THE Bangsamoro region is mourning the passing of the “Wali” of the Bangsamoro Government while confined in a hospital in Davao City last Sunday

Bangsamoro Region in Muslim Mindanao (BARMM) “Wali” Sheikh Khalifa Nando was 81, his family said.

The title “Wali” means an elder guardian of the top level of leadership of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), as provided for under Republic Act 11054, the Bangsamoro Organic Law.

“Wali” in Arabic means “guardian” or “custodian” or “protector.”

His remains were brought to his house in Barangay Kayaga, Pandag, Maguindanao del Sur, a few kilometers from the town proper, where he was interred in simple Islamic ceremonies with more than 1,500 relatives, friends and regional officials in attendance.

MARANAO leaders have assured to help locate at least 27 gunmen who killed a member of the 2nd Marine Battalion and wounded three Marines in an ambush Saturday in Marogong, Lanao del Sur.

The slain Marine Sgt. John Milbert Pamaran and his companions, Cpl. Mark Anthony Bañares, Sgt. Jeram Aradji and Sgt. Joan Aniñon, were out for a community outreach activity when they were attacked by members of the Dawlah Islamiya, led by Faharudin Hadji Satar, in Barangay Cabasaran in Marogong.

Investigators in the Marogong Municipal Police Station and officials of the Lanao del Sur Provincial Police Office told reporters Monday witnesses have positively identified Satar and nine of his 27 followers who perpetrated the ambush that resulted in Pamaran’s death and left Bañares, Aradji and Aniñon badly wounded.

KORONADAL CITY – The Hand, Foot, and Mouth Disease (HFMD) cases in South Cotabato has breached the 300 mark as more cases have been monitored and counting, health authorities said.

Banga town has the highest number of recorded cases and health officials believed there could be more.

“This is already an outbreak, we are doubling our efforts to contain it,” Dr. Ellen Quidilla, Banga Municipal Health Officer, said over DXOM Radio.

As of Monday (Feb. 6), Banga has the highest cases of HFMD infections with 293 in 19 of the town’s 22 barangays.

Quidilla admitted the spread was rapid as the town health office only recorded 51 cases as of Jan. 30. In just six days, the number of infections in Banga rose to almost 300.

FOR its efficient handling of funds, Lamitan City got a 2022 Seal of Good Financial Housekeeping (SGFH) citation from the central office of the Department of the Interior and Local Government.

DOH, MOH honor “Red Orchid Award” hall of famers 2022

For helping the Department of Health (DOH) national office and the Ministry of Health in the Bangsamoro Autonomous Region in Muslim Mindanao (MOHBARMM) effectively implementing no-smoking policy, the health ministry has recognized and honored Thursday 11 government offices and hospitals.

Saida Ali, MOH-BARMM information officer, said the awarding was made possible through the MOH NonCommunicable Diseases (NCD) clusters.

Calling the program for antismoking advocacy in health facilities and government offices "Red Orchid Award," the program recognized agencies and hospitals that persistently advocated and promoted smokefree environment.

Dr. Ahsan Paudac, head of MOH-BARMM NCD cluster, said the program was one of the strategies aimed at ensuring

smoke free environment and work places across the region and in other parts of the country.

“Congratulations to the awardees, you deserve these awards and recognition, we appreciate your efforts in maintaining a healthy surrounding in BARMM,” Dr. Paudac said.

Ali said the accompanying the recognition and awards were trophies and cash incentives of PHP25,000 for first time awardees and PHP50,000 for hall of famers.

First time awardees were the Datu Odin Sinsuat District Hospital in Maguindanao del Norte and the 12th Forward Service Support Unit ASCOM, Philippines Army for Red Orchid First Timer Award (2021).

Monday in Barangay Panabutan in Sirawai town, Zamboanga del Norte. He said Alip, 29, has a standing arrest warrant for murder with no recommended bail issued by a municipal court in Siocon, Zamboanga del Norte, in April last year. 7 ASG bandits killed, 2 captured in Sulu clash

ZAMBOANGA CITY – Seven Abu Sayyaf Group (ASG) extremists were killed while two others were captured following a firefight in the hinterlands of Sulu province, a top police official said Monday.

Col. Richard Verceles, operations chief of the Area Police Command-Western Mindanao, said the clash broke out around 1:21 a.m. Sunday on the border of Barangays Labah and Kapuk in the towns of Maimbung and Parang, respectively.

Soldiers inside Lanao BIAF camps not disarmed, says MILF

THE Moro Islamic Liberation Front (MILF) has clarified that it did not disarmed 39 Army Special Forces (SF) who accidentally entered an MILF camp in Lanao del Sur Tuesday.

Butch Malang, chair of the MILF coordinating committee on the cessation of hostilities, stressed that the MILF forces under the Bangamoro Islamic Armed Forces (BIAF) 103rd base command in Barangay Dilimbayan, Maguing, Lanao del Sur “only requested the

Army to set aside their guns| while a dialogue was on going.

“The MILF referred the matter to the GPH-MILF ceasefire panel and the issue of uncoordinated entry of SF to MILF areas was settled,” Butch Malang told the Philippine News Agency in a phone interview.

“It appeared the soldiers were unaware they were already within the MILF camp in Maguing, the MILF politely requested them to lay down their guns assuring them they will not be harmed and the soldiers

agreed,” Malang added.

Malang said the 39-man Special Forces were allowed to leave the MILF camp Wednesday afternoon “with the government forces shaking hands with MILF fighters like brothers.”

An Army official said the SFs are part of the Army units hunting down terrorist groups and remnants of Dawlah Islamiya in Lanao del Sur.

N. Cotabato bans rubber from Basilan, Zambo

KIDAPAWAN CITY –

North Cotabato Governor Emmylou Mendoza has issued an order preventing the entry of all rubber planting materials from Basilan and the Zamboanga Peninsula following the proliferation of the “pestalotiopsis” disease.

“We have to step up our measures to prevent this disease that will ensure the high production and yields of our local rubber industry,” the governor said Monday referring to her Feb. 3 order.

In her order, Mendoza directed the provincial agriculturist office to intensify its monitoring and mounting of checkpoints to prevent the possible entry of the leaf-fall rubber disease in the province.

Included in the areas banned from sending rubber planting materials are Basilan Zamboanga del Norte, Zamboanga del Sur and Zamboanga Sibugay, Isabela, Dapitan, Dipolog, Pagadian and Zamboanga. PNA

Sa kanyang mensaheng pagtanggap, pinasalamatan Dr. Balawag ang ministry at binigyang-diin na hindi pinagsisihan ng kanilang dibisyon ang pag-turn over sa MBHTE BARMM dahil binigyan sila ng Ministry ng kanikanilang benepisyo, mga supply, at kagamitan nang makatarungan.

Namahagi ang MBHTE ng 5500 android tablet, 10 unit ng laptop, 53 desktop computer, 11 duplicator, 53 printer, 88 wall fan, 3 water dispenser, 3 air purifier at 10 tumbler. “Rest assured that our SDO and schools will carefully and efficiently utilize and monitor the usage of these supplies and equipment,” ayon kay Dr. Balawag.

Cotabato City Schools Division Conducts an In-Service Training and Midyear Performance Review and Evaluation for teachers during the academic break of students.

Pursuant to DepEd Order no. 034, s2022 entitled “School calendar and activities for school year (SY) 2022- 2023”, the DepEd announces the conduct of “Mid-Year performance Review and Evaluation (MPRE) and School-Based In-Service Training (INSET) for teachers on February 6-10, 2023.

It is emphasized in the said order that the first two (2) days of the five-day, mid-year break, shall be spent in evaluating the school’s progress in the implementation of educational progress, projects and activities, as well as, in reviewing the performance of teachers and the school staff to address concerns through cooperative efforts. Performance Task Strategy on Memorized Speech

Nothing else but listening and watching to the speaker, that’s what learners expect from an hour of class during performance task on memorized speech. Having already known every word the speaker would say, the whole hour may sound boring for the students. Traditionally, the teacher watches and records using rubric for scoring while the rest are busy practicing for their turn. The success of the class, no matter what the topic or activity, depends on the strategy the teacher applies.

The challenge is how to make the class meaningful. How will the teacher make this activity attention-getter, self-motivating, collaborative and fun. Here is the technique want to share that might interest you.

1. The teacher will present the rubric.

2. The students will rate the speaker. The rating sheet will also serve as the second task of the day. This promotes meaningful silence and determination to pay attention. Furthermore, self- driven to give their best as they serve as judges too.

3. The teacher will ask students to reveal their scores for the speaker; then teacher reveals hers. Students feels happy of confirmation on their ability to score. The scoring becomes fair and transparent.

Sheikh Khalifa co-founded the MILF with the late Founding Chair Salamat Hashim and the current Bangsamoro Mufti Abu Hurayra Udasan.

He was one of the students in Madrasah Al-Rasheedah at Pandag (then a village of Buluan), Maguindanao del Sur. In this town, he learned to read the Qur’an, Arabic language, and other subjects such as the Aqeedah (Islamic Ideology), and Fiq’h (Islamic Jurisprudence), among others from Sheikh Omar Bajunaid of Hadhramaut, Yemen.

AT 17, Nando was one of the early Moro students sent for a 2nd Batch on a diplomatic scholarship program to Al-Azhar University in Cairo, Egypt in 1, where he met his senior, Salamat Hashim, along with other forerunners and pillars of the Moro Fronts such as Ibrahim Abdulrahman alias “Abukhalil Yahya” and Sheikh Omar Pasigan.

Caritas network joins opposition against mining in

THE country’s social action network has joined the growing chorus of opposition to the large-scale mining operation in Sibuyan Island.

The network in a statement with Caritas Philippines said they stand behind the people who are determined to protect their island, dubbed the “Galapagos of Asia”. “We feel a moral duty to safeguard and uphold the well-being of our shared environment,” part of the statement read.

“Therefore, we believe that the project would not serve the overall interests of the province and would pose a threat, particularly to the lives and lands of the communities on the island, and the rich biodiversity in the area,” they said. POPE Francis on Wednesday appointed Monsignor Anthony Celino, a Filipino immigrant, as auxiliary bishop of the U.S. diocese of El Paso.

The bishop-elect is currently the pastor of St. Raphael Parish on the east side of El Paso in Texas and the diocese’s judicial vicar.

The Vatican announced the appointment at 12 noon Rome time (7:00 p.m. in the Philippines).

Celino will be El Paso’s first auxiliary bishop since its establishment

and concerns are addressed after more than a week of resistance from many residents. At least two protesters were hurt when local police dispersed a human barricade against APMC’s alleged illegal operations due to supposed lack of necessary permits.

“We urge the Department of Environment and Natural Resources, as well as all government offices, to prioritize protecting people and nature before vested socio-economic and political interests,” they also said.

Pope Francis names 3rd Filipino bishop in U.S.

as a diocese in 1914.

“We thank the Holy Father for his attention and care for the Diocese of El Paso,” said the diocese’s Bishop Mark Seitz.

“He brings a unique experience as a Filipino immigrant serving our border community as a priest for the past 25 years, a steadfast dedication to pastoral ministry, and fidelity to the Gospel,” the prelate added.

Born in Anda, Pangasinan, he finished his studies in Philosophy at the Mary Help of

Christians Seminary in Dagupan City in 1993.

After college seminary, he immigrated to the El Paso area. He pursued his theology studies at the University of Saint Mary of the Lake in Mundelein, Illinois.

After his priestly ordination in 1997, Celino was assigned as Parochial Vicar at St. Patrick Cathedral in El Paso and then at Our Lady of Peace in Alpine, Texas. He also served as the Pastor of the former Santa Lucia Parish, now St. John Paul II Parish.

In 2003, he obtained a

licentiate in canon law at the Catholic University of America in Washington.

Celino has also served the Diocese of El Paso as a vicar general, moderator of the curia, and chancellor.

His episcopal ordination has been scheduled for March 31 at St. Patrick Cathedral.

Celino’s nomination makes the the third Filipino-American priest to be named bishop in the U.S. The two others are Bishop Oscar Solis of Salt Lake City and Auxiliary Bishop Alejandro Aclan of Los Angeles. CBCP News

ROTC is good if done right, says military bishop

THE effectiveness of the Reserve Officers Training Corps (ROTC) program in schools depends on implementation and not just ideas, the country’s military bishop said.

Laws and traditions are part of human civilization. One of the earliest codified laws discovered were the laws of Hammurabi in Babylon which include laws of commerce, family law, and criminal law. his purpose being, “to make justice visible in the land, to destroy the wicked person and evil-doer, that the strong might not injure the weak.” The laws protect the widows, orphans and the defenseless from being exploited and harmed. Some of his laws may be considered harsh, such as “if anyone knocks out the teeth of his equal, his teeth shall be knocked out” from which comes the “lex talionis” or law of revenge, “ an eye for an eye and a tooth for a tooth.”

Pre-Spanish Philippines also have communities or Baranggays having their own customary (traditiona) and written laws. These laws cover such subjects as inheritance, property rights, family relations, loans, etc, There are also laws that govern criminal offenses, punishable by fines or even death. The more famous of these laws is the Code of Kalantiaw, claimed to be written by Datu Kalantiaw in the 1400’s.

In this Sunday’s gospel Jesus was commenting on some of these laws. He did not come to abolish the Law but to bring them into perfection. He wanted to go into the spirit of the law rather than just its letter. Beyond the law of ‘thou shalt not kill” is the deeper sense of “thou shalt not be angry at your brother.” Beyond the law of “thou shalt not commit adultery” is the inner law of, “thou shalt not look at a woman with lust.” Beyond the law “whoever divorces a woman should give her a bill of divorce” is the ideal of fidelity. Beyond the law, “thou shalt not make a false oath,” it is better not to make oaths at all but to be faithful to one’s word and promises, say “yes” when you mean yes, and “no” when you mean no.

For Jesus, laws are made for the well-being of the human person so that, “the Sabbath is made for man and not man for the Sabbath” (Mk. 2:27). There are many kinds of laws: the laws of nature (gravity) which when we break ,make us broken instead; positive laws which are man-made for the sake of order in society, and of course there are the divine laws revealed by God and written in our hearts. Usually, a person of good disposition and upbringing will be guided by his conscience regarding obedience to God’s laws. There are other people with lax and erroneous conscience. This is where good formation and catechesis is important – to develop mature and correct consciences so that God’s laws may be observed not just in its letter but in its spirit.

A quick glance at our educational system

One of the hardest task of government is coming up with an educational system that is relevant, people oriented, and fit to the standards of the people it serves. This may look simple, but is actually difficult when implemented. As many of us observe with the new (blended, technical, etc.) system that was put in practice during the COVID pandemic, a lot of loose ends have been missed by those in the Department of Education.

The hardest hit by this innovation is the poor. How can the poor afford the new technology which is “blended” with the traditional method?

The revised K–12 education in the Philippines covers kindergarten and 12 years of basic education to provide sufficient time for mastery of concepts and skills, and prepare graduates for tertiary education, middle-level skills development, employment, and entrepreneurship.

The schooling for this new system is divided into pre-elementary school, primary education also called elementary school, and 6 years secondary education, divided into 4 junior high school and 2 senior high school, or a total of 13 years. Parents complain that instead of the old system of 10 years, they now had to add more years of schooling for the children. This translates into additional expense for education.

The 2 senior high school are called specialization classes, where students choose from four tracks: Academic; Technical-Vocational-Livelihood; Sports; and the Arts and design. The Academic track includes five strands of specializations

• Accountancy and Business Management (ABM)

• Humanities and Social Sciences (HUMSS)

• Science and Technology, Engineering, and Mathematics (STEM)

• General Academic (GA)

• The new Pre-Baccalaureate Maritime strand which more or less prepares the student for college education. The other three is designed for special interests of students, and should allow them to pursue employment and other expertise without college education.

With such revisions of the system which will approximate that of other countries, this early, its results is already viewed as negative, particularly among the poverty stricken portion of the population. The defects of the old educational system are magnified - lack of teachers, lack of classrooms, lack of learning materials, etc., and the biggest problem that is supposed to be answered by the new system – unemployment. It seems that despite all the preparations and justifications, there remains a mismatch of the supply of educated manpower, with the demand for employment from the industries. Could there be a loophole which the new system was unable to address?

We still have the brain drain (particularly among medical personnel), high drop out rates, and the still gray issue of mismatch between trained graduates and actual jobs.

This is a big challenge for VP Sarah Duterte who chose Dep-ED Secretary as a cabinet post. Hopefully, she will be capable to face the challenge that the past administration of her father started. MC

TheMinistry of Public Order and Safety of the Bangsamoro Autonomous Region in Muslim Mindanao has launched the Bangsamoro Peace Institute in Cotabato City on Saturday, February 4.

The BPI, a program under the MPOS’s Peace Education Division, is designed to bring together peacebuilders in the region to share knowledge, facilitate capacity-building and design community initiatives that will bring about a more peaceful Bangsamoro, according t o a recent press release from the Office of the Presidential Adviser on Peace, Reconciliation and Unification under Presidential Peace Adviser Secretary Carlito Galvez, who is also currently the country’s Secretary of National Defense.

The BPI is supported by the United States Institute of Peace, a national, non-partisan, independent institute founded by the US Congress, carrying out linking research, policy, training, analysis and direct action to support those who are working to build a more peaceful, inclusive world. USIP Vice President Dr. Andrew Wielder noted that the BPI is designed for implementing conflictsensitive and peace-promoting initiatives that are also in line with the BARMM government’s public safety community programming.

He sees the Bangsamoro Peace Institute playing an important role in peacebuilding and said the USIP is very committed to helping in that process. “We will do what we can to help the process here, whether its training or capacity building, research, and analysis,” he added.

Dr. Wielder said peacebuilding requires very hard work and is often not successful. What has given him the most hope of success in the peace process in the Bangsamoro, he said, is the focus on more inclusion.

That peacebuilding is hard work is very true in the case of the Bangsamoro Peace Process. The relative peace currently existing in the Bangsamoro Region and neighboring areas previously affected by the conflict is testament to the power of persistent dialogue and unrelenting resolve in forging a peaceful resolution to decades of conflict that has claimed the lives of thousands.

Joseph Estrada who succeeded Ramos as President in June 1998 suspended the talks with the MILF in 1999 declaring an “all-out war” against the Front. Subsequently, MILF chairman Salamat Hashim declared jihad against Estrada’s administration.

Gloria Macapagal Arroyo revived the negotiations following her assumption as President in 2001. Various challenges rocked the peace process – the Zamboanga Siege, the violence that followed the junking of the Memorandum of Agreement on Ancestral Domain, or MOA-AD – but the peace panels of both the government and the MILF, egged on and supported by both national and local peace advocates along with the Church and civil society persisted and patiently trudged on until the Comprehensive Agreement on the Bangsamoro was forged and finally signed in Manila on March 27, 2014 paving the way for the creation of the Bangsamoro Autonomous Region in Muslim Mindanao through the Bangsamoro Organic Law.

There are a lot to learn from the Bangsamoro Peace Process that truly need to be institutionalized and popularized if peace is to be effectively forged in this country for it to have sustainable economic progress and prosperity: dialogue and negotiations work, persistent and unwavering commitment to peace is needed, the involvement of the community in forging peace is necessary to mention just a few.

Two weeks ago, a young basketball player in Datu Piang, Maguindanao del Sur was forced into his borrowed motorcycle, abducted at gunpoint while buying fish at an alternative market and was commandeered to interior Barangay Lintukan where he was shot dead.

Norhan Layang Manay was the silent type of a young man, who drove his brother’s motorcycle to earn for his family, working for a makeshift market vendor of garments, just as he would have been a father soon-to-be to his first born (but) one he would never get to see nor caress even for a first and last kiss.

Pacson, as Norhan was affectionately called, played basketball in leagues and for local teams during the annual town fiesta and was often the main subject of “live” FB coverage and break interviews by his “fans,” mostly, young ladies he was too courteous with, and small boys who would literally look up to him for his fair game

Before Southeast Asia’s fastest woman Lydia de Vega from Laguna in 1981, there was Mona Sulaiman from Tumbao, Cotabato (now Mother Kabuntalan, Maguindanao del Norte).

There’s not much to Google about the career of Tocal Mokalam (from datu Piang), who even in his past-youth years ended the track at 10.2 seconds—literally seconds ahead of his tragic end, in falling by a terrace of the Rizal Memorial Stadium amphitheatre with his spiked track shoes on, or so the story went in 1975 when his remains were transported on a 6x6 military truck to Datu Piang where it was accorded brief ceremonial home honors.

Protection amid life’s uncertainties

TIME and time again, trials and sorrows are earthshaking for humanity to endure and prevail as a result of our forebears’ disobedience and double-mindedness that death came into being. With almost everything on the rise, we were stunned by the earthquake-related death toll of 8.3K and still counting as emergency search and rescue operations are still underway in hard-hit Turkey and Syria.

When the 7.8 magnitude tremor struck early this week, the fatalities were only over 3,500 then suddenly rose to more than 8,000. The sorrow and pain felt by those who lost loved ones, abodes and properties, prompted international humanitarian organizations and neighboring countries, like the PH to respond with dispatch.

Despite higher inflationary rate this year under the Marcos administration, the sending of an emergency response team and dole-outs to the afflicted are on the right direction. Some wonder, why assist natural calamity-hit areas and not man-made disaster areas like the still ongoing Russia-Ukraine war? PH security experts explained that in any armed conflict, neutrality is better than being misconstrued as partisan, especially for developing countries like the Philippines. As we can see, only developed countries or the so-called “super powers” publicly manifest their artillery and man-power support. Ukraine supporters include the US, UE, and NATO among others. And such posturing of support against Russia has alarmed the United Nations citing for a possible much bigger armed confrontation with each of their allied countries.

Indeed, true that history repeats itself, as a good friend would fondly refer to as “the return of the come back.” For it has been prophesied more than 2K years ago to be on guard against frequent tremors that God will shake not only the earth but also the firmament because of humanity’s wickedness and evil deeds. God’s warning on nations and kingdoms infighting in wars and man-made pestilences, starvation and love growing cold happen because of dishonesty and deception abounding (Matthew 24).

On global pestilences to look back include the Spanish Flu of 1918 that killed 50 million people, the HIV-AIDS from 1981-2011 had accounted to 25 million people dead and the 14th century pandemic known as “Black Death” killed an estimated 75 to 200 million. And now we have the COVID plague and its variants from 2019-2023 that has a death toll of 6.83 million with confirmed 754.81 million positive and 13.16 billion vaccinated ones. Indeed, death comes in many forms and ways, either natural, accidental, violent or ailment that all want to be saved. But how?

LORD deliver us and save us for Your mercy-sake, for in death there is no remembrance of You and in the grave who will give You thanks? (Psalm 6:4-5). God will bring justice to the poor and save the children of the needy. He will break to pieces the oppressor (Psalm 72:4). And went on saying – I will spare the poor and the needy and will save their souls. I will redeem their lives from oppression and violence. And precious shall be their blood in My sight (Psalm 72:13-14).

5. opportunities for playful learning in early childhood through interactions with their parents.

Early childhood development programmers are most beneficial for children from the most disadvantaged families and significantly benefit to lowering inequality between peers. Parents are a child’s most important support, guides, windows into the world and teachers. Support programmes that empower parents set the ground for optimal early childhood development and long-term resilience throughout life.

As the introductory paragraph of my article last week stated, business enterprises do not operate in a vacuum. They have both internal and external environment that affects them and, in turn, are affected by them.

Part of the external environment of business firms include local government units where the firm is located or operates. A city or municipality, from time to time, introduce developments or change policies and procedures that can benefit or negatively impact business enterprises. .

How do we describe the relationship between small businesses and LGUs?

Perhaps the most appropriate term for describing the relationship of business enterprises operating in a certain locality and the local government having jurisdiction over the territory is “symbiotic.” Business enterprises, especially, the smaller ones benefit from business-friendly programs, projects, and policies of their host local government unit.

On the other hand, local government units derive benefits from the positive signal of increasing numbers of firms, expanding range of products and services, job opportunities created, and revenue provided by enterprises when they obtain permits and licenses from the municipal or city government.

The higher the number of business enterprises operating in a locality, the better it is for the local government unit and community. Thus, each and every local government should endeavor to craft and implement projects and policies that would

foster the establishment of and development of existing enterprises.

To induce the emergence of new business firms, a local government unit can undertake a number of initiatives.

First, it can provide technical assistance to fledging business firms through managerial and skills training, helping them gain market access, and product development.

Second, local government units can establish and operate or promote the operation of economic zones by the private sector. Business firms will benefit from having access to their basic requirements (land, power, water, and utilities), lower operating cost, and the agglomeration effect (firms being proximate to each other could avail of each other’s goods and services).

Third, local government units can also extend incentives that would exempt firms from local fees, taxes, and other payments.

Aside from its developmental functions, local government units also exercise regulatory functions over business firms. Local governments promulgate and/or implement laws, rules, and regulations that protect the environment, the consumers, and the community at large from adverse impacts that the operation of business firms may bring about.

One of the most common regulatory function of local governments is the promulgation of zoning ordinances that limits the areas where business firms may locate to minimize pollution (air, water, sound), ensure smooth flow of traffic, and assure that land is available for various purposes.

The other, and more common, exercise of regulatory power is the requirement for registration and licensing. Understandably, local government units would like to generate revenues and to regulate how firms should operate. However, the power to issue permits and licenses should be exercised with care.

Local governments should not levy very high fees that could impair the financial capacity of smaller enterprises or to impose requirements that could render registration too cumbersome that some businesses would rather operate in the underground.

REPUBLIC OF THE PHILIPPINES DEPARTMENT OF AGRARIAN REFORM Tunay na Pagbabago sa Reformang Agraryo PREFATORY STATEMENT

The 1987 Constitution under Article XIII, Section 4 provides that the State shall, by law, undertake an agrarian reform program founded on the right of farmers and regular farmworkers, who are landless, to own directly or collectively the lands they till or, in the case of other farmworkers, to receive a just share of the fruits thereof; Presidential Proclamation No. 13 instituted a comprehensive agrarian reform program (CARP) on July 22, 1987, and E.O. No. 229, provided the mechanics for its implementation;

On June 10, 1988, R.A. No. 6657, otherwise known as the Comprehensive Agrarian Reform Law of 1988, was enacted; Section 50 of R.A. No. 6657, as amended, provides that the DAR has primary jurisdiction to determine and adjudicate agrarian reform matters and shall have exclusive original jurisdiction over all matters involving the implementation of agrarian reform;

The primary thrust of Sections 49 and 50 of Republic Act (RA) No. 6657, as amended, is embodied in DAR AO No. 03, Series of 2017 (2017 Rules for Agrarian Law Implementation (ALI) Cases, amending DAR AO No. 03, Series of 2003 to proceed to hear and decide all cases, disputes or controversies in a most expeditious manner, employing all reasonable means to ascertain the facts of every case in accordance with justice and equity and the merits of the case in a manner that is just and inexpensive;

Indispensable in the judicious determination of cases by the Office of the Regional Director is the avoidance of further delays in the issuance and furnishing of Notices, Orders and Resolutions and the receipt of case folders and pleadings to and from the parties;

Finally, pursuant to A.M. No. 11-9-4-SC (Efficient Use of Paper Rule) and the Revised Guidelines on Submission of Electronic Copies of Supreme Court-Bound Papers Pursuant to the Efficient Use of Paper Rule, and that this guideline does not in any way amend or modify DAR AO No. 03, Series of 2017, and in pursuance to ISO Standards, that this Office hereby adapts the same.

(2) Manner of Transmittal.- All the legal documents mentioned in the immediately preceding item shall be submitted within twenty-four (24) hours from the filing of the hard copies (filed personally, by registered mail or any mailing courier companies) by transmitting them through electronic mail.

(3) Date and Time of Filing.- When the paper or hard copy is filed in person, by registered mail or any other mailing courier the same shall be deemed to have been filed on the date and time of filing of the hard copy, not the date and time of the transmission of the electronic copy.

(4) Proof of Filing of Hard Copy.- The electronic copy submitted should be the EXACT COPY of the paper filed before the Office of the Regional Director through personal filing, registered mail or through any other mailing courier. The following shall be considered as proof of filing;

a.) For Papers filed in person, the one filling is strongly encouraged to submit an electronic copy of the papers submitted.

b.) 2 shabu dealers arrested in Cotabato City face raps

THE two peddlers distributing shabu in busy spots around, entrapped Monday by state antinarcotics agents, had been charged with violation of the Comprehensive Dangerous Drugs Act of 2002.

Christian Frivaldo, director of the Philippine Drug Enforcement Agency-Bangsamoro Autonomous Region in Muslim Mindanao, told reporters Wednesday suspects Raul Estrella, 47, and his 42-yearold accomplice, Allan Lazaga, both detained, are now awaiting prosecution.

PDEA-BARMM agents entrapped them Monday along Macacua Street here and seized from them P340,000 worth of shabu.

Frivaldo said the sting that led to the arrest of Estrella and Lazaga was laid after people close to them had informed PDEA-BARMM

3 NPAs involved in terror plots surrender

TWO members of the New People’s Army cornered last week by angry barangay folk while collecting “protection money” from villagers in Lebak, Sultan Kudarat pledged allegiance to the government Monday.

Their surrender came after another NPA member in Sarangani, who acted as a lookout for arson and bomb attacks, surrendered three days before in Alabel, also in Sarangani via the Task Force GenSan of the 6th Infantry Division.

The two NPAs, identified only as Malakas and Justine for their safety, agreed to renounce their membership with the group through the intercession of leaders in Lebak’s neighboring Barangays Salangsang

and Kapilan and officials of the 57th Infantry Battalion and the 603rd Infantry Brigade.

Major Gen. Alex Rillera, commander of 6th ID, said Tuesday they are grateful to local officials in Lebak for helping convince the duo to avail of the government’s reconciliation program for NPA members.

More than 200 NPAs have surrendered in batches to units of the 6th ID in the provinces of Cotabato, South Cotabato, Sultan Kudarat and Sarangani in the past 14 months.

In Sarangani province, also in 6th ID’s area of responsibility, a confessed NPA “lookout” in bombings of buses and arson

attacks, identified only as Jurib, surrendered to the Task Force GenSan under Army Col. Galileo Goyena, Jr.

Jurib turned in a long range bolt-action 7.62 sniper rifle before he renounced his membership with the NPA in the presence of TF GenSan officials and local executives during a simple surrender rite in Barangay Maribulan, Alabel, Sarangani.

Jurib had told reporters he had acted as a lookout in the NPA’s burning in the adjoining Sarangani, South Cotabato and Sultan Kudarat provinces of heavy equipment of construction firms whose owners had refused to shell out “protection money” on a monthly basis. JFU

THREE members of the Bangsamoro Islamic Freedom Fighters were killed Monday in a calibrated military artillery attack targeting a secluded spot in Mamasapano, Maguindanao del Sur.

The artillery barrage was launched by the Army’s 33rd Infantry Battalion after villagers reported the presence of BIFF gunmen in Barangay Liab, Mamasapano, as if bracing for an attack.

Barangay leaders and Moro community elders confirmed on Wednesday to Lt. Col. Benjamin Cadiente, Jr., 33rd IB commander that three BIFF members were killed when an artillery round landed in their position and went off.

Local residents had told Army and police officials that the BIFF fatalities, whom they identified only as Suharto, Salik and Badrudin, were carried by their companions as they scampered away.

Pangcog, 601st Infantry Brigade commander, said Wednesday soldiers dispatched to check the targets of the artillery fire mission found an M16 assault rifle, three .38 revolvers and a .45 caliber pistol in the scene. Soldiers also recovered 40 millimeter grenade projectiles, an 81 millimeter mortar round rigged with a blasting mechanism that can be detonated from a distance using a mobile phone and six smaller improvised explosive devices scattered in the area.

Pangcog and the commander of the 6th Infantry Division, Major Gen. Alex Rillera, separately told reporters Wednesday they are grateful to residents and local officials in Mamasapano for helping units of 6th ID prevent BIFF forces from roaming in the municipality.

2 killed in Cotabato City gun attacks

TWO were killed, one of them a woman, while another was hurt in separate gun attacks in busy spots here Wednesday.

Col. Querubin Manalang, director of the Cotabato City police, said Thursday the 20-year-old woman, Munwarh Jordan Imam, and Arven Facturan, 36, both died on the spot from bullet wounds.

Imam and a companion, Cristel Mangubat, 19, were together in a tricycle, on their way home from the public market here early Wednesday, when men positioned along the route shot them with pistols.

Imam was killed while Mangubat was wounded in the ambush.

Their attackers had escaped even before responding barangay tanods and policemen could reach the scene.

A gunman shot dead Facturan in Purok Pagkakaisa in Barangay Poblacion 2 here at dusk Wednesday, about 16 hours after the shooting incident that resulted in the death of Imam and left Mangubat wounded.

Witnesses told police investigators Facturan was whiling away time near a small roadside store when the culprit approached him casually, pulled out a gun and shot him in the head.

The suspect, wearing a facemask, immediately scampered away after he shot Facturan dead with a .45 caliber pistol. JFU

Region-12 most wanted person falls

FOUR members of the outlawed Bangsamoro Islamic Freedom Fighters (BIFF) have received food aid and livelihood assistance after they laid down firearms and renounced violence in Midsayap town, North Cotabato province, officials reported Monday.

Naguib Sinarimbo, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) interior and local government minister, said the ex-Moro rebels who surrendered were presented by the Army’s 92nd Infantry Battalion (IB) to Maj. Gen. Roberto

Capulong, the 2nd Infantry Division (ID) commander, on Sunday.

Sinarimbo assured the BARMM government will assist the excombatants through the Ministry of the Interior and Local Government's (MILG) Project TuGoN (Tulong ng Gobyernong Nagmamalasakit).

TuGoN is a project of the BARMM government aimed at ending local armed conflict.

It is a humanitarian assistance program administered by the MILG for former members of other local armed groups in

the region who have chosen to return to the folds of the law.

The activity was carried out in collaboration with the Ministries of Social Services and Development, Public Order and Safety, and other line agencies.

Sinarimbo stated that the regional government will continue its efforts to end local armed conflict in the region and encourage other lawless groups to surrender and take advantage of Project TuGoN programs and services to reintegrate into mainstream society as productive citizens. EOF

POLICE arrested Monday Region 12’s most wanted person during law enforcement operation in Magpert, North Cotabato.

On Tuesday, Brig. Gen. Jimili Macaraeg, police regional director for Region 12 or the Soccsksargen region, announced the arrest of Roberto Candiban alias Biting Sandiban, 49 years old, farmer, and a resident of Purok 7, Barangay Bagumbayan, Magpet, North Cotabato.

Macaraeg said the arrest of Candiban was made possible through the information received by the intelligence operatives of Magpet Municipal Police Station saying he was sighted in Barangay Bagumbayan.

He has warrants of arrest for murder, frustrated murder and attempted murder issued by Judge

Henelinda J. Molina-Diaz of RTC, Branch 61, Kidapawan City.

After verifying the information, police tracker team was sent to serve the warrant. Candiban did not resist arrest.

Police said follow up investigation showed that Candiban was the coaccused of the late Eduardo Arnado alias Commander Choi, secretary of Guerilla Front 53, South Mindanao Region Committee (SMRC) for multiple murder and multiple frustrated murder charges.
