To compromise is to make a deal between different parties where each party gives up part of their demand. In arguments, compromise is a concept of finding agreement through communication, through a mutual acceptance of terms — often involving variations from an original goal or desire. Extremism is often considered as antonym to compromise, which, depending on context, may be associated with concepts of balance and tolerance. In the negative connotation, compromise may be referred to as capitulation, referring to a “surrender” of objectives, principles, or material, in the process of negotiating an agreement. In human relationships “compromise” is frequently said to be an agreement that no party is happy with, this is because the parties involved often feel that they either gave away too much or that they received too little.

REBOOTING CONGRESS The best way to government efficiency
Here we go again. Congress is warming up for its “dysfunctional” dance — you know, the one where members of each party blame the other party, the government is either not funded until the last minute or is funded a few weeks at a time or actually shuts down for a week or two, and our elected representatives and senators do their best to make simple things look hard. By Stephen Tyron Imagine that you paid your electric bill in advance, only to have some bureaucrat at the power company tell you he was turning off your power because he didn’t like the fact that most of the power was being generated through coal-fired plants. I don’t think any of us would stand for that. Even though we all have our opinions on the merits of sustainable energy versus fossil fuels, those opinions are beside the point: when you pay for power in advance, it isn’t right for the power company to turn off your power because of some philosophical debate. Well, if you are like most Americans, you settle your account with the Internal Revenue Service each April, and your employer is sending the government part of your paycheck every month to pay your tax bill. How is it right for some group of bureaucrats to threaten to turn off your government services because they have failed to resolve their philosophical differences in a timely manner? The fact is that it is neither right nor necessary for Congress to engage in this dysfunction. Thirteen appropriations bills will fund the government in fiscal year 2014 (October 1, 2013 through September 30, 2014). Those bills should have been passed before the August recess. If the work wasn’t done, then Congress should not have taken summer vacation. They should have stayed in session until the work

was done. The only reason the work didn’t get done is because the members of Congress didn’t want it to get done. They wanted the political drama we are witnessing now because they believe this drama will help them win some philosophical debate about the size, scope and activity of government. Collectively, they are betting that voters will forget how Congress played chicken with your money by the time they stand for re-election next year. Individually, each will tell you that the failure to complete the appropriations bills on time is someone else’s fault. In fact, every member of Congress is responsible for this failure. The way to restore a government that completes its work on time is to fire the 468 members of Congress who will stand for election in November of 2014. If every one of us voted against incumbents in the 2014 election, we would replace 87 percent of Congress. If we did that, I am willing to bet that the 2016 budget would be done on time. The notion of shutting down the government to achieve some outcome that is supposed to be achieved as a result of elected officials doing their jobs each day is fundamentally flawed. Americans don't have the option of shutting down their checking accounts when the check to the IRS comes due. For any member of Congress, regardless of party, to hold the American people hostage because the members collectively cannot effectively legislate is unacceptable. Replacing 87 percent of Congress in November of 2014 would effectively “reboot” our government. I believe such a reboot would be the best way to restore effective government. Don’t you? Five reasons to fear the debt ceiling By the Editors www.Bloomberg.com The global economy is facing a bizarre man-made threat: Radical legislators in the U.S., issuer of the world’s most trusted currency, think forcing the government to renege on its obligations would be a good way to shock it into recognizing the error of its fiscally imprudent ways. Lest anyone take this notion seriously, here’s what would happen if that threat were carried out.
What exactly is the debt ceiling?
To keep spending, the government needs Congress to pass a spending law. Republicans have already blocked this, resulting in a partial government shutdown. Now they are threatening the separate and much more disruptive step of refusing to raise the federal debt ceiling, currently set at $16.7 trillion. Spending exceeds revenue, so without permission to borrow more, the government can’t pay its bills even if a law to allow spending goes through. If the debt ceiling stays in place, the Treasury will run short of cash soon after Oct. 17. At that point: 1. Global markets will see the U.S. government as grossly and dangerously incompetent. Refusing to raise the debt ceiling is fundamentally different from cutting the government’s funding. It’s as if Congress were sending the Treasury two contradictory and legally binding orders — one that requires it to make hundreds of billions of dollars a month in payments, another that prevents it from borrowing the money it needs to do so. Which order is the Treasury supposed to obey? This is the stuff of absurdist theater. Confidence matters, and this event would destroy confidence. 2. Forced spending cuts will kill the economic recovery. Over the course of a year, the Treasury borrows roughly $1 out of every $5 it spends, so hitting the debt ceiling would require it to cut outlays by about a fifth — and by much more in
the short term, because flows into and out of the Treasury are lumpy. Such a severe fiscal squeeze would crush a still-tentative recovery at a time when widespread unemployment is threatening to do permanent damage to the country’s productive capacity. 3. The U.S. government might actually default on its debts. Some in Congress apparently think that hitting the debt ceiling needn’t mean missing a payment on the $12 trillion in government bonds outstanding — an event that markets would call a default, which could trigger a financial catastrophe (see No. 4). The House of Representatives has passed legislation to authorize the Treasury to prioritize such payments. Even if the Senate passed that measure, which it has refused to do so far, it might not be enough. The Treasury processes more than 80 million separate payments a month, using an elderly system that wasn’t designed for debt-ceiling damage control. Money to bondholders goes through a separate channel called Fedwire, so some segregation might be possible — but accidents are all too probable, and a payment could easily go missing. Markets are aware of the risk: Yields of Treasury bills maturing in the second part of October are abnormally high, suggesting that investors are demanding compensation. The cost of insuring against a U.S. default has almost doubled. 4. A default could trigger a global crash. Treasury bonds are the foundation of the U.S. and global financial systems. Their yields serve as benchmarks for interest rates on mortgages and corporate bonds. Securities dealers in the U.S. hold some $1.9 trillion in Treasuries as collateral on loans to hedge funds, banks and other financial companies. Mutual funds, pension plans and corporations rely on interest payments from Treasuries to meet their obligations to investors, retirees and workers. The slightest concern about the U.S.

Government shutdown vs. Marine Corps families Darwin said, “It is not the strongest of the species that survive, nor the most intelligent, but the one most responsive to change.” Everything’s been up in the air lately and it can be a stressful time in our military households. Between deferred death benefits, basic pay, special pay, base fires, what’s going to be paid or not, what’s closed and what’s not, etc., has put us on edge. I know you see the military football teams playing on TV, Congress traveling around like it’s the ’90s, the former NFL players getting $700+ million for TBI and concussions for ineffective equipment (our wounded warriors aren’t privy to that I think) and events being held on base that you may not agree with because they appear to be bad timing. We’ll never fully agree on what’s fair nor have control over how others deem certain things priorities in the military (although we’d like to). Yet, out of the midst of the chaos, all over we’ve seen triumphant steel magnolia’s blossom in this time of uncertainty. When the commissaries closed, military spouses banded together via Facebook, of course, to find the next best locations for coupon usage and stores even before Costco & Sam’s stepped up

As the Camp Pendleton fire displaced hundreds of residents from their homes, military spouses saw a need and jumped at the chance to give back and provide diapers, water, food and a listening ear to their fellow spouses. That display of love, appreciation and graciousness regardless of rank, military branch or job was very inspiring. We’ll never know what’s going on in Washington, D.C. and sadly may not be able to 100% depend on those who are supposed to look out for us. What we have seen over the past several weeks is that we are resilient and strong as a community. by the way)! When this is all said and done we are all military spouses. We each love our service members. We each have the same roller coaster feelings as they prepare for a deployment, go off on long training periods and then come home to us. Throughout this time, no one ever mentioned, “What rank is your husband before I help you out?” or “Ohhh, you’re not a ______ spouse?” There was pure and genuine intention through and through. We can all only hope that this camaraderie continues to endure considering the undetermined chaos ahead. Whether we have military balls or not is the least of our concerns right now considering we may not have the gas money to get to said balls. We can just take over a parking lot and turn on someone’s car stereo. Women, War & Industry Exhibition opens From October 19, 2013, through February 18, 2014, The San Diego Museum of Art will present Women, War, and Industry, an exhibition examining the ways women have been represented in relation to war and industry in modern and contemporary art. Highlighting many never-beforedisplayed works from the Museum’s Permanent Collection, this exhibition includes World War I and II era posters, and recent acquisitions in photog-
raphy. During the 20th century, the advent of war and increased industrialization led to major changes in the lives of women: their roles in families, the way in which they dressed, and the manner in which they were perceived in the public sphere. Bringing together work created in diverse media, this exhibition examines the iconic, historical, and fictional ways in which women have been represented in relation to the complicated and related factors of war and industry. A father’s loving tribute to his son By Saturnino F. Lorenzo Jr. At about 10:00 in the morning, my cell phone rang and it was a long distance call from my son, Kristofferson. He said “Dad, we are leaving for Afghanistan today, “referring to his contingent bound for the war zone“OPERATION ENDURING FREEDOM.” He was assigned to 1st Platoon, Co. A, 2nd Battalion 27th Infantry Regiment, 3rd Brigade Combat Team, based @ Schofield Army Barracks, Hawaii. In the continuing phone conversation, he asked “Dad, what is your verse for me today?” I thought for some seconds and these Bible verses come to my mind and I said “Son, the message of Moses to Joshua when they were to cross the Jordan River before getting into the Promised Land.” Chapter 31 verse 7 and 8 of Deuteronomy says “Then Moses summons Joshua and said to him in the sight of all Israel. Be strong and be courageous, for you shall go with these people which the Lord had sworn to their fathers to give them.” V: 8 It is the Lord who goes before you; he will be with you. He will not fail you nor forsake you, do not fear nor be dismayed.” And I said “Son, you must be strong, as a soldier, a squad leader to lead your men, strongwilled in your decisions and directions for them and be of good courage to inspire and encourage them without fear or favor, heads up to face danger in any
enemy encounter. Don’t forget to pray to the Lord for His guidance and Kristofferson direction Lorenzo with along your his wife and path. And young children. he said Inset: official “Dad, these military photo. verses have given me strength and encouragement. Thank you very much.” And I finally said “GOD bless you son.” Two weeks passed and I called up my daughter-in-law in Hawaii and asked about Kristofferson’s stand in his assignment and activities. And she said everything is alright as his regiment is stationed in Kunar province. I was happy also to know that their two young sons, Keane, four year old and Tristan, two year old are growing well… grandchildren. On May 23, 2011, the sad news came to us that four NATO soldiers were

killed when their vehicle hit an improvised explosive device (IED). My son, SSG Kristofferson B. Lorenzo and three of his men died. It was a bitter pill to swallow. Grief and sorrow overshadowed my whole family. His loving wife Leah and two kids took it deep. He left also his two close-hearted sisters Catherine and Charina and a caring stepmother Aurora. I just keep strong and thankful for the word of the Lord in Psalm 127:3 – “Lo, sons are a heritage from the Lord, the fruit of the womb a reward.” I remember vividly on his first deployment to Afghanistan. I told him before his departure “Son you are going on a long and far journey and I don’t
know what would be life there and we may not see each other again.” I wish that all of us will be together even after this life. He was just quietly listening and I said if you are willing in your heart to accept the LORD Jesus as Savior and Lord, I could lead you to a prayer and follow me. He nodded and I led him in prayer for his salvation and commitment to follow the LORD JESUS. I know that at this time he is with his dear mom and younger brother Christian in Abraham’s bosom. Kris has a lot of interest and future prospects. I remember him telling me “Dad, when I retire, I will set up my mechanic shop as he loves tinkering and repairing cars. Mechanically minded, he earlier bought a big tool box with tools. Noted to friends and close buddies, he is a whiz mechanic. To his living comrades-in-arms my deep and profound respect and to his fallen fellow soldiers my honorable salute. My heartfelt thanks to the Commander in-Chief, some Senators, Congressmen, government officials and top military officers and men for their letters of condolences, encouragement and assistance to us. To the thousands of friends, buddies and relatives, my unending gratitude. I do well agree and give respect what Congressman Walter B. Jones of North Carolina, as he quotes the book of John 15:13. Jesus says “Greater love has no man than this that he lay down his life for his friend;”…. his family and country. His brave service exceeded all measures of selfless devotion to his country. The memory of SSG Kristofferson B. Lorenzo will always be live and linger in memory as he showed a life worth emulating, did his job and mission well which is worth remembering. FREEDOM... only the brave know the cost. To you son, I give my salute.

It takes longer to compose texts that contain a lie By Lily Hay Newman Huffingtonpost.com Most people lie. Whether it’s once and a while or daily, everyone has to do their thing and sometimes lying seems like the best way to make it all work. But liars have tells, which can be just as important in life as in poker. And a new study suggests that people take longer to respond to texts when they’re cooking up a lie. Just one more thing to factor into the social calculus. Researchers at Brigham Young University found that texts containing a lie took longer to compose and were often shorter than truthful texts. This makes sense, but even armed with the knowledge humans are still poor lie detectors. The researchers found that through exact measurement and modeling they could predict SMS lies more accurately. “Un-
fortunately, humans are terrible at detecting deception. We’re creating methods to correct that,” BYU researcher Tom Meservy said. The study, which is being published in ACM Transactions on Management Information Systems, looked at 100 subjects who answered 30 questions in an IM/texting-style conversation on a computer. Before the study began they were directed to lie in about half their answers. The subjects took 10 percent longer writing their Humans can only identify a lie 54 percent of the time, so really we might as well be guessing. And we’re even worse in communication media like text messaging where people can’t observe each other. Of course there are a lot of reasons that people don’t respond to text messages right away, but lying is definitely one of them. They also might not like you.

Congress to probe veterans’ overdoses By Jim Axelrod, Jennifer Janisch www.CBSNews.com There has been a tremendous response to the CBS News report that showed many returning war veterans are receiving lethal amounts of pain medication from VA hospitals. Congress will hold a hearing on this Thursday. Since the story aired, CBS News has learned of case after case of veterans who’ve died after following doctors’ orders. In the weeks after our investigation aired, CBS News received photos like the one below — the daily dosage of pain pills prescribed to a 30-year-old VA patient in Texas. Another photo showed pills prescribed to a 54-year-old VA patient in Oklahoma. Among the medications prescribed to Ricky Green, a veteran of the first Gulf War, for his back pain were three narcotics. His wife Kimberly described a visit her husband made to his VA doctors in September of 2011. “He wanted to be taken off this large amount of medicines,” she said. However, Kimberly said, doctors and health care providers insisted he continue taking the medications — all of them. “He followed the doctor’s orders,” said Kimberly. The next month, Green died in his sleep, accidentally overdosing on a narcotic and a muscle relaxer prescribed by VA medical centers in Arkansas. “He was only 43 years old. And we
had — we had a future together. And this shouldn’t have happened,” said Kimberly. The congressional hearing Thursday will examine the VA’s practice of prescribing pain medications. “Unfortunately, it has become a routine way of dealing with our veterans, is to give them a prescription,” said Rep. Jeff Miller, R-Fla., who chairs the House Veterans Affairs Committee. “Masking the pain only temporarily takes it away,” said Miller. “It’s the underlying cause that absolutely has to be treated.” Right now, VA hospitals have just two pain management specialists for every 100,000 veterans. With more veterans coming from Iraq and Afghanistan, the system is only going to get more overloaded.

Cont’d. from Page 5 government’s ability or willingness to pay could prompt investors to demand a higher return on the bonds and dealers to toughen the terms on which they accept Treasuries as collateral. That would abruptly raise the cost of credit for everyone — or else freeze financial markets altogether. Economists have estimated that a few missed Treasury-bond payments in 1979, the result of a brief technical glitch, pushed up interest rates by 0.6 percentage point and boosted the U.S. government’s borrowing costs by $12 billion a year. It’s hard to overstate the danger. Picture a crisis in which markets froze and the U.S. government was unable to act because its own creditworthiness was the cause of the panic. 5. The government’s fiscal problems will only get worse. It’s true that U.S. finances are on a troubling long-term trajectory: The government has promised more to future retirees than taxpayers seem willing to pay. But in the current impasse, this issue is barely on the table. Meanwhile, heightened fears among investors will increase the government’s cost of borrowing. Even a rise of 1 percentage point would increase the government’s costs by $120 billion a year. The longer-term fiscal problem is readily soluble. Threatening a sovereign default, with all the enormous risks it entails, is not part of the solution. Arguing otherwise carries irresponsibility into the realm of insanity. Medal of honor recipient to run for Congress
By Bryant Jordan The government shutdown appears to have spurred a Medal of Honor recipient to go into politics — first Congress and then the presidency. Dakota Meyer, the former Marine sergeant awarded the Medal of Honor for rushing to the rescue of U.S. and Afghan troops pinned down in an ambush in 2009, announced via Twitter just after the government shutdown soon after midnight Tuesday morning. He tweeted “Congress 2016. POTUS 2024!” at 12:01 am Tuesday, a minute after Congress failed to agree to a budget or a continuing resolution for fiscal year ‘14. The simple tweet immediately drew hundreds of positive responses, many of which Meyer retweeted to his more than 23,000 followers. Earlier in the evening he said he was thinking about a run, which was also followed by encouragement from his followers. On Tuesday afternoon, Meyer appeared to remain resolute in his in-
terest to run for political office as he tweeted: “I want to thank everyone for the overwhelming support & encouragement about my decision to pursue elected office! #makeadifference” Attempts to contact Meyer as well as the public relations agency that represents Meyer were unsuccessful by press time. However, it’s clear Meyer already has supporters. Retired Navy Capt. Joseph R. John, founder and chairman of the political action committee Combat Veterans for Congress, told Military.com that the PAC “would certainly be pleased to support him in 2016.” Meyer’s Tweets typically are nonpolitical. A “Morning Motivation” Tweet — often a quote from some historical figure about overcoming difficulties — is daily fare on his account. But shortly before 11 p.m. Monday, with the government headed toward shutdown, Meyer tweeted: “I’ve decided that for every day that the federal government shuts down, we shouldn’t
have to pay federal taxes. What about you??” After a follower responded with a comment that he should “run for office,” Meyer replied that he was thinking about it. He fired off his Congress/POTUS Tweet just after midnight. Meyer received the Medal of Honor during a White House ceremony on Sept. 15, 2011, three years after the Battle of Ganjgal in Afghanistan. During the battle, Meyer, then a corporal, braved enemy fire several time to try and locate and save American and Afghan troops pinned down by ambush. The U.S. troops were already dead when he located them but he helped pull their bodies out of the ambush site as well as rescue Afghan troops. Meyer told his story with retired Marine colonel Bing West, the co-author, in “Into the Fire: A Firsthand Account of the Most Extraordinary Battle in the Afghan War.”
Meyer disclosed in the book that he attempted suicide in 2010. The pistol did not fire. He said in the book the experience prompted him to seek help for post-traumatic stress disorder and has since been a role model for other veterans battling with PTSD.

such as Mike O’Hanlon of the Brookings Institute. He said the planned additional purchase would have been “simply wasting precious taxpayer money.” The military initally wanted the C-27J because it had unique capabilities, such as the ability to take off and land on less developed runways, according to Ethan Rosenkranz, national security analyst at the Project on Government Oversight. But when sequestration hit, the military realized the planes weren’t a necessity, but instead a luxury it couldn’t afford, he said. “When they start discarding these programs, it’s wasteful,” he said. O’Hanlon said their near-resurrection was largely due to parochialism. “It’s too bad, and a waste,” he said. “I’m not sure the program was ever a white elephant, and yet given budget cuts I’m not sure it should be saved now.”

tans from Ohio and elsewhere have already been taken out of service and shipped to the so-called boneyard at Davis-Monthan Air Force Base in Tucson. Five more are expected to be built by April 2014, all of which are headed to the boneyard unless another use for them is found. The Air Force has spent $567 million on 21 C-27J aircraft since 2007, according to purchasing officials at Wright-Patterson Air Force Base. Sixteen had been delivered by the end of September. The Air Force almost had to buy more of the planes against its will, the newspaper found. A solicitation issued from Wright-Patterson in May sought vendors to build more C-27Js, citing Congressional language requiring the military to spend money budgeted for the planes, despite Pentagon protests. Congress put the brakes on the expenditure, which was the right thing to do according to government watchers

Intelligence community furloughs 70 percent during shutdown By Kris Osborn The Office of the Director of National Intelligence says the ongoing government shutdown has resulted in the furlough of more than 70-percent of the intelligence communities’ civilian workforce, greatly impacting its effectiveness. “Today, less than 30 percent of Intelligence Community employees are on the job and those who are working are stretched so thin that they are only able to focus on the most critical security needs,” Shawn Turner, DNI spokesman told Military .com. “The longer this goes on, the more the Intelligence Community’s ability to identify threats
and provide information for a broad set of national security decisions will be diminished.” The DNI oversees a 16-agency conglomerate of intelligence gathering agencies which includes the National Security Agency, Defense Intelligence Agency, Central Intelligence Agency, Department of Homeland Security, National Geospatial-Intelligence Agency and many more such as Army, Navy and Air Force intelligence gathering organizations. In addition to the impact the shutdown is having on intelligence gathering, Turner also emphasized the potentially substantial impact to the in-
telligence community workforce. “Beyond the impact the shutdown has on our mission, there’s a very real and significant impact on the lives of the men and women who serve in the IC. More than half of our current workforce joined after 9/11. They’re young people with young families living and working in the Washington D.C. area and if this shutdown goes on for an extended period, many of them will face challenges making ends meet,” Turner said. The intelligence communities’ broad set of missions includes surveillance and reconnaissance, a variety of intelligence gathering operations, monitoring
troop movements, assessing potential enemy military activity as well as locating and tracking potential plots against the U.S., among many other things. With this in mind, one analyst said a large-scaled furlough of this nature is likely to have an impact on time-sensitive intelligence-gathering activities. “Most intelligence is highly perishable. When you furlough 70-percent of the workforce, most of the others are doing critical minute-to-minute tasks. What can get lost is the intermediate stuff – like tracking things over a period of days,” said Daniel Goure, vicepresident of the Lexington Institute, a Virginia-based think tank.

Military priests told they can skip gay weddings By Adam Mathis The organization that oversees Roman Catholic priests in the military has issued a set of guidelines emphasizing that clergy are not obligated to participate in any ceremony that endorses same-sex relationships. “No Catholic priest or deacon may be forced by any authority to witness or bless the union of couples of the same gender,” read a letter from Archbishop Timothy P. Broglio, dated Sept. 17, published by the Archdiocese for the Military Services, USA. The Catholic Church opposes gay marriage. A spokesman for the archdiocese said in an email that Broglio’s letter was published in response to requests from “many chaplains for guidance” following the Department of Defense announcement that it would recognize same-sex marriages and extend benefits to gay spouses. The guidance comes just weeks after the North American Mission Board — the mission arm of the Southern Baptist Convention, which is responisible for the largest share of active-duty military chaplains — prohibited members from participating in services for same-sex couples, including weddings, counseling sessions and couples’ retreats.

REAPing benefits of military service Educational assistance is available to members of the military, as well as to veterans. The Reserve Education Assistance Program (REAP) is designed for members of the Reserve that have been called or ordered to active duty. This is as a result of a response to war or a national emergency as it may have been declared by the President or the Congress. The assistance program falls under the GI Bill. The Department of Defense and the Department of Homeland Security are responsible for determining eligibility. The Department of Veteran Affairs is responsible for administering the program and paying the benefits. REAP is also referred to as Chapter 1607. It cannot be combined with any of the other VA educational benefits that are offered. This means that soldiers must determine which program military service should be used towards. The only exception is qualifying for the College Fund, referred to as the Chapter 1606 kicker, in which case both can be used.
The REAP Benefit Amounts
The benefit amounts are based solely on the amount of days that a soldier was activated. The REAP payment
rates increase each October as a way to meet the higher costs of education. Reserve members who served on active duty for a minimum of 90 days but did not reach one year would receive a full time rate of $589.20. Reserve members who served on active duty for at least one year but less than two would receive a full time rate of $883.80. Finally, those members who served on active duty for two years or more would receive a full time rate of $1178.40 These rates are based on full-time attendance at a college or university. Reduced rates would apply if a soldier decides to attend a different type of educational opportunity. This could include correspondence or flight schools, apprenticeships or certification training.
How to Meet REAP Eligibility Requirements
To qualify for the REAP, a soldier must be a member of any reserve component that was called to active duty on or after the date of September 11, 2001. This falls under title 10 US Code for a contingency operation. Eligibility for Chapter 1607 requires a soldier
to have served at least 90 consecutive days or more. Another way to qualify is if a National Guard member had active duty under section 502(f) title 32 USC and had served 90 consecutive days. This will only be approved if the President or Secretary of Defense approved the duty for a national emergency and was supported by federal funds. It is possible to qualify for the Chapter 1607 REAP Program with or without being discharged. Active duty members can also qualify, assuming they have served at least 90 consecutive days. The Department of Defense will be able to identify contingency operations to determine qualification for educational benefits under Chapter 1607. The final way to qualify is if a soldier is a disabled member who had an illness or disease aggravated by or incurred during the line of duty and was released prior to completing 90 con-
secutive days. It must be that a person was released due to medical conditions or of their own accord and not due to willful misconduct.
How to Apply for REAP
Chapter 1607 claims can be made online through the Vonapp website. There are also VA regional offices that will accept applications and all supporting documents for a Chapter 1607 claim. These offices are in Atlanta, Buffalo, St. Louis, and Muskogee. The application is VA Form 22-1990. Once this is filled out, there are also a variety of supporting documents that must either be used to fill out the form or presented. These will include the dates and service status for each period of the person’s military service. Payback time for service academy or ROTC will not count towards REAPING, cont’d. on Page 16

REAPING
Cont’d. from Page 14 qualifying time. Soldiers will also need to comment as to whether they have participated in the $600 Buy-Up Program. This is possible with the REAP. How this works is that an additional $600 contribution will result in another $5400 in GI Bill benefits towards education. Further documents will include certificates of release of discharges from Active Duty, transcripts for all education post high school as well as the Kicker Contract. The Department of Defense may be able to supply some or all of this documentation if a soldier cannot access or cannot find the files. Upon completion of the application and submitting all documents, the Department of Veteran Affairs will submit the information to the appropriate departments for approval. If a soldier is approved, he or she will receive a letter in the mail as to when benefits will begin. A person then has the ability to use this money toward whatever major they wish at any qualifying university or college in the country.

Beaver butts emit goo used in vanilla
TRAVEL
Mexico’s Hacienda Tres Rios
Story and photos by Howard Hian
Background
The award-winning Hacienda Tres Rios in Riviera Maya is at the forefront of sustainable eco-tourism. It’s a beautiful beachfront, all-inclusive destination resort, situated near Playa del Carmen on the Mexican Caribbean, 45 minutes south of the Cancun International Airport.
Staying and Playing
There are 273 suites with minibars (restocked daily). The hotel is part of a 300-plus acre nature preserve; home to three freshwater rivers and 10 cenotes. In addition to the resort amenities (see below), guests have the exclusive use of the sanctuary for exploring, snorkeling, birding and kayaking. Lazy or active, this place and its service shines.
Next time you pick up a vanilla candy, think twice. A chemical compound used in vanilla flavored foods and scents comes from the butt of a beaver. Castoreum comes from a beaver’s castor sacs, located between the pelvis and base of the tail. Due to its proximity to the anal glands, the slimy brown substance is often mixed with gland secretions and urine. “I lift up the animal’s tail,” Joanne Crawford, a wildlife ecologist at Southern Illinois University told National Geographic. “I’m like, ‘Get down there, and stick your nose near its bum.’” “People think I’m nuts,” she added. “I tell them, ‘Oh, but it’s beavers; it smells really good.’” Beavers use the brown slime, often
compared to a thinner version of molasses, to mark their territory. The musky, vanilla scent is attributed to a beaver’s diet of bark and leaves. Manufacture have been using castoreum as an additive in foods and perfumes for at least 80 years, according to a 2007 study in the International Journal of Toxicology. But getting a beaver to emit castoreum is not easy. Foodies are willing to “milk” the animals in order to get their hands on the gooey substance. “You can milk the anal glands so you can extract the fluid,” Crawford said. “You can squirt [castoreum] out. It’s pretty gross.” Only 292-pounds per year is col-
lected because the milking method is unpleasant for all parties involved. And the worst part? The FDA-approved castoreum is not required to be listed as an ingredient on food items. Manufacturers may list “natural flavoring” instead. Perhaps a bit too natural for us.

Think Green
Before development began, Hacienda Tres Ríos spent two years of careful planning including studies of the coastal reef, dunes, vegetation, mangroves and fauna. Working with architects and engineers, they developed environmentally friendly construction practices. Two examples: resort structures were pre-fabricated offsite and assembled in-place using local Mexican sustainable materials; and buildings were erected on stilts to maintain the natural water flow above and below ground. Energy efficiency is state-ofthe-art in the guest suites. The hotel design, as well as double paned windows, minimizes the sun’s rays. TRES RIOS, cont’d. on Page 19

Fighting for Alliance MMA in San Diego, Noons, 11-7, is at the crossroads of his mixed martial arts career having lost three in a row and five out of his last six fights. As he finished his final training sessions, Noons took some time to answer a few questions from MP reporter Art Garcia Jr. AG: Your last fight against Donald Cerrone was a pretty rough brawl, how are you feeling heading the fight next week? KJ: I’m ready man. I’ve powered through this week and the whole training camp for myself and I’ll be done by this weekend and I’ll be ready to get it on, I guess you could say. AG: Coming off a threefight skid, have you made any changes either in or out of the ring to get you back on the winning track again? KJ: I changed camps – I’m training down at Alliance in San Diego. I changed everything; the whole training camp, every coach, everybody … everything is new. AG: Strategy wise, do you go into this fight any different or do you keep the same game plan that you normally do?

Cont’d. from Page 17 Sensors for controlling room lights and temperature also reduce energy consumption. Centrifugal cooling units result in 40% less power being used to air-condition. The heat that the airconditioning equipment throws off is captured by an exchange system that allows continuous hot water flow to the rooms. It also warms the water in the swimming pools. Air injected into shower heads reduces consumption by 40% (you can’t tell it’s low-flow) and there are dual-flush toilets. The large bathrooms feature biodegradable toiletries.
KJ: No, I’ve been losing so I had to change it up. So I changed camp up, came up with a new game plan – a new coach, new training and I’ve been working a lot of great new stuff. I’m enjoying it, I’m having fun back in there and it should be good. I think it will benefit me in the fight bigtime. AG: With that being said, how important is it to have fun while working out in training camp? KJ: It’s always fun to be doing something that you enjoy out there in the cage and stuff. Back in Houston, I have some family there and some friends so it should be a lot of fun, you know? I put a lot work in to get out there a mix it up a little bit – it should be a lot of fun. AG: I remember you saying you needed to work on your ground game following the Josh Thomson fight. With your striking ability being your strength as a fighter, have you gotten away from that strategy in your past few fights? KJ: No. If you look at all the fights I’ve had, all of them (opponents) probably top five in the world? So if you’re saying I’m on a losing streak I say look at the people I’ve fought, number one. And number two, they are going to do what is to their best advantage to win the fight – which is to lay on me, do a great ground-and-pound, and try to submit me. They’ve had better game plans, so I need to get a better game plan for myself. No, I haven’t gotten away from that (striking) at all; I’m just adding more to my game. AG: What do you know about your opponent, George Sotiropolous? KJ: I know he’s really good on the
pools, a spa, daily/hourly activities, fitness center with yoga, pilates, zumba, and meditation instruction, cooking classes, biking tours, video library, wi-fi, concierge and evening entertainment. A few of the awards Hacienda Tres Rios has won are for sustainable travel, food and beverage excellence,
ground, great Jiu-Jitsu, has a boxing background, he can mix it up with his hands and he’s very dangerous on the ground. I’ve watched a lot of his tape and I think I came up with a good game plan and I think I’ll have my hand raised at the end of the fight. AG: MMA is such a unique and different sport, when you lose a fight do you need to have a short memory and forget about it and concentrate on the next fight or does it linger with you? KJ: No, it sucks losing. Do you like to lose? Yeah it sucks. I have to go in there and try to get better and if not, I don’t know… maybe if I keep losing I’ll hang it up. If I can’t compete with the best then I don’t want to do it no more. We’ll see with this fight because if I can’t compete I don’t want to be in there as a punching bag, that’s no fun. AG: You’re 30 years old, how much longer do you want to keep fighting? KJ: I don’t know… if the UFC drops me I’ll retire. I’ve had over 50 pro fights – boxing, kick-boxing, MMA. I’ve won a world title, I’ve had probably close to 100 amateur fights – I’ve been fighting since I was five years old. I’ve been fighting for a long time, probably longer than anybody in the fight game right now – probably more fights than anybody too. It’s tough when you fight guys who are in the top 10 in the world, you know, there’s a very small margin for error. I think I’ve been damn good at that.

CHARGERS REPORT By Art Garcia While scouting a game between the Cal Berkley Bears and USC in 2011, Tom Telesco was impressed by a sophomore receiver named Keenan Allen who caught a career-best 13 passes for 160 yards. And when Allen was still on the board in the third round of the NFL Draft this past April, Telesco wasted little time selecting the talented receiver who was projected to be a first-round pick prior to suffering a knee injury following his junior year. When Malcom Floyd was recently lost for the year with a neck injury, Allen assumed a starting role the past few weeks and has shown flashes of what kind of receiver he can become. MP reporter Art Garcia Jr. caught up with Allen prior to the Chargers late night game versus the Raiders to ask the rookie about his experience thus far in his NFL career. BAIL BONDS
Rookie receiver making strides
AG: Thoughts on your 5 catch; 80yard performance against the Cowboys and heading back up to your college stomping grounds (Cal Berkley) to face the Raiders. KA: That was the biggest game of my career so far. (I’m) just going out there playing with confidence by doing the preparation, knowing the game plan and getting on the same page as Phil (Philip Rivers) to be able to make those plays. I’m excited to go back to the Bay area and play and see how many people I can get out there. AG: So you feel you are getting more acclimated to the scheme where you and Philip can kind of give each other a look and know which direction he wants you to go? KA: Yeah, definitely. As long as you know the game plan, you know the look the defense is giving you, you pretty much have a good feeling which way the ball is going. AG: Most rookies find the biggest difference between college and the pro’s is the speed of the game. What has been your biggest adjustment to the NFL? KA: I think that the guys are more patient while they’re out on the island. When they are pressing you, you have to work them more – you have to use your technique, use your hands and stuff like that (to break away from coverage). You can’t just go out there and run a route (and expect to be successful). AG: Most scouts projected you to be a first-round pick before your knee injury. Prior to the Chargers selecting you in the third round, did you receive any calls from other teams telling you to be ready when they pick only to have them pick someone else? KA: Oh, not that I know of because my agent had the phone. I mean he did say ‘get ready, Carolina’s coming up – I think they are going to call.’ He did say that, but they didn’t call so we waited for the next team to call and it was San Diego and I was (real) excited. AG: How do you feel about your fit here – is it what you expected or did you think it would be different when they drafted you? KA: I think I’m being used well; I think my role is well on the team and
I think I’m being helped by my coach and offensive coordinator. I have guys to look up as well – Antonio Gates, Malcom Floyd and Philip Rivers is one of the best quarterbacks in the league. So I feel like I’m in a great position. AG: Who were the receivers you admired growing up and do you compare or pattern your style to the way they played the game? KA: I really didn’t (study) details or technique wise – I really didn’t watch anyone like that. The guys that I would look at were Calvin Johnson, Chad Johnson, Randy Moss, Anquan Boldin – guys like that. AG: A lot of kids dream about playing high school ball and college ball with a sibling, but you played both with your half–brother, how special was that and is he still playing? KA: That was fun. I played with him in college, high school and pee wee’s – it was like playing backyard football out there. It was definitely fun playing with him and he just finished playing football in Germany – for a semi pro team, I think.
The Endzone
In their 27-17 loss to the Raiders, Allen caught a career high six passes for 115 yards and pulled in his first touchdown reception as a professional on an eight-yard slant pattern. According to RotoWorld, Allen was targeted nine times by Rivers (vs the Raiders) and put together two straight weeks of at least five receptions and 80 yards receiving. Allen could have easily had three touchdown receptions against the Raiders – instant replay overturned an earlier touchdown reception when it ruled he failed to get both feet in bounds and late in the game when he was open in the endzone, but Rivers pass was thrown behind him for an interception. Allen and the Chargers will face there toughest test of the season so far when they battle Andrew Luck and the Indianapolis Colts this Monday in prime-time television. Let’s just hope that the 10,000 tickets available get sold to prevent a blackout. According to the UT’s Kevin Acee, the last time a Monday Night Football game was blacked out locally was a regularseason finale between the Falcons and 49ers on Jan. 3, 2000.

FOCUS
Cont’d. from Page 10 supports creative problem solving, someone in the family mentions a problem that the family is facing. The problem doesn’t need to be anything serious. Something like, “We don’t know what to make for dinner,” is a problem that even young kids can help solve. Everyone in the car tries to come up with different options, starting with solutions that begin with the letter “A” and then moving on to the next letter of the alphabet. Your child might begin with “Ask my teacher for her favorite recipe,” and then you might continue with “Bake a casserole.” Keep going through the entire alphabet so that each family member gets several turns. Yes, and… - This classic improvisation game focuses on building positive communication skills and a shared family story. The game starts with someone saying a positive action sentence, like “I am going to buy a pineapple.” The next person says “Yes, and…” and then she adds another sentence to the story. For example, she might say, “Yes, and I am going to attach it to a kite.” Family members keep adding “Yes, and…” sentences to see how silly the family story can become. Peyton Manning is making you
By Jonathan Mahler You’ve probably already heard about this shocking new study in the scientific journal Pediatrics, the one that revealed that a lot of famous athletes shill for junk-food manufacturers. Here’s how it worked: Researchers for the Rudd Center for Food Policy and Obesity at Yale University examined the endorsements of America’s 100 most prominent athletes, assigning each one an “Athlete Endorsement Index.” The lower the athlete’s score, the more negative his or her impact on America’s collective health. Topping — or, rather, bottoming out — the chart was Denver Broncos quarterback Peyton Manning, whose tireless marketing efforts on behalf of Papa John’s Pizza, Gatorade, Wheaties Fuel (“Winning takes intense preparation.
It starts with Wheaties Fuel,” says Manning of the cereal with more sugar per serving than Cinnamon Toast Crunch), Pepsi and other goo earned him a lowly 28.9. Did I forget to mention Manning’s labors on behalf of Double Stuf Oreos? Even LeBron James, who hawks Big Macs and has his own flavor of Bubblicious bubble gum, looks like Michael Pollan next to Manning. (James came in at 42.8.) Before we go further, it’s worth noting that Manning’s TV commercials may not be advancing the dietary interests of our nation, but judged on their artistic merits, they’re actually kind of funny. In addition to being a pretty decent quarterback, Manning is a very good actor, especially for an athlete. He also has a sense of humor about his own shamelessness. In 2007, he guest-
starred on Saturday Night Live and joked about the fact that he had just accomplished two of his life-long goals: winning a Super Bowl ring and appearing in more than half of America’s TV commercials. There’s even a little irony in some of his commercials, most notably the Manning brothers’ mid-field Double Stuf lick-off. The Rudd study was obviously meant to shame Manning and his fellow multimillion-dollar junk-food endorsers into reconsidering this particular revenue stream — and to encourage them to use their power for good, not evil. As the article in Pediatrics stated: “Professional athletes are in a unique position to use their highly visible status to promote healthy messages to youth, and their role as athletes may lead the public to perceive them as credible sources of
knowledge of a healthy lifestyle.” This all seems pretty silly. To begin with, anyone who watches television doesn’t exactly need a scientific study to inform them that plenty of athletes front food and beverages that are “nutrient-poor.” Also, is crappy pizza really any worse for America than, say, highinterest credit cards? (Come to think of it, Peyton also promotes those!) I’m all for raising awareness about healthy eating, but I fail to see why that’s the responsibility of professional athletes. We are long past the point of debating whether athletes are role models. (See: Tiger Woods, Aaron Hernandez and far too many others to count.) They are just athletes, trying to maximize earning potential before they become ex-athletes, sitting in front of their TVs scarfing down Cheetos.

SUDOKU The rules to play Sudoku are quite simple. Fill in the blanks so that each row, each column, and each of the nine 3x3 grids contain one instance of each of the numbers 1 through 9.
This week’s solutions:

A guy walks into an elevator and stands next to a beautiful woman. After a few minutes he turns to her and says, “Can I smell your feet?” The woman looks at him in disgust and says, “Certainly not!” “Hmmm,” he replies. “It must be your breath then.” A man walks into his house with a duck under his arm. He walks up to his wife with it and says, “This is the pig I’ve been living with.? His wife says, “That’s a duck.” He quickly replies, “I wasn’t talking to you.” Being a very religious kind of person, when I checked into my hotel, I said to the woman at the desk; “I hope the porn channel in my room is disabled.” “No,” she said, “It’s regular porn, you sicko.” If a woman is uncomfortable watching you scratching your crouch, do you think... A. You need more time together? B. She’s a prude? C. She should have sat elsewhere on the bus?
Man: “I’d go through anything for you.” Woman: “Good! Let’s start with your bank account.” Man: “I would go to the end of the world for you. Woman: “Yes, but would you stay there?” Man receives telegram: Wife deadshould be buried or cremated? Man: Don’t take any chances. Burn the body and bury the ash.
THEN
Shakira
Ricky Martin
Man: “God, why you make woman so beautiful?” God: “So you would love her.” Man: “But God, why you make her so dumb?” God: “So she would love you!”
says, “Does it taste funny to you.”
Two cannibals were eating a clown. One cannibal looks at the other and
Undertaker to bereaved husband, “When did you first notice your wife
was dead? Well, he replies, “the sex was the same but the dishes were starting to pile up.
ENTERTAINMENT
A man says to his wife, “Tell me something that will make me happy and sad at the same time.” His wife replies, ‘”You make love better than your brother.”
Pick up lines
Man: “Haven’t I seen you someplace before? Woman: “Yeah, that’s why I don’t go there anymore.” Man: “Is this seat empty?” Woman: “Yes, and this one will be too if you sit down.” Man: “So, wanna go back to my place?” Woman: “Well, I don’t know. Will two people fit under a rock?” Man: “Your place or mine?” Woman: “Both. You go to yours and I’ll go to mine.” Man: “So what do you do for a living?” Woman: “I’m a female impersonator.” Man: “Hey, baby, what’s your sign?” Woman: “Do Not Enter” Man: “How do you like your eggs in the morning?” Woman: “Unfertilized.” Man: “Hey, come on, we’re both here at this bar for the same reason.” Woman: “Yeah! Let’s pick up some chicks!” Man: “I know how to please a woman.” Woman: “Then please leave me alone.” Man: “I want to give myself to you.” Woman: “Sorry, I don’t accept cheap gifts.”
