Efforts to boost the investment climate in the “fishing capital” of Maguindanao del Norte got a much-needed push Thursday, April 13, in the form of another multi-million infrastructure project of the Bangsamoro government in the area.

The local government unit of Datu Blah Sinsuat and the Ministry of the Interior and Local GovernmentBangsamoro Autonomous Region in Muslim Mindanao together launched Thursday the construction of a P7 million worth fire station building in the still 12-year-old town in the western seacoast of the province.

Another 37-yearold police lawyer is a marine officer Master Sgt. Faidzal Sendad of Notre

Dame University College of Law.

He is now the new pride of Maguindanao Maritime Police Station based in Mother Barangay Kalanganan, Cotabato City and his neighborhood in Barangay Rosary Heights 10.

Just like other struggling law students, Atty. Sendad said in an interview that it took him seven years to complete law school.

“I didn't finish my law school on due time caused by the work and financial conflicts. Studying law really requires more time in reading and further

should have ample financial support,” shared by him.

Atty. Sendad is married to a lawyer who inspired him with their three kids to finish law studies.

He was also thankful with her mom, a retired public school teacher, who helped him to get throughout his journey.

In their family, they have two nurses, two doctors, two teachers and him as a lawyer.

He also dedicate his success to his late father who perished as combatant of the Moro Islamic Liberation Front.

Army’s 602nd Infantry Brigade have successfully facilitated Tuesday (April 18) diplomatically a peace settlement involving families locked in “rido” (clan war) in Maguindanao del Sur.

Newly promoted Brig. Gen. Donald M Gumiran, 602nd Infantry “Liberator” Brigade was backed by Mr. Anwar Alamada, chairman of MILF AdHoc Joint Action Group, and Mr. Butch Malang, chair of the MILF Coordianting Committee on the Cessation of Hostilities (CCCH).

The three leaders gather the families of Datu Kenti Matalam, chairperson of Barangay Kilangan, Pagalungan, Maguindanao Del Sur, and the families of Datu Nayang Timan and Norodin Abubakar, both MILF leaders in the village.

The peace dialogue was held at the headquarters of 602nd Infantry Brigade in Carmen, North Cotabato.

Colonel Ruben G. Aquino, deputy brigade commander, commended the warring parties for heeding the call of the Army brigade and for their willingness to face each other at the Army base to end their hostilities in Barangay, Pagalungan, Maguindanao Del Sur that

started early this month. During the peace covenant signing ceremony, Bagnsamoro Member of Parliament (MP) Jaafar Apollo Mikhail Matalam and House Representative Mohamad Paglas of Maguindanao del Sur were present.

They both expressed full support of the terms of the peace settlement, as well as their appreciation of the initiative of the 602nd Infantry Brigade to broker the peace agreement.

“Its good that both sides readily agreed to a cessation of hostilities,” Brig. Gen. Gumiran said, adding that the Army have helped in the return of internally displaced persons (IDP) to their homes.

The key stakeholders who attended the ceremony also proposed the establishment of a joint commission or independent monitoring team to oversee the implementation of the peace agreement. Both sides have incurred undetermined number of casualties at the height of the hostilities that sent mero than P3,000 civilians vacating their homes.

PDEA-12 nabs 257, seizes P12-M illegal drugs in 3 months

AUTHORITIES arrested 257 drug personalities for violation of antidrug law while PHP12 million worth of shabu were seized during the first quarter of the year, an anti-narcotics official here said Tuesday.

Philippine Drug Enforcement Agency-Soccsksargen (PDEA-12)

Director Aileen Lovitos said the arrested drug personalities included 31 high-value targets in 227 anti-

illegal drug operations in the region during the period.

“A total of PHP12.1 million worth of shabu and marijuana hemp have been confiscated,” Lovitos said in a statement.

Of the total, she specified that 1,159.3 grams of shabu, 577.4 grams of dried marijuana leaves and 21,000 fully grown marijuana hills were uprooted.

Currently, she noted that only 114 out of 1,095 villages in the Soccsksargen region have remained “drug-affected”.

Soccsksargen comprises the provinces of North Cotabato, South Cotabato, Sultan Kudarat and Sarangani and the cities of Gen. Santos, Kidapawan, Tacurong, and Koronadal.

BANGSAMORO Autonomous Region in Muslim Mindanao (BARMM) Chief Minister Ahod

Balawag Ebrahim has designated Abunawas Maslamama as the new senior minister of the regional government.

“This is an honor and a privilege to serve my fellow Bangsamoro in whatever way possible,” Maslamama said in a statement Tuesday.

Ebrahim, the former MILF chief, signed Maslamama’s appointment Monday with the

latter immediately taking his oath.

Maslamama is the former spokesperson of the Bangsamoro Islamic Armed Forces (BIAF), the armed wing of the Moro Islamic Liberation Front (MILF), which signed a peace deal with the government in 2014.

He replaced Senior Minister Abduraof Macacua, who was named by President Ferdinand R. Marcos Jr. as officer-in-charge governor of the newly created Maguindanao del Norte province.

Before he was appointed senior minister, Maslamama was deputy minister of the region’s Ministry of the Interior and Local Government.

He also served as deputy minister of the Ministry of Transportation and Communication.

The BARMM comprises the provinces of Maguindanao del Sur, Maguindanao del Norte, Lanao del Sur, Basilan, Sulu and TawiTawi; and the cities of Cotabato, Marawi, and Lamitan. PNA

Philippine Drug Enforcement Agency in the Bangsamoro Autonomous Region in Muslim Mindanao (PDEABARMM) led the 5 p.m. operation in Barangay Salimbao, Sultan Kudarat town and in Barangay Tamontaka in Datu Odin Sinsuat, both in Maguindanao Norte.

ECONOMIC activities between Maguindanao del Norte, including Cotabato City and Basilan are expected to increase as the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) transportation ministry approves Roll On/ Roll Off (RORO) operation, officials announce Thursday.

Minister Paisalin Tago of the Ministry of Transportation and Communication said the operation of MV Island Paradise RORO vessel shall commence on April 25 serving the Polloc Port in Parang, Maguindanao del Norte and Lamitan City Port in Basilan. The Polloc PortLamitan Port route is daily.

Over the weekend (April 13), Minister Tago said, the Bangsamoro Maritime Industry Authority (BMARINA), during its board meeting, had approved the opening of route RORO from the Polloc Port/Cotabato City Port to Lamitan Port and vice versa.

MUNICIPALITY OF SOUTH UPI HISTORY

As early as the declaration of Martial Law by the late President Ferdinand Marcos, a group of Tedurays with tribal leaders had gathered to discuss the urgency of creating a separate municipality. This is to be taken from the barangays and sitios predominantly inhabited by the Tedurays. The idea of forming a separate municipality was inspired and made imperative by the fact that the Tedurays who used to inhabit part of the low land areas of Awang, Dimapatoy, Semba, Tamontaka and adjacent places of Dinaig (Datu Odin Sinsuat) Municipality have been driven out steadily.

Through the years, the poor natives occupied the highlands of Labungan, Sifaran, Sibuto, Kibleg, Capilit and lately to Looy, Kigan and Pandan to evade conflicts with their pursuers for they are weak than them. There seems to be no end to the exodus of the Tedurays to the hinterlands.

With these scenarios almost every year, few of the educated Tedurays and those who have foresight of the future were alarmed thinking that the current situation could further displace them from their native land. Unaware of the civilization, Tedurays’ landholdings in the aforementioned places fell into the hands of the immigrants from Luzon, Visayas and other parts of the country.

The Teduray Welfare Association composed of educated Tedurays and few other tribal chieftains were the prime mover of the petition for a separate municipality. The association through their intensive campaigns inculcated into their hearts the ideals, aspirations, and sentiments of the Teduray people to seek recognition and be given voice in the affair of the government. The tribal leaders and their followers joined the battle cry to fight for the separation until it was realized.

As the struggle progressed, the Mindanao Highlanders Association composed of the leaders of different non-Muslim Minorities in Mindanao came into being. Quick to grasp the tremendous advantage of this association, they organized the Provincial Chapter to maintain links with other highland tribes in Mindanao. This newly organized organization strived hard to work for the creation of the Municipality of South Upi.

Through the petition initiated by Santiago G. Moendeg, considered as the ardent defender of Teduray liberty and freedom, the long and difficult journey towards the birth of a new town started. The historic document gained the immediate support of the Tedurays who wanted change for the municipality and for their lives. The petition gained considerable number of Teduray supporters and the same was presented to the mayor of the mother municipality of Upi for endorsement.

After much lobbying at the Provincial, Regional and National Office the petition was finally approved by President Ferdinand Marcos through P.D. 1011, dated September 22, 1976. Thus, the Municipality of South Upi was born. The lead petitioner who endured much of the sacrifices in working for the approval of the petition was appointed as the first Mayor of the Municipality of South Upi.

The Thinkers in the Creation of South Upi Municipality

Based on factual story, the dominant tribe in Upi are the Teduray people even unto this day. In the 1950s-1960s there were less Tedurays who got educated as they only depend upon the government scholarship grants channeled through a program for cultural minorities.

Nevertheless, the children from the Gunsi Clan who were educated during the American Regime came to think of creating a place for the Teduray people for self-determination and self-governance which shall be named: Teduray Municipality to be apportioned from the existing Upi Municipality. This is in response to the influx of migrants from the islands of Luzon and Visayas.

The three were: the late Mr. Melencio B. Gunsi, first Barangay Captain of Barangay Pandan, Mr. Alonzo P. Gunsi, Spiritual and Political Adviser, still living and the late Mr .Alejandro B. Gunsi one of the first Barangay Councilors of Pandan. They were advised well and encouraged by the late grand Bebe Aliman Gunsi, their father and founder of Barangay Pandan in 1954.

These three men from the Gunsi clan thought of the creation of a new municipality out of Upi Municipality governed then by the late Datu Michael P. Sinsuat in the early 1960s. What really prompted the three for the creation was not only due to the influx of migrants but due to the plan of Talayan people to include Barangay Pandan under its area coverage or domain as they also planned to formalize itself to become a regular municipality.

Many of the Teduray leaders, especially in the southern part of Upi Municipality do not like the inclusion by the Talayan Datus and people for certain reasons. One reason was, the Teduray people in this side of Upi Municipality were partners in the leadership of the Sinsuat Clan and Datus, which at this time Upi Municipality was governed by then Datu Michael P. Sinsuat.

The three men from the Gunsi Clan consulted many Teduray leaders, and even none Teduray leaders who live in this southern mountainous part of Upi Municipality. Some leaders agreed, others doubted because of fear with then Mayor Datu Puti Sinsuat who might violently reject such idea.

With such response by some leaders who were consulted by the three, Melencio, Alonzo and Alejandro gathered their guts together and went on to draft a resolution. They stated the reasons why there is a need to create a new municipality from the empire Municipality of Upi, Province of Cotabato, no matter what the result would be.

The Hands that help create the Municipality of South Upi

The known educated Teduray who resided in Nuro Poblacion in the late 1960s was the late Mr. Santiago Moendeg, who subsequently became the first Mayor of South Upi Municipality when it was created through appointment. That time he just newly graduated from a law school and was a PACD worker.

The three Gunsis went down from Pandan to Nuro Poblacion for the final consultation with Mr. Moendeg as well as to ask help for refinement of their crude drafted resolution. As Mr. Alonzo Gunsi said, when Mr. Moendeg saw and read the resolution he was surprised for such daring resolution.

Mr. Moendeg asked Mr. Alonzo about his thoughts and the possibility of such resolution, especially the possible reaction of the Mayor. Mr. Alonzo told Mr. Moendeg, “just help us refine the grammar and content of such resolution and we are ready to present it and accept the consequence of our actions.” Mr. Moendeg who has a typewriter sat down and did the request of Mr. Alonzo Gunsi.

In this manner Mr. Santiago Moendeg, the hand in the creation of South Upi Municipality, refined the thoughts and semantic grammars of the resolution. It was a great support and encouragement to the three Gunsi brothers.

The Drafted Resolution was approved by the Municipal Councilors

After making the final draft of the Resolution with the helping hands, support and encouragement by the late Mr. Moendeg, the Gunsi brothers approached the late Councilor Demetrio Agustin Sr. of Borongotan to present it to the other municipal councilors.

The late Councilor Agustin perused the resolution and after which as they were in plenary session that day, inserted such resolution for inclusion in their business of concerns. The resolution was read before the Council members and was opened for discussion. Mr. Alonzo said the councilors had a lengthy discussion on the intended name Teduray Municipality as well as to which of the Barrios or Barangays in the Upi Municipality shall be under such proposed new municipality.

To shorten the discussion, the late Mr. Ramon C. Cabanban who was then a Municipal Secretary of Upi suggested that the new municipality be named South Upi Municipality. Majority of the councilors supported the suggestion of Mr. Ramon C. Cabanban and about the barangays which shall be within the new municipality, it shall be decided upon the approval of the Chief Executive, Mayor Datu Michael P. Sinsuat.

Presentation of the Resolution to the Office of the Mayor

After the Municipal Councilors had a unanimous approval of such resolution, the three brothers brought a copy to the Mayor’s Office somehow full of anxieties and a bit afraid, however, full of hope with God to guide and lead them. Indeed, the Mayor upon seeing and perusing the resolution approved by his Municipal Councilors got furious and asked why, Mr. Alonzo, the spokesman of the three brothers explained to the Mayor the reasons why, as written in the content in the resolution.

Somehow, the caring Mayor’s heart was touched and softened and called on his secretary to stamp the document for his office approval. However, he told Alonzo, Melencio and Alejandro that he will further look on the resolution before forwarding it to Manila for the House of Congress for approval and effectivity. He advised the three brothers to take good care of what they are asking for that it might only fall into a wrong hand.

Thus, on September 22, 1976 under Presidential Decree 1011 the late President Ferdinand Edralin Marcos affixed his signature on the approval of such resolution, and the Municipality of South Upi was born. Many Teduray and non- Teduray leaders hailed and gave support to the new municipality full of hope to live in peace and harmony.

The leaders who were consulted for the creation of South Upi Municipality were: late Mr. Guiambra Ariston, late Mr. Severino Marcial, Sr., late Mr. Marcelo Martin, the Labasan, Erese, Toriales, Sioson, Modbeg, Mogniling, Labina and Batitao families and also the Muslim leaders in Sigawa, Kuhan and Litengan.

May the present generation living in South Upi remember, honor and give respect to the above leaders.

Palawan bishops elevate appeal against mining ops to Marcos

CATHOLIC bishops in Palawan province have elevated their appeal to President Ferdinand Marcos Jr to end mining operations in the biodiversity-rich island.

Mesiona of Puerto Princesa and Broderick Pabillo of Taytay urged Marcos to “permanently stop” the operations of Ipilan Mining Corp. (INC) and other mining activities in watersheds and protected areas. The bishops’ appeal was contained in a joint pastoral statement released following what they described as “violent dispersal and unlawful arrests” of anti-mining protesters in Brooke’s Point town on April 14.

The incident, they said, was perpetrated by dozens of INC security guards, “backed up by a contingent of 30 police force who silently watched and abetted them”.

Several farmers, fisherfolk, and indigenous

peoples have been manning a barricade since February 18 to prevent mining trucks containing nickel ore from entering a private port.

“They have endured hunger, heat, rain and grave threats to their life and safety to make a collective stand up in preserving and protecting our beautiful Palawan,” the bishops said.

The mayor’s permit of INC had expired on Feb. 1, 2023 and Brooke’s Point local government had issued a cease and desist order against its operations.

“Rather than fully complying with the rule of law, Ipilan Nickel Corporation acted in blatant defiance of the law by continuously operating its mine,” the prelates said.

“Worse, the company took the law into its own

hands by deploying its large private security force in violently dispersing the peaceful rallyists,” they added.

The church leaders urged the provincial

prosecutors to dismiss all the “trumped-up charges” against the rallyists and hold accountable the people behind the harsh dispersal and illegal arrests. CBCP News

Church asks prayers for safety of Filipinos in Sudan

ROME— On Monday Pope Francis introduced a limit of 80 years of age for retired bishops and patriarchs in the Eastern Catholic Churches to take part in decisional voting.

In the motu proprio Iam Pridem, issued April 17, the pope modified four articles in the Code of Canons for the Eastern Churches, which regularly meet in synods of bishops to make decisions and elect patriarchs.

The changes exclude retired

bishops and patriarchs over the age of 80 from participating in deliberative voting.

In his introduction, Pope Francis said that “for some time now” the Dicastery for the Eastern Churches has been hearing from patriarchs, major archbishops, and bishops in the Eastern Churches about difficulties regarding the number of retired bishops who participate in their meetings “with an active voice.”

He said these leaders had asked the pope to change the norms to exclude retired bishops over the age of 80 from having a deliberative vote.

According to the changes, those leaders who are over 80 but actively in office may still participate in the voting.

AS violence in Sudan continues, the migration body of the Catholic Bishops’ Conference of the Philippines has asked for prayers for the Filipinos based in the African country.

Bishop Ruperto Santos of the Episcopal Commission for the Pastoral Care of Migrants and Itinerant People (ECMI) said they are concerned over the safety of about 258 Filipinos in Sudan.

“They are in a very difficult and dangerous situation,” said Santos, who is also the bishop of the Diocese of Balanga.

“We are with you. We support our government to keep you all well-protected and bring you safely back home,” he said.

The ECMI vice chairman called on migrants’ chaplains to offer Masses for the safety of Filipinos in Sudan and for peace in the troubled nation.

“We are praying and offering holy Masses for

their safety and security,” he said.

The prelate, on the other hand, advised Filipinos in Sudan to do their part in keeping themselves safe.

“We advise them to remain calm, courageous, and prayerful. Stay in their place, don’t venture outside, and always heed the advice of our government officials,” he added.

More than 1,800 people have been injured since the fighting between armed factions erupted on Saturday, U.N. envoy for Sudan Volker Perthes said.

He also put the death toll at 185 on Monday as fighting for control of the country between the army and a paramilitary group called the Rapid Support Forces (RSF) showed no sign of stopping.

The violence is between army units loyal to the de facto leader, Gen. Abdel Fattah al-Burhan, and the RSF led by Sudan’s deputy leader, Mohamed Hamdan Dagalo. CBCP News

Not only does walking have physical health benefits, it also benefits the mind and the soul. So many great men, thinkers, and authors attest that their best ideas come from walking. As the great naturalist Jean Jacques Rosseau said, “There is something about walking that animates and activates my ideas.” There is this story about a couple who was celebrating their golden wedding anniversary and still in good health. When the husband was asked the secret of their long life, he said “When we were newly married we agreed that when we have a fight and it is my fault I leave the house and take a walk. I have walked thousands of kilometers in the past 50 years.” Walking has spiritual benefits as well.

His explanation that they wanted to hear more and when they arrived at their destination they invited Jesus in “Stay with us, for it is nearly evening.” It was while they were eating and Jesus broke the bread for them that their eyes were opened and recognized the Lord. He then vanished from their sight. They were so filled with joy that immediately they returned to Jerusalem, notwithstanding the distance and the night time. They became proclaimers of the resurrection, that He was made known to them by the breaking of the bread.

This Sunday’s Easter story is about walking, walking with the Lord (Lk. 24:13ff). We are told the fascinating story of the two disciples who were walking from Jerusalem to Emmaus. The walk is 10 kilometers more or less, not too far for two healthy persons who are used to walking. They were leaving Jerusalem, the site of the passion and death of Jesus. They were disappointed and discouraged, “We were hoping that Jesus would be the one to redeem Israel,” they told the stranger walking with them. They were also leaving behind the group of disciples, and they were skeptical about what they were told that Jesus was alive. They have lost hope. What else is there for them in the future? They might as well separate from the group and start life anew.

They did not recognized Jesus who joined their conversation and started explaining the meaning of the scriptures to them, that the Messiah would suffer before entering his glory. They were so inspired by

This story has many insights. It tells of fellowship, conversations between friends, sharing the scriptures, inviting the Lord into our life, partaking of the Eucharist, and mission. Or to use the current terms of the Holy Father’s call for Synodality: the story of Emmaus is about Communion, Participation, and Mission. The Church is a Pilgrim Church and its destination is God’s Kingdom. The Church is a communion of disciples accompanied on its pilgrim journey by the communion of Father, Son, and Holy Spirit. The disciple does not walk alone. The Lord accompanies us and inspires us through the Word of scriptures and strengthens us through the Eucharist. As the beautiful song says, “coebus et potus in itenere,” food and drink for the journey. However we have to invite the Lord to join us. This is our participation, inviting the Lord, “Mane Domine”, stay with us Lord. It is when we share the Eucharist that the Lord becomes most present to us.

It does not end there. Once we experience communion, and participation, we are also sent to mission. We become witnesses to the resurrection. We invite others to join the journey towards God’s Kingdom. We invite others to walk with the Lord and in the Lord. There is joy when we walk together.

A Region in Transition

Thewhole month of March and April 2023 is filled with so many activities that are difficult to sort out – political, social, and of course religious. This is especially true in the parts of Region XII and in the BARMM. Almost all the plans a few years back are being reviewed to see how these fits into the future of the area and region.

The result is a motley of proposals that when put together at times contribute to a coherent overall plan; or may contradict each other when analyzed as to the impact on standard theories and beliefs. Thanks to the religious activities that are being implemented, the rush to put in place development changes is done at a slower pace, and more time is given to the assessment of each proposal.

Take as an example the education sector. Fixing the school calendar is a problem to school administrators, due to the unclear schedule of ending and opening of classes. My sympathy goes to those who makes the decision to suspend classes and reach the target graduation, because they also have to consider that these are not just notations on the calendar. The major consideration is if the students who are subjected to these changes have absorbed the lessons that the school should have imparted in preparation for the next level. If we get a generation who cannot read nor add and subtract, put the blame on confusing the students just to follow the dictates of those on top of the hierarchy. I wonder if Vice President Duterte have a clear view of the problems she is facing.

Another planning problem is the change that had to be made to conform to the wish that the Ligawasan Marsh be developed. Many people see the Marsh as full of potential as an ecosystem. The problem is when the ecosystem is disturbed, it causes disturbance on the ecology of its fringes. If the marsh is “drained”, where will the water in its river system go? The advent of floods is no longer debatable. This can be seen in the overflow of water in the Tunggol and Pagalungan area where the river current cause the erosion of riverbanks, and consequently the flooding of residential areas. Talk about Climate Change and its impact on ecosystems.

But the biggest problem we are experiencing is the aftermath of the Pandemic. After the ravages of COVID, businesses have closed down, employment has gone down, and new investments are slow in coming. The scenario that Muslim countries will course their investments in the BARMM area seem to be slow in coming. Well, these countries also have their own negative impact of the Pandemic. We just have to sit and wait a little longer.

Meanwhile, the regional government will have to make the preparations for the development scenario. It is not enough to give work for demilitarized persons. They must be trained on the work assigned to them, so they will not be employed as “flower pots” or traffic posts. MC

Thisis written as pro-environment activists and climate justice advocates are marching to Mendiola ahead of Earth Day 2023, which falls on April 22, to submit Climate Emergency Declaration Petitions to President Ferdinand Marcos Jr. The initiative led by the Rights of Nature PH, Philippine Movement for Climate Justice Philippine Misereor Partnership Inc., Caritas Philippines, Laudato Si’ Movement Pilipinas, Philippine Alliance of Human Rights Advocates, and CEED - Center for Energy, Ecology and Development, aims to demand that the government declare a climate emergency.

In a statement released earlier this month, Caritas Philippines and the Social Action Network lamented that thirty-five years after the Catholic Church said in a 1988 pastoral letter that our country was in peril,

“we have not improved a bit.” According to the statement, sea levels rise in the Philippines three times than the world average while naturally rich ecosystems are being destroyed, typhoons though fewer now have become more devastating as our forests are steadily vanishing, and millions of Filipinos were drawn to deeper involuntary poverty due to climate effects annually. “We cannot be business as usual,” it said.

The unified pro-environment activists and climate justice advocates are calling for an end to fossil fuels and greenhouse gases emissions in the pursuit of a world below 1.5 degrees Celsius. Experts agree that continuous warming up of will have adverse impacts on water supply and food production, health and wellbeing, human settlements and infrastructure, and the ecosystem structure as a whole. And even as it impacts us right now, it also compromises a safe future for the coming generations. “A child born now is likely on average to have or experienced three to four times as many extreme climate events in their lifetime as their grandparents did,” said Mark Howden, a climate change professor at The Australian National University. “We’re actually leaving a world behind us that is actually less safe than the world which we inherited, people of my generation,” he said.

Macacua disclosed in a press conference Monday that he had met Mayor Datu Tocao Mastura of Sultan Kudarat for the first time since last May elections when their political parties were split by choices of local candidates as well as national bets and alliances.

Over the weekend, Macacua led the ground-breaking of a P 15.5 worth public market building in Sultan Mastura, Maguindanao Norte. The town is another bailiwick of the Masturas, but is also a home-based to the family of Mayor Zulficar Panda M.D., who won the last May voting as a candidate of the Moro Islamic Liberation Front’s (MILF) United Bangsamoro Justice Party (UBJP).

“In deference to Mayor Datu Tocao Mastura, we met together with Mayor Datu Samim Mastura who arranged the meeting on a weekend.” The meeting was cordial, Macacua said, and that it was also intended for the usual local coordination on implementation of programs and projects of common concerns.

The call for the government to declare a climate emergency and put an end to fossil fuels and greenhouse gases emissions along with other key stakeholders is best heeded if we are to ensure a safer future for succeeding generations of Filipinos. Will they listen? When?

Organizing the province, Macacua said he was hopeful that all additional five members of the Provincial Board will be appointed soonest to form the needed legislative quorum and formulate the policy framework support to the province’s urgent development programs.

To recall, Mastura and Maguindanao Sur Governor Bai Mariam Sangki-Mangudadatu had pushed a Family Alliance, composed of the Sinsuats, Mangudadatus and the Masturas—some of Maguindanao’s politically powerful families— to support the party of then Presidential candidate Ferdinand Marcos Jr. for the May 9, 2022 national elections.

But after the elections Mr. Marcos, as President, came over to Cotabato on August 12 and swore in officials he had earlier appointed to the Bangsamoro Transition Authority (BTA) Parliament, in an apparent gesture of political reconciliation, and commitment of support to the continuing peace process between the national government and the MILF.

Some local political analysts had even forecast that Marcos would replace members of the BTA Parliament with nominees of parties that supported his candidacy last May.

Still, others recalled that when Marcos replaced Auturo Tolentino as minister of the Ministry of Foreign Affairs in December 1985, Tolentino delivered his usual fiery speech by which he adversely attacked Marcos.

However, in the turn of events in the following month, Marcos surprisingly took Tolentino as his vice-presidential running-mate for the snap presidential elections on February 7, 1986.

Marcos and Tolentino were declared winners under the 1973 Constitution by then Supreme Court Chief Justice Ramon Aquino. But events prior to the traditional inauguration were overturned by the ouster of Marcos by the Edsa People Power on February 25, 1986.

Justice with equity

Sublimejustice is pure and simple non-partisan and therefore impartial that the learned and people-in-know are torn-apart due to vested interest and inherent peculiarities.

The country’s much-talked about violent incidents that killed a Negros Oriental governor, a Metro Manila-based broadcast journalist; which were allegedly orchestrated by authorities who are mandated to secure lives of constituents are reportedly on the loose to ignore summons and arrest warrants for “security reason.”

Authorities must lead as role models of righteousness from the Office of the President and members of the judiciary and legislative bodies, considered the three major constitutional estates. Media practitioners made up the country’s Fourth Estate whose entities uphold truth and neutrality in its news and information dissemination. But the question is – Are they true to their mandated task as enshrined in the Constitution? To all the accused and mere witnesses, if truth is involved say so, and if falsehood, admit in humility if done willfully or unintentional. God will surely vindicate you.

A biblical passage worth pondering reads: God abhors those who call evil good and good evil, who regard darkness for light and vise-versa (Isaiah 5:20). And whoever rewards evil for good, evil will not depart from him. For he who justifies the wicked and condemns the righteous, God’s wrath will be upon them (Proverbs 17:13-15).

Members of Congress are called legislators and they are supposed to make not break as in lawmakers not lawbreakers, like some lawyers-turned liars. We hope and pray that our recent BAR topnotchers and passers would not fall into the evil trap of circumventing the law and other manipulation to gain justice the monetary way. It’s reality that we (lawyers and nonlawyers) need money, but there are things in life that money cannot buy that we have to treasure. We ought to know by now that

visible things are temporal but the unseen things are eternal (2 Corinthians 4:18).

Early this week former Foreign Affairs Secretary Albert del Rosario passed away at 83. He also served as PH envoy to the US in 2001 to 2006. As former president of a business group known as MAP, his 45 years in the business catapulted him as the “Management Man of the Year 2014,” according to family members, who mourn his demise.

This only proves to show that in death no one is invincible that a fugitive Negros Oriental member of the House refuses to appear before colleagues citing security reason; despite divine intervention “not to fear those who kill the body, but cannot kill the soul. But rather fear God who is able to destroy both soul and body in hell” (Matthew 10:28). All About Biblical Justice and Justification

God judges people with righteousness and His justice is on the poor (Psalm 72:2). The LORD assures to make justice His measuring line and righteousness the plummet (Isaiah 28:17). God’s Spirit of justice is upon His Son intended for the Gentiles. He will not fail nor be discourage till He has established justice on earth & the coastlands will wait for His law (Isaiah 42:1-4).

Intermittentfasting is an eating plan that switches between fasting and eating on a regular schedule. Research shows that intermittent fasting is a way to manage your weight and prevent — or even reverse — some forms of disease. But how do you do it? And is it safe?

What is intermittent fasting?

Many diets focus on what to eat, but intermittent fasting is all about when you eat.

With intermittent fasting, you only eat during a specific time. Research shows fasting for a certain number of hours each day or eating just one meal a couple days a week may have health benefits.

Johns Hopkins neuroscientist Mark Mattson has studied intermittent fasting for 25 years. He says our bodies have evolved to be able to go without food for many hours, or even several days or longer. In prehistoric times, before humans learned to farm, they were hunters and gatherers who evolved to survive — and thrive — for long periods without eating. They had to: It took a lot of time and energy to hunt game and gather nuts and berries.

Experts note that even 50 years ago, it was easier to maintain a healthy weight in the United States. There were no computers, and TV shows turned off at 11 p.m.; people stopped eating because they went to bed. Portions were much smaller. More people worked and played outside and, in general, got more exercise.

Intermittent fasting works by prolonging the period when your body has burned through the calories consumed during your last meal and begins burning fat.

Intermittent Fasting Plans

It’s important to check with your doctor before starting intermittent fasting. Once you get his or her go-ahead, the actual practice is simple. You can pick a daily approach, which restricts daily eating to one six- to eight-hour period each day. For instance, you may choose to try 16/8 fasting: eating for eight hours and fasting for 16.

The first Sunday after Easter Sunday is celebrated in Catholic churches all over the world as the Feast of the Divine Mercy. A nine day novena that begins on Good Friday ushers in the festivities for this Mercy Sunday which was when Jesus, our Lord, expressed the wish to give honor to the divine Mercy; and in answer to Jesus’s claim and appeal, novenas are held for both the general and particular daily intentions of the Divine Mercy.

Maria Faustina Kowalska, also known as Maria Faustina Kowalska of the Blessed Sacrament, was a Polish Catholic religious sister and mystic. Saint Faustina had apparitions of Jesus Christ which inspired the Catholic devotion to the Divine Mercy and earned her title of “Secretary of Divine Mercy. Throughout her life, Saint Faustina reported having visions of Jesus and conversations with Him which she noted in her diary.

She joined a convent in Warsaw, later transferred to Vinius where she met Father Michal Sopocko who was her confessor and spiritual director and who supported her devotion to the Divine Mercy. With this priest’s help, she commissioned an artist to paint the first Divine Mercy image based on her vision of Jesus, and first celebrated Mass in the presence of this painting. About this painting, Jesus promised that “the soul that will venerate this image will not perish.”

In 1938, she died at the age of 33, one year before the outbreak of WW II, a war she foretold even indicating its extent and horrors. She wrote in her diary, the words: “I bear a special love for Poland, and if she will be obedient to My will, exalt her in might and holiness. From here will come forth the spark that will prepare the world for my final coming.”

The invasion of Poland began

the 2nd WW. During this terrible war the Devotion to the Divine Mercy became a shield of strength and hope for many. Cities throughout Poland suffered major damage. However the cities of Vilno and Cracow were completely spared. In Cracow, explosives planted for the deliberate destruction of all major historic buildings and precious national landmarks unexplainably were detonated. The devotion spread rapidly during this time of crisis, penetrating prison camps throughout Poland and even beyond its borders. Eventually, it was carried by refugees to all parts of the world.

Saint Faustina’s Diary contains a prophesy that for a time being due to this devotion , God’s action would come upon the scene with great power, which would bring witness to the truth. In 1959, the Holy See, acting upon inaccurate data concerning the revelation prohibited the spreading of the devotion in the forms proposed.

Meanwhile, in 1967, the Archbishop of Cracow, Karl Cardinal Wojtyla, successfully completed the first stage in the process for the beatification of St. Faustina. It was primarily through his efforts and intervention that on April 15, 1978 the Holy See completely reversed to the original decision in March 1959 and lifted the ban. In this event we see the further fulfillment of her prophesy. Despite this setback, 20 years in all, it was by faith that devotees continue their prayers for the Divine Mercy.

Six months after the ban was lifted, Cardinal Wojtyla became Pope John Paul II. Saint Faustina Kowalska OLM was beatified on the 18th of April, 1993 at Vatican City by Pope John Paul II, and canonized in 2000 on the 30th of April , also by Pope John Paul II.

Though most of my friends and relatives are certified devotees of the Divine Mercy, Belinda and Desiree Dulay, a mother daughter tandem, goes as far as Libungan to spread the devotion and enthrone the image of the Divine Mercy, aiming to have this in as many homes as possible.

With internet, TV and other entertainment available 24/7, many adults and children stay awake for longer hours to watch TV, scroll through social media, play games and chat online. That can mean sitting and snacking all day — and most of the night.

Although some people find it easy to stick with this pattern over the long term, one research study that was not designed specifically to look at an intermittent fasting pattern found that limiting your daily time window of eating does not prevent weight gain over time or yield significant weight loss results. That study’s results showed that reducing the number of large meals or eating more small meals may be associated with minimizing weight gain or even with weight loss over time.

Extra calories and less activity can mean a higher risk of obesity, type 2 diabetes, heart disease and other illnesses. Scientific studies are showing that intermittent fasting may help reverse these trends.

How does intermittent fasting work?

Thru Christ everyone who believes is justified from all things from which you could not be justified by the law of Moses (Acts 13:39). Who could annul God’s judgment? When an entrepreneur starts business operation, there could be three possible outcomes in the firm’s first year of operation.

First, the business could be an outstanding success. Sales are on line or much better than that projected in the business plan, costs are within budgetary projection, and profit margin is good (if not excellent).

The second outcome is the business achieving only break-even or thereabouts or a so-so performance. This may happen if sales is not that good and/or sales is high but expenses are higher than expected.

The worst possible result of a firm’s first year in operation is to be really deep in the red, meaning: the business is losing a lot of money, perhaps to the point of losing all its initial capitalization. There are plenty of reasons for a new business to flounder. Sales could be much lower than expected for a variety of causes: projection was very optimistic, existing players are much stronger, emergence of new competitors, or higher cost of production and/or operations.

In any of the above conditions of a business after its initial year of operation, the owner or owners have the option of putting additional investments, albeit for different reasons.

For the business firms that are doing very good, the justification for putting more funds is to take

advantage of the good fortunes of the enterprise. The additional funds could be used for numerous purposes. For one, the enterprise could introduce new product lines (e.g. new varieties of cake or cookies for a pastry business).

Another option (if available funds are sufficient) is to establish one or two branches to expand market reach and sales. The owners of a business firm that does very well in its first year of existence can also infuse additional funds to automate its production, marketing, accounting, and other aspects of the business.

Enterprises that are just doing enough to balance their inflows and outflows could study which aspect of the business operation would need extra finance. It is possible that there is a good volume of demand (orders for their product or service) but the capacity of the enterprise to cope with the demand is limited. In this instance the company may add more equipment and/or personnel to hike its production capacity. The identified reason for the poor business outcome could be the wrong location of a store, thus, the owner/s can decide to raise additional funds to transfer to a new location (where, hopefully, sales would increase dramatically).

Should an entrepreneur or entrepreneurs with a business that is bleeding money decide to risk more funds to try to reverse the fortune of the enterprise?

The answer would depend on two things. First, does the owner (from his/her assessment of what transpired in the first year of operation) believe that there are still ways to turn the failing business into a profitable one. Second, does the owner have extra funds to put into the business and can afford the risk of losing such money.

Ultimately, the decision to invest more funds fall to the owner or owners and their assessment of the risks and benefits of putting more money into the enterprise.

MNLF bases awaiting agri investments

FORMER guerilla bases operated by the secessionist Moro National Liberation Front (MNLF) have been declared “peace zones” ready to accept agriculture investments from Muslim countries, according to an MNLF leader.

“Since there is peace now in these areas, we are optimistic that investors from member-countries of the OIC (Organization of Islamic Cooperation) will soon come in to invest in viable ventures,” MNLF Central Committee Chair Muslimin Sema said on Friday last week following a meeting with Acting Presidential Peace Adviser Isidro Purisima.

Sema, Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) labor minister, said the former camps are suitable for large-scale propagation of corn, soybeans, or Cavendish bananas for export.

MNLF has blocs in the region’s provinces in mainland Mindanao as well as the island provinces of Basilan, Sulu, and Tawi-Tawi. The “peace zones” have been demilitarized and have been set up to become agricultural development sites.

The OIC, a global bloc of Muslim countries that includes petroleum-exporting states in the Middle East and North Africa, helped broker the Philippine government’s separate peace agreements with the MNLF and the Moro Islamic Liberation Front (MILF).

At the Datu Odin Sinsuat meeting, capped off by an iftar or the first meal after a day-long Ramadhan fast, Sema reaffirmed the MNLF’s commitment to supporting the peace process and economic development programs in the Bangsamoro region, with governance led by the MILF.

“The Moro issue in Mindanao is best addressed via diplomatic and political interventions. We cherish our final peace agreement with the National Government,” Mr. Sema said.

Local terrorists tagged in Isulan bus bombing

AUTHORITIES are certain the Dawlah Islamiya and the Bangsamoro Islamic Freedom Fighters together perpetrated the bombing at noontime Monday of a bus in Isulan, Sultan Kudarat that hurt seven passengers. Reports have been circulating in central Mindanao since Monday night purporting that the bombing was to avenge the deaths of 17 leaders of both groups in clashes with pursuing soldiers and policemen in central Mindanao in the past 16 months.

Brig. Gen. Jimili Macaraeg, director of the Police Regional Office-12, said Tuesday the wounded passengers as Ramsiya Ibad Alilayah, 60, Nur Fatima Deocampong Macaantao, 25, Edgar Cachoco, 56, and the 57-year-old Analia Bagundang and three minors aged 13, 14 and 15, are now confined in a hospital.

“Cases will be filed against the culprits once identified. Our intelligence units and counterparts in the Philippine Army are now working together on that,” Macaraeg said.

The seven blast victims were seated close to each

other in the first deck of the bus, then parked at the public terminal in Barangay Kalawag in Isulan, capital town of Sultan Kudarat province, when one of two improvised explosive devices planted inside went off.

Army and police ordnance experts told reporters the IED that exploded and a smaller one found in the bus were identical with those that the Dawlah Islamiya and the BIFF had used in recent bombings of buses and commercial establishments in central Mindanao after owners had refused to shell out “protection money” on a monthly basis.

VILLAGERS surrendered to the Army Friday 13 assorted firearms, including grenade launchers, in support of a local disarmament program of the 6th Infantry Division.

Army Major Gen. Alex Rillera, commander of

the 6th Infantry Division, told reporters Sunday the unlicensed firearms were turned over by residents of interior barangays in Upi, Maguindanao del Norte and Lebak, Sultan Kudarat to the 57th Infantry Battalion.

The cache consists

of a vintage .30 caliber Carbine rifle, four 12 gauge shotguns, three .45 caliber pistols, a 9 millimeter pistol, a .38 revolver, an M203 grenade launcher and two shoulder-fire single shot M79 grenade launchers.

Rillera said it was

through the intercession of 57th IB’s commanding officer, Lt. Col. Guillermo Mabute, and Brig. Gen. Michael Santos of the 603rd Infantry Brigade that villagers agreed to turn in their unlicensed firearms to both officers.

PNP lists 13 BARMM elected officials as gun attack victims

POLICE authorities in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) have reported that 13 local elected officials have been subjected to gun attacks since January to April 17 this year, a police official said.

Brig. Gen. Allan Nobleza, police regional director for BARMM, said the list of 13 elected government officials (EGO) who were victims of gun attacks included Municipal Councilor Demson Silongan of Datu Salibo, Maguindanao del Sur.

“Six of these cases were cleared while only one was considered solved,” Nobleza said in a statement.

Six other cases involving local

elected officials are still undergoing investigation, he added.

Among the victims were village chairpersons, village council members and the latest, a municipal town councilor of Maguindanao del Sur.

Nobleza said a “Special Task Force on EGO” was already activated as an investigating body looking into cases of violence committed against EGO.

“The PRO has been relentless in its efforts to solve these cases that justice may be served,” Nobleza said.

As the police prepares for election related activities ahead of the Barangay and Sangguniang

Kabataan elections this year, Nobleza has directed all unit commanders to intensify law enforcement efforts and to strictly enforce security measures in relation to the coming electoral exercises.

“Increase intelligence gathering, tighten up monitoring of political hotspots, and set up more checkpoints to deter lawless elements from engaging in all forms of criminality,” Nobleza told all police unit heads in Maguindanao del Sur and del Norte, Lanao del Sur, Basilan, Sulu, TawiTawi and in villages comprising the Special Geographic Area (SGA).

Power coop exec killed in ambush

GUNMEN killed an executive of a power cooperative providing electricity to two provinces in an ambush Wednesday in nearby Datu Odin Sinsuat, Maguindanao del Norte.

Al-Hassan Maongco, manager of the Institutional Services Department of the Maguindanao Electric Cooperative, died on the spot from multiple bullet wounds.

Major Regie Albellera, chief of the Datu Odin Sinsuat police, told reporters Maongco was driving his silver Toyota Fortuner when gunmen opened fire at his vehicle while at a stretch of a highway in Barangay Upper Capiton, killing him instantly.

Maongco lost control of his sports utility vehicle,

hitting a tree along the route head-on. His attackers managed to escape before responding policemen and barangay tanods could reach the scene.

Maongco was killed barely a day after two men shot dead Desmon Daglok Silongan, a popular municipal councilor in the troubled Salibo municipality in Maguindanao del Sur. Silongan has just alighted from his car he parked in the premises of their municipal government building and was to proceed to their session hall when his attackers approached and shot him with pistols, killing him on the spot.
