OFFICIALS of the Department of Agrarian Reform (DAR) in North Cotabato have successfully settled a protracted land disputes involving tripeoples in Carmen, North Cotabato. On Wednesday, DAR Provincial Agrarian Reform Program Officer (PARPO-II) Cjharish Paña said DAR North Cotabato successfully facilitated with settlement with the participation of Caren local government unit and parties in the conflict. “It was a successful mediation,” said Paña who added that conflicting parties in the several decades of land ownership dispute included some Maguindanaons, Christians settlers and Indigenous Peoples (IPs) of Barangay Macabenban, Carmen. Paña said “the conflict stemmed from a scenario that the certificate of land ownership awards (CLOA) are not the actual occupants and the areas were developed by different tribes.” “In this instance, we want to settle everything in a diplomatic way to resolve the conflict and ensure that no one will be displaced,” Paña said. Paña further elaborated that the first group involved is the Iranon Agrarian Reform Beneficiaries (ARBs) involving 10 lots, but occupied and tilled by the IPs. Oftentimes, religious zealots engage in this kind of debate and of course they would say that only they would be saved, citing scripture passages to support their claim. Others outside of their religious circle unfortunately will not be saved. Salvation here can mean many things – entry into heaven, membership in God’s kingdom, belonging to God’s family, being welcomed in paradise or eternal bliss andThepeace.readings this Sunday clearly address this issue. The first reading from the book of Isaiah says, “Thus says the Lord: I come to gather nations of every language, they shall come and see my glory” (Isa. 66:18). This is a radical statement by the prophet Isaiah when in their culture the Israelites knowing they are the chosen people think of salvation as exclusive to them. Isaiah shows a God who is more universal in His invitation.Inthe holy gospel, this same concern was asked of Jesus, “Lord, will only a few people be saved?” Jesus answered the question with one of His well-known sayings, “Strive to enter through the narrow gate” (Luke 13:22-24). He told the parable of the master of the house who once he locks his door is careful of who can enter, wary of thieves. Those who attempt to enter will try to identify themselves as having been “in his company” and the master said, “I do not know you.” One should take the opportunity of the open gate or the offer of salvation when it is available. It is offered for all, “People will come from the east and the west and from the north and the south and will recline at table in the kingdom of God” (Lk. 13:29). However, one has to enter through the narrow gate. One should make a commitment to be part of Jesus’ family of disciples and live with the implied consequences. When one enters through the narrow gate that admits only one by one, a person is easily identified. Part of discipleship as the letter to the Hebrew shows is that the disciple has to undergo the “discipline,” as when a father disciplines his child. A disciple has to be trained in the right conduct and attitude. A disciple is one who sits at the feet of the master and learns from him. This process of discipleship is like entering through the narrow gate. The author of Hebrews says, “My son, do not disdain the discipline of the Lord or lose heart when reproved by him; for whom the Lord loves He disciplines” (Heb.12: 5-7). Those who pass the trials of life and of Christian discipleship are made more strong and become mentors of other disciples. We can then ask ourselves how are we being disciplined by God? Do we see our trials and tribulations as ways by which God disciplines us so that we emerge stronger, more patient, and more charitable to others? I know somebody who has to deal with cancer the past six years. He learned patience and trust in God through the endless visits to the doctors. What doesn’t kill us can only make us stronger.

The Phivolcs website lists 3,351 dead, 1,379 missing, 2,227 injured, and 43,534 left homeless in the aftermath of the disaster. Our friend and fellow columnist of this paper Nash Maulana wrote a story a few years back about how one Muslim family survived through the disaster while trapped in one of the collapsed buildings in the city. Many families that survived the gigantic wave that almost wipedout Linek and Kusiong still remember the horrific tsunami and the family members it took which they have never seen again. The fear and worry generated in them by the recent tremor would understandably have been traumatic. The series of earthquakes that hit the province of Cotabato and nearby Davao del Sur in 2019 is also included in the Phivolcs websites list of destructive earthquakes. The earthquakes occurred at 7:37 pm on October 16 at magnitude 6.3, at 9:04 and 10:42 am on October 29 at magnitudes 6.6 and 6.1 respectively, and on October 31, 9:11 am at magnitude 6.5. The horror and devastation brought by the tremors generated by the so-called Cotabato Fault System – a system which includes M’lang Fault, Makilala Fault, Balabag Fault, Makilala-Malungon Fault, North Columbio Fault, and South Columbio Fault – is still fresh in the minds of those who lived through it. It has not been too long since the rubble of a local hotel in Kidapawan City brought down by the quakes was cleared. It has stood as a reminder of the horrifying strength of the tremors for a little more than a year along Kidapawan’s main thoroughfare Quezon Boulevard. In a recent post on Facebook, Psalmer Bernalte of the Kidapawan City Disaster Risk Reduction and Management Office posted earthquake safety reminders: don’t panic; duck; cover and hold; find a way out; keep distance from buildings; go to an open space. The Phivolcs website has resources from reminders and earthquake safety protocols to earthquake hazard maps and seismicity maps which would be valuable especially to local governments in identifying no-build zones. Indeed, this was a very sensitive issue, because when it was first convened in 2019, the government was swapped with complaints on the members named to the BTA. This was only calmed down when the previous administration extended the transition period to 2025 due to the hurries and flurries of the 2022 May elections and partly due to the on going Covid pandemic.

According to the Law creating the BARMM, eighty individuals will be named as members of the BTA. Of the 80, 41 are nominees from the Moro Islamic Liberation Front (MILF) while 39 are from the government. The MILF spearheaded negotiations that led to the creation of the BARMM and, according to the Bangsamoro Organic Law, is tasked to head the BTA. Finally, officials of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) took their oath last Friday, August 12, at Malacañang Palace. According to RAPPLER, this took place inside the Palace, where President Ferdinand Marcos Jr. himself led the oath-taking of Chief Minister Ahod Balawag Ebrahim and other interim members of the Bangsamoro Transition Authority (BTA). While the BARMM has released the list of the 80 persons who make up the BTA, the Palace itself has yet to release the list of BTA members. I would venture to say that even at this time, there are already complaints regarding who should be included and who should not. Thankfully, many of the champions of Women Empowerment are already in the list; and so are the active young members of the different tribes. We would like to recall what an eminent Muslim official – Ameen Andrew Alonto said about the major challenges confronting the BTA, particularly in relation to achieving sustainable peace in Mindanao. The MILF-led Bangsamoro Transition Authority (BTA), the interim government of the BARMM, introduced “moral governance.” This system of governance “refers to the set of rules, practices, and processes completely devoid of all the evils of graft and corruption, and explicitly driven by the moral principles of utmost dedication, devotion, honesty, justice, and integrity.” Since the BTA will be working under the shadow of the previous ARMM which has been “marred by government malpractice, it would be difficult to embrace “moral governance” as a guiding principle. ONE could not help but notice with diligence a lack of appreciation of numbers and periodic statistical changes in the line of questioning by some young and not-so-old supposed guardians of factual reporting. One should bear in mind that the saying “first-impressions-last” does not apply in your journalism of data and statistics. On the other hand, a local reporter can invite journalists not from the BARMM into the fresh look of current reports released recently by the Philippine Statistics Authority Some questions raised in the press launch of the PSA CBMS (Community-Based Monitoring System) took off on a rather presumptive premise of an old impression on BARMM being the “poorest region,” as if things haven’t changed and will ever remain unchanging. One even went to the extent of adding spices such as “sa kabila po ng bilyon-bilyong pondong binibigay dito ng pamahalaan taon-taion.” It is like saying in several words that BARMM’s share of the government resources has not changed an old situation; as if “there is forever” in that sense. First, that reels off the purpose and concept of the CBMS, as designed by the technical levels of the Philippine Statistics Authority. Irrelevant! Because rich or poor, a region has to roll the program of updating its statistics on, as statistical factors affecting development, such as birth rate and mortality rate and the level of family-based needs, do cause changes in infinitesimal percentage per smallest unit of time.

Over the past week, a number of tremors felt in Central Mindanao again jolted the people’s sense of security and safety. A magnitude 5.8 quake hit Maguindanao at 2:25 pm on Saturday, August 13. The Philippine Institute of Volcanology and Seismology said the quake’s epicenter was some 11 kilometers north-west of South Upi, was tectonic in origin, and had a depth of focus of 62 kms. Intensity 5 was felt in Cotabato City, Intensity 4 in General Santos City while Intensity 2 in Davao City and Kidapawan City, the government agency added. Two days later, on Monday, August 15, a magnitude 5.5 tremor again shook parts of SOCCSKSARGEN along with parts of Southern Mindanao including Davao City, and even the easternmost part of Misamis Oriental province in Northern Mindanao. Phivolcs said the tremor was also of tectonic origin and came at 4:23 pm with a depth of 6 kilometers near Magsaysay town in Davao del Sur. On Tuesday evening, a slight shake was again felt by residents in Kidapawan City apparently nearby towns. A visit to the Phivolcs website, which has an earthquake information section, showed us that movement was indeed detected again some 3 kilometers southwest of Magsaysay, Davao Del Sur at magnitude 3.1 at 6:33 pm, and at magnitude 3.7 some 6 kilometers southwest of the same town which shares a common boundary with some towns of the province of Cotabato. We saw tremors also recorded at magnitude 3.0 some 9 kilometers southeast of Matalam, Cotabato at 7.44 pm. We checked how many tremors were recorded on that day alone, August 16, and we counted no less than 40. There were no less than 20 tremors detected on August 17 and the magnitude 5.8 that hit South Upi was only one of the no less than 50 that we counted. Earthquakes is a part of life in this country of ours. And there have been some really strong ones that many of us have lived through. The August 17, 1976 Moro Gulf Earthquake was among the most devastating recorded, spawning a tsunami that devastated more than 700 kms of coastline bordering Moro Gulf in the North Celebes Sea. Phivolcs says this of that enormously disastrous earthquake more than 4 decades ago: “This offshore event generated by Cotabato trench, a less prominent trench system in the Philippines, was the largest tsunamigenic earthquake to have occurred in Mindanao in the last two decades. It was an earthquake that resulted in massive destruction of properties and great loss of lives. The tsunami generated contributed immensely to the devastation.”

August 20, 20226 THE MINDANAO CROSS When we are healthy, we take our breathing for granted, never fully appreciating that our lungs are essential organs for life. But when our lung health is impaired we realise that nothing else but our breathing is what really matters. That is the painful reality for those suffering from lung disease – a condition that affects people of all ages in every corner of the world. Lung diseases kill millions and cause suffering to millions more. Threats to our lung health are everywhere, and they start at an early age when we are most vulnerable. Fortunately, many of these threats are avoidable and their consequences treatable. By acting now, we can save ourselves and many others. The respiratory disease causes an immense health burden. It is estimated that worldwide 235 million people suffer from asthma, more than 200 million people have chronic obstructive pulmonary disease (COPD), 65 million endure moderate-tosevere COPD, 1–6% of the adult population (more than 100 million people) experience sleep-disordered breathing, 9.6 million people develop tuberculosis (TB) annually, millions live with Pulmonary Hypertension and more than 50 million people struggle with occupational lung diseases, totalling more than 1 billion people suffering from chronic respiratory conditions. At least 2 billion people are exposed to the toxic effects of biomass fuel consumption, 1 billion are exposed to outdoor air pollution and 1 billion are exposed to tobacco smoke. Each year, 4 million people die prematurely from chronic respiratory disease.1 The scenario in India is equally worrisome. Some of the Indian cities are currently featured among the most polluted cities in the world and we are seeing the ill effects of it. In Assam, cigarette smoking is very much prevalent and rising pollution is leading to many respiratory diseases. When we talk about the symptoms of respiratory diseases; cough, shortness of breath, chest pain and hemoptysis (blood in the sputum) are the predominant symptoms. The cough may present for a long time along with expectoration and sometimes hemoptysis. The presence of blood in the sputum is an ominous finding and the patient should be investigated properly. Asthma patients usually present with cough with expectoration along with easy fatigability may have a seasonal variation. COPD patients are present with cough with expectoration and easy fatigability which are gradually progressive unless properly treated. Tuberculosis is a very common disease and patients usually present with cough, expectoration, hemoptysis, weight loss and myriad other symptoms. Lung cancer is currently the second most common cancer in both men and women. Cigarette smoking is the predominant cause of lung cancer . In non-smokers, it may develop due to radon exposure, air pollution, and asbestos exposure, etc. Lung cancer patients are usually present with cough, hemoptysis, weight loss, accumulation of fluid in the pleural cavity, etc. The prognosis is usually grave if the patients are in the late stage of their disease. So it’s prudent to say that if any patient is having these symptoms then they should visit a pulmonologist. Many of these patients need investigations like chest X-ray, CT scan, bronchoscopy, pleural biopsies, polysomnography (for patients with sleep disorders) and many other sophisticated tests. General practitioners get a lot of cases of respiratory diseases in their day to day practice. When a patient is suffering from COPD with frequent exacerbation, severe asthma, ILD, radiologically suspicious of tuberculosis but sputum is negative for tuberculosis, non-resolving pneumonia then these cases should be referred to a pulmonologist. The latter two conditions will need bronchoscopy for further evaluation and other advanced tests. Preventive measures: The most important cause of respiratory diseases around the world is cigarette smoking . So cessation of smoking is extremely important. Air pollution is also a significant problem in today’s world, so the use of a face mask is also strongly recommended. In some patients, an asthma attack may be triggered by eating some specific foods or on exposure to cold. For this reason avoidance of these situations is suggested for those patients.
