THE police and military are still trying to identify who were behind two seemingly politically-motivated grenade attacks over the weekend, one in Pualas, Lanao del Sur and the other on Sultan Kudarat. Suspected partisans on Friday last week blasted a fragmentation grenade at the residential compound of the newlyelected mayor in the politically-troubled Pualas town in Lanao del Sur. Col. Christopher Panapan, Lanao del Sur’s police director, said Saturday no one was hurt in the attack, but the blast triggered panic among villagers in Barangay Danugan, Pualas where the

residence of mayor-elect Amanoden Ducol is located. Ducol and his relatives had told reporters they are certain the bombing was politically-motivated. They refused to elaborate, however. Witnesses said two men perpetrated the bombing, both at large. Panapan said personnel of the Pualas Municipal Police Station are still trying to identify who were responsible for the grenade attack. The incident was followed by another grenade attack in Maguindanao on Sunday last week.

THE Bangsamoro government apparently overlooked Vice-President Leni Robredo’s policy statements in favor of legalizing same-sex marriage in the country, experts and officials have said, explaining a probable “last-minute” turnaround in Moro voters’ choice for Marcos during the May 9 balloting. It can be recalled that Chief Minister Al-Hadj Murad Ebrahim of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) had endorsed Robredo in his base in Maguindanao’s Camp Darapanan toward the last two weeks to the May 9 national and local elections. CBCP head: Fight against social evils must go on

THE head of the Catholic Bishops’ Conference of the Philippines (CBCP) has called on the faithful to keep the fight against ‘evil’ in the society going.

Bishop Pablo Virgilio David stressed the need to “keep a good attitude” and remain focused on issues that affect the nation “as we move forward together”. “We should not surrender our hope to the forces of evil at work in our society,” David said in a message released a week after the country’s local and national elections. The recent polls, the bishop said, had “made more obvious” the factors that continue “to challenge our democratic institutions”. He was referring to “well-funded trolls” behind massive disinformation

and rampant vote-buying “now made easier by online cash transfers”. But if there’s anything to be hopeful for, according to him, “it’s the reawakened sense of patriotism among many sectors in Philippine society”. The CBCP head, who is also the bishop of Kalookan, particularly cited the young people “who have discovered the power of solidarity for the common good”. “Their desire to give a more concrete expression to responsible citizenship as the key to achieving good governance has been

strongly manifested in their many spontaneous acts of volunteerism,” David said. The prelate even went on to call it as “a rediscovery of what we used to call ‘people power’.” “Now it has to be harnessed through the creation of well-thought out, well-planned, and better organized mass movement that will not only protect our democratic institutions but will also contribute proactively towards community development on the grassroot level and the formation of a better, more mature political culture,” he said. Cardinal Zen may be in Hong Kong court next week VATICAN— Cardinal Joseph Zen Ze-kiun is scheduled to appear in court May 24, according to a report by the British daily The Guardian. “A source close to him said the cardinal was set to appear in court on 24 May, adding it was possible that he would be further detained, should charges be laid,” Sum Lok-kei wrote in a May 16 article in The Guardian. Cardinal Zen was arrested May 11 under China’s national security law with at least four others for his role as a trustee of the 612 Humanitarian Relief Fund, which helped pro-democracy protesters in the special administrative region of Hong Kong to pay their legal fees. He was released on bail later that day. Cardinal Zen, who was Bishop of Hong Kong from 2002 to 2009, has long advocated for underground Catholics in mainland China. Bishop Malloy of Rockford, chair of the U.S. bishops’ international justice and peace committee, said May 12 that the cardinal’s arrest “indicates the downward trend in respect for fundamental

freedoms and human rights in Hong Kong.” The president of the Federation of Asian Bishops’ conferences, Cardinal Charles Maung Bo of Yangon, expressed May 14 “profound concern about the situation for human rights and threats to religious freedom in Hong Kong” in light of Cardinal Zen’s arrest. While Hong Kong, a British colony until 1997, “used to be one of Asia’s freest and most open cities,” it is now “transformed into a police state,” Cardinal Bo said, noting that freedoms of expression, press, and assembly “have all been dismantled.” He added there are signs that religious freedom “is threatened” and that religious leaders are self-censoring. “To see a government in China break its promises made in an international treaty, the Sino-British Joint Declaration, so repeatedly and blatantly, is appalling.” Regarding the supposed crimes of Cardinal Zen, the Burmese cardinal said: “In any system where the rule of law exists, providing assistance to people facing prosecution meet their legal fees is a proper and

Magsisimula na kaming manghingi ng resibo,” Bishop Jose Colin Bagaforo, national director of Caritas Philippines stated after taking part in the accompaniment visit in the Archdiocese of Manila. Thus, after the May 9, 2022 national and local elections, Caritas Philippines is set to start its nationwide post-election accountability program. According to Bishop Bagaforo, “now the real work starts, and we are serious with our commitment to make our elected officials accountable to their election promises.” The program, aimed to sustain the increased participation of the lay faithful to principled politics, is designed to 1] fight misinformation and disinformation, 2] assess and improve engagement of the church in social transformation, and 3] establish community-based good governance and responsible citizenship movements. “Government accountability will only happen if people in the grassroots are empowered and equipped to ask questions and claim their inherent right to government information, quality public service, and better governance,” added Bishop Bagaforo. Thus, according to Fr. Antonio Labiao Jr., Caritas Philippines executive secretary, and one of the pioneers of Ugnayan ng Barangay at Simbahan (UBAS) in the country, “how the church will respond to the urgent need to organize, capacitate, and support community leaders and organizations will determine the level of maturity of our next political exercises.” The details of the program will be presented during the 40th National Social Action General Assembly in General Santos City, South Cotabato. “Do not let your hearts be troubled or afraid.” In this sixth Sunday of Easter, Jesus continues to comfort his disciples as he will soon be leaving them. This words of Jesus were very significant in the future mission and faith-journey of his disciples in proclaiming the gospel of Jesus to the world. We, too, are being reminded during this season of Easter to remain courageous and hopeful amidst the many faces of trials and difficulties that we face each day. We have different experiences of fears, doubts, frustrations, and uncertainties that often put us into discomforts, indifference, anger, and other sorts of troubles. “Do not let your hearts be troubled or afraid,” Jesus reminds us. We believe that God never abandons his people for we are always in the love, care, and hand of God. Prayer: Lord, help me to remain steadfast in loving and trusting you. Amen.

More than a unified team

I

n the recently concluded election, we witnessed the success of political parties that formed themselves into unified teams. The BBM and Sara tandem is a very good example. The resources of both parties were pooled together, and that each party availed of the votes that the other party still remain uncompromised. This may have contributed to the big margin that this unified team gained over the other candidates running for President and Vice-President. In every aspect of our life, unity is always a factor that give positive contributions. Nowhere is this more anticipated than in the implementation of the Bangsamoro Organic Law, where the Moros are starting the practice of self determination in a region which was formerly populated by the Bangsamoro, Indigenous Tribes (Non-Islamic tribes) and Migrant Settlers who are predominantly Christians. It has been a challenge in the past to bring these groups together to attain unity. Hopefully, the BARMM will be successful in unifying the people. As discussed during the presentation of the book on the Organic Law by the Institute of Autonomy and Governance, it is not a tall order, if everyone looks at the North Star as its guide (according to Atty B. Bacani). Just this week, we already heard of unpleasant remarks referring to interactions among the three group of people. If you listen to the exchanges of drivers who are affected by the terrible traffic that is presently going on in the city, one of the car owners whose driver parked illegally, informed a complainant that he is with the “ministry”. Is this a valid excuse to break traffic rules? At this early stage, shouldn’t top officials of BARMM be sensitive to instances that pose a danger to our pursuit of unity? Will there be more interaction similar to this? Since presumptive mayor Bruce Matabalao is known to champion the rights of the marginalized, cant he bring his crusade to his political party> If we look at the number of SUVs and other vehicles that now ply the streets of Cotabato City (and who seem to be at a loss where to park), the LTO and the LGU should start looking into this problem. Our biggest fear is for Cotabato City to be forever buried in the dumpsite of metal and rubber, not only of four wheeled vehicles but of motorcycles as well. Providing means to avoid future problems which become irritants to the movement to foster unity among the people of Cotabato City is an immediate concern. If all the kinks and holes are straightened out, the city may boast of a unified front to the country…and be the model that everyone aspires it to be. MC +

t was definitely not just for show. What the United Bangsamoro Justice Party did following the plebiscite on the Bangsamoro Basic Law on January 21, 2019 they did all over again following the May 9, 2022 elections which saw the fledgling party fielding local bets and supporting national candidates. Less than a week after the elections, UBJP volunteers went around taking down political campaign materials like posters and tarpaulins in Cotabato City and elsewhere just as they did in 2019. For us, that is a show of how principled this party borne out of the Bangsamoro Peace Process between the Philippine government and the Moro Islamic Liberation Front can be. Few candidates and political parties do such a thing whether they be winners or losers. It was not only the UBJP that took a similar action of cleaning up their campaign materials. Knowing that gives us something to cheer for, that in the midst of seemingly widespread disregard for social responsibility among many of those who run for public office and their supporters there are those who are really not just clanging cymbals when it comes to being responsible public officials and community leaders. In Pampanga, supporters and staff of Third District board member-elect Mica Gonzales and San Fernando councilor-elect Brenz Gonzales removed the campaign materials left behind in public places within five days of the May 9 national and local polls in the City of San Fernando and all the towns of the third district. According to reelected Third District Representative Aurelio Gonzales, Jr., it is the responsibility of elected officials, as well as those who did not win in the elections, to remove their campaign paraphernalia. In Davao City, candidates Luna Acosta who placed second in the first district City Council race and Mags Maglana, who was one of three candidates who challenged the reelection bid of Rep. Paolo Duterte, were among the first to organize teams to retrieve their campaign materials not only in public places but even on private property. In a Facebook post dated May 16, Maglana said they were able to retrieve about 2000 posters and tarps still in good condition that community-based livelihood initiatives, one ran by PWDs, and a women’s NGO will distribute to their community partners to use as covers

I first heard of him during the first regional elections in 1979 when he ran for assemblyman of the Sangguniang Pampook, representing Maguindanao to the Lupong Tagapagpaganap ng Pook. That election was particularly memorable to me being my first time to vote. I had the feeling that he would do justice to people affected and displaced by the armed conflict. The real politics of the first wave of peace negotiations occurred when the position of chairmanship was to be relinquished to a Moro secessionist leader who would deeply commit to support and become active part of the peace dialogue pace of the post-conflict pacification campaign. But by Governor Ali Dimaporo’s assessment to Marcos, Abul Khayr Alonto, a member of the MNLF Top 90, may not be able to handle the pacification campaign with much of his attention focused on bridging economic ties between Mindanao and his network of Malaysian and Singaporean business connections. I finally met Datu Guimid “Jimmy” Matalam in person in 1980 at the residence of his father in-law and uncle, the former Senator Salipada Pendatun on 172 Paterno St. in San Juan (then part of Rizal). I would take up with him things that I had heard he was into, including his terms and projects as elected regional assemblyman, and an ancestral conflict revived in his generation somewhere between Pagalungan and Kabacan. He would say the situation was then back to normal.

Why the need to clean-up all these campaign materials? Davao City-based environmental group Interfacing Development Interventions, or IDIS, said uncollected piles of campaign materials “can cause choking of drainage systems, urban wildlife ingestion, and waste pollution, and grow larger and may attract both solid and hazardous waste dumping, thereby generating an adverse impact on humans and the environment.” While on a bike ride which took us around a number of areas in Kidapawan City last weekend, we noticed political campaign materials still posted along the sides of roads; some have fallen to the ground, potentially to end up in canals and waterways courtesy of the summer rains that continue to visit the city. Given what we have witnessed in previous elections, we believe the same is true in many other areas. Hopefully, it doesn’t take another week before these political campaign materials are collected and disposed of properly, not only by the LGU or other government agencies, but by the candidates themselves with the help of their supporters and volunteers. “Clean-up of election litter is the first order of business after the polls,” according to Interior Secretary Eduardo Año. Actions taken or not taken by candidates who ran in the May 9 polls, be they winners or losers, reflect on their character. By their actions, or inaction, you shall know them. MC

Unknown to many, Datu Jimmy was the leader behind the digging of the waterway that came to be known as the Kulanguan Diversion Channel for the Moro people to reclaim on Ligawasan Marsh, by the manmade river that cuts across Tunggol (in Datu Montawal), now connected on both sides of riverbanks by the Tunggol Bridge. In my early years as a news correspondent for the Philippine Daily Globe, the construction of the Tunggol Bridge in 1987 was of particular interest to me as a frequent traveller. Commuters in those days were transited to and from Cotabato and Tunggol, and to cross that diversion channel on a ferryboat. But Mintranco buses where too heavy for the stream cabled ferryboat with inboard engine. So another set of bus units at the other side of riverbank were parked in for the Tunggol-Davao leg of the trip. Elected to Congress for the Second District of Maguindanao in 1987, I would see him more often in the House of Representatives where he chaired the Committee on Muslim Affairs in 1988. There, Datu Jimmy shone through at his best by the Plenary Rostrum during his sponsorship of the consolidated bills on the creation of the Autonomous Region in Muslim Mindanao (ARMM). Matalam who then chaired the House Committee on Muslim Affairs, was firm yet hilarious in his deliberation amid hard interpellation by Cebu Congressman Pablo Garcia Sr. At one point he told Garcia not to mind much anymore about what he and the Moro people thought were good for them, as anyway, Garcia’s district of Cebu was not anywhere near the area of the proposed autonomous region. Datu Jimmy swore in Speaker Ramon V. Mitra Jr. to Office, following the House speakership election which Mitra won against Rizal Congressman Francisco Sumulong, an uncle of then President Cory Aquino. MC

ITH the ripple in a stream of opposing political forces, let the sunshine-in to brighten-up dark corners of the Philippine horizon. Blinded by our human frailties and biases for or against a questionable would-be President of the Republic, let duly constituted authorities in government decide; and for God-fearing citizens to subject themselves peacefully. Where confusion, intrigue, strife and division are, the devil is at work. The Light has come, but many prefer darkness because of their evil deeds. Whoever is installed by the Comelec as new head of state whether Marcos or Robredo, so be it without resorting to violence and bloody uprising. Let’s trust the Almighty by upholding what’s good and pleasing to Him which is peace and love for one another. For the LORD Himself said He will punish the ungodly wicked and liars with thunder and earthquake with storm, tempest and the flame of devouring fire (Isaiah 29:6). Anything that happens, whether we like it or not, God, who is in control, allows it to happen for a reason. Thus, the wisdom of our godly saying – “Thy will be done.” For His thoughts and ways are fathomless unlike ours confined only to congratulations and condolences for everything has to end. God made the rich and poor precisely to compliment each other that the poor may be rich and rich may be poor only to be blessed if done in righteousness and according to the ways of the LORD. Allow us to pause in memory of a bosom friend who passed away this week due to old age. Datu Guimid Matalam, fondly called “Jimmy” was former ARMM vice governor and Speaker of the Regional Legislative Assembly. He was the illustrious son of the late Governor Udtog Matalam of the defunct Empire Cotabato Province that rolled

into one North and South Cotabato, Sultan Kudarat and Maguindanao. His other demised siblings that we dearly missed include former Maguindanao Gov. Norodin Matalam and then Pagalungan Mayor Udtog Matalam, Jr. We hope and pray that we will all end up in God’s eternal kingdom devoid of sorrow and pain through immortal transformation. During the Ramos dispensation, Congress passed a law which was perceived to resolve the cascading fuel prices in the market when there were only three authorized outlets of petroleum products then – Mobil, Shell and Caltex. From centavos per liter in the 50’s and 60’s and gradually moved up into pesos that at present, “My God,” it’s almost P100 per liter. The enactment of the Oil Deregulation Law in the mid-90’s was meant to open gas stations to all interested entrepreneurs to compete, thinking that free competition would allow gas owners to peg gas prices that would attract consumers. With a more connected world, the pronouncements and acts of our leaders are being watched by both internal and external audiences. Some statements and actions may be popular domestically but could be frowned upon by outside people and institutions. For example, increasing minimum wages for the whole country would definitely be applauded by workers within the country but could adversely impact our competitiveness discourage investors from the outside especially if the rate of increase is significant. Thus, our new leaders should consider both local and foreign audiences when they make decisions for their constituents. MC

P3.7-M worth shabu seized from slain dealer

CAMP SK PENDATUN, Maguindanao - Police agents seized P3.7 million worth of shabu and assorted firearms from a dealer they killed in a brief shootout Monday in Bongao, Tawi-Tawi. Brig. Gen. Arthur Cabaluna, director of the Police Regional Office-Bangsamoro Autonomous Region, on Tuesday identified the slain suspect as Abdurahim Jainal, a large-scale shabu dealer in the province of Tawi-Tawi. A police team tried to arrest him while in the act of selling P3.7 million worth of shabu to a contact in Barangay Bohe Tanah in Bongao

but neutralized him instead when he pulled out a pistol and opened fire. Cabaluna said Jainal died on the spot from bullet wounds he sustained in the shootout with a police team dispatched to check on his supposed sale of more than half a kilo of shabu to a buyer in Barangay Bohe Tana. ROTC officers may face charges over “hazing”

KIDAPAWAN CITY — At least 11 officers of the Reserve Officer’s Training Corps (ROTC) of the Colegio de Kidapawan here are under probe for hazing of cadets. If found guilty of violating the anti-hazing law and government health protocols, they may be removed from school. Army Staff Sgt. Herardo Maria Santiago, the ROTC commandant, said investigations are underway after the officers admitted wrongdoing. “I told them to gather at 7 a.m. but without my knowledge they assembled (the cadets) at 6:30 where the alleged violations took place,” Santiago told

CAMP SIONGCO, Maguindanao — Five more members of the New People’s Army from a group collecting “protection money” from farmers in hinterlands in Maguindanao and Sultan Kudarat provinces surrendered Wednesday. The five rebels, under the NPA’s self-styled East Daguma Front-Far South Mindanao Region Command, yielded through the intercession of the Army’s 57th Infantry Battalion. They turned in assorted firearms before they pledged allegiance to the government in the presence

of senior officials of the 6th Infantry Division and local executives during surrender rites at 57th IB base. More than a hundred NPAs from Upi and South Upi in Maguindanao and from the adjoining Lebak, Kalamansig and Palimbang towns in Sultan Kudarat surrendered to units of the 6th ID in the past 12 months. 2 dead in NoCot anti-drug raid

PIGCAWAYAN, North Cotabato — Authorities seized P204,000 worth of shabu and four firearms from a wanted drug dealer and an accomplice killed in a shootout Wednesday in Barangay Balacayon here. Naravy Duquiatan, director of the Philippine Drug Enforcement Agency-12, said Thursday their agents immediately neutralized Ebrahim Samama when he and a certain Mamako opened fire at a team approaching their hideout to search for shabu and guns. Samama was one of more than 20 detainees who escaped in 2017 from the North Cotabato Provincial Jail in Barangay Amas in Kidapawan City. and the Army’s 34th Infantry Battalion were to peacefully search the house of Samama but the attempt turned haywire when he and his men resisted. BARMM, City LGU workers take down poll materials PERSONNEL of the environment office in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and workers of the Cotabato City general services office have removed campaign materials posted in various parts here and in Maguindanao. Atty. Naguib Sinarimbo, speaking for BARMM, said the “Oplan Baklas” was organized by the Ministry of Environment, Natural Resources, and Energy (MENRE- BARMM) and its Provincial Office in Maguindanao to remove political posters and campaign materials that were put up in Cotabato City during the 3-month campaign period. On Friday, MENRE Minister Akmad A. Brahim, who led the “Oplan Baklas,” still urged candidates and political parties to remove

the tarpaulins, posters, and other campaign materials that were put up for the election campaign to avoid visual clutter in the public areas and communities. “This is in compliance to the directive of Chief Minister Ahod Ebrahim to spearhead the clean drive,” Brahim said. “Clean-up of election materials on the streets should be one of the priorities of the candidates and campaign volunteers after the election polls,” Minister Brahim said, adding that “Oplan Baklas” also ensures disposal of these campaign materials are in line with environmental laws and must not be involved in illegal dumping, open burning, and littering. “If not disposed, barangay and material recovery facilities of Local
