GARNER - The next Garner Asset Project (GAP) will be held Thursday, Oct. 13, 12 noon to 1 p.m. at Peace Reformed Church, 1907 200th (3 miles south of Garner). Garner Asset Project is a vibrant and active network of people who seek to make their communities healthier and safer - especially for children. We help communities combine resources to implement evidence-based and cost-effective approaches to substance abuse prevention. All interested persons are welcome.

Hog Confinement Fire

VENTURA – A fire at a large hog confinement building south of Ventura destroyed about 2,750 head of hogs, early Sunday morning. According to the Cerro Gordo County Sheriff’s Office, deputies responded to the fire about 3:17 a.m., Sunday, Oct. 2. The building is owned by Luscombe Enterprises. The confinement building contained approximately 250 sows and 2,500 piglets. The cause of the fire is under investigation. Fire departments from Ventura, Clear Lake and Garner and EMS responded.

81. “Those improvements were to straighten out the drainage way and get rid of the some grub, brush and what have you,” said Tim Moreau. “Essentially, what we were doing is increasing the capacity of the surface drainage way so it could [handle runoff from a major storm event].”

A city-wide comprehensive storm sewer plan was done in 2010-11. One alternative to reduce water issues on Allen and Front Street was to put in a detention basin on the high school property. Moreau said the school has made some improvements. “They’ve restricted the outlet to some degree to prevent the water from

just free flowing through the culvert under Front Street. With their recent addition, they have put in additional detention facilities so the new improvements don’t compound the problem,” he said. The second alternative would be to put an intake to the west of Allen Ave. WATER to page 2

Eisenman, Hancock County Auditor and Commissioner of Elections, announces that absentee ballots for the General Election to be held Nov. 8, 2016, are now available in the Hancock County Auditor’s Office. Any eligible voter may cast an absentee ballot at the Auditor’s office or may submit a written request for an absentee ballot. A request form is available at the Hancock County Auditor’s office or on Hancock County’s
website www. hancockcountyia.org; click on Auditor under Departments; then click on Application for Absentee Ballot. The signed, completed request form can be mailed or brought to the Hancock County Auditor’s office, 855 State Street, Garner, IA 50438. Absentee ballots may also be voted in the Auditor’s office, Monday – Friday from 8 a.m. to 4 p.m. The Auditor’s office will also be open Saturday, Oct. 29 and Saturday, Nov. 5. GARNER – All-Terrain Vehicles (ATV) and Off-Road Utility Vehicles (OUV) came closer to becoming legal to drive on Garner city streets last week. The city council again took up discussion of a proposed ATV/OUV city ordinance at the Sept. 27 meeting. Proponents and opponents to the ordinance were at the meeting. Councilman Dennis Drabek said he received numerous of phone calls from citizens against the proposal. Drabek reported that some constituents said when they signed a petition several years ago to allow golf carts

and ATVs to be driven on city streets, they didn’t understand the city already has an ordinance in place the allows golf carts to and from home to the course and back by the most direct route. They didn’t care about the ATV/ OUV part of the petition. Drakek shared correspondence from one citizen, which said: “They bought an off-road vehicle. What part of off road don’t they understand?” Others simply did not want a lot of ATVs and utility vehicles on city streets. “They are concerned about adding more [vehicles] on the street that people have to watch out for. And they’re not legal on the street,” he said. Councilman Tim Schmidt also re-

ported he heard “quite a bit of concern” from citizens. “Why did you make exceptions for landscapers or other people if safety is a concern?” asked attorney Jim Wet-

terling “Why did the state make an exception for farmers, surveyors and a host of other things in that exceptions statute?” Karl Bauer commented he sees an

Ventura Council considers water and sewer rate increase Rebecca Peter

gleadernews@qwestoffice.net VENTURA – The Ventura City Council recently held the first reading of an ordinance to increase water and sewer rates. The council met Sept. 26. According to Else Taylor, city administrator, a rate increase is necessary to prepare for water system improvements. The current rate structure is not enough in the event of unexpected infrastructure failures, “big ticket” maintenance items or upgrades. The last water and sewer rate increase was in 2010. and is in need of improvements, including tower painting inside/out and control systems to monitor the well,” said Taylor. “As the system ages, the frequency of water main breaks will increase due to pressure fluctuations. The water main breaks experienced over the past few years have depleted the water fund reserves that were intended to be used for maintenance.” Under the proposed rate structure, a typical monthly bill from zero to 5,000 gallons would be as follows: water $25, tax - $1.75, sewer - $17.50, garbage - $10.50 for an average total of $54.75. In addition, the billing will be changed from every two months to monthly to make it easier for VENTURA to page 2
