulatory Period has not yet commenced.

7. On 15 December 2008, the Honorable Commission issued the Decision and the Final Determination for ERC Case No. 2008 029 RC. The ARR was ruled to have an X Factor of 17.61% for purposes of computing the Maximum Average Price (MAP), and was as follows: Building block (PhP Million, Nominal) 2011 2012 2013 Return on Capital Depreciation Commission In the Final Determination, the ERC recognized that the ARR was consistent with the RDWR, and the calculated outcome is reasonable. However, the computed rate is an increase from Regulatory Year 2008, and may cause a price shock to Cotabato Light’s customers, hence the Honorable Commission decided to intervene, to wit:

12. Due to the absence of a regulatory reset before the Second Regulatory Period ended on 31 March 2013, Cotabato Light’s last rate approval was that in the Decision and Final Determination dated 15 December 2008 in ERC Case No. 2008 029 RC. As a consequence, Cotabato Light was constrained to continue implementing its last approved rate for the period of 01 April 2013 to the present, based on charges translated for each customer class in RY 2013.2 Since then, Cotabato Light’s customers have relied on the rates applied by Cotabato Light during the period we will refer to as the lapsed regulatory years 13. Notably, the translated charges for RY 2013 no longer captured the significant changes in customers’ sales mix and load profile during the lapsed regulatory years. The actual weighted average rate varies depending on each customer class's sales mix and load factor. For Cotabato Light, in the Decision dated 19 March 2012 in ERC Case No. 2011 174 RC (Cotabato Light’s Rate Translation for RY 2013), the Honorable Commission approved the MAP for RY 2013 and the translation of the distributed related rates to Cotabato Light’s respective customer classes, to wit: “In compliance with the requirements under the RDWR and the Final Determination for the conversion of the approved MAP to a distribution rate structure, CLPC applied for the approval of the translation into distribution rates of different customer classes of its approved MAP for the Fourth Regulatory Year (April 1, 2012 to March 31, 2013) of the Second Regulatory Period. The translation into distribution related rates is consistent with the methodology used in the UFR in the rate unbundling, using updated scenarios and values. x x x

10. Under the RDWR, a regulatory reset process is “the actions prior to the start of any Regulatory Period, through which the price control arrangements are established that will apply to a Regulated Entity with regard to the provision of Regulated Distribution Services in each Regulated Distribution System for the next Regulatory Period.”1 To commence the regulatory reset, the Honorable 1 Sec. 1.3. of Rules for Setting Distribution Wheeling Rates, Resolution No. 10, Series of 2021. for the Regulatory Period 2009 2013 filed by Cotabato Light and Power Company, Incorporated (CLPC) is hereby approved.”3

9.6.5 The ERC is concerned about the substantial rises in the cost of electricity distribution as indicated in the above figures, if CLPC is allowed the revenue requirement as calculated under section 9.5. It accepts that in terms of the RDWR, this outcome is reasonable and would provide CLPC with a reasonable return on their efficient expenditure. The ERC also accepts that the indicated increases are at least in part due to the inclusion of generation costs in the RAB. The Honorable Commission’s approval of the rate translation was based on the scenarios and values assumed by Cotabato Light when it filed this application in 2011. CAMP SK PENDATUN, Maguindanao — Policemen on Monday uprooted no fewer than 40,000 marijuana shrubs in a two-hectare farm in Maguing town in Lanao del Sur. Col. Jibin Bongcayao, Lanao del Sur provincial police director, said Tuesday armed men guarding the farm in Barangay Bato-Bato, Maguing immediately scampered away when they noticed policemen and soldiers approach their position from three directions. Bongcayao said anti-narcotics operatives of the provincial police placed at no less than P8 million the value of the marijuana plants that they immediately set on fire after collecting samples to be used as evidence in filing cases against the group behind its propagation. The marijuana uprooting operation was carried out by personnel of units under the Lanao del Sur police and the Police Regional Office-Bangsamoro Autonomous Region, the Maguing municipal police force and the Army’s 55th Infantry Battalion of the 103rd Infantry Brigade. Bongcayao said it was local officials and vigilant residents of Maguing, located in the first district of Lanao del Sur, who informed them about the presence of the marijuana farm in Barangay Bato-Bato.
